EVERY BRANCH OF THE LOCAL LIBRARY HAS BLOOD PRESSURE CUFFS THAT PEOPLE CAN BORROW. WE DO A TON OF COMMUNITY OUTREACH TO LOCAL CHURCHES. WE GO TO HEALTH CENTERS, COMMUNITY CENTERS, TO ENSURE EVERYONE HAS ACCESS TO USEFUL INFORMATION. WE ALSO WANTED TO SPEND THE TIME TO HIGHLIGHT THAT THIS JOURNEY IS SHAPED BY LARGER DECISIONS THAT YOU, OUR LOCAL LEADERS, MAKE ABOUT ACCESS TO CARE, ABOUT SAFE GREEN SPACES FOR PEOPLE TO BE ABLE TO DO PHYSICAL ACTIVITY, ABOUT HEALTHY FOOD AVAILABILITY, AND ALL THE OTHER POLICIES THAT INFLUENCE OVERALL HEALTH. THE APPROVED PROJECT THEN SET OUT TO DEVELOP SOME 6100 SQUARE FEET PRECAST CONCRETE PRODUCTION FACILITY IN MULTIPLE PHASES. THAT'S BEEN IN OPERATION SINCE 2017-2018. HERE IS THE LOCATION. IT'S OFF SELVITZ ROAD . YOU MAY SEE THAT TO THE SOUTH OF IT IS A RECENTLY APPROVED PLAN DEVELOPMENT OF SYMPHONY LAKES AND THAT INCORPORATED SOME INDUSTRIAL TO ITS NORTHERN BOUNDARY. TO THE NORTH IS A PLANNED DEVELOPMENT WHICH IS OPERATING, I THINK, AS AN AGGREGATE RECLAMATION. WE HAVE SOME RESIDENTIAL PLAN DEVELOPMENT TO THE NORTHEAST, A SCHOOL TO THE EAST, AND MAINLY TO THE NORTH AND WEST ARE INDUSTRIAL USES, THE INLAND WASTEWATER TREATMENT PLANT IS OFF OF ENERGY LANE TO THE EAST THERE. SO THE FUTURE LAND USE IS ESSENTIALLY ALL HEAVY INDUSTRY AROUND THEIR. WE DO HAVE SOME RESIDENTIAL LOW-DENSITY TO THE EAST, PRIMARILY THE SCHOOL AND THE RESIDENTIAL DEVELOPMENT. MIXED-USE DEVELOPMENT TO THE SOUTH. SO THE SITE PLAN PROPOSES TWO PHASES. THE FIRST PHASE INCORPORATES A BATCH PLANT AND THE BATCH PLANT IS INTENDED TO ENABLE THE PRODUCTION OF CONCRETE ON-SITE, SO IT SHOULD REDUCE THE NUMBER OF TRANSPORTATION, HEAVY LORRIES AND SO FORTH COMING TO THE SITE, DELIVERING INGREDIENTS. PHASE TWO, ESSENTIALLY WOULD BE A PARKING LOT TOGETHER WITH AN OFFICE, OR THE ENCLOSED BUILDINGS. LANDSCAPE PLAN INCORPORATES SUBSTANTIAL IMPROVEMENTS TO THE BUFFER TO THE SOUTH. IMPROVEMENTS TO THE BUFFERS ALL AROUND, ADJACENT TO THE SCHOOL, AND ALSO LANDSCAPING WITHIN THE SITE AS IT'S APPROPRIATE WITHIN THE PARKING AREAS. SO THE TIMETABLE OF DEVELOPMENT, PHASE ONE INCORPORATES A BATCH PLANT, AGGREGATE BINS WASHOUT AREA, TREATMENT, OFFICE AND PARKING SPACES, AND THE LANDSCAPING AND WALL THAT WILL INCORPORATE THE BUFFER ON THE SOUTHERN BOUNDARY, ESSENTIALLY REINFORCING TREES ALONG THE EASTERN BOUNDARY. PHASE TWO WOULD LOOK AT THE -- ESSENTIALLY THE BUILDING OF THE OFFICE WORKSHOP AND THERE ARE TEMPORARY TRAILERS ON SITE WHICH WILL BE MAINTAINED DURING PHASE ONE BUT THEN REMOVED DURING PHASE TWO. ONE BIG IMPROVEMENT TO THIS DEVELOPMENT IS THE CONNECTION TO THE WATER AND SEWER SERVICE. AND THE DEVELOPER IS LOOKING TO PARTNER WITH THE FP UA, FT. PIERCE UTILITIES AUTHORITY, IN TERMS OF ESSENTIALLY CONNECTING THOSE SERVICES TO THE PHASE TWO OPERATION. DRAINAGE INFRASTRUCTURE WILL BE IMPROVED DURING PHASE TWO AND THE PARKING LOTS AND LIGHTING WILL BE INCORPORATED. THERE'S AN ELEVATION OF THE PROPOSED BUILDING OF PHASE TWO. BEAR IN MIND THERE IS NO PERMANENT BUILDING ON SITE AT THE MOMENT. IT WENT TO THE PLANNING BOARD [01:00:01] AND THEY FOUND IT WAS IN COMPLIANCE WITH THE COMPREHENSIVE PLAN. AS THE PROPOSAL PROMOTES THE PUBLIC HEALTH, SAFETY, AND GENERAL WELFARE OF THE COMMUNITY THROUGH SITE DESIGN AND INFRASTRUCTURE IMPROVEMENTS. THE PLANNING BOARD VOTED 7-0 TO FORWARD THE APPLICATION, SUBJECT TO EIGHT CONDITIONS, AS NOTED, AND WITH THE ADDITION TO THE TIMETABLE OF DEVELOPMENT AS THEY RECOMMENDED DURING THAT HEARING. WITH RECOMMENDATION OF APPROVAL TO THE CITY COMMISSION. NOW SOME OF THESE CONDITIONS ACTUALLY GIVE THE CITY FAR MORE CONTROL OVER THE OPERATION OF THIS OPERATION, AS YOU ARE ALL FAMILIAR WITH, I'M SURE, PREVIOUS COMPLAINTS AND CONCERNS THROUGH RESIDENCE AROUND THAT AREA, SO STAFF DID CONSORT WITH CODE ENFORCEMENT DEPARTMENT AS WE REVIEWED THIS. WE FOUND THAT THE INITIAL SITE PLAN DID NOT INCORPORATE ENOUGH CONDITIONS TO ALLOW THE CITY TO TAKE ACTION AGAINST CERTAIN THINGS THAT WERE GOING ON, ON THAT PROPERTY, SO WE TOOK THOSE ON BOARD AND WE CRAFTED AND DISCUSSED WITH THE APPLICANT WAYS AROUND THOSE ISSUES, TO BECOME A BETTER NEIGHBOR IN THAT AREA, UNDERSTANDING THE PROCESSES THE APPLICANT HAS TO UNDERTAKE AS PART OF THEIR OPERATION. WE NEGOTIATED THE CONNECTION TO THE FORT PIERCE SEWER. SET OUT THE TIMETABLE OF DEVELOPMENT TO CONSOLIDATE WHAT SHOULD HAPPEN DURING THE OPERATION AND DEVELOPMENT OF THE SITE. SO THE CONDITIONS DO INCORPORATE NOW TREE MITIGATION AND THE MAINTENANCE OF THE TREES THROUGH A MAINTENANCE AGREEMENT. THERE WERE COMPLAINTS FROM THE NEIGHBORS THAT THE LANDSCAPING WASN'T BEING MAINTAINED. SO ESTABLISHING QUIET HOURS BETWEEN 11:00 AND 7:00 A.M., SUNDAY WITH NO OPERATION WHATSOEVER. IN ADDITION TO THE NOISE STANDARDS, WE URGED THE APPLICANT TO LOOK AT MITIGATING THE BEEPING THAT WHAT OCCURRED DURING AND DOES OCCUR DURING REVERSING OF VEHICLES, AND THEY CAME UP WITH A SYSTEM CALLED THE HEAVY DUTY WHITE SOUND SMART REVERSING SYSTEM, WHICH WILL BE IMPLEMENTED ON SITE TO HELP REDUCE THAT NOISE AND THAT DISTURBANCE, AND THAT WILL BE DONE IN PHASE ONE. WORKING WITH THE CITY ENGINEER, WE WANTED TO REALLY DESCRIBE AND CONDITION WHAT NEEDED TO BE DONE ON THE DEVELOPMENT OF THIS SITE, TO PROTECT THE NEIGHBORS IN TERMS OF POTENTIAL STORMWATER OR SEDIMENT GETTING INTO THE WATER WASTE DOWN THERE. THERE WILL BE STATE AND FEDERAL PERMITS AND THOSE WILL BE OBTAINED BEFORE COMMENCEMENT OF THE DEVELOPMENT, AND THAT WILL BE INSURED BY THE BUILDING DEPARTMENT AS THEY COME THROUGH FOR PERMITS. THEY ARE DOING THEIR LEGISLATIVE THING UP IN TALLAHASSEE AND THE FIRST LEGISLATIVE ALERT HAS ALREADY BEEN SENT ON SOVEREIGN IMMUNITY. SO WE ARE STARTING THAT WHOLE ROUND ROBIN THING AGAIN.
