THIS IS A CARPORT WITH STORAGE ON THERE THAT BASICALLY NEEDED TO BE SCREENED. IT TOOK EXTRA TIME TO GET DONE, BUT IT WAS IN PLACE SO ON SEPTEMBER 16TH, 2020 THE SPECIAL MAGISTRATE FOUND THEY PROVIDED TEN DAYS AND THEN ON OCTOBER 21ST AN INSPECTION WAS MADE AND THE PROPERTY WAS NOT IN COMPLIANCE AND THAT'S WHEN THE FINES STARTED. THE OWNER REACHED OUT AND ASKED WHAT SHE SHOULD DO AND SHE DID IT, BUT JUST NOT IN THE TIME FRAME. THE FINDS STOPPED AND THEN IN DECEMBER WE RECEIVED A REQUEST FOR REDUCTION. IT CAME TO ABOUT $600.

ON FEBRUARY FIFTH SPECIAL MAGISTRATE ROSS FOUND THE OWNER RESPONSIBLE FOR THE VIOLATIONS AND GAVE HER 30 DAYS TO BRING THE PROPERTY INTO COMPLIANCE OR A FINE OF $50 A DAY WOULD BE AS ASSESSED. THERE WAS AN AN EXTENSION GIVEN AND THEN THAT SAME YEAR SHE RECEIVED AN ADDITIONAL 60 DAYS AND THEN AN INSPECTION WAS MADE AND THE PROPERTY WAS NOT IN COMPLIANCE. FINES BEGAN. WE RECEIVED A REQUEST TO STOP FINES FROM ACCRUING AND SHE HAS PRESENTED ALONG DOCUMENT THAT'S HERE, BUT SHE HAS FROM REBUILD FLORIDA AN AWARD ACKNOWLEDGEMENT TO TAKE CARE OF THE REHAB OF HER ROOF.

>> FIRST OF ALL MRS. KELLY CAN . >> I'M AN ASSISTANT CITY ENGINEER FOR THE CITY OF FORCE PIERCE. I PUT TOGETHER A BRIEF TIME-LINE OF EVENTS THAT HAVE OCCURRED OVER THE LAST NINE MONTHS. BASICALLY, 7TH STREET WAS RECENTLY RECONSTRUCTED BY THE CITY AND IT WAS WITH THE FINAL COMPLETION OF APRIL OF 2020. MARCH OF 2020, THE APPLICANT HAD A DRIVEWAY APPLICATION TO EXPAND HIS DRIVEWAY THAT WAS APPROVED BY THE ENGINEERING DEPARTMENT AND SENT BACK TO THE BUILDING DEPARTMENT. APRIL 2ND, WE WENT OUT FOR A SECOND BOARD INSPECTION AND NOTICED DAMAGE TO THE EDGE OF THE ROADWAY.

IT HAD BEEN CANTILEVERED, ROADWAY BASED AND DISINTEGRATED AND COMETS WERE PROVIDED TO THE APPLICANT TO INSTALL THE PROPER SAFETY MEASURES ALONG THE EDGE OF THE TRAVEL WAY AND WHAT KIND OF INFORMATION AND WHAT NEEDED TO BE DONE TO BRING IT IN COMPLIANCE.

IN ADDITION TO THE DRIVE WAY HE WOULD HAVE TO PULL A RIGHT-OF-WAY PERMIT FROM THE ENGINEERING DEPARTMENT. APPLICATION WAS SUBMITTED PROVIDED TO THE PROPERTY OWNER.

THERE'S NO FEE. WE CONTINUE TO MONITOR THE SITUATION.

APRIL 28TH, A REQUEST WAS MADE TO CODE TO BRING THIS BEFORE THE BOARD.

I THINK ISAAC HAD MENTIONED THE HEARINGS AND STUFF. ON NOVEMBER 18TH, WE MET WITH THE PROPERTY OWNERS CONTRACTOR, A RIGHT-OF-WAY APPLICATION WAS PROVIDED AND WHAT KIND OF INFORMATION THAT WAS NEEDED TO BE SUBMITTED WITH THAT APPLICATION.

HEATHEN TURNED AND PROVIDED HIS PERMIT APPLICATION ON THE 20TH OF NOVEMBER, WHICH SHOWED, WELL ACTUALLY THERE WAS NOT A PLAN BECAUSE STATEMENT OF ONE FOOT BY 22 FOOT ASPHALT PATCH.

THAT SAME DAY WE PROVIDED AN E-MAIL BOX E-MAILED BACK TO HIM SPECIFICALLY DESCRIBING WHAT WAS NEEDED. WE NEEDED THE PAVEMENT AREA DONE AND ACCORDING TO CODE IF A ROADWAY WAS RECONSTRUCTED WITHIN THE PAST TWO YEARS, THEN A 50 FOOT SECTION WOULD HAVE TO BE MILLED AN INCH. AN INCH OF THE ASPHALT WOULD HAVE TO COME UP AND BE RESURFACED SO WE DON'T HAVE THESE LITTLE PATCH-WORKS ALL OVER OUR ROADWAYS.

THAT INFORMATION WAS GIVEN TO THEM ALONG WITH, WHERE WAS I? WHAT TYPE OF PAVEMENT SPECIFICATIONS ARE REQUIRED AND THEN HE WOULD HAVE TO PROVIDE MEANS OF HOW HE PROPOSED TO REPAIR THE DAMAGE ROADWAY BASE. CONTRACTORS SUBMITTED A SKETCH AND I THINK FROM AN ENGINEER SUBMITTED A SKETCH, BUT THAT WAS JUST A CROSS WAY TO THE ROADWAY. THAT DID ANOINT APPLY BECAUSE IT SHOWED A REDUCTION OF ROAD BASED MATERIAL AND, SO I REPLIED BACK THE NEXT DAY, YOU KNOW MORE SPECIFICALLY, TELLING THEM EXACTLY WHAT WE NEEDED. I COULDN'T APPROVE SOMETHING THAT WAS INACCURATE. THEY RESUBMITTED ON THE 21ST. TE DRAWING STILL SHOWED A ONE FOOT BY 29 FOOT DRIVE WAY REPAIRS WITH NO MILLING OR SURFACING OR INFORMATION ON HOW THE BASE WAS GOING TO BE REPAIRED. THE NEXT DAY WE REPLIED BACK TO THEM ON EXACTLY WHAT WE ARE MISSING AND WHAT WE'D BE LOOKING FOR AND THAT WAS THE END OF ANY
