WHEREAS MOBILITY WEEK 2019 PROMOTED BY THE FLORIDA DEPARTMENT OF TRANSPORTATION IS FLORIDA'S ANNUAL COLLECTION OF OUTREACH EVENTS INTENDED TO BRING ATTENTION TO SAFE MULTIMODAL TRANSPORTATION CHOICES AND WHEREAS MOBILITY WEEK ENCOURAGES FLORIDA RESIDENTS TO TRY A NEW METHOD OF TRANSPORTATION FOR THEIR COMMUTING, SHOPPING AND RECREATION, SUCH AS, RIDE THE BUS, WALKING, BICYCLING OR CARPOOLING. WHEREAS THE CITY OF FORT PIERCE ENDEAVORS TO PROVIDE MOBILITY CHOICES FOR RESIDENTS AND VISITORS ALIKE WITH THE CONSTRUCTION OF SIDEWALKS AND BICYCLE LANES AND ITS SUPPORT OF BUS SERVICES, SHARED BY SCHOOLS AND SHARED ELECTRIC SCOOTERS. AND WHEREAS THE HIGHWAY THAT TRAVERSES NORTH AND SOUTH STATE ROW A1 A CITY OF FORT PIERCE WAS DESIGNATED TO PRESERVE AND ENHANCE THE CULTURAL HISTORIC, AND RECREATIONAL AND NATURAL RESOURCES OF THE AREA WIDE PROMOTING ENJOYMENT FOR RESIDENTS AND VISITORS ALIKE. WHEREAS MOBILITY WEEK AT FRIDAY FEST NOVEMBER 1 SPONSORED BY THE TREASURE COAST SCENIC HIGHWAY WILL FEATURE FREE TRIM TOURS OF THE TREASURE COVE SCENIC HIGHWAY AND SPIN ELECTRIC SCOOTER RIDES TO PROMOTE SAFE MULTIMODAL TRANSPORTATION CHOICES AND THE ENJOYMENT OF HISTORIC DOWNTOWN FORT PIERCE.

NOW THEREFORE I LINDA HUDSON, MAYOR OF FORT PIERCE, FLORIDA, PROCLAIMED OCTOBER 25 THROUGH NOVEMBER 1, 2019 AS TREASURE COAST SCENIC HIGHWAY MOBILITY WEEK IN THE CITY OF FORT PIERCE AND ENCOURAGE ALL RESIDENTS AND RESIDENTS TO CELEBRATE THIS WEEK BUT TRYING A NEW METHOD OF TRANSPORTATION SUCH AS A SHARED BICYCLE OR ELECTRIC SCOOTER INTO TOUR THE HIGHWAY WITH THE EXPANSIVE VIEWS CULMINATING IN FRIDAY FEST, THE LONGEST REPORTED ON TREASURE COAST TAKING PART NOVEMBER 1 FROM 5:30 UNTIL 9:00 P.M. AT MARINA SQUARE.

IN ADDITION TO PLANNING AND DEVELOPING PROJECTS IN THE STATE AND FEDERAL FUNDING, THE STATE SUPPORTS THE EFFORT TO PROMOTE THE SCENIC HIGHWAY WHICH EXTENDS THROUGH DOWNTOWN FORT PIERCE. AFTER IT WAS DESIGNATED IN 2005, TREASURE COAST SCENIC HIGHWAY LAY DORMANT UNTIL IT WAS RESURRECTED AND REVIVED IN 2016 THROUGH THE DEDICATED VOLUNTEER EFFORTS OF CHAIRWOMAN DIANA GREGORY AND VICE CHAIRWOMAN MARY CHAPMAN. FLORIDA DEPARTMENT OF TRANSPORTATION PROMOTES MOBILITY WEEK FROM OCTOBER 25 THROUGH NOVEMBER 1 TWO ENCOURAGE FLORIDA RESIDENTS TO ABANDON THEIR CARS AND TRY A DIFFERENT METHOD OF TRANSPORTATION.

THE CITY OF FORT PIERCE CONTINUES YEAR-ROUND TO PROVIDE SUCH TRANSPORTATION OPTIONS WITH THE CONSTRUCTION OF SIDEWALKS, BICYCLE LANES AND TRAILS AND THE SUPPORT OF BUS SERVICES AND SHARED BICYCLE AND SCOOTER RIDES. WHY NOT ENJOY THE TREASURE

INDIAN RIVER DRIVE IS PART OF THE SCENIC HIGHWAY. THE TREASURE COAST SEGMENT GOES FROM COUNTY LINE ROAD AT JENSEN BEACH UP TO HERE AND THEN OVER TO THE ISLAND AND BACK.

IT'S A 42 MILE SEGMENT OF ROAD. WE ARE PLEASED WITH OUR JOB, VERY SIMILAR TO THE JOBS OF PEOPLE IN THE CITY, TO HAVE A POSITIVE EXPERIENCE FOR TRAVELERS WHO COME TO OUR AREA.

WE HAVE WORKED TO PROMOTE OUR WEBSITE. WE HAVE WORKED TO PROMOTE OUR REACHING OUT TO PEOPLE SO PEOPLE WILL WANT TO COME. THE SEPARATE ENGINEER WHO IS A SPECIALIST IN GEOTECHNICAL WORK OR SOILS WILL BE ON-SITE DURING THE CONSTRUCTION OF THE BERM NOT ONLY TO VERIFY THE WORK IS BEING CONSTRUCTED IN ACCORDANCE WITH THE SPECIFICATIONS, BUT THAT EACH COMPLETED SEGMENT, 1 FOOT IN HEIGHT, HAS BEEN COMPACTED TO THE MINIMUM REQUIREMENTS NECESSARY FOR CRITICAL EARTHWORK EMBANKMENTS.

CONCERNING STORMWATER, THE RUNOFF FROM THE STORM WATER SYSTEM WILL BE CAPTURED AND TREATED ON-SITE. IT WILL PASS THROUGH TWO AREAS FOR TREATMENT PRIOR TO LEAVING THE SITE. THE FIRST AREA WILL BE DRY SWAILS ALONG THE EDGE OF THE PROCESSING AREA THAT WILL CAPTURE THE REQUIRED PORTIONS OF PARTICULATES AND NUTRIENTS CONTAINED WITHIN THE STORMWATER RUNOFF. BECAUSE WE ARE TREATING 150 PERCENT OF THE TYPICAL REQUIREMENTS, THE MAJORITY OF THE STORMS WILL BE CAPTURED IN THE SWAILS AND WILL NOT BE DISCHARGED FROM THE SITE. LARGER STORMS WILL STILL RECEIVE THE MAJORITY OF THEIR TREATMENT IN THE SWAILS, BUT WILL RECEIVE A SECOND TREATMENT IN THE STORMWATER LIKE ALSO LOCATED ON-SITE. AFTER PASSING THROUGH, THE WATER WILL BE DISCHARGED IN FULL COMPLIANCE WITH ALL THE APPLICABLE RULES.
