THE CITY STOOD UP A COMMITTEE TO REVIEW AND EVALUATE THEIR RESPONSES TO THE CITY'S RFP. I WANT TO BEGIN BY ACKNOWLEDGING AND RESPECTING THE WORK OF THE STAFF.
INTO REVIEWING THE RFP. OUR PURPOSE TONIGHT IS NOT TO DIMINISH THAT REFERENCE PART TO ENSURE THE STAFF AND THE CITY HAD A COMPLETE UNDERSTANDING OF THE FINANCIAL EXPERTISE AND SERVICES EACH FINANCIAL INSTITUTION BEING EVALUATED HAS IN SERVICING MUNICIPAL, PUBLIC ACCOUNTS.
SEE BANK IS PROUD TO SERVE FOR THE PAST 60 PLUS YEARS, AND PUBLIC FUNDS IN FLORIDA AND CURRENTLY SAFEGUARDS OVER $1 BILLION IN PUBLIC DEPOSITS. WE CURRENTLY MERGE SEVERAL WELL KNOWN MUNICIPALITIES, SUCH AS FORT PIERCE UTILITY AUTHORITY, SAINT LUCIE COUNTY PUBLIC SCHOOLS, SAINT LUCIE COUNTY SHERIFF'S OFFICE, THE CITY OF STUART, AND MARTIN COUNTY SHERIFF'S OFFICE TO JUST NAME A FEW.
AND SHOULD BE NOTED UNDER HOPEFULLY SIGNIFICANTLY EVALUATE BY THE COMMITTEE THE REMAINING FINANCIAL INSTITUTION BEING EVALUATED AGAINST THE EAST COAST BANK HAS ONLY RECENTLY, JULY 2024, BEEN AUTHORIZED TO ACCEPT PUBLIC FUNDS AND STILL DEVELOPING THE PUBLIC SECTOR.
REFERENCES AS OUTLINED IN THE RESPONSE TO THE CITY OF -- TO THE CITY'S RFP. ADDITIONALLY, THAT INSTITUTION, THE CITY OF FORT PIERCE WOULD MAKE UP APPROXIMATELY 20% OF THEIR DEPOSIT BASE. EXPERTISE, SIZE, AND LONGEVITY, AND SKILL SET IS ALWAYS BASED ON TIME, PROVIDING THE SERVICES, BUT CERTAINLY IT SHOULD BE STRONGLY CONSIDERED WHEN DEALING WITH THE SIZE AND COMPLEXITY OF THE CITY OF FORT PIERCE, NEEDS.
AS PART OF THE COMMITTEE, THE EVALUATION OF THE RFP, THE STAFF HELD SEVERAL PUBLIC MEETINGS TO DELIBERATE OVER THE PROPOSALS AND SEACOAST BANK WAS PRESENT ONLY AS AN OBSERVER IN ACCORDANCE WITH SUNSHINE LAW. DURING THE DELIBERATION, WE HEARD QUESTIONS AND UNCERTAINTY FROM AT LEAST ONE MEMBER ABOUT THEIR EXPERTISE IN EVALUATING SUCH RFPS, AND THEY'VE BEEN MORE UNCERTAINTY ON HOW SEACOAST BANKS PROPOSE HYBRID CODE STRUCTURE WOULD WORK, A HYBRID ACCOUNT THAT WAS PROPOSED MODELS LEVERAGING BOTH EARNINGS CREDIT RATE TO OFFSET FEES, AND A MONEY MARKET RATE TO ENSURE EXITS, FUNDS AND THE SAME ACCOUNT EARN INTEREST. THEREFORE MAXIMIZING THE OVERALL FINANCIAL RETURN FOR THE CITY OF FORT PIERCE.
THIS CAN ALSO HELP WITH EFFICIENCY.
SO STAFF DOES NOT NEED TO MEET MOVE MONEY FROM ONE ACCOUNT TO OTHER. SEACOAST PROPOSAL SUBMITTED SHOWED THAT THE CITY OF FORT PIERCE WOULD HAVE NO FEES WHILE ALSO EARNING SUBSTANTIAL MONTHLY INTEREST.
WE FULLY RECOGNIZE THE COMMISSION MAY BE PREPARED TO APPROVE THE RECOMMENDED VENDOR TONIGHT.

SO I'D LIKE TO HIGHLIGHT THAT THIS YEAR WE'RE STARTING A STRUCTURED INTERNSHIP PROGRAM. WE HAVE INTERNS IN THE GROUP BECAUSE WE'RE SERVICEGROUP ENGINEERING AND SEVERAL OTHER DEPARTMENTS. THAT'S GOING TO BE LAUNCHING THIS YEAR. WE'VE ALWAYS HAD AN INTERNSHIP PROGRAM. BASE FOR THE CITY OF FORT PIERCE AS WATER AND WASTEWATER ANNEXATION AGREEMENT FOR SERVICE.I'D LIKE TO HIGHLIGHT SEPTIC TO SEWER BECAUSE THIS HAS BEEN A SUCCESSFUL PROJECT. AS YOU MAY RECALL SOME OF THE DISCUSSION AROUND THE STATE LEVEL HAS BEEN THAT SEPTIC TANKS WERE NOW GOING TO BE A MINI WASTEWATER PLANT.
SO THEY WERE GOING TO BE VERY EXPENSIVE TO CONSTRUCT.
RATHER THAN BUILDING THAT EXPENSIVE SEPTIC TANK, YOU CAN CONNECT TO FPWA SEWER, AND NOT ONLY DOES THAT REDUCE THE OPPORTUNITY FOR THOSE SEPTIC SYSTEMS TO GET INTO THE WATERWAYS, BUT ALSO ADDS CUSTOMERS TO THE FĆR SYSTEM.
AND WE DID RECEIVE SOME ADDITIONAL FUNDING AND WE'RE WORKING THROUGH THOSE DETAILS TO TRY TO REACH MORE PEOPLE WITH SEPTIC TO SEWER PROGRAM. SO THAT'S REALLY EXCITING.
ON THE FINANCIAL SIDE, BOTTOM LEFT THERE, WE EARLIER THIS YEAR, WE WERE REAFFIRMED AS N A RATED AGENCY AND ACTION, IT WAS -- THAT THERE WAS AN ADDITIONAL TAG TO IT THAT SAID POSITIVE OUTLOOK. AND IF I TRIED TO TRANSLATE THAT OVER TO A, IT WOULD BE LIKE AN A+.
SO WE GOT AN A+ RATING FOR FROM I BELIEVE IT WAS ADVENTURE.
NEXT, DARK PROGRAM THIS IS SOMETHING THAT A LOT OF PEOPLE ON THE OUTSIDE DON'T SEE, BUT THIS IS SOMETHING THAT WE'VE DONE ON THE INSIDE THAT I THINK IS REALLY CHANGES THE GAME FOR THE WAY FPUA HANDLES OUR MONTH TO MONTH OPERATION, AND THIS IS ACTUALLY DRIVEN BY THE BOARD AND THE CITY COMMISSION ON -- WE ALL REMEMBER 2022 WHEN WE HAD NATURAL GAS SPIKES IN THE MARKET. AND ONE OF THE ASKS FROM THE PORT AND THE COMMISSION IS, HOW CAN WE PREVENT THIS FROM HAPPENING AGAIN? SO THE TEAM GOT TOGETHER AND REALLY STARTED FOCUSING ON, HOW DO WE UPDATE THE UTILITY DIFFERENTLY? FPUA HAS ALWAYS BEEN A GREAT ORGANIZATION. THERE'S ALWAYS ROOM FOR IMPROVEMENT IN THE DOC PROGRAM, WHICH MICHELLE WILL HIT ON IN A FEW SLIDES FROM. THAT REALLY HIGHLIGHTS THE ABILITY FOR US STABILIZING OUR CUSTOMER RATES SPECIFICALLY ON THE ELECTRIC AND GAS SIDE. THE REASON THAT IS ALSO IMPORTANT IS BECAUSE WE ARE COMING IN UP TO A -- THIS SUMMER. WE'RE LOOKING AT NEW -- $75 MILLION PAID, AND WE'RE DOING THAT WITHOUT RAISING RATES ABOVE THE INDEX TO OUR CUSTOMERS.
AGAIN, WITH CHANGE THE WAY WE DO BUSINESS AT FPUA, AND THAT'S A REALLY IMPORTANT HIGHLIGHT. WHEN YOU COMPARE US IN 2022.
THOSE -- THE PROJECTS WE ARE INCLUDING, THE, THE RELOCATION OF WITH WATER PLAN, CONTAINMENT SYSTEMS, SPECIFICALLY.
IN THE CAPACITY, ENHANCEMENTS TO PROVIDE ADDITIONAL SERVICES TO OUR CUSTOMERS, BECAUSE OUR SERVICE AREA HAS GROWN IN THE ELECTRIC SIDE AND EXPANSION OF ALL OF OUR SYSTEMS, WHAT WASTEWATER, ELECTRIC, GAS AND FIBER.
WE ALSO HAVE TO PROVIDE -- WE ALSO HAVE TO UPDATE OUR ENERGY SERVICES BUILDING. IT'S BUILDING THAT WAS BUILT IN 1991. AND THE STANDARD FOR THAT BUILDING, WHICH IS CONSIDERED A EMERGENCY CENTER, ESPECIALLY FOR FPUA, BECAUSE THAT'S WHERE WE OPERATE OUR CRITICAL ASSETS FROM SPECIFICALLY ELECTRIC DISPATCH HAS TO BE BROUGHT UP TO THE CODE, TO THE LATEST CODE FOR THAT TYPE OF BUILDING.
AND WE'RE ALSO GOING TO FINISH THAT.
WE'RE GOING TO COMPLETE THE ARMY PROJECT.
WE CALL IT ARMY 2.0 PREPARE SYSTEMS ARE DISJOINTED FROM THE ELECTRIC AND THE WATER AND GAS SYSTEMS. SO WE HAVE TO TAKE THAT WATER AND GAS SYSTEMS THAT DON'T NECESSARILY HAVE TO REACH OR TOO FAR AWAY FROM OUR ELECTRIC SYSTEM THAT TO RIGHT THE EXISTING WE'RE GOING TO FINISH THAT PROJECT AND THAT PROJECT WILL BE PRETTY EXCITING FOR ALL OF OUR CUSTOMERS, AND THE LIST IS A LITTLE BIT LONGER.

THAT MAIN.NET WASTEWATER RECLAMATION USE FACILITY IS ACCEPTING WASTEWATER. WE'RE ACTUALLY ACTIVELY WORKING ON A COUPLE PROJECTS RIGHT NOW SO THAT WE CAN GET NOT JUST THE INITIAL FLOWS. WE'RE TRYING TO ADD FLOWS EACH AND EVERY WEEK. SO THE SYSTEM WILL CONTINUE TO RECEIVE ADDITIONAL -- A HIGHER FLOW EACH MONTH AS THE NEW -- AS EXISTING -- S NEW CONVEYANCE PROJECTS, ONLINE.
AND WHAT I'D LIKE TO DO IS I'D LIKE TO GIVE YOU JUST A QUICK UPDATE ON THE CONVEYANCE SYSTEM. THE COMMISSION MAY REMEMBER I'VE DRIVEN YOU AROUND A COUPLE TIMES, A COUPLE OF THESE PROJECTS. JENKINS ROAD IS COMPLETED, BUT THAT WAS FROM OKEECHOBEE ROAD TO EDWARD ROAD.
THE DOWNTOWN FOREST RANGE IS NEAR COMPLETION.
AS YOU MAY RECALL. AS YOU MAY NOTICE THAT IT'S AVENUE C AND SECOND STREET HAS BEEN CLOSED TEMPORARILY ON SEVERAL OCCASIONS. AND THAT ACTUALLY CONTINUES NOT ONLY THROUGH THE DOWNTOWN FOREST MAIN.
UNDER THE U.S. ONE DOWN TO SEVENTH STREET ON AVENUE C.

ANOTHER MILESTONE THAT WE HAVE IS THE BOOSTER PUMP STATION, WHICH IS GOING TO BE BY 25TH STREET AND MORSE CREEK, AND THAT CURRENTLY IS IN CITY. WE'RE WORKING THROUGH SOME OF THAT TO GET THAT FINALIZED. AND THAT WE HAVE FOUR ADDITIONAL FOREST MAIN PROJECTS. AND TO MAKE SURE PROJECTS THAT ARE CURRENTLY CONTRACT NEGOTIATIONS.
AND THOSE SIX PROJECTS RIGHT THERE WILL HELP GET A MAJORITY OF THE FLOW FROM THE EXISTING PLANT OVER TO THE NEW PLANT.
JUST A QUICK UPDATE ON WHEN PROJECTS.
WE DO HAVE THREE ACTIVE STATE AND FEDERAL GRANTS THAT WE CONTINUE TO MANAGE THAT HAVE FUNDED CONVEYANCE SYSTEMS. SO AGAIN, IN TOTAL, WE'VE GOTTEN OVER $75 MILLION IN GRANTS TOWARDS THE WASTEWATER PLANT AND THE ONES THAT ARE OUTSTANDING ARE ABOUT $40 MILLION. SO JUST GREAT EFFORT BY OUR PUBLIC AFFAIRS TEAM AND TO KEEP COSTS LOW.

CONSUMPTION INCREASED 1.6% AND NUMBER OF SERVICES BILLED INCREASED BY 1%. THE WATER REVENUES OF 40 MILLION EXCEEDED BUDGETS BY 8 MILLION, PRIMARILY AGAIN DUE TO THE SETTLEMENT FUNDS. EXPENSES WERE LOWER THAN BUDGET BY ABOUT 423,000 FOR JUST ABOUT 1 1/2%, AND THE CHANGE IN THAT POSITION FOR THE SYSTEM WAS 16 MILLION.
WHILE WASTEWATER CONSUMPTION REMAINED FLAT FROM YEAR OVER YEAR, THE NUMBER OF SERVICES INCREASED BY 2.6%.
WITH WATER SYSTEM WITH WATER REVENUES OF 39.7 EXCEEDED A BUDGET AMOUNT BY ABOUT 2 1/2 MILLION.
WASTE WATER EXPENSES WERE SLIGHTLY BELOW BUDGETED.
ABOUT 460,000. THIS WOULD ALL RESULTED IN AN F CHANGE IN THAT POSITION FOR THE WASTEWATER SYSTEM.
COME 18.3 MILLION. WHEN LOOKING AT THE STATS FOR WASTEWATER, THE GALLONS BILLED FROM FISCAL YEAR 25 TO 24 COMING FISCAL YEAR 24 INCREASED ABOUT 1% AND MEANWHILE, THE NUMBER OF SERVICES BILLED INCREASED BY 3%. SUCH MORE IN LINE WITH WHAT MR. CISNEROS SAID ABOUT THE EXPANSION PROJECTS.
OUR NATURAL GAS SYSTEMS AT 489,000-DOLLAR REVENUES WERE LOWER THAN PROJECTED. OUR EXPENSES WERE LOWER THAN PROJECTED BY ABOUT 371,000. AND THAT CONTRIBUTED TO THE CHANGE IN DEPOSITION OF 78,000 FOR THE NATURAL GAS SYSTEM. THE NUMBER OF BILLED YEAR OVER YEAR INCREASED ABOUT 1.8%, AND THE NUMBER OF SERVICES BILLED INCREASED ABOUT 1%. MAYBE EVERY TWO MONTHS, AND SO OUR RATE PAYERS SEEMED LIKE IT WAS KIND OF -- IT WASN'T STABLE. IT WAS TOO FLEXIBLE, TO CHANGING EVERY MONTH. SO WE DID HAVE THE ONLY CHANGE THAT COST ADJUSTMENT TO ATTEMPTS IN FISCAL YEAR 25.
THAT YEAR STARTED OFF WITH A CREDIT OF THREE DOLLARS PER THOUSAND KILOWATT HOURS. BUT THEN IN JANUARY, IT INCREASED TO A CREDIT OF $1.50 AND THEN INCREASED TO ZERO IN FEBRUARY, AND THE PC WAS AT ZERO FROM FEBRUARY ALL THE WAY TO THE END OF THE FISCAL YEAR. THAT RATE STABILIZATION FUND WE HAD A TARGET OF AN AVERAGE BALANCE OF 10 MILLION.
WITH THE DOD PROGRAM DID WAS KIND OF ESTABLISH AN AVERAGE.
WE SET A CEILING AT 12 MILLION, AND A FLOOR AT 8 MILLION, AND AT THE END OF SEPTEMBER 30TH, WE WERE AT 11.2 MILLION.
AND WHAT I REALLY LIKE TO DEFINITELY HIGHLIGHT IS HAVING THAT HEALTHY BALANCE AND THAT RATE STABILIZATION FUND, WE DID NOT HAVE TO REACT AT THE END OF JANUARY AND FEBRUARY IN THAT WINTER STORM HIT. IT ACTUALLY INCREASED OUR COSTS TO FLORIDA, MUNICIPAL POWER AGENCY, WHERE WE BUY OUR POWER FROM, AND WE DID NOT HAVE TO REACT.
WE DID NOT LOSE SLEEP. [LAUGHS] AND IT WAS BECAUSE WE KNEW THAT WE HAD BUILT OVER TWO YEARS.
WE BUILT THIS STABILIZATION FUND AND IT DID EXACTLY WHAT IT WAS INTENDED TO DO. WE DIDN'T HAVE TO GO BACK TO THE BOARD AND ASK FOR A DRASTIC INCREASE.
THAT STABILIZATION FUND IS THERE TO SHELTER OFF OF THESE UNEXPECTED SPIKES THAT ARE SHORT TERM.
AND WE RECOVERED VERY WELL FROM THAT, AND WE DIDN'T HAVE TO INCREASE THE PCA. PART OF THE DART PROGRAM ALSO WAS TO BUILD AN ADDITIONAL EMERGENCY RESERVE FUND.
THAT'S BEYOND WHAT'S IN OUR BOND COVENANTS.
SO OVER THE NEXT 10 YEARS, UNTIL FISCAL YEAR 34, WANTED TO SLOWLY BUILD UP A 5 MILLION-DOLLAR RESERVE FOR THAT, AND IN THE FIRST YEAR, FOR FISCAL YEAR 25 WE DID INCREASE OUR RESERVE NOW,
