LUCIE COUNTY FOR THE BOARD OF COUNTY COMMISSIONERS. I AM HERE TODAY IN FRONT OF YOU TO SUPPORT THE ADDING OF AN ADDITIONAL VEHICLE FOR THE REMAINDER OF THE CONTRACT FOR THE SERVICES CURRENTLY PROVIDED . I BELIEVE THAT IS THE THIRD OPTION UNDER ITEM CAPITAL EIGHT 8CB BEFORE YOU TONIGHT. THE COUNTY'S TRANSIT SYSTEM CONTINUES TO SEE AN INCREASE IN RIDERSHIP EVERY YEAR WITH THE COUNTY OF NEARLY 600 MILES, IT IS EXTREMELY IMPORTANT THAT WE HAVE CONNECTIVITY FOR OUR RESIDENTS . I RECENTLY MET A LOCAL BUSINESS IN DOWNTOWN FORT PIERCE IN THE FREEBIE ZONE THAT HAD TROUBLE GETTING EMPLOYEES TO WORK. THEY SAID, YOUR BUS DOES NOT GET TO OUR LOCATION IN ONE PARTICULAR EMPLOYEE LIVES IN NORTHERN FORT PIERCE. THIS EMPLOYEE WAS AN ART TRANSIT RIDE AND A FREEBIE RIDE FROM MEETING THEIR NEEDS. OVER THE LAST ONE HALF YEARS, WITH AREA REGIONAL TRANSIT, ACTUALLY SEE THE NEED FOR RELIABLE TRANSPORTATION FOR OUR RESIDENTS. RECENTLY, WE REBRANDED OUR SYSTEM, EDIT MANY NEW VEHICLES, EXTENDED HOURS ON MICRO TRANSIT AND NEW SERVICES. ALL THE COUNTY TRANSIT SERVICES ALONG WITH FREEBIE PROVIDED 7000 TRIPS LAST YEAR TO OUR RESIDENCE. I SAY THIS BECAUSE EVEN WITH ALL OF THIS, IT IS STILL NOT ENOUGH WITH LONGER WAIT TIMES RECENTLY, HAVING AN ADDITIONAL VEHICLE ON THE ROAD WILL PUT RESIDENTS AT EASE HERE TRANSIT SERVICES PROVIDE LICENSE ACTIVITIES AND CONTINUE TO HELP OUR ECONOMY BY GETTING RESIDENTS TO WORK OR STORES, WHICH IN TURN SUPPORTS LOCAL BUSINESSES AND PUTS MONEY BACK

AND I HAVE NOT GOTTEN QUITE AN DATE AS TO THE STATUS OF THAT GRANT THAT IS COVERING IT, BUT IT ALWAYS MAKES ME NERVOUS TO SEE CHANGE ORDERS . I'D LIKE US TO GET A GENERAL UNDERSTANDING OF WHAT IS GOING ON . I HAVEN'T EVEN ADDED THE TOTAL VOLUME OF WHAT IS HERE. >> GOOD EVENING, MEMBERS OF THE BOARD. THE REASON WHY YOU SEE SO MANY CHANGE ORDERS IS BECOME BECAUSE THAT WAS MY DIRECTION .

I ASKED THE CONTRACTOR TO, JUST ON ALL OF THE THINGS THAT WAS PLANNED, ALL OF THE CHANGES THAT NEEDED TO BE MADE, OR REVISIONS THAT NEEDED TO BE MADE TO BRING THE BUILDING UP TO AND MEET A.D.A. COMPLIANCE , I WANTED TO MAKE SURE THAT WE HAD ANTICIPATED ANY CHANGE ORDERS THAT WOULD AFFECT THAT .

SO, I KIND OF PRESSED THEM TO GET IT DONE , IN HOPES THAT WE WOULD BE ABLE TO GET ALL OF THESE DOWNS DONE SO WE COULD BE COMPLETE WITH THE PROJECT BY THE END OF DECEMBER. BECAUSE OF SOME OF THE CHANGE ORDERS , THAT HAS EXTENDED IT . BECAUSE I PRESSED THEM, BECAUSE I WANTED US TO MEET THE DEADLINE OF DECEMBER 30TH FOR THE GRANT. THE GRANT HAS BEEN APPROVED TO BE EXTENDED TO JUNE 30TH, 2025. HOWEVER, THE CONTRACTOR HAS ASSURED ME THAT THEY WILL BE COMPLETE JANUARY 30TH, 2025 WITH THE CHANGE ORDERS THAT YOU HAVE BEFORE YOU. MANY OF THE CHANGE ORDERS HAVE TO DO WITH SOME OF THE THINGS THAT THE OTHER COMPONENTS, LIKE OUR FIRE SAFETY , FIRE ALARM , OUR SECURITY SYSTEM , THEY ARE WORKING TOGETHER WITH THOSE DIFFERENT ORGANIZATIONS, OR COMPANIES IN ORDER TO HELP THEM COMPLETE THEIR PORTION OF THE PROJECT ITSELF . THE BIGGEST ITEM IS THE RENOVATION OF THE THREE BATHROOMS . THERE ARE TWO BATHROOMS ON THE FIRST FLOOR, ONE ON THE SECOND FLOOR , SO THEY HAVE TO MEET A.D.A. COMPLIANCE SO THAT WE CAN GET OUR CERTIFICATE OF OCCUPANCY . SO, YOU ARE LOOKING AT A TOTAL OF ABOUT $80,000 IN CHANGE ORDERS , BUT REALLY, THOSE CHANGE ORDERS ARE DUE TO THINGS THAT WERE EITHER ONE, UNANTICIPATED OR MANDATED BECAUSE OF A.D.A. OR BECAUSE OF WHAT WAS NEEDED TO HELP THE OTHER COMPANIES COMPLETE THEIR

PORTION OF THE PROJECT. >> SO, GENERALLY ASKING, THEN , THERE WAS A BUDGET . CHANGE ORDERS ALWAYS MEAN, EITHER WE ARE GOING TO MAKE IT OR NOT MAKE BUDGET . WITH THESE 80,000 PLUS YOU HAVE JUST SPOKEN OF WILL BE MAKE BUDGET ON THIS PROJECT OR WILL WE HAVE OVERRUN?

>> WITH THESE CHANGE ORDERS THAT WAS INITIALLY APPROVED, HOWEVER, I BELIEVE THAT IN ANTICIPATION OF THESE CHANGE ORDERS OR REVISIONS THAT WOULD NEED TO BE TAKEN PLACE, THERE WERE FUNDS SET ASIDE IN THE BUDGET SO THAT WE WOULD BE ABLE TO ADDRESS THESE AS THEY CAME ABOUT .

HAVE A CERTIFICATE OF OCCUPANCY BY JANUARY 31ST, 2025. AND PLACE WILL BE OCCUPIED AND HIGHWAY MUSEUM WILL BE OPENED , READY FOR OCCUPANCY. I'M GOING TO STOP RIGHT THERE. I'M CONCERNED WHEN I SEE THIS VOLUME AT THIS LATE IN THE GAME. GOING INTO THIS, JUST KNOWING WE WOULD HAVE HAD A BETTER PLAN, PARTICULARLY WITH A.D.A., THAT IS SOMETHING THAT IS ALWAYS A CONCERN TO ME, ESPECIALLY WHEN WE TAKE BUILDINGS LIKE THIS THAT ARE HISTORIC BUILDINGS, AND WE ARE TRYING TO BRING THEM CURRENT. A.D.A. IS ALWAYS ONE THAT WE ALWAYS HAVE CHALLENGES WITH AND WILL CONTINUE TO HAVE BECAUSE OF THE STATUS OF INVENTORY IN THE CITY OF FORT PIERCE. I HEAR WHAT YOU ARE SAYING . RIGHT NOW, YOU ARE SAYING 80,000 HAVE BEEN ACCOUNTED FOR BY SOME BACKUP FINANCIAL MEANS TO MAKE SURE THIS PROJECT WILL COMPLETE?

>> ACTUALLY, IT WAS I THINK 500,000 , IT WAS A LITTLE BIT MORE THAN 500,000, BECAUSE THE GRANT, WHEN WE PUT IT OUT TO BID , AND THE LOWEST BID WAS JOURNEY , WE FOUND THAT THE AMOUNT WE HAD REQUESTED FROM THE STATE WOULD NOT BE ENOUGH FOR WHAT THE LOWEST BID CAME IN AT .

>> JUST LOOKING THROUGH , SOME OF THESE SEEM LIKE THEY SHOULD HAVE BEEN INCLUDED IN THE ORIGINAL SCOPE OF WORK, LIKE THE WIRING FOR THE SECURITY SYSTEM WAS INCLUDED IN THE SCOPE OF WORK, BUT NOW WE ARE COMING BACK AND ASKING FOR MORE MONEY. IT KIND OF FEELS LIKE A LOT OF THE STUFF WASN'T IN THE ORIGINAL BUDGET WHEN IT WAS APPROVED. AND A.D.A. IS NOT REALLY A SURPRISE. THAT WOULD BE A GENERAL THING THAT HAS TO HAPPEN, NO MATTER WHAT YOU ARE DOING FOR PUBLIC BUILDING.

>> I WILL TELL YOU, WHEN THE BUDGET WAS-- WHEN THE PROPOSAL WAS MADE FOR THE GRANT, WE DID NOT HAVE THE OPPORTUNITY TO HAVE PROFESSIONALS GO IN AND TAKE A LOOK. THOSE WERE BASICALLY ESTIMATES. THE SECURITY , THE FIRE SAFETY , FIRE SUPPRESSION , THOSE WERE NOT INCLUDED IN THE RFP THAT WAS PUT OUT TO THE PUBLIC TO REQUEST PROPOSALS OR REQUEST A BID ON, BECAUSE THEY WOULD HAVE PUT THE AMOUNT AT A MUCH HIGHER COST , SO THEY WERE NOT INCLUDED IN THE RFP, THOSE WERE SEPARATE ITEMS THAT WERE SUBMITTED SEPARATELY, NOT FITTED SEPARATELY, THEY WERE USED BY THE EXISTING COMPANIES THAT PROVIDE SERVICES TO THE CITY. SERCURITOS IS THE COMPANY THAT DOES ALL OF OUR SECURITY FOR CITY BUILDINGS AND WE WORK WITH VETERAN FIRE AND FIRE SECURITY TO DO OUR FIRE ALARM AND OUR FIRE SPRINKLER SYSTEM.

>> SO, WE KNEW WHEN WE APPROVED THE RFP AND SIGN THE CONTRACTOR, THESE EXPENSES WOULD BE COMING FORWARD?

>> WE DID NOT KNOW THAT WE WOULD HAVE TO TRY -- BECAUSE IT IS AN EXISTING BUILDING, WE DID NOT KNOW WE WOULD NEED TO OPEN UP THE CEILING TO TRY TO PLACE THE SPRINKLER IN THE CEILING.

THEY RAN INTO SOME ISSUES WITH THAT , SO NOW THAT IS NOT GOING

TO BE DONE. THOSE WERE THINGS THAT WERE NOT AVAILABLE WHEN THE QUOTES WERE RECEIVED FOR THE THREE COMPANIES AS IT RELATES TO THE FIRE SPRINKLER AND THE SECURITY.

BEING IN THE RENOVATION BUSINESS, I DON'T GET OVERLY CONCERNED ABOUT THESE TYPES OF SCENARIOS, BECAUSE WE RUN INTO THESE DAILY . I DON'T REALLY SEE A PROBLEM WITH IT . HOWEVER, I AM VERY CURIOUS TO ME WHEN WE PUT THIS OUT TO BID ORIGINALLY, WE DID NOT HAVE COMPLETED DETAILED PLANS, WE WERE BIDDING OFF THE BACK OF A NAPKIN TYPE PLANS.

IN THE PUBLIC DOMAIN, WITH PUBLIC TAX MONEY, GRANT MONEY TO ME WHATEVER THE CASE MAY BE, I THINK WE ARE BETTER OFF HAVING EXTREMELY DETAILED PLANS CONSISTENTLY. I THINK THAT SHOULD BE A MATTER OF POLICY, ESPECIALLY ON THESE OLDER BUILDING RENOVATIONS, WHICH MY COMPANY DOES THIS REGULARLY. IT IS JUST CONSTANTLY A MESS , TRYING TO GET ACCURATE NUMBERS IS A VERY CHALLENGING THING. I APPLAUD THE CONTRACTOR FOR BEING ABLE TO FINITELY DETAILED THIS. I WILL ASK THIS TO THEM, ANY OTHER ISSUES YOU SEE AS FAR AS CHANGE ORDERS ARE CONCERNED ? ANYTHING STRESSING YOU SOME OF YOUR SUBS ARE SAYING, WE ARE NOT GETTING SUFFICIENT MONEY, OR NEED TO INCREASE THE SCOPE OF WORK?
