WE HAVE SOMEBODY HERE FROM THE SMALL BUSINESS. WHEREAS THE SMALL BUSINESSES ARE THE ENGINE OF THE AMERICAN ECONOMY AND THE INDUSTRY OF THE FREE AND PROSPEROUS NATION FOR MORE THAN 99% OF ALL SECTOR EMPLOYERS AND CREATING MORE JOBS NATIONWIDE AND WHEREAS FOR OUR FARMS AND FACTORY FLOORS TO TECHNOLOGY, SMALL BUSINESSES DRIVE INNOVATION, AND STRENGTHEN LOCAL ECONOMIES AND KEEP AMERICA COMPETITIVE, SECURE AND STRONG. SO WHEREAS, STUDENTS -- OR SCHOOLS SPONSOR STUDENT ACTIVITIES IN ORDER TO PROVIDE STUDENTS WITH VITAL EXPERIENCE AND HAVING A VOICE IN MATTERS OF COMMON CONCERN AND REPRESENTING DIVERSE INTEREST AND STUDENT LEADERS, AND WHEREAS STUDENTS ARE A POSITIVE LEADER ON THEIR PEERS AND MODELING GOOD BEHAVIOR IN AND OUT THE CLASSROOM AND HAVE A POSITIVE ENVIRONMENT ON ACADEMIC IN THEIR SCHOOLS, AND WHEREAS, THEY DO NOT DEVELOP SOUND LEADERSHIP SCHOOLS, AND HAVE COUNSEL TO HELP THEM DEVELOP THE ESSENTIAL TRAITS OF A LEADER. THIS IS THE THIRD YEAR OF THIS PROCLAMATION, AND ONE OF THE MOST VALUABLE LESSONS THAT STUDENTS IN STUDENT GOVERNMENT LEARN IS SETTING OFF TO DO THE RIGHT THING AND NOT LOOKING FOR A THANK YOU OR RECOGNITION GOES A LONG WAY. AND THIS IS ONE OF THE FEW RECOGNITIONS THAT WE HAVE AS WE COME TO THE END OF THE YEAR. SO THANK YOU FOR DOING THIS FOR US. THE CREW IN STUDENT GOVERNMENT, THEY LEARN PLANNING, BUDGETING, RUNNING VENTS AND MOST IMPORTANTLY, YES, WE COME TO THE END OF THE YEAR, THEY GO THROUGH THEIR INTERVIEW AND APPLICATION PROCESS TO BECOME A PART OF THE STUDENT GOVERNMENT OR REMAIN IN STUDENT GOVERNMENT. SO IT'S A BITTERSWEET STORY AS WE HAVE SENIORS GRADUATING. IT RUNS FROM FRESHMAN TO SENIOR YEAR STUDENTS. SO IT'S A WIDE RANGE OF PEOPLE, AND SOMETIMES WE HAVE PEOPLE IN IT ALL FOUR YEARS. AND IF IT'S OKAY, I'D LIKE TO HAVE THE PRESIDENT SAY A FEW WORDS. AND WITH THAT BEING SAID, I HAVE TO SAY WE HAVE A VERY SPECIAL CASE THIS YEAR. OUR PRESIDENT IS ALSO OUR SAL VICTORIAN, GRADUATING AT THE VERY TOP OF THE CLASS. I DON'T KNOW IF THAT'S BEEN DONE, AN SGA PRESIDENT THAT'S DONE THAT, SO IT'S GOING TO BE SAD TO SEE HER GO, BUT WE HAVE PEOPLE THAT SHE'S LED AND OTHERS THAT ARE BIND TO PICK UP WHAT WE'RE LEAVING THIS YEAR.

SHE'S GOING TO SAY A FEW WORDS. >> GOOD EVENING, MAYOR, COMMISSIONERS, FACULTY, STAFF AND MEMBERS OF FORCE PIERCE COMMUNITY. MY NAME IS ESABELA, AND I'M THIS YEAR'S STUDENT GOVERNMENT PRESIDENT. ON BEHALF OF FORCE PIERCE HIGH SCHOOL GOVERNMENT ASSOCIATION, I WANT TO THANK THE CITY OF

FORCE PIERCE FOR RECOGNIZING US TODAY. THIS YEAR HAS BEEN A YEAR OF GROWTH, NEW IDEAS AND NEW OPPORTUNITIES FOR STUDENT GOVERNMENT. AS AN ORGANIZATION, WE TAKE PRIDE IN STRENGTHENING SCHOOL SPIRIT. WHILE MAKING SURE STUDENTS FEEL REPRESENTING AND HEARD. EVERY PROJECT WE TAKE ON AND ROOTED IN THE SAME GOAL, STRENGTHENING THE CONNECTION BETWEEN OUR STUDENTS, OUR SCHOOL AND OUR COMMUNITY. ONE OF THE WAYS WE EXPANDED THAT MISSION THIS YEAR WAS THROUGH OUR WELLNESS SERIES. THIS SERIES ALLOWED US TO CREATE EVENTS AND ACTIVITIESICATORED TOWARDS DIFFERENT AREAS OF STUDENT WELLNESS, GIVING STUDENTS THE CHANCE TO REFLECT, RESET AND FEEL SUPPORTED THROUGHOUT THE SCHOOL YEAR. IT INCLUDES STRESS AND WELLNESS AND BALANCE AND TALENTS, BUT THE PURPOSE WENT BEYOND THE THEME ITSELF. EACH MONTH GAVE US A WAY TO START CONVERSATIONS ABOUT WHAT STUDENTS NEEDED, WHETHER IT WAS TAKING CARE OF THE SPACE AROUND US, MANAGING PRESSURES OR FINDING HEALTHIER WAYS TO HANDLE THE DEMANDS OF STUDENT EDUCATION. THROUGH THE SERIES, WE WERE ABLE TO SHOW THAT THE IMPACT REACHES BEYOND SCHOOL SPIRIT.

IT ALSO INCLUDES HELPING A CAMPUS ENVIRONMENT WHERE STUDENTS FEEL ENCOURAGED, SUPPORTED AND VALUED. ONE OF THE MOST MEANINGFUL ENVIRONMENTS WAS THE FOCUS GROUP. WE REVIEWED OVER 3,000 STUDENT SURVEY RESPONSES. FROM THOSE RESPONSES, WE SELECTED A GROUP OF STUDENTS WHO REPRESENTED DIFFERENT EXPERIENCES AND PERSPECTIVES ACROSS CAMPISH. WE LISTENED TO THEIR FEEDBACK, DISCUSSED WHAT WE FELT STUDENTS WERE WORKING AND IDENTIFIED AREAS WHERE THEY FELT OUR SCHOOL COULD CONTINUE TO GROW, AND THEN WE PRESENTED THOSE EXPERIENCES TO THE ENTIRE FACULTY AND STAFF WITH POTENTIAL SOLUTIONS. THIS GAVE STUDENTS A REAL VOICE IN SCHOOL IMPROVEMENT AND ALLOWED THEM TO HEAR DIRECTLY FROM THE PEOPLE THEIR DECISIONS IMPACT EVERY DAY. THIS YEAR, WE ARE PROUD NOT ONLY OF WHAT WE HAVE ACCOMPLISHED, BUT ALSO THE BOND WE HAVE BUILT ALONG THE WAY. THROUGH EVERY EVENT, PROJECT AND CONVERSATION, WE GREW INTO A TEAM THAT SUPPORTED ONE ANOTHER AND WORKED TOGETHER TOWARDS A SHARED PURPOSE. WE ARE GRATEFUL FOR THIS RECOGNITION AND PROUD TO REPRESENT FORT PIERCE CENTRAL HIGH SCHOOL TODAY. THANK YOU.

THE CHARTER IS CLEAR. I PROVIDED BACKUP DOCUMENTATION THAT PROVIDED THERE DIFFERENT LEGAL AUTHORITIES FROM FLORIDA SUPREME COURT ACTIONS, OPINIONS BY THE ATTORNEY GENERAL, STATE OF FLORIDA, AS WELL AS LANGUAGE FROM OUR OWN CHARTER AND STATE OF FLORIDA STATUTES. I THINK IT'S IMPORTANT THAT WE OPERATE OUR ACTIONS AND OUR OPERATIONS AS CITY GOVERNMENT FOR THE CITIZENS OF THIS COMMUNITY BY THE CITY CHARTER AND THE ROLES RESPONSIBILITY AND AUTHORITY GIVEN TO THIS CHARTER. SO I ASK THAT YOU RESEND THAT AND HAVE THE CONVERSATION TONIGHT.
