CALL THE ROLL, PLEASE

>> MAYOR: OKAY. I GUESS THIS WILL BE FOR YOU, MS. MANAGER. ALL THESE ADDRESSES OUT THERE IN PARADISE PARK, ARE THEY -- YOU KNOW WE HAD THE INCIDENT -- NOT INCIDENT BUT CONCERNS ABOUT RESIDENTS IN THE STREET LIGHTS. THESE INDIVIDUALS HERE WILL BE, WHAT, AS FAR AS THE STREET

LIGHTS? >> I BELIEVE WE STILL HAVE AN ACTIVE STREET LIGHT MSTU IN THAT AREA. AND IF THEY ARE ANNEXED INTO THE PROPERTY, I'M SORRY INTO THE CITY, THEN THEY WOULD NO LONGER BE PAYING -- HOW DO I SAY IT? PAYING DIRECT TO ST. LUCY COUNTY. IF IT'S MY UNDERSTANDING THEN THE CITY OF FORT PIERCE WOULD THEN TAKE ON THAT ROLL. BECAUSE THEY WOULD

IN TURN BE PAYING CITY TAXES >> COMMISSIONER: WHOSE RESPONSIBILITY WOULD THAT BE SO

THERE WON'T BE NO MIX-UP >> IT'S MY OPINION IT IS THE RESPONSIBILITY OF THE ACTUAL ADMINISTRATOR OF THE MSTU. HOWEVER, THAT WOULD BE ST. LUCY COUNTY. BUT WE CAN DEFINITELY COMMUNICATE WITH ST. LUCY COUNTY TO MAKE SURE THIS DOESN'T HAPPEN AGAIN.

>> COMMISSIONER: OKAY. AND MY OTHER QUESTION. THEY ARE RECEIVING SERVICES, OUR SERVICES

NOW AS WE SPEAK, RIGHT? IN THAT AREA >> THE AREA IS BUT THE ACTUAL

[00:40:05]

PROPERTIES AND PROPERTY OWNERS ARE NOT. >> COMMISSIONER: THEY'RE ANNEXED

TONIGHT >> THAT'S CORRECT. WHEN YOU SAY OUR SERVICES. DO YOU MEAN CITY

OF FORT PIERCE? >> COMMISSIONER: LIKE, YOU KNOW, GARBAGE, WATER AND SEWER.

>> THE FPUA DOES HAVE WATER AND SEWER IN THE AREA. AND ELECTRICITY. BUT AS FAR AS THE CITY OF FORT PIERCE, THE SOL ED WASTE SYSTEMS WOULD NOT KICK IN UNTIL THEY WILL BE ANNEXED THEN WE WOULD IDENTIFY A DATE IN THE FUTURE FOR THAT TO BE TURNED OVER TO THE CITY OF FORT PIERCE.

>> COMMISSIONER: BUT WHEN THEY SIGN THESE AGREEMENTS ALL THAT WAS EXPLAINED TO THEM?

>> THAT I DON'T KNOW, SIR. >> COMMISSIONER: WELL, HOW DO WE TAKE THAT RESPONSIBILITY? BECAUSE IT'S GOING COME KNOCKING ON THE DOOR THAT, YOU KNOW, WE DON'T THIS AND WE DON'T THAT.

>> I DON'T KNOW -- >> COMMISSIONER: THE QUESTION HAS BEEN RAISED. SO, IF PROPER INDIVIDUALS SHOULD TAKE NOTICE. MY OTHER QUESTION WAS: THE DEMOGRAPHIC RESEARCH. COULD YOU ALL DEFINE THAT? MAYOR MILLER: SHE TALKS ABOUT THE DEPARTMENT OF --

>> IT IS A STATE DEPARTMENT. >> COMMISSIONER: WHAT IS THAT? >> SPEAKER: IT'S ONE OF THE STATE AGENCIES. WHENEVER AN ORDINANCE IS FINISHED AND IT'S RECORDED, THERE ARE PROBABLY 20 DIFFERENT COPIES THAT I HAVE TO SEND OUT TO VARIOUS DEPARTMENTS NOTIFYING THEM OF THE ANNEXATION. AND WE DO REPORT THE NUMBER OF PEOPLE. PART OF THIS WHEN WE REPORT IT TO THE

OFFICE OF -- >> COMMISSIONER: WHEN THEY SAY DEMOGRAPHIC, DEFINE THAT.

ANYONE? >> THIS IS A STATE AGENCY WHICH EVERY MUNICIPALITY IN THE STATE OF FLORIDA HAS TO REPORT TO WITHIN ANY ANNEXATION THAT TAKES PLACE REGARDLESS OF WHETHER IT'S

COMMERCIAL -- >> COMMISSIONER: I'M JUST ASKING WHAT IS IT

>> SPEAKER: THEY TACK DATA. IT TRACKS POPULATION. IT TRACKS THE SIDES OF EACH CITY, EACH

COUNTY, EACH TOWNSHIP. >> COMMISSIONER: THE RACE? IS IT A RACE THING?

>> SPEAKER: WE DON'T REPORT THAT INFORMATION. WE ONLY REPORT POPULATION AND THE SIZE OF OUR

CITY. >> COMMISSIONER: I'M JUST ASKING A QUESTION.

>> SPEAKER: IT COULD. I MEAN, WE COULD DO MORE RESEARCH >> IF I MAY, MAYOR. WE JUST HAD TO CONFIRM A FIGURE JUST RECENTLY RIGHT WHEN I STARTED. SO IT'S REALLY JUST -- A MEANS

OF -- >> COMMISSIONER: STOP BEING DEFENSIVE I'M JUST ASKING A

QUESTION. >> SPEAKER: IT'S JUST THE TOTAL POPULATION.

>> COMMISSIONER: THEISTS WHAT IT COMES DOWN TO WHEN WE ANNEX PROPERTIES WE NEED TO KNOW HOW

MANY INDIVIDUALS ARE IN THE AREA. >> SPEAKER: RIGHT TO GET

SERVICES. >> COMMISSIONER: ME BEING A COMMISSIONER I WANT TO KNOW HOW MANY NEW VOTERS ARE COMING IN. AND THE MAYOR TOO. WE SHOULD KNOW HOW MANY VOTERS. SO, I'M NOT BEING DEFENSIVE ABOUT IT, I'M JUST ASKING WHAT'S THE DEFINITION OF THE DEMOGRAPHIC.

>> SPEAKER: FOR INSTANCE, WHEN I WAS DEALING WITH THE UNIVERSITY OF FLORIDA, THEIR CENSUS DEPARTMENT, WHERE I HAD TO GIVE A CONFIRMATION AS TO WHAT THEY HAD DETERMINED WHAT OUR POPULATION WOULD BE. ONCE WE GOT THESE PROPERTIES ANNEXED THEN REQUIRED TO SEND IT TO HIM.

SO IT ADDS MORE TO THE TOTAL POPULATION THAN THE CITY. WHICH IS A GOOD THING.

>> COMMISSIONER: OKAY. I JUST WANT TO KNOW WHAT THEY USE IT FOR. BECAUSE A LOT OF THINGS BEING MISUSED NOW DAYS. WHEN YOU USE YOUR CREDIT CARD OR YOU USE ANYTHING IT'S BEING MISUSED.

ONE OTHER QUESTION I HAVE. WE REQUEST FROM THE COUNTY ABOUT SQUARING OFF FOR THE ANNEXATION.

WE ALSO SEND IT TO THE LEGISLATION RIGHT? AS FAR AS SQUARING OFF OUR BOUNDARIES

>> SPEAKER: NO SIR. IN THE PAST WE HAVE COMMUNICATED WITH STATE REPRESENTATIVES ABOUT A LEGISLATIVE TYPE ANNEXATION. BUT OUR MOST RECENT ATTEMPT TO SQUARE OFF OUR BOUNDARIES IN A MORE GLOBAL AND COMPREHENSIVE MANNERISM WOULD BE THROUGH INTERLOCAL SERVICE BOUNDARY AGREEMENTS WITH ST. LUCY COUNTY. WE FORWARDED THAT INFORMATION TO ST. LUCY CONTRACT AND A RESPONSE WAS GIVEN BACK TO STATED THE COUNTY WANTED TO INVOLVE THE NEGOTIATION ORIGINALATION OF UTILITIES INTO THE DISCUSSION. SUBSEQUENTLY, NOTHING HAS HAPPENED. SO, WE'RE MOVING FORWARD WITH OUR ANNEXATION PRACTICES THAT WE CURRENTLY HAVE THROUGH OUR VOLUNTARY ANNEXATION

[00:45:03]

PROCESS. AND, IF THE COUNTY DOES WANT TO REVISE THOSE EFFORTS WITH US, THEN WE'LL BE

HAPPY TO DO SO. >> COMMISSIONER: YOU KNOW, IT SEEMS MIGHTY STRANGE. PORT ST.

LUCY CAN BUILD OUT TO OKEECHOBEE. THESE ARE MY REPEATED WORDS YEAR AFTER YEAR.

PORT ST. LUCIE CAN BUILD OUT TO OKEECHOBEE AND WE CAN'T BUILD OUT TO AIRPORT ROAD? THAT'S SAD YOU KNOW. THE COUNTY DON'T DICTATE TO ST. LUCY WHAT THEY CAN DO. AND I'M ASKING, YOU KNOW, I THOUGHT WE -- MAYBE I'M MISTAKEN. MAYBE I'VE BEEN HERE TOO LONG. BUT I THOUGHT WE

ANNEXED PARADISE PARK >> NO SIR. >> COMMISSIONER: PARADISE PARK. SO WE ANNEXED PARADISE PARK. AND I COME BACK AND ASK THE QUESTION THAT SOME OF THE RESIDENTS WERE SAYING, THEY WASN'T ANNEXED BUT THEIR NEXT DOOR NEIGHBOR WAS ANNEXED
