>> NEXT WE HAVE A FLOOD AWARENESS PROCLAMATION.

SO WHEREAS FORT PIERCE HAS EXPERIENCED SEVERE WEATHER IN THE PAST IN THE FORM OF EXTREME RAINFALL RESULTING IN FLOODING IN BOTH COASTAL AND RIVER AREAS.

IN THIS FLOODING HAS CAUSED DAMAGE AND FLOOD LOSSES TO HOMES AND BUILDINGS IN ALL AREAS WHETHER THEY ARE HIGH RISK, SPECIAL FLOOD HAZARD AREAS OR LOW TO MODERATE RISK FLOOD ZONES. WHEREAS THE CITY OF FORT PIERCE IS A VOLUNTARY PARTICIPANT IN THE NATIONAL FLOOD INSURANCE PROGRAM THAT PROVIDES RESIDENTS WITH THE OPPORTUNITY TO PROTECT THEMSELVES AGAINST FLOOD LOSS TO THE PURCHASE OF FLOOD INSURANCE AT REDUCED INSURANCE PREMIUM RATES AS WELL AS SETTING HIGHER REGULATORY STANDARDS TO REDUCE THE FLOOD RISK AND POTENTIAL FLOOD DAMAGE TO THEIR PROPERTIES.

WHEREAS THE REDUCTION OF LOSS OF LIFE AND PROPERTY DAMAGE CAN BE ACHIEVED WHEN APPROPRIATE FLOOD PREPAREDNESS CONTROL AND MITIGATION MEMBERS ARE TAKEN BEFORE FLOOD. WHEREAS PUBLIC OF POTENTIAL WEATHER HAZARDS AND METHODS OF PROTECTION ARE CRITICAL TO THE HEALTH, SAFETY AND WELFARE OF THE RESIDENTS OF FLORIDA FLOOD PLAIN MANAGERS ASSOCIATION HAVE DECLARED THE WEEK OF MARCH 7TH -11TH 2022 AS FLOOD AWARENESS WEEK TO PROMOTE AWARENESS AND THE AVAILABILITY OF FLOOD INSURANCE, FLOOD PROTECTION METHODS AND HOW TO PREPARE FOR EMERGENCIES.

NOW THEREFORE MAYOR OF CITY FORT DO HERE BY APPROVE MARCH 7TH -11TH AS FLOOD AWARENESS WEEK IN FORT PIERCE AND FURTHER ENCOURAGE THE CITY OF FORT PIERCE TO INCREASE THEIR KNOWLEDGE OF HOW TO PROTECT THEMSELVES AND THEIR PROPERTY FROM FLOODING.

REALLY, THIS IS AN ANNUAL PROCLAMATION SO WE COME BACK ONCE A YEAR AND USUALLY IT'S IN MARCH IT'S THE SECOND WEEK OF MARCH. THIS IS FLORIDA FLOOD PLAIN MANAGERS ASSOCIATION IS STATEWIDE.

SO ALL OF THE COMMUNITIES THAT HAVE FLOOD SPECIAL FLOOD HAZARD AREAS ARE ENCOURAGED TO HAVE THIS PROCLAMATION IN THEIR COMMUNITIES TO REALLY FOCUS ON HOW THE COMMUNITIES CAN BE MORE RESILIENT, HOW THEY CAN MITIGATE THESE HAZARDS AND TO REALLY JUST LOOK AFTER THE ISSUES LIKE FLOOD INSURANCE AND JUST BEING PREPARED IN GENERAL. OBVIOUSLY, THIS IS THREE MONTHS IN ADVANCE OF HURRICANE SEASON, AND WHEN IT COMES TO RESILIENCY AS AN ISSUE, WE WILL PREPARE AGENDA OR SHALL I SAY I WILL PREPARE A CONFERENCE AGENDA MEETING WHERE WE'RE GOING TO TALK ABOUT RESILIENCY AND POTENTIALLY PRESENTING A RESILIENCY PLAN FOR THE CITY AS A WHOLE. LAST WEEK WE WERE JUST SAYING HERE DO A DRY RUN AND BEING PREPARED FOR HURRICANES THIS YEAR IT'S GOING TO BE HOW CAN WE BE RESILIENT. THAT A SPECIAL DAY BE SET ASIDE FOR THE PLANTING OF TREES AND WHEREAS THE HOLIDAY CALLED ARBOR DAY WAS FIRST OBSERVED WITH THE PLANTING OF MORE THAN A MILLION TREES IN NEBRASKA IS NOW OBSERVED THROUGHOUT THE NATION AND WORLD AND WHEREAS TREES CAN REDUCE THE EROSION OF OUR PRECIOUS TOP SOIL BY WIND AND WATER CUT HEATING AND COOLING COSTS, MODERATE THE TEMPERATURE, CLEAN THE AIR, PRODUCE OXYGEN AND PROVIDE HABITAT FOR WILDLIFE. WHEREAS TREES ARE A RENEWABLE RESOURCE GIVING US PAPER, WOOD FOR OUR HOMES, FUEL FOR OUR FIRES AND COUNTLESS OTHER WOOD PRODUCTS. WHEREAS TREES IN OUR CITY INCREASED PROPERTY VALUES AND ENHANCED THE ECONOMIC VITALITY OF BUSINESS AREAS AND BEAUTIFY OUR COMMUNITIES WHEREAS TREES WHEREVER THEY ARE PLANTED ARE A SOURCE OF JOY AND SPIRITUAL RENEWAL. I WANT ZERO, I JUST FEEL UNCOMFORTABLE THAT PROCESS IS NOT WORKING THE WAY THAT IT SHOULD.

PHASE ONE IS ALREADY UNDER CONSTRUCTION, AND PHASE TWO WILL BEGIN SOON.

THEANTS ARE REQUESTING THIS DESIGNATION DUE TO THE NATURE -- THE APPLICANTS ARE REQUESTING THE DESIGNATION HAS COMPLICATED REDEVELOPMENT SPECIFICALLY DURING DUE DILIGENCE ACTIVITIES THE APPLICANTS ENVIRONMENTAL CONSULTANT FLAGGED THE HISTORICAL USE A BUSINESS ENVIRONMENTAL RISK. AS A RESULT, THE APPLICANT WENT OUT PUT SOME SOIL BORING THAT HAD ELEVATED LEVELS OF ARSENIC JUST ABOVE STATE'S CLEANUP CRITERIA FOR A RESIDENTIAL DEVELOPMENT. THAT'S PRETTY STANDARD AGRICULTURAL SITES ACROSS FLORIDA.

THIS IS A RELATIVELY SMALL AMOUNT.

HOWEVER, FLORIDA'S BROWN FIELD REDEVELOPMENT PROGRAM PROVIDES A GREAT VEHICLE FOR BOTH DEVELOPERS AND LOCAL GOVERNMENTS TO FACILITATE CLEANUP LIKE THIS AND ALLOW FOR REDEVELOPMENT ESPECIALLY AFFORDABLE HOUSING LIKE THIS. THERE ARE CERTAIN STATE-BASED INCENTIVES THAT COME AT NO COST TO THIS CITY THAT ARE AVAILABLE TO DEVELOPERS ESPECIALLY AFFORDABLE HOUSING. SO IN CONSIDERING A REQUEST FOR A BROWN FIELD AREA OR GREEN REUSE AREA TO AVOID SOME OF THAT STIGMA ASSOCIATED WITH BROWNFIELD EVEN THOUGH THE END RESULT WILL BE A CLEANER PRODUCTIVE PROPERTY THERE ARE FIVE OBJECTIVE CRITERIA TO CONSIDER. THE FIRST IS THAT THE APPLICANT MUST OWN OR CONTROL THE PROPERTY AND THEY MUST AGREE TO BOTH REDEVELOP AND REHABILITATE THE PROPERTY. IN THIS CASE THE APPLICANT CONTROLS THE PROPERTY, OR ONE PARCEL, BY GROUND LEASE ST. LUCIE COUNTY AND THE SECOND CONTROL THROUGH A PURCHASING SALE AGREEMENT WITH ST. LUCIE COUNTY.

ST. LUCIE COUNTY HAS PROVIDED THEIR CONSENT TO THE DESIGNATION APPROVED BY THE BOARD OF COUNTY COMMISSIONERS. THE SECOND CRITERIA IS THAT THE PROJECT JUST RESULT IN ECONOMIC PRODUCTIVITY AND CREATE AT LEAST FIVE NEW PERMANENT JOBS UNLESS THE PROJECT WILL PROVIDE AFFORDABLE HOUSING.

IN WHICH CASE THE JOB CREATION ENVIRONMENT DOES NOT FLY. THIS IS A RESIDENTIAL DEVELOPMENT BRINGING 164 RESIDENTIAL UNITS THAT WILL BRING NEW RESIDENTS INTO THIS CITY WHO WILL SHOP AT LOCAL BUSINESSES AND NOTWITHSTANDING THE EXCEPTION OF THE JOB CREATION REQUIREMENT THE APPLICANTS WILL CREATE AT LEAST FOUR PERMANENT JOBS AT THE PROPERTY PRIMARILY MAINTENANCE, LEASING STAFF, MAINTENANCE AND LEASING STAFF.

THE THIRD CRITERIA IS THAT THE PROJECT JUST BE CONSISTENT WITH LOCAL LAND USE REGULATIONS AND THE COMPREHENSIVE PLAN. THAT IS THE CASE HERE.

THE DEVELOPMENT HAS BEEN APPROVED BY THE CITY CONSTRUCTION IS UNDERWAY WITH RESPECT TO PHASE ONE AND THE SITE HAS BEEN APPROVED.

THE FOURTH IS THAT THE APPLICANT MUST PROVIDE NOTICE AND PROVIDE THOSE RECEIVING NOTICE AN OPPORTUNITY TO COMMENT AND ASK QUESTIONS ON THE DESIGNATION.
