GOOD MORNING, WHILE I GET STRAPPED IN HERE. IT IS GREAT TO BE BACK. 18 YEARS AGO, BEING IN THE SEAT, PRESENTED TO THE COMMISSION AS A PLANNING MANAGER, I ALWAYS LOOKED TOWARDS COMING BACK AND BEING ABLE TO PRESENT. THANK YOU FOR HAVING US. 20 BEHALF OF THE ST. LOUIS TRANSIT AUTHORITY ASSOCIATION, WE ARE THRILLED TO BRING ANOTHER TRANSPORTATION AUTHORITY IMPROVEMENT TO THE CITY OF FORT PIERCE, KNOWN AS THE CITY OF FORT PIERCE CONNECTOR. THIS PROJECT IS A PART OF THE NONMOTORIZED TRAIL PROGRAM , ALSO KNOWN AS THE CENTRAL PROGRAM, ESTABLISHED BY THE FLORIDA LEGISLATOR IN 2015 , AND WHICH PROVIDES $50 MILLION OF STATE FUNDING ANNUALLY TO PLAN, DESIGN, AND CONSTRUCT THE SUN TRAIL NETWORK DEPICTED ON THE SCREEN . SINCE THE INCEPTION OF THE PROGRAM, THE PTO AND ITS AGENCIES HAVE BEEN AGGRESSIVELY PURSUING THE SUN TRAIL FUNDING TO IMPLEMENT THE PORTION THAT EXTENDS SOUTH AND NORTH THROUGH THE PTO AREA. THIS PORTION OF THE SUN TRAIL THROUGH THE PTO AREA IS A PART OF THE EAST COAST GREENWAY, THAT IS DEPICTED ON THE SCREEN, A PAYMENT, MOSTLY OFF-ROAD, SHARED USE PATHS THAT CONNECTS 15 STATES UPWARDS OF 50 CITIES AND TOWNS FOR 3000 MILES OF FLORIDA DOMAIN. THE PTO HAS BEEN WORKING TO IMPLEMENT THESE EAST COAST GREENWAY THROUGH THE PTO FOR MORE THAN 15 YEARS . AFTER THE FIRST SEGMENT, THE PARKWAY TRAIL OPEN IN PORT ST. LUCIE IN THE 2000'S. WHEN THE SUN TRAIL PROGRAM WAS ENACTED, WE JUMPED ON IT BECAUSE WE HAD ALREADY COMPLETED THE PRELIMINARY WORK FOR THE ALIGNMENT THROUGH THE SOUTH PTO AREA. THE SUN TRAIL EAST COAST GREENWAY FOR THE PTO IS COMPRISED OF NINE SEGMENTS, WHICH ARE IN VARIOUS STAGES OF DEVELOPMENT AND INCLUDE THE FORT PIERCE CONNECTOR THAT WE WILL PRESENT TO YOU TODAY FOR YOUR COMMENTS AND ENDORSEMENTS. WHEN IT IS COMPLETED, THE FLORIDA SUN TRAIL AND EAST COAST GREENWAY WILL EXTEND MORE THAN 20 MILES SOUTH AND NORTH FOR THE ENTIRETY OF THE PTO AREA WITH ALMOST NINE MILES WITHIN THE WORD PIERCE CITY LIMITS. LET'S TAKE A TOUR OF THE FLORIDA SUN TRAIL AND PTO DESCRIBE THE SEGMENTS AND STAGES OF THEIR DEVELOPMENT, STARTING AT THE SOUTH END, WITH THE ORIGINAL GREENWAY PARKWAY TRAIL IN PORT ST. LUCIE, EXTENDING FROM THE MARK COUNTY LINE TO WALTON ROAD. BECAUSE OF ITS AGE NOW , THIS TRAIL IS SHOWING SOME WEAR. THE GREENWAY PARKWAY TRAIL RECEIVED A FACELIFT WITH PTO FUNDING NEXT FISCAL YEAR. TRAVELING NORTH, WE MOVE IN THE SAVANNA RESERVES DATE PARKWAY CALF, COMPOSED OF A SOUTH FACE AND A NORTH FACE, WITH THE SOUTH FACE EXTENDING FROM WALTON ROAD TO KITTERMAN ROAD, ANDY NORTH FACE EXTENDING FROM KITTERMAN ROAD TO MIDWAY ROAD BEFORE IT ENTERS THE CITY LIMITS AT THE SAVANNA'S RECREATION AREA. BOTH OF THESE PHASES ARE UNDER CONSTRUCTION AT A COST OF ALMOST 16 1/2 MILLION DOLLARS OF CENTRAL FUNDING AND ARE SCHEDULED TO BE COMPLETED JUST OVER A YEAR FROM NOW. MOVING FURTHER NORTH , AS THE SAVANNA'S RECREATION GREENWAY COMPLETED BY THE CITY

OF PORT ST. LUCIE, AS A PART OF THE MEDICATION ACROSS THE PARKWAY BREACH . THIS SEGMENT EXTENDS FROM THE CAMPGROUND AT THE SAVANNA'S RECREATION AREA, AND TRAVERSES THE SAVANNA'S VIA SEVERAL BOARDWALKS , UP TO THE FLORIDA EAST COAST RAILWAY , AT THE SOUTH END OF THE INDIAN HILLS RECREATION AREA.

ACROSS THE RAILROAD TRACKS, THE OVERPASS IS UNDER THE SIGN OF THE FLORIDA DEPARTMENT OF TRANSPORTATION , WHICH WILL COLLECT THE SAVANNA'S RECREATION AREA TO THE INDIAN HILLS RECREATION AREA. WITH THE BEAUTIFUL PEDESTRIAN OVERPASS TO PROVIDE A SINGLE OUTLOOK ACROSS THE SAVANNA PRISONER.

THIS PROGRAM IS PROJECT IT FOR CONSTRUCTION IN FISCAL YEAR 2027 AT A COST OF OVER $5 MILLION, WHICH BRINGS US TO THE INDIAN HILLS RESERVATION AREA , CONSTRUCTED BY THE CITY SUN TRAIL FUNDING ABOUT TWO YEARS AGO AND STRADDLED BOTH SIDES OF SAVANNA'S WROTE AND TAKES US TO THE INDIAN HILLS GOLF COURSE IN A SEGMENT KNOWN AS THE HISTORIC HIGHWAY TRAIL GAP .

THIS SEGMENT EXTENDS FROM THE INDIAN HILLS RECREATION AREA TO GEORGIA AVENUE AND IS PRESENTLY-- THE CITY IS READILY SOLICITING BIDS FOR ITS CONSTRUCTION WITH SUN TRAIL FUNDING. FROM JORDAN GEORGIA AVENUE, WE MOVED FROM THE HISTORIC DOWNTOWN FORT PIERCE AREA, DESIGNED BY THE CITY WITH SUN TRAIL FUNDING AND WILL EXTEND THE GEORGIA AVENUE IN THE DOWNTOWN AREA, INCLUDING THE SALE OF THE BOAT DRIVE, AND ALONG TO CONNECT TO THE CITY'S INDIAN RIVER DRIVE IMPROVEMENTS CONSTRUCTED WITH THE ECONOMIC DEVELOPMENT GRANT THE CITY WITH FROM THE STATE . OVER TO THE RIVERWALK, AND UNDER THE SOUTH CAUSEWAY BRIDGE, AND FORT PIERCE . THE PORT OF FORT PIERCE CONNECTOR, THE SUBJECT OF FEASIBILITY STATE THAT WE PRESENT TO YOU TODAY. MOVING NORTH FROM A FORT PIERCE CONNECTOR , UNDER THE NORTH DIXIE HIGHWAY TRAIL CONVERSION THAT IS UNDER DESIGNED BY THE COUNTY AND INCLUDES CONVERSION OF OLD DIXIE HIGHWAY AND REPLACEMENT OF THE BRIDGE OVER TAYLOR CREEK, INTO A ONE-WAY, NORTHBOUND VEHICLE WEIGHT WITH A SHARED USE PATHS UNTIL SUNNY LANE , WHERE OLD DIXIE HOBBY CONTINUES WITH ONE LANE IN BOTH DIRECTIONS AND THE SHARED USE PATHS EXTENDED INTO THE SIDE OF OLD DIXIE HIGHWAY, TO NORTH CAUSEWAY BRIDGE THAT IS UNDER CONSTRUCTION BY THE WARLORD OR DEPARTMENT OF TRANSPORTATION WITH A COST OF OVER $111 MILLION. AND FEATURES A SHARED USE PATHS THAT WILL WIDEN UNDERNEATH THE BRIDGE , BUT ACROSS THE INDIAN RIVER ALONG THE NORTH SIDE OF THE BREACH, TO THE NORTH HUTCHISON ISLAND , WHERE WE ENTER THE FINAL SEGMENT, THE INDIAN RIVER LAGOON SCENIC HIGHWAY, OR NORTH STATE ROUTE 1A DESIGN UNDER DESIGNED BY THE FLORIDA DEPARTMENT OF TRANSPORTATION .

THIS SEGMENT EXTENDS ALONG NORTH A1 A , ALL THE WAY TO THE NORTH RIVER COUNTY LINE . WHILE THERE ALREADY IS AN EXISTING SIDEWALK AND BICYCLE LANE ASIDE WITH BOTH GREENWAY SIGNAGE, IN FACT, AT THE TIME THAT THE SIGNS WERE DESIGNED, THEY WERE THE FIRST BE ON THE STATE ROADWAY SYSTEM IN THE ENTIRETY OF FLORIDA. THE PATH WILL BE CONSTRUCTED ALONG THIS SEGMENT AT A COST OF MORE THAN $7.5 MILLION THAT WILL TRAVEL TO NY STATE PARK ON THE WEST SIDE, OVER TO THE INDIAN RIVER AND THE BEACH, AND CROSS OVER ON THE BEACH IN THE IS SIDE . YOU CAN SEE ON THE SCREEN, THE YELLOW PORTION , THAT SEGMENT WILL BE ALONG THE LAGOON SIDE AND THE BLUE PORTION IS THE BEACHSIDE . THEY WILL BE CROSSING SAFELY AT SIGNALIZED MIDBLOCK CROSSINGS BETWEEN BOTH LOCATIONS . CONSTRUCTION OF THE SEGMENT'S PROGRAM TO FISCAL YEAR ' MAC 2027 THROUGH 2028.

IN RECOGNITION REALLY NEEDS TO BE PROVIDED TO THE FLORIDA DEPARTMENT OF TREPIDATION AND OUR PARTNERS AT DISTRICT FOUR FOR SECURING THE FUNDING AND SUPPORTING THE IMPLEMENTATION OF THIS PROJECT AND FOR LOCAL AGENCIES, INCLUDING JACK ANDREWS AND SELENA GRIFFITH FROM YOUR STAFF. FOR THAT, WE THANK THEM. THIS IS TRULY A SHINING EXAMPLE OF THE COOPERATIVE EFFORTS ALONG THE LOCAL GOVERNMENTS, FLORIDA DEPARTMENT OF TRANSPORTATION AND THE PTO. WE DO HAVE ONE GAP REMAINING , THAT BEING THE PORT OF FORT PIERCE CONNECTOR, WHICH WILL CONNECT CENTRAL AND EAST COAST GREENWAY FROM ALL DIXIE HIGHWAY INTO THE PORT OF FORT PIERCE . HERE TO PRESENT FOR YOUR COMMENTS AND ENDORSEMENT, THE RESULTS OF THE FEASIBILITY STUDY, THE FORT OF PORT YEARS-- PORT OF FORT PIERCE CONNECTOR, MR. STEWART. MY NAME IS STUART ROBERTSON WITH KIMBERLY HORN , PLEASED TO BE HERE WITH YOU PRESENTING THE PORT OF FORT PIERCE CONNECTOR GAP STUDY THAT WE HAVE BEEN CONNECTING FOR THE PTO , BUT ALSO IN CLOSE COORDINATION WITH YOUR STAFF, AS WELL AS THE PORT OF FORT PIERCE STAFF AS WELL, GETTING A LOT OF INPUT FROM THEM. THIS IS REALLY THE LAST REMAINING GAP THAT IS YET TO HAVE AT LEAST A PREFERRED ALTERNATIVE MOVING INTO THE PREFERRED STAGE MOVING FROM THE SUN TRAIL THROUGHOUT ST. LUCIE COUNTY. IT IS A VERY FUN GAP, BUT ALSO A CHALLENGING GAP, BECAUSE IT REQUIRES CROSSING THE FLORIDA EAST COAST OR FEC ROUTE ROAD. NEXT SLIDE, PLEASE, PETER. ONE OF THE CHALLENGES IS BEING ABLE TO CROSS THE RAILROAD, WHILE MAINTAINING F.

D.O.T. SUN TRAIL CRITERIA THAT YOU SEE ON THIS SLIDE. ALL OF THE SEGMENTS THAT THE CITY, AS WELL AS ST. LUCIE COUNTY, WORKING IN CONJUNCTION WITH THE PTO AND F.D>O.T. HAVE DESIGNED AND BUILT IN THE PAST, DELETE THESE CRITERIA THAT YOU SEE ON THESE SITES. SO, AS WE ARE DOING OUR PLANNING STUDY FOR THE SUPPORT OF FORT PIERCE CONNECTOR FEASIBILITY STUDY, WE HAVE TO KEEP THESE CRITERIA IN MIND. NEXT SLIDE, PLEASE. AT THE OUTSET OF OUR STUDY, WE IDENTIFIED THREE POTENTIAL CONNECTOR LOCATIONS TO STUDY IN MORE DETAIL . THE BLUE LINE IN THE SOUTHERN AREA OF THIS LINE SHOWS A PROPOSED LOCATION THAT WOULD BE AN ON ROAD FACILITY , USING FISHERMAN'S WHARF AND U.S. 1 . THE RED LIGHT IN THE MIDDLE SHOWS A LOCATION THAT WOULD TRY TO USE AN FEC RAILS FOR THAT PASSES SECOND STREET IN THE CURRENT FEC MAINLINE. THIS RAILS FOR AS HAD THE TRACKS LARGELY REMOVE , IS NO LONGER IN OPERATION, BUT STILL OWNED BY FEC. IN THE THIRD LOCATIONS , REALLY KIND OF A A, B SHOWN IN THE NORTHERN PART OF SLIDE IN YELLOW , ARE LOCATIONS THAT WOULD UTILIZE THE NORTHERN END OF SECOND STREET , NEAR THE STORM WATER DETENTION POND AND THE TRUCK TURNAROUND IN THE NORTH OF SECOND STREET. OF THESE THREE LOCATIONS, WHEN WE DID OUR INITIAL FEASIBILITY STUDY, ONLY THE TRUCK TURNAROUND AND STORM WATER RETENTION POND AREAS REMAINED AS A VIABLE FOR THIS STUDY . THE BLUE LINE WAS ELIMINATED, BECAUSE WE WERE NOT ABLE TO MEET SUN TRAIL DESIGN CRITERIA WITHIN THE CURRENT RIGHTS-OF-WAY OF FISHERMAN'S WHARF AND U.S. 1. THE REDLINE WAS ILLUMINATED BECAUSE OF THE CHALLENGES OF HAVING TO PURCHASE FEC LAND . ONLY THE THIRD OPTIONS, THE TWO IN THE NORTH, THE A AND B IN THE NORTH WOULD ALLOW US TO BRIDGE FEC LAND WITHOUT HAVING TO ACTUALLY PURCHASE FEC LAND . THOSE TWO IN THE NORTHERN SEGMENTS WERE DETERMINED TO BE THE MOST FEASIBLE FROM OUR INITIAL ANALYSIS. BASED ON THAT , WE WENT INTO A DETAILED ALTERNATIVE ELEMENT IN THE NORTHERN TRUCK TURNAROUND AND STORM WATER RETENTION AREA. NEXT SLIDE. SO THE NEXT SERIES OF SLIDES WILL SHOW VARIOUS OPTIONS THAT WE HAVE DEVELOPED FOR MAKING THE CONNECTION BETWEEN SECOND STREET , AND EITHER OLD DIXIE HIGHWAY, OR U.S. 1, IN ORDER TO PROVIDE A CONTINUOUS ALIGNMENT FOR THE SUN TRAIL THROUGH THE PORT OF FORT PIERCE. AGAIN, BECAUSE THE AREAS SHOWN HERE ARE IN PUBLIC OWNERSHIP, IN PARTICULAR THE TRUCK TURNAROUND, AND THE STORM WATER POND , WE WOULD ONLY HAVE TO BRIDGE OVER OR CROSS UNDER THE FEC RAILROAD, THESE ARE CONSIDERED TO BE PRIMARY INTERESTS . ALSO, AS YOU WILL SEE IN A MOMENT , BECAUSE OF THE ABILITY AND OPPORTUNITIES TO TIE INTO OTHER PUBLIC PLANNING THAT THE CITY OF FORT PIERCE , AND THE PORT OF FORT PIERCE ARE CURRENTLY UNDERTAKING , WE SAW LOTS OF OPPORTUNITIES TO BUILD ALTERNATIVES IN THIS AREA THAT REALLY COULD CONNECT INTO OTHER COMMUNITY FACILITIES, AND PROVIDE A MORE VALUABLE EXPERIENCE FOR YOUR RESIDENCE AND VISITORS FOR THIS SECTION OF THE SUN TRAIL. THE FIRST OPTION THAT WE IS AN OVERPASS CONNECTOR , BECAUSE OF THE SHORT LENGTH OF THE CONNECTION, IT WOULD HAVE TO BE BUILT WITH A SERIES OF SWITCHBACKS TO DEVELOP ENOUGH ELEVATION TO GIVE PEDESTRIANS AND BICYCLISTS OVER THE RAILROAD AT AN ACCEPTABLE HEIGHT OVER THE RAILROAD BETWEEN SECOND STREET AND DIXIE HIGHWAY. YOU WILL NOTICE AS WELL ON DIXIE HIGHWAY, WE ARE THE AVAILABLE RIGHT-OF-WAY OF DIXIE TO BE ABLE TO PROVIDE THE SWITCHBACKS OVER TOP OF THE

ROADWAY, AS PETER WAS SHOWING EARLIER. THERE ARE PLANS TO CONVERT THIS INTO A MULTI-MODAL FACILITY , GOING NORTH ON THE HIGHWAY. TAKING ADVANTAGE OF THOSE PLANS, WE USED THAT ELEVATION OF DIXIE HIGHWAY TO BE ABLE TO PLAN FOR THE SWITCHBACKS THAT WOULD BE NEEDED ON THE WEST SIDE . ON THE EAST SIDE, THE SWITCHBACKS THAT WOULD BE NEEDED WOULD BE OVER TOP OF WHAT IS CURRENTLY THE TRUCK TURNAROUND. THERE ARE SOME PLANS THAT THE PORT IS CONSIDERING THAT WE UNDERSTAND WILL MAKE THE TRUCK TURNAROUND NOT NECESSARY IN THE FUTURE , BECAUSE OF OTHER ACCESS IMPROVEMENTS THAT ARE BEING MADE. SO, BECAUSE OF THAT , THE SWITCHBACKS FOR THE PROPOSED CONNECTOR ARE SHOWN HERE , ABOUT THE AREA THAT IS CURRENTLY THE TRUCK TURNAROUND . EACH ONE OF THESE SLIDES I WILL GO THROUGH, THERE IS A SERIES OF SIX OF THESE. THEY SHOW THE PROPOSED CONNECTOR IN PLAN ON THE TOP. ON THE BOTTOM, WE ARE SHOWING WHAT THE CURRENT ELEVATION IS LIKE . WE HAVE USED PLANNING LEVEL SURVEY TO BE ABLE TO PROJECT THE CURRENT ELEVATION ON TOP OF THE -- SHOWING YOU WHERE THE ELEVATION IS OVER THE ALIGNMENT. NEXT LIGHT. SO, WITH OPTION 2B, WE DEVELOP AN UNDERPASS CONNECTOR . WE FOLLOWED RICHLY THE SCOPE OF OUR WORK WITH ONLY TO CONSIDER BRIDGES, IT BECAME APPARENT DURING THE DEVELOPMENT OF THE STUDY , AND IN COORDINATION WITH LOCAL STAKEHOLDERS , THAT UNDERPASS OPTIONS SHOULD BE CONSIDERED AS WELL. UNDERPASS OPTIONS ARE OFTEN CONSIDERED TO BE MORE VIABLE BY PEOPLE WALKING AND BIKING TO PASS UNDER AN OBSTRUCTION , AND OVER, ESPECIALLY FOR PEOPLE BIKING FOR ME BASICALLY BECAUSE OF PHYSICS , AS YOU CAN GO DOWN FIRST AND DEVELOP THE MOMENTUM TO HELP PICK UP SPEED FOR THEN GOING UP THE HILL ON THE OTHER SIDE OF THE UNDERPASS. WE DID BEGIN CONSIDERING UNDERPASS CONNECTIONS DURING THE STUDY ITSELF. SO, OPTION 2B IS WHAT WE ARE CALLING THE UNDERPASS CONNECTOR SHORT OPTION. THE ONLY PART OF THIS THAT ACTUALLY WOULD BE INSIDE A CULVERT ARE THE MAGENTA LINES UNDERNEATH THE RAILROAD, CONNECTING TO DIXIE HIGHWAY. THE PORTIONS THAT ARE SHOWN IN THE GREAT LINES , WITH THE ORANGE OUTLINES, THOSE ARE OPEN CHANNEL CULVERTS, WHERE YOU WOULD STILL HAVE-- THE TRAIL USERS WOULD BE OPEN TO THE AIR . ABOVE THEM, THEY WOULD NOT BE COVERED, ONLY THE PART IN MAGENTA WOULD ACTUALLY BE COVERED . THE PART THAT IS ACTUALLY AN UNDERPASS IS RELATIVELY SHORT . OTHER PEOPLE USING THE TRAIL , ACCESSING TO AND FROM THE COMMUNITY WEST ALONG AVENUE O, THEY COULD USE A BREACH THAT WOULD CONNECT OVER TOP OF U.S.

1 , AND CROSS OVER INTO THE ALIGNMENT OF AVENUE O, WEST OF U.S. 1. THIS LONG OVERPASS CONNECTOR CONNECTS NOT ONLY OVER OLD DIXIE HIGHWAY, BUT OVER U.S. 1 AS WELL. SO, TO

ARCING CITATIONS WILL BE AT THE CITY'S CURRENT PARKING RATES. AND THE REVENUE INCLUDES ALL OF THE FEES FOR PARKING, AS WELL AS THE CITATION REVENUE.

OF COURSE, SALES TAX AND CREDIT CARD FEES ARE DEDUCTED BEFORE THE REVENUE IS DETERMINED. BASED ON THAT ESTIMATION ON REVENUE FROM PCI , YOU CAN SEE I HAVE FOUR OPTIONS.
