MY NAME IS MIKE JONES. I'M REPRESENTING NEW HOPE HUMANE SOCIETY. AND MY COMMENTS ARE IN REFERENCE TO A MEMORANDUM FROM THE PURCHASING AGENT TO PEGGY DATED JANUARY 9, 2019. MY PURPOSE IS TO REQUEST THE CITY FOLLOW IT OWN RFP EVALUATION GUIDELINES AS STATED IN SECTION 6J OF RFP INSTRUCTION WHICH STATES THE CITY OF FORT PIERCE SHALL APPOINT AN EVALUATION COMMITTEE EVALUATE PROPOSALS. I BELIEVE WAS DECIDED BY VOTE THE EVALUATION COMMITTEE WOULD INCLUDE THREE CITY STAFF AND ONE ST. LOUIS SI COUNTY STAFF MEMBER.

I WOULD LIKE TO HIGHLIGHT A LETTER REJECTING RECOMMENDING REJECTING NEW HOPE'S PROPOSAL THAT WOULD MISLEAD MADAM MAYOR AND THE COMMISSIONERS. IN THE MEMORANDUM THE PERSON STATES I RECOMMEND REJECTING THE SUBMISSION DUE TO FAILURE TO ADHERE TO SCOPE OF WORK AS STATED IN THE PROPOSAL DOCUMENT.

THERE IS NO SCOPE OF WORK SECTION OR DEFINITION IN THE RFP INSTRUCTIONS. THERE IS A STATEMENT OF WORK SECTION HOWEVER NEITHER SECTION REFERENCES EXPERIENCES OR QUALIFICATIONS A. DIVISIONALLY ANOTHER POTENTIAL ERROR IS ITEM 1 WHERE THE MEMORANDUM STATES THEY LACKED EXPERIENCE AND QUALIFICATIONS INDICATED IN THE SCOPE OF WORK.

THIS REGARDING THE NONEXISTING SCOPE OF WORK, DR. LINDA SNIDER D MV HAS OVER 40 YEARS OF EXPERIENCE.

MOVING ON , THIS MORNING A COUPLE OF GOOD THINGS. THIS MORNING AT A COUNTY COMMISSION MEETING THE COUNTY IS CONSIDERING A RETAIL SALES OF PUPPY MILL PUPPIES BANNED. NO PUPPY MILL PUPPIES BEING SOLD OUT OF PET STORES AND PROMOTING PET STORES TO SELL RESCUED ANIMALS AND ADOPT OUT ANIMALS. THAT WOULD GREATLY REDUCE OUR INPOUND PROBLEM. I THINK THAT'S PORT ST. LOUISY MAYOR IS GOING TO SENATOR. ALSO AT TODAY'S MEETING IS NOW GOING CONSIDER THE DIFFERENTIAL REGISTRATION ORDINANCE WHICH WE HAVE IN PLACE AND SETTING THAT IN PLACE AGAIN A MORE PROACTIVE WAY OF ADDRESSING OUR ANIMAL POPULATION LIKE WE HAVE INCLUDING INCREASING SPAY NEUTER PROGRAMS. I'M PROUD TO SAY WE HAVE DONE THAT AND NOW THEY ARE GOING TO CONSIDER. THAT THOSE ARE A COUPLE OF GOOD THINGS. THE NEXT THING AS FAR AS THE SHELTER I'M HOPING YOU ARE GOING TO MOVE ON THE SAVANNAH ROAD IMPROVEMENTS AND THE FOUNDATION IS OFFERING TO MAKE A $15,000 MATCHING PLEDGE FOR CAPITAL IMPROVEMENTS, MATCHING PLEDGE UP TO $15,000 FOR CAPITAL IMPROVEMENTS.

I'D LIKE TO SEE THAT INVESTED IN THE DOGGINES DOG RUNS AND WHEREY WOULD LIVE AND STAY WHEN THEY ARE AT THE SHELTER.

WE'RE STILL IN THE AUDIT PROCESS AND THERE WILL BE CONTINUED RECONCILIATION TO OUR ACCOUNTS. AS IT STANDS WE'RE SHOWING ALL OF THE FUND EVALUATIONS. WE STILL HAVE THE SAME TWO FUND, OUR GOLF COURSE AND SUNRISE THEATER WE HAVE SOME ISSUES WITH. WE'LL SEE AS WE MOVE FORWARD AS TO WHAT ARE. AS WE LOOK AT OUR GENERAL FUND, OUR PROJECTED REVENUE SHORTAGES AND OAF RAJS, WE DO DOLLARS HAVE A GOODYEAR AS TO OUR REVENUE OVERAGES.

YOU CAN SEE OUR AD VALOREM WHERE WE WERE ABOVE WHAT WE BUDGETED AS WELL AS OUR LOCAL OPTION GAS TAX AND SOME OF THE OTHERS.

MAJOR ONE IS OUR UTILITY TAX. WE WERE ABOUT 381,000 ABOVE WHAT WE BUDGETED IN THOSE LINE ITEMS. OUR FEDERAL AND STATE GRANTS, THOSE WERE FEMA REIMBURSEMENTS. WE GOT $190,000 FOR THERE.

OUR STATE SHARED REVENUE AND THE HALF SALES TAX WERE OVER AND ABOVE WHAT THE STATE SAID THAT WE WOULD RECEIVE IT WAS OVER AND ABOVE WHAT IT WAS THAT WE GOT. YOU DO SEE THE HALF CENT INFRASTRUCTURE SALES TAX REVENUE COMING IN.

THAT'S HOW MUCH LAST FISCAL YEAR THAT WE GENERATED.

OUR ALARM PERMIT VIOLATIONS CONTINUE TO INCREASE.

THAT'S ABOUT 94,000 ABOVE WHAT WE BUDGETED AS WELL AS OUR INTEREST ON INVESTMENTS. THAT WAS $194,000 ABOVE WHAT WE BUDGETED AND MAINLY THAT IS BECAUSE IN THE PAST WE HAVE ALWAYS TAKEN A PORTION OF OUR DORMANT REVENUE AND PUT IT IN A ONE YEAR CD. SOMETHING THAT WE COULD LICK WAFFIE QUICKLY IF WE NEEDED TO. AND I LOOKED AT WHAT WE ARE GETTING FOR THE CD AS OPPOSED TO WHAT WE WERE GETTING FROM OUR SWEEP ACCOUNTS AT THE BANK. SO IT WAS BETTER FOR US TO SWEEP THROUGH THE BANK AS OPPOSED TO THE CD AND AS A RESULT WE GARNERED WAY MORE MONEY THAN WE HAD BEEN IN THE PAST.

THAT'S WHY YOU SEE OUR INVESTMENT INCOME SO MUCH GREATER THAN WE HAD IN THE PAST. AND ALSO YOU SEE END FUND BALANCE. AND WE APPROPRIATED 139,000 TO BE USED -- $839,000 TO BE USED IN OUR BUDGET.

HOWEVER THERE WERE PROJECTS THAT CAME UP IN THE YEAR THAT WERE APPROVED THAT WE APPROPRIATED FUND BALANCE TO PAY FOR.

THAT WAS THE INFRASTRUCTURE THAT WAS THE BREAKDOWN FOR THAT.

THEN WE HAD OUR POLICE RAISES. WE BUDGETED 3% HOWEVER THEY WERE GIVEN 4.5%. THAT ADDITIONAL 1.5% INCREASE WAS SEEN IN SALARIES AS WELL AS THE OVER TIME.

ONCE YOU INCREASE THE WAGE, IT AFFECTS EVERYTHING THAT IS TIED TO THAT. IT'S RETIREMENT INCREASE.

EVERYTHING. ALL OF THAT COLLECTIVELY AND THE EXPENSES AND PROJECTS THAT CAME UP, WE USED AN ADDITIONAL 880,000 FOR OUR FUND BALANCE TO HELP FUND THOSE EXPENSES.

AND AGAIN, HERE IS THE BREAKDOWN OF THE EXPENSE AND THE SALARY AND BENEFITS IT WAS $579,000 ABOVE WHAT WAS THERE AND AGAIN THAT IS THE POLICE AS WELL AS WE HAD SOME EMERGENCY DISASTER PREPAREDNESS IN THERE FROM THE OVERTIME RATES THAT WERE BEING PAID OUT FOR EMPLOYEES THAT HAD TO WORK IN THE PREAND POST TIME FOR THAT AS WELL. OUR EXPENDITURE LINIMENT AGAIN THAT IS SOME OF THOSE EXPENSES THAT ARE IN THERE.

ONE OF THE MAIN THINGS TOO THAT WAS AN ITEM THAT WAS NOT BUDGETED FOR WAS OUR PROPERTY AND CASUALTY INSURANCE COST ADJUSTMENT. $260,000 OF THAT IS THE

UNBUDGETED AMOUNT WE HAD AN INCREASE IN OUR PROPERTY AND

CASUALTY INSURANCE. >> THAT WAS THE INCREASE?

BOOKS FOR THEM. >> IT'S MY UNDERSTANDING THAT WAS HURRICANE MICHAEL AND SOME OF THE OTHER BUILDUP FROM THE

OTHER TWO HURRICANES. >> THE EXPLANATION WE WERE GIVEN WAS THE INDUSTRY WIDE BECAUSE OF THE DISASTER NATIONWIDE.

SO BUT WE ARE THIS CURRENT MARCH WE WILL BE WORKING WITH OUR INSURANCE CONSULTANT FOR AN RFP JOUST IF IT COMES BACK THAT IS THE INDUSTRY NORM AND THAT'S WHAT WE'RE GOING TO BE PAYING.

IT'S PRUDENT FOR US TO GO TO MARKET AND SEE IF THAT IS WHAT WE'RE GOING TO CONTINUE TO PAY OR IF WE CAN GET A DEDUCTION IN SOME FORM. OUR CAPITAL COST AGAIN I'VE EXPLAINED MOST OF THAT CAPITAL COST THAT IS IN THERE FOR THOSE PROJECTS. WE HAVE THE SALES TAX REVENUE THAT IS THERE AND THE NONOPERATING TRANSFER IS SOME OF THE VEHICLES, SOME OF OUR VEHICLES THAT ARE ON THE BOOKS.

WE HAVE TO SHOW THEM AND IT'S JUST ACCOUNTING.

WE SHOW THEM COMING UP AS REVENUE BUT THEN WE HAVE TO SHOW IT ON THE EXPENSE SIDE AS WELL. IT NETS TO ZERO ON THE BOOKS ONCE WE INITIALLY TAKE THE ASSETS SET AND THEN WE PAY IT OVER COST USE DURING THE ANNUAL PAYMENT.

YOU'LL SEE THE YEAR WE ATTAIN THE ASSET AS ONE BIG EXPENSE.

BUT YOU'LL SEE REVENUE ON THE CASH SIDE FOR THAT SAME EXPENSE.

YEAR ONE NETS TO ZERO. IN THE CAPITAL LINE ITEM YOU'LL

SEE AT THE END OF THE FISCAL YEAR THE FUND BALANCE IS 646 NEGATIVE FOR GOLF COURSE AND 1.1 MILLION FOR SUNRISE.

BUT A PORTION OF THAT WE TOOK OUT AND MOVED OVER THE SHIP TO PAY FOR IT WAS REVENUE THAT WAS FROM THE MORTGAGE SALES THAT WERE FOR THE REHAB IMPROVEMENTS THAT MONEY WAS TO BE ALLOCATED TO. WE TRANSFERRED THE MONEY OVER TO PAY FOR THOSE EXPENSES. I'LL TAKE ANY QUESTIONS BEFORE

WE DID GET POSSESSION OF THE SHELTER NOVEMBER 9.

AND THEN DECEMBER 12 WAS WHEN ALL BID WERE DUE AND ONLY ONE BID WAS SUBMITTED. ON JANUARY 9 OF THIS YEAR, AFTER REVIEWING THE SUBMITLE THE PURCHASING DEPARTMENT RECOMMENDED REJECTING THE SUBMISSION DUE FAILURE TO ADHERE TO THE SCOPE OF WORK AND REBID WITH REVISED SPECIFICATIONS.

I AM IN AGREEMENT WITH THAT. I BELIEVE THAT THE BID THAT WAS SUBMITTED DIDN'T MEET ALL THE CRITERIA WE WERE ASKING FOR AND THE NEXT SLIDE WILL EXPLAIN MORE WHAT THE FEEDBACK I GOT.

WHAT ARE THEY GOING TO BE BIDDING ON AND THEN I HAD ANOTHER COMMENT FROM ONE WHO IS NOT PART OF THE BID PROCESS WHO REVIEWED IT WHO SAID WE COULD HAVE GONE FURTHERER IN GETTING IT OUT TO SOME OF THE NATIONAL ORGANIZATIONS.

I CONDUCTED A COMPLETE ASSET INVENTORY.

THERE WAS QUITE A BIT OF ITEMS LEFT IN THE FACILITY WHEN THE HUMANE SOCIETY LEFT. WE DID A COMPLETE ASSET INVENTORY OF EVERYTHING. IT WAS IDENTIFIED AS DISPOSE OF.

TRANSFER TO ANIMAL CONTROL OR REMAIN IN THE FACILITY.

THINGS THAT REMAINED ARE THEY LEFT STAINLESS STEEL CAT CAGES.

THEY ARE GOING TO STAY BUT BECOME AN ASSET OF THE CITY.

WE STARTED THE INITIAL ASSESSMENTS CONDUCTED OF ALL THE CRITICAL ITEMS. UNFORTUNATELY THE MECHANICAL ELECTRIC AND PLUMBING, THEY WERE ALL FOUND DEFICIENT AND IN NEED OF FURTHER ASSESSMENT. THERE WERE DESK AND FILE CABINETS AND PAPERS AND A WIDE VARIETY OF IAMS. THEY'VE ALSO BEEN WORKING ON HELPING US REMOVE THE CARPETING, WOOD PANELING AND THOSE TYPES OF THINGS AHAVE TO BE REMOVED AS PART OF OUR PROCESS AND THAT IS STILL ONGOING. IT'S FOR THE SAFETY OF THE ANIMALS AND THE STAFF. IT IS AN EXPENSE THAT HAS TO BE CONSIDERED AND WE'RE RECOMMENDING AND THIS WAS A PROFESSIONAL RECOMMENDATION THE CEILING AND INSTALLATION BE REMOVED. THE INSTALLATION IS SMELLS.

IT HAS HAD BUGS AND RODENTS AND EVERYTHING THAT GOES ALONG WITH IT. THE ONLY WAY TO GET RID THAT HAVE IS REMOVE THE CEILINGS AND INSTALLATION AND REPLACE IT WITH DROP CEILINGS WHICH IS BETTER ANYHOW AS THE NEW SYSTEMS GET INSTALLED. ARE YOU CONCERNED ABOUT

INDOOR AND OUTDOOR SPACE. BUILDING C DOES HAVE SMALLER KENNELS. BUT THESE ARE CONDO C SIZE KENNELS. IT'S INDOOR AND OUTDOOR.

THE FACILITY IS WORTH THE REHAB. I TOOK OVER FOR JT ABOUT A YEAR AGO. SQUARE FOOTAGE I DON'T KNOW EXACTLY WHAT THE SQUARE FOOTAGE OF THE FACILITIES ARE.

I'M GUESSING THAT THE MAIN OFFICE AREAS ARE BETWEEN 8-10,000 SQUARE FEET WITH THE MAIN BUILDINGS OUT FRONT.

THE OTHER FACILITIES LIKE I SAY I DON'T HAVE THE EXACT NUMBER SQUARE FOOTAGE IN THE KENNEL BUILDINGS AS WELL.

WITH PORT ST. LUCIE SOLELY UTILIZING THE HUMANE SOCIETY BUILDING, IT'S GOING TO REDUCE THE IMPACT ON THIS.

YOU ARE NOT GOING TO -- THERE WERE TIMES WHEN BY FRIDAY EVERY PEN WAS FULL, OVERLOADED, OVERCROWDED.

HOPEFULLY THAT SITUATION WON'T OCCUR BECAUSE THE NUMBER OF ANIMALS WILL BE REDUCED WITH NOT HAVING THE PORT ST. LUIE INTAKE IN THIS FACILITY. HOPEFULLY THAT WILL REDUCE THAT.

I THINK THAT PEGGY HAS A TREMENDOUS RELATIONSHIP WITH HER COHORTS AT ST. LUCIE COUNTY.

SO THE ONE IMPROVEMENT REGARDING ACCESS AS STATED EARLIER, THE NEED FOR A RIGHT TURN LANE AND LEFT TURN LANE AT THE ENTRANCE OF THE SITE ALONG JENKINS ROAD , THE OTHER IMPROVEMENTS THAT WERE LISTED IS THE INTERSECTION OF EDWARD AND SYLVITES.

TO QUALIFY IT WILL BE FAILING WHERE HE FELT TO PROVIDE A SOLUTION TO THAT INTERSECTION TO SHOW WHAT WOULD BE NEEDED TO IMPROVE THAT INTERSECTION TO BE AN ACCEPTABLE SERVICE.

THE ANSWER WAS WE NEEDED TO ADD A RIGHT TURN LANE AND TWEAK THE TIMING OF THE SIGNAL FOR THAT INTERSECTION TO BE OPERATING AT AN ACCEPTABLE LEVEL OF SERVICE. BUT THE NEW SCHOOL PROJECT IS NOT THE CAUSE OF THAT FAILURE. IN FACT , THE SCHOOL TRAFFIC IS ADDING 6.3% TO BE EXACT OF THE TOTAL TRAFFIC IMPACTING THAT INTERSECTION. I JUST WANTED TO CLARIFY IT'S NOT SCHOOL THAT IS CAUSING THAT INTERSECTION TO FAIL.
