OBSERVE NATIONAL HISPANIC HERITAGE MONTH FROM SEPTEMBER 15TH TO OCTOBER 15TH BY CELEBRATING THE HISTORY AND CULTURES AND CONTRIBUTIONS OF AMERICAN CITIZENS WHOSE ANCESTORS CAME FROM SPAIN, MEXICO, THE CARIBBEAN AND CENTRAL AND SOUTH AMERICA AND WHEREAS ACCORDING TO THE 2010 U.S. CENSUS, 22.6 PERCENT OF RESIDENTS WITHIN THE CITY OF FORT PIERCE AND 16.8 PERCENT OF 0 THE COUNTY RESIDENTS AND 22.9 PERCENT OF RESIDENTS WITHIN THE STATE OF FLORIDA ARE HISPANIC. WHEREAS THIS YEAR'S THEME, HISPANIC AMERICAN, A HISTORY OF SERVING OUR NATION INVITES US TO REFLECT ON THE LEGACY OF HISPANIC AND LATINO AMERICANS WHO HAVE SERVED OUR COUNTRY IN THE PAST AND THOSE THAT CONTINUE TO SERVE IN SIGNIFICANT AND ENDURING WAYS TODAY. AND WHEREAS HISPANICS COMPLAINT THEIR RICH HISTORY OF DIVERSE CONTRIBUTIONS TO THE CULTURAL, ECONOMIC AND POLITICAL VITALITY OF THE CITY OF FORCE PIERCE.

CONFRONTING BULLYING. I'M A VOLUNTEER SPOKESPERSON FOR A COMMITTEE AGAINST BULLYING IN FORT PIERCE. SEVERAL WEEKS AGO THIS COUNCIL WAS FACED -- FACED A BULLY.

MOST PEOPLE DON'T KNOW THAT YOU CAN'T DEFEND YOURSELVES. DURING PUBLIC COMMENT YOU'RE NOT

ALLOWED TO DEFEND YOURSELF OR CORRECT INACCURATE INFORMATION THAT IS THROWN AT YOU.

MORE THAN TWO DOZEN PEOPLE VOLUNTEERED TO HELP STOP BULLYING AT CITY HALL.

AS EXPECTED THE BULLY HAS THREATENED ME AND MY FAMILY. WE AS -- WE EXPECT THE BULLY TO CALL NAMES. WE EXPECT THE BULLY TO CALL US PARTICULARLY RACIST.

THAT'S HIS FAVORITE NAME TO CALL PEOPLE, EVEN THOUGH HE DOESN'T KNOW ANY BETTER.

THE BULLY FILED AND WITHDRAWN FRIVOLOUS LAWSUITS TO TRY TO SCARE US INTO NOT BEING ABLE TO SPEAK BEFORE THE BODY. DON'T WORRY ABOUT THE THREE MINUTES, BECAUSE ME AND SOME MEMBER OF MY GROUP WILL BE HERE EVERY SINGLE MEETING FROM HERE ON OUT TO BE ABLE TO MAKE SURE THAT EVERY MEMBER OF THE PUBLIC HAS JUST AS MUCH RIGHT TO SPEAK TO THIS GROUP WITHOUT BEING ATTACKED AS HE DOES. MY NAME IS JOE MYER. I'VE BEEN IN FLORIDA SINCE 1959. SO SORRY I DON'T HAVE A COAT AND TIE ON. I'M HERE TO SPEAK FOR THE ANIMALS AT THE SHELTER IS THE MAIN REASON I'M HERE. I ADOPTED A DOG FROM THE SHELTER SEVERAL MONTHS AGO.

HAD A PROBLEM WITH THE DOG. I CALLED THE CITY AND TWO NICE MEN SPOKE TO ME.

I KNOW OTHER PEOPLE THAT HAVE BEEN INVOLVED OVER THERE, APPARENTLY THE CONTRACT COMPANY HAS BEEN FIRED. AND -- I -- I WOULD LIKE TO ASK YOU TO BE COMPASSIONATE AND PUT MONEY IN THE SHELTER, PAINT, OTHER THING -- OR BUILD A NEW BUILDING.

IT IS REALLY SAD IN THERE. IT IS REALLY DEPRESSING. I'VE DONE -- CALLED FOR JURY DUTY TWICE. THIS COURTHOUSE IS A NICE PLACE TO COME TO ON THE GOOD SIDE.

IT IS MORE OF A COLLEGIATE ENVIRONMENT HERE. I THINK THIS ENVIRONMENT ENCOURAGING PEOPLE TO WANT TO WORK IN THE LAW INDUSTRY. PERSONALLY, I'VE NEVER BEEN HERE BEFORE IN THIS BUILDING. I'VE STUDIED GOVERNMENT CORRUPTION FOR 12 YEARS NOW.

IT IS MADE ME SICK TO MY STOMACH. I'M A VETERAN AND -- AND HONORABLY DISCHARGED. THE THINGS WE'RE SEEING GOING ON, I WON'T GOING ON LONG ABOUT THIS. WE HEARD ABOUT BULLYING AND THESE THINGS.

WE'RE SEEING MAJOR SOCIAL CHANGE IN CHANGING OUR FEDERAL GOVERNMENT AND ATTEMPTS TO CHANGE OUR CONSTITUTION. I THINK THIS AREA HERE IS -- IS VERY WELL RUN.

LIKE I SAID, YOUR ENVIRONMENT HERE IS VERY NICE. THIS EFFECTS PEOPLE INCOMES AND AT THE END OF THE LINE ARE ANIMALS. I DONATE MONEY TO GROUPS.

WE HAVE SEVEN STATES GASSING ANIMALS FOR LOW COST. IT IS JUST DISGUSTING THE STUFF THAT IS GOING ON. IT IS UNNECESSARY IN A LOT OF PLACES.

I KNOW IT IS NOT EASY TO DEAL WITH THE ANIMAL ISSUE. YOU CAN'T MAKE PEOPLE ADOPT ANIMALS MAKE PEOPLE DO THINGS. THESE ANIMALS ARE INTELLIGENT. THEY'RE SENSITIVE, YOU HAVE PETS. YOU KNOW WHAT I'M TRYING TO SAY. I'M HERE TO SPEAK FOR THEM.

I'VE DONE A LOT OF VOLUNTEER WORK. I DID -- I DID 8 1/2 YEARS AT THE WILDLIFE CARE CENTER. I PICKED UP INJURED ANIMALS. I WORKED WITH HUMANE SOCIETY ON WEEKENDS. I KNOW HOW TO TRAIN DOGS. SO I REALLY LOVE ANIMALS SINCE I WAS A YOUNG KID. AND THEY NEED A VOICE. I ALSO VOLUNTEER FOR E-RAF FOR THE RESCUE DOWN THERE. THERE'S HEARTBREAKING STORIES THERE AND A LOT OF GOOD ONES TOO. I JUST LIKE TO ASK YOU TO BE COMPASSIONATE WHEN YOU FIND ANOTHER COMPANY HERE. CLEAN THAT PLACE UP A LITTLE BIT.

THIS IS A FORMER POLICE OFFICER WITH THE CITY OF FORT PIERCE WHO IS REQUESTING A BENEFIT UNDER A SECTION OF FLORIDA STATUTES THAT IS REINTRICATE. IT CROSS REFERENCES WORKERS' COMPENSATION AND HISTORICALLY THE CITY HAS DEALT WITH IT ONE OTHER TIME.

WE DO NOT HAVE A PROCEDURE IN PLACE TO INSURE THAT THIS BOARD, THIS COMMISSION, HAS ALL OF THE ADEQUATE SAFEGUARD AND EXPECTATIONS OF EVIDENCE AND EVERYTHING ELSE TO MAKE SURE THAT ALL PARTIES DUE PROCESS IS MET. THERE IS NOT GOING TO BE PREJUDICE TO THE INDIVIDUAL BECAUSE THE INDIVIDUAL WILL BE ABLE TO COME BACK ONCE IT IS SPECIFICALLY IDENTIFIED WHAT IT IS HE'S ASKING FOR BECAUSE THE STATUTE REQUIRES THAT.

THIS DOESN'T PERTAIN TO ANY OTHER EMPLOYEE OF THE CITY BECAUSE IT ONLY COMES UP SO INFREQUENTLY IT IS A CATASTROPHIC INJURY AND TYPICALLY INVOLVES BLINDNESS LOSS OF A LIMB, AMPUTATION, BURNS OVER MORE THAN 25 PERCENT OF YOUR BODY.

THOSE ARE EASY TO VERIFY. THERE'S A CATCH ALL PROVISION. WE SIMPLY DID NOT HAVE THE PROCEDURE IN PLACE. I'M INCLINED TO WORK WITH THE HR DEPARTMENT TO MAKE SURE WE HAVE SOMETHING LIKE THIS. BUT OTHERWISE WE DO NOT HAVE SOMETHING IN PLACE TO BE ABLE TO

THEY HAVE RESPONDED WITH ESSENTIALLY A NO. IT WAS A LONG LETTER.

THEY SAID NO. SO STAFF IS CONTINUING TO MOVE FORWARD WITH OUR LEGAL REMEDIES AT THIS TIME AND TAKE POSSESSION OF THE PROPERTY. THIS IS CONTINGENT ON THAT BEING SUCCESSFUL. IT IS CONTINGENT UPON THE -- UPON THE TAKING POSSESSION OF THE FACILITY AND THEN MAKING REPAIRS THAT ARE NECESSARY SO IT IS IN GOOD CONDITION WHEN IT IS

THE OPERATOR IS TO PROVIDE LOW COST VETERINARIAN SERVICES TO THE PET OWNERS. ALSO PROVIDE APPROPRIATE AND NECESSARY CARE TO ANIMALS IMPOUNDED THERE. THE FACILITIES TO OPERATE IN A FISCALLY RESPONSIBLE MANNER.

THAT'S WHAT WE'RE LOOKING FOR.
