WHEREAS AMERICA'S INDEPENDENCE DAY MOVEMENT, INITIATED BY THE DECLARATION OF INDEPENDENCE AND THE 4TH OF JULY, 1776, DID NOT INCLUDE ENSLAVED AFRICAN AMERICANS AS THEY WERE NOT RECOGNIZED AS FULL HUMAN BEINGS. IN 1997, THE 105TH CONGRESS OF THE UNITED STATES PASSED SENATE JOINT RESOLUTION 11 AND HOUSE JOINT RESOLUTION 56 OFFICIALLY RECOGNIZING JUNETEENTH INDEPENDENCE DAY IN AMERICA; AND WHEREAS, THE JUNETEENTH CELEBRATION COMMEMORATES THE EMANCIPATION OF SOUTHERN SLAVES (BLACKS) ON JUNE 19, 1865, TWO AND A HALF YEARS AFTER THE SIGNING OF THE EMANCIPATION PROCLAMATION BY ABRAHAM LINCOLN.

THE MEMORY OF ALL THOSE WHO MOVED FROM SLAVERY TO FREEDOM REMAINS AS A LESSON FOR ALL AMERICANS REGARDLESS OF THEIR BACKGROUND, RACE OR RELIGION; AND WHEREAS, THE FLORIDA LEGISLATURE ISSUED AN APOLOGY ON MARCH 26, 2008, EXPRESSING PROFOUND REGRET FOR THE SHAMEFUL HISTORY OF ENSLAVING BLACK PEOPLE AND PASSING LAWS THAT SANCTIONED INVOLUNTARY SERVITUDE UPON GENERATIONS OF AFRICAN SLAVES; AND WHEREAS, ON JUNE 18, 2021, PRESIDENT JOE BIDEN SIGNED INTO LAW A BILL CREATING A FEDERAL HOLIDAY TO COMMEMORATE JUNETEENTH.

NOW, THEREFORE, I, LINDA HUDSON, MAYOR OF THE CITY OF FORT PIERCE, FLORIDA, DO HEREBY PROCLAIM JUNE 19TH AS: JUNETEENTH INDEPENDENCE DAY FOR ALL AMERICANS AS A TIME TO LEARN MORE ABOUT OUR COMMON PAST AND TO BETTER UNDERSTAND THE EXPERIENCES THAT HAVE SHAPED OUR NATION.

I'M NOT GOING TO PRESUPPOSE THE OUTCOME OF ANY OF THOSE THINGS BUT I WILL SUGGEST THERE'S A SIGNIFICANT REASON FOR EFFICIENCY AND NOT TO HAVE ANY TYPE OF INCONSISTENT OKAYS BASED ON THE POTENTIAL NEW LEGISLATION, WHATEVER IT MAY BE, VERSUS THE CURRENT PROCESS THAT WE HAVE.

I RECENTLY HAD AN EXPERIENCE WHERE I SPENT TIME WITH OUR FIRST RESPONDERS RESPONDING TO CALLS THROUGHOUT OUR CITY AND THE NUMBER OF BEHAVIORAL CALLS WE WENT ON THAT NIGHT, ONE WOULD BE TO DISPATCH TO BALANCE WHICH IS RESOURCES TIED UP AND THAT BALANCE IS WAITING FOR THE CALL FROM THE POLICE DEPARTMENT TO GO ALONG ON SOME OF THOSE CALLS AND I SEE THAT TIEING UP OUR RESOURCES AND CITY AND THAT'S CONCERNING TO ME AND SO I'M GOING TO CHALLENGE YOU AND I'M GOING TO CHALLENGE THIS COMMISSION AND US TO MAKE SURE THAT WE'RE HAVING OUR CONVERSATION WITH OUR SOURCES HERE AND THROUGH MR. MIMS TO MAKE SURE THAT WE'RE SUPPORTING THIS BECAUSE THOSE CALL THAT IS WE WENT ON THAT NIGHT, ALL FOUR OF THEM, ACTUALLY WERE FALSE ALARMS. IT WAS EASIER TO DO SOMETHING THAN TO GO BACK INPATIENT OR TO GO TO JAIL BECAUSE THEY COULDN'T MAKE IT OUT ON THE STREETS SO WE'RE TRYING TO RELIEVE THOSE SERVICES FROM BEING USED UP ALL THE TIME AND WE JUST STARTED A PROGRAM TO HELP PEOPLE WHO ARE ON THE HARD DRUGS TO COME OFF OF THEM AND COME OFF THEM SAFELY SO, AGAIN, NOT TIEING UP THE HOSPITAL RESOARSS.

WE WERE ABLE TO INDUCE THEIRURC. WE WERE ABLE TO INDUCE THEIR MEDIC MEDICATIONS.

THEY WENT TO THE SENATE PRESIDENT AND HE AGREED INITIALLY $20 MILLION AND THEY RAISED IT TO $30 MILLION AND THE GOVERNOR SIGNED IT SO NOW IT'S GOING TO BE ALLOCATED AND I WANT TO COMMEND COMMISSIONER JOHNSON BECAUSE HE'S BEEN PART OF THIS TEAM. THERE ARE FIVE OF US THAT MEET FREQUENTLY.
