A NUMBER OF BOATER WHO LOSE THEIR LIVES BY JOINING EACH YEAR WOULD BE ALIVE TODAY IF THEY WARN THEIR LIFE JACKETS. NO SECRET THIS MARKET HAS STRUGGLED IN THE STATE OF FLORIDA AND WITH THE BILLETED. AND WHAT WILL DO AND CREATES AN EXEMPTION FROM THE INSURANCE PREMIUM TAXES ON PROPERTY TAXES FOR FLORIDIANS WHOSE POLICIES WERE WRITTEN FROM JULY 1 OF 2024 TO JUNE 30, 2025. IN THE NEXT 2 TO 3 SESSIONS I THINK YOU WILL SEE A FAIRLY ROBUST DISCUSSION WITH PROPERTY TAXES AS WELL JUST A HEADS UP THERE. >> SENATE PRESIDENT FOCUSED ON AFFORDABLE HOUSING AND CONTINUED IN 2024 THIS YEAR PRIORITY LEGISLATION WAS DEEMED THE LIVE HEALTHY ACT VERY EXPENSIVE PIECE OF POLICY AROUND $700 MILLION FLORIDA HEALTHCARE WORKFORCE AND INCREASE ACCESS TO HEALTHCARE AS WELL AS CREATE NEW RESIDENCY OPPORTUNITIES FOR MEDICAL PROFESSIONALS IN THE STATE OF FLORIDA. WE TUNE IN ON THE BUDGET AGAIN. AND WE CONTINUE TO ADVOCATE FOR THE GOVERNOR'S OFFICE TO SAVE THE 13TH ST. REVITALIZATION PROJECT FROM VITO AS YOU KNOW, THE LINE ITEM VETO AUTHORITY OF THE $117 BILLION BUDGETS. WE HAVE BEEN COMMUNICATING WITH THEM FREQUENTLY TO SHOW THE MERITS OF THAT PARTICULAR PROJECT. THERE WAS A BILL THAT PASSED THAT EFFECTIVELY IS TAKING THE INDIAN GAMING REVENUE COLLECTION THE STATE RECEIVES FROM BOTH ONLINE AND IN PERSON SPORTS WAGERING AND DEDICATING THE FUNDS TO THE ENVIRONMENT OVER THE COURSE OF THE NEXT DECADE PLUS. THE FORECASTERS ARE LOOKING AT A MINIMUM OF AROUND THREE QUARTERS OF $1 BILLION PER YEAR. THAT THE REVENUE COULD ACTUALLY DERIVE AND BE UTILIZED FOR THE STATE'S NATURAL RESOURCES. GO FORWARD, ANDREA? WE WILL LOOK FOR THE COUPLE OF DIFFERENT POLICY AREAS WITH A BILL HAS PASSED. AFFORDABLE HOUSING CONTINUES TO BE A FOCUS WITH THE LEGISLATURE AND I DON'T SEE THAT ENDING ANYTIME SOON. THEM I SAVE THE FLORIDA PIECE OF LEGISLATION WAS CREATED TO GIVE APPROPRIATIONS FOR THE MY SAFE FLORIDA HOME PROGRAM EFFECTIVELY HOMEOWNERS REDUCE DAMAGE FROM EXISTING HURRICANES AND FUTURE HURRICANES BY WIND PROOFING AND CREATING MITIGATION UPGRADES TO THEIR HOMES WHEN THE BILL PASSED. IT PASSED VERY EASILY. GO AHEAD? CONTINUING IN LINE WITH AFFORDABLE HOUSING WE HAD A FLORIDA HOMETOWN HERO PROGRAM CREATED $100 MILLION FOR FIRST RESPONDERS AND NURSES, TEACHERS, ET CETERA FOR THE DOWN PAYMENT EXISTENCE. THAT PAYMENT WILL CONTINUE AS PART OF THE LAST YEAR LIVE LOCAL ACTS. YOU RECALL IT WAS A -- ROBUST AFFORDABLE HOUSING PIECE OF LEGISLATION. THE ENVIRONMENT SAW SOME FREQUENT WORK THIS YEAR. THE BUILD THE SAFE WATERWAY ACT CREATES A PORTAL FOR THE DEPARTMENT OF ENVIRONMENTAL PROTECTION TO TAKE IN CITIZEN REQUESTS AND ALERTS, IF YOU WILL WHERE THERE IS SOME POLLUTION NOTIFICATION. LEGISLATION. I'LL SAY THERE WERE LUMINOUS -- NUMEROUS BILLS DEALING WITH THE LEGISLATION CENTERED AROUND PRIVATE PROVIDERS AND THE ABILITY FOR CITIZENS TO UTILIZE THIRD PARTIES WHEN IT COMES TO BUILDING INSPECTIONS AND OTHERWISE. SOMETHING TO BE LOOKING OUT FOR. THOSE BILLS WERE INCLUDED IN THE VOLUMINOUS FINAL REPORT WE PROVIDED AS WELL. THE HOMELESS BILL WAS A VERY HOTLY DEBATED AND CONTESTED BILL THROUGHOUT THE COURSE OF THE SESSION. EFFECTIVELY, THEY PROHIBIT CITIES AND COUNTIES FROM ALLOWING HOMELESS INDIVIDUALS TO CAMP AND SLEEP IN PUBLIC AREAS IN FRONT OF BUILDINGS, RIGHTS-OF-WAY, ET CETERA CREATING A NEW CAUSE OF ACTION THAT COULD FACE THE CITY. IF SUCH "CAMPING" EXISTS WITHIN MUNICIPALITIES. IT ALLOWS THE COUNTY TO COME UP WITH AN AREA WHERE AND ENCAMPMENTS WOULD BE BUILT. AND THEN CERTAIN SERVICES WOULD HAVE TO BE PROVIDED IN THAT ENCAMPMENT PARTICULARLY AS IT RELATES TO HEALTH SAFETY AND WELFARE FROM DCF TO MAKE SURE IF THERE ARE ANY CHILDREN INVOLVED THAT THEY ARE GETTING SCHOOLING AND OTHER RESOURCES MADE AVAILABLE TO THEM. WE WILL SEE IF NEXT YEAR IS A "GLITCH BILL" TO COME BACK IN THE NEXT FEW WEEKS. THERE WAS AN EXPANSION IN OF THE HOUR RESTRICTION THAT MINORS CAN WORK IN THE STATE OF FLORIDA. ONE OF THE BILLS THAT GOT A LOT OF PRESS. BUT PASSED RELATIVELY EASILY THROUGHOUT THE LEGISLATIVE SESSION. DISPLAY OF FLAGS BY THE [00:40:07] GOVERNMENTAL ENTITIES FOR THE PAST TWO SESSIONS. THERE HAS BEEN A BILL WHEREBY LOCAL GOVERNMENTS WOULD ONLY BE ALLOWED TO FLY FLAGS OF A GOVERNMENTAL NATURE . THE BILL HAS DIED TWO YEARS IN A ROW. PROTECTION OF HISTORICAL MONUMENTS AND MEMORIALS AND GENDER AND BIOLOGICAL . THESE ARE SOCIAL TYPE ISSUE BILLS LEGISLATURE SPENT A SIGNIFICANT NUMBER AND AMOUNT OF TIME ON IN YEARS PAST. IT DID NOT REALLY COME TO PLAY AS MUCH IN 2024 AS IT DID IN 2023. WITH NEW LEADERSHIP IN BOTH THE HOUSE AND SENATE, IT WILL BE INTERESTING TO SEE WHAT IS SPENT ON THOSE TYPE OF BILLS DURING 2025. WE HAVE TWO BALLOT MEASURES IN NOVEMBER. THIS PIECE OF LEGISLATION, LEGISLATURE OBVIOUSLY ARE AWARE OF THE BALLOT MEASURES AND WAS PLACING FURTHER RESTRICTIONS ON WHAT IS TO BE A RECREATIONAL MARIJUANA INITIATIVE WHETHER OR NOT THAT PASSES IN NOVEMBER AND BASICALLY IT WAS LOWER IMPOTENCY AND POTENTIAL MARIJUANA THAT COULD BE SOLD SHOULD THE INITIATIVE PASS. WHAT IS COMING NEXT? AS WE GO INTO THE SUMMER. QUALIFYING CONTINUES FOR STATE AND LOCAL OFFICES AND WE HAVE A PRIMARY ELECTION IN AUGUST. WE HAVE THE FIRST SENATE BILL SUNDAY AND SEPTEMBER 8 AND A NOTE THERE. AND THE GENERAL ELECTION ON NOVEMBER 5. EVERY MEMBER OF THE FLORIDA HOUSE IS UP FOR ELECTION. THAT HAS RAISED EYEBROWS. WE HAD A MARGINAL APPROACH TO THAT. THE PART I WANT TO UNDERSTAND. THE ONE-SIZE-FITS-ALL DOES NOT FIT US. IT WAS A LARGE CRIME SCENE SPREAD ACROSS THREE OR FOUR BLOCKS. I CAN TELL YOU THAT THE EARLY UNDERSTANDING OF WHAT RIPPLED THROUGH THE COMMUNITY. I WOULD JUST SAY, NUMBER ONE, THAT WE PRAY FOR THE FAMILIES AND RESPECT THE FAMILIES AS THEY GO THROUGH THE BEREAVEMENT PROCESS. AS WE REMEMBER THE LOVED ONES AND THEN AS WE MEMORIALIZE AND BURY THE LOVED ONES HERE IN THE CITY. FIRST OF ALL, LET'S PAY RESPECT TO THE FAMILIES AS THEY GO THROUGH THAT PROCESS. THE SECOND THING I WOULD SAY, LET'S ALLOW FOR THE INVESTIGATION TO BRING SOME INFORMATION AND CLOSURE TO SOME OF THIS. WE KNOW THE SUSPECT THAT COMMITTED THIS CRIME WAS DEALT WITH BY LAW ENFORCEMENT WHEN HE CONFRONTED THEM. WE DO NOT KNOW WHY HE ACTED THE WAY THAT HE ACTED. UNTIL THE MEDICAL RESULTS COME BACK AND WE CAN GLEAN SOME INFORMATION FROM THAT WILL LEND ITSELF TO TRY AND GET SOME CLOSURE TO SOMETHING. THAT IS WHAT IS TROUBLING A LOT OF US, INCLUDING MYSELF, WHY WOULD YOU TAKE THESE ACTIONS, START ON ONE BLOCK AND THEN WORK YOUR WAY ACROSS? AND THIRDLY, LAW ENFORCEMENT WHO WERE IN THE AREA OF VICINITY. DOING ROUTINE PATROLS. THEY PARKED AND HEARD THE VOLLEY OF SHOTS FIRST AND RESPONDED TO THAT AND THEN HEARD FURTHER SHOT AND WENT TO THAT LINE OF FIRE TO CONFRONT THE ASSAILANT AND DEAL WITH THEM. AND TO THAT, WE SAY THANK YOU TO THE POLICE DEPARTMENT AND WE WILL PUBLICLY SAY THAT AND IN THIS INSTANCE, GOING TO THE SITUATION, THIS IS A TIGHT AND SMALL COMMUNITY. THIS COULD HAVE GONE A LOT OF DIFFERENT WAYS, REALLY BAD DUE TO THE PROXIMITY TO HOUSES AND DENSITY OF THAT AREA AND THE AREA THAT PERSON TRAVELED ACROSS, COULD HAVE GONE REALLY BAD. THE POLICE DEPARTMENT IS HURTING BECAUSE THE EMPLOYEE THEY LOST IS A YOUNG MAN IN OUR COMMUNITY THAT HAD RECENTLY COME ON AND BEEN A PART OF THE I.T. DEPARTMENT. A VERY SHARP YOUNG MAN. A VERY TALL YOUNG MAN. AND HAD AN OPPORTUNITY TO GET TO KNOW DEVON A LITTLE BIT AND HAVE A CHAT WITH HIM AND THEY REALLY HURT HIM. WE ARE GOING THROUGH THE PROCESS OURSELVES, THE GRIEVANCE PROCESS. I WANT TO THINK CITY STAFF FOR PROVIDING THE RESOURCES THAT WILL BE NEEDED. PEOPLE WILL REACT DIFFERENTLY, MAYBE TWO WEEKS, TWO MONTHS, TWO YEARS. IT IS SOMETHING THAT WE HAVE TO GO THROUGH THIS PROCESS. I THINK THE CITY FOR BEING THERE FOR ALL INVOLVED, INCLUDING LAW ENFORCEMENT OFFICERS, PEOPLE WHO MADE THE DISCOVERY OF THINGS THAT WERE NOT IMMEDIATELY KNOWN BECAUSE THE DISCOVERY OF THE YOUNG MAN WAS NOT IMMEDIATELY KNOWN. AS WE BEGIN TO GO THROUGH THIS PROCESS, WE ARE GOING TO HAVE TO GO THROUGH IT TOGETHER AS A CITY. WE WILL MEMORIALIZE, LET'S REMEMBER THE GOOD PART OF ALL OF THESE GOOD PEOPLE THAT LOST THEIR LIVES. AS WE BEGIN TO UNDERSTAND THE PEOPLE THAT PERPETRATED THE CRIME, AND MAYBE MEDICAL SCIENCE CAN HELP US UNDERSTAND WHAT THE ASSAILANTS -- ONE IS LIVING IN FACING FIRST-DEGREE MURDER, WE CAN UNDERSTAND HIS FRAME OF MIND AT THAT POINT, THAT WILL HELP US TO GO THERE. AND THE DECEASED AS THEY PERFORM THE MEDICAL PROCEDURES THERE. THAT IS WHERE WE WILL FIND SOME ANSWERS.
