AND/OR AS DURING NATIONAL SEXUAL ASSAULT AWARENESS MONTH, WE RECOMMIT OURSELVES TO LIFTING THE VEIL OF SECRECY AND SHAME SURROUNDING SEXUAL VIOLENCE, EXPANDING SUPPORT AND UNDERSTANDING FOR SURVIVORS AND STRENGTHENING OUR RESPONSE. AND WHEREAS AT EVERY LEVEL WE MUST WORK TO PROVIDE NECESSARY RESOURCES TO SURVIVORS OF SEXUAL ASSAULT, WITHOUT JUDGEMENT AND DIGNITY INCLUDING MEDICAL ATTENTION, MENTAL HEALTH SERVICES, RELOCATION AND HOUSING ASSISTANCE AND ADVOCACY DURING THE CRIMINAL JUSTICE PROCESS. THEY DON'T HAVE A DIFFERENT LOOK, THEY DON'T HAVE A DIFFERENT PERSONA. WHAT THEY DO HAVE IS A SECRET THAT THEY CAN SHARE OR THAT THEY ARE HIDING FROM. THE MORE THAT WE TELL PEOPLE ABOUT THIS, THE BETTER THEY CAN COME OUT AND FEEL AND GET THERAPY AND MOVE ON. WE SERVE KIDS OF ALL AGES, WOMEN, CHILDREN, MEN, KIDS, AND IT'S AMAZING TO SEE WHEN SOMETHING DOES HAPPEN TO A CHILD, WE HAVE THERAPY FOR THE FAMILIES BECAUSE THEY NEED TO UNDERSTAND WHAT THESE KIDS ARE GOING THROUGH AND VICE VERSA. I WAS ABLE TO SPEAK TO PEOPLE THAT I DIDN'T GET TO SPEAK TO BEFORE WHEN I WAS RIDING IN A CAR. THERE WAS EVERY ASPECT OF LAW ENFORCEMENT. I COULDN'T GET ENOUGH. MY PLEASURE WAS THE BICYCLE UNITS. ONCE I GOT ON A BIKE, YOU PROBABLY USED TO SEE ME DOWNTOWN ALL OF THE TIME. TO THIS DAY, I AM STILL WRITING. BUT I HAVE HAD A GREAT TIME. [00:10:01] AND THE S.W.A.T. HOWEVER, THE LOCATION AND TIMING ARE JUST AS CRITICAL, AND I HAVE CONCERNS ABOUT THE IMPACT OF THESE DECISIONS ARE NOT CAREFULLY COORDINATED. IF THE CITY GARAGE IS TAKEN OFF-LINE WHILE WE USE ACCESS TO THE JCPENNEY LOT, WE ALSO NEED SPACE FOR CONSTRUCTION VEHICLES. WE COULD BE CREATING A WORST-CASE SCENARIO FOR THE PARKING SITUATION. I WOULD ALSO ASK THIS BE FULLY EVALUATED AND PROPERLY PHASED BEFORE MOVING FORWARD. I ALSO WANT TO NOTE THE JCPENNEY LOT MAY NOT BE THE MOST IDEAL LONG-TERM LOCATION. THERE ARE OTHER POTENTIAL SITES THAT SHOULD BE CONSIDERED. WITH THE KING'S LANDING PROJECTS FILL IN THE BOW, THE PROPERTY COULD PRESENT ANOTHER OPPORTUNITY DEPENDING ON HOW THINGS EVOLVE. I WANT TO TALK ON OVERNIGHT AND RESIDENTIAL PARKING. DOWNTOWN IS NOT JUST A DESTINATION, IT'S A RESIDENTIAL AREA WITH APARTMENTS AND RESIDENTS TUCKED ROAD. I'M NOT SURE IF EVERYONE REALIZES HOW MANY APARTMENTS ARE INTEGRATED INTO THE DOWNTOWN. EVEN ON MY SIDE OF THE STREET, THERE ARE FOUR. MY BUILDING HAS A COUPLE. I UNDERSTAND THEY CONSULT AND IDENTIFIED 59 OVER 90 VEHICLES BUT THAT APPEARS TO BE BASED ON ONE SINGLE OBSERVATION. I ENCOURAGE MORE THOROUGH DATA COLLECTION BEFORE MAKING POLICY DECISIONS. I ALSO SUPPORT ADDING RESIDENTIAL PARKING BACK INTO THE CODE. AS IT STANDS, A 24-HOUR LIMIT REQUIRES RESIDENTS TO MOVE THEIR CARDS DAILY OR RISK BEING TICKETED OR BOOTED. THE SAME APPLIES TO THE CITY GARAGE. OF WANT TO ENCOURAGE LONG-TERM PARKING, THE RESTRICTION NEEDS TO BE REVISITED. IT WOULD HELP TO HAVE CITY EMPLOYEES TO PARK ON THE UPPER LEVELS, YOU BE LOWER LEVELS AVAILABLE FOR PATRONS. WE SHOULD ALSO LOOK AT SOLUTIONS LIKE SUNRISE THEATRE LAW FOR RESIDENTIAL PARKING. IT OFTEN GOES UNDERUTILIZED AND BE A CONTROLLED AND EFFECTIVE OPTION. OVER THE PAST WEEK, IT IS BEEN OPEN AND USED RESPONSIBLY. LOVING WITH OVERNIGHT PARKING WITH ALTERNATIVES GRADES CHALLENGES FOR RESIDENTS. IT MAY UNINTENTIONALLY PENALIZE RESPONSIBLE BEHAVIOR, SUCH AS SOMEONE CHOOSING NOT TO DRINK AND DRIVE, AND COULD DISCOURAGE PEOPLE FROM COMING DOWNTOWN. WE ALSO NEED TO LOOK AT IMMEDIATE SOLUTIONS. MARINA SQUARE IS HEAVILY -- IS ONLY HEAVILY USED A FEW HOURS A WEEK. ADDING -- CAN PROVIDE IMMEDIATE PARKING AND ENHANCE MARKET CONDITIONS. LASTLY REGARDING THE CONSULTANTS. THERE'S A CONCERN ABOUT CONTINUED SPENDING ON STUDIES ABOUT SEEING ENOUGH REAL IMPLEMENTATION. FROM MY PERSPECTIVE, THAT'S NOT AN OVERLY COMPLEX PROJECT. I BELIEVE WE CAN TAKE A MORE COST EFFECTIVE LOCALLY INFORMED APPROACH MOVING FORWARD. WHAT THEY ARE BRINGING TO THE TABLE ISN'T MUCH DIFFERENT THAN ANY OTHER DOWNTOWN CITY AND WE NEED MORE COMMUNITY INPUT, NOT JUST REACHING OUT ON FACEBOOK. I AGREE THAT WE DON'T NEED ANY MORE PARKING STUDIES. WE NEED TO EXECUTE SOME OF THESE STUDIES. THEY ALL ANSWER THE SAME THINGS. IN SIX YEARS, WE CONTINUE SAYING THE SAME THINGS, I CAME IN ON MY TIME TO MEET WITH THE PARKING ENFORCEMENT AT THE TIME -- THE CODE ENFORCEMENT AT THE TIME, AND DEDICATED TIME AND ALL OF THE MEETINGS THAT I CAME IN TO DO TO PUT THESE AMENDMENTS, THESE PARKING ORDINANCE AND RESOLUTIONS, NOTHING HAS BEEN IMPLEMENTED. THE CITIZENS AND THE COMMUNITY ARE DOING THIS AS VOLUNTEERS. WE ALSO SHOULD LOOK AT THE RFP FOR THE PARKING GARAGE. THE JCPENNEY LOT STUDY SHOWS FOR DECADES NOW THAT THAT WAS DESIGNED. THE CITY HAS ENGINEERED PLANS FOR THAT PARKING GARAGE OVER TEN YEARS AGO AND WE ARE STILL DOING STUDIES AND STILL TALKING ABOUT IT. THE ANSWER IS PARKING. AND PARKING ENFORCEMENT IS REQUIRED. DOWNTOWN, THIS GREAT A LOT OF PROBLEMS FOR BUSINESS OWNERS. THE STUDIES HAVE POINTED TO THE FACT THAT I KNEW PARKING SPOT IS WORTH THE THREE OR $400 PER SPOT FOR BUSINESS. WITH VEHICLES STAYING FOR DAYS AT A TIME WELL PAST THE HOURS DURING THE DAY, OVERNIGHT. IT TAKES UP THE SPOTS WITHOUT ENFORCEMENT THERE IS NO INITIATIVE FOR PEOPLE TO NOT KEEP COMMITTING THESE OFFENSIVES FOR PARKING. THE BIG THING IS WE HAVE TALKED ABOUT BUDGET AND THE AVAILABILITY FOR THIS TO HAPPEN. WE ARE ASKING THAT THERE IS SOME [00:25:06] ENFORCEMENT. MORE SPACES SHOULD BE ABLE TO FIT INTO THESE AREAS, SO THAT'S ONE OF OUR SIMPLE SOLUTIONS THAT WE WANT TO RECOMMEND AS WELL. WE'VE DECIDED UNANIMOUSLY TO ABANDON THE BID FOR PCI FOR PAID BEACH PARKING. THROUGH OUR DISCUSSIONS, IT HAS BEEN -- IT HAS BECOME CLEAR THAT THE COST FOR THE KIOSK THAT THE CITY WOULD BE RESPONSIBLE FOR WITH VANDALISM OR DAMAGE OR ANYTHING LIKE THAT AS WELL AS THE SHARE THAT WOULD GO TO THE PARKING, THE PARKING COMPANY, WE FEEL THAT IT WOULDN'T BE WORTH IT AT THIS POINT. THERE WOULDN'T BE ENOUGH REVENUE COMING THROUGH. OUR RECOMMENDATION WAS TO ABANDON THAT FOR BEACH PARKING FOR NOW. THE ORDINANCE PROHIBITS OVERNIGHT PARKING FOR ARENA SQUARE. WE HAVE IDENTIFIED THIS AS AN ISSUE ALL OVER DOWNTOWN, WITH THERE BEING NO ENFORCEMENT. PEOPLE PARK OVERNIGHT, STAY FOR WEEKS AT A TIME. IT CREATES A PROBLEM FOR RESTAURANTS, RESIDENTS, EVERYBODY, MARINA, EVERYTHING. WE FEEL THAT THAT NEEDS TO BE ADDED INTO PROHIBITS THE OVERNIGHT PARKING, SHIFTED INTO THE GARAGE OR FIND OTHER AVENUES FOR PEOPLE TO PARK. BUT WE WOULD LIKE TO SEE THAT ADDED AS AN ORDINANCE AS WELL. THIS IS THE BIG ONE, AND I THINK EVERYBODY KNOWS, THIS IS WHAT REALLY NEEDS TO HAPPEN. THERE'S DISCUSSIONS OF THE MARINA SQUARE BEING REDEVELOPED, WHICH WE WOULD LOSE SOME OR BETWEEN 144 AND 200 SPOTS FROM MY UNDERSTANDING. SO LOOKING AT LONG-TERM SOLUTIONS, WE NEED MANAGEMENT NOW. BUT PURSUE THE PARKING GARAGE IN THE FUTURE. WE HAVE IDENTIFIED THE JCPENNEY PARKING LOT AS THE MOST VIABLE OPTIONS. THERE ARE PREVIOUS PLANS IN PLACE. THERE'S BEEN A LOT OF DISCUSSION THAT THAT'S WHERE IT SHOULD GO. IT MAKES SENSE TO BE CLOSE TO THE MARINA, ESPECIALLY IF FUTURE PLANS INCLUDE REDOING MARINA SQUARE, DEVELOPING THAT. IT NEEDS TO HAPPEN FOR ANY OF THAT. WE NEED TO HAVE SOMETHING IN PLACE FOR PARKING BEFORE ANY MORE PARKING IS COMING. OVER THE PAST THREE YEARS, WE HAVE SEEN ON THE COMMITTEE LOST SPOTS. WE HAVEN'T ADDED ANY SPOTS, WE HAVE TAKEN AWAY WITH KING'S LANDING DEVELOPMENT AND OTHER THINGS LIKE THAT. REALLY BEFORE ANY OTHER SPOTS ARE THE INVENTORY, WE NEED TO HAVE A PLAN THAT THEY ARE GOING TO BE REPLACING AND ADDING TWO BEFORE WE START WITH OTHER DEVELOPMENTS. FOR SECOND STREET BETWEEN AVENUE A AND ORANGE, THE COMMITTEE HAS DECIDED THAT WE WOULD LIKE TO SEE -- WE WOULDN'T LIKE TO SEE ANY PERMANENT CLOSURE OF THOUGHTS. I REFER TO THE DOWNTOWN CORRIDOR FROM THE CITRUS BRIDGE DOWN TO THE SEAWAY, EAST OF THE INTERCOASTAL AND WEST U.S. ONE. AT THE TIME I TOOK IT UPON MYSELF TO DO THE STUDY, I DID THE ACTUAL TABULATIONS AND AT THE TIME, PRIOR TO KING'S LANDING, REMOVING PARKING FROM THE EQUATION, IN TOTALITY BETWEEN CITY-OWNED ASSETS AND LEASED ASSETS, WE HAD 2100 PARKING SPACES IN THE DOWNTOWN QUADRANT, PUBLIC PARKING SPACES. I'M NOT INCLUDING PRIVATE LOT OR PRIVATE CONTROLLED SPACES. SINCE THEN, THE NEXT LOSS DUE TO KING'S LANDING AND OTHER DEVELOPMENTS THAT HAVE COME FORWARD HAS CAUSED A NET LOSS FOR APPROXIMATELY 300 OF THOSE PARKING SPACES WHICH PUTS US SOMEWHERE IN THE VICINITY OF 18 -- IT'S ABOUT 250 SPACES L LOSS. SOME OF THAT WILL BE RECAPTURED WITH THE GARAGE FROM THE KING'S LANDING PROJECT BUT THE KEY COMPONENT TO THE MACTIER, ONE OF THE SPEAKERS COMMENTS HERE AND RYAN'S COMMENTS, WE'VE HAD FOUR STUDIES DONE ON THIS. THE COMMITTEE LABORED THROUGH THE COST OF A FULL-TIME PERSON VERSUS A PART-TIME PERSON AND IT WAS RECOMMENDED THAT TWO PART-TIME PEOPLE WOULD FILL THE ROLE WITH PRECISELY THE TYPE OF ENFORCEMENT THAT WE WOULD NEED ON WEEKENDS AND DOWNTOWN ON THE BEACH ET CETERA. BUT ONE PART-TIME PERSON 30 HOURS A WEEK IS SIMPLY NOT GOING TO DO IT. THAT'S WHAT WE'VE BEEN FUNDED FOR AT THIS POINT IN TIME. THE SECOND PORTION OF THIS THAT IS QUICKLY IMPORTANT IS THE GARAGE, THE ADDITIONAL GARAGE. AND IF YOU REALLY WANT TO FALL ASLEEP WELL AT NIGHT, TAKE HOME THE PARKING STUDIES AND READ THEM. IT IS NOT INVIGORATING READING MATERIAL. HOWEVER, IT DOES PAINT THE PICTURE PRECISELY AS THE CIRCUMSTANCES CURRENTLY EXIST IN THE CITY OF FORT PIERCE. NO ENFORCEMENT, LACK OF PARKING IN AREAS THAT WE NEED PARKING ET CETERA IS CREATING A MULTIPRONGED APPROACH OF NEGATIVITY TOWARD GENERATING NEW PARKING ASSETS AND MANAGING OUR CURRENT ASSETS BECAUSE THERE'S NO MANAGEMENT IN PLACE CURRENTLY. AND THAT'S WHAT THE CONSULTANT SAID. THERE IS ZERO MANAGEMENT PARKING ASSETS THROUGHOUT THE CITY OF FORT PIERCE. WE NEED TO GET THAT UNDER CONTROL. WE NEED TO TAKE RESPONSIBILITY. THE SECOND STEP IS MY ANALYSIS INDICATES THAT, AND BASED ON THESE STUDIES, ONE OF THE FLAWS WITH THE FOUR STUDIES THAT WE HAD IS ALL THESE STUDIES THINK ANY PIECE OF VACANT LAND IN DOWNTOWN FORT PIERCE IS AVAILABLE TO THE CITY OF FORT PIERCE. I HAVE NEVER HEARD SUCH AN ASININE STATEMENT. A PRIVATELY OWNED CONTROLLED PIECE OF PROPERTY IS NOT AVAILABLE IN THE CITY OF FORT PIERCE TO GO BUILD A GARAGE ON. IN MY OPINION, THE STUDIES WERE FLAWED SIGNIFICANTLY BY IDENTIFYING THESE TRACKS WHICH TELLS THE PROPERTY OWNER, MY PROPERTY JUST DOUBLED IN VALUE. IF THE CITY IS SNIFFING AROUND, YOU KNOW WAS GOING TO HAPPEN TO THE COST. SO THE JCPENNEY PARKING LOT OR THE BISTRO PARKING LOT, HOWEVER YOU WANT TO REFER TO IT, HAS LOGICALLY BEEN THE BEST LOCATION TO PUT A CITY GARAGE ON CITY-OWNED REAL ESTATE. THE CONSENSUS SEEMS TO BE THAT WE NEED A GARAGE THAT WILL HAVE A CAPACITY SOMEWHERE IN THE VICINITY OF 500 VEHICLES. $30,000 PARKING SPOTS. YOU DON'T NEED A CALC LEADER TO FIGURE OUT IS $15 MILLION OF MONEY THAT THE CITY OF FORT PIERCE DOESN'T HAVE EXCEPT IN THE CAPACITY OF BONDING CAPABILITY. THE INTERESTING PART OF THE COST ANALYSIS, AND IF SOMEONE WAS FINANCED, THEY COULD ANSWER THIS SPECIFICALLY BUT EVERY YEAR YOU RECALL THAT I ASK SPECIFICALLY, I WANT AND ANALYSIS, I WANT LONG-TERM BONDING RESPONSIBILITIES ROLLING OFF THE BOOKS. WITH THAT WILL PREVENT IS APPLICATIONS FOR MOVING FORWARD, APPLICATIONS BEING APPROVED BY THE CITY COMMISSION IS TO FIND OUT THAT THE APPLICANT CAN'T MOVE FORWARD BECAUSE THEY ARE NOT COMPLYING WITH ZONING REGULATIONS. THE THIRD RECOMMENDATION IS TO INCLUDE A CLAUSE FOR THE LIENS WAIVED IF DEVELOPMENT IS NOT COMPLETED WITHIN THE TIME FRAME PROVIDED IN THE PROGRAM. THERE ARE TWO-TIME FRAMES PROVIDED. THE BUILDING PERMIT BEING OBTAINED WITHIN ONE YEAR FROM THE APPLICATION AND ISSUANCE OF THE CERTIFICATES OF OCCUPANCY WITHIN TWO YEARS OF APPROVAL. A CLAUSE WOULD PROTECT THE CITY'S INTEREST IN BEING ABLE TO RECOUP THE COSTS THAT WERE WAIVED IF THAT DEVELOPMENT IS NOT COMPLETED. WE ALSO RECOMMEND THAT THE PROPERTY HAVE A LIEN WITH HARD COSTS ASSOCIATED WITH IT TO BE ELIGIBLE.
