WELL. I WANTED TO TALK LITTLE BIT ABOUT THE KINGS LANDING PROJECT IN THE STATE THAT IT IN. I WANT TO BRING SOME CRITICAL POINTS AND CONCERNS TO YOUR ATTENTION TO TAKE INTO CONSIDERATION MOVING FORWARD WITH THIS PROPERTY. MY BIGGEST CONCERN , WHICH I'VE BEEN VOCAL ABOUT IS PROTECTING THE PEOPLE AND THE DEPOSIT FOR THE COMMERCIAL SPACES. AND HAVING INSURED PROTECTED, EVEN IF IT'S NOT THE CITY'S RESPONSIBILITY. HOPEFULLY, THEY CAN COME UP WITH A PLAN, OR YOU KEEP THIS IN CONSIDERATION TO MAKE SURE EVERYONE IS RETURNING THEIR MONEY. FROM WHAT I UNDERSTAND, THERE CAN BE AN ISSUE THERE. YOU CAN STILL SUBMIT DEPOSITS ON THE DEVELOPERS WEBSITE FOR RESIDENTIAL AND COMMERCIAL SPACES. AND IT'S A QUICK FORM HERE . SENDING THE MONEY AND THERE'S NO CONTRACT OR ANYTHING THERE. ALL THE OTHER APPLICANTS SUBMITTAL IS COMPLETE WITH THE AFFIDAVIT AND ALL THE PAPERWORK THAT WAS SUPPOSED TO BE RETURNED AND SIGNED AND COMPLETED WAS COMPLETED. AUTOBAHNS -- WHETHER OR NOT OR THE ONE WORD IN THEIR THAT WE THEY WERE USING TO MAKE SURE IT WAS NOT FRAUD BY SIGNING THE AFFIDAVIT. TIM AND CASEY MULLEN ASSEMBLED A DEVELOPMENT TEAM WITH STRONG INTEREST IN THE PROJECT . I'VE SPOKEN TO THEM ON BEHALF OF THE COMPANY AND CAP TECH , THEY ARE ALSO STRONG INTEREST IN THE PROJECT AND THEY ALLOWED THEM TO EXPOSE THEIR NAMES FOR THIS AND THEY SAID THEY WOULD PAY X AMOUNT OF DOLLARS TO HELP US MOVE FORWARD WITH TAKING OVER THE PROJECT . WHETHER OR NOT YOU GUYS GO THAT ROUTE OR NOT , I JUST KNOW THIS IS GOING TO GET TIED UP WITH AS MUCH MONEY WITH POTENTIALLY LOSING IF WE DON'T HAVE A CLEAR WAY TO HOPEFULLY GET MORE MONEY BACK. WHEN I ASK ABOUT THE MONEY BACK , BECAUSE MAY 1ST WILL BE THE TWO YEARS . HE SAID HE COULD NOT GIVE ME THE MONEY BACK. AND THIS WAS IMPORTANT TO ME AT THIS TIME IN MY LIFE. I WAS COUNTING ON THIS FOR INCOME. THE REAL ESTATE PEOPLE THAT REPRESENTED HIM THOUGHT AND THE ATTORNEY THAT HAD THE CONTRACT, MY ATTORNEY, EVERYONE THOUGHT IT WAS A GOOD INVESTMENT. AND IT'S NOT. IT'S BEING DISAPPOINTING NOW. AND THEN, I HAD A CHECK SENT AHEAD FROM MARCH AND HE CALLED ME AND TOLD ME HE PUT A STOP PAYMENT ON IT, NOT TO DEPOSIT IT. DIFFERENT CORRIDOR PLANTS AND WEST PALM BEACH. WE ALSO HELP A LOT OF LOCAL GOVERNMENTS IN MARTIN COUNTY IN PARTICULAR THESE DAYS. AND REWRITING THEIR LAND DEVELOPMENT REGULATIONS. SO, YOU COME WITH A COMMUNITY VISION THROUGH THE PLANNING PROCESS . BUT TO IMPLEMENT THAT, YOU NEED TO HAVE ROLES IN PLACE THAT ARE IN ALIGNMENT WITH THAT VISION. SO, WE DONE A LOT OF THAT WORK OVER THE YEARS AS WELL. AS WELL AS DETAILED ARCHITECTURAL DESIGN GUIDELINES. IT'S KIND OF A SOUP TO NUTS APPROACH THAT WE TAKE. IT WE WERE HERE IN 2008 WORKING ON THE DOWNTOWN WATERFRONT MASTER PLAN IN CHARRETTE WHICH ALSO INCLUDED THE HD KING POWERPLANT WHICH THEN LED TO OUR OFFICE. WE'VE GOT DIFFERENT DIVISIONS WITHIN OUR OFFICE . OUR ECONOMIC DEVELOPMENT ARM WAS ABLE TO ASSIST THE CITY OVER THE COURSE OF SIX OR SEVEN YEARS WITH BROWNFIELDS ASSESSMENT AND CLEANUP ACTIVITIES FOR THAT SITE. I THINK THAT FINAL CLEANUP OCCURRED AROUND 2018 AND 2019. I'M HERE WITH MY COLLEAGUE , TERRY. SHE IS NOT PRESENTING THIS EVENING. SHE'S PART OF OUR ECONOMIC DEVELOPMENT POSITION AND SHE'S WORKING -- THE MAIN STREET IN FORT HERE'S AN LINCOLN PARK MAINSTAY ON SOME GRANTS THAT WE HELP THEM RECEIVE LAST YEAR. SO, THE STUDY AREA WE ARE DISCUSSING . I KNOW YOU ALL KNOW IT WELL IS ABOUT 76 ACRES IN THE WESTERN PENINSULA HAD IDENTIFIED THE KEY PARCELS .

INDIVIDUALLY, THERE'S THE ST. LUCIE COUNTY FIRE DISTRICT PIECE THAT HERE IN YELLOW. THERE WAS THIS STATE PROPERTY .

THE STATE PARK, WHICH IS THIS ENTIRE NORTHERN SIDE OF THE CAUSEWAY WHICH WAS CONVEYED TO THE COUNTY , I THINK AT THE END OF LAST YEAR. THERE IS THE PRIVATE PROPERTY OF CAUSEWAY COVE, WHICH REPRESENTS NEARLY 43 ACRES . WE HAVE MET WITH THE OWNER AND REPRESENTATIVE OF CAUSEWAY COVE WITH MR. NIMMS AND HIS STAFF. I THINK THEY ARE EAGER TO PARTICIPATE IN THE UNIFIED MASTER PLAN FOR THIS AREA . EVERYTHING IS INTERCONNECTED AND REINFORCES ONE ANOTHER. OF COURSE, THE KEY SITE DOWN HERE BEING THE -- STILL THE WAYS FOR THE TREATMENT PLANT WHICH REQUIRES 18.7 ACRES. I WILL NOT READ ALL THIS TO YOU. -- THE STUDIO, THEY HELP US IDENTIFY LOCAL RESTAURANTS, BECAUSE WILL HAVE A TEAM OF EIGHT TO 10 MEMBERS THAT WILL BE HERE FOR THE FULL FIVE DAYS THAT WE HAVE TO FEED. AND WE WANT TO FEED THEM WITH -- AND THE HOSTS COMMITTEE WILL REALLY HELP US IDENTIFY FOLKS THAT NEED TO BE INTERVIEWED. AS WELL AS HELP US WITH COMMUNITY OUTREACH , HELP US GET THE WORD OUT SO WE CAN GET AS MANY FOLKS PARTICIPATING AS POSSIBLE. AND IF WE DO OUR JOB AND EVERYTHING WORKS OUT, THEY WILL BECOME CHAMPIONS COMING FORWARD. THE STAKEHOLDER INTERVIEWS, I THINK WE HAVE 30 OF THEM IDENTIFIED. WE WILL MEET WITH STAFF AND YOU ALL INDIVIDUALLY AS WELL TO HEAR WHAT YOUR ASPIRATIONS AND GOALS OUR WORRIES ARE ABOUT THE EFFORTS .

ALSO MEETING THE PROPERTY OWNERS OR RESIDENTS. ANY OF Y'ALL WHO FIELDING INTO BEFOREHAND. THAT'S KIND OF A TWO-WAY CONVERSATION. THIS PROJECT , WILL FOCUS ON THE PROJECT AND STATUS OF THE PROPOSED IMPROVEMENTS TO THE FACILITY INCLUDED IN SCOPE FOR THE UTILIZATION OF THE TWO STORY STRUCTURE. PHASE ONE, WHICH WAS INVOLVED OF GRACE TO THE FIRST FLOOR TO INCLUDE AN EXTERIOR AND INTERIOR FACELIFT ADDITION OF AN ELEVATOR MEDICAL CLINIC AND KITCHEN INCUBATOR. THE PROPOSED COMPLETION DATE WAS SET FOR APRIL OF 2023. 18 MONTHS AFTER EXECUTING THE LEASE AGREEMENT.

WORK ON PHASE TWO AND THREE HAVE NOT BEGUN. AS A RESULT OF UNAUTHORIZED WORK BEING COMPLETED WITHOUT THE TEMPERAMENT , TEMPORARY USE WAS ISSUED IN APRIL 2022. IT WAS GIVEN 180 DAYS TO COMPLETE AND CORRECT THE DEFICIENCY AND SUBMIT A CHANGE OF USE FOR THE BUILDING. THE TEMPORARY USE EXPIRED IN OCTOBER 2002. AND I NOTICED THE UNLAWFUL STRUCTURE WAS ISSUED IN JANUARY OF 2023 AND THE BUILDING WAS CLOSED. SINCE THAT TIME, STAFF HAS WORKED TO ADDRESS ISSUES AND MOVE THE PROJECT FORWARD IN FEBRUARY OF 23, INC.

SUBMITTED ITS PLANS . IN MARCH OF , THE PLAN , IT WAS A COMPLETE. THE PLANS WERE INCOMPLETE. PRIOR TO SUBMITTING THE PLANS AGAIN, INC.
