PIERCE COUNTY SUBMITTED A GRANT PROPOSAL TO THE DEPARTMENT OF OPPORTUNITY. TO PROVIDE SANITARY SEWER SERVICE MUNICIPAL SERVICE TO THE INDUSTRIAL AREA BOUNDED IN THE AREA OF DEGIORGIO SANITARY SEWER.

AND WOULD PROVIDE ACCESS TO APPROXIMATELY 37 PARCELS OF WHICH 22 ARE EXISTING THAT ARE SMALL, MEDIUM AND LARGE IN SIZE. THIS WILL COST ABOUT 178 ACRE OF TOTAL INDUSTRIAL AREA. THE GRAND WAS AWARDED AND SIGNED BETWEEN THE DEO AND CITY OF FT. PIERCE IN JUNE OF 2019. AND ADDITIONALLY SINCE THE GRANT WAS AWARDED TO THE CITY OF FT. PIERCE A MEMORANDUM OF UNDERSTANDING WAS EXECUTED BETWEEN FPLA AND THE CITY OF FT. PIERCE TO CLARIFY THE ROLES AND RESPONSIBILITY TO THE PROJECT AND ALSO TO MEET THE REQUIREMENTS OF THE DEO GRANT AGREEMENT. THIS RESULTED IN 20% RESPONSE RATE OF THE FOUR 25 WERE LOCAL VENDOR DOESN'T APPLY TO THIS GRANT THE GRANT WAS NOT ALLOWED TO INCLUDE LOCAL VENDOR PREFERENCE. A REQUEST WAS MADE BY MYSELF ON APRIL 21ST TO REQUEST AUTHORIZATION FOR THE BOARD TO ACCEPT THE LOW BID FROM SOUTHERN UNDER GROUND IN POMPANO, FLORIDA. THE HIGH-LEVEL DESIGN WIFI FY WAS COST PROHIBITIVE.

WASN'T ONLY COST FOR LINCOLN PARK BUT CRITICAL STEPS TOWARD BUILDING A FIBER TO HOME AND SMART CITY DEPLOYMENT COMPLETED AS PART OF THE STUDY WHICH INCLUDED MARKET ANALYSIS OF THE AREA. FINANCIAL BUSINESS MODEL AND OPERATIONAL MAINTENANCE PLAN. WHICH RESULTED BY 86,000 IN COST. ON OCTOBER 6, 2020FFLA APPROVED AUTHORIZATION WITH FUJITSU TO DESIGN AND CONFIGURE AND INSTALL FIRST OPTICAL LINE TERMINAL.

SO AFTER SEVERAL DISCUSSIONS WITH STAFF WE FELT REDUCE SCOPE WOULD ALLOW US TO FOCUS ON CONNECT AS MANY RESIDENTS AND BUSINESSES AS POSSIBLE AND PROVIDE WIFI IN SEVERAL KEY LOCATION. THIS APPROACH MOST IMPACTFUL WITHIN THE BUDGET FOR THE COMMUNITY AND SURROUNDING AREAS. A FUTURE MAJOR IMPACT ARE THAT WE'RE GOING TO BE INSTALL FIBER TO PREMISES.

WHICH IS 30-YEAR INFRASTRUCTURE.

BOTH WATER SALES WERE UP BY 35%.

OVER LAST YEAR. HOWEVER, WE EXPERIENCED SIMILAR DECLINE OVER THE OPERATING REVENUES OVER THE PAST SIX MONTHS FOR ITEMS THAT RELATED TO COVID.

OUR OPERATING EXPENSES INCREASED OVER THE FIRST SIX MONTHS ALSO FROM FISCAL YEAR 2020.

BY JUST OVER A MILLION DOLLARS.

AND THAT WAS MAINLY THROUGH INCREASED PURCHASES FREE SALE
