GOOD EVENING CHAIRMAN MANAGEMENTIOUS AND MEMBERS OF THE BOARD. I WOULD LIKE TO PRESENT TO YOUR LATEST UTILITY POLE ATTACHMENT POLICY AND REVIEW KEY ASPECT AND GOALS WE WISH TO RESERVE BY LEVERAGES THE POLICY. WE HAVE OUR ELECTRICAL ENGINEER THAT HELPED DRAFT THE POLICY.

FPUA HAS 14,047 DISTRIBUTION POLES USED SYSTEMWIDE WITHIN OUR ELECTRICITY TERRITORY. FPUA USES THE POLES AS MEANS TO DISTRIBUTE ELECTRICITY TO OUR CUSTOMER.

WHERE THE TOP PORTION IS USED FOR VOTAGE AS SERVICE.

THE MIDDLE PORTION USED FOR THIRD PARTY ATTACHER TO FPUA POLE. THE PICTURE ILLUSTRATED ON THIS SLIDE DISPLAYS ONE OF OUR FP A CONCRETE POLES WITH THIRD PARTY ATTACHMENT CONNECTED. SINCE OTHER COMMUNICATION USE AERIAL SPACE TO PROVIDE CUSTOMER SERVICE THEY PROVIDE AVAILABILITY FOR THIRD PARTY ATTACHMENT TO UTILITY BASED ON THE CODE THE NATIONAL ELECTRICITY SAFETY COULD OR THE NEFC. WE ENTERED INTO CONTRACT AND AAGREEMENT WITH TWO CURRENT ATTACHERS AT&T AND COMCAST.

THESE CONTRACTS WERE SIGNED BY BOTH PARTIES MORE THAN 30 YEARS AGO. DUE TO DATED NATURE OF JOINT USE CONTRACT. FPUA NEEDS TO IMPLEMENT A POLICY FOR SEVERAL DIFFERENT REASONS.

THE FIRST REASON MODERN AYE AND UPDATE EXISTING ATTACHMENT POLICY GUIDELINES. MANY TECHNOLOGICAL ADVANCEMENT HAVE BEEN MADE IN THE COMMUNICATION INDUSTRY SINCE THE EARLY 90S AND DIFFERENT TYPE OF POLE ATTACHMENTS ARE REQUIRED. AN EXAMPLE WOULD ADVANCEMENT OF CELLULAR PHONE FROM WRT DAY USAGE IS COMMON TODAY.

IN ORDER FOR THEM TO IMPLEMENT THEY MUST LEVERAGE UTILITY POLES FOR THIS PURPOSE. AS AN EXAMPLE IMPLEMENTING 5-G NETWORK BY UTILIZING ELECTRIC UTILITY POLES.

THE NEXT REASON TO AVOID ATTACHMENT VIOLATIONS WITH REGULAR TOIR AGENCIES LIKE THE PUBLIC SERVICE COMMISSION OR PFC. ADEQUATE CLEARANCE MUST BE MAINTAINED FROM GROUND TO JOFSHHEAD.

IF THE CLEARANCE ARE MODIFIED BY REGULAR TOIR AGENCIES THE THIRD PARTY ATTACHER WHOSE ARE THE CLOSEST TO THE GROUND WILL NEED TO FIX THE ISSUE. THE THIRD REASON IS PROVIDE CHECKLIST FOR FPUA EMPLOYEE TO FOLLOW WHICH WILL ENSURE THE DEPATCHMENTS ARE MADE TO POLES AND PROCESS FOR ATTACHING AS FOLLOWS. AN EXAMPLE TO CONFIRM SPACING REQUIREMENT ARE MET ON THE POLE.

SINCE MULTIPLE THIRD PARTY ATTACHERS ARE USED WITHIN THE SAME SPACE ON THE POLE. THE FOURTH REASON IS ENFORCE THE POLICY SO THAT THERE'S NO AMBIGUOUS OR VAGUE SITUATIONS ENCOUNTERED. THE TWO PICTURES ILLUSTRATED SHOW ISSUE WE HAVE ENCOUNTERED WITH JOINT USE ATTACHERS.

OR NO TRANSFER OCCURRING ON THE RIGHT PICTURE.

WITH THE OLD POLE STILL IN PLACE.

ANOTHER MAJOR REASON FOR NEW POLICY DUE IN PART RAE CURRENTLY PROPOSED LEGIZATION IN THE FLORIDA HOUSE AND SENATE THIS LEGISLATION INDUCED TO PUSH FOR RURAL PROD BAND INITIATIVE. THE FLORIDA MUNICIPAL ELECTRIC ASSOCIATION WORKED FPUA. OTHER FLORIDA MUNICIPALITY AND OTHER UTILITIES TO MODIFY THE LANGUAGE OF THE BILL IN A WAY THAT WOULD BE SUITABLE FOR MUNICIPALITY AND NOT ONE SIDED FOR COMMUNICATIONS TO ABUSE MUNICIPAL POLE ATTACHMENTS.

SOME OF THE PROS ARE THE ABSENT OF RULES LEAVING THE HUMAN UTILITY FREEDOM TO DETERMINE ATTACHMENT REGULATIONS. A THREE-YEAR INCENTIVE RATE FOR UNDERSERVED COMMUNITIES AS DEFINED BY BROADBAND.

DEPLOYMENT REPORTING PROCESS FOR UTILITY TO KEEP TRACK OF ATTACHMENT. THE CONS ARE THEY ONLY APPLY TO MUNICIPALITY AND RENEGOTIATIONS ONLY OCCUR ON YEARLY BASIS. HAVING POLE ATTACHMENT WILL PROVIDE MEANS TO WORK WITHIN ANY NEW LEGISLATION AND PROVIDE POLE ATTACHMENT RULES AND REGULATIONS.

THIS POLE ATTACHMENT POLICY SERVES TO PROVIDE OUR EXISTING AND FUTURE THIRD PARTY ATTACHERS WITH STRAIGHT FORWARD AND CLEAR GUIDELINES TO MEET IF THEY WISH TO ATTACH TO FPUA POLES. MAKES FOR EASY TO FOLLOW PROCESS ON WHAT MAY BE HAD HERED TODAY.

SPECIFICALLY THE POLICY DELVES INTO THE WORKER SAFETY AND INSURANCE REREQUIREMENT THEY MUST FOLLOW.

AND THE GUIDELINES FOR WIRELESS FACILITIES THAT WILL BE ATTACHED TO FPUA OWNED POLES.

THESE GUIDELINES ARE BASED ON MODERN EQUIPMENT USED TO ATTACH TO THE POLE AND THE APPLICABLE COYED GOVERNING CONSTRUCTION FROM FEFC. FDOT.

PFC AND OTHER CODE ENFORCEMENT AUTHORITIES.

IT'S IMPORTANT TO POINT OUT THAT THESE OTHER ENTITIES ASIDE FROM COMMUNICATION COMPANIES CAN APPLY FOR ATTACHMENT FPLA OWNED POLE. OO TILTS TO APPROVE REJECT APPLICATION FOR ATTACHMENT. THE BOIL SVTS DEMONSTRATE HOW TO APPLY FOR ATTACHMENT BY PROVIDING HYPER LINKS FOR QUICK APPLICATION SUBMISSION. WE WILL PROVIDE POTENTIAL THIRD PARTY ATTACHER WITH EASILY ACCESSIBLE METHOD TO APPLY FOR ATTACHMENT. IN THE END THIS POLICY WILL BE USED TO PROPERLY ENFORCE THIRD PARTY.

AND THE OTHER CODE ENFORCEMENT AUTHORITIES.

THE POLICY WILL ALSO PROVIDE GUIDELINES FOR CONSTRUCTION QUALITY OF ATTACHMENT TO ENSURE ABOVE ALL ELSE THE SAFETY AND WELL-BEING OF THE PUBLIC IS ADEQUATELY PROTECTED. AFTER THAT RENEGOTIATE THE RATES ACCORDING TO WHATEVER OUR CURRENT STANDARD FORMULAS ARE PER OUR AGREEMENT.

THEATE-INWATER MAIN CAUSING GETTED 209,017.79 AND ELECTRIC SYSTEM $31,279.1. STAFF IS LOOKING TO START THE UTILITY RELOCATION WORK IN OCTOBER OF THIS YEAR.

THIS WAS A DECREASE OF $4.36 AS COMPARED TO THE MARCH BILLING. IN APRIL FVR PLR EXPERIENCES EKOVRY BRINGING CUMULATIVE TO 92.9 MILLION.
