PRESENTATION BY C.E.O. WILL ARM STEAD AND MELANIE RILES ON THE PARTNERSHIP OF BOYS AND GIRLS CLUB.

>> DO YOU HAVE ANY LEAD IN TO THIS?

>> NO. >> THANK YOU.

I'M GOING TO TALK ABOUT HOW AWESOME YOU GUYS ARE.

MELANIE WILL GET IN THE MEAT AND POTATOES ABOUT THE AWESOME THINGS WE ACCOMPLISHED. FOR THE RECORD IF NO ONE KNOWS THAT THE MAYOR IS CAPABLE OF WASHING DISHES, I CAN ATTEST TO IT BECAUSE YOU WASH AID TON OF DISHES.

IF THEY DON'T THINK THAT MR. SESSIONS IS NOT GOING TO PACK A CAR FULL OF FOOD, I CAN ATTEST TO HIM PACKING HIS ENTIRE

[00:20:04]

CAR FULL OF FOOD AND DELIVERING IT TO THE COMMUNITY.

AND I WANT TO THANK ALL THE OTHER COMMISSIONERS WITH THEIR ROLES WITH THE BOYS AND GIRLS CLUB.

AND MR. MIMS. OUTSIDE OF ME HAVING TO BUY A SHIRT, I APPRECIATE YOU SPENDING A LOT OF TIME WITH OUR TEAMS IN THE HOT SUN THIS PAST SUMMER. ONE OF THE THINGS THAT I HAVE THE HONOR AND PRIVILEGE TO DO AND THAT'S TO WORK WITH YOUTH.

AND WE HAVE BEEN ABLE TO DO A LOT OF GREAT THINGS DURING THIS PANDEMIC. AND I KNOW THERE IS SOME ANGRY FOLKS OUT THERE AND HAPPY FOLKS. WHEN COMMUNITY COMES TOGETHER, YOU GUYS HAVE PRESIDENT OBAMA HAVE PROVEN WE CAN GETTHINGS DO.

WE CAN SERVE THOUSANDS UPON THOUSANDS OF MEALS.

WE CAN MAKE SURE KIDS ARE IN A HEALTHY SPACE AND WE'RE DOING GOOD FOR THE BETTER MEANT OF THE COMMUNITY.

I WANT TO THANK AN DRAFT PICKS MORELS.

SHE'S LIKE A MINI DRILL SERGEANT.

SO SHE MAKES SURE THINGS HAPPEN. SHE PUSHED ON OUR TEAM TO MAKE SURE EVERYTHING THAT WE DID WAS TO PERFECTION.

OF COURSE THE GRANT MANAGER. WE COMMUNICATE WITH HER TO MAKE SURE THAT THINGS THAT WE'RE DOING ARE 234 N COMPLIANCE WITH WHAT THE CITY WANTS IN TERMS OF THE ONE GRANT WE GET.

ALSO IT WAS PRETTY AWESOME AND AMAZING TO TALK ABOUT HOW KIDS ARE GOING TO WORK THIS SUMMER. AND WORKING WITH CALID AND WE WERE ABLE TO GET 156 KIDS EMPLOYMENT THIS SUMMER.

AND WHILE IT DIDN'T ALL COME FROM THE CITY OF FORT PIERCE, COLLECTIVELY IN OUR COUNTY, 1 AFTER KIDS WERE WORKING.

THEY WERE -- 156 KIDS WERE STAYING OFF THE STREETS AND WORKING AND DOING THINGS THEY COULD HAVE NEVER DREAMED OF DOING. TWINE SAY THIS LAST THING.

YOU GUYS NEED TO CONTINUE DOING WHAT YOU ARE DOING.

KEEPING THE BOOTS ON THE GROUND AND GETTING OUT THERE IN THE COMMUNITY. THE THINGS THAT YOU HAVE DONE HAS CHANGED A LOT OF LIVES. YOU GOT TO KNOW WE REALLY APPRECIATE THAT. I WANT TO TURN OVER TO MELANIE.

SHE'S GOING TO TALK ABOUT OUR RESPONSE AND RESILIENCE.

>> THANK YOU. >> THANK YOU WILL.

SO I LOOK FORWARD TO SHARING SOME GREAT INFORMATION WITH YOU TODAY. I KNOW OUR COMMISSION AND MAYOR YOU HAVE ALL BEEN A PART OF THIS SO YOU MAY HAVE SEEN THIS IN ACTION. I WANT THE COMMUNITY TO KNOW WHAT EVERYONE HAS STEPPED UP TO MAKE HAPPEN THE LAST COUPLE OF MONTHS SINCE COVID. I WANT TO START WITH OUR RESPONSE. INITIALLY RIGHT AFTER SPRING BREAK, THE BOYS AND GIRLS CLUB HAD TO TAKE A WEEK OFF BECAUSE WE WERE TRYING TO ASSESS THE SITUATION OF WHAT WAS GOING ON.

THE SCHOOLS WERE CLOSING AND WE WERE TRYING TO FIGURE OUT OUR NEXT MOVE. WE WORKED DILIGENTLY BY LISTENING TO THE COMMUNITY MEMBERS OF WHAT THE NEXT MOVES WERE. OUR INITIAL RESPONSE WAS NUMBER ONE TO TO PROVIDE FOOD FOR OUR FAMILIES.

MANY OF YOU SPENT LONG EVENINGS PACKING FOOD.

WE DID DAILY DISTRIBUTIONS. WE SPENT OUR WEEKENDS USING OUR BRAND NEW VANCE AT THE TIME THAT WERE SUPPOSED TO SEND OUR KIDS ON WONDERFUL EXPERIENCES AND FIELD TRIPS.

WE INSTEAD USED THE VANCE TO BRING LIFE NOURISHING FOOD TO FAMILIES THAT COULDN'T LEAVE THEIR HOMES AT THE TIME.

WE APPRECIATE THAT. WE STARTED DOING WELLNESS CHECKS. OUR STAFF THAT WOULD NORMALLY BE WITH OUR KIDS WERE CALLING OUR TRUANCY OFFICERS AT THE TIME.

WE STARTED A PARTNERSHIP WHERE WE HOSTED 124 THIS/7 EMERGENCY CHILD CARE FOR CENTRAL EMPLOYEES.

ANYONE WHO WORKED FOR THE CITY, COUNTY, FIRST RESPONDERS, THEY WERE ABLE TO BRING CHILDREN TO BOYS AND GIRLS CLUB SO WE COULD KEEP THE ESSENTIAL FUNCTIONS GOING.

OUR NEXT AREA OF RESPONSE WAS THINKING OUTSIDE OF OUR OWN WALL THAT'S BOYS AND GIRLS CLUB. WE HAD OUR INITIAL FIVE CLUBS THAT WE HAD FOR THE ESSENTIAL EMPLOYEES CHILD CARE.

THEN WE STARTED DREAMING ABOUT WHAT DO OUR KIDS NEED RIGHT NOW.

THEY WENT INTO THE VIRTUAL SPACE FOR SCHOOL.

WE PROVIDED THE VIRTUAL BOYS AND GIRLS CLUB FOR THEM.

MANY OF YOU HOSTED MAYBE THE CLUB CODE OR DID AN ACTIVITY FOR THE KID. WHILE PARENT WERE BUSY COOKING DINNER AT NIGHT, THEY WERE ABLE TO TAKE A REPRIEVE AND HAVE KIDS IN FRONT EVER A SCREEN DOING A SPECIAL ACTIVITY WHETHER IT WAS ARTS AND CRAFTS OR CAMP, SOMETHING UNIQUE THE KID NEEDED AT THAT TIME. THEY CAN SEE THE STAFF CARED ABOUT THEM PROVIDING THAT SENSE OF SECURITY.

THE OTHER NEED INITIATIVE AS I MENTIONED BEFORE THE BOYS AND GIRLS BLUE VAN THAT YOU SEE GOING AROUND TOWN.

[00:25:03]

WE TURNED AND CONVERTED THOSE INTO POPUP CLUBS.

THEY TRAVELLED TO 15 DIFFERENT AREA PARKS AND DIFFERENT LOCATIONS WHERE KIDS ARE AT WHETHER IT WAS PARK LIBRARY.

WE POPPED UP IN THE CLUB. WE HAVE TABLES AND CHAIRS, EVERYBODY SOCIAL DISTANCE AND WE KEEP ALL THE CDC GUIDELINES AND WE WERE ABLE TO PROVIDE ACTIVITIES WHERE MAYBE PARENTS WEREN'T COMFORTABLE SENDING THEIR KIDS TO A FORMAL SETTING.

MAYBE THEY COULDN'T GET SOMEWHERE BECAUSE OF TRANSPORTATION. THEY COULD GO TO A LOCAL PARK AND PARTICIPATE IN ACTIVITIES. WE PROVIDED TEACHERS SO THEY COULD HELP THE KIDS WITH ANY OF THEIR SUMMER WORK THAT THEY HAD GOING ON. OPERATION DINNER TABLE.

A VERY PROUD MOMENT FOR US. MULTIPLE PROUD MOMENTS.

BOYS AND GIRLS CLUB THIS INITIATED WHEN WE HAD A WONDERFUL DONOR STEP UP TO THE TABLE, AN ANONYMOUS DONOR SAY THEY WANTED TO PROVIDE MEALS IN FORT PIERCE.

INSTEAD OF BOYS AND GIRLS CLUB SAYING WE'RE GOING TO DO THIS ON OUR OWN, WE THOUGHT ABOUT THE COLLECTIVE IMPACT WE COULD HAVE BY PARTNERING WITH OTHER LOCAL NONPROFITS, OTHER YOUTH SERVING ORGANIZATIONS AND OUR WONDERFUL CITY OFFICIALS AND FIND OUT HOW CAN WE GET THE FOOD IN THE HANDS OF THOSE WHO NEED IT THE MOST.

WE PARTNERED WITH 15 AGENCIES AND WE DIDN'T JUST DISTRIBUTE THE FOOD AT PERCY PEAK GYM. WE ALSO GOT IT INTO THE HANDS OF ALL THE NONPROFITS THAT WERE ABLE TO GET IT IN THE HANDS OF THEIR FAMILIES THAT WERE ALL OVER FORT PIERCE AS WELL.

IT WAS MEALS, MASKS, ACTIVITIES FOR THE KIDS.

ANY RESOURCES THAT WE HEARD FROM THE COMMUNITY AND WE APPRECIATED AWED DRAFT PICKS AND MR. MIMS IN THE MEETINGS AS WELL.

WE LISTENED TO THE BIGGEST NEED. EVERYBODY CAME TOGETHER AND PITCHED IN AS WELL AS THE FOOD BANK TO MAKE THESE PACKAGES FOR THE FAMILIES. WE DID ONE EARLIER IN THE SUMMER AND HAD OPERATION DINNER TABLE RIGHT BEFORE FOURTH OF JULY AS WELL. WE HAD HUNDREDS OF CARS.

I THINK WE DOCUMENTED THE FIRST CAR ARRIVED AT 5:00 IN THE MORNING TO WAIT FOR FOOD THAT DIDN'T START UNTIL HOURS LATER.

WE KNEW NEED WAS THERE AND APPRECIATE THE OPPORTUNITY AND INVESTMENT FROM THE CITY OF FORT PIERCE IN MAKING THAT HAPPEN FOR OUR FAMILIES. MOVING INTO OUR RECOVERY PHASE, WE WERE THE FIRST ORGANIZATION ON THE TREASURE COAST TO OPEN A SUMMER CAMP. AND WE WERE EXCITED TO DO SO.

OUR STAFF REALLY TOOK ALL THE NECESSARY PRECAUTIONS TO LEARN ABOUT ALL THE CDC GUIDELINES TO TRAIN OUR STAFF SO WE COULD EQUIP OURSELVES TO BE ABLE TO OPEN AND SERVE AS MANY KID AS WE COULD. WE DIDN'T WANT TO JUST SERVE THEM AS TYPICAL BOYS AND GIRLS CLUB.

WE PARTNERED WITH ST. LUCY PUBLIC SCHOOLS AND REALIZED MANY KIDS CAME HOME WITH A SPARK PACKET.

MANY KIDS WERE IN VIRTUAL SUMMER SCHOOL.

THAT MEANT WE NEEDED TO LEND AN EXTRA HAND IN THAT AREA.

OUR STEAMS NEEDED CREDIT RETRIEVAL.

WE HIRED TEACHERS TO WORK WITH KIDS AND MADE SURE THEY WERE REACHING ACADEMIC SUCCESS BY THE TIME SCHOOL STARTED.

CAMP WAS $25 A WEEK OR WE PROVIDED SCHOLARSHIPS FOR THE MAJORITY OF THE KIDS SO THEY COULD ATTEND.

AND THE MOST EXCITING THING ABOUT THAT WAS PARENTS COULD GO BACK TO WORK. EVERY DAY WE WOULD GO TO ONE OF OUR CAMPS AND GREET THE PARENTS AND I HAVE TO TELL YOU I KNOW -- RESTAURANT I WORK AT. DAY AFTER DAY IT WAS SO GRATEFUL THEY COULD GO HOME AND BRING THEIR PAYCHECK HOME TO TAKE CARE OF THEIR FAMILY. WE WERE ABLE TO SERVE BREAKFAST AND LUNCH AS THOSE CAMPS AS WELL.

>> THE PROGRAM WAS SOMETHING WE DREAMED ABOUT.

AT THE BEGINNING OF THE SUMMER WE DIDN'T KNOW WHAT THAT WAS GOING TO LOOK LIKE. WE KNEW WE WANTED TO GIVE THE KIDS TO DEVELOP SOFT SKILLS. WE WANTED TON VIRTUAL FIELD TRIPS. WE WANTED TO GET THEM MONEY THEY COULD EARN THEMSELVES. WE PUT THIS PROGRAM TOGETHER.

BY THE END OF IT WE HAD 155 TEENS THAT ENDED UP GETTING A

[00:30:02]

PAID INTERNSHIP OR PAID JOB. THE MAJORITY BEING FROM OUR PERCY PEAK GYM IN FORT PIERCE. IT'S AMAZING TO SEE.

AND THE MOST EXCITING PART. YOU'LL SEE ONE OF THE GIRLS HERE THAT RECEIVED HER FIRST PAYCHECK , THE MOST INCREDIBLE PART IS NOW THEY ARE COMING UP TO US SAYING WHAT IS THE NEXT STEP.

MANY OF THEM WE LINKED INTO PARTNER AGENCIES WHETHER IT'S A LOCAL RESTAURANT THEY ARE GOING TO BEGIN WORKING AT.

OUR JOB IS TO LAY A FOUNDATION FOR THE KIDS AND SET UP THE PIPELINE FOR THEM TO KEEP EMPLOYMENT.

A LOT OF THEM ENDED UP WORKING FOR US WHICH WE'RE REALLY EXCITED ABOUT. HERE WE ARE NOW.

SCHOOL STARTED IN FALL SESSION. WE DO HAVE THE LEARNING LAUNCH PAD AVAILABLE JUST FOR FAMILIES HERE IN FORT PIERCE TO REALIZE.

WE HAVE SEVERAL LOCATIONS IN FORT PIERCE.

THAT IS FOR CHILDREN THAT HAVE DECIDED TO TAKE THE VIRTUAL ROUTE SO MY VIRTUAL OPTION FOR SCHOOL.

THEY CAN COME TO A BUYS AND GIRLS CLUB AND THERE ARE OTHER YOUTH ORGANIZATIONS DOING THIS AS WELL.

THEY CAN COME TO US ON A ONE TO NINE RATIO AND THEY CAN PARTICIPATE ON THE SCREEN WITH THEIR TEACHER.

WHEN THEY ARE NOT WITH THEIR TEACHER WE HAVE HOST ACTIVITIES AND FEED THEM BREAKFAST AND LUNCH.

THEN OF COURSE WE'RE IN OUR REGULAR 20 SCHOOLS BEFORE AND AFTER SCHOOL AS WELL. WE JUST RECENTLY HOSTED OUR FISHING FOR FUTURES TOURNAMENT ON AUGUST 22.

WE RAISED OVER $30,000 FOR THAT. AND THE MOST AMAZING PIECE THAT CAME OUT OF THAT IS NOT JUST THE BEAUTIFUL DAY TO ENGAGE PEOPLE, BUT THE FACT WE HAVE SEVERAL OPPORTUNITIES FOR KIDS COMING UP WHERE THEY ARE GOING TO BE LEARNING HOW TO FISH AND BE ABLE TO DO ADDITIONAL TOURS GOING ON INTO THE UP COMING YEAR BECAUSE OF THE DONATIONS THAT CAME FROM THIS EVENT.

NOW I'M GOING TO CALL WILL BACK UP TO CARRY THIS FORWARD WITH WHAT WE HAVE COMING UP DOWN THE PIKE.

>> I CAN TALK ABOUT THIS ALL DAY AND I KNOW IT'S A COMMISSION MEET SING I WON'T. I WILL TELL YOU WITH COVID 19 WHAT IT'S DONE FOR US HAS US REIMAGINING WHAT OUR FUTURE LOOKS LIKE AND WHAT DO OUR TEENS REALLY NEED.

THE ONE THING WE RECOGNIZE IS THAT TEENS NEED TO WORK.

THEY NEED TO BE TOLD, THEY NEED TO SHARE WITH THEM.

BUTTON OTHER SIDE OF IT THEY NEED TO WORK.

THEY NEED TO EARN MONEY. AS WE ARE TEACHING THEM IT SOUND REALLY GOOD TO SAY THIS IS WHAT YOU NEED TO DO.

BUT NOW IT'S TIME TO SAY THIS IS WHAT YOU NEED TO DO AND HERE IS WHAT YOU CAN GET ON THE OTHER SIDE.

LET'S PUT SOME OF THIS PRACTICAL EXERCISE INTO PLAY.

THIS ASK NOT EXACTLY WHAT THIS VEHICLE LOOKS LIKE.

BUT WE ARE IN THE PROCESS OF GETTING A FOOD VEHICLE SO THAT WE CAN NOT ONLY TEACH KIDS CUSTOMER SERVICE, FINANCE, MARKETING, HOW TO COOK IF THAT'S WHAT THEY WANT TO DO.

GOOD CUSTOMER SERVICE. AND MOST OF US HAVE STARTED IN THE FOOD INDUSTRY BECAUSE THAT'S WHERE YOU LEARN JUST ABOUT EVERYTHING. AND SO WE WOULD HOPE THAT IN THE NEXT TWO TO THREE MONTHS THAT YOU'LL SEE A BIG BLUE BUS ROLLING DOWN THE STREET WITH OUR KIDS FROM PERCY PEAK GYM AND OTHER SPACES COOKING AND LEARNING AND HAVING FUN AND GOOD CUSTOMER SERVICE AND MARKETING THEIR BUSINESS.

WE WANT OUR KIDS TO THRIVE. WE HAVE A LOT OF OTHER THINGS WE HAVE ON THE TABLE. WE WANT OUR -- LET'S GET THEM WORKING AT 16 AND FINDING WAYS AND MEANS FOR THESE KIDS TO GET THAT. WE'RE GOING TO BE WORKING DILIGENTLY. I'M PROBABLY GOING TO BE COMING TO THE COMMISSION OFTEN BECAUSE I BELIEVE IT'S OUR COMMUNITY AND FIGURE OUT HOW CAN WE FUND, HOW CAN WE MAKE THESE JOBS AVAILABLE FOR KIDS. AND SO OUR KIDS ARE SUPER EXCITED ABOUT WHAT WE'RE DOING. AND THEY ARE ASKING FOR MORE.

THANK YOU ALL FOR WHAT YOU ARE DOING TO ALLOW US TO AT LEAST GET TO THIS STEP. I THINK IT'S WORKING FOR EVERYBODY. FOR THE COMMUNITY NOT JUST BOYS AND GIRLS CLUBS. WE SHARED ALL OF THIS NOT BECAUSE WE WANT TO BRAG ABOUT WHAT WE DO.

IT'S BECAUSE WE CARE AND LOVE OUR KIDS, ALL OF OUR KIDS.

WE WANT TO SEE THEM BE SUCCESSFUL.

WE CARE ABOUT THEM SO MUCH THAT TOMMIE IS GOING TO BE OUR

[00:35:01]

DIRECTOR OF OUTREACH. WHAT HE'S GOING TO DO IS UNDERSTAND WHAT IS GOING ON IN FORT PIERCE, A LITTLE MORE THAN WHAT WE KNOW NOW. AND WE'RE GOING TO BRING ON A PERSON THAT LIVES HERE IN FORT PIERCE THAT IS GOING TO HELP US DO THAT TOO SO WE MAKE SURE WE'RE HITTING THE RIGHT SPOTS AND GIVING BACK WHAT THE KID WANT, NOT WHAT WE THINK THEY SHOULD HAVE. THANK YOU FOR HAVING US AND WE APPRECIATE COMING UP IN FRONT OF YOU.

>> THANK YOU FOR EVERYTHING. >> THANK YOU.

>> THANK YOU VERY MUCH FOR EVERYTHING.

[b. Presentation of Arts and Culture Advisory Board's recommendation to display donated 9/11 artifacts in a display case at the River Walk Center. ]

>> THE NEXT ITEM IS MONTHLY FINANCIAL REPORT FOR MONTH

ENDING JULY 21, 2020. >> MINUS $350.

>> GOOD EVENING MAYOR AND COMMISSIONERS.

WE HAVE OUR MONTHLY FINANCIAL REPORT FOR THE MONTH ENDING JULY. AND WE HAVE OUR FUND EVALUATION REPORT HERE. AND YOU'LL SEE THAT WE STILL HAVE THE SAME DIVISIONS OR DEPARTMENTS THAT HAVE THE NET NON-NET OPERATING INCOME IS NOT POSITIVE FOR THE MONTH.

I WILL SAY THOUGH ONCE YOU SEE GOLF COURSE THERE, THEY CONTINUE TO LAG NOW. I DID SPEAK WITH DANNY OR HE SENT AN EMAIL AND I LOOKED OVER. THEY DID SOME RECOUPING THAT YOU'LL SEE IN THE AUGUST REPORT THAT WILL SURE UP SOME OF THAT BUT IT IS STILL LAGGING A BIT. SUNRISE THEATER, YOU SEE WHERE THEY FOR THE END OF JULY, THE INCOME WAS POSITIVE FOR THE MONTH. THEY ARE ABOUT $30,000 POSITIVE AT THE END OF JULY. YOU AND IT'S NOT STABLE BECAUSE OF THE LAGGING FUND BALANCE THAT IS BEING CARRIED.

BUT FOR THE PHYSICAL YEAR THEY ARE POSITIVE AT THE END OF JULY FOR ABOUT $30,000. AND BUILDING AND CODE AGAIN THE FUND IS STABLE BUT JUST FOR THE MONTH AND IT WOULD BE LIKE THAT UNTIL THE END OF THE FISCAL YEAR.

IT'S BECAUSE OF THE OVERAGES THAT WERE A RESULT OF THE BUILDOUT THEY HAD. THEY HAVE MORE THAN ENOUGH RETAIN EARNING TO COMPENSATE FOR THAT.

AND ALL OTHER FUND ARE OPERATING AND ON TARGETS.

ANY QUESTIONS? >> THANK YOU VERY MUCH.

APPRECIATE IT. >> NEXT WE MOVE ON TO THE

[d. Legislative Hearing - Ordinance 20-022 - Amending Chapter 103, Article IX, Section 103-343 - Clean and Safe Community Initiative. FIRST READING]

>> NEXT WE HAVE ORDINANCE 20-022.

>> WE DISCUSSED THE CLEAN AND SAFE INITIATIVE AT OUR BUDGET WORKSHOP. AT THAT BUDGET WORKSHOP OUR COMPLIANCE MANAGER DETAILED THE EFFORTS THAT HAVE PREVIOUSLY TRANSPIRED ALONG WITH METHODOLOGIES TO MORE EFFICIENTLY EXPAND THE MONEYS THAT WE'VE BEEN GENERATING OVER THE PAST COUPLE OF YEARS. THIS IS THE FIRST READING OF

THIS POSSIBLE CHANGE TO THAT. >> GOOD EVENING.

WE ARE HERE TO DISCUSS THE PROPOSED ORDINANCE AMENDMENT.

ACTUALLY CLEAN AND SAFE COMMUNITY INITIATIVE IS THE OFFICIAL TITLE AND THE ORDINANCE.

CSI IS HOW WE'VE BEEN REFERRING TO IT FOR MANY YEARS.

YOU'LL HEAR ME SAY CSI THROUGHOUT THE PRESENTATION.

BRIEF HISTORY, ORIGINALLY WAS PROPOSED IN 2015.

QUIT NOT PASS THE COMMISSION THAT THE TIME DUE THE LACK OF FOCUS. IT WAS REPRESENTED IN 2017 IN WHICH CASE IT WAS ADOPTED. IT STARTED 2018 IT WAS FIRST FISCAL YEAR. DID IT ONLY ADDRESS UNSAFE STRUCTURES. IT INCLUDED SUNSET DATE OF SEPTEMBER 30, 2020. DID IT ALLOW FOR ONE EXTENSION OF THREE ADDITIONAL YEARS IF THE GOALS HAD NOT BEEN MET.

HERE WE ARE SEPTEMBER 2020. WE ARE LOOKING FOR THAT TO BE

[00:45:01]

CONTINUED FOR THE THREE YEARS. BRIEF SUMMARY OF THE ACTIVITIES FROM 2018-2020. WE HAD A TOTAL OF 148 DEMOLITION CASES. NINE WERE DEMOLISHED BY THE CITY. 7 ARE IN THE PROCESS.

NINE WERE SECURED BY THE CITY IN DEMOLITION.

WE HAD 25 TOTAL THAT WERE INVOLUNTARILY COMPLETED BY THE CITY. WE HAVE 97 THAT WERE COMPLIED BY HONORS WHICH WAS A GREAT NUMBER. TWO THIRD OF OUR DEMOLITION CASES ARM DRESSED BY THE PROPERTY OWNERS THEMSELVES.

AND THERE ARE STILL 26 PENDING ACTION.

WE HAD 16 NUISANCE ABATEMENT CASES SECURING VACANT STRUCTURES. 40 OR 24% WERE COMPLETED BY THE CITY. THERE ARE A FEW PENDING ACTION.

72% WERE COMPLIED BY THE OWNER. 122 OF OUR 169 CASES ARM DRESSED BY THE PROPERTY OWNER. THAT IS THE NUMBER ONE LESSON WE LEARNED IN THE PROGRAM. WE HAD A MUCH HIGHER COMPLIANCE RATE THAN WE EVER ANTICIPATED. THAT'S A GREAT THING.

IT MEANS THE PROPERTY OWNERS WITH TAKING RESPONSIBLE FOR THE CONDITION OF THEIR PROPERTIES. S LESSON NUMBER TWO IS WE HAVE NOT REALIZED OUR GOAL OF ERADICATING BLIGHTED CONDITIONS THROUGHOUT THE CITY. WE RECOMMEND TO INCLUDE ADDITIONAL EXPENDITURES THAT RELATE TO THE SAFETY OF THE COMMUNITY. I HAVE EXAMPLES I'M GOING THE SHOW. THE DEMOLITION COST NUISANCE ABATEMENT. COST OF SUPPLIES.

THE SUPPLIES WERE FOR CLEAR BOARDING.

WE PROVIDE CLEAR BOARDING ON VACANT STRUCTURES INSTEAD OF BOARD AND BOARDS ON THE BACKSIDE OF THE STRUCTURE WHICH PRESENT A BETTER VIEW FROM THE STREET. COST ADMINISTRATION IS MAILINGS, POSTINGS, THOSE TYPE OFFENSE TYPES OFADMINISTRATION COSTS.

>> I HEARD YOU SAY ONE THING THAT CAUGHT MAY TENSION.

BLIGHT AND SLUM IN THE CITY OF FORT PIERCE.

DO YOU RECEIVE FUNDING FROM THE FPRA?

>> NO, SIR. >> NO, SIR.

THAT USED TO BE SOMETHING THAT WE DID RECEIVE FUNDING FROM BUT THEN WHEN FUNDS BECAME TIGHTER IT WAS CUT FROM THAT BUDGET.

WE USED TO RECEIVE IT FROM THE FPRA BUT NOT ANYMORE.

>> OK. I'VE SEEN SOME OF THEIR PURCHASES WE'VE DONE IN THE PAST AND $5 MILLION WE WASTED ON SOME OF THESE PROPERTIES. I'M NOT COMPLAINING.

I'M JUST SAYING WHEN YOU SAY BLIGHTED.

THAT IS FPRA -- BOARD AND SEE WHAT THEY SAY ABOUT IT.

>> OK. >> THANK YOU.

>> WE DO HAVE FUND INCOMBERRED FOR THE FISCAL YEAR AND UP COMING FISCAL YEAR. THERE IS $100,000 PER YEAR FOR THE POLICE DEPARTMENT AND THE UP COMING YEAR THERE IS 45,800 FOR CODE ENFORCEMENT. OUR TOTAL INCOME FOR THE THREE YEARS COMES TO $841,000. SOME YEARS WERE HIGHER THAN OTHERS. THIS IS BASED ON UTILITY BILLS.

IT'S $1 PER MONTH PER UTILITY BILL.

THAT NUMBER IS GOING TO CHANGE AS SERVICE CHANGE.

THE TOTAL EXPENSES WERE ROUGHLY $180,000 WITH 350,000 CURRENTLY ENCUMBERED FOR 201-2020 PLUS 145 FOR NEXT YEAR.

TOTAL EXPENSES 675,167,000. >> STAFF IS RECOMMENDING THAT THE CITY DETERMINE THE GOALS HAVE NOT YET BEEN MET AND THEY CONTINUE THE PROGRAM FOR AN ADDITIONAL THREE YEARS.

THIS DOES REQUIRE AN ORDINANCE AMENDMENT TO CHANGE THAT DATE IF YOU CHOOSE TO AGREE FOR THE THREE MORE YEARS TO SET A SUNSET DATE OF 9/30, 2023. AMEND THE ORDINANCE TO PROVIDE ACTIONS TO HELP US REACH OUR GOALS.

STAFF RECOMMEND SEPARATING ACTIONS INTO TWO CATEGORIES.

ONES THAT ARE PRIMARY ACTIONS INTEGRAL TO THE PROGRAM AND ONES THAT ARE SECONDARY ACTIONS THAT WOULD REQUIRE A SEPARATE APPROVAL BY THE CITY COMMISSION. I EXPLAINED A LITTLE MORE.

THE PROPOSED PRIMARY AND INTEGRAL ACTIONS OF THE PROGRAM

[00:50:04]

INCLUDE THE ABATEMENT OF UNSAFE STRUCTURES WHICH WE'RE CURRENTLY DOING, SECURING OF VACANT STRUCTURES WHICH WE'RE DOING AND WE'RE SECURING OPEN AND UNSECURED POOLS.

WE ARE RECOMMENDING TO INCLUDE LOT CLEARING AND CLEARING IN THE NEW PROGRAM. GRAFFITI ABATEMENT.

REMOVING NONOPERATIVE VEHICLES AND ADDRESSING BEES, WASPS AND DANGEROUS INSECTS. I HAVE EXAMPLES I WANT TO SHOW YOU. THESE TWO PICTURES HERE ON THE RIGHT SIDE ARE MY ACTIVE CONDEMN DAYS CASES RIGHT NOW.

THEY ARE SCATTERED THROUGHOUT THE CITY.

A COMPLAINT I'VE RECEIVED THEY ARE ONLY GOING TO BE ON THE NORTH SIDE OF THE CITY OR NOT IN MY NEIGHBORHOOD.

THAT IS NOT TRUE. WE ADDRESS THESE THROUGHOUT THE CITY FROM NORTH TO SOUTHEAST TO WEST.

THE RED DOTS ARE OPEN OPEN BUILDING CONDEMNATION CASES I HAVEN'T TACKLED YET. THESE ARE STILL ON THE BOOKS THAT NEED TO BE ADDRESSED THERE. IS QUITE A BIT OUT THERE.

THEY HAVE TO GO THROUGH PROCESS. THIS IS ONE OF OUR CURRENT CASES. THIS JUST HAPPENED IN THE PAST MONTH. THIS IS RIGHT IN THE CENTER OF TOWN. THIS IS A VERY LARGE LOT.

I DO NEED TO SAY THIS PROPERTY OWNER DID THIS HIMSELF.

THE CITY DID NOT DO THIS. I WANED TO SHOW THIS AS AN EXAMPLE OF WHAT WE COME ACROSS. THIS IS CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN. WE ASK FOR ALL THE BUSHES YOU SEE IN THIS PICTURE TO BE REMOVED TO PROVIDE THE CLEAR VISION AREA. THIS WAS THE FIRST PICTURE AND IT'S STARTING TO LOOK REAL NICE. THEY REMOVED A LOT OF THE BUSHES. THEN THEY FOUND A BIG PILE OF TIRES AS THEY REMOVED. THIS LOOKED REALLY PRETTY FROM THE ROAD SIDE. WHEN YOU GOT UP NICE AND CLOSE THEY FOUND THIS. THIS IS A PROBLEM BECAUSE IT REQUIRES ACTUALLY A LOT OF WORK TO REMOVE ALL THE DEBRIS.

THIS IS NOT JUST THEIR HOME. THIS IS ALSO THEIR TOILET FACILITIES. WHEN YOU GO TO CLEAN THIS FACILITY, YOU HAVE TO BRING FULL HAZMAT BECAUSE THERE IS HUMAN WASTE IN HERE ALSO THAT HAD TO BE REMOVED.

WHEN WE'RE CLEARING HOMELESS CAMPS LIKE THIS, THEY ARE VERY COMPLICATED AND COSTLY. YOU HAVE TO TAKE THE NECESSARY PRECAUTIONS WHEN YOU ARE CLEARING THESE TYPE OF AREAS

OUT. >> RIGHT IN THE CENTER OF TOWN.

JUST TO SHOW THIS IS NOT LOCALIZED IN ONE AREA.

THIS IS UP ON AVENUE O. AGAIN A VERY LARGE PROPERTY.

THANKFULLY THE PROPERTY OWNER TOOK INITIATIVE AND GOT THIS CLEARED. WE HAD THIS ON THE BOOK FOR MANY YEARS. WE DIDN'T HAVE THE FUNDING BUT WE HAVE A PROPERTY OWNER WHO STEPPED UP FINALLY AND TOOK CARE OF THIS ONE. THIS IS RIVER DRIVE.

THE CITY DID FUND THIS ONE AND IMPROVE THIS PROPERTY.

AND THIS IS OUT WEST ON JENKINS ROAD.

THIS ALSO THE CITY PAID TO HAVE THIS WORK DONE HERE.

THIS IS AN EXAMPLE ON GRAND VIEW BOULEVARD OF NOT JUST LOT CLEARING BUT THERE IS A POOL IN THERE IN WHICH WAS OPEN AND ACCESSIBLE. SOMEBODY COULD HAVE FALLEN IN THERE. WE ALSO DID BOARD THE PROPERTY UP AT THIS LOCATION. WE'RE ALL OVER TOWN.

IT NOT LOCATED IN ANY ONE NEIGHBORHOOD.

NO ONE NEIGHBORHOOD IS EXPLOITED.

IT'S EVERYWHERE. WE'RE ALSO RECOMMENDING ALLOWING FOR REMOVAL OF NONOPERATIVE VEHICLES.

THAT IS ADMINISTRATIVE. EVERY NOTICE I SENT PROPERTY OWNER, TENANT, REGISTERED OWNER, IF THERE IS A LIEN HOLD ATTORNEY VEHICLE ALL HAVE TO BE SENT CERTIFIED MAIL.

FOR ONE VEHICLE I COULD BE SENDING FIVE OR SIX CERTIFIED MAILS. THE TOWING IS NOT A COST TO THE CITY. IT'S ONLY ADMINISTRATIVE WHEN IT

COMES TO NONOPERATIVE VEHICLES. >> MOST OF OUR GRAFFITI CASES ARE ADDRESSED DURING THE GREAT AMERICAN CLEANUP BUT THAT ONLY HAPPENS ONCE A YEAR. THINGS WE FIND DURING THE YEAR WE'D LIKE TO ADDRESS. THE RECLINE ATTORNEY RIGHT IS ER ON THE RIGHT ISCOVERED IN A . THIS WAS REPORTED BY KIDS COMING HOME FROM SCHOOL. THEY DECIDED TO INVESTIGATE A VACANT HOUSE AND FOUND THIS WASP NEST.

THAT'S THE DEFINITION OF AN ATTRACTIVE NUISANCE.

[00:55:01]

ANYONE COULD HAVE GOTTEN SERIOUSLY HURT OR KILLED DUE TO THIS WASP NEST. WASP AND BEES ARE A SAFETY

ISSUE. >> DO YOU NOTIFY PEOPLE NEARBY YOU ARE GOING TO BE ADDRESSING IT? THAT BOWLED CONCERNING TO PEOPLE IF THEY DIDN'T KNOW YOU WERE

COMING AND HOW DO YOU DO THAT? >> WE POST THE PROPERTY.

WE DON'T GO DOOR TO DOOR VIRGINIA I C.WE HAVE A CONTRACTS IN. WE POST THE PROPERTY WITH A NUISANCE SIGN. SOMEBODY HAD BEES AND THEY DIDN'T KNOW THE CITY WAS COMING. THAT WAS NOT.

I GOT THAT COMPLAINT AS WELL. >> OK.

GOOD. I'M GLAD YOU CLEARED THAT UP.

>> THIS IS A VERY UNFORTUNATE SLIDE.

I DON'T LIKE PRESENTING IT. THESE ARE THE FACTS.

WE RECEIVED A COMPLAINT ABOUT A HOMELESS CAMP BEHIND THE WALGREENS. WE WENT THROUGH THE PROCESS.

NOTIFIED THE OWNER. I POSTED THE PROPERTY AND PUT IT OUT TO BID. I DID NOT HAVE THE FUNDING.

THE BOTTOM LINE SOUTH U.S. HIGHWAY 1 SAYS SKIP.

I HAD TO INSTRUCT THE VENDOR TO SKIP IT BECAUSE I DID NOT HAVE THE FUNDING FOR IT. ESPECIALLY HOMELESS CAMPS, THEY ARE NOT INEXPENSIVE ADDRESS. THERE IS SERIOUS CONSIDERATIONS THAT HAVE TO BE MADE WHEN DOING THESE.

EVEN ON SUNRISE BOULEVARD THE VENDOR'S NOTE IS HUGE.

I'M LIMITED TO FUNDING WHEN IT COMES TO LOT CLEARING.

THIS IS A SLIDE I'M NOT HAPPY TO PRESENT.

THIS IS A TRUE FACT OF WHAT IS HAPPENING RIGHT NOW.

STAFF IS RECOMMENDING A SECONDARY PERIPHERAL SECTION OF THE ORDINANCE WHERE ADDITIONAL APPROVAL MUST BE RECEIVED.

IT'S NOT AUTOMATIC PART OF THE PROGRAM.

IF THERE IS FUNDS AVAILABLE , THE COMMISSION CAN DECIDE TO ADDRESS A COUPLE OF ADDITIONAL ITEMS INCLUDING CRIME PREVENTION. SAFETY ACTIVITIES UNDER TAKEN BY THE POLICE DEPARTMENT AND SAFETY EQUIPMENT AND APPARATUS.

THERE IS ONLY ONE OF THESE THAT SAYS FORT PIERCE POLICE DEPARTMENT. THE OTHER TWO FALL UNDER THE POLICE DEPARTMENT COULD BE ADDRESSED BY ANOTHER DEPARTMENT IN THE CITY AS WELL AS SAFETY EQUIPMENT.

WE'VE GOT THE KIDS PROGRAM. THERE IS THE NEIGHBORHOOD WATCH PROGRAM. THE EXPLORERS PROGRAM.

MULTIPLE PROGRAMS THE POLICE DEPARTMENT CURRENTLY HAS.

THEY CAN BE EXPANDED ON OR NEW ONES CAN BE DEVELOPED.

>> THAT WOULD BE THE SAFE PART OF IT.

>> IS THERE I CRIME PREVENTION PART OF IT.

>> CRIME PREVENTION ACTIVITIES. >> MADAM MAYOR.

>> YES, SIR. >> I WANT TO INTERJECT.

THE FPRA THAT IS MOSTLY WHAT THEY STAND FOR IS BLIGHT.

YOU NEED TO REACH OUT TO THOSE FOLKS.

I THINK THEY WILL BE WELCOMING ANYTHING TO HELP FORT PIERCE GROW. I WOULD MAKE A CALL TO ONE OF

THEM THAT I KNOW. >> GOOD POINT.

>> AND THEN SAFETY EQUIPMENT WHICH COULD BE FROM VESTS TO EQUIPMENT THAT WE USE FOR HURRICANE RESPONSES TO ANYTHING.

EVERYONE NEEDS TO WEAR A MASK RIGHT NOW.

SAFETY EQUIPMENT ONE OF THE ITEMS WE LISTED AS WELL.

>> WHAT DO YOU USE THIS TASER FOR SH.

>> I CONTINUOUS TASER. >> ANIMAL CONTROL CARRIES TASERS FOR THE DOGS. THAT COULD BE AN ITEM.

BUT THE POLICE DEPARTMENT TYPICALLY CARRY THE TASERS.

NOTHING IS RESTRICTED TO THE POLICE DEPARTMENT.

IT'S JUST SAFETY EQUIPMENT. IT COULD BE ANY DEPARTMENT THAT REQUIRES SOME TYPE OF SAFETY EQUIPMENT.

CRIME PREVENTION IS GEARED TOWARD THEM BUT IT'S NOT SPECIFIC. I BROKE THE AMEND UP INTO FOUR PARTS SO THEY COULD BE DISCUSSED INDIVIDUALLY.

THE FIRST AMENDMENT IN THE SECTION IS ADDS THE WORDS AND ADDRESSES SAFETY CONCERNS. WHICH I TRULY BELIEVE IT WAS COMMISSIONER'S INTENT WHEN THIS WAS DEVELOPED.

IT WAS SPECIFIC ABOUT SAFETY AND WE MISSED ADDING THAT WORD IN

[01:00:05]

AND CHANGED SYSTEMS TO CONDITIONS.

THERE IS CONDITIONS THAT DEFINITELY IMPACT THE SAFETY.

THE BOTTOM HALF YOU CAN SEE REFERENCED FORMER SECTIONS OF THE CODE SO I REMOVED THAT PART FROM IT.

IS THERE ANY QUESTIONS ABOUT THIS PARTICULAR ONE? SECTION TWO IS THE INTEGRAL PARTS OF THE CSI.

THAT WOULD NOT REQUIRE ADDITIONAL APPROVAL.

THEY WILL BE PART OF THE PROGRAM WE WOULD MOVE FORWARD WITH AND TAKE WHATEVER STEPS NECESSARY TO ADDRESS THESE ITEMS. THE ABATEMENT OF THE BUILDINGS OR STRUCTURES DETERMINED TO BE UNSAFE. ABATEMENT OF NUISANCE STRUCTURES. OPEN OR UNSECURED POOLS.

LOT CLEARING ACTIVITIES TO THE CRITERIA OUTLINED IN THE CRIME PREVENTION AS ADOPT BID CITY COMMISSION.

GRAFFITI. NONOPERATIVE VEHICLES.

BEES, WASPS AND SIMILAR DANGEROUS PESTS.

>> ARE YOU GOING TO BE IDENTIFYING THESE OR IS THIS GOING TO BE COMPLAINT DRIVEN OR YOU IDENTIFY THESE?

>> IT COULD BE EITHER OR. >> ANY DISCUSSION ON THIS?

>> I NOTICE THIS PART OF THE CLEAN AND SAFE INITIATIVE.

AND YOU IDENTIFY A PROBLEM THAT IS MEETS THE CRITERIA AND IT'S PRIVATELY OWNED AND WE GO IN THERE AND WE FIX IT.

NOW WE ARE MAKING THAT PROPERTY OWNER RESPONSIBLE FOR COSTS

RIGHT? >> YES.

>> WHAT DO WE DO WHEN WE COLLECT THAT MONEY, WHAT DO WE DO WITH

THAT FUNDING? >> I'M GOING TO LOOK FOR JONNA.

I KNOW ONCE UPON A TIME WE RECEIVED FUNNING FROM THE FPRA FOR THESE SERVICES. WHICH IS WHY SOMETIMES WHEN YOU SEE A LOT CLEARING REDUCTION COME BEFORE YOU IT'S SPECIFIED LOT CLEARING FPRA BECAUSE THE MONEY WAS SUPPOSED TO GO BACK INTO THE FPRA. I'M SURE WHEN SHE SETS UP THE INVOICE PART, IT CAN BE DESIGNATED WHEN THAT MONEY COMES BACK IN TO GO BACK INTO THE CSI FUNDING BECAUSE IT IS RESTRICTED

FUNDING. >> FOR US TO BE ABLE TO RAISE THAT AMOUNT OF MONEY. AND WE DID PUT IT ON A SUNSET WHICH IS SOMETHING I'M VERY SENSITIVE ABOUT, THAT WE MAKE SURE THAT WE'RE OUT THERE COLLECTING AS MUCH MONEY AS WE CAN FROM THOSE THAT HAVE ABUSED THE SYSTEM.

OTHERWISE GOOD PEOPLE PAY FOR THE BAD PEOPLE'S EFFORTS.

AND THAT SHOULDN'T HAPPEN. >> I KNOW WE HAVE A PROJECT CODE IN PLACE CSI. I USE IT FOR INVOICES ALL THE TIME RIGHT NOW. SO SHE'S ABLE TO TRACK THAT TYPE OF EXPENSE. WHEN THAT MONEY IS COLLECTED TO

PUT IT BACK. >> BACK IN THE SNUBBED.

IN THE FUND?>> YES. >> WHEN WE TALKED ABOUT THIS AND APPROVED THIS THREE YEARS AGO THAT I REMEMBER CONVERSATION WITH THE AFFIRMATIVE VOTE FROM THIS MEMBER BECAUSE WE WANTED TO BE A SELF-SUSTAINING AND REOCCURRING EVENT WITH THE SUNSET SO THAT WE TOOK THE FUND AND PUT IT BACK INTO THE PROGRAM SO THE PROGRAM COULD MOVE FORWARD AFTER THE SUNSET WAS COMPLETED. THAT'S WHAT I REMEMBER.

>> YOU ARE RIGHT ABOUT THAT. I REMEMBER HAVING THAT DISCUSSION. IT GOT LIVELY THERE BECAUSE I THINK YOU WERE ASKED THE QUESTION BACK THEN IS THIS ENOUGH MONEY TO GET DONE WHAT WE WANT TO GET DONE AND YOU SAID NO OF COURSE. WE FIGURED OUT BY RECOVERING SOME OF THE FUNDS IT WOULD HELP SUPPLEMENT OUR EFFORTS AND HOPEFULLY THERE WAS SOME HOPE IN THERE OUR GOALS WOULD BE REACHED BICEPT 2020. I KNOW EVERYONE ON THIS COMMISSION RIGHT NOW IS SHAKING THEIR HEAD YEAH BECAUSE THERE WAS THAT CHANCE. BUT HERE WE ARE.

>> AFTER EVERY ONE OF THESE COMES THROUGH, TYPICALLY A NOTICE OF LIEN IS SENT THROUGH MR. MIMS TO MY OFFICE SO IT'S RECORDED IN THE PUBLIC RECORD. I WANT TO MENTION THAT FIRST OF ALL IF IT HAS A MORTGAGE IT'S INFERIOR TO THE MORTGAGE.

WE TYPICALLY WAIT UNTIL THEY ARE BEING PURCHASED OR SOLD.

[01:05:05]

PART OF THE LIFE CYCLE OF MAKING IT SUSTAINABLE IS THAT FINANCIALLY FEES TO BELIEVE MY OFFICE TO PROCEED ON A CLEARING. THEY ADD UP CERTAINLY.

AGAIN THERE IS PEGGY YOU HAD TO GUESS THERE IS PROBABLY HUNDRED OFFENSE THOUSANDS OF DOLLARS OF THESE LIENS OUT THERE.

SO THEY ARE ON THE PUBLIC RECORDS.

BUT COLLECTING THEM SOMETIMES IS NOT FEASIBLE.

>> AND THE PROPERTY OWNER PUTS IT OFF THINKING -- I WORRY ABOUT THAT IN THE FUTURE AND WHEN THEY WANT TO SELL, THEN THEY HAVE TO WORK THAT OUT. THIS IS ALSO WHY STAFF ALWAYS RECOMMENDS PAYING THE HARD COSTS.

BECAUSE WE ARE REIMBURSING IF NOT THIS ACCOUNT THEN GENERAL FUND. THE MONEY HAS AN EXPENSE BY THE GENERAL FUND OR CSI FUND AND WE ALWAYS RECOMMEND TO COLLECT THE HARD COST TO REIMBURSE THE CITY FOR OUT OF POCKET REGARDLESS OF

WHICH ONE IT COMES OUT OF. >> I JUST HAVE TO REMIND MY COMMISSION WE ARE SPEAKING ABOUT A HISTORICAL CITY THAT HAS --

>> THESE ARE AMENDMENTS. WE HAVE A SURPLUS OF MONEY YOU FEEL WE COULD UTILIZE MORE EFFICIENTLY AND DRESS SOME

ISSUES. >> YES, SIR.

>> AS FAR AS THE LOT CLEARING IS CONCERNED, WHAT SHOULD I EXPECT IN TERMS OF BEING ABLE TO SEE A DIFFERENCE IF THIS AMENDMENT IS APPROVED AND WHEN I SAY EXPECT TO SEE A DIFFERENCE COMPARED TO THE NORMAL PROCESS THAT WE NORMALLY DO WITH LOT CLEARING VERSUS ADDING THESE ON NOW AND MAKING THIS A PART OF THE INITIATIVE HERE. WE CAN SEE A BIG DIFFERENCE OR WHAT EXACTLY? BECAUSE YOU TOLD ME A SECOND AGO ON THE SECOND SCREEN YOU GOT A CONDEMNATIONS YOU ARE NOT DOING ANYTHING BECAUSE OF THE PAPERWORK.

IS THERE THIS GOING TO BE A PROBLEM THE PAPERWORK?

IS THIS GOING TO HAPPEN? >> YES.

MAYBE YOU MISUNDERSTOOD MY MESSAGE WITH THE GOING THROUGH OLD CONDEMNATION CASES. WE GO THROUGH A GROUP AT A TIME.

WE SLOWLY WORK THEM THROUGH BECAUSE THERE IS SUCH A BACKLOG.

IT'S NOT THAT THE PAPERWORK IS SO MUCH.

IT'S JUST A PROCESS. WE TAKE A GROUP OF THEM AND GO THROUGH THE PROCESS. WE TAKE THEM A PIECE ONE BITE AT A TIME WE'VE BEEN TAKING THEM. AS FOR THE LOT CLEARING , THIS WOULD BE CURRENT ACTIVE NOT A BACKLOG OF TRYING TO CLEAR.

IF I CAN GO BACK TO THE SCREEN BACK HERE.

THESE ARE CASES THAT ARE ACTIVE RIGHT NOW I DID NOT HAVE FUNDING

[01:10:01]

FOR. WE HAVE THESE CASES CURRENT, THEY ARE ACTIVE. WHERE WE CAN DO MORE BECAUSE THE FUNDING WOULD BE THERE. RIGHT NOW I'M TELLING MY VENDOR

DO NOT DO THAT LOT. >> YOU ARE NOT PLANNING NOT TO DO THAT EVER, IT'S JUST RIGHT NOW IS THAT RIGHT?

>> IT'S A FUNDING ISSUE. IT'S A FUNDING ISSUE.

WE HAVE -- I AM BEGIN A BUDGET AND I HAVE TO WORK WITHIN THAT BUDGET. WHEN I'M SEEING A LOT -- I CAN ONLY IMAGINE HOW MUCH MONEY THIS GENTLEMAN EXPENSED ON THIS LOT.

THIS COULD CLEAR OUT HALF MY BUDGET ON A SINGLE LOT.

I CAN ONLY IMAGINE HOW MUCH THIS GENTLEMAN SPENT.

I HAVE TO THANK HIM FOR THAT. HE ADDRESSED THE CONCERNS WE RAISE AND HE TOOK CARE OF IT. HE DIDN'T KNOW WHAT HE WAS GOING TO INDIANS FOO. FIND.HE THOUGHT HE WAS GOING TOT TREES AND HE HAD TO CLEAR A HOMELESS CAMP.

>> THIS IS WHY WE WANT THEM TO KEEP THE PROPERTY CLEAR SO WE

DON'T GET TO THAT POINT. >> THIS IS CURRENT, ACTIVE.

IT'S GOING TO HAPPEN RIGHT NOW. IT'S NOT WORKING THERE YOU THE CURRENT ACTIVITIES NOW PLUS A BACKLOG WHICH IS WHERE WE ARE WITH THE OLD CONDEMNATIONS. THE ANSWER IS YES, YOU WILL SEE

IT. >> PART THREE IS THE PERIPHERAL PROGRAMS. IT WOULD ONLY BE CONSIDERED IF FUNDING IS AVAILABLE. IT WOULD REQUIRE ADDITIONAL APPROVAL FROM THE CITY COMMISSION.

EVEN DURING THE LAST BUDGET SEASON THE COMMISSION HAS MADE A MOTION TO APPROVE INCOUMARINS FOR THE POLICE DEPARTMENT FOR SAFETY PROGRAMS OR ISSUES. WE'RE RECOMMENDING CRIME PREVENTION PROGRAMS WHICH I'M NOT SPECIFICALLY SAYING FOR THE POLICE DEPARTMENT. THERE ARE DIFFERENT DEPOSITS THROUGHOUT THE CITY THAT MIGHT HAVE CRIME PREVENTION ISSUES THAT ARE ADDRESSED. FORT PIERCE POLICE DEPARTMENT SAFETY MEASURES ACTIVITIES AND SAFETY EQUIPMENT OR APPARATUS.

THAT IS WHAT STAFF IS RECOMMENDING AS SECONDARY ITEMS. THEY ARE NOT AUTOMATIC BUT COULD BE INCLUDED IF THERE IS FUNDING

AVAILABLE. >> WHAT YOU ARE DOING WITH THIS REVISION IS GIVING MORE FLEXIBILITY TO ADDRESS A CLEAN

AND SAFE COMMUNITY? >> CORRECT.

>> ALL SAFETY ISSUES. THEY ALL COULD ADDRESS BLIGHT IN THE COMMUNITY. THAT DIRECTLY IMPACTS PROPERTY

VALUES. >> AND YOU ARE LEARNING THIS FROM YOUR FIRST THREE YEARS OF EXPERIENCE?

>> YES, MA'AM. >> ANY QUESTIONS OF MR. RACE?

>> ANY DISCUSSION? >> CAN YOU BE MORE SPECIFIC WITH REGARDS TO A, B AND C? ARE YOU FAMILIAR WITH THE LEASE DEPARTMENT TO KNOW WHAT WE'RE TALKING ABOUT HERE? WHAT KIND OF MEASURES ARE YOU TALKING ABOUT?

>> SOME OF THE SAFETY MEASURES THAT I CHECKED WITH FINANCE.

I REACHED OUT TO THE POLICE DEPARTMENT A COUPLE OF TIMES TODAY. CHIEF HAS BEEN THROWN IN THE DEEP END. ONE OF THE THINGS JONNA SAID SHE BELIEVES WAS FOR SECURING THE. THERE IS ISSUES WITH THE FENCE AND GATE. THERE ARE SOME OF THOSE TYPES OF

ISSUES. >> WE HAVE A PLETHORA OF ISSUES

ANOTHER THE POLICE DEPARTMENT. >> THEY ARE AGING SYSTEMS. THE GATES AREN'T WORKING. THE SECURITY SYSTEM IS SO OLD IT GOES IN AND OUT. WE HAVE A PLETHORA OF IRONS WE HAVE TO FIX AT THE POLICE DEPARTMENT AS FAR AS OUR

SECURITY. >> THOSE SEEM LIKE ONE TIME FIXES. SO OVER THE PERIOD OF THIS TYPE OF PROGRAM, POLICE DEPARTMENT SAFETY MEASURES OR ACTIVITIES, WHAT OTHER TYPE OF PROGRAMMING WOULD YOU INCLUDE INTO THAT FROM

YOUR PERSPECTIVE? >> ANY OF OUR SAFETY ISSUES OR SAFETY CLASSES OR SAFETY DEMONSTRATIONS, OUR COURAGEOUS KIDS PROGRAM, SAFETY OF THE COMMUNITY.

SAFETY ISSUES REGARDING WHAT IS GOING ON IN OUR CITY AND SO

FORTH. >> OUR DEPUTY CHIEF, I DON'T KNOW IF -- HE CAN'T GO NOW. BUT FOR SEVERAL YEARS HE WENT

[01:15:05]

EVERY TUESDAY EVENING DEPUTY CHIEF NORRIS DID THAT.

YOU TALK ABOUT CRIME PREVENTION PROGRAMS THAT IS IT IN A NUTSHELL. HE HAD OVER 100 KIDS AND THOSE KIDS THEY WOULD RUN UP THERE AND TACKLE HIM.

>> AND FEED THEM TOO. >> WE WOULD COME OUT OF OUR OWN POCKETS FOR IT. AND ST. PAUL STEPPED UP AND WAS

A BLESSING FOR US. >> I KNOW YOU DID THAT.

THAT'S RIGHT. >> IT WOULD HAVE TO RECEIVE APPROVAL FROM THE CITY COMMISSION IF ANY FUNDS WERE DIVERTED FROM OUR NUISANCE ABATEMENT DEMOLITION FUNDS.

>> AND THAT IS WHAT I WAS LOOKING FOR DEPUTY CHIEF.

JUST THE IDEA OF THE PROGRAMS AND THEN TO SAY THIS IS AS PEGGY BROUGHT UP A SECONDARY THIS WOULD COME BACK TO THE COMMISSION. BECAUSE WE DO WANT TO HELP.

WE WANT TO PROMOTE THOSE TYPE OF INTERACTIONS AND WITH FROM THE POLICE DEPARTMENT INTO THE COMMUNITY.

THAT'S WHAT I'M LOOKING FOR. AND NOW THAT WE HAVE A MECHANISM OR MAYBE IF IT GETS APPROVED WE HAVE A MECHANISM YOU CAN COME SAY NOT ONLY DO I HAVE THIS, I HAVE THIS, THIS AND THIS.

WE'D LIKE TO EXPAND IT THE PROGRAM HAS BEEN SO SUCCESSFUL.

WE'D LIKE THE EXPAND IT. >> WE APPRECIATE THAT.

>> >> NORMALLY WHEN WE HAVE AN ISSUE AND WE START TALKING ABOUT MEETING GOALS AND THINGS LIKE THAT AND WE'RE SAYING WE DIDN'T QUITE MEET ALL OF OUR GOALS.

YOU NORMALLY DON'T ADD A WHOLE OTHER LIST OF THINGS WE'RE GOING TO ACCOMPLISH AT THE SAME TIME. NORMALLY I CUT THAT LIST IN HALF OR CONCENTRATE ON WHAT WE HAVE GOT.

WE DISCUSSED NOT TO HAVING THE FUNDING TO BE ABLE TO DO CERTAIN THINGS AND NOT BEING ABLE TO DO THIS OR THAT.

THIS DOES GET APPROVED, IT WILL HAVE MORE THAN LIKELY A DROP DEAD SUNSET PROVISION IN THIS THING.

AND I WOULD LIKE TO SEE IT MORPH INTO SOMETHING MORE PERMANENT.

WE ALL ENVISIONED THAT THREE YEARS AGO WHEN WE WERE TALKING ABOUT. THIS I'M CONFUSED ON ADDING OTHER THINGS TO IT RIGHT NOW. WHAT END UP HAPPENING YOU MAKE ALL THE DIFFERENT ITEMS SOMEWHAT SUCCESSFUL BUT BASICALLY THE

WHOLE PLAN GOES UNSUCCESSFUL. >> I'M GOING TO GO BACK TO THE LESSON NUMBER ONE. I TRULY BELIEVED WHEN WE STARTED THIS PROGRAM WE WERE GOING TO BE SPENDING MONEY LEFT AND RIGHT ON DEMOLITION. I REALLY DID.

IT TURNED OUT THAT THE PROPERTY OWNERS TOOK MOST OF THAT BURDEN AWAY BY DOING IT THEMSELVES. SO BECAUSE OF THAT SUCCESS, THE MONEY WAS NOT BEING EXPENDED THE WAY WE THOUGHT IT WAS GOING TO BE EXPENDED. I THOUGHT I WAS GOING TO SPEND A LOT MORE MONEY ON DEMOLITION THAN I HAD TO.

>> GO BACK TO THE SCREEN WITH THE RED DOTS.

BECAUSE LOOKS LIKE YOU ARE GOING TO BE SPENDING A WHOLE LOT OF MONEY IN THE FUTURE. THIS IS WHAT IS ON THE LEFT

HERE. >> SHE GETS COMPLIANCE.

>> WE COULD GET COMPLIANCE AS I READDRESS THOSE OLD ISSUES.

WE MAY GET COMPLIANCE. I KNOW WE'RE IN A WEIRD SEASON WITH COVID. WE ARE GETTING LIEN SEARCHES AND TITLE SEARCHES HAND OVER FIST. PROPERTIES ARE TRADING HANDS BECAUSE THE MORTGAGE RATES ARE SO LOW.

A LOT OF THESE CAN GET ADDRESSED BY NEW PROPERTY OWNERS.

>> DO YOU FEEL COMFORTABLE WITH DEBLEATING WHAT WE ORGANIZE AS A FUNDING SOURCE TO ADDRESS CONDEMNATIONS WITH ANTICIPATIONS OF PEOPLE VOLUNTEERING AND THEN WE DON'T HAVE ANY MONEY WHEN

IT'S TIME TO CONDEMN? >> I AM HOPING TO CONTINUED HIGH COMPLIANCE RATE. I'M HOPING FOR THAT.

WITH THE EXPERIENCE WE JUST HAD OVER THE PAST THREE YEARS.

THIS WAS A BRAND NEW PROGRAM. WE HAD TO LEARN.

WE WENT INTO IT WITH AN EXPECTATION.

THANKFULLY WE HAD A MUCH BETTER RESULT THAN WE ANTICIPATED.

BUT WE HAVEN'T REACHED OUR FULL GOAL.

MAKING THE NEIGHBORHOOD ITSELF AS A WHOLE NEEDS TO BE ADDRESSED

[01:20:03]

MORE EVENLY NOT JUST THE HOUSES. >> I THINK THE LOT CLEARING IN ANYMY MIND IS PART OF THIS CLEAN SAFE INITIATIVE.

I KNOW WE MAY NOT HAVE INCLUDED IT AS MUCH.

WE DID CONCENTRATE ON THE FACT WE WERE GOING TO BE DOING A LOT OF DEMOLITION AND THERE WERE A LOT OF COSTS ASSOCIATED WITH THAT. THAT DIDN'T HAPPEN SO THAT IS GREAT. THE NEXT THING DO YOU IS GOING GOLDEN GGO BACKTO THE NEXT BIGGU HAVE THIS CHILL FACTORS IS LOT CLEARING AND TAKE THAT ON. I WOULD RATHER YOU COME BACK TO US IN A YEAR FROM NOW AND SAY HERE IS WHAT IS HAPPENING IN MY WORLD AND WHEN YOU COME TO THE CLEAN AND SAFE INITIATIVE HERE IS HOW I WOULD LIKE TO TWEAK IT TO CATCH MORE THINGS.

RATHER THAN ADD ALL THESE THINGS TO IT NOW.

I HAVE TROUBLE WITH DELIVERABLES ON THIS BY THE TIME I GET DONE.

PLUS THE FACT WE'RE GOING TO EXTEND THIS FOR ANOTHER THREE YEARS. TO ME IT DIDN'T MEET ALL THE ISSUES I HAVE REQUIRED WITHIN MYSELF TO BE ABLE TO SAY I'M CONFIDENT AND THE MONEY IS GOING TO BE USED FOR WHAT WE SAY IT'S FOR. IT'S SOMETHING THE DELIVERABLES CAN BE SEEN BY ANYBODYTA WANTS TO PARTICIPATE IN THAT.

AT THE END OF THAT THREE YEAR PERIOD TIME, WE'RE NOT COLLECTING THAT MONEY ANYMORE. WE'LL HAVE A NEW PROGRAM IS WHAT I'M HOPING FOR. RIGHT NOW WE'LL GIVE SOME TO TO THE THIS AND SOME TO THAT AND WE'LL MAKE THIS BIG BROAD BRUSH STROKE THROUGH FORT PIERCE. I'D RATHER CONCENTRATE THIS ON DEMOLITION, LOT CLEARING AND MAYBE ONE OR TWO OTHER THE SWIMMING POOL ISSUES, THINGS LIKE THAT THAT MAKE A LOT OF SENSE BECAUSE I KNOW THAT HAS BEEN ESPECIALLY WITH KIDS AND VACANT STRUCTURES. TO BE ABLE TO MOVE THAT DOWN FOR POLICE ASSISTANCE AND EVERYTHING ELSE LIKE, THAT WE'LL FIND DIFFERENT WAYS TO FUND THAT I WOULD SAY.

>> THE LOT CLEARING, ONCE YOU ADD THAT TO DEMOLITIONS IS WHY I ASKED EARLIER ARE WE GOING TO SEE A GREAT IMPACT.

ESPECIALLY IN DISTRICT ONE. LOT CLEAR SAYING MAJOR PROBLEM.

I SEE WHY BECAUSE WE DON'T HAVE ANY FUNDING.

TO KEEP ONE THE INITIATIVE TO ADD IMPROVEMENTS TO THE POLICE DEPARTMENT WHEN YOU LOOK AT THE PURPOSE AND OBJECTIVE OF WHAT THIS WAS CREATED FOR, NOT THAT I'M SAYING WE DON'T NEED CHIEF.

WE NEED IT. BUT AGAIN THIS AS A SOURCE, I DON'T KNOW IF I WANT TO GET INTO THAT.

>> DID YOU HAVE -- YOU HAVE PRIORITIES WHICH IS WHAT WE

STARTED OFF WITH. >> WE DO.

WHAT HAPPENED IS WHEN THE DEMOLITION COST WERE NOT COSTING AS MUCH AS WE ANTICIPATED. THERE WAS MONEY IN THE FUND.

AND DURING THE BUDGET PROCESS IT WAS PRESENTED TO THE COMMISSION TO PERHAPS USE THIS FOR THE POLICE DEPARTMENT.

AND IT WAS APPROVED. SO WHEN WE'RE DOING THIS REWRITE WE INCLUDED THAT BECAUSE IT WAS AN ITEM THAT WAS DISCUSSED.

AGAIN IT WAS ABOUT SAFETY. >> IT GIVES YOU FLEXIBILITY.

DOESN'T MEAN WE HAVE TO DIVERT THE FOUNDS DO THAT BUT DOES GIVE US THE FLEX TO BELIEVE DO IT. IT WAS BECAUSE THERE WAS EXTRA FUND. WE DIDN'T SPEND AS MUCH AS WE

ANTICIPATED. >> I'M CONFUSED.

I THOUGHT THIS WAS A CITY WIDE INITIATIVE.

IT'S FOR THE ENTIRE CITY. I DON'T UNDERSTAND INSTEAD OF RAISING TAXES TO GET THINGS DONE, WE GOT THE WHOLE CITY FOR A DOLLAR. I DON'T THINK ANYONE WOULD COMPLAIN ABOUT $1 A MONTH, 12 COLLAR A YEAR FOR THE INITIATIVE AND EFFORTS. THE CITY IS SHOWING THE PEOPLE WHAT THEY CAN DO WITH THAT DOLLAR.

IT'S A NO BRAINER. >> THANK YOU.

[01:25:02]

>> SO I AGREE WITH MY FELLOW COMMISSIONERS.

MAYBE IS THIS IS NOT THE SPOT TO PUT PART NUMBER THREE WHICH IS ITEM NUMBER TWO LIKE YOU HAVE ON THE SCREEN THERE.

IF YOU GO BACK A SLIDE. EVERYTHING WE'VE TALKED ABOUT SO FAR IS INCLUDED EXCEPT FOR ITEM 4 GRAFFITI.

THAT IS THE ONLY ONE WE HAVEN'T MENTIONED.

I THINK THAT'S PART OF THIS INITIATIVE.

I THINK WE'VE TALKED ABOUT ALL THE ITEMS HERE.

THIS IS DEFINITELY ABOUT CLEAN AND SAFE RIGHT HERE.

IF WE NEED TO GET RID OF THE SECONDARY WHICH IS PERIPHERAL PROGRAM AT THIS POINT THAT'S FINE.

THIS MIGHT WE MIGHT BE ABLE TO DEFINE ALL THE BUDGET MONEYS BEING EXPENDED RIGHT HERE. WE THOUGHT IT WAS GOING TO BE IN DEMOLITION, THAT DIDN'T HAPPEN. THE PROGRAM IN ITSELF WENT FROM 20 OR 30% COMPLIANCE INTO 60 AND 70% COMPLIANCE WHICH IS PHENOMENAL. YAY FOR THE CITY OF FORT PIERCE RIGHT. IT'S GOING THE IMPACT WHETHER IT'S BEE NEXT OR POOL. GREEN BUSHES ALL THE WAY AROUND IT, YOU CAN'T SEE IT. IT'S IMPORTANT.

I'M ALSO OK WITH THE NEXT SLIDE. IF YOU COULD PUT THIS ON PAUSE W. THE PROGRAM IT WAS VERY SPECIFIC.

IT HAD A SUNSET CLAUSE. THE PUBLIC WAS UNDERSTANDING IT TO BE THAT WAY. WE TALKED ABOUT THAT'S WAY.

WE VOTED ON IT THAT WAY. WE COULD AMEND IT TO NIGHT.

I SEE A LITTLE HESITATION. I HAD THAT SAME HESITATION.

>> CLEAN AND SAFE PROGRAM SHALL EXPIRE ON 9/30, 3023 PERIOD.

>> AND ON THAT I THINK THE END OF THE STORY IS THAT WE EITHER ADOPT THIS INTO A PLAN THAT WE HAVE SUSTAINABLE YEAR AFTER YEAR AFTER YEAR AND MAYBE NOT ON A UTILITY TAX BILL BUT PART OF THE TAXES THAT PEOPLE PAY, THEY REALLY EXPECT I EXPECT US TO BE ABLE TO HANDLE THAT. I KNOW WE GOT CREATIVE AND SPEAKS LARGELY TO STAFF AND IT WAS NOT EASY.

IWE HAVE CERTAIN THINGS THAT COT THAT DIDN'T REALLY HAPPEN AND THAT WE HAVE FUNDING AVAILABLE AND WE HAVE -- THESE ARE THINGS THAT WE CAN GET DONE. I THINK OUR DELIVERABLES ARE NICE AND NEAT. BECAUSE OF THE EFFORTS CITY HAS DONE. I'M GOING TO BE HONEST WITH YOU.

WHILE WE WERE GOING BACK AND FORTH WITH REGARDS TO SUGGESTING

IT. >> DURING PANDEMIC SEASON

[01:30:18]

CERTAINLY THAT WAS A DIFFICULT TASK TO DO WE COULD ACTUALLY PUT THIS MONEY WHERE IT WAS NEEDED AND THAT WAS SOMETHING THAT I WAS LOOKING AT PROPOSING TO THIS COMMISSION.

JUST FOOD FOR THOUGHT. WE GOT A LOT OF MONEY.

COMMISSIONER ALEXANDER. I'M NOT PROTESTING AT LEAST FROM MY PERSPECTIVE THE COLLECTION. I BELIEVE BY ALL MEANS WE MADE A GOOD DECISION AND THE MONEY , THE SMALL AMOUNT OF MONEY THAT WE'RE COLLECTING WHEN YOU LOOK AT WHAT WE COULD ACTUALLY RECEIVE AND WHAT WE THOUGHT WE WOULD GET BY ALL MEANS I THINK IT WAS SOMETHING THAT AT LEAST NOW I BELIEVE AND EARLIER I DIDN'T AGREE IT. BUT NOW I BELIEVE WE MADE THE RIGHT DECISION. I JUST WANT TO --

>> KEEP IT RELATED TO WHAT WE INITIALLY WANTED IT FOR.

>> IF I'M CLEAR, SECTION A RECOMMENDED CHANGES ARE OK.

SECTION ONE IS OK. WE'RE GOING TO ELIMINATE SECTION TWO. AND WE'LL RENUMBER THE C.

WE DON'T NEED TO RENUMBER C. A1 AND WE'LL ELIMINATE TWO AND ACTUALLY STAYS THE SAME. THE BIGGEST THING ABOUT NUMBER TWO IN ELIMINATING THAT IS COME TO COMMISSION.

THE PUBLIC HOLDS OUR FEET TO THE FIRE WHEN IT'S TIME DO THAT.

WE DID INCLUDE ON ONE OF THE EARLIER SLIDES 100,000.

THAT'S WHAT IT SAYS. WITH ONLY APPROVAL OF THE

COMMISSION. >> IT DOES.

THAT IS WHY I DON'T OBJECT TO IT.

>> THE BILL THAT INCLUDES ALL THE SUBITEMS.

>> I CALL QUESTION ON IT. I DON'T OBJECT AT THIS TIME.

I JUST THINK THAT THEY ARE GOING IN THE RIGHT DIRECTION AND WE DON'T NEED TO REDIRECT ANYTHING. IS THIS INITIATIVE CAME FROM OTHER CITIES. I'M SURE THEY DIDN'T SIT THERE

AND SPIN THEIR WHEELS. >> WOULD YOU LIKE TO MAKE A

MOTION? >> WE NEED A PUBLIC HEARING.

>> I'LL MAKE A MOTION. >> I JUMPED THE GUN AGAIN.

>> THIS IS A PUBLIC HEARING. ANYONE WISHING TO ADDRESS THIS ISSUE PLEASE COME FORWARD. SEEING NO ONE I'LL CLOSE THE PUBLIC HEARING. NOW WOULD YOU LIKE TO MAKE A

MOTION? >> I'LL MAKE A MOTION.

>> AS IT'S PRESENTED? >> YES.

>> IS IS THERE A SECOND? >> I'LL SECOND THAT.

>> SECOND IT. >> I HAVE A MOTION ON THE FLOOR AND A SECOND. ANY FURTHER DISCUSSION?

NEED A ROLL CALL PLEASE. >> THIS IS A MOTION TO APPROVE

ORDINANCE 20-022? >> YES.

>> NO, MA'AM. >> NO, MA'AM.

>> NO, MA'AM. >> YES, MA'AM.

[01:35:01]

>> SO WE HAVE AN ALTERNATIVE MOTION.

>> ADDER AS PRESENTED EXCEPT FOR THE ITEM LISTED AS NUMBER TWO WHICH INCLUDES A SUBSECTION CRIME PREVENTION PROGRAM FORT PIERCE POLICE DEPARTMENT OR ACTIVITIES AND.

>> SECOND. >> THIS WAS SOMETHING I WAS RELUCTENED IN THE BEGINNING. AND I LOOKED AT THIS AS BEING AN ITEM SORT OF LIKE A BUDGETEDDITE TOM ADDRESS CLEANUP.

AND TANGIBLE CLEANUP. KNOWING WHAT NEEDED TO BE DONE IN THE CITY WITH REGARDS TO DEMOLITIONS.

WITH THE LOT CLEARING I ANTICIPATE AND HOPE NOW WE'LL BE ABLE TO SEE A BIG DIFFERENCE IN THE LOT CLEARING AROUND HERE.

AS FAR AS ITEM NUMBER TWO I DO SEE AND UNDERSTAND THE NEED AND NECESSITY. I DON'T FEEL COMFORTABLE WITH USING THESE FUND FOR THAT PURPOSE.

>> ANY OTHER DISCUSSION? >> ITCHES GOING TO ECHO WHAT COMMISSIONER SESSIONS SAID IN THAT WE ARE INVITING THE POLICE DEPARTMENT WHEN THEY HAVE ISSUES FOR SAFETY MEASURES ACTIVITY EQUIPMENT APPARATUS AND EVERYTHING ELSE COME TALK TO US.

WE'LL FIND A DIFFERENT FUNDING SOURCE.

IT'S NOT ABOUT THAT. IT'S ABOUT THE FUNDING SOURCE AND IT'S ALSO FROM ME THE DELIVERABLES THAT WHEN PEGGY HAS THIS IS HER BABY, SHE HAS THIS THING GOING RIGHT.

IT'S GOT TO HAVE FOCUS. IT'S GOT TO HAVE PARAMETERS AND EVERYTHING WE CAN DO TO HELP THIS BE SUCCESSFUL.

THIS IS PART OF OUR STORY. IT'S PARENT IMPORTANT NOT TO HAT

IN IT. >> WE SAID YES WE CAN DO A ONE TIME THREE YEAR, LET'S TRY IT AGAIN AND ADJUST AND WE'RE DOING

THAT SO THANK YOU. >> SHALL WE VOTE.

>> MOTION TO APPROVE 20-022 REMOVING THE SECTION TWO.

>> NO. >> YES, MA'AM.

>> YES, MA'AM. >> YES, MA'AM.

>> NO, MA'AM. >> THAT CONCLUDE OUR PUBLIC

[a. Resolution 20-R40 appointing members to the Police Community Advisory Board.]

HEARINGS. MOVE ON TO RESOLUTIONS.

0-R40.

>> IS THERE A MOTION? >> I DIDN'T PUT MINE IN.

I SPOKE WITH MR. EDWARD AND HE HAD BEEN ILL AND THAT'S WHY HE WAS MISSING A LOT OF MEETINGS. AFTER SPEAKING WITH HIM TODAY HE SAYS I'M FEELING A LOT BETTER. I TAKE THIS PRETTY SERIOUS AND I WANT TO CONTINUE. AFTER THAT I WANT TO GO AHEAD AND PUT HIS NAME BACK ON THE BOARD.

I DON'T WANT TO TAKE HIM OFF AFTER TALKING TO HIM.

>> WE CAN INCLUDE IT TONIGHT. >> I HAD A QUESTION.

I ONLY SEE THREE NAMES ON MY DRAFT.

>> IT'S BECAUSE I THINK ONE OF COMMISSIONER'S APPOINTEES RESIGNED. AND HE REPLACED THAT PERSON.

IT JUST HAS A DIFFERENT EXPIRATION DATE.

WE'LL LINE THEM ALL BACK UP. >> I'LL MAKE A MOTION.

>> I'LL SECOND THAT. >> CALL THE ROLL PLEASE.

>> YES. >> YES, MA'AM.

>> YES, MA'AM. >> YES, MA'AM.

>> YES, MA'AM. >> NEXT WE HAVE RESOLUTION

>> YES, MA'AM. >> YES, MA'AM.

>> NEXT WE HAVE SUBMITLE OF APPLICATIONS FOR CAR RELATION OF

[c. Submittal of applications for consideration for appointment to the Fort Pierce Utilities Board filling an at-large position.]

APPOINTMENT TO THE FORT PIERCE UTILITIES BOARD FILLING ATLANTA LARGE POSITION. WE HAD A NEW APPLICATION I ADD EARLIER TODAY FROM MR. CHARLES BRYANT AND HAD TO UPDATE THE APPLICATION OF MR. BRADLEY. IT WAS THE WRONG ONE THAT GOT ATTACHED. THOSE HAVE BEEN UPDATED.

>> WE'LL DO THAT NEXT MEETING. >> SINCE WE HAVE THIS NEW SYSTEM IN PLACE NOW WHERE WE NOMINATE BY WAY OF APPOINTMENTS, WILL WE APPOINTMENT AFTER IT'S NOMINATED BY INDIVIDUALS IN THAT PARTICULAR DISTRICT, CAN YOU EXPLAIN AS FAR AS THIS POSITION IS CONCERNED WHAT IS THE PROTOCOL IN HOW WE'RE GOING THE VOTE UNLIKE NOMINATING AND THEN BEING APPOINTED WILL ACTUALLY BE NOMINATED BY ONE OF US AND THEN THE APPOINTED AT LARGE, HOW DOES IT WORK WITH THIS PARTICULAR ONE?

>> UNDER THE CHARTER REVIEW COMMISSIONS RECOMMENDATIONS TO YOU THAT YOU ALL ADOPTED BY RESOLUTION, THE DISTRICT ONE APPOINTMENT HAS BEEN MADE. THE DISTRICT TWO APPOINTMENT HAS BEEN MADE. UNDER THE RESOLUTION FOR THE REMAINING TWO APPOINTMENTS , THE CITY COMMISSION AS A WHOLE APPOINT THE BOARD MEMBERS UTILIZING A POINT SYSTEM FOR VOTES BASED UPON THE ORDER WHICH N WHICH THE CITY COMMISSION RANKS THEIR CHOICES BASED UPON APPLICATIONS RECEIVED.

WE'LL DO IT LIKE ALL OF THE OTHER BOARDS.

THERE IS 14 APPLICATIONS. WE'LL HAVE YOU RANK ALL 14.

WE'LL TOTAL IT ACROSS THE BOARD AND THE ONE THAT GETS THE MOST VOTES IS HOW I READ THIS WOULD BE THE ACTUAL APPOINTEE.

>> UNLIKE THE PREVIOUS ONES, ONE OF US HAD TO NOMINATE AND THEN

WE VOTE RIGHT AT LARGE RIGHT. >> NOT SINCE I'VE BEEN HERE.

IT WAS ALWAYS EVERYBODY RANKED THEM.

>> I THINK IN THE PAST -- THERE HAS BEEN DIFFERENT WAYS OF APPOINTMENTS TO BE MADE TO THE BOARD.

SINCE I'VE BEEN HERE AND SHORTLY BEFORE I WAS HERE ALL THE APPLICATIONS WERE RANKED. AND THE PERSON THAT RECEIVED THE HIGHEST RANKING IS THE PERSON THAT WAS APPOINTED TO THE BOARD.

>> OK. >> THIS IS A SENSITIVITY I THINK WE ALL HAVE. I'M NOT HAPPY WITH THE WAY THAT WE'RE DOING THIS. WE HAVE 14 APPLICANTS.

THERE IS I'VE READ THROUGH 13 OF THEM ALREADY.

I WAS ABLE TO TALK TO SOME OF THESE FOLKS INDIVIDUALLY.

AND EVEN HAD SOME PAST BOARD MEMBERS OF THE UTILITY AUTHORITY LOOK AT ALL OF THEM AND GIVE ME THEIR TEN CENT VIEW.

WE'RE GOING TO GO THROUGH WHATEVER PROCESS WE HAVE TO.

THIS IS A VERY IMPORTANT POSITION TO FUND.

I JUST GO THROUGH A COUPLE OF THINGS.

THERE IS PROBABLY GOING TO BE A CHANGE OF LEADERSHIP AT THE UTILITY AUTHORITY IN THE NEXT FIVE YEARS.

REGIONALIZATION NOW HAS MOVED TO THE FRONT AND IF IT DOES HAPPEN LIKE WE WANT IT'S GOING TO BE TALKING ABOUT CHANGING AT LEAST ONE UTILITY DEPARTMENT THAT IS GOING TO BE MASSIVE.

I TALKED TO THE DIRECTOR THIS MORNING AND ONE OF THE BIG INITIATIVES OF THE UTILITY AUTHORITY IS TALKING ABOUT EXPANDING THEIR BUSINESS. THEY ARE OUT THERE WITH NEW GAS RESOURCES. THEY ARE OUT THERE LOOKING FOR WATER BUSINESS AND DOING ALL THESE THINGS.

ONE OF THE BIGGEST THINGS AND THINGS THAT WE DEAL WITH ON A REGULAR BASIS IS THE COORDINATION OF OUR STRATEGIC PLAN WITH UTILITY STRATEGIC PLAN.

THAT BOARD PERSON THAT WE PUT ON THERE IS GOING TO HAVE TO BE ABLE TO GET ALL THESE THINGS DONE.

AND THAT IS FROM MY PERSPECTIVE. AND I DON'T KNOW READING SOME OF THEM PROVIDED A RESUME, SOME DIDN'T.

SOME JUST CHECKED LITTLE BOXES OF WHAT THEY ARE EXPERTISE IN.

THAT IS NOT AN INFORMED DECISION GOING FORWARD.

[01:45:02]

I TALKED TO MR. MIMS AND SWEENEY TODAY AND SAID IS IT POSSIBLE FOR US AT LEAST TO GET TO A SMALLER LIST AND BRING THESE FOLKS IN FRONT OF US AND LET'S TALK ABOUT THIS AS A WORKSHOP.

I THINK COMMISSIONER SESSIONS -- OUR STRATEGIC PLAN WE HAD BACK SEVERAL MONTHS AGO, THERE WAS A DISCONNECT THAT WAS TALKED ABOUT BETWEEN THE FORT PIERCE UTILITY AND THE CITY OF FORT PIERCE. HOW CAN WE FIX THAT? THIS IS THE ONLY WAY THAT WE CAN THERE THAT ARE LIKE MINDED THAT CAN LISTEN TO THE FACTS AND BE ABLE TO MAKE GOOD DECISIONS FOR UTILITY AUTHORITY AND THE CITY OF FORT PIERCE.

BY JUST LISTING FOLKS FROM ONE TO THREE AND HANDING THEM INTO OUR CLERK I DON'T THINK GETS THAT JOB DONE.

TO ME IT'S A BIGGER DEAL THAN THAT.

I THINK EVERYBODY HERE THINKS IT'S A BIGGER DEAL THAN THAT.

I WANT TO DISCUSS HOW WE GO ABOUT AND SELECT THESE NEXT TWO PEOPLE. YOU HAVE ONE THIS YEAR AND ONE

NEXT YEAR. >> ONE A YEAR FOR THE NEXT TWO.

>> AND THAT IS AND THEN FOR ANOTHER SIX YEARS --

>> THEY CAN SERVE TWO TERMS. >> I THINK I'M HEARING WE CAN DO LIKE WE DO THE CHIEF AND CITY MANAGER.

IT'S THAT SERIOUS AS A JOB. BRING THEM BEFORE US, LET US INTERVIEW AND QUESTION THEM. I LIKE THAT IDEA.

BECAUSE STAY SERIOUS MATTER. AND THE WAY WE'VE BEEN DOING IT IN THE PAST, I'M KIND OF DISSATISFIED WITH THE OUTCOME OF WHAT I'M SEEING NOW. IF I HAD AN OPPORTUNITY TO ACTUALLY INTERVIEW THESE INDIVIDUALS LIKE THEY ARE APPLYING FOR A CITY MANAGER POSITION, CHIEF OF POLICE OR WHATEVER, I WOULD CERTAINLY BE WILLING TO PUT THE TIME AND EFFORT INTO IT. I'M ON BOARD WITH THAT PROCESS.

>> I DON'T KNOW. THIS IS UP FOR DISCUSSION.

BUT WE CAN WE HAVE ALL THE APPLICATIONS IN FRONT OF US.

EVERYBODY GO AHEAD AND TAKE A LOOK THAT THE.

PICK YOUR TOP TRY OR WHATEVER AND LET'S GET THAT LIST DOWN TO WHERE IT'S A LITTLE MANAGEABLE. I DON'T WANT TO DISCOUNT ANYBODY. IF YOU THINK WE'RE DISCOUNTING ANYBODY AND PUTTING THEM OFF, THEN LET'S NOT DO THAT.

IF IT'S 15 PEOPLE LET'S TALK TO 15 PEOPLE.

I THINK THERE ARE THOSE, I GOT TO FOUR COMFORTABLY THAT I WOULD BE SUPPORTIVE OF JUST IN WHAT I READ.

AND FY PUT THOSE FOUR DOWN ON A PIECE OF PAPER AND WE SHARED THAT AND WE FIND OUT THAT THERE IS ONLY FIVE OR SIX THAT WE'RE REALLY INTERESTED IN IN INTERVIEWING.

THEN LET'S TAKE IT TO THE NEXT STAGE.

IT'S GOING TO BE EASIER TO BE MANAGE TO BELIEVE GET TO THAT.

I DON'T KNOW. THAT WAS JUST MY THOUGHT.

>> I AGREE. I WAS GOING TO BRING THAT UP TONIGHT AND TALK ABOUT HOW DO WE SHORT LIST.

THIS SAN INTERVIEW. IT TRULY IS AN INTERVIEW.

I'M NOT SURE AN INTERVIEW WITH THE FIVE OF SUS THE APPROPRIATE WAY BECAUSE PUBLIC NOTICING REQUIREMENTS AND ALL OF THIS BUSINESS. INDIVIDUAL BASIS OR WE SHORT LIST OR COME ONE OUR THREE, FOUR OR FIVE AND GET SOME CONSENSUS AMONGST US TO THEN COME FORWARD AND TALLY VOTES.

IT'S A PROCESS THAT NEEDS TO BE LOOKED AT.

IT DOESN'T SAY THAT IN THE CHARTER REVIEW.

IT DIDN'T COME UP WITH THAT. IT JUST SAID A POINT SYSTEM IF I

REMEMBER IT TO BE THAT. >> IT DID TALK ABOUT HAVING MORE OF EXTENSIVE RESUME OR SOMETHING LIKE THAT.

THEY DID TALK ABOUT THAT. I DON'T KNOW IF THAT ENDED UP IN

WHAT THEY PASSED. >> IT'S A DIFFERENT APPLICATION THAN ALL THE OTHERS. SO THE APPLICATION EVERYBODY COMPLETE ASKED THE APPLICATION THAT THE CHARTER COMMITTEE

REVIEWED AND APPROVED. >>

[01:50:04]

WE NEED REPRESENTATIVES FROM THE PEOPLE.

PEOPLE OF EVERY WALK OF LIFE HAVE THE OPPORTUNITY TO SERVE ON THESE BOARDS TO SERVE THEIR COMMUNITY AND THAT IS WHAT I STAND UPON. IT DOESN'T TAKE A ROCKET SCIENTISTS. GIVE PEOPLE THE OPPORTUNITY TO SERVE THEIR COMMUNITY NO MATTER WHAT.

TO BE CLEAR MR. DAY'S TERM TENDS END OF THE MONTH.

PER THE CHARTER EACH ELECTED MEMBER SHALL HOLD SUCH OFFICE UNTIL HIS SUCCESSOR HAS QUALIFIED AND BEEN ELECTED.

WHAT I MEAN IS THAT NORMALLY MRE END OF THE MONTH AND IN MANY CASES WE WOULD HAVE AN EMPTY SEAT.

MR. BAY PER THE TERMS WOULD CONTINUE TO SERVE UNTIL WHAT WE'RE TALK ABOUT NOW UNFOLDS. ILING BRINK THAT UP BECAUSE I KNOW THERE IS CONCERN ABOUT A TIME CRUNCH.

THERE IS A LOT OF MOVING PARTS TO THIS BUT WE WOULD HAVE TIME IS THE ONLY REASON I WANTED TO MENTION IT.

>> THANK YOU FOR THAT. I DID TALK TO MR. TOM THIS MORNING AND SAID WHAT IF WE GO PAST THE DUE DATE AND IT'S NOT A BIG ISSUE. AND IF WE HAVE THE PROVISION TO BE ABLE TO ASK THAT MEMBER TO STAY ON UNTIL WE GET THAT

FIGURED OUT IT'S NOT A BIG DEAL. >> HOW MANY DO WE HAVE ON THAT

BOARD? >> FIVE.

>> SO THEY WILL HAVE A QUORUM GOING FORWARD IF THAT SEAT IS VACANT. THEY WOULD STILL HAVE A QUORUM.

>> BUT IF MR. BAY WILLING AND WE HAVEN'T CHOSEN HIS SUCCESSOR MRE

CHARTER SAYS THAT. >> THE TERM ENDS OR UNTIL SI SUCCESSOR IS APPOINTED SO YOU DON'T HAVE A VACANT SEAT AND A

QUORUM COULD BECOME A PROBLEM. >> WHEN WE TALK ABOUT THE APPLICATION AGAIN, IF YOU READ THROUGH IT, THE ONLY THING IT %-@O GO THROUGH A TRAINING PERIOD. THAT'S IT.

I SAID WE NEED A DESCRIPTION OF WHAT A BOARD MEMBER IN THIS DAY IN AGE NEEDS TO BE ABLE TO PROVIDE.

THERE ARE SOME OF THESE FOLKS AND I READ THROUGH THEM THAT ARE OUT OF THE CITY THREE DAYS A WEEK.

THAT ARE GONE. JOBS ARE TRAVEL IN THE UNITED STATES. THERE IS A COUPLE OF THEM THAT WORK 8:00 TO 5:00 JOBS THAT MAY NOT BE ABLE TO GET OFF.

EVERY ONCE ANYWAY WHILE. MAYOR YOU ARE ON THAT BOARD YOU SAY THERE ARE TWO MEETINGS A MONTH, THERE ARE STRATEGIC

PLANNINGS AND BUDGETS. >> THE CANDIDATES I TALKED TO SAID YOU HAVE TO BE PREPARED TO GO THROUGH LEARNING PROCESS AND YOU HAVE TO BE DEDICATED. YOU CAN'T MISS THE MEETINGS AND GO TO ALL THE EDUCATIONAL SESSIONS YOU CAN POSSIBLY

ATTEND. >> I ASKED MR. TOM PACK TO GET A LIST TOGETHER TO SEND TO MR. MIMS. I THINK ALL THE APPLICANTS NEED TO KNOW WHAT WE'RE TALKING ABOUT. I REALLY APPRECIATE THE FACT THAT WE ARE ALL TALKING ABOUT SLOWING THIS PROCESS DOWN AND MAKING AN INFORMED DECISION. WHAT I SEAMED GOING TO BE DIFFERENT THAN EVERYBODY ELSE. COMMISSIONER SESSIONS WHAT I HEAR IS FRUSTRATION TO REACH INTO THE UTILITY AUTHORITY AND GET DONE BECAUSE THEY ARE AUTONOMOUS.

THE ONLY THING WE DO, THE ONLY TIME WE HAVE ANY SAY REALLY ABOUT THIS IS NOW. LET TAKE THE TIME AND DO THE JOB

RIGHT. >> AN APPLICATION ALONG WITH A RESUME. A PERSON CAN HAVE A PHD.

I'M LOOKING FOR CHARACTER. CERTAIN THINGS I NEED TO KNOW.

THE CHARACTER OF THAT INDIVIDUAL, HIS BACKGROUND.

WHAT HE'S DONE. HIS FUTURE IN TERMS OF WHAT HE PROJECTS OR HER. WHAT HE MAY PROJECT.

[01:55:04]

WHAT IS IMPORTANT TO HIM OR HER IN TERMS OF UTILITY.

SO THE APPLICATION PROCESS IN AND OF ITSELF AND LOOKING AT IT ON PAPER, A PERSON COULD BE AN ACCOUNTANT BUT THAT'S NOT THE PERSON IN MY MINDTA IS IDEAL FOR THIS POSITION.

BECAUSE IT'S NOT ADDRESSING CERTAIN ISSUES THAT I FEEL ARE VITAL. JUST LIKE ANY OTHER JOB THEY SPOKE -- YOU MAY ASK A QUESTION. I MAY ASK A QUESTION.

TO HEAR IT AND HOW THAT INDIVIDUAL ADDRESSES THAT QUESTION HELPS ME BETTER WHEN IT'S AINTERVIEW.

THAT'S WHY I SUGGESTED THAT. ME INTERVIEWING THEM PERSONALLY, I'M NOT GOING TO GET THE INPUT ESSENTIAL ENOUGH.

THERE IS CERTAIN THINGS ABOUT INDIVIDUALS.

I MIGHT ASK THE SAME QUESTION THAT COMMISSIONER MAY ASK THE SAME QUESTION. EVEN OUR DEMEANOR AND TONE WE MAY GET DIFFERENT RESPONSES. I'D LIKE TO BE ABLE TO DISCERN INDIVIDUALS CHARACTER AND HOW THEY DEAL WITH SITUATIONS AND THAT IS HOW VITAL THIS IS. BECAUSE WHEN I SIT HERE SOMETIMES OUT OF FRUSTRATION CAN'T DO ANYTHING.

WELL THE OPPORTUNITY I HAD A CHANCE TO DO SOMETHING MAY NOT HAVE DONE IT LIKE I SHOULD ARE OR AS THOROUGHLY AS I SHOULD HAVE. I THINK IT'S IMPORTANT.

I THINK IT DESERVES TIME. EVEN IF IT'S PROLONGING TIME.

WE HAVE A QUORUM. IF NOT IF MR. BAY WANTS TO CONTINUE WOULD BE THE IDEAL SCENARIO.

I THINK WE SHOULD DO SOMETHING A LITTLE DIFFERENT.

>> WHERE DO WE GO FROM HERE? >> IF YOU ALL HAVE THINGS THAT YOU WANT TO ASK THAT ARE MEANINGFUL, THERE IS NOTHING THAT PREVENTS US FROM REVISING THE ACTUAL APPLICATION AND WHAT YOU WERE SAYING, THE THINGS THAT YOU ARE LOOKING FOR, IF WE HAD A QUEST NARE THAT EVERYBODY HA H TO RESPOND TO ALONG WITH THEIR APPLICATION. JUST TO GIVE YOU MORE INSIGHT.

I DON'T THINK THAT TAKES AWAY FROM THE INTERVIEW PART.

THE MORE WE CAN DO LAYING OUT THE EXPECTATIONS OF THE BOARD AND LAYING OUT THE EXPECTATIONS OF SERVING ON THE BOARD ALONG WITH DIGGING DEEPER TO FIND OUT WHAT YOU GUYS ARE INTERESTED IN AND N A POTENTIAL CANDIDATE. THE MORE WE CAN DO ON THE FRONT END, THIS IS THE GOING TO BE THE LEARN PROGRESS SAYS.

BUT THE MORE WE CAN DO ON THE FRONT END, I THINK BETTER THE PROCESS WILL BE. NOT EVERYBODY IS GOING TO WANT

TO DO ALL OF THAT. >> IT WOULD BE DEMANDING.

I THINK THAT IS PART OF -- I WANT TO GET A LITTLE DEFENSIVE HERE. I THIS I THAT THE BOARD IS TRYING TO DO THE BEST IT CAN. AND TRYING TO DO WHAT THE CITY WANTS. I'M NOT SAYING -- I DON'T BELIEVE THEY ARE UP THISSING THEIR NOSE AT THE CITY AT ALL.

I THINK WHAT I'M HEARING YOU SAY IS WE WANT SOMEBODY THAT WE KNOW THAT HAS A BUY IN TO WHAT THE CITY TRYING TO ACHIEVE AND WHAT THE UA AND REALLY UNDERSTANDS THAT AND ISING THERE COMMIT TO THAT. THAT'S WHAT I HEAR US SAYING IS

THAT RIGHT? >> I THINK YOU ARE SPOT ON.

THAT I THINK EVERY ONE OF US HAS TO MAKE AN INDIVIDUAL DECISION.

MAY BE IMPORTANT TO YOU AND MAY NOT BE IMPORTANT TO ME.

AS FAR AS I'M CONCERNED, I WAS THINKING LET'S GET OUR OWN QUESTIONS TOGETHER THAT REFLECTS WHAT YOU HAVE.

I DON'T MIND SOMEBODY STANDING AT A PODIUM AND FIRING THAT QUESTION AT THEM AND SEEING HOW THEY REACT TO IT.

GIVING THEM QUESTIONS IN ADVANCE THEY CAN INVESTIGATE, RESEARCH AND ALL OF THAT, THAT IS NOT IMPORTANT TO ME.

MUCH LIKE THE CHARACTER THAT COMMISSIONER SESSIONS TALKED ABOUT. YOU CAN FIND OUT ABOUT A PERSON WHEN YOU PUT THEM UNDER FIRE AND GIVE HIM OR HER THE QUESTIONS LEFT OR RIGHT. WE NEED TO HAVE A FEELING.

WE'VE DONE THIS BEFORE. WE HIRED MR. SWAINY.

WHY DID WE DO THAT. THAT PROCESS WORKED GREAT.

>> IT WAS PRETTY EFFICIENT. >> WE KNOW HOW TO DONATE WAY.

THIS COMMISSION UNDERSTANDS THAT.

AND WE WORK OFF OF EACH OTHER AS WE GO THROUGH PROCESS.

[02:00:02]

WHY WOULDN'T WE DO THAT? >>

>> I'M NOT IN DISAGREEMENT WITH YOU.

THE OTHER THING I'M CONCERNED ABOUT IS WHAT BOARD DO WE HAVE THAT THEY ARE NOT THUMBING THEIR NOSE.

I THINK THEY ARE SOMETIMES. THEY HAVE AUTONOMY AND THEY THINK THEIR CRAP DON'T STINK AND THEY DO JUST AS MUCH AS EVERYTHING ELSE. IF WE DON'T TAKE CARE OF THE PUBLIC -- ENTITY NO MATTER WHO THEY ARE. WE HAVE SAY OVER THAT SEAT.

I WANT TO HAVE A SAY OVER THE SEAT ON THAT BOARD.

IF IT'S ARGUMENTATIVE SO BIT. >> SOMETIMES IT'S GOOD TO HAVE FOLKS COME FORWARD. IT PROBABLY WILL BE INTIMIDATING AT THE SAME TIME FOLKS STANDING AT THE PODIUM AND ANSWERING QUESTIONS. IT MIGHT NOT BE REALLY CRAFTED.

WE PROBABLY ALL FEEL MORE COMFORTABLE HAVING QUESTIONS UP FRONT. I OVER THE YEARS AS A PROFESSIONAL I LEARN A LOT ABOUT AN INDIVIDUAL WITH ONE ON ONE APPLICATIONS AND INTERVIEW PROCESSES.

I LEARN A LOT. I'M ABLE TO DISCERN, DIGEST AND GET INFORMATION THAT I MIGHT NOT GET IN THIS FORUM.

I BELIEVE YOU ALSO GET INFORMATION OUT IN A FORUM LIKE YOU THIS THAT YOU DON'T EXPECT. I AGREE THAT PROCESS.

I FEEL THAT I CAN DO A LOT EVER THAT RESEARCH AND INFORMATION GATHERING. WE HAVE THE MAYOR IT'S ALWAYS GOING SERVE AND FOUR OTHERS. EVERY TIME IT CHANGES OR THE INDIVIDUAL BOARD MEMBERS THAT CHANGE, SLAY DYNAMIC MAKEUP.

I WOULDN'T WANT A ROOM FULL OF JUST FOLKS COMING IN BECAUSE WE APPOINTED THEM. I WOULDN'T WANT A ALL CPA'S OR L FISHERMEN OR ENGINEERS. TECHNICAL PART IS AN IMPORTANT PART OF THAT MAKEUP. IT'S VERY DIE NAME NICK NATURE.

IT'S GOING CHANGE OVER TWO TIMES IN THE NEXT 12 MONTHS.

WE JUST HAVE TO BE READY FOR THAT.

I THINK THAT'S AN IMPORTANT PART OF THE PROCESS.

I'M GOOD EITHER WAY. I'D PREFER THE ONE ON ONES.

>> I REALLY DON'T WANT TO -- THIS IS YOUR CONVERSATION HOWEVER I DO FEEL LIKE COMMISSIONER DID MENTION YOU ALL ARE VERY EXPERIENCED IN THIS TIME OF PROCESS.

YOU HAVE GONE THROUGH IT WITH THE CONSULTANT.

THERE IS A PROCESS AND THIS PROCESS BEGAN WITH SHORT LISTING A LIST OF CANDIDATES. THEN THERE WERE INDIVIDUAL

[02:05:03]

INTERVIEWS AND THEN THERE WAS A GROUP INTERVIEW.

FROM THAT YOU ALL MADE A DETERMINATION AS TO WHO YOU WANTED TO SELECT FOR THAT PARTICULAR POSITION.

I THINK IF WE MIMIC THAT PROCESS, THE ONLY THING WE'RE LOOK STAG DETERMINATION OF THE SHORT LIST.

I THINK THAT EVERYONE CAN GET EXACTLY WHAT THEY WANT.

THE ONE ON ONE , THE GROUP INTERVIEW AND THEN THE VOTE.

THAT'S JUST MY RECOMMENDATION. >> I LIKE THE AND THROUGHOUT DOING ALL THESE INTERVIEWS SINCE I'VE BEEN HERE ALL THESE YEARS HIRING CITY MANAGERS, CHIEF OF POLICE, BECAUSE I COULD DIP GROUP INTERVIEWS. IF I WERE RUNNING THE CITY OF FORT PIERCE IT WOULD BE DIFFERENT.

I RESPECT EACH OF YOUR OPINION EVEN THOUGH WE MAY DIFFER.

I LOVE THE IDEA OF BEING ABLE TO INTERVIEW INDIVIDUALS AND SEE HOW THEY RESPOND TO YOUR CONCERNS AS WELL AS MINE AND THAT I CAN MAKE ADJUST DECISION BASED ON EVERYTHING INVOLVED, SO A GROUP INTERVIEW MORE IMPORTANT I LIKE TO KNOW HOW THEY ARE GOING TO RESPOND TO YOUR QUESTIONS AND MINE.

I LIKE TO ASSESS HOW IMPORTANT THAT IS AND THEN I CAN MAKE A DECISION. THAT'S MY TWO CENTS.

DO I WANT TO INTERVIEW 17 PEOPLE?

>> NORTHEAST REGION. HOW WE GET DOWN TO.

>> IF I COULD INTERJECT SOME THINGS THAT I DO IN THE PROFESSIONAL LIFE THAT I LIVE. WE USED TO HAVE A GROUP LIKE THIS AND SHORT LIST BASED ON POINTS.

THE POINT WAS PART OF THE CHARTER REVIEW.

WE CAN SHORT LIST BASED ON THAT. I MIGHT HAVE A FEW I ASSIGNED 3, 2, 1 POINT SYSTEM. WE GET DOWN TO FIVE OR SIX.

THEN WE SAY OK NOW WE HAVE OUR FIVE OR SIX AND THEN START THAT PROCESS. IT'S A GOOD SYSTEM.

IT'S VERY GOOD WITH CONSULTING CONTRACTS.

IT'S GOOD WITH WHATEVER CONTINUING SERVICES.

I THINK IT WOULD APPLY THIS THIS CASE.

>> I LIKE THAT A WHOLE LOT. THE THING ABOUT IT IS EVEN THOUGH WE HAVE A GROUP OF APPLICANTS KNOWING WE'RE GOING TO HAVE TO GO THROUGH AGAIN NEXT YEAR AND YOU MAY NOT MAKE IT IN THE SHORT LIST THIS YEAR, BUT YOU'LL BE ABLE TO SEE THE PROCESS. IF YOU ARE STILL INTERESTED YOU MIGHT BE ABLE TO GET OUT AND WRITE A NICE RESUME, MEET SOME OF US, DO WHATEVER YOU GOT TO DO TO GET THE ATTENTION YOU NEED.

I LIKE THE IDEA OF RATE THREE OR FOUR, JUST SO WE CAN GET DOWN TO

A MANAGEABLE GROUP. >> TUCK RATE THREE IF WE EACH RATE THREE, I BET YOU FIVE OR SIX WILL COME UP.

IT WILL BE CLEAR WHAT THE POINT SYSTEM SHOWS.

WE'LL HAVE TO TALK ABOUT IT. >> I AM TRYING TO FIGURE OUT DO

WE DO THIS IN SUNSHINE? >> NEXT MEETING?

>> I WOULD AGREE. THE NEXT STEP IS DO IT IN SUNSHINE. I SUGGEST NOW ADVISING WHETHER OR NOT YOU ARE GOING TO REQUIRE BOTH TYPES OF INTERVIEW, ONE

TYPE OR ANOTHER. >> THERE MAY BE SELF-SELECTION

OUT. >> IF TWO WERE COME UP WITH A POINT SYSTEM, WHATEVER IT IS AND THEN IT SEEMS LIKE AFTER THAT BE

[02:10:06]

READY TO CALL AND SET MY PERSONAL APPOINTMENTS WITH THE INDIVIDUALS IN A TWO WEEK TIME PERIOD.

AND THE THIRD MONDAY IN OCTOBER WE COULD BE HERE TALKING ABOUT WITH THOSE INDIVIDUAL MAYBE THE UP FRONT LIVE INTERVIEW SESSION.

THAT'S I'M THINKING OUT LOUD HOW MUCH SCHEDULING TIME AND FOLKS GET INTO THE OFFICE AND MAKE IT PART OF THE PROCESS.

>> TO BE FAIR, WE'RE TALKING ABOUT CITY AND HOW IT AFFECTS US. WE HAVE 14 APPLICANTS THAT MAYBE HAVE OTHER PLANS FOR THE NEXT COUPLE OF WEEKS.

I WOULD HATE TO NEGATE ANYBODY JUST BECAUSE THEY -- THERE IS ALSO ZOOM AND THE OTHER THINGS WE CAN DO TO ACCOMMODATE THAT. I THINK WE HAVE GONE ENOUGH IF WE CAN JUST GIVE STAFF THIS DIRECTION AND HAVE THEM COME UP

WITH A PLAN. Y>> I'M HAPPY WITH HA WHAT WE HAVE SO FAR. THIS IS A PROCESS WE CAN GET THROUGH AND FEEL GOOD ABOUT WHEN WE'RE FINISHED.

>> IS MR. TOM PACK GOING PROVIDE WAS A JOB DESCRIPTION OR

SOMETHING? >> HE SAID HE WOULD SEND IT TO

MR. MIMS. >> SO THAT CAN BE FACTORED IN

TOO. >> I FULLY AGREE WITH THE CONCERN. FROM THE SECOND MEETING IN SEPTEMBER WHEN WE GET THAT LIST, WE TALK TO THOSE FOLKS AND SAY IF YOU ARE IN TOWN, OVER THE NEXT TWO TO THREE WEEKS CAN WE SCHEDULE THE ONE ON ONES, DO YOU HAVE TIME FOR THAT.

FROM IS A HARDSHIP WE'LL CHANGE ET UP.

>> >> IF YOU ALL HAVE IDENTIFIED THE TOP FIVE, TOP SIX. THE CITY CLERK CAN CONTACT THE TOP FIVE OR SIX AND ASK THEM IF THEY WANT TO BE IN THE PROSE PRO SAYS AND NUMBER TWO GO AHEAD AND SCHEDULE IN PERSON INTERVIEW OR PHONE INTERVIEW WHATEVER YOU LIKE.

THEN WE COULD HAVE A SUBSEQUENT MEETING FOR A GROUP INTERVIEW.

>> AGREE. >> I LIKE THAT.

>> THEY HAVE TO BE A REGISTERED VOTER IN THE CITY.

>> I HAVE VERIFIED EVERY ONE OF THEM.

>> THEY HAVE TO BE A REGISTERED VOTER.

>> THE DIFFERENCE IS CITY RESIDENTS ARE THE OWNERS.

THAT'S THE DIFFERENCE. THEY ARE NOT FUR ON THE OUTSIDE OF THE CITY YOU MAY HAVE SERVICE RELATIONSHIP WITH THEM BUT YOU

ARE NOT AN OWNER. >> I WAS NOT TALKING ABOUT THAT.

>> I DON'T KNOW IF WE CAN DO THAT AT THE CONFERENCE AGENDA?

>> WE HAVE A BUDGET HEARING ON SEPTEMBER 14TH.

>> BUNT HEARENING TO 14TH. CITY COMMISSION MEETING, REGULAR ON THE 21ST AND THEN ANOTHER SPECIAL BUDGET HEARENING TO 28TH. WE HAVE MANY OPPORTUNITIES.

>> WHAT TIME IS THE BUDGET ON SEPTEMBER 14?

>> 5:00. >> YOU HAVE PLENTY OF TIME TO

NOTICE IT? >> YES.

>> TODAY IS THE 8TH. >> WE'LL PUBLISH THE AGENDA

TOMORROW. >> IF IT'S YOU DOING THE RANKING I'M GOING TO TAKE WHAT WE HAVE HERE AND MOVE IT TO THE 14TH.

THEN YOU CAN DO YOUR RANKING. >> YEAH.

>> I DON'T BELIEVE THERE IS ADVERTISING INVOLVED WITH SELECTING A MEMBER. I THINK FAIRNESS PART THAT IT WOULD BE ON THE AGENDA THAT WOULD NATURALLY BE PUBLISHED TOMORROW SO PEOPLE COULD COME FROM THE PUBLIC.

AND IF SOMEONE WANTS TO SAY I AM TELLING YOU THE BEST APPLICANTS , THE PUBLIC SHOULD BE ABLE TO SPEAK ON THAT.

>> THE THREE MINUTE COMMENT ON AN ITEM.

>> JUST LIKE ANYTHING ELSE. SO THAT WILL BE PRESERVED.

>> DID YOU HAVE A QUESTION? >> NO, I JUST WANT TO KNOW HOW ALL OF THIS COME ABOUT. WE'VE BEEN APPOINTING PEOPLE ALL THESE YEARS. NOW WE ARE LIKE WE ARE

[02:15:05]

APPOINTING THE PRESIDENT OR SOMETHING.

IT'S NOT THAT SERIOUS TO ME. WE HAVE TO HAVE COMMON INDIVIDUALS UNDERSTAND WHAT IS GOING GOING ON.

THEY CAN RELATE TO THEIR CONSTITUENTS.

AND THAT IS WHAT MATTERS MOST. IT IS A PUBLIC OWNED UTILITY.

>> WHEN YOU LOOK AT COMMISSIONER THE MESSAGE THAT IT SENDS TO THE UTILITIES OF THE BOARD. THAT IN AND OF ITSELF THEY ARE

TAKING THIS PRETTY SERIOUS. >> I DON'T HAVE A PROBLEM.

>> THEY ARE TAKING YOU SERIOUS AND WANT TO DRILL WHO THAT POTENTIAL INDIVIDUAL COULD BE THAT WILL ADDRESS THEIR CONCERNS. THEY MEAN BUSINESS.

I THINK THE UTILITIES AUTHORITY NEEDS TO KNOW THAT WE MEAN BUSINESS. IF WE CAN JUST PUT THE EFFORT INTO IT AND STRATEGICALLY FIGURE OUT HOW WHAT WHO WE THINK SHOULD BE ON THAT BOARD I THINK IS A STRONG MESSAGE THAT NEEDS NOT ONLY TO BE FULFILLED BUT TO I'M SURE IT WOULD BE UNDERSTOOD FROM THEIR PERSPECTIVE AND HOPEFULLY -- I AGREE WITH YOU

COMMISSIONER. >> I'LL GIVE YOU EVEN THOUGH I'M NOT THE NEW I'M STILL THE NEWEST PERSON HERE.

IF I REMEMBER CORRECTLY PRIOR TO TAKING OFFICE THERE WAS CONTRA VERSE SI WITH A MEMBER BEING PUT ON THE BOARD UNTIL THE CHARTER COMMITTEE CAME ONE SOME RESOLUTION IF I REMEMBER CORRECTLY. THE OUTSIDE PERSPECTIVE IN ME SAYS LEARN FROM THE HISTORY, LET'S MOVE FORWARD.

LET'S GATHER EVERY OPPORTUNITY FOR TO US COME UP WITH A CONSENSUS FOR THE NEW MEMBER THAT IS GOING TO BE APPOINTED TO THIS BOARD. IF THAT MEANS CHANGING IT AND REDOING IT AND TAKING SIX WEEKS, THEN I'M GOOD WITH THAT.

I'M OK WITH THAT. THAT IS MY SPECCED.

>> ARE WE CLEAR ON WHAT WE'RE TRYING TO DO? THE 14TH OF SEPTEMBER PICK YOUR TOP THREE AND ON A POINT BASIS AND THE TOP THAT HAVE THE MOST POINTS DO WE WANT TO PICK FIVE? WE HAVE TO HAVE A NUMBER ON HOW

MANY YOU WANT. >> FIVE, SIX.

I THINK WE CAN DEFER BECAUSE YOU MAY HAVE A TIE.

I THINK IF THE COMMISSIONER WOULD APPROXIMATE COMFORTABLE BETWEEN FOUR AND SIX BEING SHORT LISTED WE COULD MOVE FORWARD

WITH THAT. >> WILL YOU HAVE BALLOTS FOR US

THAT THE MEETING? >> WE DON'T NEED TO TAKE ANY

ACTION RIGHT? >> GOOD.

>> I APPRECIATE ALL OF THIS. >> APPLICATIONS TO SERVE ON THE

[d. Submittal of applications to serve on the Communitywide Council]

COMMUNITY WIDE COUNCIL. THAT WILL COME BACK TO YOU.

[02:20:01]

THAT WILL COME BACK AT THE SEPTEMBER 21 MEETING FOR TO YOU MAKE YOUR SELECTION AN THEN WE HAVE SUBMITLES OF APPLICATIONS

[e. Submittal of applications to fill a vacancy on the Board of Examiners of Contractors.]

TO BOARD OF EXAMINERS. WITH THAT WE MOVE ON TO COMMENT

[14. COMMENTS FROM THE PUBLIC Any person who wishes to comment on any subject may be heard at this time. Please limit your comments to three (3) minutes or less, as directed by the Mayor, as this section of the Agenda is limited to thirty minutes. The City Commission will not be able to take any official actions under Comments from the Public. Speakers will address the Mayor, Commissioners, and the Public with respect. Inappropriate language will not be tolerated.]

FROM THE PUBLIC. >> IF THERE IS ANY MEMBER FROM THE PUBLIC WHO WISHES TO ADDRESS THE COMMISSION COME FORWARD.

YOU HAVE THREE MINUTES AND PLEASE STATE YOUR NAME AND

ADDRESS. >> THEY ARE NOT SIGNING IN.

>> YOU'LL HAVE A WARNING AT THREE SECONDS.

YOU'LL HAVE TO STOP AFTER THREE SECONDS.

>> ALL RIGHT. IPIANA.

>> GOOD EVENING COMMISSIONERS, MAYOR, STAFF.

I DECIDED TO COME UP HERE AND SPEAK TO YOU ALL ABOUT MOORE'S CREEK AND THE CONDITION THAT IT'S HAVING THERE ON RESIDENTS OF HISTORIC HAVE A STAKE IN THAT COMMUNITY.

ANY WAY IT'S A BEAUTIFUL CREEK AND PARK AND IT'S VERY OUTSTANDING. AND WHAT IS HAPPENING FROM 10TH STREET NORTH IS IF WE GO BACK TO THE PEGGY'S ILLUSTRATION, WE SAW THAT WHERE THE HOMELESS AREA WAS WHERE THERE IS SOME AREAS IN THE PARK THAT LOOKS LIKE THAT.

NOT IN MAGNITUDE BUT THIS SUBSTANCE.

AND I DO BELIEVE WE SPENT A LOT OF MONEY TO CREATE THAT BEAUTIFUL PARK. BEAUTIFUL OAK TREES AND JUST SHRUBBERY AROUND IT. AND TO SEE THAT IS INTEREST DISTURBING. AS A MEMBER -- AS I CITIZEN OF THE CITY AFTER SPENDING $10 MILLION THERE.

SO I JUST WANT TO BRING THAT TO YOUR ATTENTION THAT IT NEEDS SOME ATTENTION FROM THE CITY AS WELL AS THE PUBLIC IN GENERAL.

BUT UNLIKE THE AREA THAT PEGGY SPOKE ABOUT, THIS IS SOMETHING WE PAID FOR, CAME OUT OF OUR FUNDS.

AND IF WE COULD GET PUBLIC WORKS OR WHOEVER THAT MAINTAIN IT, LET'S GET THEM TO WALK THROUGH THERE AND KIND OF CLEAN UP.

I'VE BEEN THROUGH THERE. IT'S BEAUTIFUL LIKE I SAID.

I LOVE GOING THROUGH THERE. AND RIDING MY BIKE AND EXERCISING. BUT WE NEED TO PUT THE ISSUE WHERE WE FIND ALL THE FIFTH. THAT WOULD MAKE A DIFFERENCE.

I WANTED TO BRING THAT TO YOUR ATTENTION.

IT'S BEAUTIFUL. WE TALK ABOUT MOORE'S CREEK TOO.

IT'S RIGHT THERE AND THAT ENTICE DEVELOPERS EVEN MORE.

SO JUST WANTED TO REALLY NEED TO PUT SOME INFERRING INTO MAINTAINING THAT BEAUTIFUL SCENIC AREA OF HOURS.

>> THANK YOU SO MUCH FOR STAYING TO NIGHT AND SHARING THAT WAS.

>> DIDN'T KNOW THOUSAND SIGN UP EARLIER OR I WOULD HAVE DONE

THAT. >> WE APPRECIATE THAT.

THANK YOU. ANYONE ELSE WISHING TO ADDRESS THE COMMISSION PLEASE COME FORWARD.

ANYONE ELSE? >> MY NAME GEORGE COLLINS.

MY ADDRESS IS 7203 PACIFIC AVENUE.

BECAUSE OF THE LACK OF RESPONSE TO A LETTER THAT I SENT OUT ON JUNE 25TH TO THIS BODY, THAT'S WHY I'M HERE TONIGHT.

IT IS TIME THAT ALL ASPECTS OF COMMUNITY ARE REPRESENTED AT A

[02:25:10]

COMMON -- WE DON'T HAVE TO LEAVE. THIS IS WHERE WE RESIDE TO VISIT INCIDENTS OF WRONGS. IT IS HERE NOW WE SEEK OPPOSE AND ROOT IT OUT. NO LONGER ARE THERE NO CONSEQUENCES TO THOSE RESPONSIBLE FOR THESE ACTS OF LAWLESSNESS BE ACCEPTED. THE LAWS IS THE LAW REGARDLESS WHETHER YOU ARE IN SHORT PANTS, SUIT ORS UNIFORMS. THOSE OF THAT YOU HAVE BEEN CHOSEN TO SERVE AND PROTECT WILL BE ELECTED EMPLOYEES ARE HELD ACCOUNTABLE TO THE OATH YOU TOOK FOR YOUR CREASER. THIS DOES NOT MEAN YOU ARE OUTSIDE THE LAW. IT MEANS YOU ARE RESPONSIBLE.

YOU SHOULD BE MORE AWARE CONSCIOUS OF THAT LAWS SHOULD BE CARRIED OUT FAIRLY FOR ALL. YOURSELVES INCLUDED.

TIME THAT THOSE THAT ARE ON THE FRONT LINE ARE LEGALLY RESPONSIBLE IF THEY INTENTIONALLY MISREPRESENT BY THEIR ACTION OR WORDS THE DISPENSING OF JUSTICE EQUALLY.

LET'S GET BUSY. THE TIME IS NOW.

WE WILL CONTINUE TO DO ALL IN OUR POWER TO ENSURE THE CONSISTENT APPLICATION OF JUSTICE FOR ALL.

ALLOWS TO SUPPORT YOU IN YOUR EFFORTS IN THIS RESTRUCTURING TO BRING TOGETHER THIS DIVIDED COMMUNITY.

THE NAACP ASK WHAT DO YOU HAVE IN PLACE TO FAIRLY AND JUSTLY CORRECT THESE ISSUES AT THIS TIME? WE ARE ASKING EXPEDITIOUS WRITTEN REPLY.

AS DENOTED BY YOUR SMIRKS AND LACK OF APPARENT INTEREST BY SOME SITTING ON THIS DIOCESE YOU DON'T APPEAR TO KNOW THE HEART OF THE MATTERS BEFORE YOU. YOUR STATEMENT DENY CHANGE IN THIS COMMUNITY. NO SYSTEMATIC RACISM IN THE CITY AND THE FACT THERE IS NOTHING WRONG WITH THE SYSTEM AND IT DOES NOT NEED TO BE FIXED. YOUR ACTIONS ARE INACTIONS MAYBE AN INDICATION THIS COMMUNITY HAS VOTED ITS TRUST IN THE WRONG PEOPLE. JUSTICE IS NOT ONLY FOR THE PRIVILEGED. PERSONAL GAIN OR SET ASIDE FOR A SELECT FEW. THIS IS A CANCEROUS HISTORY OF WRONGS IN THE CITY AND CONTINUE TO GROW.

>> THANK YOU SIR. >> DON'T CONTINUE TO BE SHORTSIGHTED AND REFUSE -- ENTER YOUR TIME IS UP.

THANK YOU VERY MUCH. ANYONE ELSE WISHING TO ADDRESS?

>> GOOD EVENING. >> I'M HOPING FOR AN UPDATE ON THE SAVANNAH ROAD FACILITY AND THE RFP.

THERE IS A LOT OF RUMORS OUT THERE ABOUT WHAT IS HAPPENING THERE OR NOT HAPPENING. THERE IS A RUMOR ABOUT THE COUNTY POSSIBLY NOT -- LEAVING THE FACILITY AND BREAKING OFF THE INTERLOCAL AGREEMENT AND GOING ELSEWHERE.

AND WE HAVEN'T HEARD ANYTHING ABOUT WHAT IS HAPPENING THERE.

AND PEOPLE ARE REALLY CONCERNED ABOUT WHO IS GOING TO BE HANDLING THE FACILITY. ALTHOUGH I DO THINK THE COUNTY IS DOING A DECENT JOB. SHE'S SETTING POLICIES THAT ARE GOOD IDEAS. THEY ARE -- BUT WE'VE NOT HEARD ANYTHING AND EVERYBODY IS WATCHING AND ON EDGE AND RUMORS ARE FLYING. AND THE ANIMALS LIVES ARE AT STAKE. I HEARD EARLIER I KNOW THERE IS A LOT OF BUDGET ISSUES THIS YEAR.

MY UNDERSTANDING IS YOU HAVE DOUBLED THE BUDGET FOR THE VOUCHER PROGRAM FOR REGULAR VOUCHER PROGRAM WHICH IS WONDERFUL. THAT IS GREAT.

BUT I ALSO HEAR THAT YOU HAVE BUDGET CONCERNS AND I THINK I'VE EMAILED EVERYTHING AND ASKED THERE IS GRANT MONEY AVAILABLE AND I DON'T KNOW WHY EVERY YEAR I ASK THE SAME THING WHY WE DON'T GO AHEAD AND APPLY FOR THE STATE OF FLORIDA ANIMAL FRIEND LICENSE PLATE GRANT. THAT HELPS THE CITY BY GETTING GRANT FUNDING AND SAV MONEY. THE CITY OF FORT PIERCE IS DESERVING OF IT. IT'S PROBABLY GOING TO BE A COMPETITIVE GRANT. BUT YOU HAVE DONE LOTS OF THINGS IN THIS CITY AND I BELIEVE YOU ARE DESERVING OF THAT GRANT.

IT'S NOT A HARD GRANT TO GET. WE HAVE YEARS OF STATISTICS TO

[02:30:03]

PROVIDE AND YOU HAVE A CHANCE AT IT.

WHY NOT UTILIZE GRANT MONEY AND NOT JUST BUDGET FUND YOU COULD USE SOMEWHERE ELSE AS WELL. I'M HOPING FOR AN UPDATE ON WHAT IS GOING ON THERE. I MADE A PUBLIC INFORMATION REQUEST AND GOING OVER THE STATISTICS IN THE CITY OF FORT PIERCE. YOUR IMPOUND RECORD AND EUTHANASIA RECORDS. I'M GOING TO BE SUMMARIZING THAT. THAT IS JUST THE CITY OF FORT PIERCE NOT ST. LUCIE COUNTY WHICH I REQUESTED TODAY.

PLEASE SOMEBODY LOOK INTO THIS AND TELL US WHAT IS HAPPENING DOWN THERE. MY UNDERSTANDING IS YOU ARE STILL MAKING IMPROVEMENTS. SO WE'D LIKE TO HEAR SOMETHING POSITIVE ABOUT THE IMPROVEMENTS DOWN THERE IF THERE ARE.

NOBODY IS TALKING. THAT'S IT.

>> THANK YOU VERY MUCH. ANYONE ELSE WISHING TO ADDRESS THE COMMISSION PLEASE COME FORWARD.

ANYONE ELSE? OK.

SEEING NO ONE, I THINK WE SHALL MOVE ON.

[15. COMMENTS FROM THE CITY MANAGER]

>> I'D LIKE TO ADDRESS A COUPLE OF THINGS THAT WERE SAID AT THE PODIUM. MOORE'S CREEK FROM 10TH STREET

EAST AS A MATTER OF FACT -- >> INVOLVED IN THE CLEANUPS.

>> WONDERFUL GUY. >> WHAT WE'LL DOEDOWN, WE WILL INSPECT MOORE'S CREEK AND LINEAR PARK.

WE'LL INSPECT THAT AND IF THERE IS ANY ROOM FOR IMPROVEMENT WITH REGARD TO THE LANDSCAPE MAINTENANCE OR THE MAINTENANCE OF THE BANKS, THAT'S WHAT WE WILL DO.

I'LL INITIATE THIS IN THE MORNING.

AS FAR AS THE ANIMAL SHELTER RFP, WE HAVE THAT SCHEDULED FOR AN UPDATE TO TALK ABOUT THE SHELTER AT THE SEPTEMBER 14TH CITY COMMISSION CONFERENCE AGENDA MEETING.

YOU'LL RECEIVE AN UPDATE AND SO WILL THE PUBLIC AT THAT TIME.

FURTHER THE CITRUS AVENUE BRIDGE, ARE READY TO MOVE FORWARD WITH THE CONSTRUCTION THAT WILL BEGIN NEXT MONTH IN OCTOBER. THAT WILL BE AN EIGHT MONTH PROCESS. WE WILL HAVE LANE CLOSURES.

WE WILL PROBABLY SELDOM CLOSE THE ENTIRE BRIDGE BUT WE WILL HAVE LANE CLOSURES. OUR CITY ENGINEER IS ROARING AND READY TO GET REDIRECT EXAMINATION I DID FOR IF CONSTRUCTION ON THAT BRIDGE AS ALSO RESURFACING.

THEY ARE SCHEDULED TO BE RETURNED AND ARE DUE THE LAST WEEK OF SEPTEMBER. WE ANTICIPATE MOVING FORWARD WITH OUR I R RESURFACING INITIATIVE IN NOVEMBER AND OVER THE WINTER MONTHS WE WILL DEFINITELY MAKE A STRONG CONTRIBUTION TOWARD THE IMPROVEMENT OF OUR CITY.

>> THAT IS IT. >> ANY QUESTIONS OF MR. MIMS?

>> >> NOTHING FURTHERER.

[16. COMMENTS FROM THE COMMISSION]

>> NO, MA'AM. >> COMMENTS FROM THE COMMISSION.

>> >> MR. COLLINS THE NAACP NOW IS THE TIME TO MAKE SOME CHANGES. DISTRICT SOMEONE ALWAYS SHOT DOWN. BLACK LIVES DO MATTER.

PUBLIC. THEN I THINK -- SOMEBODY GET GOING. THAT'S ALL I HAVE TO SAY.

[02:35:02]

>> THANK YOU SIR. >>

>> CHUCK SEE GOOD, 822 SEAWAY. WHAT IS HAPPENING IS THE COUNTY COMMISSION HAS ENTERTAINING THE INTERESTED OF SELLING THAT TO THE HIGHEST BIDDER. AND THE FIRE STATION NEXT TO IT WHICH IS 880 SEAWAY. AND THE CONVERSATION IN THE NEWSPAPER ARTICLE WAS ABOUT THEM TRYING TO GET THE HIGH EGGS AMOUNT THEY POSSIBLY COULD AND THEN OFFERING THAT OPTION BACK TO MR. ANGELOS WHO HAS BEEN RUNNING CHUCK SEAFOOD FOR A PERIOD OF TIME. IT'S THE SEPTEMBER 4.

YOU CAN GET IT ONLINE.

IF YOU THINK ABOUT IT, THE ROUND ABOUTS RIGHT THERE.

THE FIRE DISTRICT IS INTERESTED IN SELLING THE OLD FIRE STATION BECAUSE THEY ARE NOW CHARGED WITH BUILDING A FIRE STATION UP IN THE AIRPORT AREA. I THINK THEY ARE TEAMING ONE THE SHERIFF'S DEPARTMENT AND MAKING A COMBINED USE FACILITY UP IN THAT AREA. AND THEY CAN'T GO OUT AND BORROW MONEY TO BUILD THESE THINGS. THEY HAVE TO HAVE MONEY ALREADY TO BE ABLE TO DO THAT. AND I MEAN IT'S THINKING OUTSIDE THE BOX. IT IS INVOLVING TWO VERY HISTORICAL PROPERTIES THAT ARE WITHIN THE CITY OF FORT PIERCE.

DO I KNOW THAT WITH THE FIRE CITIES, IT DOES COME WITH A REVERTER OF PUBLIC USE OR PUBLIC ACCESS.

AND I'VE KIND OF REACHED OUT TO MR. MOON AND SWEENEY AND ASKED THEM TO CHECK INTO THIS AND FIND OUT IF THERE IS ANYTHING AT ALL THAT WE CAN PARTICIPATE IN SINCE WE ARE GOING TO BE DEALING WITH ALL THE IMPACTS WHEN YOU THINK ABOUT IT.

THIS IS A VERY SENSITIVE ROADWAY WHICH I THINK WE'VE HEARD IN DIFFERENT DEVELOPMENT APPLICATIONS THAT IT'S SERIOUSLY DEFICIENT I THINK IS WHAT WE HEARD.

SEAWAY DRIVE DEFICIENT IS WHAT WE HEARD.

I KNOW IT'S REALLY NOT OURS BUT IT'S IN --

>> IT'S GOING TO AFFECT US. >> IT'S IN OUR FRONT YARD.

IF THERE IS A WAY WE CAN GET IN HERE PEOPLE THAT ARE GOING TO BE INVOLVED, THERE IS A LOT OF EXCITEMENT ABOUT BUYING PROPERTIES IN FORT PIERCE. WE HAVE A LOT OF INVESTORS HERE THAT ARE ABLE TO DO THIS TYPE OF THING.

I JUST THINK THAT THERE IS SOME WAY THAT WE CAN SEND THE COUNTY A LETTER AND SAY PLEASE INCLUDE US IN WHAT IS GOING ON, WE'D LIKE TO BE A PART OF IT. IT HELPS WAS OUR STRATEGIC PLAN AND KEEPS US PRETTY MUCH IN THE KNOW OF WHAT IS HAPPENING IN OUR OWN COMMUNITY. IF YOU GET A CHANCE LOOK AT THE ARTICLE. I DO KNOW FROM THE FIRE BOARD PERSPECTIVE WE'VE BEEN TALKING ABOUT THE FIRE STATION TWO I THINK IT IS. AND THE FUTURE OF THAT.

IT'S CONSIDERED SURPLUS AND IT WILL BE ENVISIONED WITH PART OF THE SALE THIS GOES ON BETWEEN CHUCKS.

I THOUGHT THAT WAS KIND OF INTERESTING JUST BRINGING THAT TO Y'ALL. THE OTHER THING IS I WILL SAY THAT THIS PANDEMIC ISSUE IS SOMETHING THAT EVERYBODY NEEDS TO TAKE VERY SERIOUSLY. I WILL SPEAK FROM PERSONAL EXPERIENCE. MY WIFE AND I HAVE BEEN QUARANTINED FOR THE LAST TWO WEEKS.

SHE'S AN EDUCATOR AND IN THE UPSTART OF GETTING FOLKS COMPUTERS AND EVERYTHING ELSE, SHE CONTRACTED COVID.

AND BEFORE I COULD GET OUT OF THE HOUSE I GOT IT.

AND WE'VE BEEN THROUGH A SYSTEM FOR THE LAST IT'S BEEN 18 DAYS NOW. I WILL SAY THAT WHAT IS REALLY EXCITING IS I GOT TO BE VERY INTIMATE WITH OUR HEALTH DEPARTMENT. THEY CHECK ON YOU EVERY DAY.

YOU HAVE A CHANCE TO TEXT THEM AND TELL THEM WHAT IS GOING ON.

IF YOU DON'T THEY'LL CALL YOU. IF YOU DON'T ANSWER THE PHONE, THEY'LL SHOW UP AT YOUR DOOR. THAT IS THE TYPE OF SERVICE THAT WE ARE PROVIDING HERE. VERY PROUD OF THAT.

IF YOU THINK YOU ARE PREPARED FOR IT, MY WIFE AND I LIKE TO

[02:40:03]

THINK WE'RE HEALTHIER THAN MOST, WE'RE OUT THERE RUNNING FIVE DAYS A WEEK AND SWIMMING. IT WILL TAKE YOU TO YOUR KNEES.

RESPECT THIS VIRUS. IT WAS DIFFICULT.

THE BIGGEST SYMPTOM I TELL MY FRIENDS ABOUT THE BIGGEST SYMPTOM THEY DON'T MENTION IS IT MADE MY HOUSE VERY SMALL.

TWO SICKS IN THE SAME HOUSE. THERE IS LIGHT AT THE END OF THE TUNNEL. AND YOU PAY ATTENTION AND GET ONLINE AND FIND OUT ALL THE THINGS YOU CAN DO TO PREVENT IT FIRST OF ALL AND IF YOU HAVE IT TO BE ABLE TO DEAL WITH IT.

IT'S SOMETHING I'M HAPPY TO HAVE THE SUPPORT OF THE COMMUNITY.

MY NEIGHBOR. I HAVE A PICTURE OF MY NEIGHBOR.

I SHOULD IF YOU. >> THE YOUNGER FOLKS THROUGHOUT THINK THIS CAN'T HAPPEN TO THEM. IT CAN.

WITH THAT I'LL PASS IT ON. >> GLAD YOU ARE BACK.
