THE OTHER CONCERN I HAD IS THE COST FACTOR IS APPROXIMATELY 15% HIGHER THAN WHAT WE PAID IN THE PRIOR FISCAL YEAR. SO THAT KIND OF ADDS INSULT TO INJURY HERE THAT THERE WAS A 15% PREMIUM.
COST HAD GONE UP OVER THE LAST 12 MONTHS, BUT I DON'T SEE A 15% INCREASE IS BEING WARRANTED. THE CONCERN I EXPRESSED TO THE CITY MANAGER -- HE WAS QUITE FORTHRIGHT ABOUT THE EXPLANATION OF WHAT HAPPENED. SO THERE IS NO TRYING TO HIDE THE BALL OR ANYTHING. THIS IS A BREAKDOWN OF PROCEDURES AND POLICIES AND ULTIMATELY OF COURSE HE ACKNOWLEDGED THE FACT THAT HIS SIGN OF AUTHORITY IS $50,000. HE DIDN'T HAVE AUTHORITY TO APPROVE THIS, NOR DID HE. THE WORK WAS DONE PRIOR TO REACHING HIS DESK APPARENTLY. SO I'M NOT LOOKING TO LAY BLAME IN ANY CAPACITY. ALL I'M SUGGESTING IS WE CAN DO BETTER. AND AS COMMISSIONER JOHNSON SAID, WE NEED TO TIGHTEN UP THIS PROCESS.

SO Ć' CITY MANAGER THAT WITH THE THOUSAND THINGS YOU HAVE GOING ON, THIS ONE NEEDS TO PERCOLATE TO THE TOP TO GET THIS RESOLVED BECAUSE WE CANNOT JUST BE APPROVING THINGS AND THINGS OF THIS NATURE. WE NEED TO ACCOUNT FOR EVERY PENNY OF TAXPAYER DOLLARS. OUR BUDGET IS BALANCED BARELY AND THE PROSPECT OF GOING IN A NEGATIVE OR RESERVES TO COVER OUR BUDGET FOR THIS YEAR WAS A VERY REAL REALITY. WE HAVE TO BE CAUTIOUS WITH EVERY PENNY GOING OUT THE DOOR. I'M CONFIDENT THAT CITY MANAGER CHESS CAN GET THIS PROBLEM RESOLVED AND GET US ON THE RIGHT TRACK SO THAT OUR DEPARTMENT WILL CATCH THESE THINGS AS THEY COME IN THE DOOR NOT AFTER IT HAS BEEN THROUGH SEVERAL MANIFESTATIONS OF MANAGEMENT FUND WAITING ON HIS DESK WHERE I UNDERSTAND THIS WAS FINALLY INTERCEPTED TO SAY THERE IS A PROBLEM HERE. CHESS AND I WANTED TO BRING IT BACK TO MY COLLEAGUES SIMPLY BECAUSE IT IS SOMETHING THAT WOULD HAVE SOME PREEMPTIVE MEASURES WHEN IT COMES TO REBUILDING AFTER WHAT THEY DEEM A CATASTROPHIC EVENT OR MAJOR EVENT. THERE WERE A WHOLE BUNCH OF ISSUES . STATEMENTS THAT WEREN'T CLEAR. UNDERSTANDING WHO HAD CERTAIN TRIGGERS . I WANTED TO GET THIS ON YOUR RADAR EARLY. I THINK WE NEED TO LOOK AT IT AS A CITY.
