>> THE FIRST ITEM IS A REQUEST TO APPROVE THE REVISED MEMORANDUM OF UNDERSTANDING FOR THE DOWNTOWN SMART CITY, JASON MILLER, FPUA MANAGER WILL PRESENT THIS ITEM.

I'M EXCITED TO BRING THE DOWNTOWN SMART CITY INITIATIVE.

THE OVERALL GOAL OF THE PROJECT WAS TO EXPAND THE SMART CITY INITIATIVES THROUGHOUT THE DOWNTOWN WHICH WOULD INCLUDE FIBER AND FREE PUBLIC WI-FI.

AS A QUICK BACKGROUND ON MAY 3RD, 2021, THE MOU WAS ORIGINALLY SIGNED AND INCLUDED SMART POLLS AFTER DOING RESEARCH, FPUA AND THE CITY AGREED TO REVISE THE SMALL POLLS AND÷÷ INSTALL FOUR SMART IOSKS, SIGNED ON JULY 11TH, 2023.

THE STAFF WORKED TO CHOOSE A KEY VENDOR, WE WERE NOT ABLE TO COME TO A CONTRACT AGREEMENT WITH THE VENDOR.

STAFF AGREED TO MOVE FORWARD WITH THE EXPANSION OF FIBER AND FREE PUBLIC WI- FI AND EXPAND THE FOOTPRINT THROUGHOUT DOWNTOWN.

THE REVISED FOOTPRINT EXPANDS TO CITRUS AVENUE AND ADDS A WI-FI FROM RIVER WALK TO THE HUMANITIES CENTER AND OBVIOUSLY INTO THE MARINA SQUARE. THE FIBER EXPANSION WAS COMPLETED IN SEPTEMBER 2024, AND UPON THE APPROVAL OF THE MOU, WI- FI WILL BE INSTALLED AT RIVER WALK BY MARCH 2025, WITH THAT BEING SAID, I ASK FOR THE BOARD'S APPROVAL FOR THE REVISED MOU AND ANSWER ANY QUESTIONS YOU HAVE.

THE GOAL IS TO BE ABLE TO PROVIDE FREE PUBLIC WI- FI IN AREAS THAT PEOPLE CONGREGATE BECAUSE THE CITY OFTEN HOLDS EVENTS IN THOSE AREAS. WE CAME TOEN TO AN AGREEMENT TO EXTEND TO RIVERWALK.

>> IS IT MY UNDERSTANDING THAT WE'RE TAKING THE FUNDS WE WERE GOING TO ALLOCATE FOR THE SMART KIOSKS TO EXPAND THE RIVER WALK, REALLY FROM A BUDGET STANDPOINT, WE DON'T HAVE ANY ISSUES, RIGHT?

IT WAS VERY CHALLENGING TO MEET WITH THE VENDOR, AND GETTING THEM TO COME TO THE TERMS THAT WE NEEDED. SO WORKING WITH CITY STAFF AND FPUA STAFF, WE DISCUSSED WHAT WAS THE BEST WAY THAT WE COULD THE FUNDS AND SO THE PUBLIC WI-FI WOULD BE THE EXPANSION OF THAT, AND SO NOT ONLY IS THAT PUBLIC WI- FI, RIGHT, WE'RE IN OTHER AREAS WE'RE PARTNERING WITH THE SHERIFF AND THE POLICE WHERE THEY COULD PUT CAMERAS AND OTHER TYPE OF SMART CITY SERVICES OVER THAT SAME NETWORK. SO I THINK WHEN WE SAY WI-FI, IT'S REALLY A WIRELESS NETWORK. IT'S NOT JUST INTERNET.

ANYTHING THAT THE CITY WOULD DESIRE, ANYTHING YOU COULD DREAM OF FROM A SMART CITY SERVICE IT TRAVERSE THE WIRELESS NETWORK, THAT CAN COME FROM THE YACHT CLUB ALL THE WAY THROUGHOUT TO THE RENAISSANCE.

THIS IS A HOT TOPIC FOR THE DOWNTOWNBUSINESS ALLIANCE, AND SO THIS IS KIND OF WHY I ENDED UP ON THIS BOARD, CORRECT, AND ONE OF THE THINGS THAT WAS DISCUSSED ON THAT REASON WE WANTED THOSE KIOSKS WAS SO THAT PEOPLE COULD HAVE WAY POINTS AND UNDERSTAND WHICH EVENTS ARE COMING UP, KIND OF A CALENDAR. SO IS THERE GOING TO BE SOME FACET TO THIS, WHEN YOU GO ONLINE, WHEN YOU'RE AT THE HILTON, YOU PULL IT UP. I DON'T THINK THAT TYPE OF CAPABILITY IS AVAILABLE, BUT ONE OF THE THINGS HAPPENING WITH THE LTPT, THE LOCAL TECHNOLOGY PLANNING TEAM WHICH WAS DERIVED FROM THIS $86 BILLION THAT'S ON THE TABLE FROM THE FEDERAL GOVERNMENT TO EXPAND BROAD BAND TO ALL OF THE UNITED STATES, WE HAVE ALL OF THE STAKE HOLDERS INSIDE OF THE COMMUNITY, AND I'VE BEEN TRYING TO SPEARHEAD THE IDEA, THE CONVERSATION ABOUT A DIGITALDIGITAL FOR THE COUNTY, WHICH WOULD INCLUDE CITY OF FORT PIERCE, WHERE I THINK THAT OUR SMART CITY, DOWNTOWN SMART CITY INITIATIVE, OUR LINCOLN PARK SMART CITY INITIATIVE, THE PUBLIC WI- FI WE HAVE PUT OUT IN 13 LOCATIONS THROUGHOUT THE CITY OF FORT PIERCE HAS BEEN A CATALYST TO ENGAGE OR START THE CONVERSATION.

ONE OF THE THINGS THAT I THINK FPUANET AS IT'S EVOLVED IS WE

DON'T OWN THE SMART CITY SERVICES.

I DON'T THINK FPUA SHOULD OWN THAT.

WE'RE THE INFRASTRUCTURE, AND SO WHAT WE WANT TO DO IS WORK WITH OUR CITY PARTNERS, OUR COUNTY PARTNERS, OUR POLICE, OUR SHERIFF, PUBLIC SAFETY, AND TALK ABOUT WHAT TYPE OF SERVICES DO YOU NEED, AND HOW CAN WE UTILIZE THE INFRASTRUCTURE TO STAND UP THOSE TYPES OF SERVICES. SO I'M A BIG FAN OF BEING ABLE TO ENGAGE WITH THE DPA AND SEE WHAT THOSE NEEDS ARE AND REALLY SIT DOWN AND TALK WITH THE CITY OF FORT PIERCE TO SEE WHAT OTHER WAYS CAN WE ENGAGE THE COMMUNITY TO BRING ABOUT THE NEEDS OF THE DPA.

AND IT DOESN'T MEAN THAT THE KIOSK CAN'T HAPPEN.

IT JUST MEANS THAT UNDER THIS CONTRACT, UNDER THIS PROJECT, AND UNDER THE CURRENT SCOPE, IT'S NOT THERE, I GUESS.

>> EXACTLY. I'VE HAD MANY CONVERSATIONS WITH CHARLOTTE VIRALLY, AND SHE'S EXCITED. SO I THINK IT'S IMPORTANT TO -- IF WE COULD TAKE THIS CONVERSATION AND PLACE IT ON THE TABLE, AND SAY, WELL, HEY, WHAT'S NEXT. NOW THAT WE HAVE INFRASTRUCTURE, WHAT CAN WE DO TO MAKE FORT PIERCE SMARTER, AND I THINK IT DOESN'T NEED TO BE LED BY FPUA.

IT NEEDS TO BE LED BY THE COMMUNITY, THE GROUPS OF PEOPLE.

AND I THINK THE LTP, WE'RE TALKING ABOUT THAT.

I WAS JUST DOWN LAST WEEK OR TWO WEEKS AGO, MEETING WITH THE CITY OF CORAL GABLES, AND WITH THE CITY OF MIAMI. AND CORAL GABLES IS UNBELIEVABLE IN SOME OF THE SMART CITY SERVICES THEY'RE OFFERING, AND HOW THEY'RE TAKING PUBLIC SAFETY AND PUSHING IT FORWARD WITH ANALYTICS THROUGH THEIR CAMERAS, AND THERE'S SO MUCH STUFF FOR US TO LEARN, AND I'D ENGAGE THE FORT PIERCE POLICE DEPARTMENT ALREADY TALKING ABOUT IT.

WE MAY PLAN A TRIP DOWN, BUT I THINK THAT THERE'S A LOT OF STRATEGIC CONVERSATIONS COMING.

THERE'S NOT A, YOU KNOW, FORT PIERCE'S DEMOGRAPHIC AGAINST MIAMI OR CORAL GABLES IS MUCH DIFFERENT. WE DID FIND A KIOSK VENDOR THAT SEEMED TO LIKE THE IDEA OF CREATING A PILOT PROJECT IN FORT PIERCE. AND PROBABLY ONE OF THE BIGGEST CHALLENGES WAS OWNERSHIP, MAINTAINING THOSE CONTENTS, GETTING NOT JUST RIGHT-OF- WAY PERMITS BUT ALSO WHAT WAS IT CALLED, I APOLOGIZE, IT'S BEEN SO LONG. IT'S AN -- IT'S A SPECIAL ADVERTISING PERMIT ASSOCIATED WITH IT. THERE WAS JUST A LOT OF PIECES THAT WE WEREN'T ABLE TO NAIL DOWN BETWEEN FPUA AND THE CITY OF FORT PIERCE AND THE VENDOR TOGETHER.

I TRULY -- I MEAN, IS THAT ONE OF THE ISSUES THAT WE WERE TRYING TO PUT SOMETHING IN FOR THE CITY.

A NATIONWIDE FEDERAL BECAUSE IT'S TELECOMMUNICATIONS TYPE --

IT'S GREAT. BUT IF THAT IS OUT OF DATE, PEOPLE GET FRUSTRATED WITH IT.

I JUSTICE WALKED FROM ONE SIDE OF DOWNTOWN TO THE OTHER SIDE OF THE DOWNTOWN, AND THAT THAT 3D MAP WAS WRONG. SO BEING ABLE TO FIGURE OUT WHO WAS GOING TO BE RESPONSIBLE FOR THAT WAS A LITTLE BIT CHALLENGING.

JUST BETWEEN FPUA AND THE CITY AND THE VENDOR, WE WERE JUST FAR APART.

IT ENDED UP ALWAYS BEING SOMETHING WE COULDN'T GET NAILED DOWN. THAT BECAME A ROADBLOCK EVERY STEP OF THE WAY, BUT GOING BACK TO THE MOU, I THINK WITH THE MOU REMOVING THE KIOSK AND PUTTING THE FUNDING IN INFRASTRUCTURE, THAT'S KIND OF WHAT JAY SOR HE WAS GETTING TO.

>> I WAS TRYING TO NAIL DOWN WHAT IS THE PROBLEM. THE KIOSK SOUNDS LIKE A GREAT IDEA. I WAS KIND OF LOOKING FORWARD TO SEEING IT. TRYING TO FIGURE OUT IS THIS A MATHEMATICAL ISSUE, WE COULDN'T AGREE TO A PRICE, OR IS IT A SERVICING ISSUE, WHICH SOUNDS LIKE THAT WHAT IT IS. YOU PUT A SMART KIOSK IN WITH AN ADVERTISING FEATURE, SOMEONE'S GOING TO HAVE TO BE RESPONSIBLE FOR IT. AND THAT'S AN ONGOING COST THAT HAS TO BE CONSIDERED. SO SOUND LIKE SMART KIOSKS, WE'RE GOING TO HAVE TO WAIT PROBABLY FOR A NUMBER OF YEARS FOR THE TECHNOLOGY TO IMPROVE OR AT LEAST BECOME SIMPLIFIED FOR SERVICING
