LUCIE COUNTY'S AVERAGE EARNINGS PER WORKER RIGHT UNDER $20 PER HOUR AND YOU LOOK AT MIAMI-DADE, PALM BEACH, AND BROWARD THAT AVERAGE WAGE DIFFERENTIAL IS ABOUT $5.47 CENTS PER HOUR. ONE THING WE HAVE TALKED ABOUT IS THE OUTCOMMUTE PATTERNS OF OUR WORKFORCE ABOUT 62% OF OUR WORKFORCE HOPS IN THE CAR TO GO WORK

LUCIE COUNTY. OFBT HOUSING HAS BEEN AN INCREDIBLY HOT MARKET. WHILE WE THINK THE PRICE FOR MEET MEDIAN SINGLE FAMILY HOME IS EXPENSIVE AT $305,000, $500,000 IN MIAMI-DADE, PALM BEACH AND MARTIN PUSHING $500,000 AND BROWARD $500,000.

THIS IS AN AREA THAT I KNOW CONCERNS YOU ALL.

WE'VE HAD AN ECONOMIC IMPACT ANALYSIS AND NOW RESEARCHERS ARE INDICATING THAT IT'S PROBABLY GOING TO BE 10,20 JOBS SO THIS IS REALLY AMAZING IN THE THAT THESE ARE WAGES OR THESE ARE JOBS THAT PAY WELL ABOVE AVERAGE WAGES ON SOME OF THE PROJECTS BUT WE HAVE A REAL ISSUE WE GET THE PROJECTS SPAN A LOT OF INDUSTRY SECTORS. MANUFACTURING, PROFESSIONAL SERVICES, AVIATION MARKS RECENT A COUPLE HEADQUARTERS, AQUACULTURE, DISTRIBUTION, AND LIFE SCIENCES.

THEY PLAN ON PRESENTING THEIR RECOMMENDATION TO THEIR COMMISSION ON OCTOBER 19TH WITH THE RECOMMENDATION TO GO THEIR OWN WAY IN THEIR WORDS. GO THEIR OWN WAY.

SO WE'RE LOOKING AT A DIFFERENT SET OF CIRCUMSTANCES FOR THIS COMING YEAR.

NOW I HAVE BEEN NEGOTIATING WITH THE SUNRISE HUMANE SOCIETY DR. KITHAMS AND BECKY ARNOLD WHO ARE THE NEW BOARD PRESIDENT ARE BOTH HERE.

BUT I HAVE BEEN NEGOTIATING WITH THEM AS OUR CONTRACTOR REQUIRES FOR THE PAST SEVERAL MONTHS.

WE HAVE TALKED ABOUT DIFFERENT LINE ITEMS HOW THEY HAVE INDICATED STEPS THAT THEY'VE TAKEN TO HELP SAVE MONEY AND CHANGE THEIR EXPENSES TO LOWER THEM.

WE HAVE IDENTIFIED AREAS WHERE WE WERE A LITTLE, FOR EXAMPLE, THEY'VE NOW TAKEN ON THE EMERGENCY CARE.

SO THEY PAY THE BILL AT THE ANIMAL EMERGENCY WHICH SO THAT'S AN INCREASE IN SERVICE.

WE KIND OF HAVE TO PAY FOR THAT.

SO WE'VE BEEN NEGOTIATING DIFFERENT LINE ITEMS. I MET WITH MR. MIMMS IT'S TIME TO INCREASE OUR BUDGET.

RIGHT NOW THE LEASE IS VERY TIGHT.

IT CAN ON-LINE BE USED FOR AN ANIMAL SHELTER.

SO WE FAILED TO EVEN INCLUDE SOMETHING BASIC LIKE AN ANIMAL REBATED SERVICES. SO WE NEED TO REWORD IT A LITTLE BIT TO ALLOW THINGS LIKE PUPPY TRAINING AND ANIMAL TRAINING. IT DOES HAVE A PROVISION IN THERE FOR SUBLETING. THEY HAVE AN ANIMAL RESCUE ORGANIZATION HAS REACHED OUT TO THEM TO SEE IF THEY WOULD BE ABLE TO LEASE SOME OF THEIR RUNS WHILE THEY'RE WAITING FOR FOSTERS. SO THE HUMANE SOCIETY IS LOOKING FOR ALTERNATE WAYS TO MAKE MONEY AND GENERATE INCOME AND MAKE THEMSELVES SELF-SUSTAINING AND NOT RELYING SOLELY ON THE CITY. SO THESE DISCUSSIONS ARE HAPPENING. FOR BRIEF HISTORY OF THIS PROPERTY IT WAS INITIALLY CONDEMNED BY THE BUILDING DEPARTMENT BACK IN 2015.

AT THAT TIME THE BUILDING WAS SECURED IN LIEU OF HAVING THE PROPERTY DEMOLISHED.

THEN IN JANUARY, 2020, CODE ENFORCEMENT DURING A ROUTINE INSPECTION SAW THAT THE ROOF STARTED TO COLLAPSE AND THE BUILDING WAS UNSECURED. SO WE REQUESTED THE BUILDING DEPARTMENT TO GO OUT AND DO AN INSPECTION WHICH THEY DID.

THEY RECOMMENDED DEMOLITION OF THE STRUCTURE DUE TO THE CONDITION OF THE ROOF AND THE INTERIOR FRAMING MEMBERS BEING REMOVED. THIS PROPERTY WENT THROUGH THE ENTIRE PROCESS AND THE DEMOLITION HEARING LIKE TONIGHT WAS ACTUALLY SCHEDULED FOR FEBRUARY 1ST OF 2021, BUT ABOUT TWO WEEKS PRIOR I WAS NOTIFIED OF A NEW OWNER. THEY HAD CONTACTED ME SAYING THEY WERE PURCHASING THE PROPERTY.

WE PULLED THE AGENDA ITEM TO ALLOW THE NEW OWNER THE OPPORTUNITY TO TAKE POSITIVE ACTION TO REHABILITATE THE PROPERTY. SINCE THEN, THE PROPERTY HAS BECOME UNSECURE AGAIN. THE BACKDOOR IS OPENED AGAIN. PRIOR TO THE HEARINGS HAPPENING TONIGHT I CALLED AND LEFT A VOICE MAIL FOR THE OWNER BUT I DID NOT RECEIVE A RETURN PHONE CALL.

AND IN PREPARING FOR TONIGHT'S HEARINGDY NOTE THAT THERE WAS A BUILDING PERMIT SUBMITTED ON SEPTEMBER 1ST, TO RESHINGLE THE ROOF.

THAT PERMIT HAS BEEN REJECTED.

THE PLANS WERE INSUFFICIENT. THE ROOF PERMIT IS NOT ENOUGH TO SATISFY THE CONDEMNATION AND ONCE IT'S READY TO BE ISSUED IT'S CURRENTLY REJECTED IT WILL ISSUED WITH A PERMIT CONDITION THAT THIS PERMIT DOES NOT SATISFY CONDEMNATION CASE WHICH IS WHAT IN FRONT OF YOU TONIGHT. IT IS A NONHOMESTEADED PROPERTY. IT IS VACANT.

THERE'S BEEN NO EFFORT TO DO ANY TYPE OF HE HAS BEENATION. THERE IS NO CURRENT KODIAKS AT THE PROPERTY AND IT IS NOT HISTORIC.
