>> THANK YOU. MR. CHAIRMAN AND BOARD MEMBERS. ON WEDNESDAY MARCH 16TH FPUA HAD AN OPPORTUNITY TO SPEAK IN AWA REGION 8 BEST TAKING DRINKING WATER CONTEST. THERE WERE 6 UTILITIES INVITED. NOT ALL UTILITIES WERE INVITED. YOU CAN'T HAVE ANY VIOLATIONS FROM THE PREVIOUS YEAR TO BE INVITED.

THE VOLUNTEER JUDGES COME FROM ACROSS SECTION OF THE COMMUNITY IN THE DIFFERENT AREAS AND I BELIEVE MADAM MAYOR YOU'VE BEEN A JUDGE. YES.

>> AND WE DIDN'T WIN THAT YEAR.

>> WE LOOK AT COLOR, CLARITY, TASTE AND ODOR.

OF THE WATER AND ALL THE SAMPLE COME OUT ON NICE CART. WE EAT LUNCH AND WATCH THE JUDGES GO THROUGH THE PROCESS TO DECIDE THE BEST TASTING WATER. TRADITIONALLY, WATER UTILITY HAVE BEEN CONSIDERS THE SILENT INDUSTRY.

AND THE REASON IS WHEN YOU TURN ON YOUR WATER, YOU EXPECT IT TO BE SAFE TO DRINK.

AND YOU EXPECT IT TO BE THERE ALL THE TIME.

HURRICANES HAPPEN. YOUR WATER DOESN'T GO OUT.

IT'S NOT LIKE ELECTRIC. THEY GET ALL THE GLORY BUT THEY GET ALL THE GRIEF WHEN THE POWER IS OUT.

BUT WATER YOU WANT THAT THERE ALL THE TIME EVERY TIME. WATER UTILITIES ALL OVER THE WORLD THEY PREFER TECHNICAL MIRACLES EVERY DAY.

PROVIDING SAFE DRINKING WATER AND MAINTAINING THE PUBLIC TRUST AND CONFIDENCE. THIS YEAR WE ACTUALLY HAVE

AN INTERESTING STORY. WHEN WE WENT TO THE WATER TASTING CONTEST. WE WERE THERE AND THEY DID ALL OF IT AND SAID THERE'S A TIE.

AND I LOOKED ALTERNATE MR. CISNEROS AND I SAID WE'RE DONE. AND I DIDN'T HAVE -- I DIDN'T HAVE -- I DIDN'T THINK WE HAD DONE THAT WELL.

SO THEN THEY HAD A TASTE OFF OF THE TWO THAT GOT THE TIE.

THEY WENT THROUGH IT BUT AFTER ALL WAS SAID AND DONE WE GOT RUNNER UP. WE CAME IN SECOND.

BUT I LIKE TO THINK OF WE WERE TIED FOR FIRST.

BUT THEN AFTER THE TASTE OFF WE CAME IN SECOND.

FPUA WAS INVITED FOR THE FIRST TIME AS FAR AS I KNOW TO TREASURE COAST CHAPTER OF THE AMERICAN PUBLIC WORK ASSOCIATION EQUIPMENT RADIO. WE WENT AND PARTICIPATED THERE WERE FIVE CITIES AND COUNTY IN ATTENDANCE.

ALL THE PARTICIPANTS THAT WHERE THERE GOT TO COMPETE ON 7 DIFFERENT PIECES OF EQUIPMENT, I BELIEVE.

BACK TRUCKS, SIDE LOADERS. STREET SWEEPER, AND MINI EXCAVATORS. CLAYTON HERE WAS REPRESENTATIVES AS PROUD. HE GOT FIRST PLACE IN MINI EXCAVATOR. CHRIS JOHNSON GOT HONORABLE MENTION. CLAYTON GOT THIRD SPECULATION IN THE CLAM TRUCK WHICH HE HAS NEVER RAN BEFORE. THAT WAS A LITTLE BIT SCARY.

FINANCIAL PLAN, AN OPERATIONS GOOD AND COMMUNICATION DEVICE. I WOULD REALLY LIKE TO THANK ALL OF FPUA STAFF FOR INPUT AND REVIEW AND A LOT OF PEOPLE BEHIND ME WHO CAN ATTEST WE ASK HUNDREDS IF NOT THOUSANDS OF QUESTIONS THROUGHOUT THE BUDGETING PROCESS. ON NOVEMBER 22ND, 2021FPUA APPROVED STAFF'S RECOMMENDATION TO NEGOTIATION CONTRACTS WITH NINE PROFESSIONAL ENGINEERING SERVICES AND THREE DESIGN BUILD SERVICE FIRMS. NEGOTIATIONS WITH SEVERAL OF THE QUALIFIED FIRMS RECEIVED AS OF THIS DATE HAVE BEEN SUCCESSFUL. AN ADDITIONAL PROFESSIONAL ENGINEER AND DESIGN BUILD FIRM JACOBS ENGINEERING GROUP IS RECOMMEND BY WASTEWATER ENGINEERING DEPARTMENT. THEREFORE, STAFF IS REQUESTING APPROVAL TO ADD JACOBS ENGINEERING GROUP TO FPUA PROFESSIONAL ENGINEERING AND DESIGN BUILD SERVICE CONTINUING CONTRACT. WITH THAT IT WOULD BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.

HAVING THEM ONBOARD WOULD BE A DEFINITE ASSET FOR FPUA.

WE'RE ESTABLISHED AND OPERATING WITH CHAPTER 13 OF THE CITY CHARTER. AND AS YOU CAN SEE IT'S CALCULATED BASED ON THE MEMBERS FINAL AVERAGE SALARY OF THE TOP FIVE OF THE LAST TEN YEARS.

AND HERE'S A SERVICE TIME THREE PERCENT MULTIPLIER.

WE ARE DEFINED BENEFIT PLAN. NOT A DEFINED CONTRIBUTION.

SOME PEOPLE DON'T UNDERSTAND THAT.

YOUR MAXIMUM IS 75%. OUR EMPLOYEES ARE GOING TO BE 25-YEAR EMPLOYEES MAKE SENSE.

AND THEN THEY HAVE THE ABILITY TO GO INTO THE DRAW PROGRAM AND YOU CAN HAVE THEM FOR 30 YEARS.

THAT'S GOING TO BE YOUR AVERAGE EMPLOYEE FROM 2012 AS THEY GET INTO THE RETIREMENT.

AT THE PRESENT CHARTER. FY-2021 CONTRIBUTION AMOUNTS THE EMPLOYEES PUT IN 964,000.

AND FY-2022, THE EMPLOYEES WILL PUT IN 6.16.

AND THE EMPLOYER PERCENTAGE WILL BE 17.96.

PROJECT MAY BE HOLD DUE TO CORROBORATING EFFORTS WITH OTHER MUNICIPALITY COUNTY AND SPECIAL DISTRICT WHICH MAY EXTEND THE PROJECT. EXAMPLE OF THE MULTIYEAR PROJECT IS OLEANDER TO 2021.
