>> COMMISSIONER GAINES. >> MADAM CHAIR AND BOARD, IT IS MY PLEASURE TO INVITE BACK THE BOYS AND GIRLS CLUB OF ST. LUCIA COUNTY. AS YOU ARE AWARE, WE ARE TRYING TO BUILD A SITE IN THE DISTRICT ONE BEHIND THE 25TH STREET, RIGHT BEHIND GARDEN CITY ELEMENTARY SCHOOL.

I THINK THIS WOULD BE A GREAT INVESTMENT AND A GREAT OPPORTUNITY TO GIVE THOSE KIDS IN THAT PART OF FORT PIERCE SOMETHING THAT YOU CAN CALL THEIR OWN AND SOMETHING THAT THEY CAN ENJOY AND BE SAFE. I ASKED THE BOARD AND THE BOYS AND GIRLS CLUB BUT TO COME TODAY TO PRESENTED TO US AND WE GO FROM THERE. I CAN SEE THAT WE HAVE SOME PEOPLE FROM THE BOYS AND GIRLS CLUB IN THE AUDIENCE.

BEFORE I TALK ABOUT THIS PROJECT.

FIRST, THIS IS A LEARNINGEA EXPERIENCE FOR OUR TEENS.

I LOOK AT EVERY OPPORTUNITY THAT WE CAN, GOOD, BAD, AND INDIFFERENT TO MAKE SURE TEENS SEE THAT PROCESS.

THAT'S WHY WE HAVE TEENS IN THE AUDIENCE.

BUT OUR TEENS IN FORT PIERCE PARTICULARLY ARE AN AMAZING GROUP OF PEOPLE. YOUNG PEOPLE.

IF I HAD AS A YOUNG PERSON WHAT THEY ARE TODAY I WOULD BE IN A BETTER POSITION. I CAN TELL YOU THAT I GREW UP IN BROOKLYN AND IT WAS ROUGH. I HAD TO JOIN THE ARMY NOT BECAUSE I WANTED TO, BECAUSE I HAD TO.

I WORKED FOR A COUPLE OF GREAT COMPANIES DOING SOME GREAT THINGS AND NOW I WORK AS A CEO FOR THE BOYS AND GIRLS CLUB WHICH IS THE BEST JOB I HAVE EVER HAD.

THE REASON IT IS THE BEST JOB I HAVE EVER HAD IS BECAUSE I GET TO TOUCH EVERY LIFE THAT WALKS PAST ME AT THE BOYS AND GIRLS CLUB'S. AND BECAUSE I AM HIS CEO AND A MAN I'M NOT SUPPOSED TO GET EMOTIONAL APPEAR, I WON'T IS THAT IMPORTANT TO ME THAT OUR YOUNG PEOPLE IN OUR COMMUNITY IS WHAT IT'S ALL ABOUT. WE ALL WERE TEENS THAT ONE TIME AND WERE PART OF SOME THINGS. BUT I AM UP HERE TODAY TO TALK ABOUT THIS PROJECT WE ARE WORKING ON, THIS 25TH LIGHTHOUSE TEAM DEVELOPMENT PROJECT BECAUSE IT IS THE RIGHT THING TO DO AND IT IS THE RIGHT TIME TO PUT A BUILDING IN A PLACE WHERE THEY KIDS, THE TEENAGERS CAN CALL THEIR OWN.

I AM GOING TO GIVE YOU A QUICK SYNOPSIS OF THAT.

WHAT HAPPENS IS MY STAFF, AND I HAVE A FEW IN THE AUDIENCE.

THEY ARE WITH A LOT OF THE KIDS WHEN THEY WERE LITTLE KIDS.

AND THEY GET THEM TO ABOUT THE EIGHTH GRADE AND THEN DON'T HAVE A PLACE FOR THEM TO GO. SO WE GO WHEREVER THEY NEED TO GO WHATEVER THAT LOOKS LIKE. FOR MOST OF THEIR LIFE THEY HAD A STRONG PLACE THAT WAS SAVE, A PLACE THAT THEY CAN LEARN AND GROW. AND THEN WHEN THEY GET TO ABOUT THE NINTH GRADE THEY DIE OFF BECAUSE WE DON'T HAVE A PLACE THAT IS FOR OLDER KIDS, FOR TEENAGERS.

SINCE I'VE BEEN WITH THE BOYS AND GIRLS CLUB'S I MADE IT MY MISSION TO MAKE SURE OUR TEENS ARE TAKEN CARE OF.

WE HAVE DIFFERENT PARTNERSHIPS NOW THAT WE DID NOT HAVE SIX YEARS AGO. FOR EXAMPLE, WE HAVE WESTSIDE CLUB. WESTSIDE CLUB IS DOING AMAZING.

WE'VE ONLY BEEN THERE A YEAR AND A HALF.

IN THAT YEAR AND A HALF WE HAVE 110 TEENAGERS.

110 TEENAGERS ATTENDING THE CLUB ALL DAY.

THAT IS A HUGE SUITE FOR OUR COMMUNITY TO HAVE 110 TEENAGERS GO ANYWHERE. TWO OR THREE FOR THAT MATTER.

WE HAVE 250 LITTLE ONES THAT GO THERE, TOO.

PEOPLE SAID ARE WE GOING TO BE ABLE TO FILL IT UP OF COURSE.

22% OF THE PEOPLE IN OUR COMMUNITY IS UNDER THE AGE OF 18. THAT MEANS THEY NEED A PLACE TO GO. WE DON'T HAVE ENOUGH PLACES FOR THESE KIDS TO GO. I WANT TO SHARE WITH YOU OUR MISSION AND VISION. MOST OF YOU IF YOU HAVE SEEN ANY OF THE PEOPLE ON MY TEAM YOU WOULD KNOW THAT THESE ARE OUR VALUES. OUR MISSION IS TO ENABLE ALL YOUNG PEOPLE ESPECIALLY THOSE THAT NEED IS THE MOST TO REACH THEIR FULL POTENTIAL AS PRODUCTIVE, CARING AND RESPONSIBLE CITIZENS. OUR VISION IS TO PROVIDE A WORLD-CLASS CLUB EXPERIENCE THAT ENSURES SUCCESS IS WITHIN REACH OF EVERY YOUNG PERSON WHO ENTERS OUR DOORS WITH ALL MEMBERS ON TRACK FOR GRADUATION FROM HIGH SCHOOL WITH A PLAN FOR THE FUTURE, DEMONSTRATING GOOD CHARACTERS CITIZENSHIP IN LIVING A HEALTHY LIFESTYLE. THAT IS WHAT WE DO EVERY DAY.

WE ARE NOT DOING IT THE WAY WE DID 20 YEARS AGO BECAUSE IF WE DID IT WAY WE DID 20 YEARS AGO WE WOULDN'T HAVE ANY KIDS IN THE CLUB. WE ARE ENSURING THAT THE ITEMS AND THINGS WE ARE PROVIDING OUR KIDS IS SOMETHING THAT WILL ENTICE THEM TO COME TO OUR CLUBS.

WHEN I LOOK AT LINKIN PARK PROJECT OFF OF 25TH STREET, 6 ACRES THAT'S GOING TO ATTRACT KIDS TO WANT TO GO THERE.

IT'S GOING TO ATTRACT THEM TO GO THERE AND WE ARE GOING TO TEACH THEM LIFE SKILLS. OVER THE LAST FEW YEARS WE HAVE HAD SOME AMAZING STAFF AND IN THE RECENT WE HAD DOCTOR PAMELA WHO HAS EXPERIENCE IN WORKFORCE READINESS.

WE UNDERSTAND THAT EVERY KID IS NOT GOING TO GO TO COLLEGE AND WERE NOT EVEN GOING TO PUSH THAT.

WE WANT EVERYBODY TO GRADUATE FROM HIGH SCHOOL, THAT'S A MUST.

YOU GRADUATE YOU PICK IF YOU'RE GOING TO GO TO COLLEGE WE WILL HELP YOU OR IF YOU'RE GOING TO BE IN THE WORKFORCE.

YOU MAKE THE CHOICE. WE ARE HERE TO HELP HIM BESIDE YOU. AND WE HAVE PROVEN OVER THE YEARS THIS TIME LAST YEAR I BELIEVE IT WAS CARES MONEY.

AND WHAT IT DID WAS TO NOT TEACH KIDS HOW TO DO -- A TAUGHT THEM BASIC SKILLS. UNLESS YOU FIRST TO HAVE THE SKILL TO BE ABLE TO GO TO WORK ON TIME.

THAT'S WHAT WE TEACH AT THE BOYS AND GIRLS CLUB'S AND ALL THE OTHER PIECES THAT GO WITH THAT WE BRING PARTNERS WITHIN THE COMMUNITY TO HELP US WITH THOSE THINGS.

I GUESS I HAVE TO LOOK AT THE CLICKER.

I'M GOING TO LOOK AT IT BECAUSE I DON'T KNOW WHAT I AM DOING

WITH IT. >> THIS 12000 SQUARE-FOOT BUILDING IS MORE THAN JUST WORKFORCE READINESS WHICH IS GOING TO BE HUGE. IT WILL ALSO PROVIDE A PLACE WHERE THE COMMUNITY, THE CITIZENS THAT LIVE COULD USE IT.

SO FOR THE MOST PART BOYS AND GIRLS CLUB DURING THE YEARS GOING TO BE OPEN. 3:00 UNTIL 8:00.

ANY OTHER TIME ON THAT THIS IS OPEN FOR THE COMMUNITY.

YOU COULD USE IT. WE WOULD LOVE FOR YOU TO PARTNER AND SAY WE ARE GOING TO USE THIS FOR COLD-WEATHER SHELTER AND

ANYTHING YOU WITH WANT TO USE IT BEFORE BECAUSE WE ARE GOING TO USE IT DURING THE TIME THAT OUR KIDS AND TEENS ARE INSIDE THE BUILDING. WE BELIEVE THAT IN THAT FIRST YEAR WE WILL SERVE 700 KIDS OUT THE GATE.

WE ARE GOING TO CONTINUE TO SERVE KIDS PASS THAT.

THE CAPACITY IS GOING TO ALLOW US TO SERVE 800 KIDS.

WHEN WE TALK ABOUT SERVING 800 KIDS, WERE TALKING WITH QUALITY PROGRAMS. WE DON'T WANT TO GIVE OUR PROGRAM THE 80S OR 90S OR EARLY 2000'S.

WE WANT TO GIVE KIDS OPPORTUNITIES LIKE VR TRAINING.

WE WANT TO GIVE OTHER TRAININGS THAT IF THEY WANT TO BE A TECH OR WHATEVER THEY WANT TO DO WERE GOING TO BE ABLE TO PROVIDE THAT. BUT WE CAN'T DO THAT WITHOUT HAVING A BUILDING. I'M GOING TO TALK ABOUT A PRIORITY TO ME, ESPECIALLY WHEN IT COMES TO TEENS.

LET'S GET THEM IN THE BUILDING FIRST.

IF WERE ABLE TO BRING THEM IN A BUILDING WE JUST ONE BECAUSE WE GOT THE MENACING SPACE. I AM GOING TO ASK OUR FORMER REPRESENTATIVE LEADER TO STAND UP BECAUSE HE'S THE ONE WHO HAD THIS VISION IS WHAT WE NEED TO DO IN THE LINKIN PARK AREA.

BUT I WANT TO TELL YOU THAT SO FAR WE HAVE RAISED OVER $2 MILLION FOR THIS PROJECT. TODAY IT IS THE FIRST TIME THE BOYS AND GIRLS CLUB HAS IT RAISE MONEY FOR A CAPITAL PROJECT AND THE FIRST PLACE THAT WE DECIDE THAT WE ARE GOING TO WORK WITH OUR BOARD OF DIRECTORS AND WE HAVE SEVERAL WAS IN THE LINKIN PARK AREA. WE PUT $2 MILLION RIGHT NOW AND A FEW OTHER PEOPLE ARE FOCUSED ON THIS BUT HERE'S WHAT WE ARE LOOKING FOR. WE ARE LOOKING FOR THE CITY AND OTHER ENTITIES TO COME ALONGSIDE US AND PARTNER WITH US.

THAT IS THE ONLY WAY THAT WE CAN MAKE IT FROM A PRIVATE PUBLIC STANDPOINT. WE CAN'T BUILD BY OURSELVES.

THE CITY CAN'T TO IT BY THEMSELVES.

BUT TOGETHER WE CAN HAVE A PROJECT A BEAUTIFUL BUILDING THAT WOULD NOT ONLY SERVE THE PURPOSE OF SERVING THE TEENAGERS IN OUR COMMUNITIES BUT I SEE BEAUTIFUL WEDDINGS HAPPENING HERE. BUT ALSO SEE THE CITY AND OTHER ENTITIES GETTING USE OUT OF THIS BUILDING AS WELL.

IF YOU DON'T MIND, I DON'T HAVE AS MUCH HISTORY OF FORT PIERCE AS THE REPRESENTATIVE SO I'M GOING TO BRING HIM UP SO HE CAN SHARE A FEW MINUTES. [APPLAUSE]

TO GIVE YOU SOME HISTORY ON HOW WE CAME TOGETHER.

WHEN I WAS IN THE LEGISLATURE, EVERY YEARS THE BOYS AND GIRLS CLUB'S WERE A PRIORITY FOR ME. AND THE WILL AND I GOT TO KNOW EACH OTHER VERY WELL. THERE WAS A GUY WHO HAD THIS PROPERTY FOR SALE. HE CALLED MY OFFICE ONE DAY AND SAID HE WANTED TO MEET WITH ME. HE CAME BY AND SAID I KNOW YOU ARE INTO HELP REVITALIZE THIS COMMUNITY.

I WANT YOU TO TAKE THE 6.6 ACRES AND DO SOMETHING FOR KIDS AND HELP THE NEIGHBORHOOD. AND I SAID OKAY.

BUT NOTHING HAPPENED. A FEW YEARS WENT BY AND I GOT THIS IDEA THAT MAYBE WE SHOULD TEAM UP WITH THE BOYS AND GIRLS CLUB. THAT CAME FROM GREG NELSON WITH THE COUNTY BECAUSE WHEN WE STARTED TALKING ABOUT IT.

HE SENT WITH THAT GUY'S NAME ANTHONY INTO MY OFFICE TO GET INVOLVED I DID NOT KNOW WHAT THE FIRST TEE WAS.

IT'S A GOLF PROGRAM THAT GOES INTO URBAN COMMUNITIES THAT TAKES KIDS TO THE GOLF COURSE. HE TOLD ME THEY DID SOMETHING AT THE STEWART RECREATION CENTER. AND I SAID WOW IT'S NEAT BUT IT'S A PUPPET COURSE AT THEIR COMMUNITY CENTER.

I CAME BACK AND I TALKED TO GREG NELSON WHO HAS BEEN A BIG SUPPORTER OF THE FOUNDATION AND HE SAID YOU COULD HAVE A BETTER ORGANIZATION YOU CANNOT HAVE A BETTER ORGANIZATION THEN THE BOYS AND GIRLS CLUB TO PARTNERSHIP.

ONE DAY YOU ARE GOING TO DIE IN YOUR VISION MAY DIE WITH THAT BUT THE BOYS AND GIRLS CLUB'S HAVE BEEN AROUND FOR 150 YEARS.

WE GOT TOGETHER AND SAID THIS IS THE PERFECT MARRIAGE.

WE TEAMED UP AND CANNOT HAVE A BETTER PARTNER.

THEN I WENT BACK TO ED AND SAID WE'D LIKE TO REALLY BUY THE PROPERTY BUT CAN YOU REDUCE THE PRICE.

I TALKED TO MY PARTNER IN NEW YORK AND HE SAID IF I SAID TO 40 HE WOULD SAY 300. SO ADD, IF YOU'RE LISTENING OUT THERE. SO MY SUPPORT AT PRIZE HE SAID 240 AND THEN I SAID WELL WE HAVE TO RAISE THE MONEY FROM THE FOUNDATION. COULD YOU GIVE US AN OPPORTUNITY

NOW WE START THE CAMPAIGN TO RAISE THE MONEY FOR THE FACILITY.

WE HAD -- AND SON STEP UP. THEY NOT ONLY DONATED $5000.

THEY ARE DOING ALL THE SURVEY AND EXCAVATION WORK AT NO COST.

-- AND HIS SON, DARREN. DARREN AND BEN HAVE BEEN SUPERB IN TERMS OF THIS. WE HAD STEVE THEY HAVE DONE ALL OF THIS. TODD DID ALL OF THE RENDERINGS.

I DON'T KNOW IF YOU HAVE THAT VIDEO BUT HE PUT TOGETHER AN ANIMATED VIDEO OF WHAT THIS WOULD LOOK LIKE ONCE COMPLETED.

WITH ALL THAT BEING SAID. THE OVERALL GOAL THAT I AM VISION AND HOPE WE CAN HAVE AT FORT PIERCE IS THAT WE CAN BECOME A NATIONAL MODEL. NO MATTER WHAT CITY YOU GO TO IN AMERICA IF THERE IS THE STREET NAMED AFTER MARTIN LUTHER KING JR. IT MEANS IT RUNS THROUGH THE NUTS AND NICE AREA OF THE CITY.

THIS COULD BECOME A MODEL BECAUSE YOU WILL NOT SEE ANY CLUB IN AMERICA LOOK LIKE THIS AND HAVE AT THIS HAVE IN TERMS OF THE GOLF FACILITY THAT WE ARE GOING TO HAVE, THE PUTT PUTT, THE SOCCER FIELD, THE CAFÉ, AND KIDS ARE GOING TO RUN THIS.

THAT IS SOMETHING I WANT TO MAKE SURE THE COMMUNITY KNOWS.

THE MAYOR AND I WENT TO A RIBBON CUTTING CEREMONY AND IT'S IMPORTANT THAT WE IN THE CITY OF FORT PIERCE TELL OUR STORY BETTER BECAUSE WE HAVE SO MUCH NEGATIVITY OUT THERE THAT NOTHING GOOD IS HAPPENING IN FORT PIERCE AND PARTICULARLY THE NORTHWEST LINKIN PARK COMMUNITY. IN THAT DAY WHEN I SPOKE I TALKED ABOUT THIS PROJECT. -- THE LIGHTHOUSE TEAM DEVELOPMENT CENTER. I HAVE NEVER SEEN THIS MUCH ACTIVITY TAKE PLACE IN THE LINKIN PARK COMMUNITY IN MY TIME AS A CHILD AND ADULT AS IT IS RIGHT NOW.

AND I WANT TO THANK YOU FOR MAKING IT HELP IT AND EVEN A BIGGER THINK IF IF YOU GIVE US THAT MONEY TODAY.

I WANT TO TALK ABOUT HOW METHODICAL AS AN ORGANIZATION WHEN IT COMES TO OUR BOARD MEMBERS WE HAVE A VARIETY OF BOARD MEMBERS WE WANT TO MAKE SURE WE HAVE THE RIGHT PEOPLE WITH THE RIGHT TALENT THAT SERVE THE COUNTY.

AND IN FORT PIERCE 80 OF OUR 180 EMPLOYEES WORKING FORT PIERCE.

EIGHTY OF THOSE EMPLOYEES. I WANT TO MAKE IT CLEAR THAT WE BELIEVE THAT OUR EDUCATION IS THE PRIORITY OF WHAT WE WANT TO SEE HAPPEN WITH OUR KIDS. WE HAVE 17 CERTIFIED TEACHERS IN OUR CLUB SON MOST ARE IN FORT PIERCE.

IT DID NOT START THAT WAY BUT WITH THE HELP OF THE BOARD AND THE STAFF WE HAVE BEEN ABLE TO DO REMARKABLE THINGS OVER THE LAST SEVERAL YEARS. WE HAVE ALREADY RAISED OVER 2 MILLION. WE ARE WHAT WE CALL A SILENT PHASE IT'S NOT SO SILENT NOW BECAUSE I AM HERE.

WE ARE IN THE SILENT PHASE AND WE ARE ASKING THE CITY OF FORT PIERCE TO COME ALONGSIDE US. I HAVE A BIG NUMBER IN MY HEAD AND ON PAPER THAT WE WOULD LIKE TO SEE THE CITY OF FORT PIERCE COME ALONGSIDE A'S COME ALONGSIDE US IN A 500,000-DOLLAR WAY WE THINK IT'S THAT IMPORTANT.

WE THINK IT'S IMPORTANT THAT NOT JUST DIPPING THEIR TOE IN THE WATER BUT WE DIP THE TOW IN THE WATER AT THE SAME TIME.

THIS PROJECT IS GOING TO BE HERE WAY PAST ME.
