MOVING ON, TODAY'S AGENDA, WE WILL GIVE A BASIC BACKGROUND AND REVIEW THE PROJECTS AND THEN WE WILL LOOK AT THE CONTRACT STRUCTURE FOR THE CONVEYANCE WORK FOR WHAT IS IN PLACE NOW AND WHAT WE PERCEIVE IN THE FUTURE. WE WILL GO OVER THE MASTER PLAN JUST BRIEFLY AND WE WILL DIVE IN AND LOOK AT SOME OF THE SPECIFIC PROJECTS IN PHASE 1 AND THAT IS THE VERY FIRST PHASE OF THE CONVEYANCE SYSTEM. I WILL GIVE A VERY BRIEF GRANT UPDATE AND I WILL TURN IT OVER TO MR. DAWSON TO GIVE YOU MORE DETAIL INFORMATION ON CIP ONE WHICH IS THE REQUEST. OKAY, BACKGROUND : WE ARE BUILDING A BRAND-NEW STATE-OF-THE-ART WASTEWATER PLANT. THE CONSTRUCTION IS GOING REALLY, REALLY WELL OUT THERE .
WE ARE ON TIME AND ON BUDGET . WE ARE ANTICIPATING COMMISSIONING AS PLANT IN DECEMBER, SHORT OF A MAJOR HURRICANE, WE WILL ABSOLUTELY BE ABLE TO DO THAT. IF YOU LOOK AT THE MAP AS OF NOW, ALL OF THE RED ARROWS ARE GOING TO THE ISLAND FACILITY AND THE BLUE ARROWS WOULD BE THE DIRECTION OF THE FLOW ONCE IT IS COMMISSIONED. SO TALKING ABOUT THE CONTRACT STRUCTURE, THE MASTER AGREEMENT WAS A PROGRESSIVE DESIGN AGREEMENT WHERE WE COMPETITIVELY PROCURE AN ENGINEERING GROUP AND A CONTRACTOR AT THE SAME TIME. THIS ALLOWS US TO MOVE SEAMLESSLY FROM FACE-TO-FACE. IT HAS WORKED VERY WELL FOR US SO FAR. THIS IS ALSO THE STRATEGY THAT WE USED TO CONSTRUCT ITSELF. SO THE MASTER AGREEMENT WAS APPROVED BACK IN 2023 AND IT INCLUDED THE PRELIMINARY DESIGN REPORT AND ALSO GAVE US KIND OF A ROADMAP, THE OVERALL PHASED STRATEGY FOR THAT. WHEN YOU ARE

STARTING OUT WITH SOMETHING AND YOU END UP WITH A LOT OF SAFETY FACTORS AND THEN YOU REALLY START HONING DOWN, YOU ARE ABLE TO TUNE THOSE PROJECTS DOWN SO THAT IS KIND OF THE PHASE WE ARE IN. AMENDMENT NUMBER 1 WAS TO DO THE DETAILED ENGINEERING FOR THE PHASE 1 CONVEYANCE PROJECT. PHASE 1 A CONVEYANCE PROJECTS.THAT WAS APPROVED IN MAY OF 2024. AMENDMENT NUMBER TWO WAS THE FIRST CONSTRUCTION PROJECT AND THAT WAS APPROVED BACK IN FEBRUARY OF 2025 . THAT IS THE JENKINS ROAD TO EDWARDS, IT IS UNDER CONSTRUCTION NOW AND I CERTAINLY ENCOURAGE EVERYONE TO DO A DRIVE-BY ON THAT. IT IS VERY INTERESTING TO SEE THE SCALE OF THAT CONSTRUCTION. AND MR. DAWSON WILL BE ASKING FOR APPROVAL OF THE AMENDMENT THREE OF THIS CONTRACT, AS WELL, WHICH WILL BE THE STATION A AND THE DOWNTOWN -- THIS LAYOUT IS WHAT WE WILL BE KEEPING THROUGHOUT THE NEXT TWO AMENDMENTS BUT ALSO THE CONSTRUCTION AMENDMENTS AT THAT POINT WHERE WE ROLL INTO THE NEXT PHASE OF THE NEXT AMENDMENT WOULD BE FOR DESIGN IF YOU CHOOSE TO KEEP MOVING IN THAT DIRECTION. ONE OTHER COMMENT ABOUT THE DESIGN BUILD, WE HAVE WHAT THEY CALLED OFF-RAMPS THAT ARE BUILT IN SO WE ARE ABLE TO STEP AWAY FROM THIS CONTRACT. AT ANY TIME WE ARE NOT SATISFIED WITH IT, THIS IS A VERY NICE FEATURE AND IT KEEPS CONTRACTORS HONEST. WE HAVE BEEN LUCKY ENOUGH TO HAVE A VERY GOOD CONTRACTOR AND ENGINEERING TEAM. WE DON'T ANTICIPATE THAT THAT IT IS THERE TO SAFEGUARD FOR US. SO THE MASTER PLAN ITSELF STARTS WITH ALL OF THE HYDRAULIC WORK AND THE FIELDWORK. THE HYDRAULIC MODEL IS CREATED. WE EFFECTIVELY BUILD IN CYBERSPACE. NOT WE BUT THEY IMPORT ALL OF OUR LIFT STATION LOCATIONS AND DATA ALL OF HER PIPES AND SIZES. WE BASICALLY MODEL AND TIGER SYSTEM THERE WITH THE PRESSURES AND FLOWS THAT WE ARE ABLE TO ATTAIN THROUGHOUT THE SYSTEM WITH THE REAL DATA . FOR THE FLOWS TO REROUTE THIS FLOW AND WE ENDED UP WITH KIND OF A HYBRID. MOVING ONTO THE NEXT ONE IS THE MORE SCREEN BOOSTER PUMP STATION.THIS BOOSTER PUMP STATION WILL BE LOCATED ON MOORE STREET AND 25TH STREET. WE ARE IN ABOUT 60% DESIGN RIGHT NOW . THE PROPERTY THAT WAS NEEDED FOR THIS BOOSTER STATION HAS BEEN ACQUIRED. IT IS UNDER CONSTRUCTION, RIGHT NOW. BUT WE ARE MOVING RIGHT ALONG WITH IT AND IT IS EXPECTED TO BE COMPLETE IN OCTOBER OF THIS YEAR AND MR. DAWSON HAS A LITTLE BIT MORE PATIENT ON THE.

THE HORIZONTAL DRILLING CLUE MOBILIZED ON-SITE, SCHEDULED AND WASTED NO TIME STARTING ON THE HORIZONTAL BRIDGE DRILLING ACROSS OKEECHOBEE ROAD . AND THIS HAS TAKEN PLACE BETWEEN THE WALGREENS DRIVEWAY AND THE WALMART GAS STATIONS DRIVEWAY. YOU ARE ALSO WORKING ON WELDING THE PIPE WHICH IS POLYETHYLENE MATERIAL WHICH HAS SOME FLEXIBILITY TO IT. ONCE THE DRILL HOLE IS REAMED TO THE REQUIRED SIZE, THE CONTRACTOR WILL GO AHEAD AND PULL THAT PIPE OKEECHOBEE. THE PIPE CREW WORKING ON THE OPEN CUT , 30 INCH PVC PIPE , THEY ARE DOING WELL, AS WELL. THEY HAVE INSTALLED A TOTAL OF 2100 FEET TODAY OF THAT PIPE AND THEY HAVE ANOTHER 1450 FEET TO GO TO REACH THE PIPE THAT WE JUST TALKED ABOUT. AND MAKE THAT CONNECTION. THAT IS TO BE EXPECTED WITH THE PROJECT OF THIS SIZE AND MAGNITUDE. THERE IS ALWAYS GOING TO BE CHALLENGES, UNFORTUNATELY. WE JUST HAVE TO BE FLEXIBLE AND BE NIMBLE FEET AND TACKLE ANYTHING THAT WILL COME OUR WAY.

THERE'S A LOT OF WATERING THAT HAS TO BE DONE IN THIS PROJECT BECAUSE OF THE DEPTH ENFORCEMENT, AS WELL . AS YOU WOULD IMAGINE, THIS PROJECT IS QUITE LABOR-INTENSIVE BECAUSE OF THE SIZE OF PIPE THAT IS BEING INSTALLED AND WE ARE WORKING WITH THE TIMEFRAME AS MR. HUTCHINSON EXPLAINED. SO HERE WE HAVE SOME PRETTY GOOD PICTURES KIND OF DETAILING SOME OF THE WORK THAT IS TAKING PLACE . AND THE IMAGE ON THE LEFT, YOU WILL SEE TWO THAT ARE ACTIVELY IN OPERATION .
