AMEN. >> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. >> THANK YOU. YOU MAY BE SEATED. >> MADAM CLERK. ME YOU PLEASE CALL THE ROLE? >> ONE GIBSONS? [A. SET THE AGENDA] >> PRISON. >> HUDSON? >> PRESENT. >> NOW, WE MAY SET THE AGENDA. NEXT ITEM. MAY I HAVE A MOTION PLEASE? >> SO MOVED. >> SECOND. >> MS. FEE? >> YES, MA'AM. >> BENSON? >> YES, MA'AM. >> NEXT ON THE AGENDA HIS PUBLIC COMMENTS. IF THERE IS ANY MEMBER OF THE PUBLIC THAT WOULD LIKE TO COME FORWARD AND SPEAK YOU MADE DO SO NOW. WHEN YOU COME, PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD. YOU WILL HAVE THREE MINUTES TO ADDRESS THE BOARD. SEEING NO ONE HAS COME FORTH, I [C. APPROVAL OF MINUTES] WILL NOW CLOSE THE PUBLIC COMMENTS, AND MOVED TO THE APPROVAL OF THE MINUTES FOR AUGUST 20TH, 2024. DO I HAVE A MOTION? >> NEED APPROVAL. >> SECOND. >> MADAM CLERK, WE ARE STILL [D. CONSENT AGENDA] CALL THE ROLE? >> MS. FEE? >> YES, MA'AM. >> HUDSON? >> YES, MA'AM. >> BENNETT? >> YES, MA'AM. >> ALSO, THERE WAS AN ADDED ITEM TO THE AGENDA. ARE THERE ANY ITEMS THE BOARD WOULD LIKE TO PULL FOR DISCUSSION ON THE CONSENT AGENDA OR DO I HAVE A MOTION? >> MOTION TO APPROVE >> SECOND. >> MADAM CLERK, WILL YOU PLEASE CALL THE ROLE? >> FEE? [E.1. Seagrove] >> YES, MA'AM . >> NOW, WE WILL CONVERT TO THE REGULAR AGENDA. >> THE FIRST ITEM THIS AFTERNOON IS A REQUEST TO APPROVE A POST BUDGETED PROJECT FOR SEAGROVE COCONUT COVE IN THE AMOUNT OF $726,000. THE CONTRIBUTION AND AID FOR THIS PROJECT IS $109,000, AND ERIC WILL EXPAND ON THAT BURGER THIS PROJECT WILL LIKELY BE THE ONLY PROJECT TO FALL UNDER THE OLD POLICY. THE ENGINEER WILL PRESENT THIS ITEM. >> THANK YOU. GOOD AFTERNOON, MADAM CHAIR, HUDSON, MEMBERS OF THE BOARD. SEAGROVE IS THE NAME OF A NEW PLANNED URBAN DEVELOPMENT IN THE URBAN MOST PART, CONSISTING OF SIX AND 55 NEW RESIDENTIAL UNITS. THIS IS THE FIRST PHASE OF SEAGROVE'S INITIATION FOR ELECTRIC SERVICE CONSISTING OF APPROXIMATELY 200 NEW PRESIDENTIAL UNITS AND A CLUBHOUSE. THIS PROJECT WILL REQUIRE THE INSTALLATION OF THREE TO SINGLE PHASE TRANSFORMERS, ONE THREE-PHASE TRANSFORMER, 12,250 FEET OF UNDERGROUND PRIMARY CABLE, AND 76 STREET LIGHT POLES. THE TOTAL ESTIMATED COST IS $726,000, WITH THE FOLLOWING COST RESPONSIBILITIES. RATES OF $418,000. CIA OF $318,000 OF THE TOTAL COST. 199,000 DOLLARS WILL BE REQUIRED IN 2024 WITH THE REMAINDER IN FISCAL YEAR 2025. FPUA WILL COMPLETE THIS WORK USING OUR UNIT PRICE [00:05:01] CONTRACTOR. THIS WILL BE FUNDED IN THE MANNER AS IF STAFF WILL BE PRINCES THING TO A NEW TRANSITION FUNDING PROCESS AND HELP PRESENT TO THE BOARD IN THE NEAR FUTURE. ADDITIONALLY, FPUA WILL NEED $109,000 IN ADDITIONAL FUNDING FOR THE FISCAL YEAR 2024 IN ORDER TO COMPLETE THE WORK SCHEDULED FOR THIS DEVELOPMENT. IF STAFF IS RECOMMENDING THE APPROVAL FOR CREATION OF THIS NEW PROJECT AND FOR THE ADDITIONAL CIA FUNDING OF $109,000. I CAN TAKE YOUR QUESTIONS AT THIS TIME. >> I HAD A COUPLE QUESTIONS. REGARDING THE TIMELINE OF THIS PROJECT, WHEN IS IT SUPPOSED TO BE COMPLETED? >> THEY HAD AN ORIGINAL PROJECT DEADLINE TO START BACK IN 2021-2022. AND I THINK THE ORIGINAL DEADLINE WAS ACTUALLY SUPPOSED TO BE THIS YEAR, BUT IT WAS PUSHED BACK. I WANT TO SAY THEIR NEW TIMELINE WILL PROBABLY BE FOR THE FIRST PHASE BY NEXT YEAR. MAYBE THE END OF NEXT YEAR. FOURTH QUARTER. >> SO I THINK THEY KIND OF GOT GRANDFATHERED INTO OUR OLD PLAN. CORRECT? >> CORRECT. >> IS THERE ANYTHING THAT WILL ALLOW US OUT OF THAT IN THE EVENT THEY DO NOT FINISH IN A TIMELY MANNER? FOR EXAMPLE, A COUPLE YEARS AGO WHEN THE MARKET CHANGED, THERE WERE A BUNCH OF SUBDIVISION STARTED OUT BY 95 AND WERE NEVER FINISHED AND TO NOW FAST-FORWARD, THEY ARE FINALLY FINISHING THEM 10 YEARS LATER. I WOULD HATE TO GET LOCKED IN. I AM CURIOUS HOW ALL OF THAT PLAYS INTO THIS. >> YEAH. WE DO NOT HAVE LIKE A WRITTEN CONTRACT OR ANYTHING BUT THEY ARE STARTING TO BUILD HOMES. THEY ARE MOVING FORWARD, AT LEAST WITH THE FIRST PHASE. THIS IS ONLY FOR THE FIRST PHASE AND FOR THE FIRST PHASE THEY ARE MOVING ALREADY. SO THEY ARE VERY CLOSE ON A LOT OF NEW HOMES OUT THERE. I AM VERY CONFIDENT THEY WILL BE MOVING FORWARD WITH IT. I DO NOT SEE ANY KIND OF TURNDOWN, AT LEAST FOR THE FIRST PHASE. >> AND RETURN RNON INVESTMENT. CANNOT REMEMBER WHAT THE TIMELINE WAS, BUT I FEEL LIKE IT WOULD PROBABLY BE PERTINENT FOR ALL OF US TO KNOW. >> YOU MEAN LIKE IN TERMS OF A DOLLAR FIGURE? >> A TIMELINE. LIKE HOW LONG WOULD IT TAKE FOR US TO RECOUP OUR INVESTMENT INTO THIS COMMUNITY? >> I ACTUALLY DO NOT HAVE THAT INFORMATION ON ME NOW BUT I CAN GET THAT FOR YOU. >> OKAY. >> SO OUR NEW CONTRIBUTION AID POLICY WOULD BE A FOUR-YOUR CONTRIBUTION THEY PAY IT BACK. WE DO NOT USE THAT POLICY RIGHT NOW ON THE PAYBACK. IT TAKES A LONGER PERIOD OF TIME FOR US TO BE ABLE TO RECOVER THAT. BUT IT IS AN ASSET IN THE GROUND FOREVER. >> RIGHT. >> SO ONCE WE GET PAST THAT PERIOD THE INVESTMENT CONTINUES TO RETURN. >> RIGHT. EXACTLY. >> MADAM CHAIR? >> YES. >> THIS IS PHASE ONE. SO HOW LARGE IS PHASE ONE? >> PHASE ONE IS ABOUT 200 RESIDENTIAL UNITS. >> THIS IS ON THE EAST SIDE WITH THE WESTSIDE? >> THIS IS ACTUALLY ON THE FAR NORTH PART OF THE SURFACE TERRITORY. IT IS UP ON U.S. 1 BY THE INDIAN RIVER COUNTY BORDER. >> I WAS LOOKING AT COCONUT, SO THAT IS WHY I WAS LOOKING AT COCONUT OF SOUTH EAST. >> EAST OF OLD DIXIE? >> YES. THAT IS RIGHT. >> BUT NOT IN THE CITY? >> I DO NOT BELIEVE SO. >> IT IS NOT IN THE CITY BUT IT IS IN OUR ELECTRIC SERVICE. >> SO ANNEXATION AGREEMENTS -- RIGHT -- ARE IN ORDER. >> ONLY AT THE TIME OF WASTEWATER. AND THEY ARE BEING SERVED BY THE COUNTY WATER. WE ARE THE PROVIDER FOR THAT AREA. >> OKAY. >> GOOD QUESTION. >> THANK YOU. >> IS THERE ANY POSSIBILITY WE CAN GET IT THERE? >> THEY CAN GET CONTIGUOUS. YES. >> THE ANSWER IS YES. >> THE ANSWER IS ALWAYS YES. THERE IS A POSSIBILITY. >> OKAY. >> MADAM CLERK? WILL YOU? >> WILL I HAVE A MOTION? >> I MOVE FOR APPROVAL. >> SECOND. >> MADAM CLERK? WILL YOU PLEASE CALL THE ROLL QUERIES? >> ME. MAYOR HUDSON? [E.2. Electric Meter Installation Services] >> YES, MA'AM. >> NEXT ITEM ON THE AGENDA. >> YES, MA'AM, MADAM CHAIR. THE NEXT ITEM IS TO ACCEPT THE ELECTRIC METER INSTALLATIONS AS WE IDENTIFIED IN OUR BUDGET WORKSHOP EARLIER THIS YEAR. OUR GOAL IS TO COMPLETE THE ELECTRIC AND MY PROJECT IN THE 2025 TIME FRAME. SO ALL OF OUR [00:10:01] ELECTRIC METERS WOULD HOPEFULLY BE INSTALLED. THIS CONTRACT WILL HELP US ACCOMPLISH THAT GOAL. MELISSA MARTIN WILL PRESENT THIS ITEM. >> GOOD AFTERNOON. THANK YOU. MADAM CHAIR. META MAYOR. MEMBERS OF THE BOARD. I AM HERE TO REQUEST PROPOSAL FOR THE CONTRACT FOR ELECTRIC METER INSTALLATION SERVICES WITH THE ALLEGIANT SERVICES IN AN AMOUNT NOT TO SUCCEED 318,042 AND $.94. THE TERM OF THE CONTRACT WILL BE FROM SEPTEMBER 4TH THROUGH APRIL 18TH OF 2025 FOR THE INSTALLATION OF APPROXIMATELY 14,000 ELECTRIC METERS. AND THIS IS FOR OUR AMI SYSTEM, WHICH WILL GUARANTEE FASTER SERVICE FOR OUR CUSTOMERS. WE WOULD BE ABLE TO GET REMOTE READS, TURN ON, TURN OFFS. IT WOULD ENHANCE THE ACTUAL NETWORK OF OUR AMI SYSTEM. SO A LITTLE BACKGROUND. IN MID-2020, WE STARTED THE INSTALLATION PROCESS FOR OUR ELECTRIC METERS. DUE TO SUPPLY CHAIN, IT JUST SLOWED EVERYTHING DOWN. SO WE BEGAN IN 2020. WE ARE ALMOST AT '25. THIS PROJECT IS ONGOING. BUT ONE THIRD OF THE METERS INSTALLED BY OUR CREWS COST APPROXIMATELY $600,000. SO THIS WILL COMPLETE THE REMAINING SERVICES. AND THE COST OF FRACTION OF THAT. SO, TODAY, I AM ASKING FOR AN AMOUNT NOT TO -- EXCUSE ME -- NOT TO EXCEED 218,000.40 $2.94 FOR THIS CONTRACT. ARE THERE ANY QUESTIONS? >> JUST A COUPLE QUESTIONS. SO BASICALLY WE STILL HAVE TWO THIRDS TO INSTALL? >> WE HAVE ACTUALLY COMPLETED 56%. >> HOW MANY PEOPLE? HOW MANY CUSTOMERS? >> THAT IS ABOUT 15,000. SO WE ARE AT ABOUT 16,000. >> THAT IS ABOUT RIGHT. I WAS ABOUT TO FIGURE OUT WHAT THE POPULATION WAS. AT WHAT I THOUGHT IT WAS GOING TO BE. WE THINK WE CAN HAVE THIS DONE BY 2025? >> IF THIS PASSES WRAPPED UP BY APRIL OF '25. >> IF WE GO DENY THIS AND INSTALL IT OURSELVES, WITHOUT DELAY THE PROJECT? >> ABSOLUTELY. >> HOW ABOUT COSTS OFFERED IN THIS CONTRACT? >> BASED ON AN ORIGINAL KIND OF, YOU KNOW, WE DID SOME RESEARCH. ONE THIRD OF THEM AT 33%, WE SPENT ALMOST $600,000 OF OUR MANPOWER BETWEEN ELECTRIC CORPORATIONS AND THE UTILITY OPERATIONS DEPARTMENT TO INSTALL. >> MANPOWER? >> YEAH. OVERHEAD. >> OKAY. DO YOU MEAN COME OUT OF POCKET $600,000? >> NO. OKAY. SO, IN HOUSE, THIS TASK IS BASICALLY, AS WE CAN SORT OF INSTALLATION. WE PULL CREWS WHEN THE WORKLOAD IS LIGHT. THEY CAN DO A COUPLE METERS A DAY. THIS INSULATION COMPANY WILL DO BETWEEN 250 AND 150 PER DAY. >> PRETTY SIMPLE QUESTION. SO IF IT REALLY WILL NOT COME OUT OF POCKET FOR THIRD-PARTY VENDORS HERE, WHY DO WE REALLY NEED TO SPEND $300,000 JUST TO GET IT DONE QUICKER? CAN'T WE JUST TAKE THE TIME AND SAVE THE ORGANIZING SOME MONEY? >> I HEAR WHAT YOU ARE SAYING. THIS WILL TAKE OVER 16 MONTHS TO COMPLETE. OUR CONTRACT WITH HONEYWELL INTERNATIONAL EXPIRES NOVEMBER OF 2025. SO WE ARE LOOKING TO HAVE OUR AMI SYSTEM COMPLETED BEFORE OUR CONTRACT IS UP. >> SO THERE IS A TIME ISSUE. >> MR. FEE, I JUST WANT TO CIRCLE BACK. SO WE DO MENTION THE COST THAT WE CHARGED TO INSTALL THE PROJECT WILL BE CAPITALIZED. AND I WILL SOUND LIKE A FINANCE PERSON. WE DO CAPTURE THAT COST BECAUSE WE DO NEED TO CAPITALIZE THAT FOR COSTS OF THE PROJECT. >> IT IS NOT LIKE WE ARE LOSING THE MONEY. LIKE WE ARE JUST CAPITALIZING SO WE CAN APPRECIATE . >> YES. WE WANTED TO KNOW BEFORE WE MOVED FORWARD WITH THIS TO ASK AND INSTALLATION COMPANY TO COME WHAT IT WAS TRULY COSTING OUR OWN CREWS. >> SO IF WE USE OUR OWN CREWS, WILL IT TAKE MORE THAN 16 MONTHS TO COMPLETE? >> I AM GOING TO SAY YES, ONLY BECAUSE THEY HAVE, YOU KNOW, NEW PROJECTS. ESPECIALLY LIKE NEW CONSTRUCTION. YOU KNOW? THINGS THAT JUST COME UP EVERY DAY. SO IT IS HARD TO SCHEDULE SAYING WE HAVE A CREW DOING INSTALLS ONLY. IT IS VERY CUMBERSOME FOR THE CREWS. >> YOU THINK THIS IS THE BEST WAY TO PROCEED? [00:15:03] >> I DO. >> MADAM CHAIR? >> SO WHAT DO WE GET AS A COMPANY AND WHAT DOES THE COMPANY GET IF WE DO THIS QUICKER? >> SO WITH THE ELECTRIC INSULATION OF METERS, IT WILL BRING THE AMI MESH NETWORK SYSTEM WHOLE. BASICALLY THE OTHER SERVICES, THE WATER AND GAS, THEY DEPEND ON IT TO COMMUNICATE. SO NUMBER ONE, WE WILL BE ABLE TO HAVE A MORE DEPENDABLE AMI NETWORK AND CUSTOMERS CAN REQUEST TURNOFFS. THEY WILL BE ABLE TO DO THAT REMOTELY SO THERE IS NO CREW GOING OUT TO THE HOME TO DISCONNECT THE ELECTRIC. IT GIVES TONS OF INFORMATION TO OUR ELECTRIC OPERATIONS GROUP. OUR GIS GROUP. WITH THE ELECTOR, THAT WILL COMPLETE OUR NETWORK. >> AND DO YOU SEE, SINCE WE HAVE KIND OF A CONTROL GROUP, A GROUP OF CUSTOMERS ALREADY HAVE IT AND CUSTOMERS DON'T HAVE IT. SO TELL ME WHAT THE DIFFERENCE IS IN THOSE TWO CUSTOMERS. >> FROM A BILLING PERSPECTIVE, WELL -- >> NOT FROM THE COMPANY'S PERSPECTIVE. FROM THE CUSTOMER'S PERSPECTIVE. >> CUSTOMERS KNOW IF FOR SOME REASON THEY HAVE GONE PAST DUE THEY ARE ABLE TO BE RECONNECTED WHEN THEY DO MAKE THEIR PAYMENTS. >> REMOTELY. YES. >> SO THE CUSTOMERS THAT DON'T ENJOY THAT BENEFIT HAVE TO WAIT ON A TECHNICIAN TO BE DISPATCHED. IT IS A BETTERS CUSTOMER SERVICE TOOL AND DOES GET THE CUSTOMER OUT QUICKER. >> MADAM CHAIR, I WENT TO HEAD OUT ONE THING I THINK IS VERY IMPORTANT. THE CUSTOMERS ARE ABLE TO SEE THEIR CONSUMPTION IN REAL TIME. >> WE ARE WORKING ON HOURLY DATA SO A CUSTOMER WOULD BE ABLE TO SEE. WE JUST HAD THE LABOR DAY HOLIDAY. THEY CAN SEE, WOW, MAYBE I SHOULD HAVE THE PARTY AT SOMEONE ELSE'S NEXT TIME. >> SO THERE IS INFORMATION THAT IS VERY IMPORTANT THAT HELP THE CUSTOMER UNDERSTAND THEIR ELECTRIC CONSUMPTION. >> SO, IF I CAN FOLLOW UP, OUR EMPLOYEES, IS THERE A TIME-SAVING? IF EVERYONE HAS THIS, WHERE IS THE TIMESAVER? >> SO WITHOUT HAVING TO DISPATCH THAT SPECIFIC TRUCK FOR THAT REASON, THEY CAN MAINTAIN THE AMI NETWORK HEALTH. THEIR WATER TURN ON'S AND WATER TURNOFFS. IT IS A HOLISTIC, YOU KNOW, SAVINGS , BUT IT ALSO IS A REALLY GREAT CUSTOMER TOOL AS WELL WHERE THEY ARE ABLE TO HAVE THEIR WATER TURNED ON. IT IS NOT THEY HAVE TO WAIT UNTIL 5:00. WE DO OUR TURN ON'S FOR NEW SERVICES IN THE MORNING. 8:00. YOU KNOW? >> SO WHAT I HEAR IS THE EXPENDITURE IS BETTER FOR THE CUSTOMER AND BETTER FOR THE COMPANY TO DO THIS QUICKER AND MORE QUICKLY? >> YES. LIKE I SAID BEFORE, DUE TO JUST SUPPLY-CHAIN DELAYS, THIS PROJECT HAS DELAYED ITSELF EXPONENTIALLY. >> DELAYED IT FOR A LONG TIME. YES. RIGHT. >> SO WITH THE ELECTRIC -- YES. I AM VERY EXCITED. IT IS LIKE THE PROJECT THAT NEVER ENDS, BUT ONCE IT IS UP, IT WILL DEFINITELY HAVE A BENEFIT TO THE CUSTOMER. TO EMPLOYEES. WE CAN REALLOCATE OTHERS TO OTHER TASKS. AND IT IS REAL-TIME DATA. I SAY REAL TIME. IT IS HOURLY DATA. CUSTOMERS ARE ABLE TO GO INTO THEIR PORTAL AND SEE THEIR CONSUMPTION. >> DO THEY? DO YOU KNOW FROM EXPERIENCE? >> YES. RIGHT NOW, OUR WEBSITE IS DOWN FOR MAINTENANCE SO IF ANYONE IS TRYING TO LOOK AT IS NOT THERE RIGHT NOW BUT WE ARE INTEGRATING THE HOURLY CONSUMPTION. SO LIKE I SAID CUSTOMERS CAN SEE IF THE KIDS ARE HOME WE CAN LOOK AT X BY TURNING THE AC UP A FEW DEGREES OR MAYBE WE GOT A NEW APPLIANCE AND HOW IT IS AFFECTING THE BILL SO YOU CAN SEE PROJECTED CONSUMPTION AS WELL. >> HAVE WE DONE ANY TRAINING? DO WE HAVE TO DO ANY TRAINING WITH CUSTOMERS ON HOW TO GET THE MOST OUT OF IT? >> WE DO HAVE SOME VIDEOS ON OUR WEBSITE ON THE SILVERBLAZE PORTAL IT IS CALLED BUT WE WOULD BE HAPPY TO TRAIN THE BOARD AND ANYBODY. >> LOOK LIKE AN EXPERT. >> ABSOLUTELY. YES. PAST THE GOOD WORD ALONG. >> I KNOW THAT CUSTOMERS WILL SPEND QUITE A BIT OF TIME ANSWERING CALLS TO GET ACCESS AND HOW TO USE THE PORTAL. SO THEY DO SPEND A LOT OF TIME WITH CUSTOMERS. WE DO THAT KIND OF LIVE. >> OKAY. >> ALSO, THIS IS THE TECHNOLOGY THAT THE YOUNG LADY AT THE CONFERENCE WAS TELLING US ABOUT [00:20:04] FROM JACKSONVILLE. AND I KNEW A YOUNG LADY THAT EXPERIENCED USING THIS AND IT IS VERY BENEFICIAL TO US BECAUSE SHE WAS SHOWING ME HOW SHE CAN LOOK AT HER UTILITY BILL AND SAY, OH, I CAN ESTIMATE HOW MUCH MY BILL IS GOING TO BE AT THE END OF THE MONTH SO I KNOW WHERE TO CUT BACK AT AND I KNOW WHAT I ACTUALLY USE. WHEN SHOULD I TURN THE AIR UP? TURN IT DOWN? AND IT KEEPS THE CUSTOMER KNOWING EXACTLY WHAT THEIR DEAL WILL BE SO IF THEY WANT IT TO -- YES. THEY ARE IN CONTROL. NOT THE ELECTRIC BEING IN CONTROL. >> PLEASE TELL CUSTOMERS THEIR RATES ARE NOT DIFFERENT. IT IS UP TO YOU. >> CHAIR, CAN I ADD ONE THING TO THIS? I KNOW THAT SOME CUSTOMERS HAVE BEEN CONCERNED THAT IF SOMEONE GAINS ACCESS TO THEIR USAGE INFORMATION, LIKE HOURLY OR 15 MINUTE INCREMENTS, THERE IS CONCERN ABOUT KNOWING WHEN THEY ARE HOME AND NOT HOME. THERE IS A FLORIDA PUBLIC RECORDS EXEMPTION PUSHED THROUGH THAT EXEMPTS CUSTOMER ELECTRIC CONSUMPTION USAGE ON LESS THAN ONE MONTH BILLING CYCLES. SO, ALL THAT INFORMATION THAT YOU HAVE THAT IS THESE 15 MINUTE INCREMENTS, IS EXEMPT FROM THE PUBLIC RECORDS. YOU ARE NOT REQUIRED TO RELEASE ANYTHING LESS THAN ONE FULL MONTH'S USE OF INFORMATION. >> THAT IS EVEN BETTER. VERY INTERESTING. >> ONE MORE FOLLOW-UP QUESTION. OF THE USERS THAT WE HAVE, WHAT PERCENTAGE IS ACTUALLY USING IT PROPERLY? >> USING THE CUSTOMER PORTAL? WE HAVE APPROXIMATELY 20 -- BECAUSE TO GO BACK, YOU CAN USE THE PORTAL WITHOUT AN AMI METER. SO YOU ARE ABLE TO REGISTER. JUST MONTHLY CONSUMPTION. WE HAVE ABOUT 26,000 REGISTERED ACTIVE CUSTOMERS RIGHT NOW IN OUR PORTAL. WE HAVE ALMOST 30,000 ELECTRIC CUSTOMERS. SO I WOULD NOT KNOW THE SPECIFIC NUMBER OF AMI USERS. I COULD GET THAT FOR YOU IF YOU WOULD LIKE. BUT WE DO HAVE QUITE A FEW ACTIVE CUSTOMERS. BECAUSE IT IS INTEGRATED THROUGH FPUA.COM SO ALL OF THAT INFORMATION IS THERE IN THE CUSTOMER PORTAL. >> WE REALLY DO NOT KNOW ACCURATELY HOW MANY PEOPLE ARE TAKING ADVANTAGE IN LOOKING AT THE CONSUMPTION? AND PUT A LIMIT ON IT? >> I THINK WHAT WE CAN DO IS DIG INTO THE DATA AND CA PERCENT OF PEOPLE WHO ARE ACTIVELY USING THE PORTAL. >> THEY ARE ACCESSING IT AND ACTUALLY USING IT TO SAVE MONEY. THAT IS WHAT WE HAVE HERE. I MEAN, GRANTED, WE LOVE IT AS IT CUTS DOWN ON OUR EMPLOYEES HAVING TO GO OUT AND SHUT BACK THINGS. THERE ARE A LOT OF BUSINESS BENEFITS. BUT, STILL, IF THE CUSTOMER/RATEPAYE R WANTS TO SAVE MONEY, A NICE NOTE IF THEY ARE USING IT TO ACTUALLY DO WHAT THEY INTENDED TO DO. >> YES. OUR CUSTOMER SERVICE GROUP DOES INTEND OUR CUSTOMERS TO SET UP AT THE BEGINNING OF SERVICE. SO ONCE A NEW CUSTOMER COMES IN OR EVEN IF A CUSTOMERS CALLING FOR INFORMATION SUCH AS DATA OR THE BILL AMOUNT, WE DO ENCOURAGE THEM TO VIEW THE PORTAL. EVERYTHING IS THERE FOR THEM. >> IT IS VERY USER-FRIENDLY, TOO. >> I WILL MAKE A MOTION TO APPROVE THEN. >> SECOND. >> OKAY. MADAM CLERK, WILL YOU PLEASE CALL THE ROLE? [E.3. July 2024 Bill Comparison] >> FEE? >> YES, MA'AM. >> HUDSON? >> YES, MA'AM. >> MS. BENNETT? >> YES, MA'AM. >> NEXT ITEM ON THE AGENDA. 2024 BILL COMPARISON. >> THANK YOU, MADAM CHAIR. WE WILL GO ON TO THE JULY 2024 BILL COMPARISON. ANGELA WILL PRESENT THIS. >> THANK YOU . I WILL BE PRESENT IN THE COMPARISON OF FLORIDA MUNICIPAL ELECTRIC COMPANIES ELECTRIC RATES AND LOCAL UTILITY BILLS FOR THE MONTH OF JULY. OUR FIRST GRAPH DEPICTS FPUA'S RESIDENTIAL RATES FOR 1000 KILOWATT CONSUMPTION IN RELATION TO THE OTHER 12 REQUIREMENT NUMBERS. [00:25:01] THE MUNICIPALITIES ARE LISTED BY RING FROM LOWEST TO HIGHEST IN TERMS OF THEIR BASE BILL AMOUNTS AND YOU CAN SEE THE FPUA'S POSITION IS REPRESENTED BY THE YELLOW BAR. FOR JULY, $120.37, AND THIS AMOUNT INCLUDES THE $3.00 INCREASE ON JULY 1ST. IT IS SLIGHTLY UP THE MIDDLE ONE WE ARE COMPARING TO THE OTHER AMI MEMBERS. FIVE ARE LOWER THAN WE ARE AND SEVEN OR HIGHER. OUR SECOND GRAPH DISPLAYS THE COMPARISON FOR THAT SAME LEVEL CONSUMPTION BUT INCLUDES ALL THE MUNICIPALITIES IN THE STATE. AGAIN, FPUA IS INDICATED BY THE YELLOW BAR AT $120.37 PER 120 KILOWATT HOURS OF CONSUMPTION. OUR RANK HERE IS 16, WHICH IS IN THE MIDDLE OF THE 32 MUNICIPAL UTILITIES. EIGHT OF UTILITIES SHOWN HERE HAD INCREASES FOR JULY, EIGHT HAD DECREASES, AND EIGHT REMAINED UNCHANGED. PER TWO AVERAGES, FPUA'S RATE IS BELOW ALL THREE. THE THIRD GRAPH PRESENCE A COMPARISON BETWEEN ALL MUNICIPAL ELECTRIC PROVIDERS BUT FOR AN INCREASED CONSUMPTION LEVEL OF 2500 KILOWATT HOURS. FPUA, AGAIN, HIGHLIGHTED IN YELLOW, HAS AN AMOUNT OF $204.11. OUR POSITION IS A BIT HIGHER HERE. WE WERE RANKED 21ST. THAT PLACES US IN THE UPPER HALF OF THE MISCIBLE UTILITIES. AT THIS LEVEL CONSUMPTION, FPUA'S BASE RATE IS LOWER THAN THE IOU AND ARP BUT WE ARE HIGHER THAN MUNICIPAL AVERAGE. THIS SLIDE DISPLAYS THE COMPARISON OF AVERAGE UTILITY BILLS ON THE TREASURE COAST FOR THE MONTH OF JULY. THE COLUMN HIGHLIGHTED IN BLUE SHOWS UTILITY BILL WHICH INCLUDES TAXES AND FEES FOR THE INSIDE CITY LIMIT CUSTOMERS. THE OTHER COLUMNS REPRESENTING NEIGHBORING CITIES HAVE ELECTRIC SERVICE THAT IS PROVIDED BY FP AND L AND WASTEWATER BY THE LOCAL MUNICIPALITY. THE COMPARISON UTILIZES CENTER CONSUMPTION RATES OF 1000 KILOWATT HOURS FOR ELECTRIC AND 6000 GALLONS OR WATER AND IT INCLUDES JULY PCA DECREASE. THE SMALLER TABLE BELOW DEPICTS FPUA CUSTOMER BILL PRICING USING AVERAGES FOR THE MONTH OF JULY RATHER THAN THE STANDARD CONSUMPTION RATES. THOSE AVERAGES WERE 1000 1900 HOURS FOR ELECTRIC AND 330 GALLONS PER WATER. AND AS ALWAYS, THIS ITEM HAS BEEN PRESENTED FOR YOUR INFORMATION AND REQUIRES NO ACTION ON YOUR PART. HOWEVER, IF YOU HAVE ANY QUESTIONS, I WOULD BE HAPPY TO ADDRESS THEM. >> FOR THE RECORD, I WOULD LIKE TO POINT OUT THAT WE ARE LESS THAN FP AND AL BECAUSE THAT IS SOMETHING WE DO NOT GO AROUND CHAMPIONING. >> THAT IS TRUE. YEAH. >> WE DO NOT SEE A CHART LIKE THAT VERY OFTEN. >> BUT WE WERE. SO HOPEFULLY WE ARE BACK IN THE RANGE. >> THANK YOU SO MUCH. THANK YOU. >> I WILL SAY IT IS A TITLE THAT IS HARD TO KEY. WE ARE VERY COMPETITIVE BUT WE CONTINUE TO TRY TO BE [E.4. UNIT PRICE CONTRACT FOR INSTALLATION OF WATER/WASTEWATER UNDERGROUND UTILITIES] COMPETITIVE. I AM JUST EXCITED WE ARE SLIGHTLY LOWER THAN THEY ARE. AND THE 12 MONTH AVERAGE HAD BEEN MORE. >> NEXT SLIDE. >> THE NEXT ITEM IS A REQUEST TO APPROVE THE WORDED AGREEMENTS WITH PRICE CONTRACTORS FOR WATER WASTEWATER UTILITY SOLUTIONS. EACH CONTRACTOR PERFORMS MULTIPLE TYPES OF WORK INCLUDING EMERGENCY WORK, SCHEDULED WORK, ROADWAY WORK UTILITY EXPANSION PROJECTS, ET CETERA. WE HAVE A LOT OF PROJECTS IN THE PIPELINE AND WE ARE ALSO LOOKING TO ADD MORE CONTRACTORS AS WE WILL SHOW YOU IN JUST A SECOND. WE ALSO HAVE TIMELINES FOR COMPLETING A LOT OF THIS WORK, ESPECIALLY IN THE NEXT FEW YEARS. WE HAVE A FULL PLATE OF PROJECTS. WASTEWATER ENGINEERING SUPERVISOR WILL PRESENT THIS SLIDE. >> MEMBERS OF THE BOARD, I HAVE A EXHIBIT ON YOUR SCREEN TODAY. JUST AS A REFERENCE FOR YOU TO SEE THE PROPOSED PURCHASE ORDERS AS I TALKED TO MY PRESENTATION. I AM HERE TO ASK FOR YOUR APPROVAL FOR THE AWARD OF AGREEMENTS FOR THE CONTRACT, FOR THE INSTALLATION OF WATER AND WASTEWATER AND WITH FOUR FERNS FOR A TOTAL AMOUNT NOT TO EXCEED $22.8 MILLION ANNUAL. THE TERM OF THIS AGREEMENT WILL BE FROM EXECUTION THROUGH SEPTEMBER 30TH, 2029. THE ANNUAL ENTERPRISE CONTRACT IS NECESSARY FOR THE CONTINUATION OF CONTRACTOR SERVICES. TO INSTALL, REPAIR, AND REPLACE WATER AND WASTEWATER FACILITIES. 4F POA. WITH THE ADDITION OF WATER AND WASTEWATER EXPANSION PROJECTS TO FPUA'S STRATEGIC PLAN, IT [00:30:06] BECOMES IMPERATIVE THAT WE HAVE ENOUGH CONTRACTORS AVAILABLE TO EFFECTIVELY COMPLETE THESE. THE INVITATION TO BID WAS UPLOADED TO THE STAR ON JUNE 21, 2023. AND IT WAS ADVERTISED ON JUNE 21ST, AND 26TH, 2023. WITH AN OPENING AT 11:00 A.M. ON JULY 26, 2023, THE INVITATION TO BID WAS SENT TO 1316 VENDORS. OF WHICH 32 VENDORS REQUESTED SPECIFICATIONS AND FIVE RESPONDED RESULTING IN A 16% RESPONSE RATE. SUBSEQUENTLY, ON JULY 1ST, 2024, IT WAS SUBMITTED WITH A BEST AND FINAL OFFER TO FIVE RESPONDING VENDORS. FOUR VENDORS RESPONDED AND ONE DECLINED THE BEST AND FINAL OFFER. ALL OF THESE VENDORS, BY THE WAY, ARE REAL LOCAL. AND RECOMMENDATION IS BEING MADE TO THE BOARD TODAY TO ACCEPT THE BEST AND FINAL OFFER BIDS FROM MASTER NORTH AMERICA, JOHNSON-DAVIS INC., AND CK CONTRACTORS AND DEVELOPMENT LLC. THE STAFF IS RECOMMENDED. EACH RECEIVE A CONTRACT FOR $6.4 MILLION, OF WHICH $4.8 MILLION WILL BE FOR WATER/WASTEWATER ENGINEERING DEPARTMENT AND $1.6 MILLION IS REQUESTED TO HANDLE EMERGENCY AND PLANNED WORK FOR THE WATER. DISTRIBUTION AND WASTEWATER DEPARTMENTS. THE REMAINING TWO COMPANIES WILL RECEIVE A CONTRACT FOR $5 MILLION EACH. AND, WITH THAT, I WILL ANSWER ANY QUESTIONS YOU MAY HAVE. >> MADAM CHAIR? IS THIS FOR THE NEW WASTEWATER TREATMENT PLANT AND OTHER? >> NO, MA'AM. MA'AM, THIS IS EXCLUSIVELY FOR REHAB AND REPLACEMENT PROJECTS AND ALSO FOR EXPANSION PROJECTS. >> OKAY. THANK YOU. >> THIS PROJECT, IS THIS MONEY BUDGETED FOR IT BECAUSE I DON'T SEE A CONTINGENCY BUDGET OR SOMETHING AT THE VERY BOTTOM. >> HAVE THE MONEY AVAILABLE. >> I WILL GIVE LUGEY A SHOT. >> SO THESE ARE OF COURSE PURCHASE ORDERS. WHAT WE DO IS WHATEVER WE PULL IN FROM OUR CREATIVE PROJECT OR OUR BLANKET PROJECTS, THAT IS WHEN WE ASSIGN A BUDGET TO SAID PROJECT AND AT THAT POINT WE WILL ALLOCATE A PURCHASE ORDER TO THAT PARTICULAR PROJECT. SO THIS $22 MILLION IS AND UP TO AMOUNT. IT IS NOT AN AMOUNT THAT WE ARE GUARANTEED TO SPEND. >> SO THE ANSWER TO THAT QUESTION IS NO, IT IS NOT BUDGETED. JUST A WARNING THAT CONTRACTS AND THEN WE ARE GOING TO CHOOSE THE PROJECT. >> YES. >> I WOULD HAVE THOUGHT YOU WOULD DO THE PROJECTS FIRST AND THEN YOU WOULD DO THE PROJECT. >> WE HAVE A FIVE-YEAR CAPITAL BUDGET PLAN WITH PLANNED PROJECTS AND PLANNED ROADWAY PROJECTS. WE HAVE EXPANDED PROJECTS. WE HAVE 14 OR 12 COMING UP NEXT YEAR. >> THIS IS ALL PART OF THOSE VARIOUS PROJECTS. >> WE HAVE GOT TO BID EVERY FIVE YEARS OR SO. THESE CONTRACTS ARE ONLY VALID FOR FIVE YEARS OR SO. SO THEY WENT UP TO BID. LUGEY AND HIS TEAM HAVE DONE A FANTASTIC JOB OF NEGOTIATING EVERYONE DOWN. WE CAN ALL LIVE WITH IT. SO WE DO HAVE PROJECTS ASSOCIATED WITH THESE -- >> SO THESE, YOU WILL GET THE CONTRACTS. ONCE THEY ARE IN PLACE, YOU WILL SIGN WHERE YOU WILL USE THESE PARTICULAR VENDORS. >> YEP. THERE ARE SOME GUYS WHO ONLY DO EMERGENCY WORK. WE NEED TO USE THOSE AS WELL. AND THERE ARE SOME GUYS WHO ONLY DO LARGER PROJECTS. SO THEY WILL HELP US WITH OUR BUSINESS NEEDS. >> MADAM CHAIR? SO I WOULD NOT SAY IT IS NOT BUDGETED. SO I JUST WANT TO CLARIFY. IT IS BUDGETED. IT IS MORE LIKE A BLANKET P.O. LIKE, HEY, WE ARE GOING TO DO THESE PROJECTS BUT SOME MAY COME QUICKER THAN OTHERS AND SOME MAY BE AN EMERGENCY ALLOCATION, SO IT IS MORE LIKE BEING ABLE TO PIECE IT TOGETHER AND THAT KIND OF THING. >> IF YOU LOCK IT DOWN FOR THE VENDOR THEN YOU WILL ASSIGN WHICH PROJECT FOR THE BUDGET. >> RIGHT. EXACTLY. >> SO TO CLARIFY, THIS LAST UNTIL 2029. >> YES. >> SO THESE CONTRACTORS, THESE -- THEY HAVE COMMITTED TO -- WE HAVE COMMITTED UP TO THIS MONEY [00:35:07] UNTIL 2029 FOR EACH OF THESE. >> YES, MA'AM. BUT THIS CONTRACT DOES NOT GUARANTEE THEM ANY WORK. SO WE HAVE TO GIVE THEM THE WORK. SO THERE IS NO GUARANTEE THAT THEY WILL GET WORK. >> OKAY. >> AND WE HAVE PLENTY OF WORK FOR THEM TO DO. >> YOU SEE HERE, IT SAYS NOT A CURRENT VENDOR. SO ONCE THEY DO WORK FOR US THEN THEY WILL BECOME A CURRENT VENDOR. >> WITH THE APPROVAL, YES, MA'AM. >> DO I HAVE A MOTION? >> I MOVE APPROVAL. [E.5. FMPA SOLAR PROJECT II PARTICIPATION AGREEMENT AMENDMENT NO 1] >> SECOND. >> PLEASE CALL THE ROLE. >> GIBBONS? >> YES, MA'AM. >> HUDSON? >> YES, MA'AM. >> AND THE FINAL ITEM ON THE AGENDA. >> THANK YOU. AND, LUGEY, COULD YOU PUT THAT IN POWERPOINT PRESENTATION? THE LAST IS TO APPROVE SOLAR PROJECT AMENDMENT NUMBER 1. DUE TO DELAYS AND COST INCREASES FOR A PORTION OF PHASE TWO, STAFF IS RECOMMENDING APPROVAL OF THE AMENDMENT DUE TO THE PRICE INCREASE FOR A NON-DISPATCHABLE RESOURCE. IT IS JUST NOT ECONOMICALLY FEASIBLE AT THIS TIME. THIS AMENDMENT MUST BE APPROVED PRIOR TO THE SEPTEMBER 19TH FMPA BOARD MEETING SO THEY CAN PROCEED WITH WHAT THEY NEED TO DO. MR. DAN O'HAGAN AND I WILL TACKLE THIS AND DAN WILL GO FIRST. >> I WILL EXPLAIN A LITTLE BIT ABOUT THIS WITH WHAT WE ARE ASKING FROM YOU AND GIVE YOU SOME BACKGROUND ON IT AND SUM IT UP PRETTY NICELY. WHAT WE ARE LOOKING AT RIGHT NOW IS THE POTENTIAL AMENDMENTS TO PHASE 2 AND PHASE 3 OF THE SOLAR PROJECT. IT IS A LITTLE CONFUSING. THERE ARE A LOT OF MOVING PARTS. PLEASE ASK QUESTIONS IF YOU HAVE ANY.'S ARE REALLY WITH FLORIDA MUNICIPAL SOLAR PROJECT, IT IS SOMETHING THAT FMPA LAUNCH TO GIVE ALL OF OUR CITIES LIKE FORT PIERCE THE OPPORTUNITY TO JOIN UP AND PARTICIPATE IN THESE LARGE UTILITY SCALE SOLAR PROJECTS. ARE PHASE ONE IS WITH THE NEXT ERA ENERGY, AND THAT HAS BEEN UP AND RUNNING FOR A FEW YEARS NOW. TWO SITES. 149 MEGAWATTS. AND FORT PIERCE HAS A PIECE OF THAT. PHASE 2 IT HAS TWO SITES. THERE IS A RICE CREEK SITE AND A WHISTLING DUCK SIGHT. THE RICE CREEK SITE IS ONLINE. I THINK THEY'RE TESTING RIGHT NOW AND ON OCTOBER 1ST WILL ACTUALLY BE PROVIDED ENERGY. WHERE THINGS GOT STICKY IS PHASE TWO OF THAT WHISTLING DUCK SIGHT. I WILL GET BACK TO THAT IN JUST A SECOND. THEY ASKED US TO AMEND THE AGREEMENT AND ALLOW A PRICE INCREASE AND EXTEND THE COMMERCIAL OPERATION DATE AND THAT ALSO AFFECTED THE THREE ADDITIONAL SITES WE WERE PLANNING FOR OUR PHASE THREE. SO HERE IS A LITTLE MESSED THAT ASKED CREATED. THEY CLAIMED THAT DUE TO REGULATIONS, INFLATIONS, INTERCONNECTION COSTS, AND JUST MARKET CONCERNS THAT THEY CANNOT MEET THE PRICE THEY HAD IN THE ORIGINAL CONTRACT SO THEY SAID THEY COULD TERMINATE THIS AND FOLLOW TERMINATION PROVISIONS, OR IF YOU WOULD ALLOW US AN EXTENSION OF THE COMMERCIAL OPERATION DATE WE WILL GO FORWARD WITH THAT. SO WE CAME BACK WITH ALL MEMBERS AND SAID WOULD YOU LIKE TO CONTINUE AT THIS PRICE OR WOULD YOU WANT OUT OF THE PROJECT? THE PRICE INCREASE, I CANNOT TELL YOU EXACTLY THE PRICES THE DEVELOPERS MARK THEM AS TRADE SECRETS. IF YOU WANT TO KNOW THE ACTUAL NUMBERS, WE CAN MEET OUTSIDE ONE-ON-ONE OF A PUBLIC MEETING AND TALK TO YOU. I CANNOT SAY FROM THE FIRST CONTRACT THAT WE SIGNED WITH THEM UNTIL TODAY, WE ARE LOOKING AT ABOUT A 50% INCREASE IN COST THAT THEY HAVE ORIGINALLY GIVEN US. BECAUSE OF THAT, EIGHT OF THE 12 MEMBERS THAT WERE PART OF THAT WHISTLING DUCK PROJECT SAID, YOU KNOW WHAT, WE JUST WANT TO WALK AWAY AND WE DO NOT WANT TO BE A PART OF THIS. WITH THAT MANY MEMBERS LEAVING AND TAKING ABOUT 41 MEGAWATTS OUT OF THE PROJECT, FOR THOSE WHO WANTED TO STAY IN, WE HAD TO COMPLETELY WE SHUFFLE WHO IS IN PHASE 2 AND WHO IS IN PHASE 3. IT WAS A REALLOCATION AMONGST ALL OUR MEMBERS. WE HAVE TO AMEND CERTAIN AGREEMENTS. WE WILL JUST CANCEL ONE OF THE FUTURE PHASE 3 AGREEMENTS. THE PENN HOLLOWAY AGREEMENT. WE WANT TO MAKE SURE NOBODY INCLUDING FORT PIERCE IS PAYING ANY RAILING COSTS PER TRANSMISSION. IF YOU ARE, WE ARE GOING TO WORK IT SO YOU'RE NOT PAYING TRANSMISSION COSTS. IT IS JUST THE ENERGY COSTS. AND ARP SERVED AS A FLOAT. IF MEMBERS WANT IN, HOW MUCH DO YOU WANT? IF YOU WENT OUT, HOW MUCH ARE YOU LEFT WITH? THAT RESULTED IN THE ARP AMOUNT DROPPING FROM 71 MEGAWATTS TO ABOUT 31 MEGAWATTS. SO THIS IS WHAT IT WOULD HAVE LOOKED LIKE IF EVERYTHING WENT ACCORDING TO PLAN, AND YOU CAN SEE FORT [00:40:01] PIERCE WAS ORIGINALLY GOING TO TAKE ABOUT 7.5 MEGAWATTS FROM THE WHISTLING DUCK FACILITY. THAT IS A FACILITY THAT HAS A LARGE PRICE INCREASE. ARP WAS ORIGINALLY GOING TO TAKE 49.3 AND 21.5 FROM THE OTHER. FORT PIERCE'S SHARE OF THAT, JUST BEING AN ARP MEMBER, EVEN THOUGH YOU CAN SIGN UP INDIVIDUALLY, WOULD BE ABOUT SEVEN MEGAWATTS. YOU CAN SEE HERE IN THE RED THAT THOSE ARE ALL THE MEMBERS WHO ASKED TO LEAVE AND NOT TAKE THAT WHISTLING DUCK PRICE INCREASE. SO THAT WAS THE RESHUFFLING. EVEN THOUGH YOU ARE DECIDING ON IT TODAY, WE GOT AN INDICATION FROM JAVIER EARLIER ON THAT YOU LIKELY WOULD NOT WANT TO CONTINUE SO YOU ARE LIKELY IN THE RIGHT COLUMN BUT THE DECISION IS NOT DECIDED YET. THIS IS WHAT IT LOOKS LIKE. WITH THE REALLOCATION, THE WHISTLING DUCK PARTICIPANTS LEFT ARE THOSE THAT ARE SOWN. THE PENN HOLLOWAY YOU CAN SEE IN THE THIRD COLUMN THERE TERMINATES SO THOSE ALL GO AWAY. SO WHAT YOU SEE NOW IS FORT PIERCE'S 7.5 MEGAWATTS FROM WHISTLING DUCK, WE WOULD NO LONGER GET THAT ENERGY. THE ARP PRICE -- THE ARP ENTITLEMENT HAS DROPPED SIGNIFICANTLY SO YOU WOULD TAKE ABOUT THREE MEGAWATTS APPROXIMATELY FROM THAT 31 ALLOCATION OF THE PHASE 3, JUST AS BEING PART OF AN ARP MEMBER. YOU ALSO STILL HAVE 2.1 MEGAWATTS FROM YOUR PHASE 1 PARTICIPATION. THAT IS THE ONE THAT IS UP AND RUNNING. YOU'LL STILL GET YOUR 7.5 MEGAWATTS FROM YOUR RICE CREEK PHASE 2. THAT IS THE ONE THAT WILL BE ONLINE IN A COUPLE WEEKS OR TWO. IT IS NOT PART OF THE PRICE INCREASE. IT IS REALLY JUST PART OF THE WHISTLING DUCK. THEY SAID THEY ARE NOT GOING TO MAKE IT IN TIME AND THEY NEED TO INCREASE THE PRICE YOU ARE CHOOSING IF YOU GO FORWARD WITH THIS AND TAKE WHAT YOU ALREADY HAVE. SO WE ARE IN THE PROCESS. THE COMMITTEES, THE PHASE 2 AND 3 COMMITTEES THAT JAVIER SITS ON OUR ON THAT AND DRAWING THOSE WHO VOTED ON YOUR ULTIMATE APPROVAL TO MOVE FORWARD ALONG WITH FORT PIERCE BACKING OUT AND ALL OF THE REALIGNMENTS. AFTER THE COMMITTEE APPROVALS, WHERE WE ARE AT IN THE PHASE NOW IS ALL OF THE CITIES AND I THINK THERE ARE ABOUT FOUR OR FIVE AT THE MEETING TODAY. THROUGHOUT THE STATE, THEY ARE GIVING SOME MORE PRESENTATIONS DECIDING IF THEY WANT TO STAY IN THAT PHASE OF THE PROJECT. WANT THOSE ALL COME BACK IN WITH OUR SEPTEMBER NIGHT MEETING OF FMPA, THEY WILL DO AN APPROVAL OF ALL THE DIFFERENT PAPERWORK THAT TAKES PLACE EFFECTIVELY. SO I KNOW A QUESTION WAS ASKED OF JAVIER. WHAT DOES OUR ENERGY MIX LOOK LIKE? AND JAVIER, YOU CAN EXPLAIN THIS SLIDE A LITTLE BIT. >> THIS IS OUR OVERALL PORTFOLIO 422-23. OBVIOUSLY, WE DO NOT HAVE '24 YET. THERE IS AN ARP PORTION AND A TOTAL COST, AND I AM SHOWING YOU THE TOTAL BLENDED ENERGY GENERATION OVERALL THAT WE HAVE. SO WE OVERALL GET 19% FROM NUCLEAR. 10% FROM COLE. 60% FROM GUYS. AND I AM LOOKING AT 2022. VERY LITTLE FROM OIL. AND WE GET POINT A FROM SOLAR. AND OTHER RENEWABLE ENERGY AND, DAN, I FORGET WHAT IT WAS THAT WE TALKED ABOUT. >> I THINK IT WAS YOUR U.S. SUGAR BIO. THE BIODIESEL. AND AS AN ARP MEMBER, THERE IS A PORTION ASSIGNED TO BENEFIT. >> SO IN '22, WE OBVIOUSLY -- AND YOU HAVE SIMILAR PORTIONS FOR '23. BUT I THINK THE BIG TAKE AWAY HERE IS YOU SEE NUCLEAR IS ABOUT 19%, WHICH IS A LITTLE BIT HIGHER. AND THAT IS JUST BECAUSE OF THE PRODUCTION OF THE NUCLEAR. IT ALSO DEPENDS ON WHAT NATURAL GAS POWER PLANTS ARE COMING OFF-LINE AND ONLINE FOR MAINTENANCE. DO THEY HAVE -- HOW MANY SCHEDULED OUTAGES DO THEY HAVE? SO '22 IN '23 LOOK RIGHT. YOU CAN SEE IN '22, NATURAL GAS PRICES WERE PAYING APPROXIMATELY 77'S PERIOD PERCENT OF OUR GENERATIO FROM NATURAL GAS. AND WE ARE SUBJECT TO THE ELECTRIC GAS MARKET PRICE. AND THE ONE THING ABOUT SOLAR IS, EVEN , YOU KNOW, THE PRICE THAT WE GET FOR SOLAR IS THE PRICE THAT WE GET FOR SOLAR. IT IS NOT SUBJECT TO ANY OTHER COST OR INFLUENCES ONCE YOU SIGN THE PROJECT. BUT IT IS NOT DISPATCHABLE, MEANING WE DO NOT KNOW WHEN AND IF WE ARE GOING TO GET IT. THAT IS THE CONCERN HERE. IF THEY ARE NOT ABLE TO DELIVER THESE UNITS AT A TIME IN PRICE THAT WILL WORK FOR US IT IS NOT ECONOMICALLY FEASIBLE FOR US TO CONTINUE DOWN THE ROAD. AND I THINK IT WAS 2020. WE HAD TO WAIT ONE MEGAWATTS. WE WILL GET 7.5 HOPEFULLY IN THE NEXT 30 DAYS [00:45:01] OR SO. AND THEN WE WILL BE LOOKING AT THREE MEGAWATTS FOR PHASE THREE IN 2027. SO WE WILL HAVE APPROXIMATELY 12.1. I THINK THE NEXT SLIDE SUMMARIZES IT IN THE TOTAL. OKAY. SO WE HAVE APPROXIMATELY 12.1 TOTAL MEGAWATTS THAT WE WILL HAVE IN OUR PORTFOLIO. SO THAT WAS A QUESTION. >> CAN I ASK A FOLLOW-UP QUESTION? SO THIS IS OUR BLEND. WHAT DOES FMPA'S PLAN LOOK LIKE AND IS IT SIMILAR OR AS THEY GO WE ARE TRYING TO OBTAIN SO WE HAVE SOME KIND OF A GOOD BLEND? >> SO THE FMPA LEVEL, THERE IS NO GOAL SET. WHEN WE FIRST STARTED DISCUSSING SOLAR PARTICIPATION YEARS AGO AT THE BOARD LEVEL WITH 33 DIFFERENT CITIES THERE, THERE WAS A DIFFERENCE OF OPINION ON HOW MUCH SOLAR FOR ARP. HOW MUCH THE ARP SHOULD TAKE. WHAT WE DID FOR THE SOLAR PROJECTS IS BECAUSE WE HAD DIFFERING OPINIONS WE HAD LET US SET IT UP IN SUCH A WAY WHERE MEMBERS CAN DECIDE FOR THEMSELVES HOW MUCH THEY WANT. SO WHEN WE TALK ABOUT A PORTION OF THIS BEING LIKE YOUR 2.1 MEGAWATTS, YOU SIGN UP INDIVIDUALLY FOR 2.1 MEGAWATTS OF THAT PHASE 1. 7.5 MEGAWATTS, YOU SIGNED UP INDIVIDUALLY. THE THREE MEGAWATTS IN 2027, THAT WILL BE JUST YOUR PORTION WITH THE ARP SIGNING UP FOR A CHUNK OF IT. SO THE ARP HAS NOT SET ANY GOALS. I CAN GET YOU NUMBERS AS FAR AS WHAT PERCENTAGE OF THE PORTFOLIO. IT IS VERY LITTLE. THE SOLAR WE DO HAVE, IT WAS SET UP IN SUCH A WAY THAT IT ALLOWS INDIVIDUAL MEMBERS TO SUBSCRIBE AND CALL IT THERE SO WE DO NOT CONSIDER PART OF THE ARP PORTFOLIO. SO THAT WILL ALLOW MEMBERS KIND OF A LA CARTE WAS SOLAR, WHICH IS VERY DIFFERENT THAN IN YEARS PAST. WHERE IT IS AN ALL OR NOTHING THING. THEY SAID LET US SET UP SOLAR ANYWAY FOR INDIVIDUAL CITIES CAN DECIDE FOR THEMSELVES HOW MUCH THEY WANT AND BEAR THOSE BIO INDIVIDUAL COSTS. AND OF SOLAR IS LOWER THAN GAS, THEN YOU CAN BENEFIT YOURSELF INSTEAD OF BEING A MIXED ARP RESOURCE. SO I CAN GET YOU NUMBERS ON THE ARP BUT IT IS VERY LOW BECAUSE OF THAT. >> THERE ARE A COUPLE THINGS. OUR PORTFOLIO IN 2025 WILL LOOK SLIGHTLY DIFFERENT. OUT OF STANTON , ONE IS COMING OFF-LINE. IT IS A COAL PLANT. SO THE OUTLIERS WILL LOOK DIFFERENT. OUR GUYS WILL HAVE TO COME HIGHER BECAUSE OF OUR BLEND OF COAL AND POTENTIALLY SOME, YEAH, AND THE SECOND STANTON UNIT MAY ALSO BE COMING OFF-LINE IN 2027, 2028. SOMETHING LIKE THAT. SO WE WILL BE ALMOST COMPLETELY OUT OF COLE. THIS PORTFOLIO WILL LOOK VERY DIFFERENT FOR THE NEXT COUPLE OF YEARS AND WE WILL HAVE MORE SOLAR TO BACK IT UP. BUT TO ANSWER, I JUST WANT TO TALK A LITTLE BIT ABOUT WHAT THE FUTURE LOOKS LIKE AND THE REASON THAT IS IMPORTANT IS BECAUSE WE WANT TO STAY ABOUT UNDER 20% OF OUR LOAD. IT SHOULD BE A NON-DISPATCHABLE RESOURCE AND WE ARE GOING TO BE AROUND 10% WHICH IS A VERY COMFORTABLE NUMBER TO MAKE SURE THAT WE DO NOT GET INTO AN AREA WHERE WE ARE NOT ABLE TO PRODUCE SOLAR AND BE ABLE TO PICK UP THE LOAD AT A HIGHER COST WHEN IT IS NOT SCHEDULED. >> MADAM CHAIR? >> NO. FOR SURE IT DOES. ONE THING, AS HE IS EXPLAINING SOME OF THIS TO US AND AS IT IS NOT DISPATCHABLE, I THINK ALL OF US WOULD LOVE FOR THIS TO BE THE ANSWER. WE LIVE IN FLORIDA. WE HAVE A LOT OF SUN. WE REALLY WANT CLEAN ENERGY. WE ARE LOOKING FOR WAYS TO PRODUCE ENERGY WITHOUT HAVING TO HURT THE ENVIRONMENT AS WELL AS KEEP OUR COSTS DOWN. SO THIS WOULD BE IDEAL IF EVERYTHING MATCHED UP. BUT I AM CURIOUS. YOU KNOW? IT IS STILL SO NEW TO US. IS THERE MAYBE A WAY WE CAN TRACK HOW OFTEN OR HOW -- WHAT IS THE WORD? LIKE HOW MUCH WE ARE ACTUALLY USING OF IT? I WOULD LIKE TO KNOW MONTHLY, RIGHT, HEY, WE ACTUALLY REALLY WANTED 7 1/2 MEGAWATTS. WE ONLY GOT 2.3. AND SO THAT WE CAN KIND OF GRAPH BUT MAYBE THAT LOOKS LIKE. BECAUSE I THINK NOT ONLY WOULD THAT HELP US BUT IT WOULD ALSO HELP OUR CUSTOMERS UNDERSTAND MAYBE WHY WE ARE PICKING THIS SLOWLY. AND ALSO MAYBE IT WOULD HELP US HAVE A BETTER DECISION WHEN WE HAVE AN OPPORTUNITY. WE FIND THAT MAYBE IT IS MAKING MORE THAN EXPECTED. THEY MAY ALSO LOOK AT THAT A LITTLE BIT AND WE CAN CHANCE A LITTLE BIT MORE IF WE WANT TO GO ABOVE 10%. BUT I WOULD LOVE TO SEE WHERE AND HOW MUCH IT IS ACTUALLY PROVIDING [00:50:01] BASED OFF WHAT WE ARE EXPECTING IT TO GIVE. >> SO THE ANSWER IS YES, MA'AM. WE CAN DEFINITELY DO THAT. IF THEY TRACK THAT SPECIFICALLY FOR FPUA AND I THINK YOU HIT IT REALLY WELL. SOLAR, WE NEED TO KNOW HOW RELIABLE IT IS. YOU WOULD THINK THAT A RENEWABLE SOURCE LIKE THAT OR A GREEN SOURCE LIKE THAT WOULD BE VERY RELIABLE, BUT IT IS NOT. THE SUN IS OBVIOUSLY VERY RELIABLE BUT THE ABILITY TO DISPATCH IT IS NOT. SO THAT IS SOMETHING WE'RE DEFINITELY TRACKING. THAT IS PART OF THE REASON WE ARE ACTUALLY REDUCING OUR NUMBER. WE DO NOT KNOW WHERE THAT IS GOING TO GO YET. BUT WE DO KNOW THE SOLAR WE HAVE FROM PHASE 1 IS VERY ECONOMICALLY FEASIBLE AND RIGHT NOW IT PRODUCES PRETTY WELL. SO STRATEGICALLY THEY ARE LOCATING THESE DIFFERENT SITES AT DIFFERENT LOCATIONS THROUGHOUT THE STATE SO YOU'RE NOT VERY DEPENDENT ON THE CLOUD COMING OVER THE MIDDLE OF THE STATE. AND THAT ALSO DEPENDS ON AVAILABILITY OF LAND AND THE AVAILABILITY TO GET TO THAT LAND. I DON'T KNOW HOW MUCH MORE SOLAR THAT WE ARE GOING TO HAVE IN FLORIDA. I IMAGINE IT IS VERY MUCH GOING TO GROW BUT THE LAND ISSUE IS A HOT TOPIC. >> SO MUCH SPACE TO PROVIDE SUCH A LITTLE AMOUNT OF ENERGY. >> MADAM CHAIR, I WAS GOING TO BRING UP THE SAME THING. THERE SEEMS TO BE A PUSHBACK TO DEVOTING ALL OF THIS LAND TO SOLAR. I MEAN, IT IS -- THERE JUST SEEMS TO BE A CHANGE IN FLORIDA THAT SAYS, YES, THE SUNSHINE IS HERE. WE ARE THE SUNSHINE STATE. BUT ARE WE GOING TO TAKE ALL OF OUR LAND AND HAD THE SOLAR FIELDS? IT IS JUST SOMETHING PEOPLE ARE KIND OF PUSHING BACK ON I THINK. AND I WAS WONDERING IF -- I LOVE THESE NAMES. I NEVER THOUGHT I WOULD BE TALKING ABOUT WHISTLING DUCK. SO IS THAT -- I KNOW YOU GAVE REASONS WHY THEY ARE GETTING SO MUCH MORE EXPENSIVE. BUT IS THAT -- COULD THAT BE A PRODUCT OF PEOPLE SAYING, NO, STOP. SOLAR, WE CANNOT BANK IT. WE CANNOT COUNT ON IT. YOU KNOW? IT IS GREAT AND CLEAN AND EVERYTHING ELSE BUT IT SCARES SOME. >> YES. THERE IS A LOT IN THAT ONE, AND IT IS A GREAT QUESTION. I WILL SWITCH BACK ON THE SCREEN THIS SLIDE FOR ONE SECOND JUST TO SHOW YOU THAT THE YELLOW DOTS ON THIS SLIDE IS WHERE THE SITES ARE EITHER CURRENTLY LOCATED OR WHERE SOME OF THE FUTURE ONES ARE EXPECTED TO BE LOCATED. TWO TO THE FURTHER SOUTH ARE AROUND ORLANDO AND ORANGE COUNTY AND THOSE ARE THE OUTLIERS. YOU WILL NOT SEE MANY MORE THAN THAT. KIND OF GOING UP INTO THE PANHANDLE. IF YOU HAVE EVER DRIVEN TO TALLAHASSEE AND HAVE HIT I-10, YOU LOOK TO THE LEFT AND RIGHT AND YOU CAN SEE SOLAR PANELS AS FAR AS YOU CAN SEE. ONE OF THE PROBLEMS WITH THAT IS WHEN YOU HAVE SOLAR FIELDS IN THE SAME GEOGRAPHIC AREA THAT ARE ALL YOURS THAT YOU ARE RECEIVING ENTITLEMENT COME CLOUD COVER AND YOU LOSE IT ALL IMMEDIATELY. WE TRY TO SPREAD IT OUT FOR THAT REASON BUT THERE ARE SO MANY SITES THAT YOU CAN FIND IN FLORIDA. I THINK THERE ARE STILL SOME SITES OUT THERE BUT THE QUESTION IS THE PRICE YOU WILL GET FOR THESE LONG-TERM LEASES TO PUT IT THERE FOR 20+ YEARS. FOR THE COST QUESTION, COST INCREASES THAT WE SAW FROM THIS DEVELOPER WERE NOT LAND RELATED. THEY HAD THE LAND RIGHTS SECURED. THIS WAS FELT ACROSS THE ENTIRE INDUSTRY. A LOT OF DIFFERENT FACTORS FOR COOF COVID. YOU HAD SOME SUPPLY-CHAIN ISSUES. THERE WAS A TARIFF. THERE WAS AN IMPORT. A LAW WAS PASSED THAT CEASED ALL IMPORTS OF CHINESE-MADE SOLAR PANELS, WHICH IS THE SOLE PROVIDER OF THEM BECAUSE THEY FOUND OUT THAT THERE WAS POTENTIALLY A CIRCUMVENTION OF SOME LAWS AGAINST CHILD LABOR IN SOME OTHER COUNTRIES AND THERE WAS SOME CIRCUMVENTION OF THAT GOING ON FOR THESE PANELS TO BE RECORDED SO THEY PUT A DEAD STOP ON IT UNTIL THEY COULD LOOK A LITTLE FURTHER INTO IT. NOT BACKED UP THE IMPORTS OF THESE AND THE COST OF THESE PANELS FOR A LOT OF THESE CURRENT PROJECTS AND THE PRICES JUST SORT OF JUMPED. THEY ALSO RAN INTO SOME INTERCONNECTION ISSUES WITH DUKE ENERGY. IT JUST SO HAPPENED A LOT OF DEVELOPERS WERE LOOKING AT FLORIDA AT THE SAME TIME AND PUTTING IN INTERCONNECTION REQUEST AND SOME OF THEM WERE JUST SPECULATIVE REQUESTS BUT DUKE STILL HAS TO STUDY THEM. THINGS JUST KIND OF PILED UP AND CAUSED THIS PRICE INCREASE TO HAPPEN. BUT WHEN WE TALK WITH A LOT OF OTHER UTILITIES AROUND THE COUNTRY, THEY WERE EXPERIENCING THESE SAME INCREASES WHICH IS WHY WE JUST DID NOT DROP THIS DEVELOPER AND SAY YOU ARE DOING A BAD JOB. WE [00:55:01] WANT TO GO FORWARD AT A HIGHER PRICE. BUT WE ARE NOT -- IF SOMEBODY WANTS OUT, WE ARE GOING TO LET THEM GET OUT AND RENEGOTIATE THAT. SO I THINK THAT ANSWERS IT. >> YES, IT DOES PER. THANK YOU. >> WE NEED A MOTION. >> I AM OF APPROVAL TO CONTINUE WITH THE ADJUSTMENT OF OUR NEW SOLAR AMOUNTS. >> LET ME EXPLAIN EXACTLY JUST TO BE CLEAR. >> DETERMINING IT. >> ALL THAT IS HAPPENING IS YOU ARE IN PHASE 2 AND YOU SIGNED UP FOR A PORTION OF RICE CREEK AND A PORTION OF WHISTLING DUCK SO YOU AGREED TO AMEND THAT CONTRACT THAT JUST REMOVED WHISTLING DUCK AND YOU WILL STAY IN WITH THE LIST OF RESOURCES THAT YOU HAVE SIGNED UP FOR. IT WILL CHANGE FROM 15 TO 7.5 AND THE WHISTLING DUCK UNIT COMES OUT. SO ALL YOU ARE DOING IS A GREEN TO AN AMENDMENT OF THAT AGREEMENT AND THAT CHANGE BE CHANGED. >> DO I NEED TO SAY THAT? >> MOVED TO APPROVE TO AMEND THE AGREEMENT FOR WHISTLING DUCK. >> THANK YOU. >> SECOND. >> ALL RIGHT. MADAM CHAIR, WILL YOU PLEASE CALL THE ROLE? >> FEE. >> YES, MA'AM. >> GIBBONS. >> YES, MA'AM. >> BENNETT. >> YES, MA'AM. >> SO NEXT YEAR YOU WILL SAY HOW MUCH OF OUR POWER IS GENERATED BY SOLAR? >> YES. NEXT YEAR WE WILL HAVE 2.1 MEGAWATTS THAT WE ARE CURRENTLY PRODUCING RIGHT NOW AND INSTANTANEOUSLY. JUST 2.1 MEGAWATTS IN OCTOBER. HOPEFULLY WE WILL HAVE 7.5 COMING ONLINE SO WE WILL HAVE 9.6 THAT WE COULD GET SOLAR POWER IF IT PRODUCES. >> WASN'T IT AT ONE TIME 50%? WE TALK ABOUT IT AT 15% THAT ONE TIME. >> THE OVERALL NUMBER WAS AROUND 24%. SO WE ARE COMING FROM 24% OF THE ALLOCATION OF OUR GENERATION TO ABOUT 10%. >> MADAM CHAIR, I WANT TO CLARIFY TOO, JUST ENCASE. ONE OF THE THINGS WE TALKED ABOUT LAST WEEK, TOO, WAS IT WAS LIKE A PROMISE THAT WE ARE GOING TO BUY THIS MUCH SOLAR FROM THEM. SO IF IT DOES NOT MAKE THAT MUCH, THEN WE STILL HAVE TO PAY FOR IT. ISN'T THAT CORRECT? OR IS THERE A BASE RATE WE HAVE TO COVER OR SOMETHING ALONG THOSE LINES? >> IT IS AN ENERGY-ONLY TAKE AND PAY. SO YOU ONLY PAY FOR WHAT IS PRODUCED AND WHAT IS SENT TO YOU. THERE IS NO CAPACITY CHARGE. IT IS ENERGY-ONLY. IF THEY PRODUCE IT, THEN YOU TAKE IT AND PAY FOR IT AT THAT SAME PRICE. >> BUT IF THE SOLAR IS NOT AVAILABLE, THEN WE DO HAVE TO GENERATE MORE POWER. >> DO WE VOTE YET? >> YES. >> WE CAN. >> HOW ABOUT THIS? [F. DIRECTOR COMMENTS] >> OKAY. THAT CONCLUDES THE REGULAR AGENDA. ARE THERE ANY COMMENTS FROM THE DIRECTOR? >> YES. I HAVE A COUPLE. TOMORROW, THE FORT PIERCE INTELLIGENCE ADVISORY COMMITTEE WILL BE HOSTING THE FIRST YOUTH CAREER EVENT AT THE ENERGY SERVICES CENTER FROM 4:00 TO 6:00. THE GOAL IS HOPEFULLY TO MEET THE NEXT GENERATION OF CUSTOMER SERVICE REPS, LINEMAN, WATER PLANT MECHANICS, ACCOUNTANTS, AND HOPEFULLY A FUTURE DIRECTIVE UTILITIES ONE DAY. SO IT WILL BE A FUN AND EXCITING EVENT. WE WERE ON THE NEWS THIS MORNING. WE ARE BEING ADVERTISED ON THE LOCAL RADIO STATION. SO IT SHOULD BE A GREAT EVENT TOMORROW AND I WOULD LIKE TO INVITE YOU IF YOU'RE AVAILABLE. WE SHOULD HAVE 10 TO 12 DEPARTMENT SO THEY CAN VISIT DIFFERENT DEPARTMENTS. IT WILL BE VERY EXCITING. GREAT JOB BY THE FOLKS WORKING WITH THEM. >> WHAT TIME IS IT TOMORROW DID YOU SAY? >> 4:00 TO 6:00. 4:00 TO 6:00 P.M. >> WAS THE LOCATION? >> SOUTH 32ND STREET PROGRESO AT THE CAMPUS WEST OF TOWN. AND THE LAST THING I HAVE IS IF YOU HAVE ANY ADDITIONAL INTEREST IN REVIEWING ANY CANDIDATES THAT I PROVIDED AT THE LAST BOARD MEETING. WE DID HAVE A COUPLE MORE CANDIDATES, AND THAT I WILL MOST LIKELY SEND IT TO YOU TOMORROW. WE ARE JUST LOOKING FOR SOME FEEDBACK. MAYBE I CAN GET A LIST OF ADDITIONAL CANDIDATES IF YOU WOULD LIKE TO INTERVIEW ANYBODY OVER THE WEEK. THAT WAY WE CAN START SCHEDULING THOSE IF NECESSARY. >> I DID -- I AM SORRY, MADAM CHAIR. I DID HAVE A QUESTION [01:00:02] ABOUT THAT, TOO. WHEN ARE WE -- ARE WE LEAVING THIS OPEN UNTIL WE SELECT SOMEONE? >> OPEN UNTIL FILLED. YES, MA'AM. I BELIEVE THAT WAS ORIGINAL DIRECTION FOR THE BOARD. JUST LEAVE IT OPEN. >> SO IF WE HAVE ADDITIONAL CANDIDATES, -- THIS IS TUESDAY -- WE LET YOU KNOW BY FRIDAY? >> YEAH. >> OKAY. >> AND I HAVE NOTHING ELSE, MADAM CHAIR. >> ARE THERE ANY COMMENTS FROM THE BOARD MEMBERS? NO? OKAY. ARE THERE ANY COMMENTS FROM THE ALTERNATIVES? >> NO. NO COMMENTS FROM ME BUT I AM HAPPY TO BE HERE THOUGH. >> TAKE THAT TRIP EVERY TIME WE HAVE A MEETING. SO THANK YOU. THAT ADJOURNS THE MEETING AT THIS TIME. >> * This transcript was compiled from uncorrected Closed Captioning.
