TAKE WAIT. >> THIS IS AN HONOR TO STAND BEFORE YOU, BECAUSE THIS WAS A LONG TIME COMING, DURING THE LATTER PART OF MY SECOND YEAR IN THE LEGISLATURE I HAD THIS IDEA TO CREATE A BLACK HISTORICAL MUSEUM WITH THE HIGHWAYMEN WING A PART OF THAT MUSEUM. AT THE TIME WE WERE LOOKING AT THE PROPERTY ON 25TH STREET AND AVENUE Q BUT MR. MIMMS HAD SOME OTHER IDEAS ABOUT WHAT HE SHOULD BE.

AND WE CAME TO TERMS AND FELT HIS IDEA WAS THE RIGHT IDEA TO HELP JUMP START THE AREA AND SINCE THEN I UNDERSTAND THAT YOU ALL HAVE RECEIVED SOME PROPERTY FROM THE SCHOOL BOARD.

AND THE PROPERTY IN FRONT OF IT, DID JACKY CANAAN BUILDING.

WHEN THIS BILL WAS ORIGINALLY DRAFTED, IT WAS DRAFTED TO PURCHASE THE LAND AROUND CONSTRUCT THE BUILDING.

HOWEVER SINCE THIS BUILDING HAS BEEN DONATED, IT COULD BE USED TO EXPAND THAT BUILDING AND ITS OPERATIONS.

BECAUSE THE WAY THE BILL WAS DRAFTED IT WOULD BUILD THE BUILDING AND ALSO HELP MAINTAIN THE OPERATIONAL PART OF THE BUILDING. TO GIVE YOU A LITTLE HISTORY, BRIEF HISTORY, REPRESENTATIVE CREDIT DEBBIE MAYFIELD DEBBIE MAYFIELD ASKED ME, IF THIS COULD HAPPEN UP IN THE COUNTY, WE TALKED TO SOME HIGHWAYMEN, THE HIGHWAYMEN WERE BORN HERE, EVEN THOUGH CAME FROM THE COUNTY, SOME PEOPLE UP THERE THOUGHT WE HAD AS MANY UP THERE AS WE HAD HERE.

BUT WE WANTED TO MAKE SURE THIS PROJECT WOULD TAKE PLACE HERE AND THE LICENSE PLATE WOULD FUND AND TO MAKE SURE THAT I WOULD HAVE NO OPPOSITION IN PLEASURE, THINKING THAT I, I HAVE A FOUNDATION AS YOU KNOW, OR ANY OTHER FOUNDATION WOULD BENEFIT.

I MET WITH MR. MIMMS AND HE AGREED TO LET THE CITY BE THE FISCAL AGENCY, THAT WAY NO ONE COULD SAY THERE WAS SOME FUNNY BUSINESS GOING ON, WE WERE GOING TO BE TRYING TO COMPLETE JOBS WHILE AFTER LEAVING THE LEGISLATURE.

MR. MIMMS I WANT TO PUBLICLY THANK YOU FOR YOUR SUPPORT IN MAKING THIS HAPPEN. AND WHEN I LEFT THE LEGISLATURE, THE LAST YEAR WE GOT THE BILL FILED IT PASSED THE HOUSE AND OF COURSE WE HAD THE PARKLAND TRAGEDY AND EVERYTHING GOT WIPED OUT THAT YEAR. WHEN I LEFT THE LEGISLATURE I HANDED THE BALL OFF TO REPRESENTATIVE JOHNSON AND ASKED HER TO MAKE THIS A PRIORITY TO REBROREINTRODUCE THE BILL.

YOU'LL HEAR FROM HER. ALSO I MET WITH TAX COLLECTOR CHRIS CRAFT AND TONIGHT HE'S GOING TO TELL THE PUBLIC WHO'S LOOKING AT THIS ON TELEVISION, HOW THEY CAN HELP US.

BECAUSE WE HAVE TO SELL 3,000 LICENSE PLATES.

AND ONE OF THE THINGS THAT THEY WERE DOING IN THE LEGISLATURE, THEY WERE CONSIDERING DOING AWAY WITH A WHOLE LOT OF LICENSE PLATES THAT THEY HAD APPROVED. BECAUSE NO ONE WERE -- THEY WERE NOT BUYING THEM. I DON'T THINK THAT WILL BE A PROBLEM HERE. I UNDERSTAND THAT SOME HAVE ALREADY STARTED RESERVING. SO WE WANT EVERYBODY TO KNOW THAT WE NEED AS MUCH HELP AS WE CAN TO SELL THESE LICENSE PLATES. AND THIS IS A BEAUTIFUL LICENSE PLATE. IN WERE A NUMBER OF TREES AS YOU KNOW, HIGHWAYMEN WERE NOTED FOR PAINTING THE POINTCIANA TREE.

WE WANT TO HONOR ALBERT HAIR, THIS IS HIS PAINTING, WE HAD TO GET THAT APPROVED THROUGH THE DEPARTMENT OF TRANSPORTATION, NOT TRANSPORTATION, IT WAS HIGHWAY MOTOR VEHICLE.

AND WE WENT BACK AND FORTH, WE HAD A COMMITTEE, COMMISSIONER JOHNSON SERVES ON THAT COMMITTEE SO I DON'T THINK THAT PRECLUDES HIM FROM NOT VOTING, HE DIDN'T SAY MUCH IN THE COMMITTEE ANYWAY SO --

AS LARRY HAS SAID, THE SECOND TIME AROUND WITH THIS, FIRST SESSION I PRESENTED. IT WAS A VERY POPULAR BILL AND IT GOT PUT ON WHAT THEY CALL A TRAIN OVER IN THE SENATE SIDE.

AND THERE WAS SOMETHING ON THAT TRAIN THAT THE MAJORITY DIDN'T LIKE IN THE SENATE. SO IT DIED.

SO YOU KNOW, NEW KID ON THE BLOCK CAME BACK SECOND SESSION AND I WORKED BOTH SIDES OF THE AISLE AND THE SENATE TO -- I HAD NEVER BEEN BACK AND FORTH YOU KNOW BUT AGAIN THEY WERE SO ENTHUSIASTIC ABOUT IT. AND IT PASSED OVERWHELMINGLY.

AND AGAIN I'D LIKE TO THANK THE CITY BECAUSE WE HAD TO GO THROUGH THE AGREEMENTS ONCE AGAIN.

AND WE'RE HOPING THAT THE PEOPLE WHO HAVE SHOWN THE ENTHUSIASM BECAUSE EVERY TIME I BROUGHT IT UP IN THE COMMITTEES, WE HAD THREE COMAIT COMMITTEES TO GO T, I MEAN SMILES.

PEOPLE WHO WERE THERE FOR OTHER ISSUES, THIS ONE BIG BURLY GUY, HE WAS WITH THE BEE KEEPERS BECAUSE THEY WERE WORKING ON IT.

HE CAME BY, HE STOOD UP AND SAID MY GRANDFATHER HAS THREE HIGHWAYMEN'S PICTURES. IT SHOWS THE BACK COUNTRY FLORIDA. I SAID THANK YOU FOR SAYING THAT. HE SAID GOOD LUCK TO YOU.

SO WE WENT -- THE THIRD TIME WAS INDEED THE CHARM AND WE WANT TO THANK THE CITY FOR SUPPORTING US AND WE HOPE THE CITIZENS WILL DO THE SAME. BECAUSE THIS IS A STATEWIDE INITIATIVE AND WE HAVE UNTIL I THINK 2023 TO MAKE SURE WE GET THOSE INITIAL 3,000 TOGETHER. AND THE FOUNDATION, EDUCATION FOUNDATION WILL BENEFIT ALSO WITH THE HEALTH HEART ISSUES WITH THE SCHOOL BOARD. COULD I POSSIBLY TURN THAT AROUND? DID THE AUDIENCE SEE IT?

EN WASTE WATER, OPERATING REVENUES WERE DOWN SLIGHTLY, 2.3% FROM 2019, AND THE UNITS BUILD WERE UP 3%.

NATURAL GAS OPERATING REVENUES, LESS THE COST OF GAS PURCHASED WAS LOWER BY 1.6% FROM THE PREVIOUS FISCAL YEAR AND

I WAS INVITED TO THAT LATE BUT I THINK THAT'S GOING TO REALLY GIVE FORT PIERCE, THE CITY SOMETHING TO BE PROUD OF. IT'S GOING TO BE GREAT TO SEE THOSE LICENSE PLATES ACROSS THE UNITED STATES.

ACROSS THE STATE OF FLORIDA. I KIND OF WANT TO PIGGYBACK AND SAY THAT IS A GOOD THING FOR FORT PIERCE.

AND I THINK THAT TO KNOW THAT FUNDING WILL CONTINUE TO FUNNEL INTO THE CULTURAL OP PROGRAMS HERE IN FORT PIERCE, WE MAY INSPIRE ANOTHER GENERATION TO REALLY GET BEHIND SOME OF THE CULTURAL ARCS AND THERE ARE A NUMBER OF PEOPLE IN THE COMMUNITY THAT HAVE RECENTLY APPROACHED ME ABOUT CULTURAL CAN ACTIVITIES AND ARTS AS A WAY AND SO CERTAINLY THAT HOPEFULLY WILL FUNNEL THAT AND CONTINUE TO GROW THAT.

AND I WENT AND BROUGHT HIM THE FIVE YEAR TREND THAT WE HAD, THE MEETING BEFORE, AND THE EVENT PROJECTIONS THROUGH SEPTEMBER OF THIS YEAR. I SAID HEY, WE'RE OUT HERE, LOOKING FOR ANSWERS. YOU'RE NEW, HAVE A LOT OF ENERGY, AN AMAZING TEAM, CAN YOU HELP US OUT? I TALKED TO SOME MEDIA OUTLETS HERE RECENTLY, HAVE TALKED TO -- THERE IS A PROCESS THE COUNTY HAS FOR NAMING FACILITIES OR INFRASTUCTURE, NOT THE SAME AS OURS BUT A PROCESS.

THAT'S HAPPENING. AND YOU KNOW, IT'S UNIQUE BECAUSE SHE WAS A PHENOMENAL SOFTBALL PLAYER, PHENOMENAL ATHLETE, AT LINCOLN PARK. SHE'S ONE OF THOSE ATHLETES YOU KNOW, WHEN YOU GO TO LINCOLN PARK YOU GO IN AS A SIXTH GRADER POTENTIALLY AND YOU GOAT PLAY JUNIOR VARSITY AND VARSITY SPORTS THE ENTIRE TIME. SHE WAS ONE OF THOSE THAT GOT MOVED UP TO THE VARSITY LEVEL IN SIXTH GRADE.

OR SEVENTH GRADE. AND SHE WAS ONE OF THOSE INDIVIDUALS THAT WOULD WALK INTO THE ROO AND COMMAND ATTENTION, A SMILE OF ATTENTION, OF COURSE AND IT WAS JUST IGNITING AND YOU COULD FEEL HER ENERGY. SO WHILE IT IS A TRAGEDY, AT THE SAME TIME, IT'S GOING TO BE A CELEBRATION.

GUESS WHERE THEY'RE GOING TO BE TRAINING NOW.

THEY HAVE A NICE NEW FACILITY AND THEY WILL BE COMING TO THE E CITY OF FORT PIERCE TO DO THAT. JUST AN AWESOME PROGRAM.

I'M EXCITE THEY'D THEY ARE FINALLY HERE, FINALLY HERE.

SO THAT'S A GREAT EVENT AND I'M GLAD THEY CAME BACK TO THE SUNRISE THEATER, ACTUALLY THE PREVIOUS YEARS THAT I DID IT THEY WERE AT THE COLLEGE.

SO THEY CAME BACK TO SUNRISE. AND IF YOU GET A CHANCE AND GET ASKED BY THE CHAMBER TO BE PART OF YOUNG FLORIDIAN THE TIME THAT YOU SPEND IS REALLY WELL WORTH IT.

BECAUSE YOU GET EXPOSED TO SOME REALLY WONDERFUL, WONDERFUL STUDENTS WHO ARE IN THIS COUNTY IN OUR PUBLIC SCHOOL SYSTEM WHO ARE WORKING VERY HARD AND WHO HAVE ACCOMPLISHED A LOT AND SOME OF THEM HAVE OVERCOME GREATLY ODDS TO DO THAT.
