COMMISSION RECOMMENDATIONS. >> WE HAVE OUR CHAIRPERSON, PHIL THOMPSON. I SEE ANOTHER ADVISORY COMMITTEE MEMBER , MR. CHAD INGRAM. HERE TO PROVIDE THEIR RECOMMENDATIONS BASED UPON THEIR MEETINGS THAT THEY HAVE HAD IN THE PREVIOUS WEEKS.

>> WELCOME. >> COMMISSIONERS, MADAME CLARK, HELLO, EVERYBODY. AT THE CRA ADVISORY MEETING WE DISCUSSED A FEW POINTS THAT WE WOULD LIKE TO PRESENT TO THE REDEVELOPMENT BOARD ON HOW WE THINK ABOUT THE SURPLUS PROPERTY AND HOW TO SUPPORT DEVELOPMENT IN THE REDEVELOPMENT AREA. I WILL START READING THE FIRST ONE. WE WOULD LIKE TO CREATE A PROCESS TO FACILITATE THE DONATION OF LOTS DUAL NONPROFIT

ORGANIZATIONS. I WANT TO STRESS THAT IT IS NONPROFIT. WE DO NOT WANT ANYTHING RUN BY DEVELOPERS OR ANYTHING LIKE THAT. IT IS STRICTLY NONPROFIT ORGANIZATIONS. WHERE THEY HAVE A SPECIFIC PURPOSE AND A SPECIFIC USE FOR THE PROPERTY.

ALL OF THESE ORGANIZATIONS HAVE DIFFERENT NEEDS, THEY NEED LARGER PARCELS FOR THE HOMELESS VETERANS PROGRAM LOOKING FOR THREE ACRES OR SO. THEY HAVE SMALL REQUIREMENTS FOR THE CATASTROPHICALLY INJURED VETERANS SO WE CAN PUT TOGETHER FIVE OR 10 LOTS FOR THAT. THAT IS ONE AREA. WE ALSO HAVE SPECIFIC NEEDS. TEACHING LIFE SKILLS TO YOUNG ADULTS, TRANSITIONING THEM INTO THE WORLD. THEY HAVE SPECIFIC NEEDS. EACH ONE OF THESE NONPROFIT ORGANIZATIONS HAS A SPECIFIC NEED. THEY NEED DIFFERENT TYPES OF PROPERTY. WE WOULD LIKE TO UTILIZE ALL OF THE PROPERTY THAT WE HAVE.

ANYTHING YOU WANT TO ADD? >> IT WOULD ALSO BE SOMETHING THAT WOULD SPARK DEVELOPMENT IN THE AREAS THAT THOSE PROPERTIES ARE IN. SOME OF THEM ARE CHOSEN BECAUSE THEY ARE ODD SHAPES THAT WE HAVE HAD ISSUES BUILDING UNITS THERE. WE WOULD TAKE THAT ODD SHAPE AND WE WOULD APPLY IT TO SOME TYPE OF HOUSING. THINGS THAT WOULD BE AFFORDED BY THE PEOPLE WHO ARE THERE AND KEEPING THE CULTURE AND SOME OF THE PEOPLE IN THE COMMUNITY THAT WORK WITH THESE PROGRAMS . I BELIEVE WE WOULD BRING IN THE PEOPLE THAT WILL KICK OFF THE HOME DEPOT EFFECT.

YOU SEE ONE AND IT WILL BRING OTHERS.

>> THE SECOND ITEM WE HAVE DISCUSSED IS THAT WE WOULD LIKE TO AMEND THE CURRENT ZONING CODE THERE ARE SOME ISSUES THAT PROHIBIT DEVELOPMENT. THEY ARE SOME THAT WE HAVE DISCUSSED BEFORE THIS COMMITTEE. SOME REQUIREMENTS IN THE ZONING THAT IS NOT CONDUCIVE TO DEVELOPMENT. WE WOULD LIKE TO AMEND THE CODE FOR THESE NONPROFIT ORGANIZATIONS THAT WE CAN MAKE FOR THEIR ZONING REQUIREMENTS ON THAT PIECE OF PROPERTY. WE WANT TO HAVE SOME LEEWAY TO DEVELOP THESE SIDE

POINTS. >> THE PLANNING MEETING YESTERDAY, THERE WAS SOME GREAT LANGUAGE INTRODUCED INTO STARTING THIS CONVERSATION. THIS RECOMMENDATION FALLS IN LINE WITH THEIRS. IT IS COMING FROM TWO DIFFERENT SOURCES. A LOT OF THE THINGS THAT THEY RECOMMEND ARE ISSUES FOR

SMALLER DEVELOPMENTS. >> WE WOULD LIKE TO CREATE A SUBSIDIZED APPLICATION PROCESS FOR THESE PROPERTIES. MEANING THAT SOME OF THE FEES WILL BE WAIVED. SOME OF THE APPROVALS WILL BE FAST-TRACK. AGAIN, I WANT TO BE VERY CLEAR, THIS IS FOR NONPROFIT COMPANIES ONLY THAT HAVE SPECIFIC USES FOR THESE PROPERTIES. THIS IS NOT FOR OUTSIDE DEVELOPERS LOOKING TO MAKE MONEY ON THE PROPERTY. IT IS TO USE THE SURPLUS PROPERTY FOR A GOOD CAUSE THAT WILL BENEFIT THE PUBLIC AND START SOME DEVELOPMENT IN THOSE AREAS.

AS FAR AS THE PLANNING ASPECT IS CONCERNED, THE PLANNING DEPARTMENT HAS ONE OF THEIR PRIMARY GOALS BEING THE NEW WRITING OF THESE CODES. THAT WAY THESE LOTS CAN BE UTILIZED.

IT IS REMARKABLE TO THINK THAT ZONING IS PUT INTO PLACE THAT WILL DELEGITIMIZE THE USE OF INTERIOR CITY LOTS. IT HAPPENS.

REGARDLESS, THE FUNCTION OF THE PLANNING DEPARTMENT IS TO CURE THAT ISSUE. THIS HAS BEEN AN ISSUE THAT THEY HAVE BEEN DISCUSSING FOR AN EXTENDED PERIOD OF TIME. THE SUPPORT OF

YOUR BODY BEHIND THAT INITIATIVE FOR THE CITY COMMISSION WILL HELP KEEP THAT PROCESS MOVING FORWARD. IT IS CLEARLY AN ISSUE. THE PLANNING DEPARTMENT, I KNOW THEY ARE ON TASK DEALING WITH THIS. I HAVE DISCUSSED IT ON MULTIPLE OCCASIONS. THEY ARE MOVING FORWARD ON THIS AS QUICKLY AS POSSIBLE. GREAT IDEA. EVERYONE IS THINKING IN THE SAME VEIN TO FIX THIS PERMANENTLY AND MAKE THE DEVELOPMENT PROCESS OF THOSE LOTS MUCH MORE SIMPLISTIC. THE SECOND COMMENT I HAVE IS ON THE FEES AND COSTS OF WHAT IS PERMANENT. THE CITY COMMISSION DOES NOT HAVE OVERSIGHT THERE, IS THAT

CORRECT? >> FOR BUILDING PERMITS, THAT IS CORRECT. THE CITY DOES ESTABLISH ANY TYPE OF APPLICATION FEES OR LAND DEVELOPMENT FEES, THAT IS THROUGH THE RESOLUTION OF THE CITY COMMISSION.

>> WE CAN HAVE SOME IMPACT THERE. THE BUILDING DEPARTMENT IS INDEPENDENT. THAT IS SOMETHING THAT I WOULD BE VERY INTERESTED IN ADVOCATING TO MOVE FORWARD. GREAT IDEA.

IT WOULD EDUCATE THE ENTIRE COMMUNITY FOR WHAT IT TAKES TO DEVELOP PROPERTIES IN THIS NEIGHBORHOOD AND USE THE POWER THAT THEY HAVE THAT IS STUCK UNDERNEATH ALL OF THE DIFFERENT HURDLES THAT YOU HAVE TO GET THROUGH TO GET TRADITIONAL FINANCING. I WILL BE TALKING TO BANKS TO DEVELOP A COMMUNITY EFFORT ALONG WITH THIS. IF THE CITY IS ON BOARD AND WE SEE THINGS MOVE, IT IS LIKELY THAT WE CAN TALK THEM INTO COMING ALONG AND LOOKING AT PROJECT AFTER PROJECT AND BEING ABLE TO PARTICIPATE. I CAN SEE THAT BANKS WANT TO SUPPORT THAT AND GET NAME SPONSORSHIP. WE NEED A LITTLE BIT MORE FLEXIBILITY.

MR. FRIEDMAN HAS BEEN EXCEPTIONALLY ACCOMMODATING WITH LOOKING AT SOME OF THE ISSUES. WE APPRECIATE THAT.

WE DID NOT DIAL-IN TO THE HISTORIC PARTS OF OUR CITY. THAT WERE LOOKING TO BE REDEVELOPED OR REHABBED OR DEVELOPED FOR THE VERY FIRST TIME. IT'S VERY IMPORTANT, THOSE ASPECTS OF IT.
