PROCLAMATION RECOGNIZING MISS CAROLE MUSHIER.

WHEREAS CAROLE MUSHIER WAS AN ADJUST PROFESSOR FOR FINANCIAL PLANNING AND MONEY MANAGEMENT IN INDIAN RIVER COMMUNITY COLLEGE FROM 1985-1998.

SHE RECEIVED HER B.S.FROM B.U., HER M.A.FROM COLUMBIA UNIVERSITY AND HER PH.D. FROM THE UNIVERSITY OF SOUTHERN CALIFORNIA. WHEREAS IN 1997 CAROLE PURCHASED HER HOME ON FORT PIERCE'S SOUTH BEACH WITH HER BEST FRIEND AND LIFE PARTNER ARDEN PECK AND WHEREAS CAROLE MUSHIER SERVED AS PROVE THE FORT PIERCE SOUTH BEACH ASSOCIATION FOR 14 YEARS OF DEDICATED SERVICE AND WHEREAS CAROLE MUSHIER WORKED TIRELESSLY FOLLOWING GOVERNMENT ACTIVITIES THAT MAY HAVE AN IMPACT ON RESIDENTS AND VISITORS KEEPING THEM INFORMED ADVOCATINGS ON THEIR BEHALF.

THEY SAT THROUGH COUNTLETS HOURS EVER MEETINGS AND CITY COMMISSION MEETINGS IN AN EFFORT TO GUARD AGAINST HARMFUL EFFECTS AND TO COMMUNICATE THOSE MATTERS TO HER COMMUNITY. WHERE AS CAROLE SPEARHEADED MANY BEAUTIFICATION IMPROMISE MAKING SURE THE CITY KEEP THE PROJECTS MOVING.

WHEREAS CAROLE WAS WELL KNEW THROUGH CITY HALL.

SHE WAS TENACIOUS IN HER DESIRE FOR INFORMATION AND ANSWERS, WHEREAS CAROLE MUSHIER'S ITSELF -- CAROLE WAS THE VOICE OF RESIDENT AND BUSINESSES AND WHEREAS CAROLE RETIRED FROM THE SOUTH BEACH FORT PIERCE, SOUTH FORT PIERCE BEACH ASSOCIATION IN 2021.

MANY OF THE AMENITIES SOUTH BEACH RESIDENTS ENJOY ARE TO

WHEN ARE WE GOING TO BEGIN CONSTRUCTION? WE'RE CURRENTLY IN THE DESIGN PLAN PHASE RIGHT NOW IN BUDGETING, BUT WE HOPE TO BREAK GROUND.

THIS WOULD BE THE VERY FIRST AMENITY WE PUT OUT THERE IS THIS EXERCISE STATION. WE'LL GET THOSE ORDERED UP AND GET THEM IN AND WE ARE WORKING VERY CLOSELY WITH THE ADMINISTRATION OFFICE TO TRY TO FIND US MORE MONEY TO MAKE THIS RENOVATION A GREAT PROJECT.

IT IS A GREAT, WONDERFUL PROGRAM FOR TEENS AND YOUNG PEOPLE. FROM ARE ANY BACKGROUND WHEREVER YOU COME FROM. BOYS AND GIRLS CLUBS TAKE YOU AND THEY INSTITUTE RESOURCES FOR YOU.

THEY HELP SHAPE YOU INTO A GREAT PERSON.

AND A LEADER FOR YOUR COMMUNITY.

I'M NOT FROM FORT PIERCE. I CAME HERE ABOUT SEVEN YEARS AGO, ALL OF THE THINGS THAT I'M INVOLVED IN IS BECAUSE OF THE BOYS AND GIRLS CLUB.

YOUTH COUNCIL, YOUTH LEADERSHIP, YOUTH OF THEYEAR -OLD, THAT IS ALL BECAUSE OF BOYS AND GIRLS CLUBS.

LAST SUMMER I PARTICIPATED INNED WORK FORCE PROGRAM.

BECAUSE THEM, I HAD THE OPPORTUNITY TO GET PAID

INTERNSHIP WITH BOYS AND GIRLS CLUB IN THE ACCOUNTING

BECAUSE OF MY INTERNSHIP I OFFICIALLY AM A JUNIOR ACCOUNTING ASSISTANT FOR BOYS AND GIRLS CLUB OF ST.

LUCIE COUNTY. [APPLAUSE] FINALLY, THE YOUTH OF THE YEAR COMPETITION.

THAT IS A SCHOLARSHIP. I PLAN ON BEING AN AEROSPACE ENGINEER WHEN I GET OLDER SO I'M GOING TO GO TO THE UNIVERSITY WHICH IS A PRIVATE SCHOOL.

IT'S VERY EXPENSIVE. BUT BECAUSE OF THE BOYS AND GIRL'S CLUBS EFFORTS I'VE WON THE ST. LUCIE COUNTY BOYS AND GIRL CLUB COMPETITION BEGINNING HRALL 8500 IN SCHOLARSHIP ALONE AND I ADVANCE TO THE STATE SCHOLARSHIP AND I APPRECIATE ALL OF YOU FOR YOUR LOVE AND SUPPORT. BOYS AND GIRLS CLUB IS THE OPPORTUNITY FOR ALL OF THE YOUNG PEOPLE.

IT'S BECAUSE OF THEM THAT I'M HERE TODAY.

NOT JUST SERVING OUR YOUNG PEOPLE IN THE CLUBS EVERYDAY, BUT ALSO IN TIMES OF NEEDS, SUCH AS OUR OPERATION DINNER TABLE. WE ARE GRATEFUL FOR MANY OF THE COLLABORATIVE EFFORTS OF OUR COMMUNITY AGENCIES AND BUSINESS PARTNERS AS WE WORK TO SERVE OUR YOUTH TO PROVIDE A SAFE AND FUN LEARNING ENVIRONMENT.

THESE COLLABORATIVE PARTNERS INCLUDE INDIAN RIVER STATE COLLEGE, KAISER UNIVERSITY, HELPING PEOPLE TO SUCCEED, GRACEWAY VILLAGE AND CLEVELAND CLINIC TO NAME A FEW OF THE MANY. I WOULD ALSO LIKE TO NAME SINCE OUR YOUTH OF THE YEAR MIA TALKED ABOUT EMBREE RIDDLE WE HAVE A NEW PARTNERSHIP WITH THEM AND THEY WILL BE INVOLVED IN A DRONE PROGRAM WHERE WE WILL HAVE AN OPPORTUNITY TO WORK WITH YOUTH AND GET THEM CERTIFIED AS DRONE FLYERS. TOGETHER WE WORK SMARTER NOT HARDER. AND WE ARE ABLE TO MEET THE NEEDS OF THOSE WHO NEED US MOST.

OUR YOUNG PEOPLE. PART OF THE BOYS AND GIRLS CLUB STRATEGIC PLAN INCLUDES OUR THREE PILLARS, ALL PILLARS ARE SUPPORTED BY OUR TASK FORCE.

>> PILLAR 1 WORLD CLASS CLUBS, OUR FIRST PRIORITY IS TO MAKE SURE THAT WE PROVIDE A PHYSICAL, MENTAL AND EMOTIONAL SAFE PLACE FOR OUR YOUTH TO LEARN AND HAVE FUN.

BOYS AND GIRLS CLUBS IS WORKING TO CREATE ENVIRONMENTS WITH STATE OF THE ART EQUIPMENT TO HELP YOUTH GROW AND LEARN AT A HIGH FUNCTIONING LEVEL.

WE ARE EXCITED ABOUT OUR PARTNERSHIP WITH WEST SIDE CHURCH SO WE'RE ABLE TO PROVIDE SPACE FOR OTHER COMMUNITY PARTNERS TO HELP PROVIDE WRAP AROUND SERVICES AS WELL AS STATE OF THE ART PERFORMANCE CENTER FOR OUR YOUTH TO UTILIZE FOR THEIR ARTS PROGRAM.

IN ADDITION TO THIS, WITH REQUEST THE PHILANTHROPIC SUPPORT 6 THE ANDREW AND ROBIN HUNT FOUNDATION AND IN COLLABORATION WITH FIRST T. WE NOW HAVE A CHIP AND PUTT W. THIS WE'RE ABLE TO EDUCATE OUR MEMBERS IN SCIENCE BEHIND THE GAME OF GOLF, TEAM BUILDING, GOOD SPORTSMANSHIP, AND CONFLICT RESOLUTION SKILLS.

OUR LIFE ENRICHING PROGRAMS ARE DESIGNED TO EMBED SOCIAL AND EMOTIONAL LEARNING IN ORDER TO ADDRESS THE MENTAL

THE LIGHTHOUSE TEEN CENTER IS DESIGNED TO SUPPORT WORK FORCE READINESS AND PROVIDE A COMMUNITY SPACE FOR THE LINCOLN PARK AREA. HAPPILY WE'VE RAISED JUST OVER $800,000 TOWARDS THIS PROJECT AND HAVE WRITTEN AN APPROPRIATION OF $1.5 MILLION.

OUR WORK FORCE READINESS PROGRAM INTO THE FUTURE IS SEARCHING TO HELP -- SERVING TO HELP, HELPING TO GROW OUR 'TWEENS AND TEENS IN THE WORK FORCE AREA.

IN OUR PROGRAM, YOUTH LEARN SOFT SKILLS, BUSINESS LANGUAGE, EFFECTIVE COMMUNICATIONS AND ARE GIVEN EMPLOYMENT OPPORTUNITIES. OUR FOCUS IS TO GIVE THEM THE TRAINING THEY NEED TO MAINTAIN EMPLOYMENT.

AS PART OF OUR WORK FORCE READINESS, OUR YOUTH ARE IN THE, IN OUR CULINARY PROGRAM WHERE THEY ARE IN OUR STATE OF THE ART KITCHEN AT OUR WEST SIDE LOCATION WHERE THEY PREPARE DINNER EACH DAY FOR OVER 400 OF OUR MEMBERS.

THEY ALSO PARTICIPATE IN OUR FOOD TRUCK WHERE THEY LEARN STIPENDS AS THEY WORK IN BOTH OF THESE OPPORTUNITIES.

ON MARCH 2, 2020 THE CITY BRIGGS ADOPTED A RESOLUTION SETTING A HEARING DATE FOR APRIL 6 FOR THE DEMOLITION BUT WE KNOW WHAT HAPPENED IN MAR OF 2020.

ALL HEARINGS WERE CANCEL SOD THIS -- CANCELLED SO THIS HEARING WAS DELAYED BECAUSE ALL THE QUASI-JUDICIAL HEARINGS WERE CANCELLED. THAT APRIL THERE WAS A FIRE AT THE STRUCTURE. CONTAINED.

IT WAS SMALL BUT THEY DID HAVE A FIRE THERE.

AND IN JUNE OF 2020, THE CITY COMMISSION RESUMED QUADSICS JUDICIAL HEARINGS BUT IN PREPARING TO PUT THIS BACK ON THE AGENDA WE FOUND IT WAS UP FOR TAX SALE.

WE COULDN'T MOVE FORWARD. IT SOLD AT AUCTION ON SEPTEMBER, IN SEPTEMBER 2020.

WE GAVE THEM A YEAR TO DO SOMETHING.

NO ACTION WAS TAKEN SO IN NOVEMBER OF 2021 THIS PAST NOVEMBER WE SENT A NOTICE TO THE OWNER, NEW OWNER ADVISING YOU FLEED TO DO SOMETHING OR WE'RE GOING TO MOVE FORWARD WITH OUR CONDEMNATION PROCESS.

WE DIDN'T RECEIVE RESPONSE. FILE WAS REVIEWED BY LEGAL AND THE BUILDING DEPARTMENT. IT WAS CONCERNED TO MOVE FORWARD. IN JANUARY I WAS PREPARING THIS AGENDA ITEM TO DO THIS WHEN IT FOUGHT CAUGHT FIRE.

-- QUART FIRE. IT QUART FIRE ON JANUARY 30, THE 31ST I MET WITH PAUL THOMAS AND WITH THE FIRE DEPARTMENT. MR. THOMAS DECLARED IT AN AN IMMINENT DANGER. THE FIRE DEPARTMENT WAS REQUESTING IT TO COME DOWN IMMEDIATELY.
