IF THE COMMISSIONERS WHO WERE HERE LAST TIME MAY RECALL -- JUST AS A HEADS UP TO OUR NEW COMMISSIONER , THIS WAS HEARD INITIALLY ON FIRST READING. IT IS A DOCUMENT THAT IS PROPOSED TO BE ADOPTED BY RESOLUTION OF THE ITEM . SUBSEQUENTLY TO THIS ONE. A RESOLUTION TO ADOPT THE CITY'S ARCHITECTURAL DESIGN STANDARDS.

AT THE FIRST HEARING , THERE WERE QUESTIONS REGARDING THE DESIGN STANDARDS FOR IN FIELD DEVELOPMENT . PRIMARILY SMALL RESIDENTIAL LOTS. WE HAVE A NUMBER OF RESIDENTIAL LOTS IN THE CITY, WHICH DO NOT MEET STANDARDS ZONING REQUIREMENTS.

SO THERE IS ALL WAYS A DIFFICULTY IN DEVELOPING THOSE.

WE FOUND THAT IN THE LINCOLN PARK COMMUNITY THAT PEOPLE WHO WANT TO DESIGN AND BUILD SMALL RESIDENTIAL UNITS ARE NOT ABLE TO DO THAT WITHOUT MAKING THEM REALLY UNLIVABLE IN TERMS OF THE DIMENSIONS. SO THIS CODE LOOKS TO RESOLVE THAT BY ALLOWING A DIFFERENT METHODOLOGY OF APPLYING THROUGH THE INNOVATIVE COMMUNITY DESIGN DEVELOPMENT STANDARDS . AND THIS DESIGN STANDARD ACTUALLY HELPS THAT PROCESS BY RECOMMENDING AND STANDARDIZING SOME OF THE ASPECTS OF THAT TO ENCOURAGE SMALL HOMES AND PERMIT SMALL HOMES ON THESE REALLY DIFFICULT TO DEVELOP LOTS. AND SINCE THE FIRST READING WE PUT ON -- ANOTHER SECTION INTO THE DESIGN STANDARDS, WHICH SPECIFICALLY DEAL WITH SMALL LOT DEVELOPMENT . I WILL PULL THAT SECTION UP HERE . AND SO WE ARE SAYING THAT WE UNDERSTAND THERE ARE SMALL LOTS IN THE CITY AND WE SEE LOTS THAT VARY FROM 37 TO 60 FEET , WHICH FIND IT DIFFICULT TO MEET THE CURRENT ZONING STANDARDS IN THAT AREA.

THERE ARE ALSO PLATTED LOTS, WHICH MAY BE DIFFERENT FROM THOSE DIMENSIONS, BUT THOSE WOULD ALSO BE CONSIDERED ACCEPTABLE TO BE DEVELOPED UNDER INNOVATIVE COMMUNITY DESIGN REGULATIONS . AND THIS COMMUNITY DESIGN REGULATIONS INNOVATIVE . THEY ALLOW STANDARDS ZONING AND SETBACK REQUIREMENTS TO BE VARIED USING THE INNOVATIVE COMMUNITY REGULATIONS. ALL THE VARIANCES MOVE FORWARD UNDER -- AND ARE APPROVED WITH A SITE PLAN BASED ON THAT SITE PLAN MEETING VARIOUS DESIGN REGULATIONS AND LOOKING TO -- LOOKING TO STANDARDIZE WHAT WE EXPECT IN THE AREAS THAT ARE GOING TO BE PRESSURED TO REDEVELOP FOR THESE SMALL LOTS. AND SOME OF THE ASPECTS WE'RE LOOKING AT IS TO ALLOW THE DEVELOPMENT BUT WITH SOME ARCHITECTURAL FEATURES INCORPORATED. SO WE MAINTAIN A CHARACTER FOR THE COMMUNITY . WE HAVE HAD APPLICATIONS COMING IN FOR MOBILE HOMES ON THESE SMALL LOTS AND THAT IS SOMETHING WE DON'T WANT TO ENCOURAGE UNLESS THEY ARE DESIGNED TO A CERTAIN STANDARD. SO THE STATE DOES REGULATE HOW MUCH ARCHITECTURAL DESIGN WE CAN PLACE ON RESIDENTIAL BUILDINGS , HOWEVER, THOSE REQUIREMENTS ARE WAIVED TO A CERTAIN EXTENT IN AREAS WHERE IT IS COVERED BY A COMMUNITY REDEVELOPMENT AREA . SO ADOPTING THESE REGULATIONS ACTUALLY HELPS US CONTROL BETTER OR HELP DESIGN BETTER THE COMMUNITIES WE ARE LOOKING TO GET THE IN PHIL RESIDENTIAL TO BE MORE ENCOURAGED . SOME ASPECTS OF THIS THE PROPOSAL SHALL DEMONSTRATE COMPATIBILITY WITH CHARACTER OF THE NEIGHBORHOOD IN WHICH IT IS LOCATED. SO THAT WOULD BE A CONSIDERATION OF WHAT IS ALREADY THERE. HOW DOES IT AFFECT -- HOW DOES IT DEMONSTRATE THAT IT PROTECTS THE EXISTING ADJOINING NEIGHBORS ? AND SOMETHING WE

WILL BE FACING WITH THESE INFILL LOTS IS THE IMPACT OF STORMWATER MANAGEMENT AND DIFFERENT LEVELS OF DEVELOPMENT AND FLOOD ELEVATIONS THAT WILL BE REQUIRED FROM BUILDING POINT OF VIEW WITHIN THESE SMALL LOTS. WE ARE ENCOURAGING TO MOVE AWAY FROM LOT PHIL AND TO UTILIZE STAND WHILE BUILDING TECHNIQUES TO CUT DOWN ON THE NUMBER OF ASPECT OF FLOODING ONTO NEIGHBORS' PROPERTY. WE ARE ALSO ENCOURAGING ACCESSORY DWELLING UNITS. AND THAT IS AN OPTION THAT WE HOPE A LOT OF EXISTING RESIDENTS WILL TAKE UP . TO PUT ACCESSORY DWELLING UNITS ON THEIR PROPERTY TO ACTUALLY HELP THEM ACCOMMODATE FAMILY MEMBERS OR ACCOMMODATE SOME AFFORDABLE HOUSING ON THEIR LOTS. AND ACTUALLY BENEFIT FROM SOME RESIDUAL INCOME FROM THOSE TO HELP THEM MAINTAIN THEIR OWN PROPERTIES.

SO THAT IS WHAT WE ARE PROPOSING TODAY . I WILL BE COMING BACK TO YOU WITH SOME MORE SPECIFIC ARCHITECTURALLY DESIGNED PLANS . THIS WILL BE PART OF A PROCESS WE WILL BE GOING THROUGH. AND THIS IS TO HELP PEOPLE WHO HAVE SMALL LOTS TO MOVE AWAY FROM THE ABSOLUTE EXPENSE OF HAVING ALL THE DESIGN DONE SPECIFICALLY FOR THEIR LOTS . TO HAVE A CATALOG OF READY APPROVED DESIGNS , SPECIFICALLY FOR CERTAIN LOT SIZES. AND WE HAVE ALREADY SPOKEN TO THE FLORIDA CHAPTER OF THE ASSOCIATION OF AMERICAN ARCHITECTS. SO WE WANT TO MOVE AHEAD WITH ENCOURAGING THEM . WE'VE GOT TO FIGURE OUT THE MECHANISM FOR DOING THIS TO GENERATE A CATALOG OF PREAPPROVED DESIGNS THAT WOULD BE ACCEPTABLE TO PLANNING. THEY WOULD BE APPROVED BY CITY PLANNING BOARD AND CITY COMMISSION. AND THOSE WOULD BE PUT ON A CATALOG , WHICH WOULD BE AVAILABLE FOR PEOPLE WANTING TO DEVELOP INFILL PROPERTIES.

AND THERE MAY BE A MINOR FEE THAT IS PAID OR GIVEN TO THE ARCHITECTS DIRECTLY RATHER THAN FROM THE CITY. SO IT WOULD NOT BE PAID FOR BY THE CITY. AND THEN MOVING ON FROM THE PREAPPROVAL BY THE PLANNING DEPARTMENT , I AM HOPING TO OBTAIN PREAPPROVAL FROM THE BUILDING DEPARTMENT AND ALSO THE CITY ENGINEERING DEPARTMENT SO WE HAVE A PACKAGE THAT IS READY TO GO AND BE AVAILABLE FOR RESIDENTS TO TAKE ADVANTAGE OF. SO THAT IS THE NEXT MOVEMENT . THIS IS THE FIRST PART OF THAT IN TERMS OF FOUNDATION TO ENABLE THAT TO HAPPEN.
