OF THE MINUTES OF THE SEPTEMBER 10, 2024 MEETING.

>> MOVE APPROVAL. >> SECOND .

>> CALL THE ROLL PLEASE. >>

[5. ADDITIONS OR DELETIONS TO AGENDA AND APPROVAL OF AGENDA]

>> THE NEXT ITEM IS ADDITIONS OR DELETIONS TO THE AGENDA AND

APPROVAL OF THE AGENDA. >> ADDITIONS OR DELETIONS? OR

MOVE TO APPROVE? >> MOVE APPROVAL.

>> SECOND. >> CALL THE ROLL PLEASE.

>>

PUBLIC. >> ANY MEMBER OF THE PUBLIC WISHING TO ADDRESS THE COMMISSION, PLEASE COME

[7. CONSENT AGENDA]

FORWARD. SEEING NONE WE WILL MOVE ON .

>> NEXT TO THE CONSENT AGENDA. >> IS THERE ANY ITEM THE ANY BOARD MEMBER WOULD LIKE TO PULL? IF NONE, I WILL TAKE A

MOTION. >> MOVE APPROVAL .

>> SECOND. >> CALL THE ROLL PLEASE.

>>

[a. Resolution 24-05 addressing a request for an extension to comply with the terms of the Surplus Property Sale Agreement for 612 N 25th Street.]

RESOLUTION 24-05 ADDRESSING A REQUEST FOR AN EXTENSION -- TO TAKE THE PROPERTY LOCATED AT 612 NORTH 25TH STREET PROVIDING FOR A SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE

DATE. >> THIS IS A REQUEST TO EXTEND THE DEADLINE TO PERFORM THE WORK ON THIS PROPERTY AT 600 TO NORTH 25TH STREET YOU WILL RECOGNIZE THIS IS THE NEIGHBORHOOD GARDEN BEING PROPOSED BY --. HE HAS INITIATED THE SITE PLANNING PROCESS AND IT HAS BEEN MADE CLEAR THAT HE IS GOING TO NEED YOUR TIME TO COMPLETE THE WORK SO THAT IS WHAT THIS RESOLUTION IS DOING. I THINK IT GIVES HIM AN EXTRA 120 DAYS TO COMPLETE THE WORK. I DID TALK WITH HIS PROJECT DESIGNER AND THEY ARE MOVING FORWARD SO HE IS ON THE

RIGHT PATH NOW. >> 120 DAYS TO COMPLETE THE

WORK? >> TO GET THE PERMITS.

>> AT THE PERMITS. >> I THINK HE HAS TO MAKE

APPLICATION. >> I THINK THEY THINK YOU CAN GET THERE AND IF NOT, HE WILL HAVE TO COME BACK FOR AN

ADDITIONAL EXTENSION. >> OKAY.

>> MADAM CHAIR AND BOARD MEMBERS, IF I CAN MAKE A CLARIFICATION, THERE IS A RESOLUTION THAT AUTHORIZES THE REVERSIONARY CLAUSE BECAUSE THIS DID NOT COMPLY WITH THE CONTRACT REQUIREMENTS AND THERE IS A FIRST AMENDMENT IF YOU WOULD LIKE TO EXECUTE THE EXTENSION REQUESTED SO THE FIRST AMENDMENT WOULD GIVE THE EXTENSION AND APPROVAL OF THE RESOLUTION WOULD ALLOW US TO TAKE BACK THE PROPERTY. IT IS UP TO YOU HOW YOU WOULD LIKE TO PROCEED.

>> COMMISSIONERS? >> I AM NOT QUITE CLEAR ON THIS. HE IS INTO THE PERMITTING PROCESS OR HE IS EXPECTED TO COMPLETE THE PERMITTING PROCESS.

>> SO THIS IS TO GET THE PERMITS IN .

>> TO BEGIN THE SITE PLANNING PROCESS.

>> I DON'T RECALL THE LLC THAT THE PROPERTY WAS TURNED OVER

TO. IS IT A NONPROFIT? >> YES, IT IS.

>> WITH THE CLAWBACK WAS THIS DEEMED A PROPERTY THAT WE HAD A

[00:05:01]

MINIMUM EXPERT TATIAN AS FAR AS WHAT SHOULD BE THERE WITHIN A

CERTAIN PERIOD OF TIME? >> THIS IS ONE OF THE ONES THAT WE DID AFTER THE NEW CONTRACT THAT WAS CREATED SO THEY GOT TO PICK THE AMOUNT OF TIME IT WOULD TAKE THEM TO DO THAT AND THE TIMELINE SO THIS ONE HAS A VERY SPECIFIC TIMEFRAME BY WHICH HE WAS TO ACCOMPLISH THE IMPROVEMENTS SO HE HAD 180 DAYS TO APPLY FOR BUILDING PERMITS WHICH IS WHAT HE DID NOT DO

WITHIN THE 180 DAYS. >> JUST SO WE'RE CLEAR, 180 DAYS FOR A BUILDING PERMIT. DON'T YOU NEED TO HAVE A SITE

PLAN? >> YES.

>> DO WE HAVE ANY CONVERSATION AS TO WHAT THE HOLDUP IS?

>> I DON'T BELIEVE HE INITIATED THE PLAN . I DON'T THINK HE RECOGNIZED HE HAD TO GO THROUGH THE ENTIRE SITE PLANNING PROCESS SO HE HAS HIRED A PROFESSIONAL SITE PLAN DESIGNER NOW AND IS INITIATING THE PROCESS.

>> OKAY. >> MR. GAINES .

>> MAY I MAKE A SUGGESTION TO THE BOARD? I HAVE HAD SEVERAL QUESTIONS ABOUT THIS PROJECT. CAN WE ASK THE, WHOEVER IS OVER THIS, MR. LEE, TO COME IN AND TELL US WHAT IS GOING ON BEFORE WE VOTE TO GIVE HIM 120 DAYS SO EVERYBODY CAN HAVE A BETTER IDEA OF WHAT IS GOING ON? I DON'T WANT TO GIVE HUNDRED 20 DAYS AND OUT 119 DAYS HE COMES BACK AND NEEDS ANOTHER 120 DAYS JUST TO GET SOMETHING DONE. I WOULD RATHER ASK HIM TO COME BEFORE US AND AT LEAST GIVE HIM 30 DAYS TO GET SOMETHING IN HAND TO SHOW US WHAT HE IS DOING WITH THE PROJECT THEN WE CAN GO WITH THE REQUEST IF WE DEEM IT FIT THAT HE NEEDS 120 DAYS. SOME OF THE QUESTIONS THAT WERE JUST ASKED BY MY COLLEAGUES, THEY COULD PROBABLY GET MORE DETAILED WAS SOMEBODY THERE WITH THE DETAILS. HE KNOWS WHAT HE SHOULD HAVE DONE BECAUSE THE ONE THING THAT I JUST HEARD IS HE DID NOT KNOW HE WAS SUPPOSED TO DO WHATEVER. I AM NOT REALLY BUYING THAT. TO BE FAIR I WOULD ASK THAT WE ASK THE DEVELOPER OR HIS TEAM OR SPOKESPERSON TO COME TO THE NEXT FPRA MEETING AND EXPLAIN WHY HE NEEDS THIS REQUEST AND WHAT HE HAS DONE IN THE TIME SINCE HE FIRST CAME. I THINK OUR MEETINGS ARE 30 DAYS APART SO IF HE COMES IN DECEMBER, AND WE CANNOT VOTE AT THAT TIME BASED ON THE RESPONSES THAT WE GET.

>> SO THE MOTION MIGHT BE TO POSTPONE THIS UNTIL THE NEXT

FPRA MEETING? >> WE WOULD NEED TO GIVE AN

EXTENSION NOW THOUGH. >> I WOULD UNDERSTAND THAT TO MEAN YOU DON'T EXECUTE SO IF THE MOTION IS TO CONTINUE IT TO THE NEXT FPRA WE WILL NOT TAKE ANY ACTION.

>> WHEN WE DO THESE, I ALWAYS COME BACK AND SAY HAD I BEEN THERE. I WOULD RATHER THAT THOSE IN THE AUDIENCE AND THOSE ASKING QUESTIONS FROM US, JUST 30 DAYS TO HAVE SOMEBODY COME.

IF HE DOESN'T SHOW UP THAT IS AN EASY DECISION BUT MY MOTION IS TO NOT TAKE ACTION BUT TO MOVE THIS TO THE NEXT MEETING GIVING THE DEVELOPER TIME TO APPEAR BEFORE US AND TELL US

WHAT IS GOING ON. >> SECOND.

>> ANY OTHER DISCUSSION. >> CALL THE ROLL PLEASE.

>>

HERE TONIGHT. >> I AM TOO. I WOULD LIKE TO LET THEM COME IF THEY WANT TO COME.

>> WE DID NOT ASK THEM TO BE HERE TONIGHT JUST BASED ON OTHER FEEDBACK THAT WE RECEIVED BUT WE WILL.

[b. Discussion on adding an additional vehicle to the Freebee fleet for the upcoming season ]

>> THE NEXT ITEM IS DISCUSSION ON ADDING AN ADDITIONAL VEHICLE TO THE FREEBEE FLEET FOR THE UPCOMING SEASON.

>> WE HAVE SARAH DELGADO HERE WITH AN UPDATE.

[00:10:05]

>> MISS DELGADO. >> AT THE SEPTEMBER MEETING WE BROUGHT TO YOU THE FREEBEE BOUNDARY AND THE OUTER ZONES AND YOU THOUGHT OF ADDING A FIFTH VEHICLE WE DID NOT HAVE THE OCTOBER MEETING SO I AM BRINGING YOU THAT INFORMATION.

I HAVE A WAIT TIME UPDATE AND I KNOW COMMISSIONER JEREMIAH JOHNSON IS BIG ON THAT . I KNOW THERE WAS MORE THAN A 30 MINUTE WAIT TIME AND THERE HAS BEEN A REDUCTION OF 41%. WE HAVE SEPTEMBER AND IT HAS DROPPED TO 1067 THEN IT DROPPED TO 635 RIDERS AND THIS IS AT 30 PLUS MINUTES SO I REACHED OUT TO FREEBEE. LET ME INCLUDE, THE MOST POPULAR DESTINATIONS ARE PUBLIX, THE TAYLOR CREEK COMMENTS, THE INTERMODAL BUS STATION AS WELL. AND ON THIS MAP YOU WILL SEE WE HAVE THE PICKUP LOCATIONS AND DROP OFF LOCATIONS AS WELL. SO, LOOKING AT THE RIDERSHIP UNTIL APRIL 2024 WE CAN SEE THAT STARTING NOVEMBER WILL BE THE HIGHEST. LOOKING AT JANUARY, FEBRUARY, MARCH, AND APRIL. TO IMPLEMENT THE FIFTH VEHICLE IT WOULD TAKE APPROXIMATELY 30-45 DAYS AND WE WOULD NEED TO LOCATE A PARKING SPOT TO INSTALL THE CHARGER AND THEY WOULD NEED TO HIRE A DRIVER AND THE COST FOR THE VEHICLE WRAP WOULD BE $1500.

AND THE CHARGER INSTALLATION WOULD BE A ONE-TIME FEE OF

$1250. THAT IS IT. >> I HAVE A COUPLE OF

QUESTIONS. >> PLEASE.

>> ARE YOU SUGGESTING THE VEHICLE BE ADDED PERMANENTLY OR

FOR THE FIVE MONTHS? >> FOR THE FIVE MONTHS BUT IF YOU WANT TO EDIT PERMANENTLY THAT IS UP TO YOU.

>> I HAVE HAD A CHANCE TO TALK TO SOME OF THE RIDERS AND THE WAIT TIMES HAVE EXTENDED . THEY ARE ASKING FOR THE ADDITIONAL VEHICLE AS WELL AS PATRONS OF THE SERVICE SO I WOULD SUGGEST WE TAKE A SERIOUS LOOK AT THIS. HOW WOULD THIS BE FUNDED?

>> FPRA FUNDING BUT REMEMBER, WE DO HAVE THE D.O.T. GRANT THAT COVERS THE MAJORITY OF IT FOR THREE YEARS. SO, RIGHT NOW, ANW,NUALLY FPRA HAYES 218,000 - $218,000. WE WOULD BE PAYING

THAT ON OUR OWN. >> SO WE ADD $10,000 PER MONTH

FOR FIVE MONTHS? >> IT MIGHT BE LESS IF WE MADE IT PERMANENT ESPECIALLY WITH THE ONE-TIME FEE OF THE CHARGER

INSTALLATION. >> I THINK THE 30 MINUTE WAIT IS A REAL PROBLEM . IT IS FOR THE CONVENIENCE AND WE HAVE TRIED TO SHORTEN IT. THE BOUNDARIES AND USING THE IN AND

OUT ZONES. >> I WONDER IF IT IS DIFFERENT TIMES OF THE DAY WHERE IT IS HIGHER TIMES.

>> I WOULD SUGGEST IT IS PEAKED TIMES. THE TIMES HAVE BEEN

GETTING ELONGATED. >> OKAY.

>> SO, MADAM CHAIR , WE HAVE A GRANT FROM THE D.O.T. AND WE

ARE IN YEAR ONE OF THAT GRANT? >> WE JUST STARTED.

>> SO PERHAPS TWO MORE YEARS OF THAT GRANT SO WE WILL HAVE A

[00:15:02]

GOOD UNDERSTANDING OF FINANCIALLY WHERE WE ARE BUT YOU SAY IT COULD BE LESS IN A YEAR AS OPPOSED TO FIVE MONTHS.

HAVE YOU DONE THE ANALYSIS TO GIVE US A GOOD UNDERSTANDING AND MAXIMIZING THE USE OF THE FPRA DOLLARS. I DON'T KNOW IF THERE IS A COST BREAK BUT WE REALLY NEED TO LOOK AT THAT AND EVALUATED IF WE DID IT FOR A YEAR VERSUS IF WE DID IT PERMANENTLY. I THINK WE OWE IT TO OURSELVES TO DO THAT TO AT LEAST UNDERSTAND THE NUMBERS. DO YOU HAVE THAT TONIGHT?

>> I DO NOT. >> BUT WE WILL LOSE TIME IF WE DON'T. BECAUSE IT WILL TAKE 45 DAYS.

>> SO WE CAN APPROVE THE PROPOSAL AS IT IS GIVEN THEN ADJUST THE ANNUAL AMOUNT WITH THE UNDERSTANDING WE WOULD BE PRORATED THOSE FUNDS. THAT IS HOW I LOOK AT IT.

>> HAVE WE TALKED TO OUR PARTNERS IN ST. LUCIE COUNTY ?

>> WE PRETTY MUCH DECIDE. >> I HAVE TO THINK THE COST IS GOING TO DROP PRETTY SIGNIFICANTLY.

>> MADAM MAYOR. >> YES.

>> IS THIS SPECIFIC VEHICLE GOING TO BE DEDICATED TO THE

MAP THAT YOU HAD UP? >> IT WILL RUN JUST LIKE THE OTHER VEHICLES. JUST LIKE THE INNER AND OUTER ZONES.

>> I HAD FAMILY IN TOWN THIS WEEKEND FROM TEXAS AND I UTILIZED THE SERVICE, WE UTILIZED THE SERVICE AND IF YOU LOOK AT THE ANALYTICS, THE AVERAGE AGE, 60-65% AND WE ARE TALKING 21 AND IF YOU COMBINE THE BLUE AND THE GREEN, 21 YEARS UP TO AGE 50 AND THAT IS AT 65% RIDERSHIP SO WE ARE TALKING ABOUT AN INPATIENT GROUP OF FOLKS. READY TO SPEND MONEY SO THAT IS THE POINT. WE WERE VERY MOBILE THIS WEEKEND OVER THAT THREE-DAY PERIOD AND THAT IS WHAT TRIGGERS IN MY BRAIN. IT IS THE CONVENIENCE FACT OR AND THE ECONOMICS AND MOVING FOLKS FROM DOWNTOWN TO SOME OTHER CORRIDOR . OR EVEN

TO PUBLIX. >> I AGREE.

>> COMMISSIONER GAINES. >> WITH THE PART-TIME VERSUS THE PERMANENT, IF WE HAVE TO FIND A PARKING SPOT OR FIND A

SPACE FOR A CHARGER -- >> RIGHT NOW THEY ARE CURRENTLY ON THE THIRD PARKING GARAGE. IT IS JUST ONE PARKING SPOT.

>> BUT WE HAVE TO PUT ANOTHER PARKING SPOT?

>> FREEBEE DOES THAT. >> MY FIRST THING IS IF IT IS JUST TEMPORARY, IT WILL EVENTUALLY NOT BE USED. THE SECOND CONCERN IS THE 30-45 DAYS. THE GOAL OF THIS IS TO HELP THE DOWNTOWN BUSINESSES AND SHOPPING SO, IF WE DO 30 DAYS, GIVEN THE QUICKEST TIME, THAT IS DECEMBER 12. IF WE DO 45 DAYS, WE ARE AFTER CHRISTMAS SO, BASICALLY, WE ARE LOOKING

AT JANUARY, FEBRUARY. >> HIGH SEASON.

>> SO MY ONLY QUESTION IS, IS THERE ANY WAY POSSIBLE THAT IF WE DO THIS, CAN THE CAR GET HERE QUICKER ? WHAT I AM TRYING TO DO IS CAPTURE THE HOLIDAY TIME FOR THE DOWNTOWN BUSINESSES TO BENEFIT FROM THIS SERVICE. I DON'T KNOW IF YOU HAVE THE ANSWER BUT I AM JUST LOOKING AT THE 30-45 DAYS. THAT IS MY CONCERN. ESPECIALLY THE AREA THAT YOU SAID. PUBLIX.

WHEN YOU SAY PUBLIX AREA PEOPLE DON'T UNDERSTAND THERE ARE A LOT OF OTHER SHOPS IN THAT PUBLIX. THAT IS A GOOD BUSINESS

[00:20:05]

AND I AM GLAD THAT DOWNTOWN IS SECOND. I DON'T WANT THEM TO BE THIRD OR FOURTH BUT I AM TRYING TO HELP. WHEN WE SOLD THIS, WE SOLD IT AS IT BENEFITING THE PEOPLE TO THE DOWNTOWN AREA SO I AM TRYING TO CAPTURE SOME OF THE HOLIDAYS.

>> AND THE RESTAURANTS. >> ALL OF THAT. I AM JUST CURIOUS IF WE CAN PUSH THE DATES UP. I DON'T MIND IF WE GET A NEW CAR BECAUSE I SEE FREEBEE EVERYWHERE. I KNOW PEOPLE ARE STARTING TO USE IT AND THE AGE GROUP THAT JEREMIAH TALKED ABOUT, YOU CAN DROP IT DOWN TO 10 MINUTES AND THAT WILL BE 10 MINUTES TOO LONG FOR THEM BUT AT LEAST WE ARE DROPPING IT DOWN AND IN OUR DAY AND AGE, WHEN THEY HIT THE APP THEY WANT THE CAR THERE IN TWO MINUTES AND THAT IS NOT PRACTICAL. MY ONLY CONCERNS ARE THAT THE 30-45 DAYS, I WISH IT COULD BE SHORTER AND IF WE HAVE TO MAKE A PARKING SPACE AND THEY HAVE TO PUT IN AN ADDITIONAL CHARGER, THEY MIGHT AS WELL AND IT COULD SAVE US MONEY AND THAT IS A NO-BRAINER BUT I WOULD LIKE TO SEE THE BREAKDOWN BECAUSE WE HAVE TO KNOW THE NUMBERS AND I WOULD LIKE TO KNOW THE NUMBERS IN

THREE OR FOUR MONTHS. >> MADAM MAYOR, ONE MORE THING

ABOUT THE PARKING SPACE . >> YES, SIR.

>> I DON'T REMEMBER THE BREAKDOWN CURRENTLY BUT THE ORIGINAL ELECTRIC CHARGERS WERE PART OF THE GRANT. ON THE SOUTH WALL. SO I DO NOT KNOW HOW THAT IS PAID TODAY AND THEN FREEBEE ADDED THE CHARGING STATIONS AND I DON'T KNOW WHO PAYS THAT ELECT BILL. MY POINT IS IT CAN BE A HYBRID APPROACH TO WHERE IT IS DESIGNATED FOR FREEBEE IN THE FIVE MONTH SPAN AND OPEN TO THE PUBLIC FROM THERE. BUT I DON'T KNOW WHO PAYS FOR THE

SERVICES. >> I DON'T KNOW WHO PAYS THE ELECTRIC BUT THE CHARGING STATIONS THAT FPRA INSTALLED ARE BEING OCCUPIED ALL DAY EVERY DAY. BUT , I THINK --

>> I THINK THE CITY PAYS THE ELECTRIC FOR THAT.

>> I THINK FOR THE PURPOSE OF THIS WE CAN AUTHORIZE FREEBEE AND THE ADDITIONAL CAR BUT THE AMENDED CONTRACT WILL HAVE TO COME BACK FOR APPROVAL SO WE CAN HAVE OPTIONS AND WHEN IT COMES BACK TO YOU BUT I THINK TO SHARE THE INPUT FROM COMMISSIONER GAINES, JUST IMPRESS UPON THEM THAT WE NEED

IT ASAP. >> IS THERE A MOTION? OR OTHER DISCUSSION? DO WE NEED A MOTION?

>> I THINK FOR FREEBEE, PROBABLY PIECE OF MIND, THEY WOULD LIKE TO HEAR CONSENSUS TO AUTHORIZE THE NEXT VEHICLE AND THAT IT WILL EITHER BE FOR FIVE MONTHS AT LEAST. OBVIOUSLY YOU WILL HAVE TO GET A CONTRACT AMENDMENT. IF WE REQUEST WORK ON IT NOW, WE WILL HAVE TO DO THAT NOW.

>> MADAM CHAIR, I MAKE A MOTION THAT WE NOTIFY FREEBEE THAT WE ARE INTERESTED IN OBTAINING A FIFTH VEHICLE SOONER THAN LATER. AND WE WILL DETERMINE THE LENGTH AT A LATER DATE.

>> ARE YOU ASKING THEM TO PROCEED WITH. DURING THE FIFTH

VEHICLE NOW? >> YES.

>> FOR RIGHT NOW WE WILL START WITH FIVE MONTHS AND WE WILL

LOOK INTO OPTIONS FOR A YEAR. >> IT WILL BE AN EITHER/OR

[00:25:01]

SCENARIO. >> FIVE MONTHS OR A YEAR.

>> IS THERE A SECOND? >> TRAN 20

>> ANY DISCUSSION? SEEING NONE, CALL THE ROLL PLEASE.

[a. FPRA Programs & Activities Summary]

>>

>> ATTACHED TO YOUR REPORT IS A LENGTHY STUDY ON ALL OF THE GREAT PROJECTS THAT FPRA STAFF ARE WORKING ON . I WOULD HIGHLIGHT THAT THE THE PENINSULA OUTCOME IS THERE AND IF YOU HAVE NOT LOOK AT THE PRESENTATION I WOULD ENCOURAGE YOU TO DO SO BUT THEY WILL HAVE THE DRAFT PLAN BACK TO THIS BODY IN JANUARY OR FEBRUARY 2025.

>> IS THE WHOLE REPORT AVAILABLE ON OUR WEBSITE?

>> ON THE TREASURE COAST PLANNING COUNCIL, HAS IT BEEN

ADDED TO OUR WEBSITE? >> MADAM CHAIR AND MEMBERS OF THE BOARD. THE WESTERN PENINSULA CHARRETTE IS UNDERWAY. THERE WAS A WORK IN PROGRESS PRESENTATION THAT I ATTENDED AND IT WAS GREAT AND THAT PRESENTATION VIDEO IS ON OUR WEBSITE AND YOU CAN GET AN UP DATE ON THE FINDINGS OF THE WESTERN PENINSULA CHARRETTE . NOW THEY ARE ACTUALLY BUILDING THE PLAN AND ALL OF THE 3-D RENDERINGS SO THAT WILL BE

COMING IN JANUARY OR FEBRUARY. >> IS THE VIDEO AVAILABLE WHERE

THE REPORT IS? >> ON FPRA .

>> THERE IS A WESTERN PENINSULA CHARRETTE PROJECT PAGE.

>> THANK YOU. >> ALSO THE FPRA A GRANTS ARE NOW OPEN SO WE WILL BE PUSHING THAT INFORMATION OUT TO THE PUBLIC SO IF ANYBODY WOULD LIKE TO PARTICIPATE IN THAT. WE HAD A MEETING LATE LAST WEEK WITH THE INCUBATE NEIGHBORHOOD CENTER AND THEY ARE WELL ON THE WAY TO BEING OPEN. WE ARE WORKING CLOSELY WITH THEM AND THERE ARE SOME CHALLENGES TO OVERCOME AND WE WILL HAVE TO DO A REVISION TO THEIR LEASE BUT WE HAVE A PLAN TO GET THEM OPEN IN THE INTERIM BECAUSE THEY ARE WORKING ALL OVER THE PLACE RIGHT NOW AND THE BUILDING IS CLOSE TO BEING READY FOR OPENING BUT WE HOPE THAT BY THE END OF THE YEAR WE SHOULD BE CLOSE TO BEING READY.

>> THE PICTURES LOOK REALLY GOOD.

>> THEY HAVE DONE A BEAUTIFUL JOB WITH THAT PLACE.

>> AND I NOTICED THE MURAL PROGRAM , IT DOES NOT HAVE THE

ONE ON INDIAN RIVER DRIVE? >> THAT'S RATE. THAT WAS AN

ARTS COMMITTEE PROJECT. >> MADAM CHAIR, JUST A QUICK COMMENT ON THE INCUBATE NEIGHBORHOOD CENTER.

>> YES. >> WHATEVER WE CAN DO LEGALLY AS HE FPRA TO HELP BRING THAT PROJECT OPEN, IT WAS A BEACON IN THAT AREA. PEOPLE ARE , THEY ARE WALKING BY LOOKING FOR IT TO BE OPEN SO WITHOUT BREAKING ANY RULES OR LAWS, SOMETIMES YOU HAVE GOT TO JUST TRIED TO HELP SOMEBODY THAT IS HELPING THE CITY OF FORT HEARERS. I'M NOT SAYING GIVE THEM SPECIAL HELP BUT ANYTHING WE CAN DO TO HELP GET THAT BUILDING BACK OPEN BECAUSE A LOT OF PEOPLE DON'T KNOW THAT IT HELPED THE PEOPLE THAT COULD WALK AND GET TO THAT AREA BUT THERE IS A LOT OF RESIDENCE THAT CAME INTO THAT AREA TO GET TRAINING AND TO GET HELP THAT WOULD NOT HAVE COME INTO THAT AREA.

>> THERE WAS A LOT OF EXCITEMENT WHEN IT OPENED AND THEN WHEN IT CLOSED, IT LOST MOMENTUM.

>> I WILL SAY THIS TO THE REST OF MY BOARD MEMBERS AND FELLOW COMMISSIONERS. IF YOU ARE EVER LOOKING FOR AN AREA, I USED TO HOLD MY AFTER HOURS MEETINGS THAT THERE AND IT IS AN OPTION FOR YOU IF YOU JUST WANT TO GET A FEEL OF THE LINCOLN PARK AREA

[00:30:03]

OR THE COMMUNITY OVER THERE. SET UP A MEETING AND JUST TALK AND SEE AND YOU WILL HEAR STUFF FROM THE RESIDENTS OF THE AREA BECAUSE YOU KNOW, I KNOW THIS IS OUTSIDE THE FPRA BUT I WILL SAY, GOING FORWARD, WE HAVE DONE A GREAT JOB WITH THE ONE FORT PIERCE BUT WE HAVE ALSO STAYED IN OUR LANE SO IT WOULD BE GOOD TO GO OVER THERE . WE CAN SAY IT ALL WE WANT TO, ONE FORT PIERCE BUT UNTIL WE GET OUT OF OUR COMFORT ZONE AND GO TO THE OTHER SIDE, THE FULL CIRCLE IS NOT GOING TO COME AND THAT BUILDING, REMEMBER, IT IS KEY TO THIS AREA BECAUSE IT CREATES JOBS. IT IS IN WALKING DISTANCE TO THE MUSEUM AND RIGHT ACROSS THE STREET FROM THE PARKING LOT THAT WE JUST APPROVED SO, WE HAVE GOT TO GET IT UP AND RUNNING ANYWAY THAT WE CAN LEGALLY SO THAT WE DO THAT WHOLE AREA SO I JUST WANTED TO THROW THAT OUT THERE SO THAT WE CAN ALL BE SMILING.

IF THAT BUILDING COMES BACK OPEN IT MAKES ALL OF US LOOK GOOD BECAUSE WE ARE DOING SOMETHING IN THAT AREA , ON THAT CORNER, THAT IS MUCH NEEDED.

>> I AGREE. >> WE AGREE WITH YOU AND WE ARE

GOING TO MAKE IT HAPPEN. >> LET'S SEE, WHERE ARE WE.

STAFF COMMENTS? >> I HAVE CONCLUDED MY

[10. BOARD COMMENTS]

COMMENTS. >> WE WILL MOVE ON TO BOARD

COMMENTS. ANY BOARD COMMENTS? >> JUST A COUPLE. EVEN IN THE REPORT THAT THESE ITEMS ARE IDENTIFIED, THE FAƇADE GRANT, THE SIGNS THAT I HAVE NOTICED ON ORANGE AVENUE, THE 2800 BLOCK, THAT IS ALMOST A STAPLE IN THE COMMUNITY. I THINK THEY IDENTIFIED AND THEY GOT THE MONEY FOR THE SIGN AND IT IS IMPRESSIVE WHEN YOU SEE IT IN CERTAIN LIGHT AND YOU SEE THE

NEW EXOSKELETON. REMEMBER? >> I DO.

>> IT IS PHENOMENAL AND I SEE A LOT OF GOOD THINGS HAPPENING.

THE OTHER COMMENT I HAVE, IN THE REPORT, ON THE PARKING INFRASTRUCTURE. SPECIFICALLY, TO THE TIMELINES IDENTIFIED, THE JCPENNEY PARKING LOT, I NOTICED WE ARE GOING TO DO IT RIGHT AFTER THE HOLIDAY SEASON, JANUARY. THAT IS GOOD AND BAD.

THERE NEVER IS A GOOD TIME. >> IT WILL BE A GOOD THING TO

HAVE THAT FIFTH FREEBEE CAR . >> I THINK THERE IS A TWO HOUR PORTION OF THE PARKING LOT AND THERE ARE ONLY MAYBE 50 OR 60 PARKING SPACES. PEOPLE THINK IT IS THE MECCA OF PARKING BUT IT REALLY IS NOT. THERE ARE MAYBE 100 TOTAL THERE.

>> AND IT IS SPLIT ALMOST DOWN THE MIDDLE.

>> MAYBE SOMEDAY WE WILL CALL IT SOMETHING ELSE.

>> I AM EXCITED FOR THAT AND I DID NOTICE THE OTHER DAY, WE WILL HAVE TO DO SOME CLEANUP BEFORE THE PARADE COMING UP AND PREPARATION FOR THE HOLIDAYS. I HATE TO DO TOO MUCH BUT WE HAVE TO. I WANT TO SHARE THOSE THINGS AND SHARE THAT THEY ARE BEING NOTICED IN THE COMMUNITY WITHOUT A DOUBT. THESE LITTLE TINY NUGGETS. WHETHER IT IS THE MURALS, THE ART, THE SIGNAGE.

IT IS STILL GREAT AND IT IS BEAUTIFYING OUR CITY SO, THANK

YOU. >> I THINK THE COMMUNITY POLICING IN SPECIFIC AREAS WAS INTERESTING AND AT SOME POINT

[00:35:02]

AT SOME FUTURE FPRA MEETING I WOULD LIKE TO HAVE A REPORT ON THAT BECAUSE WE KNOW THAT THOSE ARE PROBLEMS AND I WANT PEOPLE TO KNOW THAT WHAT WE ARE DOING. I DON'T HEAR MUCH FROM CONSTITUENTS BUT WE KNOW THAT THEY ARE THERE.

>> THE OTHER ONE WAS JUST ABOUT SURPLUS PROPERTIES. THERE WERE FIVE IDENTIFIED IN THE REPORT BUT EVEN TONIGHT WE POSTPONED THE VOTE ON ONE BUT THE SURPLUS PROPERTIES ARE CRITICAL TO THE REDEVELOPMENT. THEY ARE STRATEGIC SO, IT IS JUST SOMETHING THAT HAS ALWAYS BEEN NEAR AND DEAR TO MY HEART. FOR THE PUBLIC RECORD, IT IS IMPORTANT THAT WE GET RID OF OUR SURPLUS PROPERTIES BECAUSE THEY ARE COSTING US MONEY TO MAINTAIN BUT I ALWAYS LOOK AT IT FROM THE EYE OF HOW DO WE GET THE REINVESTMENT DOLLARS ALONG WITH THE TAXABLE DOLLARS.

IT IS NOT ALWAYS NUMBER ONE BUT THE REDEVELOPMENT IS A CRITICAL

PART. THAT IS ALL I HAVE. >> MADAM CHAIR, I WANT TO ECHO THAT. I WANT TO HEAR ON THE PATROLS THAT WE HAVE HAD, I HAVE HAD COMPLAINTS FROM RESIDENTS THAT HAVE INTEGRATED TO THE AREA THAT THEY HAVE NOTICED A DRASTIC DIFFERENCE.

WE TALKED ABOUT THAT AT THE MEETING AND AFTER WE GOT ALL OF THE I'S DOTTED AND ALL OF THE T'S CROSS, IT HAS MADE A SIGNIFICANT DIFFERENCE. WE NEED TO MAKE SURE WE DON'T TAKE OUR EYE OFF THE BALL SO IT IS RECOGNIZED BUT I DO THINK THAT WE NEED TO DISCUSS THAT SO THAT MORE PEOPLE ARE AWARE OF IT AND THAT WE CONTINUE TO PROTECT THE CITIZENS IN THOSE AREAS THAT ARE UNNECESSARILY BEING DISTURBED. IT IS ABOVE AND BEYOND. THEY ARE LITERALLY SETTING STUFF OUT SIDE OF BUILDINGS AND CREATING A LOT OF NOISE.

>> I AM GLAD THAT WE HAVE THAT. DID YOU WANT TO SAY SOMETHING?

>> I WANT TO FOLLOW UP ON SOMETHING THAT JEREMIAH JOHNSON SAID. IF YOU HAVE NEVER BEEN IN THERE IT IS ALMOST LIKE ANOTHER MUSEUM IN FORT PIERCE. I WENT IN THERE WHILE I WAS ON A WALK WITH MURPHY AND I WAS BUSY LOOKING AT THE STUFF AND THEY WERE SAYING STUFF LIKE, WE SHOULD HAVE TOURISTS COME THROUGH HERE. HE HAD STUFF FROM YEARS AND YEARS AGO SO IF YOU ARE LOOKING FOR SOMETHING, AND IT IS DEALING WITH PLUMBING, IT IS PROBABLY IN THAT SHOP SO I AGREE WITH THAT. AS FAR AS THE MURALS AND THE GRANT PROJECTS I WAS WALKING BACK LAST WEEK AND THERE WAS A GROUP OF KIDS THAT CAUGHT ME COMING DOWN THE STEPS AND ONE OF THE KIDS ASKED ABOUT WHAT IS THE CITY DOING FOR UP-AND-COMING ARTISTS AND I SAID BE ON THE LOOKOUT FOR THIS PROGRAM BECAUSE WE WOULD LOVE TO SHOWCASE YOUR TALENTS IN OUR PROGRAM AND THEN I DID SAY, WE HAVE GOT TO FOLLOW THE THEME AND EVERYBODY STARTED LAUGHING. SO I AM GLAD THAT IS OUT . IF WE CAN GET THE WORD OUT TO THOSE ARTISTS, MAYBE WE CAN HAVE A LOCAL ARTIST DO SOMETHING AND WE CAN SHOWCASE IT THAT WAY. I AM NOT GOING TO TALK ABOUT WHAT WE JUST CAME BACK WITH POLICY DECISIONS. BECAUSE IT DOES BUT IT DOES NOT INVOLVE THE FPRA SO I WILL WAIT. BUT I HAVE GOT TO ASK THE

QUESTION, IS THIS YOUR FPRA? >> IT IS.

>> I WILL SAY MY GOODBYES AT THE NEXT COMMISSION MEETING BUT I WANT TO SAY TO COMMISSIONER JOHNSON IT HAS BEEN AN HONOR SITTING HERE WITH YOU. I LEARNED A LOT AND I KNEW WHERE YOU WERE COMING FROM MOST OF THE TIME AND IT HAS BEEN KIND

[00:40:03]

OF FUN. IT HAS BEEN FUN TO PING-PONG , I REFUSE TO SAY PICKLEBALL BUT, I APPRECIATE ALL THAT YOU HAVE DONE ON THE FPRA BOARD AND WHEN YOU COME BACK IN FRONT OF US, BECAUSE I KNOW YOU WILL, TAKE IT EASY ON US AND MAKE SURE HE ONLY GETS 2:30.

THIS BOARD. >> ABSOLUTELY.

>> MAYBE THE REST OF US WILL SAVE IT UNTIL THE NEXT MEETING? ANYTHING ELSE? OKAY. I THINK WE SHALL ADJOURN.
