THE MAYOR'S GOING TO COME DOWN AND THE REST OF THE. WHEREAS DEMOCRACY VIOLENCE TRANS SENDS ALL ETHIC. RACIAL AND VIE LENGTHS. IT'S PERPETRATORS ABUSE VICTIM EMOTIONALLY.

WHEREAS DEMOCRACY VIOLENCE IS DEVASTATING BECAUSE IT SO OFTEN CURSE IN THE PRIVACY OF THE HOME, A PLACEMENT TO REPRESENT SHELTER AND SECURITY. FOR THIS REASON, AMERICANS MAY NOT REALIZE HOW WIDE SPREAD IT IS IN OUR OWN COUNTY. AND WHEREAS DURING THE MONTH OF OCTOBER, AMERICANS SHOULD COMPENSATE THE SCARS THAT DOMESTIC VIOLENCE LEAVES ON OUR SOCIETY AND WHAT EACH OF US CAN DO TO PREVENT IT. WHEREAS EACH YEAR IN THE UNITED STATES MORE THAN 10 MILLION WOMEN AND MEN EXPERIENCE PHYSICAL ABUSE BY THEIR INTIMATE PARTNERS AND WITH MANY EXPERIENCE REPEAT ABUSE OVER THE COURSE OF A YEAR. 90% OF CHILDREN OF DOMESTIC VIOLENCE VICTIMS ARE EYE-WITNESSES TO THESE ATTACKS WHICH MAY BE A PRECURSOR TO CHILD ABUSE AND DOMESTIC VIOLENCE THROUGHOUT THE STATE. WHEREAS OUR ADVOCATES HAVE WORKED TOGETHER WITH SAFE SPACE TO PROVIDE AWARENESS EDUCATION, AND REDUCE DOMESTIC VIOLENCE IN OUR COUNTY. FOSTER AS SAFE, LOVING HOME ENVIRONMENT FOR EVERY FAMILY IN A SOCIET THAT REFUSES TO TOLERATE DOMESTIC VIOLENCE IN ANY FORM.

NOW, THEREFORE, I LINDA HUDSON, MAYOR OF THE CITY OF FORT PIERCE, FLORIDA DO HEREBY DECLARE OCTOBER DOMESTIC VIOLENCE MONTH HERE IN FORT PIERCE.

TELL US ABOUT DOMESTIC VIOLENCE? >> YES. I WOULD LOVE TO. GOOD ARCH, COMMISSIONERS AND GUESTS, MIME DR. TERESA, AND I'M HONORED TO SERVE AS CHIEF EXECUTIVE OFFICER FOR SAFE SPACE. ON BEHALF OF SAFE SPACE MEMBERS, BOARD OF DIRECTORS, AND MOST IMPORTANTLY, THE VICTIMS OF DOMESTIC VIOLENCE AND THEIR CHILDREN THAT WE SERVE EVERY TIME. I WOULD LIKE TO EXTEND APPRECIATION FOR FORT PIERCE COMMISSION TO RECOGNIZE OCTOBER FOR DOMESTIC VIOLENCE ARE AWARENESS DAY. THE MEMBER OF THE BOARD AND TREASURER OF THE BOARD. SO, I THINK THAT WE CAN ALL RECOGNIZE THAT DOMESTIC VIOLENCE HAS BEEN A PANDEMIC WAY BEFORE THE COVID OUTBREAK. AND THE UNFORTUNATELY REALITY IS THAT THE LONG-LASTING EFFECTS OF THIS PUBLIC HEALTH ISSUE BRINGS WITH IT SEVERE CONSEQUENCES TO VICTIMS OF INTIMATE PARTNER VIOLENCE AS WELL AS VERY STRONG AND IMPACTFUL CONSEQUENCE TOSS OUR FAMILIES, OUR SCHOOLS, PLACES OF WORSHIP, WORK PLACES, SOCIAL NETWORKS AND ON OUR SMALLEST AND MOST VULNERABLE, OUR CHILDREN. ALLOW ME TO SHARE THE FOLLOWING, BECAUSE, NUMBERS PAINT THE BEST PICTURE. IN FY '21-22, OUR HOTLINE CRISIS ADVOCATES MANAGED 4,000 CALLS AND THIS REPRESENTS AN 18% INFORM CREASE OVER THE PRIOR YEAR. DURING THE SAME PERIOD, WE SERVED 430 VICTIMS AND SURVIVORS OF DOMESTIC VIOLENCE IN ST. LUCY COUNTY CONSISTING OF 345 ADULTS AND 85 CHILDREN.

THESE INDIVIDUALS REPRESENT 55% OF THE TOTAL POPULATION WE SERVE THERE SAFE SPACE. 55%. WE ALSO PROVIDED THIS VICTIM'S AND SURVIVORS CLOSE TO 6,000 NIGHTS OF SHELTER. WE SERVED 262 OF THEM THROUGH OUR LEGAL STARTS AND INJUNCTIONS FOR PROTECTION.

WE CREATED 844 FINANCIAL SAFETY PLANS FOR THEM. AND OFFERED THEM OVER 5900 INDIVIDUAL AND GROUP SESSIONS. SO, IN ADDITION TO THE DEVASTATING AFFECTS THAT INTIMATE PARTNER VIOLENCE HAS ON VICTIMS, IT IS IMPORTANT TO RECOGNIZE THE FINANCIAL BURDEN TO OUR COMMUNITIES IS SUBSTANTIAL. IN 2020, THE COST ASSOCIATED WITH DOMESTIC VIOLENCE IN ST. LUCY COUNTY WERE ESTIMATED AT OVER $34 MILLION. THAT'S PER YEAR, $34 MILLION.

AND THAT INCLUDES, OF COURSE, CALLS RELATED TO LAW ENFORCEMENT

SERVICES, MEDICAL CARE, MENTAL HEALTH AND SOCIAL SERVICES, AND, LOSS OF WAGES AND PRODUCTIVITY IN THE WORKPLACE. WITH THEREFORE MUST CONTINUE COLLABORATING AND WORKING TOGETHER TO ADDRESS THE IMPACT THAT INTIMATE PARTNER VIOLENCE HAS ON THE ECONOMY. THE ECONOMY AND ECONOMIC DEVELOPMENT OF ST.

LUCY COUNTY. AND WHILE WE CONTINUE TO PROVIDE EMERGENCY SHELTER SERVICES IN THIS COUNTIES THREW THE SHELTERS LOCATED IN MARTIN AND INDIAN RIVER COUNTY. WE'RE LAUNCHING A FEASIBILITY STUDY THIS YEAR FOR AN ESTABLISHMENT OF A FACILITY RIGHT HERE IN ST. LUCY COUNTY. HOWEVER, IT RELIES ON THE RESOURCES THAT WE COULD SECURE FROM THE COUNTY'S GOVERNMENT, BUSINESS, AND RESIDENTS. IN THE MEANTIME, WE CONTINUE TO OFFER NON-RESIDENTIAL OUTREACH SERVICES THROUGH THE OFFICES THAT WE HAVE IN THE BOY'S AND GIRL'S CLUB WEST SIDE CAMPUS.

THE IMPACT OF OUR WORK WITH VICTIMS AND SURVIVORS OF DOMESTICVIOLENCE IS BEST EXSEMPLEFIED BY THEIR OWN WORDS.

AFTER BEING THE VICTIM OF DOMESTIC VIOLENCE, I CHOSE SAFE SPACE BECAUSE OF THE KEPT SUPPORTIVE STAFF. MY ADVOCATE WAS A CHAMP RONNE FOR ME AND A PILAR OF SUPPORT. SHE LOOKED FOR RESOURCES FOR ME TO HELP ME GET THROUGH THE DIFFICULTY TIMES, SHE WAS THERE FOR ME DURING COURT APPOINTMENTS AND THROUGH IT ALL. I STILL HURT FROM WHAT I WENT THROUGH, BUT, BECAUSE OF SAFE SPACE AND MY ADVOCATE, I'M STRONGER NOW AND ON THE ROAD TO LIVING A NORMAL LIFE WHILE CARING FOR MY SON.

MY ADVOCATE DIDN'T ABANDON ME SHE'S STILL THERE FOR ME EVEN NOW AS I AM LIVING LIFE AFTER RECOVERY AND THEY ARE CARING DOESN'T END JUST BECAUSE A CASE IS CLOSED. CLOSED QUOTE. THIS SURVIVORS OF DOMESTIC VIOLENCE CAN REMAIN WORKING WITH US FOR AS LONG AS THEY NEED US. IT COULD BE MONTHS, IT WOULD BE YEARS, AND IT'S ALL FREE OF COST TO EVERY ADULT AND CHILD. SO, PLEASE, JOIN US AS WE STAND UP AND SPEAK UP AGAINST DOMESTIC VIOLENCE BY PARTICIPATING IN OUR 11TH ANNIVERSARY "WALK A MILE IN HER SHOES EVENT" IN FORT PIERCE, AS WE HELP ALL THE GENTLEMEN IN OUR AUDIENCE, WEAR THE SHOES AND WALK WITH US IN A SYMBOLIC MILE AS WE SPEAK AND BRING AWARENESS IN OUR COMMUNITY ABOUT THE IMPORTANT SERVICES THAT WE PROVIDE, BUT, MOST OF ALL, ABOUT THE SAFETY THAT WE OFFER VICTIMS OF DOMESTIC VIOLENCE. LUCY. SO, WE REALLY NEED A HOUSE AND SAFE PLACE IN FORT PIERCE. BUT, LIKE SHE SAID, IT'S GOING TO RELY ON DONORS TO KEEP THAT GOING. IT'S A VERY REWARDING EXPERIENCE. I REMEMBER AS A YOUNG COP IN ST. LUCY COUNTY, WE WERE NOT EVEN ALLOWED TO KNOW WHERE THE SAFE SPACE WAS. WE TOOK THEM TO THE FORT PIERCE POLICE DEPARTMENT AND THE ADVOCATE CAME UP AND GOT THEM. SO, IT WASN'T UNTIL I GOT ON THE BOARD THAT I GOT TO SEE THE FULL IMPACT OF WHAT THEY'RE DOING. BUT, IT'S A GREAT PROGRAM FOR THEM FOR SURE. THANK YOU SO MUCH.

I BELIEVE THE CITY WAS ACTING IN GOOD FAITH, WORKING WITH SHS REPS AND INCREASING BUDGET PLANS AND HELPING TO IMPROVE SHELTER OPERATIONS BY AGREEING TO SHSS REQUEST TO FINANCE AND HIRE A SHELTER ADMINISTRATOR AS A CITY POSITION. IT'S NAME UNDERSTANDING THAT SHS REPS. I HAVE ASKED AND HAVE BEEN REPETITIVE THAT YOU PLAN AND HOLD A PUBLIC DISCUSSION ON SHELTER OPERATIONS AND INCLUDE SHELTER MANAGEMENT STAFF TO GIVE A PRESENTATION AND BE PRESENT TO ANSWER QUESTIONS. ONE OF THE POLICIES THAT I'VE PROMOTE SAN DIEGO A RETURN TO OWNER POLICY REGARDING ANIMALS IMPOUNDED MORE THAN ONCE TO BE FIXED ON THEIR IRRESPONSIBLE OWNERS. WHICH LEADS TO INCREASED IMPOUNDS. THIS LEADS TO THE NEXT ISSUE, NEGOTIATING WITH MORE VETS AND PAY THEM WHAT THEY NEED TO MAKE IT WORTH THEIR TIME TO PROVIDE VALUABLE, LIFE SAVING SERVICES.

YOU'RE GOING TO PAY ONE WAY OR ANOTHER, EITHER YOU PAY FOR THE LIFE-SAVING SERVICES OR PAY FOR INCREASED ANIMAL OPERATION, SHELTERING COSTS, AND INCREASED KILLING. AGAIN, IT'S SIMPLE MATH. I DON'T THINK INCREASED KILLING IS REALLY AN OPTION YOU WANT TO CONSIDER. I DON'T WANT TO BELIEVE THAT TOLD SUPPORT THE CHEAPER TO KILL OPTION. I THINK OUR CITY HAS COME A LONG WAY FROM THE OLD, CRUEL, INHUMANE THINKING. I'M CONFIDENT THAT YOU WANT TO FIND A WAY TO RUN AN ANIMAL SHELTER THAT YOU WEPT BE A SHAMED OF. BUT, NO, THERE'S NOT GOING TO BE A MASS EUTHANIZE. YES, THERE ARE A LOT OF ANIMALS, IN THERE, BUT NO, WE'RE NOT GOOD IN THERE TO DO A MASS EUTHANASIA. I'VE BEEN WORKING WITH PEOPLE WHO HAVE KNOWLEDGE OF CURRENT WELFARE TRENDS AND WE'RE CONTINUES TO WORK WITH THESE. WE'RE RECOMMENDING THE NEW NAME OF THE FACILITY, THIS IS THE NEW WAY TO PROMOTE A POSITIVE MESSAGE IS THE FORT PIERCE ANIMAL CARE AAND ADOPTION CENTE.

WE WANT TO MOVE AWAY FROM THE STIGMA THAT GOES WWITH HUMANE SOCIETIES OR ANY TYPE OF SHELTER, THIS IS AN ADOPTION CENTER, AN ANIMAL CARE FACILITY. AND THIS IS WHAT STAFF PLANS TO MOVE FORWARD WITH, UNLESS THERE'S OPPOSITION, OF THAT FACILITY. THE FORT PIERCE ANIMAL CACARE & ADOPTION CENTER AND WHAT ARE ARE THE UPCOMING CHANGES? WE'RE FIRST WORKING WITH IT ON A SOFTWARE PROGRAM. SO, WE'RE OPENING TO THE PUBLIC, TOMORROW, AT 11:00, WE DON'T REALLY HAVE A PROGRAM IN PLACE YET, SO, WE'RE DOING IT ON POP. AND WE'RE IMPROVING WHITE ROAD FROM KING'S HIGHWAY TO PETER'S ROAD. RIGHT NOW IT'S A SHELL ROCK ROAD.

WE'VE REACHED OUT TO THE COUNTY AND IT'S ABOUT $2 MILLION BECAUSE IT INCLUDES THE SIGNAL. AND THAT'S A BIT OF AN EXPENDITURE. WE REACHED OUT TO THE COUNTY FOR REIMBURSEMENT.

AND WE'RE NOT, I GUESS, WE THINK THAT WE SHOULD GET SOME OF THE REIMBURSEMENT OF THE IMPACT FEES THAT THEY'RE GOING TO BE PAYING.

SOME IN THE SOUTH ARE AROUND $8,000 OF THE IMPACT FEES.

LUCY RIVER WATER CONTROL DISTRICT THAT IS A CRITERIA THAT ALLOWS YOU DISCHARGE PER ACREAGE AND THAT'S IT. WHETHER THIS IS RESIDENTIAL OR COMMERCIAL, THEY'RE GOING TO ALLOW CERTAIN DISCHARGE GOING INTO THE C-40 WHICH IS ALONG KING'S HIGHWAY.
