[00:00:03] >> I'D LIKE TO CALL THIS MEETING TO ORDER. THIS IS THE FORT PIERCE REDEVELOPMENT AGENCY. IT'S FEBRUARY 8TH. PLEASE STAND FOR THE PLEDGE OF ALLEGIANCE. (RECITING THE PLEDGE OF ALLEGIANCE ] >> CALL THE ROLL PLEASE. >> CHAIRWOMAN HUDSON FSHLGS PRESENT. >> COMMISSIONER GAINES. PRESENT. >> >> THE FIRST ITEM ON THE AGENDA WAS APPROVAL OF THE MINUTES BUT THEY'RE NOT THERE. SO, WE'LL DO THAT NEXT TIME. COMMENTS FROM THE PUBLIC? >> ANYONE FROM THE PUBLIC THAT WOULD LIKE TO -- SEEING NO MOVEMENT WE'LL MOVE ON. [a. Approval of the Amended and Restated Agreement for Development of King's Landing.] >> OKAY. UNDER NEW BUSINESS WE HAVE APPROVAL OF THE AMENDED AND RESTATED AGREEMENT FOR THE DEVELOPMENT OF KING'S LANDING. >> MADAM CHAIR AND MEMBERS OF THE BOARD WE HAVE OUR ECONOMIC DEVELOPMENT MANAGER THAT IS GOING TO GIVE US A BRIEF OVERVIEW OF THE AMENDMENT THAT HAS BEEN PRESENTED TO THE CITY COMMISSION AND IS NOW COMING FOR FINAL AMROVL TO THE FPRA BOARD. WE ALSO HAVE REPRESENTATIVES FROM THE AUDUBON DEVELOPMENT GROUP MR. DOBBINS AND MR. DALE. THEY'LL HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE. >> MEMBERS OF THE FRA BOARD. THERE'S A CONNECTION ERROR, LINDA. LET ME TRY TO DO IT FROM OVER HERE. SO WE ARE HERE WITH A LOT OF EXCITING NEWS AS YOU ALL ARE VERY AWARE WITH YOUR OTHER HAT THERE'S BEEN A LOT OF EXCITEMENT ROUNDING KING'S LANDING. THE LAST KIND OF PIECE IS FOR THIS BOARD TO APPROVE THE AMENDED AND RESTATED AGREEMENT. I JUST WANT TO BRIEFLY GO BACK TO KIND OF HOW WE STARTED WITH THE AGREEMENT ITSELF. IT WAS APPROVED AND EXECUTED ON DECEMBER 2, 2019. WE CAME BEFORE YOU IN FEBRUARY TO AMEND -- TO PROVIDE FOR THE FIRST AMENDMENT WHICH WAS AMENDING SOME OF THAT ZONING LANGUAGE THAT WE HAD IN THERE. WE ADJUSTED IT TO THE NEW CBD ZONING DISTRICT THAT WE HAVE. AND THEN MARCH 25, 2020 WE EXECUTED THE MEMORANDUM OF UNDERSTANDING DUE TO THE COVID STATE OF EMERGENCY. THAT PUT ALL TIME PERIODS ON HOLD WHICH IS REALLY WHAT WE'RE HERE TO DISCUSS TODAY. JANUARY 18TH YOU GUYS AS THE CITY COMMISSION APPROVED THIS AGREEMENT AND BEING THAT IT IS A THREE PARTY AGREEMENT IT NEEDS TO COME BEFORE THE FPRA BOARD. >> WHAT THE MAJOR CHANGES? OF COURSE THE ADJUSTED TIME PERIODS DUE TO THE PANDEMIC. ALL OF THOSE HAD TO BE PUSHED AND THEY'VE BEEN REVISED. THE PHASING SCHEDULE REMAINS THE SAME WITH INFRASTRUCTURE OBVIOUSLY BEING FIRST. THE HOTEL BEING FIRST. BUT THEY'VE ALSO INCLUDED AN OPTION TO INCLUDE THE TOWN HOMES ON BACKUS IN THAT FIRST PHASE. THERE IS SOME LANGUAGE CHANGES WITH REGARD TO THE HOTEL PARCEL LAND TRANSACTION. ORIGINALLY IF YOU RECALL THERE WAS A HOTELIER ON BOARD FROM THE VERY BEGINNING. AUDUBON WAS GOING TO CONVEY OR SELL THE PROPERTY TO THIS HOTELIER AND USE THAT MONEY TO PUT INTO ESCROW TO FUND THE INFRASTRUCTURE. THAT LANGUAGE HAS CHANGED BECAUSE THAT HOTELIER IS NO LONGER INVOLVED AND AUDUBON IS GOING TO FUND THE INFRASTRUCTURE ON HIS OWN. THE FINAL CHANGE IS A NEW SECTION WITH REGARD TO THE BURIED DEBRIS REMOVAL. THE FPRA BOARD APPROVED IN JULY OF LAST YEAR THE CONTRIBUTION OF $170,000 TO ASSIST WITH REMOVEMENT OF THAT DEBRIS FOUND THROUGH THAT GROUND PENETRATING RADAR THAT WE CONTRIBUTED TO IN THE DUE DILIGENCE PHASE. WHERE DO WE GO INTEREST HERE. FROM HERE? LAST NIGHT YOU GRACIOUSLY APPROVED THE SITE PLAN SO WE ARE MOVING FORWARD JANUARY 18TH AND FEBRUARY 7TH THAT WAS APPROVED. TONIGHT WE'RE LOOKING AT THE APPROVAL OF THE AMENDED AND RESTATED AGREEMENT. IF APPROVED WE'RE GOING MOVE FORWARD WITH THE CONVEYANCE OF THE PROPERTY. WE HAVE SPECIFIC TIME PARAMETERS IN THE AGREEMENT THAT WE NEED TO ACCOMPLISH THAT. WE'RE GOING TO PROBABLY CONVOY THE PROPERTY TO THE FPRA BOARD FIRST FROM THE CITY THEN TO AUDUBON. THEN 136 DAYS AFTER CLOSING WE WILL EXPECT THE FIRST SUBMISSION OF THE BUILDING PERMIT FOR PHASE 1. WITH THAT I'LL BE HAPPY TO ANSWER ANY QUESTIONS. >> YOU SAID CONVEY FROM THE CITY TO THE FPRA. SO THE CITY OWNS -- >> SOME OF THE PROPERTIES. >> THE CLEAN UP I KNOW THE FPRA HAD TO BE THE OWNER BECAUSE THE POLLUTERS COULD NOT TAKE [00:05:02] ADVANTAGE OF ANY TYPE OF GRANTS THAT WOULD HELP US I WAS CONFLICTED. >> THERE WILL BE A RESOLUTION PRESENTED TO THE CITY COMMISSION AND IT WILL EXPLAIN THE PARCELS AND EXPLAIN WHAT ACTIONS ARE BEING AUTHORIZED BY CITY STAFF. >> BUT NOTHING BACK TO THE FPRA? BECAUSE I THOUGHT I HEARD THAT. SO THE LANGUAGE ON THE HOTEL, TELL ME WHAT THAT IS. WHAT THAT LANGUAGE IS ON THE HOTEL. >> THERE WERE SPECIFICS REGARDING THE FIRST HOTELIER AND HOW THAT TRANSACTION WAS GOING TO TAKE PLACE. THAT'S JUST BEEN REMOVED BASICALLY. ALL THAT SECTION ABOUT HOW THEY WERE GOING TO TAKE THE PROCEEDS FROM THAT SALE AND PUT THAT INTO ESCROW TO FUND THE INFRASTRUCTURE WHICH I BELIEVE WILL BE DONATED BACK, THAT'S BEEN REMOVED. >> SO WE'RE STARTING WITH A BLANK SLATE? >> BASICALLY. THE HOTEL IS IN THE FIRST PHASE. THERE'S LANGUAGE ABOUT THE HOTEL MEETING TO BE THERE. BUT THE LANGUAGE ABOUT THAT LAND TRANSACTION HAS BEEN REMOVED. >> WHEN YOU SAY SUBMIT FOR BUILDING PERMIT FOR CONSTRUCTION OF PHASE 1 WILL WE HAVE ALREADY -- WILL THE CLEAN UP OF THE DEBRIS ALREADY HAVE HAPPENED? >> WE HOPE THIS IS HAPPENING SIMULTANEOUSLY. WE WEREN'T GOING TO MAKE THAT CONTRIBUTION UNTIL HIS CONTRACTORS WERE OUT THERE WORKING ON THIS WHICH WOULD HAPPEN BEFORE THAT. >> BECAUSE WHAT THE FAUA WAS CHARGED TO DO IS CLEAN UP THE TOXIC CHEMICALS. THEY WERE NOT CHARGED TO CLEAN UP BURIED CONCRETE MATERIALS OR WHATEVER. >> THAT'S CORRECT. >> OKAY. >> ANY OTHER QUESTIONS? ANY DISCUSSION OR A MOTION? >> I MOVE FOR THE APPROVAL. >> SECOND. >> THERE'S A MOTION AND SECOND. CALL THE ROLL PLEASE. (ROLL BEING CALLED). [b. Approval of the First Amendment to the Development Agreement for Oaks at Moore's Creek Phase II.] >> THE NEXT ITEM IS APPROVAL OF THE FIRST AMENDMENT THE DEVELOPMENT AGREEMENT FOR OAKS AT MOORE'S CREEK PHASE 2. >> MADAM CHAIR, THIS TIME WE HAVE A SPECIAL PROJECTS COORDINATOR. SHE IS GOING TO GIVE US AN OVERVIEW OF THE FIRST AMENDMENT TO THE DEVELOPER'S AGREEMENT WITH OUR DEVELOPMENT PARTNERS THAT ARE FOCUSING ON PROVIDING WORKFORCE HOUSING WITHIN THE LINCOLN PARK DISTRICT. >> GOOD AFTERNOON. HOLD ON JUST A SECOND. OKAY. TODAY THIS EVENING I AM GOING TO PRESENT TO YOU THE AMENDMENT THAT, FIRST AMENDMENT THAT WE'VE BEEN WORKING ON WITH THE DEVELOPERS AS WELL AS WITH THE CITY ATTORNEY IN REFERENCE TO THE RESIDENTIAL DEVELOPMENT OAKS AT MOORE'S CREEK PHASE 2. JUST A LITTLE REVIEW OF HOW WE ALL BEGAN. THIS JOURNEY BEGAN BACK IN, WELL BEFORE JUNE 8, 2021. BUT THAT IS WHEN YOU ALL APPROVED THE DEVELOPMENT AGREEMENT AND IT WAS EXECUTED AND WE BEGAN TO MOVE FORWARD. IN AUGUST THE DEVELOPERS DECIDED TO KIND OF COMBINE AND SO NOW WE ARE DEALING WITH OMC LLC A TOTAL COMMITMENT SO WE'RE NOT JUST WORKING WITH TWO ENTITIES WE'RE WORKING WITH ONE AS THE DEVELOPER OF THIS PROPERTY. IN OCTOBER AS AN AGREEMENT BETWEEN THE PARTIES WE DECIDED TO EXTEND THE DUE DILIGENCE PERIOD. AND THEN IN NOVEMBER WE PRESENTED A REQUEST TO THE CITY COMMISSION FOR THE APPROVAL OF FUNDING FOR THE INFRASTRUCTURE FOR THIS RESIDENTIAL DEVELOPMENT OF 15 HOMES. SINGLE-FAMILY HOMES. TODAY WHAT WE'RE LOOKING AT IS THE DEVELOPMENT -- AN AMENDMENT TO THAT AGREEMENT BECAUSE SOME THINGS HAVE TRANSPIRED. IN ORDER TO CONTINUE TO MOVE THE PROJECT FORWARD, THERE ARE THINGS THAT WE WOULD LIKE FOR YOU TO CONSIDER. IN WORKING WITH THE DEVELOPERS WE HAVE OFFERED TO INSTEAD OF JUST PROVIDING THE FUNDING FOR THE INFRASTRUCTURE [00:10:01] FOR THIS DEVELOPMENT, WE OFFERED TO ALSO DO THE IMPROVEMENTS OR DO THE INSTALLING AND CONSTRUCTION OF THE INFRASTRUCTURE FOR THE DEVELOPMENT. AND SO THAT IS GOING TO BE THE SOLE RESPONSIBILITY OF THE CITY OF FORT PIERCE. THE FORT PIERCE FPRA. THE DEVELOPERS WILL BE SOLELY RESPONSIBLE FOR RE-PLATING THE PROJECT FOR THIS DEVELOPMENT. BECAUSE OF THOSE THINGS AND THE DIFFERENT CHANGES THAT HAVE TAKEN PLACE, THE DUE DILIGENCE PERIOD FOR THE AGREEMENT WILL BE EXTENDED 270 DAYS. SO WE'RE LOOKING AT MARCH 7, 2022 FOR THE END OF THE DUE DILIGENCE PERIOD. UPON COMPLETION OR UPON ACCEPTANCE OF THE AMENDMENT OR APPROVAL OF THE AMENDMENT WE ARE LOOKING FOR MOVING FORWARD WITH THIS PROJECT TO COMPLETION. WE EXPECT THE PROJECT WE PLAT WILL BE COMPLETED BY SEPTEMBER 30, 2022. WITH THAT THEN WE WILL BE ABLE TO MOVE FORWARD WITH BEGINNING THE INSTALLATION OF THE INFRASTRUCTURE FOR THE DEVELOPMENT. AND WE ANTICIPATE THAT IT SHOULD BE COMPLETED BY THE END OF THE YEAR. AND THEN BETWEEN JANUARY AND MARCH OF 2023 WE HOPE TO CLOSE THOUGH PROPERTY AND CONVEY TO THE DEVELOPERS SO WE CAN BEGIN THE CONSTRUCTION OF THE FIRST SET OF THREE HOMES. AND THAT'S IT. ANY QUESTIONS? >> MAYOR: QUESTIONS OF STAFF? >> LOOKS LIKE THOSE TWO TIMEFRAME'S AT THE END OVERLAP EACH OTHER. >> YES THEY DO. BECAUSE WE'RE NOT CERTAIN -- THE DATES AREN'T CERTAIN AND THEY'RE SUBJECT TO CHANGE. ONE, BECAUSE THE INFRASTRUCTURE, I KNOW IN SPEAKING WITH OUR CITY ENGINEER THERE WILL BE SOME APPROVALS WE'LL NEED TO GET FROM SOUTH FLORIDA WATER MANAGEMENT DISTRICT AND OTHER ENTITIES OUTSIDE OF OUR NORMAL PROCESS. AND THAT MAY OR MAY NOT EXTEND OUR COMPLETING THE INFRASTRUCTURE. BECAUSE THE PROPERTY CLOSING IS CONDITIONAL UPON THE COMPLETION OF THE INFRASTRUCTURE. AND THE PLAT ALL HAS TO BE DONE. >> OKAY. I DIDN'T SEE THE AGREEMENT ON THE AGENDA ITEM. >> IT WASN'T ATTACHED TO MINE. >> OKAY. SO THAT'S OKAY. WHAT I WAS THINKING ABOUT IS THE PROCESS OF WHAT YOU JUST STATED IS THE INFRASTRUCTURE. SO INFRASTRUCTURE'S UNDERGROUND. PERMITTING, STORMWATER, IS THAT WATER AND SEWER ALSO -- >> YES, SIR. ALL THINGS KNOWN AS INFRASTRUCTURE. GOT IT. SO WHAT I WAS THINKING ABOUT TOO IS BUILDING PERMITS. IS THERE ANYTHING WE CAN DO -- WHAT I DON'T WANT TO SEE IS WE EXTEND THIS SO FAR OUT THAT WE'RE NOT EVEN IN THE BUILDING PERMIT PROCESS. SO IS THERE SOME KIND OF PROCESS THAT WE CAN UNDERTAKE WITHOUT INCURRING THE STATE STATUTE OR VIOLATING A STATE STATUTE ABOUT PERMIT REVIEW OR SOMETHING LIKE THAT. I'D LAKE TO SEE THAT IN MOTION SO WE CAN ACTUALLY PUT SHOVELS IN THE GROUND, YOU KNOW, BY THAT EARLY SPRING OF 2023. >> YES. >> INSTEAD OF GOING I'M GOING TO GO TO PERMIT THEN WE'VE GOT ANOTHER 60 OR 90 DAYS FOR THREE OR FOUR HOMES COMING OUT OF THE GROUND. SO. >> WITH THAT I THINK THE INFRASTRUCTURE BEING BROUGHT IN HOUSE I THINK THAT WILL HELP TO EXPEDITE SOME OF THE THINGS THAT MAY HAVE OCCURRED OR THAT OCCURS DURING THAT PROCESS. HOPEFULLY WE'LL BE ABLE TO -- I MEAN, IT IS OUR GOAL TO MAKE SURE THAT WE DO NOT -- THAT WE DON'T HINDER THIS PROCESS. WE WANT TO KEEP IT MOVING AND MOVE OUT ANY OBSTACLES THERE MAY BE THAT WE MAY ENCOUNTER. >> SO ANOTHER COMPONENT OF INFRASTRUCTURE JUST ONE LAST QUESTION. WHAT ABOUT LANDSCAPE IN THE AREA? IS IT STREET FRONT LANDSCAPE? IS IT ON THE PROPERTY WITH THE HOUSE? HOW DOES THAT WORK? >> I KNOW THERE'S GOING TO BE SOME LANDSCAPING AND ALSO LIGHTING AS PART OF THAT INFRASTRUCTURE. >> PART OF WHAT WE'RE SPENDING. >> YES WHAT WE'RE SPENDING THE FUNDS FOR. >> BUT THE SINGLE-FAMILY HOMES WILL HAVE ITS OWN LANDSCAPE DEVELOPMENT BASED ON THE DEVELOPER.? ABSOLUTELY. >> THANK YOU. >> KIND OF FOLLOWING WITH THAT JUST A COUPLE OF QUESTIONS. THEY HAVEN'T SUBMITTED SITE PLAN AND ANY OF THAT STUFF YET, THAT'S COMING AT SOME POINT RIGHT? >> YES. >> I AM ASSUMING AT SOME POINT WE'LL SEE AN EVEN LARGER BUILD OUT OF MILESTONES AND TIMETABLES WHEN THAT IS GOING TO COME AND YOU WILL BE ABLE TO GIVE US THAT RIGHT? >> YES, SIR. >> YOU MENTIONED THREE HOMES AT FIRST. IS THAT THE PLAN IN BUILDING THEM IN THIRDS? THREE, THREE, THREE AND FIVE PHASES? [00:15:02] I'M JUST CURIOUS. >> I THINK WHAT THEY'RE HOPING TO DO IS BUILD THEM AS WE HAVE INDIVIDUALS THAT QUALIFY FOR THE HOMES. >> THAT'S WHERE I WANTED TO GO. MY FINAL QUESTION WAS, HAVE WE BEGUN THE PROCESS OF THAT QUALIFICATION PERIOD? SO WE'RE TALKING MAYBE HAVING A HOME STARTED SOMEWHERE MAYBE IN FEBRUARY, MARCH. IT DON'T TAKE TA LONG TO BUILD BUT MAY TAKE LONGER FOR PEOPLE TO GET QUALIFIED FOR THAT. HAVE WE STARTED THAT PROCESS? >> DO YOU MIND IF I JUMP IN ON THIS ONE? THE DEVELOPER'S RESPONSIBLE FOR THE CONSTRUCTION OF THE HOMES. ALL THE UP LAND IMPROVEMENTS AND THE I GUESS PRE-QUALIFICATION, QALIFICATION, APPROVAL, FINANCEING OF AND FOR THE SALE OF THE HOMES WE SHALL BE COMPLETELY REMOVED FROM THAT PROCESS. WE WILL NOT HOLD MORTGAGES. WE WILL NOT BE INVOLVED WHATSOEVER. >> I GOTCHA. >> ONLY THING THAT WE'RE DOING IS WE ARE WORKING WITHIN THE PUBLIC RIGHT OF WAY AND WE'RE GOING TO PROVIDE ALL OF THE UTILITIES, TELECOMMUNICATIONS AND EVERYTHING WE POSSIBLY CAN TO ENHANCE THE AREA AND PREPARE IT FOR UPLAND RESIDENTIAL DEVELOPMENT. >> I AM ASKING BECAUSE PEOPLE ARE WATCHING THIS AND PEOPLE HAVE ASKED ABOUT THE DEVELOPMENT OF THIS PIECE OF PROPERTY BECAUSE WE'VE TALKED ABOUT IT. SO, YOU KNOW, I WANT THOSE THAT ARE WATCHING TO KNOW THAT, YOU KNOW, PREPARATION BEGINS NOW FOR HOME OWNERSHIP. AND THAT, YOU KNOW, YOU VERY CLEARLY STATED THAT WE ARE THE CITY OF FORT PIERCE AND THE FPRA WE ARE REMOVED FROM THAT PROCESS. SO IF ONE WANTS TO QUALIFY FOR A HOME THEY SHOULD BE DIRECTED TO OM -- WHATEVER THAT -- >> OMCI. >> I'M JUST HOPING WE PUT THAT -- >> TO ADD TO THAT, OUR GRANTS MANAGEMENT DIVISION HAS HELD PREVIOUS A FIRST-TIME HOME BUYER WORKSHOP. AND THEY'VE ALSO BEEN IN CONTACT WITH THE FLORIDA HOUSING COALITION -- COUNCIL -- YES, WORKING TOGETHER WITH THEM TO ASSIST WITH THE FIRST TIME HOME BUYER INFORMATION. AND ALSO, IN ADDITION TO THAT, MS. GARDNER HAS ALSO RECEIVED TRAINING FROM THAT STATE ORGANIZATION TO BE A HOUSING COUNSELOR. AND IN SPEAKING WITH HER, SHE HAS ALREADY I THINK ONE PERSON HAS BEEN QUALIFIED. NOT FOR THIS PARTICULAR PROJECT BUT QUALIFIED TO RECEIVE A HOME OR BEGIN TO LOOK FOR A HOME. SO WE HAVE MADE -- WELL THE CITY AND FPRA STAFF HAS MADE CONNECTIONS IN THE COMMUNITY TO ENSURE THIS INFORMATION AS IT RELATES TO THIS DEVELOPMENT AND OTHER DEVELOPMENTS ARE GETTING OUT IN THE COMMUNITY IN HOPING OF PREPARING OUR RESIDENTS FOR WHAT'S ON THE HORIZON. >> THAT'S WHERE I WANT TO GO, RIGHT. I WANT TO MAKE SURE THAT WORD IS GETTING OUT. THEY KNOW THE PROCESS AND WE'RE NOT IN THE MIDDLE OF IT AND THEY'RE AWARE OF IT AND MAYBE OUR CRA ADVISORY CAN HELP WITH THIS AND ADVERTISING THIS TO GET IT OUT THERE. BECAUSE THE LAST THING WE WNT ARE HOMES TO BE BUILT AND SITTING VACANT FOR A WHILE WITH NO HOMEOWNERS IN IT. THAT CREATES OPPORTUNITY FOR VANDALISM AND OTHER STUFF. THE SOONER WE HAVE MORTGAGES AND THINGS TIED IN, THE SOONER ON TAX ROLLS THOSE ARE THINGS WE MOVE FORWARD IT. IT TAKES TIME TO DO THAT. I WANTED TO UNDERSTAND BECAUSE I DIDN'T KNOW AND I'M GLAD YOU CLEARED IT UP THAT WE'RE NOT THE MORTGAGE BUSINESS. I GET THAT. NOT SAYING WE WERE BUT I WANT THE PUBLIC TO UNDERSTAND THIS. >> YOU GUYS JUMPED ON ME ABOUT THAT COUPLE OF YEARS AGO. SO DEFINITELY NOT GOING TO GET IN THAT. >> WE MADE IT CLEAR WE NEVER WANTED TO BE IN THE MORTGAGE BUSINESS AGAIN. >> I WOULD AGREE. BUT I WANT PEOPLE TO KNOW THAT'S LISTENING THO THIS BECAUSE I'VE HAD INQUIRYS. THEY KNOW IT'S COMING NAME JUST WANT TO BE ABLE TO POINT THEM IN THE RIGHT DIRECTION TO GET YOURSELF IN LINE TO GET A HOUSE AND THIS IS HOW YOU DO IT. >> THEY'RE GOING TO HAVE BE AGGRESSIVE STRATEGY AS THEIR OWN ENTITY AND ORGANIZATION THEY'RE GOING TO GET OUT TO THE COMMUNITY. THEY'RE WORKING WITH THE FLORIDA FINANCE CORPORATION I BELIEVE THAT'S WHAT IT IS ON THE CLOSING THE GAP GRANT THAT WE ALSO RECEIVED. SO EDUCATION, AWARENESS, MARKETING, PROMOTION, THEY HAVE THEIR OWN WING THAT'S GOING TO BE FOCUSED ON THAT. THEY WILL NOT BE BUILDING SPEC HOMES. THERE WILL NOT BE EMPTY HOMES SITTING THERE. THEY WILL HAVE EVERYONE PRE-QUALIFIED APPROVED AND READY FOR FINANCEING AS THEY BUILD THESE HOMES. SO WE WON'T SEE THAT TYPE OF PROBLEM. >> AND THEY WILL PROBABLY CHOOSE THEIR MODEL RIGHT? >> YES, MA'AM. THAT'S BETWEEN THE BUYER AND THIS GROUP. >> THEY WILL HAVE FOUR MODELS. I THINK THAT'S WHAT YOU ARE SEEING IN FRONT OF YOU. YES. >> SO IF I COULD BOUNCE BACK TO THE BUILDING PERMIT PROCESS. I'VE SEEN WHERE THESE TRACK HOME TYPE DEVELOPMENTS ARE [00:20:04] PRE-APPROVED IN THE BUILDING DEPARTMENT BECAUSE IT'S THE SAME HOME AND FOUR DIFFERENT OPTIONS. THERE'S A TEMPLATE. THEY GO THROUGH IT. YOU GET QUALIFIED AND NOW WE GOT TO GO THROUGH THE PERMITS AND WE'LL SEE YOU IN NINETY DAYS. JUST TRYING TO SAY? ADVANCE WE'RE ALL IN THE SAME COMMISSION HERE. THAT'S MY THINKING. THANK YOU. >> MAYOR: COMMISSIONER GAINES? >> COMMISSIONER: LIKE TO FOLLOW UP ON THE OTHER COMMISSIONERS. LET'S JUST GET THE WORD OUT BECAUSE I'M ALSO GETTING BOMBARDED WITH THIS AND WHEN IS IT STARTING. I WOULD LIKE TO BE ABLE TO TELL SOMEBODY DON'T COME TO THE CITY, GO HERE, GO THERE, AND DO IT NOW. SO WHEN WE'RE READY THEY'LL BE READY. SO I AM JUST ASKING ANYTHING I CAN HELP TO GET THE WORD OUT OR GET ON THAT TEAM TO GET THE WORD OUT, LET'S DO IT. >> MAYOR: MR. MIMMS, WE CONTRIBUTED THE INFRASTRUCTURE TO THE FIRST PHASE ALSO. DID WE NOT FPRA? >> ARE YOU TALKING ABOUT THE EXTERIOR? >> MAYOR: YES. >> SO THIS IS IN KEEPING -- US PROVIDEING THERE INFRASTRUCTURE IS IN KEEPING WITH THIS KIND OF DEVELOPMENT THAT WE WANT TO HELP -- I WANT OUR PUBLIC TO KNOW THAT WE'RE CONTRIBUTING TO THIS PROJECT TOO. SOME ABSOLUTELY. YES, MA'AM. THE FIRST PHASE OF OAKS MOORE'S CREEK IS SIMILAR TO THE SUBDIVISION WHEREBY WE IMPROVE THE PUBLIC INFRASTRUCTURE THEN THE DEVELOPERS CAME IN AND BUILT THE HOMES. SO YES THIS IS CONSISTENT WITH US TRYING TO DEVELOP THIS WORKFORCE HOUSING AND AFFORDABLE HOUSING COMPONENT THAT WE SO SORELY NEED IN OUR COMMUNITY. >> MAYOR: SO IT'S PART OF OUR PLAN AND SOMETHING THAT WE HAVE -- WERE CALCULATED TO DO AND WANT TO HELP IMPROVE THAT WHOLE AREA. SO, ALRIGHTY. THANK YOU. OKAY. YES, SIR? >> COMMISSIONER: SO IT'S NOT ATTACHED TO THE AGENDA ITEM. WHAT'S THE PART THAT IS SUBMITTED? JUST THE TIME SCHEDULE OR CAN I SEE THE AMENDMENT PLEASE. >> CAN I ASK A QUICK QUESTION. I THINK WE HAVE A PROBLEM WITH IT NOT BEING ATTACHED. ONLY BECAUSE THE PUBLIC HAS TO HAVE AN OPPORTUNITY TO COMMENT ON SOMETHING AND THERE'S NOTHING TO COMMENT UPON. >> COMMISSIONER: BRING IT BACK NEXT MONTH. >> SORRY. >> I DON'T KNOW IF THIS HELPS, MAYOR AND COMMISSIONERS, I CAN TELL YOU RIGHT NOW CONCEPTUALLY WHAT'S ON THE TABLE AND WHAT'S THE DIFFERENCE BETWEEN THE ORIGINAL AGREEMENT AND THIS AMENDMENT. NUMBER ONE BEING THE EXTENSION OF THE DUE DILIGENCE PERIOD TO 270 DAYS. NUMBER TWO, BEING THE INFRASTRUCTURE. BECAUSE THE ORIGINAL AGREEMENT PROVIDED FOR THE DEVELOPER TO DO ALL OF THE INFRASTRUCTURE. AND IN ORDER TO CONTROL COSTS AND BASICALLY FOR US TO HAVE MORE CONTROL OVER THE PROCESS WE BROUGHT THAT IN HOUSE. SO THAT WAS THE MAIN FOCUS OF THIS AGREEMENT. THIS AMENDED AGREEMENT AND WHAT'S GOING TO COME BACK BEFORE YOU. THAT SPELLS OUT ALL ASPECTS OF INFRASTRUCTURE. IT DEFINES IT. IT REFERENCES LANDSCAPING, COMMISSIONER JOHNSON. IT REFERENCES WHERE THE INFRASTRUCTURE IS GOING TO BE PLACED, ET CETERA. IN ADDITION TO THAT, IT MOVES THE CLOSING DATE. THE CLOSING DATE WAS ORIGINALLY NOT TIED TO THE COMPLETION OF INFRASTRUCTURE. NOW IT WILL BE. SO ONCE THE INFRASTRUCTURE IS DONE WITHIN SIXTY DAYS OF THAT WE'LL CLOSE. AND THAT WAY AT THAT POINT -- IN THE TALKS LEADING UP TO GET US TO THIS POINT, I THINK IT WAS CON TEM 34R5I9 PLATING THAT THE CITY ENGINEER WOULD BE WORKING ON PLANS FOR THE INFRASTRUCTURE. AND I WOULD IMAGINE THE DEVELOPER WOULD BE WORKING ON GETTING PERMITTING AND THOSE THINGS READY TO GO ONCE THE INFRASTRUCTURE'S COMPLETE. SO AND THE REASON WHY IT WASN'T ATTACHED IS BECAUSE WE WERE NEGOTIATING RIGHT UP UNTIL THE LAST MINUTE. AND I DIDN'T CATCH IT I'M SORRY. >> MAYOR: IT'S ALL RIGHT. I MEAN, I UNDERSTAND THAT'S TIMING. CAN WE VOTE ON IT AND CURE IT NEXT TIME OR DO WE HAVE TO WAIT TO VOTE ON IT? >> COMMISSIONER: I HAVE A RECOMMENDATION. I APPRECIATE THE PRESENTATION. IS THE GIST OF THE AMENDMENT. IF WE CANNOT TAKE FORMAL ACTION DUE TO THE LACK OF INFORMATION THAT WAS PRESENTED, LET'S JUST HOLD OFF ON A VOTE. YOU'VE BEEN GIVEN THIS FOR YOUR INFORMATION PURPOSES FOR YOU TO CONSIDER. WE'LL BRING IT BACK FOR A FORMAL VOTE AT A NEXT MEETING. >> MAYOR: COMMISSIONER JOHNSON I DON'T WANT TO HOLD IT UP [00:25:03] ANYMORE. >> COMMISSIONER: JUST WANT TO MAKE SURE WE SEE THE AGREEMENT. I THINK THE PUBLIC NEEDS TO SEE IT TOO. >> I THINK THAT WOULD PUT US ONE DAY OUT, MAYOR. I'M SORRY FOR INTERRUPTING BUT THE DUE DILIGENCE PERIOD IS EXTENDED RIGHT NOW TO THE 7TH. I THINK OUR NEXT MEETING IS ON THE 8TH OF MARCH. >> MAYOR: WE CAN LIVE WITH THAT. >> COMMISSIONER: IT WILL BE A SHORT CONVERSATION. >> MAYOR: RIGHT. GOOD WORK. SO DO WE HAVE TO HAVE A FORMAL POSTPONEMENT OR ANYTHING LIKE THAT? >> PUT IT ON THE NEXT AGENDA. CATCH IT NEXT TIME. I'M SORRY. >> MAYOR: THANK YOU. [c. FPRA Resolution 22-01 Appointing members to the CRA Advisory Board.] >> NEXT WE HAVE FPRA RESOLUTION 22-01 A RESOLUTION OF THE FORT PIERCE REDEVELOPMENT AGENCY A DEPENDENT SPECIAL DISTRICT OF THE CITY OF FORT PIERCE, FLORIDA CERTIFYING THE APPOINTMENT OF MEMBER'S TO THE ADVISORY COMMITTEE AND PROVIDING FOR AN EFFECTIVE DATE. THIS RESOLUTION APPOINTS MR. DANIEL LEE AS CURTIS JOHNSON'S APPOINTEE. LISA ROGERS AS COMMISSIONER TOM PERONA'S APPOINTMENT. AND BRANDON NOBEL AS THE AT LARGE MEMBER TAKING OVER THE TERM OF CHRISTINA GIVENS. I WILL TELL YOU THAT AFTER THIS AGENDA WAS PUBLISHED AND I DID GET AN ADDITIONAL APPLICATION FROM SOMEONE THAT WAS AFTER THE DEADLINE THAT WE HAD ESTABLISHED SO IT WAS ROBERT PORTIER. I THINK HE WAS -- SO ANY WAY IF YOU WOULD LIKE TO CONSIDER HIM FOR THE AT-LARGE POSITION AS OPPOSED TO BRANDON NOBEL I WOULD JUST HAVE TO HAVE YOU GUYS TALK ABOUT IT AND YOU WOULD JUST -- WE CAN CHANGE THE RESOLUTION TO ADJUST THAT INDIVIDUAL. >> COMMISSIONER: MADAM MAYOR, I'M GOOD WITH THE THREE. I WAS GOING TO TALK ABOUT ALL THREE OF THEM TODAY. MR. PORTIER DOES A GREAT JOB AND I THINK IF THERE'S AN OPENING WE SHOULD HOLD THAT AND PUT HIM ON THERE. >> I THINK HE'S BEEN ON OTHER THINGS. >> COMMISSIONER: HE'S BEEN SERVING FOR A LONG TIME. SINCE 1990'S. >> MAYOR: A LONG TIME. YEP. SO IF EVERYBODY'S GOOD WITH THIS RESOLUTION I'LL ENTERTAIN A MOTION. >> COMMISSIONER: MOTION TO ACCEPT AND NOMINATE THE APPLICANTS. >> COMMISSIONER: SECOND. >> MAYOR: MOTION AND A SECOND. CALL THE ROLL PLEASE. (ROLL BEING CALLED) [8. STAFF COMMENTS] ALL YESES. >> NEXT STAFF COMMENTS. >> COMMISSIONER: WE DO HAVE THREE TALENTED INDIVIDUALS THAT ARE GOING TO GIVE YOU A VERBAL UPDATE ON A COUPLE PROJECTS. THEY ASK THEY COME UP AT THIS TIME. >> MAYOR: WHERE ARE THE TALENT? >> COMMISSIONER: WE CAN CALL THE CHAIR OF THE CRA ADVISORY BOARD TOO. (LAUGHTER) >> MAYOR: SHE IS SO FAITHFUL. ALWAYS COMES. THANK YOU VERY MUCH. >> COMMISSIONER: WE HAVE A COUPLE OF SIGNIFICANT PROJECTS AND I JUST WANT YOU ALL TO JUST BE UPDATED ON IT. WE GOT A LOT OF THINGS BREWING. SO MIRIAM'S GOING TO KICK US OFF. >> GOOD EVENING CHAIRMAN HUDSON, MEMBERSED OF THE FPRA BOARD. GREAT TO BE HERE. I AM GOING TO GIVE A BRIEF OVERVIEW OF OUR FPRA COMMERCIAL GRANTS. THE STATUS OF THEM. THE FIRST ONE THAT WE LAUNCHED WAS THE COMMERCIAL FACADE GRANT. THAT ONE WE RECEIVED THIRTY FOUR PRE-APPLICATIONS AND THE APPLICATION PHASE JUST FINISHED A COUPLE OF WEEKS AGO AND WE RECEIVED THIRTY OF THOSE APPLICATIONS. THEY'RE BEING EVALUATED NOW BY THE EVALUATION COMMITTEE. THEY WILL GO BEFORE THE CRA ADVISORY COMMITTEE ON MARCH 2 THEN COME BEFORE YOU AT THE MARCH 8FPRA MEETING. THE OTHER IS THE INTERIOR UPLIFT GRANT. WE RECEIVED APPROXIMATELY TWENTY APPLICATIONS. THAT APPLICATION PERIOD SKIERS MARCH 16TH. THEY HAVE ADDITIONAL TIME TO SUBMIT THEIR PLANS AND THE REQUIRED INFORMATION. THOSE APPLICATIONS WILL BE REVIEWED AND THE CRA ADVISORY COMMITTEE WILL REVIEW THOSE ON APRIL 6TH THEN THEY WILL COME BEFORE YOU AT THE MAY 10THFPRA BOARD MEETING. THAT'S WHERE WE STAND RIGHT NOW. >> MAYOR: IS THAT A GOOD RESPONSE? >> DEFINITELY. I FEEL LIKE THE EXTERIOR HAD, YOU KNOW, THE MOST RESPONSE. BUT, YOU KNOW, FOR THE INTERIOR, WE HAD TWENTY SO. >> MAYOR: GOOD. ANY QUESTIONS OF STAFF? THANK YOU. >> YOU'RE WELCOME. THANK YOU. >> MAYOR: WHO IS NEXT? >> I CAN GO. I AM REALLY PLEASED WITH THE CALIBER OF THE [00:30:01] APPLICATIONS THAT WE RECEIVED TOO. WE REQUEST ADD LOT OF INFORMATION. IT WASN'T JUST LIKE LET'S THROW MY NAME OUT THERE. IT IS A FIFTY-FIFTY MATCH. THEY HAD TO GET QUOTES, CONTRACTOR, DESIGN PLANS. IT WAS A LOT. SO I'M VERY PLEASED WITH WHAT WE RECEIVED. BUT I'M NOT HERE TO TALK ABOUT THAT. FISHERMEN'S WHARF, THE DUE DILIGENCE PERIOD ENDED DECEMBER 14TH WITHOUT EXTENSION. WOW THAT'S GREAT. WE ARE CURRENTLY IN THE APPROVAL PERIOD. SO THE CITY HAS SEVERAL OBLIGATIONS THAT WE HAVE TO MEET AND THEN, OF COURSE, THE DEVELOPER HAS THEIR LIST OF OBLIGATIONS. SO WE'RE WORKING THROUGH THOSE RIGHT NOW. WE MIGHT BE COMING TO YOU NEXT MONTH WITH AN AMENDMENT WITH OTHER THINGS THAT WE NEED TO CURE REALLY FOR THE CITY TO HAVE A LITTLE BIT MORE TIME. BUT WE'RE WORKING THROUGH EVERYTHING. WE'RE WORKING WITH ST. LUCY COUNTY, WITH THE DEVELOPER, REALLY TRYING TO GET EVERYTHING ROLLING. THAT LAND SWAP THAT I HAD COME IN AND DISCUSS ADD FEW MONTHS AGO IS UNDERWAY. WE'RE HOPING TO RECEIVE THOSE TWO PUBLIC PARKING PARCELS THAT ARE OWNED BY ST. LUCY COUNTY IN EXCHANGE FOR THE AVENUE M. EXTENSION TO ASSIST WITH THE HARBOR POINT PARK THAT ST. LUCY COUNTY IS UNDER UNDERTAKING. 301 SOUTH OCEAN DRIVE. THE DEMOLITION BEGAN YESTERDAY. THEY STARTED WITH INTERIOR AND ASBESTOS REMOVAL. THAT IS UNDERWAY AND GEARING UP TO ISSUE THAT RFP IN MARCH OF THIS YEAR. THAT IS HAPPENING RATHER QUICKLY. A QUICK UPDATE ON FPRA SURPLUS PROPERTY. WE WERE REALLY AGGRESSIVE LAST YEAR AS YOU ALL KNOW. WE ISSUED AND APPROVED TWELVE FPRA SURPLUS PROPERTIES TO BE AWARDED. ONLY FOUR WERE ACTUALLY CLOSED. SO THE REMAINING EIGHT WERE AWARDED TO THE SAME DEVELOPER, THAT SAME CONTRACTOR. UNFORTUNATELY, OUR OUTSIDE COUNCIL WHO IS HANDLING THE CLOSING WAS UNABLE TO REACH THEM. WE WERE UNABLE TO REACH THEM. SO I THINK WE'VE GIVEN THEM TEN DAYS OR SOMETHING ALONG THAT SORT BEFORE WE'RE GOING TO GO AHEAD AND REISSUE THAT RFP. IT'S UNFORTUNATE BUT, HOPEFULLY, THAT'S A SILVER LINING OF MAYBE GETTING SOMEONE WHO IS MORE RESPONSIVE TO DEALING WITH WHAT WE'RE LOOKING FOR. THAT WAS JUST A QUICK UPDATE. THAT'S ALL I HAVE. UNLESS YOU HAVE ANY QUESTIONS? >> MAYOR: ANY QUESTIONS? >> COMMISSIONER: LOCAL COMPANY, OUT OF TOWN? LOCAL. >> COMMISSIONER: OKAY. JUST COMMENT ON IT THEN. I'M GLAD THAT WE ARE PROACTIVE IN THIS AND NOT LETTING MUCH TIME ELAPSE. I KNOW WE PUT IN THE INITIAL LANGUAGE AND THE CLAW BACKS THAT THIS IS THE INTENT OF THAT. AND I THINK THAT WE WILL FIND, YOU KNOW, SOMEONE APPROACHED THE OTHER DAY INQUIRING ABOUT THESE TYPES OF THINGS SO I'M HAPPY TO SEE AT LEAST THE PROCESS WILL BE OPENED BACK UP AGAIN AND WE'LL GO THROUGH THAT PROCESS. SO IF THEY'RE LISTENING THEY CAN GO THROUGH THAT PROCESS AND WE'LL GO FROM THERE. SO THANK YOU VERY MUCH. >> MAYOR: ANYBODY ELSE? THANK YOU. ALL RIGHT. MS. MORA WELLS. >> HELLO AGAIN. I'M HERE TO TELL YOU ABOUT THE HIGHWAYMEN GANT. IT IS ACTUALLY STATE SLATED TO BE ALONG 150 OTHER GRANTS TO BE REVIEWED BY THE PANEL COMING UP FEBRUARY THE 22-24. OUR GRANT WILL MOST LIKELY BE REVIEWED ON THE 23 BECAUSE THEY ARE THINKING ABOUT SEPARATEING ALL OF THE GRANTS, DOING FIFTY A DAY. AND WE ARE EXCITED. COMMISSIONER CURTIS JOHNSON WILL BE TRAVELING TO TALLAHASSEE. I WILL BE TRAVELING TO TALLAHASSEE. AND MR. DORITHA TRUES WAIL WILL BE TRAVELING TO TALLAHASSEE. I'M WORKING TO PREPARE FOR THE PANEL REVIEW TO MAKE SURE OUR GROUP CAN ANSWER ANY QUESTIONS THAT I MAY HAVE IN ADDITION TO WHAT WE HAVE PUT IN THE GRANT FOR THE HIGHWAY MEN MUSEUM. I'M EXCITED. I'M JUST LOOKING FORWARD TO THE PROCESS TO SEE HOW WE CAN FURTHER EXPRESS TO THEM OUR SUPPORT AS WELL AS OUR EXCITEMENT ABOUT THE POSSIBILITY OF HAVING SUCH A THING IN OUR COMMUNITY. SO LOOKING FORWARD TO THAT. ANOTHER -- THIS IS JUST A BANNER DAY FOR ME BECAUSE I'M SO EXCITED ABOUT THE PROJECTS. AND IT'S HARD TO KIND OF CONTAIN THE EXCITEMENT ESPECIALLY AFTER DOING A SITE VISIT WITH INCUBATE THE NEIGHBORHOOD. THEY ARE PREPARING FOR A SOFT OPENING. I THINK YOU ALL HAVE BEEN MADE AWARE OF THE DATES. A DATE THAT'S INVITATION ONLY. YOU ALL HAVE BEEN INVITED TO. THEN ON -- LET'S SEE MARCH 30 THEY'RE GOING TO HAVE A COMMUNITY PARTNER OPEN HOUSE. AND THAT'S GOING TO BE FROM 10 TO 1. THEN ON SATURDAY, APRIL 19TH, THEY'RE GOING TO HAVE THE GRANT OPENING FOR THE COMMUNITY. MR. MIMMS AND I WENT [00:35:02] BY AND IT'S JUST EXCITING TO SEE JUST THE TRANSFORMATION THAT HAS TAKEN PLACE SINCE WE SAID OR SINCE YOU SAID YES WE WOULD LIKE TO ENTER INTO AGREEMENT WITH YOU TO IMPROVE THIS BUILDING AND LEASE IT. IT'S GOING BE JUST I CAN'T EXPLAIN IT SIMPLY BECAUSE WHEN YOU ARE LOOKING AT THE POTENTIAL OF SOMETHING IN OUR COMMUNITY AND TO SEE IT EVOLVING AS IT IS, IT'S JUST GOING TO BE AMAZING. IT REALLY GOING TO BE AMAZING. I THINK THE COMMUNITY IS GOING TO GET BEHIND IT AND SUPPORT IT FULL WITH THEIR EVERYTHING. THAT'S IT FOR ME. >> MAYOR: SO, ON THE HIGHWAYMEN GRANT, WHAT GROUP ARE YOU GOING TO GO BEFORE? >> IT IS THE AFRICAN-AMERICAN CULTURAL AND HISTORICAL -- IT'S THEIR PANEL THEY HAVE ASEM BLED TO REVIEW ALL THE COMMISSIONS. >> MAYOR: IS THIS UNDER THE HUMANITIES OR THE ART AND CULTURE? >> WHAT'S GOING TO HAPPEN AFTER THEY HAVE REVIEWED ALL THE GRANTS AND THEY HAVE RANKED THEM ACCORDING TO SCORING FROM THE PANEL, WHAT IT'S -- WHAT THEY'RE GOING TO DO IS THAT LIST WILL GO BEFORE THE SENATE FOR APPROVAL AND THE GOVERNOR'S OFFICE. AND THEN BASED ON WHAT THEIR DECISION IS THEN THEY WILL BEGIN TO, I GUESS, DISTRIBUTE THE MONEY FOR DISTRIBUTE THE FUNDS UNTIL THEY RUN OUT. >> MAYOR: SO DO YOU KNOW ANY OF THE PEOPLE ON THE PANEL? AHEAD OF TIME. >> COMMISSIONER: THAT'S AN EXERCISE THAT'S BEING UNDERTAKEN. IT'S BEING UNDERTAKEN. >> MAYOR: GOOD. I HAD A LITTLE BIT OF EXPERIENCE WITH THESE PANELS THAT THEY ASSEMBLE AND BECAUSE I'VE HELPED PROMOTE ANITA PRENTICE FOR THE FLORIDA ARTIST HALL OF FAME. AND SO I'VE BEEN IN ON THE CALLS AND THE MEETINGS. AND WHAT HAPPENS IS THE BIG CITIES HAVE A LOT OF CLOUT. AND THEY STICK UP FOR PEOPLE WHO ARE COMING FROM THEIR AREA. AND SO YOU -- POOR LITTLE ST. LUCY COUNTY AND ANITA PRENTICE, THEY KIND OF GIVE US A NICE NOD BUT WE GET ACED OUT. SO MY FEELING IS IT WOULD BE NICE TO HAVE CLOUT ON THE PANEL. >> COMMISSIONER: MADAM CHAIR, WE ARE WORKING AND HAVE STARTED THAT TWO WEEKS AGO. AND SO WE ARE LOOKING AT THAT AND ALSO REPRESENTATIVE, FORMER REPRESENTATIVE LARRY LEE WILL BE GOING UP AS WELL. AND WE'VE BEEN IN CONTACT WITH SENATOR HARRELL. AND I WOULD JUST ASK STAFF IF WE COULD TO MAKE SURE WE REACH OUT TO LET THEM KNOW WE'RE COMING IN. THEY WEREN'T SURE IF THEY'LL AVAILABLE BUT THEY CAN SEND REPRESENTATIVES AND ASSIST. YES. >> MAYOR: GOOD. GOOD. GOOD. GOOD WORK. GOOD WORK. AND I AM EXCITED ABOUT INC TOO. ISN'T THE MEADS COURT CENTER WHERE THE EXHIBIT IS. I CAN'T GO TO THE RECEPTION BUT I'M GOING TO GO OVER THERE ON FRIDAY. YEP. VERY NICE. ANY OTHER QUESTIONS BY ANYBODY ELSE? >> COMMISSIONER: MADAM MAYOR AND MEMBERS OF THE FPRA BOARD THAT IS THE EXTENT OF STAFF COMMENTS. >> MAYOR: THANK YOU.
