WHEREAS AMERICA'S INDEPENDENCE DAY MOVEMENT INITIATED BY THE DECLARATION OF INDEPENDENCE AND THE FOURTH OF JULY, 1776, DID NOT INCLUDE ENSLAVED AFRICAN-AMERICANS AS THEY WERE NOT RECOGNIZED AS FULL HUMAN BEINGS. FREEDOM FROM SLAVERY WAS INITIATED BY THE ENFORCEMENT OF THE EMANCIPATION PROCLAMATION ON JANUARY 1, 1863 AND FORMALLY ANNOUNCED BY UNION GENERAL GORDON GRANGER IN GALVESTON, TEXAS ON THE 19TH OF JUNE, 1865 THROUGH THE READING OF THE GENERAL ORDER NUMBER # TO THE LAST GROUP OF SLAVES IN BONDAGE, CREATING AMERICA'S SECOND INDEPENDENCE DAY CELEBRATION. AND WHEREAS THE JUNETEENTH CELEBRATION COMMEMORATES THE EMANCIPATION OF SOUTHERN SLAVES, BLACKS, ON JUNE 19, 1865.

TWO AND A HALF YEARS AFTER THE SIGNING OF THE EMANCIPATION PROCLAMATION BY ABRAHAM LINCOLN. THE MEMORY OF ALL THOSE WHO MOVED FROM SLAVERY TO FREEDOM REMAINS AS A LESSON FOR ALL AMERICANS REGARDLESS OF THEIR BACKGROUND, RACE, OR RELIGION.

WHEREAS THE FLORIDA LEGISLATURE ISSUED AN APOLOGY ON MARCH 26, 2008, EXPRESSING PROFOUND REGRET FOR THE SHAMEFUL HISTORY OF ENSLAVING BLACK PEOPLE AND PASSING LAWS THAT SANCTIONED INVOLUNTARY SERVITUDE UPON GENERATIONS OF AFRICAN SLAVES.

WHEREAS ON JUNE 18, 2021, PRESIDENT JOE BIDEN SIGNED INTO LAW A BILL CREATING A FEDERAL HOLIDAY TO COMMEMORATE JUNETEENTH. THIS IS THE 23RD YEAR THAT THE JUNETEENTH FESTIVAL HAS BEEN HELD PRIOR TO IT BEING NAMED A FEDERAL HOLIDAY. NOW, THEREFORE, I LINDA HUDSON, MAYOR OF THE CITY OF FORT PIERCE, FLORIDA PROCLAIM JUNE 19 AS JUNETEENTH, INDEPENDENCE DAY FOR ALL AMERICANS AS A TIME TO LEARN MORE ABOUT OUR COMMON PAST AND TO BETTER UNDERSTAND THE EXPERIENCES THAT HAVE SHAPED OUR NATION.

THE LEGISLATURE LEFT TALLAHASSEE AND COMPLETED THEIR WORK.

THAT FIRST SLIDE IS OUR PUBLIC RELATIONS ARMS MANDATE THAT I INCLUDE IN EVERY PRESENTATION. IT IS MY SMILING FACE AT YOU.

LET'S TALK A LITTLE BIT GLOBALLY ABOUT WHAT HAPPENED IN 2023.

MORE IMPORTANTLY, WHO ARE THOSE DECISION-MAKERS? TALLAHASSEE? NOT ONLY IN THE GOVERNOR'S OFFICE BUT ALSO IN THE HOUSE AND THE SENATE.

NOT SURPRISINGLY, AFTER HIS FIRST TERM, YOU KNOW, GOVERNOR DESANTIS, QUITE FRANKLY, CONTINUES TO COMMAND A NATIONAL ATTENTION. WE HAVE SEEN RECENTLY THAT HE HAS BEEN IN IOWA AND SOUTH CAROLINA AND NEW HAMPSHIRE, ET CETERA. OBVIOUSLY, HIS FUTURES A SEPARATIONS ARE MADE CLEAR. THE NEXT 18 MONTHS OR SO WILL OBVIOUSLY PLAY A BIG ROLE. WHAT DOES THAT MEAN FOR THE

STATE OF FLORIDA? >> YOU KNOW, OBVIOUSLY, YOU HOLD OFFICE THANKS TO A CHANGE IN LAW THIS YEAR.

ÚWHILE RUNNING FOR HIGHER FEDERL OFFICE.

AND SO IT WILL BE INTERESTING TO SEE OVER THE COURSE OF THE NEXT 18 MONTHS HOW THE GOVERNOR'S OFFICE AND HIS STAFF HANDLES SORT OF A DUAL ROLE. ONE OF BEING A CANDIDATE.

ALSO BEING A LEADER OF THE STATE THAT DUTY REALLY FALLS BEHIND THE SCENES TO THE GOVERNOR'S CHIEF OF STAFF.

HE IS THE GOVERNOR'S THIRD CHIEF OF STAFF DURING HIS TENURE.

JAMES IS AN ATTORNEY FROM THE D.C. AREA, VERY CAPABLE, VERY SMART. THE LEGISLATIVE AFFAIRS DIRECTOR IS A FORMER COUNTY ADMINISTRATOR FROM CLAY COUNTY.

CHRIS SPENCER, HE HAS BEEN AROUND FOR A LONG TIME IN THE LEGISLATIVE PROCESS. A FORMER AIDE TO SENATOR BRANDIS. A GRAY ROBINSON ALUMNI AS WELL, FOR A SHORT PERIOD OF TIME. COMMISSIONER WILTON SIMPSON, SENATE PRESIDENT, ASHLEY MOODY IS IN HER SECOND TERM AS ATTORNEY GENERAL. THESE ARE SORT OF THE, IF YOU WILL, THE LEADERS OF THE FLORIDA HOUSE.

WE HAVE SPEAKER PAUL RENNER ENTERING INTO HIS SECOND SESSION AS SPEAKER. TOM LEAK IS THE APPROPRIATIONS CHAIRMAN. DANNY PEREZ FROM THE MIAMI AREA IS A FUTURE SPEAKER. AFTER SPEAKER RENNER AND THEN THE HARVARD-TRAINED LAWYER FROM THE TAMPA AREA.

AS I MENTIONED, THE PRESIDING OFFICERS HAVE A TWO-SESSION TERM IN TERMS OF WHEN THEY ARE IN CHARGE OF THEIR CHAMBER.

FOR THOSE WHO ARE LESS FAMILIAR, THE HOUSE HAS 120 MEMBERS.

THE SENATE HAS 40 MEMBERS. AS YOU CAN IMAGINE, FORECAST A LITTLE BIT MORE DIFFICULT TO WRAP YOUR HANDS AROUND A 120-MEMBER BODY WHOSE IDEAS ARE GENERALLY FAIRLY BROAD IN THE SPECTRUM. THE FLORIDA SENATE TO DISCUSS BRIEFLY, THE SENATE PRESIDENT FROM THE NAPLES AREA.

WE HAVE HER PRO TEM FROM MARION COUNTY.

THE FUTURE SPEAKER IS THE MAJORITY LEADER.

LAUREN BOOK FROM SOUTHEAST FLORIDA, MINORITY LEADER.

SENATOR MAYFIELD IS THE RULES CHAIR.

BEFORE WE GET INTO 2023, LET'S TALK A LITTLE BIT ABOUT, AGAIN, THE POLITICAL DYNAMICS. LOOKING BACK AT THIS LAST ELECTION IN 2022, WHAT WAS SUPPOSED TO BE A RED WAVE NATIONALLY WHICH DID NOT COME TO FRUITION, CAME TO FRUITION IN THE STATE OF FLORIDA. CERTAINLY BY THE ELECTED-- THE DESANTIS AND NUNES ADMINISTRATION WON BY 59% OF THE VOTE. OVER 20 POINTS, IF YOU WILL.

WHICH WAS THE LARGEST MARGIN OF VICTORY IN THE LAST 40 YEARS.

FOR A GOVERNOR. THAT WAS NOT UNIQUE TO THE GOVERNOR IN THE STATE WITH THE ELECTION.

IT OCCURRED ACROSS ALL CABINET SEATS.

IT ACTUALLY ALLOWED THE REPUBLICANS IN THE HOUSE TO PICK UP NINE SEATS AND CONTROL A SUPER MAJORITY.

AND SO PROCEDURALLY, WHAT OCCURS FOR A SUPER MAJORITY, EACH TWO-YEAR TERM, STAGGERING TERM, THE CONTROLLING PARTY GETS TO WRITE THE PROCEDURAL RULES FOR THEIR CHAMBER.

WHEN YOU HAVE A SUPER MAJORITY, EFFECTIVELY, THERE ARE NO RULES.

A SUPER MAJORITY CAN WAIVE ANY RULE THAT IS WRITTEN, MAKING IT VERY DIFFICULT FOR THE MINORITY PARTY IN BOTH THE HOUSE AND THE SENATE TO EFFECTUATE REAL CHANGE.

EVEN FROM A STANDPOINT TO HOLD UP, IF YOU WILL, LEGISLATION TO.

SEEK AMENDMENTS LEGISLATION ON THE FLOOR, BECOMES ENTIRELY-- AN ENTIRELY MASSIVE UPHILL CLIMB BEFORE YOU.

IF THERE IS A SUPER MAJORITY IN CONTROL.

THAT ALSO HAPPENED WITH THE CONGRESSIONAL DELEGATION IN THE STATE OF FLORIDA. AS WE HAVE REPUBLICANS WHO HOLD 20 OF 28 DISTRICTS IN THE FLORIDA CONGRESSIONAL

DELEGATION. I MENTIONED A LITTLE BIT AS YOU CAN SEE, THE RESIGN TO RUN LAW THIS PASSED THIS YEAR ALLOWS FOR THE GOVERNOR TO RUN FOR PRESIDENT.

AND HE IS DOING SO NOW. LET'S TALK A LITTLE BIT ABOUT WHAT HAPPENED. 1873 BILLS WERE FILED IN 2023.

2,600 SOME-ODD AMENDMENTS. ONLY 356 BILLS PASSED.

101 HAVE BEEN APPROVED TO THE GOVERNOR.

THAT WAS REALLY AS OF THURSDAY OF LAST WEEK, IF YOU WILL.

I THINK I SAW THE GOVERNOR SIGN ANOTHER 12 BILLS TODAY.

HE HAS VETOED TWO. ACTUALLY, AT THIS POINT.

I WOULD EXPECT AND ANTICIPATE THAT THE REMAINING BILLS THAT HAVE NOT BEEN SENT TO THE GOVERNOR ARE SENT WITHIN THE COMING WEEKS. THE STATE'S FISCAL YEAR STARTS JULY 1. A LOT OF THE ENACTMENT DATES OF LEGISLATION CENTER AROUND THAT FISCAL YEAR DATE BEGINNING.

THE BIGGEST THING THAT WILL BE SENT TO THE GOVERNOR IN THE COMING DAYS, MOST LIKELY IS THE STATE BUDGET.

ONCE ANY BILL IS TRANSMITTED TO THE GOVERNOR, WHILE WE ARE NOT IN SESSION, HE HAS 15 DAYS TO ACT ON THAT BILL.

HE CAN DO THREE THINGS. HE CAN SIGN THE BILL.

HE CAN VETO THE BILL. HE CAN LET THE BILL BECOME LAW WITHOUT HIS SIGNATURE. THAT PROCESS IS ONGOING.

AND ULTIMATELY, WE WILL SEE HOW MANY BILLS GET VETOED.

POST IMPORTANTLY, WHEN THAT STATE BUDGET GETS SIGNED.

LET'S TALK ABOUT THE LEADERSHIP PRIORITIES.

THE BEST WAY TO DESCRIBE THE RELATIONSHIP BETWEEN THE GOVERNOR, THE SENATE PRESIDENT, AND THE HOUSE SPEAKER WOULD BE COLLABORATIVE. GRANTED, IT IS COLLABORATION WITH A SIGNIFICANT AMOUNT OF DEFERENCE TO THE GOVERNOR.

WE CERTAINLY HAVE SEEN BECAUSE OF HIS POPULARITY, THAT THE LEADERS OF BOTH THE HOUSE AND SENATE HAVE NOT NECESSARILY GOTTEN, YOU KNOW, OUT OF DISFAVOR WITH HIM IN TERMS OF WHAT HIS PRIORITIES WERE. SO IF YOU WILL RECALL, WE HAD TWO SPECIAL SESSIONS PRIOR TO THE BEGINNING OF THE 2023 LEGISLATIVE SESSION. LARGELY, THE CONVERSATION WAS FOCUSED ON PROPERTY INSURANCE AND THE PROPERTY INSURANCE MARKET IN THE STATE OF FLORIDA WHICH HAS FACED SIGNIFICANT CHALLENGE. AND CONTINUES TO DO SO.

WE ALSO HAD A NUMBER OF OTHER POLICY AREAS THAT WERE TOUCHED IN THOSE SPECIAL SESSIONS. SOME OF WHICH ARE INCLUDED WITHIN THE GOVERNOR'S PRIO PRIORITIES.

SOME WERE ACTUALLY PASSED DURING THE 2023 LEGISLATIVE SESSION.

TO HIT BRIEFLY ON THOSE, HOUSE BILL 3 DEALT WITH ENVIRONMENTAL SOCIAL GOVERNANCE AS IT RELATES TO PENSION FONDZ, BONDING, LENDING DECISIONS AND STATE CONTRACTING AS WELL.

IT DID A NUMBER OF THINGS, BUT DIRECTED THE ATTORNEY GENERAL AND CFO TO LOOK AT THE CURRENT INVESTMENTS OF THE STATE OF FLORIDA AND TO FIND OUT AND QUESTION WHETHER OR NOT THOSE MARKET SECTORS WITHIN, YOU KNOW, THE BLACK ROCKS AND VANGUARDS OF THE WORLD HAD SPECIFIC PORTFOLIOS THAT DEALT WITH ENVIRONMENTAL-SOCIAL ISSUES. THEY ARE CURRENTLY IN LITIGATION ABOUT SOME OF THE ACTIONS THAT WERE UNDERTOOK BEFORE IT WAS OFFICIALLY SUNSET.

THAT WAS AN ONGOING SAGA AND STORY.

DATA PRIVACY HAS BEEN A PRIORITY OF THE GOVERNOR, HONESTLY, SINCE HE BECAME GOVERNOR. HIS ADMINISTRATION HAS FOCUSED

WE HAD A DISCUSSION ABOUT ECONOMIC OPPORTUNITY, THE FORMER DEPARTMENT OF COMMUNITY AFFAIRS IS NOW IN THE FUTURE, WILL BECOME THE DEPARTMENT OF COMMERCE.

FROM AN ECONOMIC DEVELOPMENT STANDPOINT, THERE WAS A ROBUST DISCUSSION REGARDING THE ROLE THAT THE STATE SHOULD PLAY AS IT RELATES TO NOT ONLY INCENTIVES BUT FUNDING TRIPS, IF YOU WILL, OUTSIDE OF THE STATE TO LOOK AT THE WAY THAT OTHERS OPERATE AND HANDLE ECONOMIC DEVELOPMENT. SO HOUSE BILL 5 ELIMINATED ENTERPRISE FLORIDA. IT TRANSFERRED A LARGE BULK OF THE ECONOMIC OPPORTUNITY INTO THIS NEW DEPARTMENT OF COMMERCE.

CONSTITUTIONAL CARRY WAS A BIGGISH SHY BIG ISSUE THIS YEAR.

IN TERMS OF THIS DISCUSSION. PASSED AGAIN RELATIVELY QUICKLY.

WITH BROAD SUPPORT FROM REPUBLICANS.

SO CERTAINLY, ONE THAT WILL CARRY A BIG PRICE TAG BUT WAS THE NUMBER ONE PRIORITY OF THE SPEAKER OF THE HOUSE.

SENATE PRESIDENT HAD LESS ISSUES AT LEAST PUBLICLY, THAT SHE DISCUSSED THAT WERE HER PRIORITIES.

CERTAINLY, WHEN SHE DID DISCUSS THEM, SHE DID SO PASSIONATELY.

AND AFFORDABLE HOUSING WAS ONE OF THOSE.

THIS WAS A BILL THAT, YOU KNOW, WE WERE AWARE OF FAR IN ADVANCE OF THIS LEGISLATIVE SESSION BECAUSE THE SENATE PRESIDENT HAD REALLY GONE AROUND THE STATE TALKING ABOUT THE NEED FOR ADDITIONAL AFFORDABLE HOUSING. NOT ONLY FROM A POLICY STANDPOINT BUT ALSO FROM AN APPROPRIATIONS STANDPOINT.

MORE THAN $800 MILLION WERE PUT FORWARD IN AFFORDABLE HOUSING FOR SADOWSKI THIS YEAR. WE HAVE EXPANDED THE HOMETOWN HEROES PROGRAM. WHICH HELPS WITH DOWN-PAYMENT ASSISTANCE FOR FIRST RESPONDERS, NURSES, ET CETERA.

THERE WAS ANOTHER $100 MILLION PUT INTO THATS SOME CONVERSATIO, EXTENSIVE CONVERSATION WITH LOCAL GOVERNMENT ABOUT

I THINK WHAT THE SENATE WAS TRYING TO DO WAS BALANCE INCENTIVES FOR DEVELOPERS TO CREATE A SUPPLY WHILE ALSO TRYING TO WORK WITH LOCAL GOVERNMENTS TO FIGURE OUT WHAT HAND THEY COULD HAVE IN HELPING SOLVE THE AFFORDABLE HOUSING PROCESS. THIS BILL PASSED REALLY BEFORE, BEFORE SESSION TRULY STARTED IN MARCH.

IT PASSED DURING COMMITTEE WEEKS DUE TO IT BEING A PRIORITY OF THE SENATE PRESIDENT. THE MAYOR AND I WERE DISCUSSING BEFORE THE MEETING STARTED, YOU WILL RECALL LAST YEAR SENATE BILL 620 WAS SOMETHING THAT WAS DISCUSSED WIDELY IN THE LOCAL GOVERNMENT ARENA BECAUSE IT CREATED A NEW CAUSE OF ACTION AGAINST LOCAL GOVERNMENTS FOR ANY FINANCIAL IMPACT AND ORDINANCE YOU PASSED HAD ON A BUSINESS OF 15% OR SO OF THEIR REVENUE. THAT BILL WAS ULTIMATELY VETOED BY THE GOVERNOR. SENATE BILL 170 IS A FORM OF BILL THAT WAS ACTUALLY FILED LAST YEAR THAT DIDN'T PASS.

WHAT THIS BILL DOES IS IT IMPLIES ON YOU, IMPARTS ON YOU A NEED TO CREATE A BUSINESS IMPACT STATEMENT FOR EVERY ORDINANCE THAT YOU PASS. THERE ARE MULTIPLE EXCEPTIONS IN TERMS OF WHEN YOU CREATE A BUSINESS IMPACT STATEMENT OR WHERE A TEMPORARY INJUNCTION COULD BE FILED AGAINST YOU, EFFECTIVELY. IT IS NOT ENTIRELY A CAUSE OF ACTION. SHE HAD BEEN VERY PASSIONATE ABOUT THAT.

THE LEGISLATURE HAS FUNDED OVER THE COURSE OF THE LAST TWO YEARS, ABOUT $600 MILLION FOR THE WILDLIFE CORRIDOR.

WHEN TALKING ABOUT DOLLARS, THE BUDGET THIS YEAR WAS $117 BILLION. THE LARGEST IN THE STATE'S HISTORY. IT WAS $7 BILLION MORE THAN LAST YEAR. THE GOVERNOR HAD SUBMITTED HIS RECOMMENDED BUDGET AT ABOUT $114 BILLION.

TO GIVE YOU AN IDEA, IN 2010, WE WERE WORKING WITH ABOUT A $73 BILLION BUDGET. OBVIOUSLY, SIGNIFICANT INCREASES THERE. THE BUDGET SILO AS YOU CAN SEE HOW THIS WORKS OUT, OBVIOUSLY, HEALTH AND HUMAN SERVICES, NOT SURPRISINGLY, MEDICARE, MEDICAID TAKE UP THE LARGEST CHUNK OF THE STATE BUDGET. THAT $117 BILLION.

WE HAD A NEW CANCER RESEARCH PROGRAM.

GOT $30 MILLION, OBVIOUSLY, AFTER CASEY DESANTIS' BOUT WITH BREAST CANCER. CANCER HAS BEEN A SIGNIFICANT THING IN THE GOVERNOR'S OFFICE. WE HAVE SEEN CONTINUING INVESTMENT IN EDUCATION. WE HAVE $40 MILLION WHICH IS, YOU KNOW, A TOTAL OF OVER A QUARTER OF A BILLION DOLLARS FOR SCHOOL SAFETY OFFICERS. AND OTHER SCHOOL SAFETY INITIATIVES WHICH ARE ARISING OUT OF PARKLAND, A NUMBER OF YEARS AGO. IN WHAT WAS HOUSE BILL 1 DURING THAT YEAR. IN THE TRANSPORTATION SPACE, YOU CAN SEE A $21 BILLION BUDGET. THE TRANSPORTATION WORK PROGRAM FOR F-DOT IS $13.6 BILLION. WE HAVE A NEW INITIATIVE THAT WAS PUT FORWARD THIS YEAR. BY THE GOVERNOR, PASSED BY THE LEGISLATURE KNOWN AS MOVING FLORIDA FORWARD.

$4 BILLION FOR SIGNIFICANT WORK BEING DONE ACROSS THE STATE IN AREAS OF THE MOST TRAFFIC. AND SO THAT WILL BE ROLLED OUT AND EXPEDITED OVER THE COURSE OF THE COMING YEARS.

OF PARTICULAR INTEREST TO THE CITY, VISIT FLORIDA, ULTIMATELY WAS FUNDED. IT WAS FUNDED AT $80 MILLION.

A LITTLE BIT LESS THAN THE $100 MILLION THEY GOT LAST YEAR: IT SEEMS THAT YEAR OVER YEAR, VISIT FLORIDA IS IN A FIGHT FOR THEIR APPROPRIATIONS TO CONTINUE. IT IS SORT OF ALWAYS A WILL, THEY, WON'T THEY TYPE OF ARGUMENT? THERE WOULD HAVE BEEN MORE ATTENTION BECAUSE THERE WAS LEGISLATION OUT THERE. WATER PROJECTS HIT OVER $433 MILLION THIS YEAR.

THOSE ARE INDIVIDUAL MUNICIPAL COUNTY PROJECTS.

AS IT RELATES TO STORMWATER, DRINKING WATER, ET CETERA.

DEP HAS EXPANDED THEIR CURRENT WASTEWATER GRANT PROGRAM.

IT IS SOMETHING WE WILL WORK WITH THE STAFF TO ENCOURAGE YOU TO APPLY FOR AS IT RELATES TO DOLLARS.

THEY EXPANDED THEK A PUBLICABILITY OF THAT WASTEWATER PROGRAM FOR AREAS THEY HAD NOT INCLUDED PRIOR, SUCH AS STORMWATER, AG, ET CETERA. THAT IS SOMETHING TO NOTE, FOR SURE. ANOTHER NOTE WE WOULD IMPRESS UPON YOU AND YOUR STAFF TO APPLY FOR, THE LOCAL GOVERNMENT CYBER-SECURITY GRANTS. THERE WAS $30 MILLION PUT IN LAST YEAR'S BUDGET. THAT PROGRAM ACTUALLY JUST OPENED UP FOR APPLICATIONS FROM LAST YEAR.

JUST A COUPLE OF MONTHS AGO. IT IS GOING TO BE A ROLLING ACCEPTANCE BASIS. I WOULD HIGHLY ENCOURAGE YOU ALL FOR TRAINING PURPOSES TO APPLY. FOR THAT GRANT.

THERE WAS A 5% INCREASE FOR ALL STATE EMPLOYEES.

THAT WAS WIDELY CELEBRATED. AND THOSE ARE JUST HIGHLIGHTS THAT WE HAVE DISCUSSED. I WAS ASKED TO TALK A LITTLE BIT ABOUT SOME OF THE APPROPRIATIONS THAT OCCURRED REGIONALLY.

WE WERE VERY EXCITED AND SUPPORTIVE OF THE FPUA RELOCATION OF THE WASTEWATER FACILITY TREATMENT PLANT WHICH RECEIVED $5 MILLION FROM THE STATE LEGISLATURE AFTER RECEIVING A SIGNIFICANT GRANT FROM FDEP AS WELL.

I WOULD CERTAINLY HAVE TO HIGHLIGHT AND GAVE SHOUT-OUT TO DEREK MCDWEE OF JOHNSON AND BLANTON, FPUA'S LOBBYIST AND WORKED VERY HARD ON SECURING THOSE FUNDS.

THE ST. LUCIE COUNTY HOMELESS VETERANS COMMUNITY VILLAGE GOT $4.7 MILLION. WE HAVE OUR AVENUE D ROAD IMPROVEMENT PROJECT. AT $1.5 MILLION.

ST. LUCIE HAD A PUBLIC WORKS ADMINISTRATIVE COMPLEX FOR A MILLION. THE COUNTY RECEIVED $1 MILLION FOR TWO PROJECTS. IT IS IMPORTANT TO NOTE, AGAIN, THE GOVERNOR HAS LINE-ITEM VETO AUTHORITY.

HE HAS NOT EXERCISED THAT AUTHORITY YET.

BECAUSE THE BUDGET HAS NOT BEEN SIGNED.

CURRENTLY, FOR THE CITY, WE DO HAVE THAT $1.5 MILLION PROJECT FOR AVENUE D. YEAR OVER YEAR, WE HAVE A TAX CUT PACKAGE. THIS YEAR WAS THE LARGEST TAX CUT PACKAGE IN THE STATE'S HISTORY.

AT OVER $2 BILLION. THERE IS A LIST OF TAX HOLIDAYS HERE AS IT RELATES TO BACK-TO-SCHOOL SALES TAX.

HURRICANE PREPAREDNESS, SALES TAX.

SALES TAX ON TOOLS. DURING THE WEEK OF SEPTEMBER.

SO AGAIN, YOU COULD SEE A FAIRLY EXTENSIVE TAX PACKAGE.

AND THOSE ARE SIMILAR TAX CUTS. SOME OF THE POLICY ISSUES THAT WE HAVE SORT OF HIT ON, AGAIN, MOVING FORWARD THIS YEAR, IT REALLY WAS A YEAR WITH MOSTLY BIPARTISAN SUPPORT.

AGAIN, I THINK A LOT OF FOLKS DON'T RECOGNIZE THAT THE LEGISLATURE, AT ABOUT AN 85% TO 90% CLIP, AGREE UPON MOST OF THE BILLS THAT PASS. THERE ARE ALWAYS THOSE CONTENTIOUS PIECES OF LEGISLATION THAT CONSUME A SIGNIFICANT TIME AND DEBATE. AND ATTENTION.

I WOULD SAY MOSTLY, IT IS A BIPARTISAN EFFORT.

AND AGAIN, THE RELATIONSHIP BETWEEN THE SENATE PRESIDENT AND THE SPEAKER REALLY ALLOWED FOR A FAIRLY SMOOTH LEGISLATIVE PROCESS TO OCCUR. AGAIN, PLAINTIFFS THE SIGNIFICANT WORK DONE ON SOCIAL ISSUES.

AS YOU CAN SEE. A HOTLY CONTESTED AND DEBATED ABORTION BAN PASSED RELATIVELY QUICKLY AND EARLY INTO SESSION WHICH CHANGED THE ABORTION LIMIT FROM 15 WEEKS TO SIX WEEKS.

AND THERE WAS A LOT OF ATTENTION ON SOCIAL ISSUES.

ONE ISSUE THAT WE HAVE DEALT WITH FOR THE PAST 12 YEARS AS IT RELATES TO VACATION RENTALS DID NOT PASSMENT THIS YEAR.

IT LOOKED LIKE UP UNTIL THE END OF SESSION, THAT IT WAS GOING TO PASS. AND THEN THE HOUSE AMENDED THE BILL ON DAY 59. SENT IT BACK OVER TO THE SENATE.

THEY DECIDED AGAINST ULTIMATELY PASSING THAT BILL.

THIS IS A BILL, AS YOU ARE WELL AWARE, COMES BEFORE THE LEGISLATURE EVERY YEAR. HAS DONE SO SINCE 2012.

AND WILL CONTINUE TO DO SO. THE QUESTION BECOMES IS THERE A MIDDLE GROUND THAT CAN BE FOUND BETWEEN LOCAL GOVERNMENTS AND THOSE HOSPITALITY INTERESTS? IT IS ALWAYS ONE OF THE MOST HOTLY CONTESTED ISSUES OF THE YEAR.

IT WILL BE BACK AGAIN NEXT YEAR. I BRING UP FLOODING AND SEA LEVEL RISE VULNERABLE STUDIES FOR TWO REASONS.

AND FOR THOSE INTERESTED IN EDUCATION ISSUES, I'M HAPPY TO ANSWER FURTHER QUESTIONS AT THE END OF THE PRESENTATION.

NOT ONLY FROM AN ELEMENTARY SCHOOL EDUCATION STANDPOINT BUT FROM AN UPPER K-12 AND I'M SORRY, CONTINUING EDUCATION STANDPOINT, THERE WERE SIGNIFICANT CHANGES AS IT RELATES TO UNIVERSITY PRESIDENTS AND THE BOARD OF GOVERNORS AND THEN IT AS IT RELATES TO DIVERSITY, EQUITY, AND INCLUES PROGRAMS AT STATE COLLEGES AND UNIVERSITIES.

THAT PIECE OF LEGISLATION, AGAIN, QUITE SUBSTANTIVE AND I'M HAPPY TO ANSWER FURTHER QUESTIONS.

A COUPLE OF BILLS THAT HAVE BEEN AROUND FOR A NUMBER OF YEARS.

SOME THAT PASSED, SOME THAT FAILED.

WE HAD A CHANGE IN THE STATUTE OF REPOSE FOR CONSTRUCTION DEFECT CLAIMS. THIS WAS A CONVERSATION, AS IT RELATED OVER THE COURSE OF THE LAST COUPLE OF YEARS.

FOR SURFSIDE AND OTHERS, WE HAD A CHANGE FROM THAT STATUTE OF REPOSE FROM 10 YEARS TO 7 YEARS. THE TDT PILL WHICH DID NOT PASS.

AGAIN, THIS WAS THE DISCUSSION ABOUT THE FUTURE OF VISIT FLORIDA AND WHAT ROLE THE STATE SHOULD PLAY IN AN ECONOMIC DEVELOPMENT STANDPOINT. THIS BILL WOULD HAVE DONE A COUPLE OF THINGS. IT WOULD HAVE REQUIRED THAT YOUR LOCALLY COLLECTED TDT TAX REVENUES BE PAID TO VISIT FLORIDA TO FUND ITS OPERATIONS. THE NOTION BEHIND THIS WAS THAT IF THE HOUSE, IN PARTICULAR, DIDN'T WANT TO FUND VISIT FLORIDA, THEN, YOU KNOW, IF IT IS REALLY DESIRED, THEN THOSE LOCAL GOVERNMENT, WHO HAVE TDT TAX REVENUE SHOULD PAY FOR ITS OPERATION. THEN EFFECTIVELY, IT WOULD HAVE CHANGED THE WAY THAT VISIT FLORIDA SPENT ITS MONEY.

REQUIRING THAT 75% OF THE REVENUE BE SPENT IN FISCALLY RESTRAINED COUNTIES. THAT BILL DID NOT PASS, AS MENTIONED. IT IS LIKELY WITH SPEAKER RENNER BEING IN CONTROL OF THE HOUSE, ONE MORE YEAR.

THEN IN SOME FORM OR FASHION, THERE WILL BE A VISIT FLORIDA DISCUSSION IN 2024. A COUPLE OF PIECES OF LEGISLATION ON DRONES. ONE WHICH COULD HAVE SOME EFFECT ON YOUR UTILITY AND/OR YOUR POLICE FORCE.

THERE HAS BEEN A CONVERSATION AS IT RELATES TO THE MANUFACTURER OF DRONES. A LOT OF DRONE COMPANIES HAVE ORIGINS FROM CHINA. THERE WAS A PROHIBITION PLACED ON THE PURCHASING OF THOSE DRONES A COUPLE OF YEARS AGO.

THEY HAPPENED TO HAVE A LARGE SATURATION OF THE MARKET.

HOWEVER, SOME FOLKS FOUND IT DIFFICULT TO PURCHASE DRONES MADE ELSEWHERE. THTHERE WERE SOME CHANGES MADE .

THAT I DID WANT TO BRING TO YOUR ATTENTION A SECOND BILL DEALING WEST WITH DRONE PORT. YOU WILL HAVE MORE DELIVERY SERVICES THROUGH DRONES. THAT IS SOMETHING TO BE MINDFUL OF. NOT SURMISINGLY, THERE WERE NUMEROUS PREEMPTION BILLS THAT WERE FILED.

THAT OCCURRED YEAR OVER YEAR. THIS YEAR WAS NO EXCEPTION.

ALTHOUGH AT THE END OF THE DAY, I WOULD SAY THAT IT WAS A POSITIVE YEAR FOR LOCAL GOVERNMENT.

THE FIRST BILL THAT PASSED WAS SENATE BILL 346, DEALING WITH PUBLIC CONSTRUCTION. THIS MAKES IT CHANGE-- THIS MAKES A CHANGE IN YOUR LOCAL PREFERENCE LAWS.

BASICALLY, SAYING IF THERE IS A PENNY OF STATE FUNDING, THERE WILL BE A PRECEPTION OF SOME OF YOUR LOCAL GOVERNMENT PREFERENCES AS IT RELATES TO PROCUREMENT.

THIS WAS A HOTLY DEBATED AND CONTESTED BILL THAT HAD BEEN CHANGED A COUPLE OF YEARS AGO. I BELIEVE WE HAD INSTITUTED A MILLION-DOLLAR THRESHHOLD FOR STATE MONEYS BEFORE THOSE PROCUREMENT PROCESSES COULD BE PREEMPTED.

THAT CHANGED THIS YEAR. A BILL THAT WE HAVE SEEN FOLLOWED EVERY YEAR FOR THE PAST FIVE YEARS DEALS WITH SOVEREIGN IMMUNITY. FAILED THIS YEAR.

WE HAVE SEEN A SIGNIFICANT PUSH FOR THE CAPS FOR SOVEREIGN IMMUNITY TO BE RAISED OVER THOSE FIVE OR SIX YEARS.

THIS YEAR, WE HAD A PROPOSAL THAT WOULD HAVE RAISED THE CURRENT CAPS WHICH ARE $200,000 PER PERSON, $300,000 PER

INCIDENT, TO $2.5 MILLION PER PERSON AND $5 MILLION PER INCIDENT. OBVIOUSLY, THAT WOULD HAVE A SIGNIFICANT IMPACT ON YOUR INSURANCE PREMIUMS. IAND THE COVERAGE YOU ALL CARRY. I WOULD EXPECT THIS TO COME BACK IN 2024 AGAIN. IT HAS BEEN ONE OF THOSE ISSUES.

IT HAS CONTINUALLY COME BEFORE THE LEGISLATURE.

HOUSE BILL 1281 PASSED, DEALING SERVICE RESTRICTIONS.

THAT IT PROHIBITS LOCAL THE FAC- GOVERNMENTS FROM PROHIBITING GAS STOVES WITHIN YOUR JURISDICTIONS.

SENATE BILL 752 DEALS WITH TEMPORARY COMMERCIAL KITCHENS.

EFFECTIVELY, THEY ALLOWED FOR TEMPORARY COMMERCIAL KITCHENS TO FALL UNDER THE SAME REGULATION AS FOOD TRUCKS.

ONE BILL I WANT TO BRING TO YOUR ATTENTION THAT COULD HAVE HAD SIGNIFICANT IMPACT ON THE CITY OF FORT PIERCE WAS SENATE BILL 1380 AND HOUSE BILL 1331. SENATE BILL 1380 SAID THAT IF YOU, AS A MUNICIPAL ELECTRIC UTILITY OPERATED OUTSIDE OF YOUR CORPORATE BOUNDARIES, THEN YOU WOULD BE REGULATED UNDER THE PUBLIC SERVICE COMMISSION. YOU WOULD NO LONGER ENJOY THE AUTONOMY THAT YOU ENJOY OR THAT FPUA ENJOYS, I SHOULD SAY.

AS AN OPERATOR AND THOSE REGULATIONS.

THIS BILL DID NOT PASS. ACTUALLY, IT WAS TEMPORARILY POSTPONED IN ITS FIRST COMMITTEE.

I WOULD ANTICIPATE IT COMES BACK AGAIN.

THE HOUSE TOOK A DIFFERENT TACK. THEY HAD LOOKED MORE LESS SO AT REGULATION UNDER THE PUBLIC SERVICE COMMISSION.

THEY LOOKED MORE AT THE TRANSFER OF ENTERPRISE FUNDS FROM A UTILITY TO A GENERAL GOVERNMENT BUDGET, AND THEN PLACED RESTRICTIONS UPON COMMUNITIES WHO HAD A UTILITY.

THAT WAS ELECTRIC WASTEWATER WHO TRANSFERRED FUNDS FROM THE ENTERPRISE FUNDS TO THE GENERAL GOVERNMENT.

EFFECTIVELY, THEY CREATED A CAP BY WHICH YOU COULD TRANSFER FUNDS AND PLACE PRETTY STRINGENT CEILINGS ON THAT TRANSFER OF FUNDS. THIS IS AN ISSUE THAT I CAN GUARANTEE WILL COME BACK NEXT YEAR.

THERE ARE NUMEROUS MEMBERS OF BOTH THE HOUSE AND SENATE WHO HAVE STRONG FEELINGS ABOUT GOVERNMENT OPERATION OF UTILITIES. AND SO I THINK THIS WILL BE SOMETHING THAT WILL BE DISCUSSED FURTHER.

ALTHOUGH THIS YEAR, WE WERE SUCCESSFUL IN COMBATING IT.

LET'S LOOK AHEAD BRIEFLY. BECAUSE UNFORTUNATELY, THINGS HAPPEN QUICKLY. AND WE WILL BE BACK BEFORE YOU KNOW IT. SO WE HAVE YET TO HAVE THE GOVERNOR ACT ON THE BUDGET. BUT COMMITTEE WEEKS WILL START IN SEPTEMBER. IN THE FALL OF THIS YEAR.

THE 24 PROPERTIES ARRANGE THEMSELVES IN A WAY THAT THEY BECOME CONTIGUOUS IN A SEQUENCE. AND SO IT IS IMPORTANT WITH ALL OF THIS THAT WE ADOPT THESE ORDINANCES IN A PARTICULAR SEQUENCE. SO I'M JUST GOING TO GIVE AN OVERVIEW. THEN WE WILL MOVE INTO EACH ORDINANCE, AND WE WILL NEED A VAT HEARING FOR EACH ONE.

WE THOUGHT IT WOULD BE APPROPRIATE TO ANNEX THAT IN AT THE SAME MOMENT AS WE ARE DOING THESE OTHERS.

IT ESSENTIALLY IS AT THE INTERSECTION OF SOUTH JENKINS ROAD, NORTH JENKINS ROAD, AND ORANGE AVENUE.

WE HAVE A WHOLE BLOCK OF PROPERTY WHICH ARE SUBJECT TO THE FPUA ANNEXATION AGREEMENTS. THE PROPERTY TO THE EAST WAS RECENTLY ANNEXED. IT IS THE WEST ORANGE DEVELOPMENT PROPOSAL. THAT, AT THE MOMENT, IS GOING THROUGH THE FUTURE LAND USE AMENDMENT WITH THE STATE.

AND YOU WILL HEAR MORE OF THAT AT A FUTURE CITY COMMISSION MEETING. BUT THE REASON WHY THESE EVENTUALLY BECOME ELIGIBLE FOR THIS ANNEXATION IS THAT THEY HAVE NOW BECOME CONTIGUOUS TO THE CITY LIMITS.

YOU WILL NOTICE THAT WHEN WE LOOKED AT THESE AND WE HAVE LOOKED AT THEM AND ORGANIZED THEM AS THEY BECOME CONTIGUOUS, BUT ALSO IN TERMS OF THEIR OWNERSHIP WHICH ALLOWED US TO ORGANIZE THESE INTO A BLOCK OF TEN ORDINANCES AND NOT HAVE 25 INDIVIDUAL ORDINANCES, BECAUSE THESE WILL BE COMING IN IN A SERIES WHICH ENABLES THE CONTIGUOUSNESS TO RUN THROUGH THE WHOLE PROCESS.
