>> WHEREAS THE AMERICAN HEART ASSOCIATION HAS STATED THAT HYPERTENSION AND STROKE CONTINUES TO BE THE NUMBER ONE CAUSE OF DEATH FOR MEN AND WOMEN IN THE UNITED STATES, AND WHEREAS THE AMERICAN HEART ASSOCIATION ALSO STATES THAT CORONARY HEART DISEASE ACCOUNTS FOR ONE IN FOUR DEATHS IN THE UNITED STATES ANNUALLY, KILLING OVER 659,000 PEOPLE A YEAR.

WHEREAS THE FLORIDA DEPARTMENT OF HEALTH REPORTED THAT IN 2020, HEART DISEASE THE LEADING CAUSE OF DEATH IN FLORIDA AND ACCOUNTS FOR OVER 21% OF ALL DEATHS. WHERE AS ACCORDING TO THE FLORIDA DEPARTMENT OF HEALTH BUREAU OF VITAL STATISTICS DURING 2020 ST. LUCIE COUNTY RANKED 49 OUT OF 67 COUNTIES WITH THE HIGHEST HEARTED DISEASE MORTALITY RATE.

-- HEART DISEASE MORTALITY RATE.

WHEREAS RISK FACTORS INCLUDE HIGH BLOOD PRESSURE, HIGH CLORT, SMOKING SECONDHAND SMOKE, EXPOSURE, TOBACCO USE, PHYSICAL INACTIVITY, POOR NUTRITION AND OBESITY, AND WHEREAS THE CENTER FOR DISEASE CONTROL AND PREVENTION, THE C.D.C. STATES THAT HEART DISEASE AND THE CONDITIONS THAT LEAD TO IT CAN HAPPEN AT ANY AGE HIGH RATES OF OBESITY AND HIGH BLOOD PRESSURE AMONG YOUNGER PEOPLE AGES 35 TO 64 ARE PUTTING THEM AT RISK FOR HEART DISEASE EARLIER IN LIFE.

AND WHEREAS PEOPLE CAN TAKE ACTION TO TAKE THEIR HEART HEALTH BY TAKING STEPS TO PREVENT AND CONTROL THE RISK FACTORS FOR DISEASE MAKING HEALTHIER CHOICES, BEING MORE ACTIVE, AND MANAGING THEIR HEALTH CONDITIONS.

WHEREAS, KEEPING OUR COMMUNITIES RESIDENTS HEALTHY AND PROMOTING AWARENESS OF IMPORTANT HEALTH ISSUES, INCLUDING HEART DISEASE IS AN IMPORTANT RESPONSIBILITY AND DEPENDS ON THE ACTIONS OF MANY ORGANIZATIONS AND GROUPS IN OUR COMMUNITY.

NOW THEREFORE, MAYOR HUDSON TO PROCLAIM THE MONTH OF FEBRUARY AS AMERICAN HEART MONTH.

IN THE CITY OF FORT PIERCE AND ENCOURAGE OUR CITIZENS TO RAISE AWARENESS OF HEART DISEASE AND TO PARTICIPATE IN PREVENTIVE HEALTH SCREENINGS.

SO WE WOULD LIKE TO TAKE THIS OPPORTUNITY TO THANK YOU FOR THE PROCLAMATION SHARE SOME LOCAL STATISTICS REGARDING HEART DISEASE AND SOME PROJECTS WE HAVE INITIATED TO ADDRESS HEALTH ISSUES IN ST. LUCIE COUNTY.

SO IN 2020, WE CONDUCTED A COMMUNITY HEALTH ASSESSMENT AND COUNTY THAT HEART DISEASE WAS A SECOND LEADING CAUSE OF DEATH IN ST. LUCIE COUNTY COMPARED TO WOMEN 65% MORE MEN IN ST. LUCIE COUNTY DIED FROM HEART DISEASE.

THE AGE ADJUSTED RATE OF 100,000 OF HOSPITALIZATIONS FROM CORONARY HEART DISEASE FOR BLACKS WAS SLIGHTLY HIGHER THAN COMPARED TO WHITES AND COMPARED TO WHITES 30% MORE BLACKS IN ST. LUCIE COUNTY DIED TO HEART DISEASE. SO SUDDEN CARDIAC ARREST IS A LIFE-THREATENING EMERGENCY THAT OCCURS WHEN THE HEART

SUDDENLY STOPS BEATING. IT STRIKES PEOPLE OF ALL AGES WHO MAY SEEM TO BE HEALTHY, EVEN CHILDREN AND TEENS. YOU ALREADY HEARD SOME OF IN THE RISK FACTORS INVOLVED IN IT.

NOW MANY PARENTS DON'T REALIZE IT IS ALSO THE NUMBER ONE KILLER OF STUDENT ATHLETES IN THE LEADING CAUSE OF DEATH ON SCHOOL CAMPUSES.

ONE IN 300 YOUTH HAS AN UNDETECTED HEART CONDITION THAT PUTS THEM AT RISK. IN FACT, AN ESTIMATED 7,000 TO 23,000 PEOPLE ARE STRICKEN ANNUALLY.

SOME OF YOU ARE VERY FAMILIAR WITH THE JESSICA CLINTON HEART SCREENING THAT WE DO AT OUR HEALTH DEPARTMENT. IT IS AN ANNUAL EVENT, WE DIDN'T DONE IT IN A COUPLE YEARS BUT IT'S ONE THAT I'M PLANNING TO DO LATER ON THIS YEAR.

WE'LL COME BACK AND SHARE THAT LATER ON THIS YEAR AS WELL. SO NOW I WANT TO TURN IT OVER TO SOMEBODY WHO YOU KNOW VERY WELL TO PROVIDE YOU WITH A FEW OF OUR STRATEGIES THAT WE'VE BEEN

EVENING MAYOR, COMMISSIONERS MY NAME IS WITH THE DEPARTMENT OF HEALTH IN ST. LUCY COUNTY.

WE'RE IMPLEMENTING THREE PROGRAMS TO FOCUS ON REDUCING OBESITY THAT'S EATING SMART BEING ACTIVE THE NATIONAL DIABETES PREVENTION PROGRAM, AND THE STEPS CHALLENGE. EATING SMART BEING ACTIVE DENYING PROGRAM FOR SNAP RECIPIENTS IT FOCUSES ON HOW TO SHOP AND COOK HEALTHY FOOD ON A BUDGET.

I HAVE TAKEN THE CLASS IT REALLY WORKS.

EACH SECTION HAS A FOOD DEMONSTRATION AND AN OPPORTUNITY TO PRACTICE PHYSICAL ACTIVITY.

THE NATIONAL DIABETES PREVENTION PROGRAM IT'S AN EVIDENCE-BASED INTERVENTION FOR REDUCING TYPE TWO DIABETES. WE STARTED OUR FIRST PROGRAM IN NOVEMBER THAT'S MY CLASS IT'S RIGHT NOW AT PASTOR PINKY'S PLACE ON AVENUE D. IT'S VERY SUCCESSFUL AND THE LADIES ARE ACTUALLY FEELING DIFFERENT AND LOSING WEIGHT.

WE HAVE PLANS TO LAUNCH MORE IN THE COMING MONTHS WE WANT TO TAKE IT ON-LINE WITH A PROGRAM CALLED SHOOT THAT IT'S MORE ACCESSIBLE FOR MANY PEOPLE IN OUR COMMUNITY. IT WILL ALLOW THEM TO HAVE THE ABILITY TO COMPLETE THE WEEKLY MODULES AT THEIR OWN SPACE. THEN THE BILLION STEP CHALLENGE IT'S OUR PHYSICAL ACTIVITY CAMPAIGN ENCOURAGING RESIDENTS TO JUST MOVE MORE.

IT'S JUST THAT SIMPLE. PLANS ARE TO EXPAND THE REACH OF THE PROGRAM THIS YEAR IN SCHOOLS, BUSINESSES AND COMMUNITY ORGANIZATIONS. WITH MY ROLE TO ADDRESS THE DISPARITIES WITH HEART DISEASE FOUND IN OUR ASSESSMENT HEALTH EQUITY WAS SELECTED IN OUR 2021-26 CHIP PLAN. INVOLVING COMMUNITY MEMBERS THAT ARE IMPACTED BY THE HEALTH DISPAIRS AND THE DEVELOPMENT AND IMPLEMENTATION OF THE ACTIONS AND TO IMPROVE THEM. RECRUITING HEALTH CHAMPIONS THAT CAN ENGAGE NEIGHBOR TO NEIGHBOR ON VARIOUS HEALTH TOPICS IN THEIR COMMUNITY. I CONSIDER MYSELF A HEALTH CHAMPION, AND PARTNERING WITH GRASSROOT ORGANIZATIONS TO HELP THEM PROMOTE AND ADVANCE THE WORK.

SUCH AS PARTNERING WITH PASTOR PINKY'S PLACE ON AVENUE D. IDEALLY RECRUITING SOCIAL MEDIA CHAMPIONS THAT ARE REACH TARGETED AUDIENCE.

OUR OFFICE RECEIVED STATE FUNDING LAST QUARTER TO DEVELOP THE HEALTH EQUITY FUND.

AND HEALTH EQUITY TASK FORCE AND COALITION IS ESTABLISHED IS CURRENTLY ESTABLISHED TO OVERSEE THE PLAN DEVELOPMENT. WE LOOK FORWARD TO PARTNERING WITH YOU IN THE COMING MONTHS ON THE HEALTH EQUITY PLAN SO WE INTEND TO COME BACK BEFORE YOU TO DISCUSS THAT MORE. SO PROMOTE HEALTH WHERE WE LIVE, WORK AND PLAY. MADE THE CORRECTIONS AND IT WAS A CHALLENGE PUTTING THAT LETTER IN THE MAIL THAT SAYS THANK YOU FOR BRINGING IT TO THE COMPLIANCE, BY THE WAY YOUR FINE IS $1 MILLION AND CHANGE.

THE ISSUE IS THAT LIENS AND FINES PER STATE STATUTE RUN UNTIL COMPLIED AND THEY'RE GOOD FOR 20 YEARS.

SO IT'S NOW FINES ARE IN THE $50, MAYBE $100 IF THERE'S MULTIPLE VIOLATIONS. BUT THE $250 IF I SAW $250 PER DAY PENALTY RIGHT NOW THERE IS A LIST THIS LONG OF VIOLATIONS AND THERE'S JUSTIFICATION FOR IT.

SO WE HAVE CHANGED THE WAY WE DO BUSINESS BUT THIS IS WAS IN PLACE AT THAT TIME BACK IN 2009 I'M HAPPY TO SAY THAT THE VIOLATIONS HAVE BEEN CURED.

BUT THERE'S AN AMENDMENT IN IT NOW THAT GOES FROM 200 $200,000 AND $300,000.
