WE HAD AN INCREASE LAST YEAR OF -- WE ARE RIGHT AROUND 94.5%.

ALMOST 95%. OUR COMPREHENSIVE HIGH SCHOOLS, THE SIX HIGH SCHOOLS IS ALMOST 99%.

THAT'S LINCOLN PARK -- LET'S SEE -- WESTWOOD, CENTRAL, TREASURE COAST, CENTENNIAL AND PORT ST. LUCIE.

>> MAYOR HUDSON: THOSE ARE THE HIGHEST, RIGHT?

>> RIGHT, RIGHT. AND THEN -- WE ARE RANKED OUT OF THE 67 COUNTIES, WE ARE RANKED SEVENTH IN THE STATE OF FLORIDA. AND YOU CAN SEE THE NUMBERS THERE. THERE IS REALLY A TIE -- A TIE THERE FOR FIFTH, SO REMEMBER REALLY FIFTH, BUT WE WILL TAKE THE TOP TEN ANY TIME. [LAUGHTER] ONE OF THINGS WE ARE VERY PROUD ABOUT THE FACT THAT WE ARE A VERY DIVERSE DISTRICT. 34% HISPANIC.

33% AFRICAN-AMERICAN AND 32% WHITE.

IN ALL THE CATEGORIES THE TOP 20 AND IN THREE OF THEM THE TOP TEN. ESC ARE THE SPECIAL NEEDS STUDENTS AND RANK IN THE TOP TEN THERE.

AFRICAN-AMERICAN GRADUATION RATE.

7% HIGHER THAN THE STATE AVERAGE.

SAME WITH HISPANIC AND WHITE GRADUATION RATE IN THE TOP 20.

AND WE LOOK ON THE TREASURE COAST, WE ARE REALLY, YOU KNOW, 94.5 WHICH IS 5/10 OF A PERCENT OVER INDIAN RIVER AND MARTIN.

ON THE FAR CORNER -- FAR PART OF THE CHART THE FREE AND REDUCED LUNCH RATE. WE HAVE -- THAT IS USUALLY THE ECONOMICS OF OUR -- OF THE STUDENTS THEMSELVES, THE FAMILIES THAT THEY COME FROM. AND ECONOMICS AND ON THE POVERTY RATE IS REALLY AN INDICATOR OF SUCCESS SOMETIMES IN EDUCATION. IT CREATES SOME UNIQUE CHALLENGES BUT WE NEVER USE IT AS AN EXCUSE WHY OUR STUDENTS CAN'T ACHIEVE AT HIGHER LEVELS AND JUST CHALLENGES WE OVERCOME WITH THAT. AND WE ARE VERY PLEASED WITH SOME NUMBERS. DO SOME DISTRICT COMPARISONS OF SOME OF THE LARGER DISTRICTS THAN SOME OF THEM AROUND THE AREA. YOU CAN SEE WHERE WE ARE AT COMPARED TO THE DIFFERENT SCHOOL DISTRICTS THERE.

YOU WILL SEE MIAMI-DADE, PALM BEACH IN THERE AS WELL, HILLSBOROUGH. SOME OF THE LARGER ONES.

ON THE TREASURE COAST. ALL THE HIGH SCHOOLS FROM THE TREASURE COAST. LINCOLN PARK AT 100%.

CENTRAL AT 99.6. TREASURE COAST 98.8.

CENTENNIAL AT 98.8, AND WESTWOOD AT 98.9.

THEY HAVE HAD THE HIGHEST GAINS OF ALMOST ANY SCHOOL IN THE STATE OF FLORIDA. AND IF YOU LOOK AT OUR TREND LINE FROM 2014-'15 TO NOW, YOU CAN SEE COMING FROM -- AS A DISTRICT FROM 76% ALL THE WAY TO 95%.

AND THIS IS ANOTHER ONE WE ARE VERY PROUD OF.

WE ARE A DIVERSE DISTRICTS WE TALKED ABOUT.

ALL STUDENTS FROM 76 TO 95. OUR AFRICAN-AMERICAN STUDENTS 68-94. OUR HISPANICS 78-96.

OUR WHITES 79 TO 94. SO YOU CAN SEE THAT THERE IS NO GRADUATION GAP WITH OUR STUDENTS IN THE DIVERSE DISTRICT THAT WE HAVE. WE ARE ONE OF THE OUTLIERS IN THE ENTIRE COUNTRY IN THAT AREA AND SOMETHING THAT THE ENTIRE COMMUNITY TO BE PROUD OF. THIS IS JUST THE SAME CHART WITH THE NUMBERS WHERE YOU CAN SEE THE GAINS OVER THE LAST FIVE YEARS. SIX YEARS REALLY.

BLACK STUDENTS, 26%. WHITE, 14%.

OVERALL, 19%. WE BREAK IT DOWN BY RACE.

BLACK MALES, 30% INCREASE. HISPANIC, 16.

AND WHITE, 17%. AGAIN, JUST INCREDIBLE NUMBERS WE HAVE HAD. WITH OUR FEMALES, SIMILAR NUMBERS, BLACK FEMALES 23. HISPANIC 15.

AND THE WHITE 12%. AND ONE OTHER THING I WANTED TO TOUCH BASE ON IS WE PREPARE THE STUDENTS TO GO TO COLLEGE OR GO DIRECTLY INTO THE WORLD OF W WORK.

WE HAVE CHEER AND SECRETARY CAL EDUCATION CTE IN OUR SCHOOL CENTER WHERE IS STUDENTS CAN EARN INDUSTRY CERTIFICATION IN HIGH SCHOOL SO THEY CAN COME IN AT -- NOT AT THE ENTRY LEVEL, BUT AT A DIFFERENT LEVEL THAT WILL PAY THEM MORE MONEY WHETHER THEY ARE WORKING HERE OR WORKING AT SOME OF THE INDUSTRIES THAT ARE ACROSS THE COUNTY.

WE HAVE 34 CAREER ACADEMIES. 55 PROGRAMS. THE ONE THERE IS REALLY THE EMORY RIDDLE PROGRAM THAT IS OVER AT CENTRAL HIGH SCHOOL. THIS SHOWS THE NUMBER OF STUDENTS THAT ARE IN OUR CTE PROGRAMS. OVER 7700 STUDENTS. AND YOU CAN SEE THE NUMBERS THERE BY SCHOOL. THIS IS A LOT -- A LOT OF NUMBERS AND INFORMATION, BUT THAT IS THE INDUSTRY CERTIFICATIONS THAT ARE OFF OFFERED.

I WILL JUST PAUSE FOR SECOND. I KNOW IT IS A LITTLE SMALL, BUT YOU CAN SEE THE DIFFERENT AREAS AND THE DIFFERENT SCHOOLS. THIS MAY HELP OUT A LITTLE BIT.

PORT ST. LUCIE SCHOOLS AND YOU CAN SEE THE DIFFERENT PROGRAMS THAT ARE THERE BY EACH SCHOOL. AND THEN FORT PIERCE SCHOOLS THAT ARE HERE, YOU WILL SEE CENTRAL, WESTWOOD AND LINCOLN PARK. WE HAVE A GRANT THREE YEARS AGO FOR WESTWOOD. AND WE WERE ABLE TO BRING IN -- ENHANCE THE VETERINARY ASSISTANCE PROGRAM.

PHARMACY TECHNICIAN AT WESTWOOD.

WE DO GAMING -- GAMING SIMULATION AND ANIMATION.

THAT IS A VERY POPULAR PROGRAM. YOU CAN SEE WHAT WE HAVE IN OUR SCHOOL CENTERS. THEY GET INDUSTRY CERTIF CERTIFICATIONS WHERE WE ARE A LEADER IN THE STATE OF FLORIDA AS WELL. THE CREDENTIALS THAT THE STUDENTS WILL HAVE. I MENTIONED 2700 STUDENTS THAT WILL GRADUATE WITH INDUSTRY CERTIFICATIONS.

AND THEN FINALLY, WE ARE IN THE PROCESS RIGHT NOW OF -- WE HAVE HIRED AN ARCHITECT. WE ARE DOING THE LAND -- THE PLANNING RIGHT NOW WHERE WE ARE GOING TO REBUILD WESTWOOD HIGH SCHOOL. WE ARE GOING TO BE FOLLOWING A MODEL. THE SAME.

THE ARCHITECT IS THE SAME THAT BUILT CENTRAL AND THE SAME ARCHITECT WITH TREASURE HIGH SCHOOL.

THEY BUILT A BRAND-NEW SCHOOL OVER IN -- WHAT -- WHAT COUNTY IS THAT? ALL I COULD THINK OF WAS PASCO.

POLK -- YOU NEED TO GO THROUGH POLK TO GET TO PASCO.

SO THIS IS KIND OF A DESIGN. A SIMILAR DESIGN.

BUT CENTRAL IS A FEW YEARS OLD AND SO IS TREASURE COAST.

WE HIRED THE SAME ARCHITECT AND KIND OF A SHOT OF SOME OF OUR STAFF MEMBERS THAT WENT OVER AND LOOKED AT THAT SCHOOL.

IT JUST OPENED. A SIMILAR FOOTPRINT TO THAT SCHOOL. AND OUR TIMELINE WOULD BE THAT HOPEFULLY WITHIN THREE YEARS FROM NOW, FOUR -- THREE AND A HALF YEARS THAT WE WILL BE ABLE TO OPEN.

SO NEXT YEAR'S FRESHMAN CLASS WILL EVOLVE -- IF EVERYTHING GOES THAT'S RIGHT. WILL BE THE FIRST GROUP THAT WILL GRADUATE FROM THAT SCHOOL -- THAT COOL SCHOOL.

AND WE ALSO HAVE A SCHOOL GOING UP AT THE SAME TIME DOWN IN THE TRADITION AREA. SO WE WILL BE BUILDING THE TWO SCHOOLS, BUT I WANTED TO SHARE WITH YOU RIGHT NOW WE ARE ON TRACK, ON SCHEDULE AND WILL BUILD A CAMPUS ON WESTWOOD CAMPUS AND TEAR DOWN THE OLD SCHOOL.

AND HAVE A BRAND-NEW BUILDING THERE.

IT IS HIGH TIME. ONE OF THE THINGS THINK THAT WANTED TO TRY TO ACCOMPLISH BEFORE -- BEFORE I LEFT, SO EVEN THOUGH IT WON'T BE -- IT WON'T BE BUILT BY THEN, WE WILL HAVE -- WE WILL BE WELL ON OUR WAY TO DOING THAT.

WE HAVE A LOT OF COMPANIES COMING IN OUR COMMUNITY AND THEY ARE VERY INTERESTED IN THE DEMOGRAPHICS AND EDUCATION COMPONENT AND EVERYTHING. HOW DID YOU DO IT?

>> WELL, YOU DON'T WAIT UNTIL THEY ARE A SENIOR.

YOU START IN MIDDLE SCHOOL. BUT AT FRESHMAN LEVEL, YOU MAKE SURE THE STUDENTS ARE IN THE RIGHT COURSEWORK.

DISTRICT -- BEFORE I CAME, THEY HIRED GRADUATION COACHES.

LIKE A COUNSELOR. BUT THEY MONITOR THOSE STU STUDENTS. WHEN THEY COME IN AT A FRESHMAN LEVEL, WE START MAKING SURE -- ONE OF THE THINGS WE PUSH MAKE SURE THEY ARE IN THE RIGHT CLASS.

MIDDLE SCHOOL TAKING ALGEBRA. LOOKING AT COMMISSIONER GAINES WITH THE MATH BACKGROUND IN HIS FAMILY AND CONGRATULATIONS BEING ON THE COMMISSION. WE ARE VERY PROUD OF YOU.

AND WE MONITOR THEM AND MAKE SURE THEY ARE IN THE RIGHT CLASSES. RIGHT COURSEWORK.

SOMETIMES IF YOU DON'T DO WELL IN THE STATE TEST.

YOU CAN CAKE THE S.A.T. AND A.C.T. AND YOU CAN GET CERTAIN SCORES AND WE ARE STRATEGIC AND MONITOR FOR ALL FOUR YEARS.

WHEN SENIOR YEAR, THEY COME IN WE KNOW WHAT THE STUDENT NEEDS TO CROSS THAT FINISH LINE. PEOPLE WAIT UNTIL SENIOR YEAR.

WE START FOUR YEARS EARLY AND HAVE COACHES THAT WORK FOR THEM AND COUNSELORS THAT WORK WITH THEM.

WE MONITOR THE DATA AND GO OUT TO THE SCHOOL CENTERS AND MEET WITH THEM AND LOOK AT THEM. IT IS DOWN TO A SCIENCE AND STRATEGIC AND.KICKS OFF IN THE MIDDLE SCHOOL LEVEL.

LAST YEAR WE DIDN'T GET RANKINGS BECAUSE OF COVID AND SOME OF THE DISRUPTION IN EDUCATION, BUT ANY STATUS THAT YOU CAN GIVE US RIGHT NOW, WHAT WE NEED TO DO FROM A COMMUNITY STANDPOINT TO REALLY WORK WITH SOME OF THE SCHOOLS THAT ARE CHALLENGED WITH GETTING UP TO PAR AND GETTING ON LEVEL?

>> THANK YOU, COMMISSIONER. THE BIGGEST CHALLENGE WE HAVE RIGHT NOW IS CATCHING UP ON LEARNING LOSS WE HAD THROUGH THE COVID. WE STILL HAVE A LOT -- WE ARE KIND OF BACK TO NORMAL. LAST WEEK WE ONLY HAD ON FRIDAY MAYBE FIVE CASES IN THE SCHOOL DISTRICT OUT OF 40,000.

WE ARE KIND OF BACK AND A LOT OF ABSENTEEISM THIS YEAR.

WE REALLY NEED TO PUSH THAT THE PARENTS -- CAREGIVERS GET THE KIDS IN SCHOOLS. SME STUDENTS ARE TAKING JOBS

BECAUSE THEY HAD TO SUPPORT FAMILIES.

WE ARE WORKING TO TRY TO GET THEM BACK IN THE BUILDING.

BUT THAT LEARNING LOSS. ACCELERATE THE LEARNING.

SOME STUDENTS WERE FINE, AND OTHER STUDENTS HAVE STRUGGLED WITH THAT. AND ALL SCHOOL CENTERS BUT RIGHT HERE IN FORT PIERCE AS WELL.

THAT IS OUR BIGGEST CHALLENGE TO DO THE COMMUNITY OUTREACH AND THE CHURCHES AND COMMUNITY AGENCIES TO MAKE HOUR THAT WE DON'T WANT KIDS COMING TO SCHOOL SICK.

IF YOU WERE NOT SICK, WE WANT NEW THE SCHOOL BUILDING.

SO THAT IS THE GREATEST CHALLENGE THAT WE ARE FACING

LUCIE COUNTY AND I WENT TO SIXTH GRADE AT FAIR LAWN AND THEN LINCOLN PARK. SHE SAID THERE WAS A DIFFERENCE. AND I A DIFFERENCE.

YOU BEING THE PAIN OF A NECK THAT I WAS OBVIOUSLY, BUT IN THE SCHOOL DISTRICT OVERALL, AND TAKING THAT MODEL AND RUNNING WITH IT WHETHER IT IS THE MAGNET SCHOOL PROGRAM OR NOT AND INVESTING IN CHILDREN. AND WE HAVE A FAMILY FULL OF TEACHERS AND EDUCATORS AND FAMILY MEMBERS OF EDUCATORS AND HERE WE HAVE A COMMISSION FULL -- FULL OF THEM TOO.

AND SO IT IS JUST UNIQUE THAT THE COMMUNITY SEES THAT TOO.

YEARS AND YEARS AGO THIS STARTED.

AND BEING IN A PLACE ON THIS COMMISSION OR IN THE CITY OR IN THE COMMUNITY AND BEING ABLE TO ENGAGE WITH THE SCHOOL DISTRICT AND CELEBRATE WITH YOU YOUR SUCCESS.

I JUST WANT TO SAY THANK YOU. SO IT STARTED MANY, MANY YEARS AGO. NOT JUST -- AND EACH ONE OF US HAVE MADE OUR PIECE OF HISTORY AND BEEN A PART OF SOMETHING GOOD. SO I APPRECIATE YOUR ENTHUSIASM AND YOUR LEADERSHIP. THANK YOU.

LOOKING AT THE THINGS THAT HAVE TO DO WITH THE OVERHEAD AND THE ACTUAL OPERATIONS OF THE THEATER. AND THEN LOOK SPECIFICALLY AT EVENT REVENUES AND EXPENSES THAT WILL GIVE US A BETTER OCCASION OF EVALUATING THE OVERALL PERFORMANCE AT THE EVENT LEVEL. FINANCIAL PERFORMANCE AT AN EVENT LEVEL, WHILE NOT GET IT KIND OF MUDDIED WITH THE REST OF THE THINGS IN THE GENERAL ADMINISTRATIVE COSTS SUCH AS THE INSURANCE COSTS APPRECIATION AND THOSE TYPES OF THINGS THAT CAN BE USED AS AN ALLOCATION AGAINST THE EVENTS AND WE FEEL THAT WILL BE A BETTER REPORTING MECHANISM AND GIVE YOU A BETTER IDEA WHERE WE STAND AS A THEATRE FROM OUR FINANCIAL PERFORMANCE PERSPECTIVE.

THE NEXT PIECE FROM THE PFM WAS IN THE OPERATIONS AREA THAT HAVE TO DO WITH LOOKING AT OUR KIND OF OVERALL MAINTENANCE ITEMS IN THE THEATRE. PRIORITIZE LIST OF REPAIRS.
