WE THANK YOU THAT WE CAN COME BOLDLY BEFORE YOU AND LORD, I THANK YOU THAT THIS CITY HAS A DESIRE TO BEGIN THESE MEETINGS WITH A HUMBLE RECOGNITION OF YOU. LORD, WE ASK THAT YOU WOULD HONOR THIS TIME OF RECOGNIZING OUR CREATOR BY GIVING US YOUR DIVINE WISDOM FOR THESE MEETINGS. WE PRAY FOR THOSE WITH VARIOUS OCCUPATIONS HERE AT CITY HALL THAT YOU WOULD GIVE THEM WISDOM AS THEY DO THEIR DAILY RESPONSIBILITIES. WE ASK YOU ESPECIALLY FOR WISDOM DURING THESE MEETINGS. LORD, OUR COUNTRY AND OUR COMMUNITIES AND OUR WORLD IS FACING GREAT AND GRAVE DESPERATE TIMES. WE ASK THAT YOU WOULD HELP LEADERS AND SCHOOLS AND TEACHERS AND HOSPITALS TO HAVE WISDOM AND BALANCING FREEDOM AND PUBLIC HEALTH AND SAFETY CONCERNS.

THESE ARE VERY DELICATE MATTERS. WE ARE SO GRATEFUL THAT WE CAN COME TO SOMEONE HIGHER THAN US. SOMEONE WHO KNOWS THAN WE DO WHO SEES THE BEGINNING FROM THE END AND SEEK YOUR MIND ABOUT THESE THINGS. WE PRAY FOR THOSE ON THE FRONT LINES AND FACING THE GLOBAL HEALTH CRISIS AND THAT YOU WOULD GIVE THEM STRENGTH AS THEY ENDEAVOR TO PROTECT US AND TO HELP US. THEN, LORD, WE ASK THAT THROUGHOUT ALL OF THESE THINGS THAT YOUR HAND WOULD BE MADE EVIDENT TO US AS YOU CONTINUE TO GUIDE AND PROTECT AND EXTEND THE TIDE OF THE VIRUS AND LORD THAT ULTIMATELY YOU WOULD BE GLORIFIED AND THAT YOUR NAME WOULD BE LIFTED UP AND MAGNIFIED FOR YOUR WORTHY. AND THEY KEPT TELLING THEM NOTHING. SO WHEN SHE REALLY WANTS TO SELL THE LOT, NOW SHE FINDS OUT IT IS $15,000 AND THEY HAVE NO MONEY. THIS HOUSE WAS GIVEN TO HER BY MR. RUBIN, THAT USED TO HAVE A CLOTHING STORE DOWNTOWN. AND HIS WIFE GAVE HER THE HOUSE. AT THE TIME THE HOUSE WAS VALUED AT 35,000. I KNOW ALL OF THIS, BECAUSE I HAVE KNOWN DIANE SINCE SHE WAS 17 AND SHE'S NOW IN HER LATE 60S. BUT THE HOUSE BURNED ALMOST COMPLETELY DOWN. I HAVE A REAL ESTATE LADY HERE. MS. KATY NARLING, SHE WAS GOING TO TRY TO SELL IT FOR THEM. THE CITY CHARGED HER $14,000 JUST TO CLEAN THAT LOT. ONE YEAR LATER, NOW IT IS 15,000. IT WAS FILED SENATOR JENNIFER BRADLEY, SHE REPRESENTS THE RURAL AREAS OF FLORIDA AND THE BILL ESSENTIALLY WILL DISSOLVE ALL REGIONAL PLANNING COUNCIL STATUTORILY AND AS THEY ARE BUILT TODAY. THIS BILL IS SCHEDULED TO BE NEXT TUESDAY AT 3:00 P.M. IT IS ALREADY SCHEDULED FOR ITS FIRST HEARING. SO IF YOU GUYS WERE TO PASS YOUR RESOLUTION, WE WILL DEFINITELY PUT THAT OUT TO OUR DELEGATION MEMBERS, AS WELL AS SENATOR HARRELL AS SHE'S ON THE SENATE SIDE AND TALK TO SENATOR BRADLEY. I APPRECIATE THIS OPPORTUNITY TO TALK TO YOU A LITTLE BIT ABOUT LAWNWOOD. I HAVE OUR ADMINISTRATIVE TEAM, LAUREN DUDLEY, OUR CHIEF OPERATING OFFICER. SHE'S BEEN WITH YOU FOR ABOUT CHIEF WEEKS NOW. SHE'S CERTAINLY THE NEWEST MEMBER OF THE TEAM. I'VE BEEN WITH HCA, THE OWNER OF THE HOSPITAL FOR THE LAST 24 YEARS.

THAT THE TIME AT LAWNWOOD HAS BEEN ABSOLUTELY INCREDIBLE, AND FIRST AND FOREMOST, THIS COMMUNITY HAS REALLY DONE AN AMAZING JOB OF WELCOMING ME AND MY FAMILY, BUT ALSO, ROLLING OUT THE RED CARPET. I THINK WHAT WE AIM TO DO AND WHAT ALL OF THE WORK THAT YOU ARE DOING ON A DAILY BASIS REALLY IMPORTANT. I HAVE UP NEXT OUR MISSION STATEMENT APPROVING THE HEALTH OF OUR COMMUNITY WITH A COMMITMENT TO EXCELLENCE.

CERTAINLY WE DON'T COME INTO WORK EVERY DAY TRYING TO DO ANYTHING BUT OFFER THE ABSOLUTE BEST HEALTHCARE THAT WE POSSIBLY CAN TO EACH AND EVERY RESIDENT IN THIS COMMUNITY. AND OFTENTIMES THAT CAN BE CHALLENGING. MANY TIMES WHEN YOU THINK ABOUT LAWN WOOD, I ALWAYS SAY THAT THERE'S MANY LAWNWOODS, THERE'S A SIDE WHERE WE ARE A REGIONAL REFERRAL CENTER. SO WHETHER IT IS INDIAN RIVER, ST. LUCIE, MARTIN, OKEECHOBEE COUNTIES, WE RECEIVED ABOUT 2800 PATIENTS THAT ARE TRANSFERRED IN AND ADMITTED EVERY YEAR JUST FROM WHAT OTHER HOSPITALS IN THE AREA CAN'T TAKE CARE OF. SO I THINK THAT'S KIND OF ONE ASPECT OF THE HOSPITAL, AND AS WE START TO GET THROUGH THE SERVICES, YOU'LL REALLY SEE THERE'S A LOT OF BREADTH AND DEPTH ABOUT WHO WE ARE. AND WE HAVE HAD SOME CHALLENGES, BUT RIGHT NOW, I BELIEVE THAT OUR DIRECTOR OF PLANNING HAS AN OUTLINE AND A PLAN ALONG WITH A VISION THAT COULD RESOLVE SOME OF THE ISSUES THAT WE'RE FACING IN THE DEVELOPMENT CAPACITY. SO EYE TURN IT OVER TO JANET AT THIS TIME.

WITH THAT, I JUST WANTED TO START OFF. I DID PROVIDE COPIES OF THAT PLAN FOR YOU ALL TO LOOK AT, BECAUSE IT HAS BEEN SOME TIME. BUT THE OVERALL VISION OF THAT WAS ENVISIONED BY THE RESIDENTS AND BUSINESS WORKING TOGETHER. THE WESTERN PENINSULA MASTER PLAN, WHICH IT IS REFERRED TO AS. A COLLABORATIVE EFFORT AND BUSINESS PLAN FOR THE RELOCATION OF THE FORT PIERCE WATERFRONT WASTEWATER TREATMENT PLANT. IT IS A GUIDE FOR FUTURE GROWTH OF THE ISLAND AND A STRATEGY TO FURTHER ECONOMIC PROSPERITY IN THE CITY. THAT IS TAKEN VERBATIM FROM THAT PLAN. JUST TO BEGIN WITH, I TOOK A LOOK AT THIS PLAN. SO THIS IS JUST A SKETCH OF WHAT WAS ENVISIONED BASED ON INPUT, A DAY-LONG INPUT WITH RESIDENTS OF THE AREA. RESIDENTS AND BUSINESSES. AND SOME OF THE IDEAS THAT THEY CAME UP WITH. THE TREASURE COAST REGIONAL PLANNING COUNCIL, IN CONJUNCTION WITH ONE OF THEIR OUTSIDE CONSULTANTS DID LEAD THE CHARGE. IT IS WORTH NOTING AND AS I GO OVER THE SCHEDULE THAT WHAT HAS TAKEN A LITTLE BIT OF TIME IS COORDINATING A TEAM APPROACH TO UPDATING THIS MASTER PLAN, AND WE HAVE KIM DELANEY ASSIST IN THAT EFFORT AND SHE RIGHT NOW IS PUT AGO PROPOSAL TOGETHER. SHE'S BEEN MEETING WITH HER ECONOMISTS AND SHE WILL BE COMING FORWARD WITH A PROPOSAL FOR YOUR CONSIDERATION IN FEBRUARY. SO THERE WERE SIX DIFFERENT AREAS THAT WERE DECIDED, AND I JUST SORT OF TYPED IT UP TO BLOW IT UP A LITTLE BIT. AND THIS -- PLEASE NOTE THAT THIS AREA ENCOMPASSES BOTH PUBLIC AND PRIVATE LAND.

IT IS BOTH WHAT IS REFERRED TO AS THE CAUSEWAY COVE AREA IS ALSO PART OF THIS MASTER PLAN. SO THERE WERE SIX DIFFERENT AREAS THAT THE RESIDENTS AND BUSINESSES WANTED TO SEE. A HOTEL, WATERFRONT AND ACTUALLY UP TO THREE HOTELS, THEY HAD IDENTIFIED IN THAT PLAN. WATERFRONT MARKET, A MIXED USE BUILDING. RESIDENTIAL, PARKING, BOTH SURFACE AND/OR STRUCTURED AND A PUBLIC BEACH ALONG THE WATERFRONT. THE GOAL WAS TO DEVELOP A BUSINESS STRATEGY FOR WASTEWATER TREATMENT PLANT AND SURROUNDING AREAS. CONSISTENT OF A NUMBER OF ITEMS WITHIN THAT GOAL, WE COULD SAY THERE WERE EIGHT DIFFERENT GOALS BUT I HAVE WRAPPED IT UP INTO ONE. I'LL TOUCH UPON THEM. FIRST IS ANNOUNCING THE ARRIVAL AND SETTING A DIGNIFIED STAGE FOR

THE ISLAND. PRESERVING AND ENHANCING RESOURCES AND COMPLIMENTS THOSE PARKS AND BEACHES THAT ARE ON SOUTH BEACH AREA. DEFINING AND ENHANCING EXISTING GREENS AND OPEN SPACES AS A SYSTEM, IMPLEMENTING A BLUE WAY. SO RIGHT THERE WE HAVE BOTH A GREEN WAY PROPOSAL, IN ADDITION TO A BLUE WAY. A BLUE WAY WOULD LEAD ITSELF TO WATER TAXI CREATING DIFFERENT DESIGNATIONS ALONG THAT AREA SO THAT PEOPLE CAN CONNECT VIA WATER AND NOT HAVE TO GET ON THE ROADWAY. AND ALSO SIDEWALKS AND BIKE LANES, SO THEREBY THAT WOULD BE REDUCING VEHICULAR TRAFFIC. COMPLIMENTING AND SUPPORTING THE CITY'S EXISTING RETAIL BUSINESSES, PRESERVING THE RESIDENTS' QUALITY OF LIFE, ACCOMMODATING USES, AND ENSURING PREDICTABILITY FOR DEVELOPERS, REALLY. THERE WERE OTHER IDEAS THAT CAME BEYOND WHAT THAT INITIAL GOAL STATED AND THAT WAS THE NEED FOR MARINAS THAT ARE ENHANCED BOTH IN THE PUBLIC AND PRIVATE MARINAS. WATER SPORTS INCLUDING A SAILING CLUB ON PRIVATELY OWNED VACANT LAND EAST OF THE WATER TREATMENT PLANT. C-PLANNED LANDING AREAS, THAT CAME LATER WITHIN OUR DOWNTOWN MASTER PLAN AND EDUCATION RESEARCH FACILITIES. SINCE WE DO HAVE THAT AND HOLDING ON TO IT AND EXPANDING ALSO. ADDITIONALLY THE PLAN SPOKE TO THE NEED TO REVISIT OUR FUTURE LAND USE ELEMENT, TO MAKE SURE THIS VISION COULD BE IMPLEMENTED. RIGHT NOW, OUR LAND DEVELOPMENT AND REGULATIONS ARE SOMEWHAT RESTRICTIVE. IT WAS IDENTIFIED 2012 ALSO. IT IS WORTH NOTING AND YOU COULD, YOU KNOW, TAKE A LOOK AT THAT PLAN WHEN IT GETS TO THE BACK OF IT AND THE APPENDIX. IT HAS WHAT EACH OF THE DIFFERENT TOPICS, THESE GOALS AND HOW PEOPLE REACTED TO IT AND ALSO IT TALKED TO THE HEIGHT, WHAT IT -- YOU KNOW, WOULD YOU CONSIDER GOING TALLER, BOTH RESIDENTIAL AND COMMERCIAL. WOULD YOU WANT TO SEE ADDITIONAL DENSITY, BECAUSE RIGHT NOW, WE'RE LIMITED TO ONLY EIGHT UNITS TO THE ACRE AND ACROSS THE BOARD THOSE ISSUES WERE SUPPORTED. SO IT IS WORTH LOOKING AT THAT AGAIN. WHICH IS JUST A DRAFT SCHEDULE, AND IT JUST GIVES YOU A BASIC UNDERSTANDING OF HOW LONG IT TAKES TO GET TO A PUBLIC HEARING PROCESS AND THEN AFTER THAT, WHAT WOULD IT TAKE IN TIME. THE CITY WILL START TO COMPLETE ONE PLAN ANNUALLY, WHICH WE ARE STRIVING TO DO RIGHT NOW. IN LOOKING AT THIS, I UNDERLINED SOUTH BEACH DISTRICT. IT IS NOT UNDERLINED IN THE COMP PLAN BUT IT SHOWS THE RELEVANCE OF LOOKING AT OUR COMP PLAN WHEN WE START TO TALK ABOUT THIS PLAN. AND WHEN WE TALK ABOUT THE FUTURE LAND USE ELEMENT. THE OBJECTIVE THAT SPEAKS TO DESIGNATING FUTURE LAND USES AND THE INTENSITIES IN ORDER TO ENHANCE THE NEIGHBORHOOD DISTRICTS TO STIMULATE TOURISM AND THE LOCAL ECONOMY TO BE COMPATIBLE WITH OUR SMALL TOWN CHARACTER. IN DOING SO, TAKE A LOOK AT 1.1.12. IT SPEAKS TO THE ZONING, DENSITY INTENSITY FOR THE SOUTH BEACH AREA. BOTH THE RESIDENTIAL, HUTCHINSON ISLAND RESIDENTIAL. AND AS OUR ZONING CODE IMPLEMENTS OUR FUTURE LAND USE AND TAKING A LOOK AT THE DESIGNATION OF THE OVERLAY DISTRICT, WE HAVE A SOUTH BEACH OVERLAY DISTRICT. THESE DISTRICTS, WE HAVE A NUMBER OF THEM THROUGHOUT THE CITY.

STIPULATE SPECIAL PROVISIONS, THAT ALONG WITH THE PROVISIONS OF THE BASIC ZONING DISTRICT GOVERN THE USE OF PROPERTY WITHIN A SPECIFIC TARGETED AREA. FOR THE SOUTH BEACH, THIS AREA, IF WE EVEN BEGIN TO ANNEX PROPERTIES THAT COULD PERHAPS BE IN THE COUNTY, WE WOULD THEN -- THIS OVERLAY JUST IT IS STATED.

IT JUST ENCOMPASSES THAT, AND THOSE BOUNDARIES ARE THEN REDEFINED. THE PURPOSE OF THE SOUTH BEACH OVERLAY DISTRICT IS TO PROMOTE GOOD PLANNING AND SITE DESIGN THAT PRODUCES QUALITY DEVELOPMENT AND AN ASSET TO THE COMMUNITY AND KEEPING WITH A GENERAL CHARACTER OF SOUTH HUTCHINSON ISLAND.

PROCEED SERVE, PROTECT AND ENHANCE BARRIER ISLAND ENVIRONMENT THROUGH REGULATION OF DEVELOPMENT AND REDEVELOPMENT OF LOTS WITHIN THIS DISTRICT. SO THIS AREA IS VERY UNIQUE TO THE CITY. YOU KNOW, WE HAVE AN OBLIGATION TO PROTECT THE ENVIRONMENT, WHICH IS -- IT IS A BARRIER ISLAND, SO IT HAS DIFFERENT NEEDS, BUT ALSO WITHIN OUR RE DEVELOPMENT AREA, SO WE WANT TO CONTINUE TO SPUR REDEVELOPMENT AND PROMOTE TOURISM. AND THIS LEADS TO OUR RE DEVELOPMENT PLAN.

SO THIS WAS THE UPDATE THAT WAS JUST RECENTLY ADOPTED BY OUR CONSULTANT, AND IT SPEAKS TO THE OVERLAY DISTRICT AND THE REGULATORY ENVIRONMENT AND ONE OF OUR GOALS THAT'S ALSO PROVIDED IN THE APPENDIX OF THIS REDEVELOPMENT PLAN. THE FORT PIERCE REDEVELOPMENT AGENCY SHALL COORDINATE WITH THE CITY'S PLANNING DEPARTMENT TO EVALUATE REGULATIONS TO APPLICABLE REGULATORY DOCUMENTS DEEMED NECESSARY TO THE REDEVELOPMENT PLAN. ONE OF THE POLICIES SPEAKS TO THE COORDINATION WITH THE PLANNING DEPARTMENT AND THE REDEVELOPMENT AGENCY TO EVALUATE POTENTIAL REGULATORY VISIONS TO COMPREHENSIVE PLAN, TO ENABLE AND ENCOURAGE THE REDEVELOPMENT OF THESE TARGETED AREAS, THOSE BEING THE PARK, PEACOCK ARTS DISTRICT, THE DOWNTOWN, THE SOUTH BEACH, COMMERCIAL CORRIDORS, AVENUE D AND CURRENT AND FORMER INDUSTRIAL AREAS. THE NET RESULT WAS WE HAD ABOUT 1.6 MILLION IN ADDITIONAL REVENUE THAT AT THE END OF THE FISCAL YEAR AND THOUGH THAT WAS A RESULT OF SOME ONE TIME REVENUE INFUSIONS. WE HAD ABOUT 569,000 FROM FEMA, THAT WAS A REIMBURSEMENT FROM FEMA AND THEN WE HAD CARES ACT MONEY THAT WE RECEIVED FROM THE COUNTY, MONIES THAT WE RECEIVED. AS WELL AS OUR ADD VALORUM TAXES. MAINLY OUR DELINQUENT TAXES, WE ONLY

OUR EXPENDITURES ARE ABOUT $64,000, WHICH IS GREAT, BUT IF YOU CAN REMEMBER, MR. MIMS DID GO IN FIRST OF MARCH, AS SOON AS WE KNEW OF THE SHUTDOWNS, WE DID A $1. MILLION DECREASE IN EXPENDITURE LINE ITEMS AND ALL HAD TO CUT THEIR BUDGETS. AND EVERYBODY DID A GREAT JOB OF TRYING TO STAY WITHIN THOSE LIMITS, AND KNOWING WHAT WE NEEDED AND PUTTING OFF.

WE ONLY NEEDED ABOUT 64,000 IN EXPENDITURES OVER WHAT WE HAD.

DIESEL FILMS IN THE ENVIRONMENT IMPACTING MULTIPLE HOUSEHOLDS, INCLUDING FAMILIES WITH YOUNG CHILDREN. IN FACT, THE HOME DIRECTLY ABUTTING THIS SO-CALLED LOADING ZONE HAS SEVERAL CHILDREN WHO RESIDE WITH THEIR GRANDPARENTS, UPWARDS OF 10 CHILDREN LIVE IN THE AFFECTED AREA. THERE ARE DAYS WHEN THE DEAFENING TRACTOR-TRAILERS ARRIVE IN TANDEM IN THE BACKYARDS IDLING ON AVERAGE 45 MINUTES AND OFTEN MUCH LONGER. THERE'S REGULARLY A SECOND OR THIRD TRUCK PULLING IN WITH A DANGEROUS LEVEL OF EMISSIONS.

ON OCCASION THERE HAVE BEEN THREE TRUCKS. DIESEL EMISSIONS NOT ONLY OVERWHELM THE IMMEDIATE RESIDENTS WITH THE LIFE-THREATENING TOXIC SOUP, BUT WAFT SOUTH ON TO ATLANTIC AVENUE AND PERMEATE THE INTERIORS OF THE BUILDINGS IN THE SURROUNDING AREA. AMONG THE DEVASTATING HEALTH RISKS ASSOCIATED WITH THE PARTICULATES IN DIESEL. CARDIO PULMONARY, RESPIRATORY, LUNG DAMAGE. EX-ACER -- EX-ASKER BAGS CHILDREN. TO PROVIDE ACCESS TO RESIDENTIAL GARAGES IN TERMS WHEN THE MASSIVE SCALE OF AN 18-WHEELER WAS INCONCEIVABLE. WE SUBMIT THAT THE CITY MANAGER'S UNILATERAL DECISION BY PASSING THE STANDARD REVIEW PROCESS, DEFINING THE CODE, EXCEEDED THE AUTHORITY BY GIVING TO THE STORE, NONREVIEWED CONDITIONAL USE, MAYBE NOT CONDITIONAL USE, MAYBE JUST EXEMPTION.
