>> THANK YOU. I AM BEFORE YOU TO REPORT ON THE FISCAL YEAR 2019 CAPITAL BUDGET CARRY OVER. OF THE INTO EACH FISCAL YEAR FUNDING FOR SOME CAPITAL PROJECTS MAY REMAIN UNSPENT. IN JUNE 2019 THE BOARD APPROVED AUTHORIZATION FOR STAFF TO CARRY OVER BUDGETED FUNDS FOR PARTIALLY COMPLETED PROJECTS WITHOUT ADDITIONAL BOARD APPROVAL. THE FISCAL YEAR CAPITAL BUDGET CARRY OVER IS SLIGHTLY OVER $12 MILLION. THE REPORT YOU PROVIDED IN YOUR PACKETS CONTAIN A LIST OF PACKETS. THE AMOUNT SPENT ON EACH OF THESE PROJECTS AS OF SEPTEMBER 30 AND BUDGET AMOUNTS TO BE CARRIED OVER.F YOU LOOK AT THE REVISED REPORT YOUR PROVIDED PRIOR TO THE MEETING, AND HAS A PERCENTAGE COMPLETE INFORMATION.

THE BREAKDOWN OF FUNDING IS AS FOLLOWS. 66 PERCENT OF THE CARRYOVER AMOUNT IS RATE FUNDED WHICH AMOUNTS TO $8 MILLION. 22 PERCENT FUNDED BY CAPITAL IMPROVEMENT CHARGES, A PERSON IS FUNDED BY A GRANT FOR DIGIORGIO ROAD THROUGH THE REMAINING FOUR PERCENT IS FUNDED BY CONTRIBUTIONS IN AID. OF THE $8MILLION IN CARRYOVER FUNDED , 2.8 IS FOR AMI. REMEMBER FPUA IS USING THE 2.4 MILLION FOR THE TIMELINE TO GET AMI OFF THE GROUND.ROJECT SUCH AS MIDWAY ROAD AND KINGS HIGHWAY ARE MULTIYEAR PROJECTS AND THEY ARE REQUIRED BY F DOT AND THE COMPLETION IS DEPENDENT ON THE CONTRACTORS TIMELINE.

WATER AND WASTEWATER PROJECT SUCH AS EDWARD RHODES, THE STATION E PUMP UPGRADE, ORANGE AVENUE 16 INCH FORCE MAIN AND THE IW RF EMERGENCY SAMBA GENERATOR ARE ALL PROJECTS THAT HAVE EITHER BEEN COMPLETED OR NEARLY COMPLETED DURING THE FIRST FOUR MONTHS OF FISCAL YEAR 2020. CARRYOVER IS IN THE MINISTRY OF TOOL THAT ALLOWS MULTIYEAR PROJECTS TO CONTINUE WITHOUT HAVING TO MOVE BUDGET MONEY FROM OTHER PROJECTS AND REDUCES DOUBLE BUDGETING. BECAUSE WE BUDGET BY PROJECT IN THESE PROJECTS INCLUDED IN THE FISCAL YEAR 2019 THROUGH 2024 CAPITAL IMPROVEMENT PLAN, THESE AMOUNTS WERE ALREADY CALCULATED IN DEVELOPING RATES. THE $12 MILLION CARRYOVER HAS NO ADDITIONAL IMPACT ON RATES.

MY NAME IS MICHAEL MARTIN AND I'M HERE TO GIVE YOU A BRIEF INFORMATIONAL PRESENTATION ABOUT THE GENERATOR PROJECT THAT JUST WRAPPED UP LAST MONTH AT THE ISLAND WATER RECREATION FACILITY. I HAVE INFORMATION HERE AND SOME BEFORE, DURING AND AFTER PHOTOS I WOULD LIKE TO SHOW YOU YOU MIGHT FIND INTERESTING PAREN FIRST A LITTLE BIT OF BACKGROUND. IT'S FED POWERED VIA TWO DISCRETE SUBSTATION FEEDERS IN THE EVENT OF ONE OF THESE FEEDS GOING DOWN, WE HAVE THE ABILITY TO MANUALLY THROW A TIEBREAKER AND ENERGIZED THE ENTIRE PLANT OFF OF ONE SIDE. WE CAN DO THAT INDEPENDENTLY OF EACH OTHER. USUALLY IS A SHORT OUTAGE AND WE REVERT TO THE DUAL FEEDER SET APPEARING IN THE EVENT OF AN EXTREME HURRICANE, TROPICAL STORM WERE ALL POWER IS LOST, AT THAT POINT IT IS A MATTER OF HOURS BEFORE WE HAVE A SURFACE WATER RIVER DISCHARGE.

OBVIOUSLY A SURFACE WATER DISCHARGE LEADS TO POSSIBLE VIOLATIONS OF OUR PERMIT, THE FINES ASSOCIATED WITH THE VIOLATIONS, NEGATIVE PUBLIC IMAGE AND BAD PRESS.

WE WANT TO KEEP OUR NAMES OUT OF THE PAPER FOR WRONG REASONS. ALSO LEADS TO POSSIBLE TO CONTAMINATION AND POLLUTION OF THE RIVER, WHICH ALL OF US WANT TO AVOID AT ALL COSTS.

DURING ACTIVE STORM TIME AND RECOVERY DURING HURRICANE IRMA, WE DID EXPERIMENT MULTIPLE SERVICE WATER DISCHARGE IS RELATED TO THE STORM. THESE LED TO THE CONSENT ORDER AGREEMENT BETWEEN THE DEP AND FPUA, WHICH OUTLINED MULTIPLE MANUALLY AGREED UPON CORRECTIVE AND PREVENTIVE ACTIONS THAT NEEDED TO TAKE PLACE, NAMELY THE GENERATOR PROJECT WHICH NEEDED TO BE INSTALLED. OBVIOUSLY, AS MOST OF YOU KNOW, THE BOARD APPROVED A SPECIFIC AUTHORIZATION FOR THE AMOUNT OF NOT TO EXCEED 2.9 MILLION FOR IN-HOUSE GENERATOR PROJECT.

GLOBAL TECH INCORPORATOR RECEIVED THE CONTRACT AND FOR THE REMAINDER OF 2018 THEY WERE IN THE PLANNING AND ENGINEERING PHASE OF THE PROJECT. IT WAS IN EARLY 2019 WHEN THE REAL PRACTICAL WORK AT THE PLANT STARTED TO HAPPEN. THE SCOPE OF THE PROJECT IS STRAIGHTFORWARD. THIS WAS ALL OUTLINED IN THE CONSENT ORDER BETWEEN THE DEP AND YOU A. FIRST AND FOREMOST WOULD BE TOO PROCURE AND INSTALL A RENTAL STANDBY GENERATOR FOR SPECIFICALLY THE DEEP INJECTION WELL PUMPS. THEY ARE BY FAR THE MOST IMPORTANT PIECES OF MACHINERY ON THE PLANT AS A GET RID OF OUR DISPOSED TREATED EFFLUENT DOWN A DEEP WELL INSTEAD OF ALLOWING IT TO GO INTO THE RIVER.

WE HAD AN IMMEDIATE STAMP BY POWER THROUGH THE ENTIRETY OF THE HURRICANE SEASON FOR 2019 JUST IN CASE WE HAD AN ISSUE. THE NEXT STEP WOULD BE TOO UPGRADE THE FEED SYSTEM, NAMELY THE TRANSFORMERS. ARE TRANSFORMERS INSTALL BEFORE I THINK WERE FROM THE 80S AND THEY WERE AT THE END OF THEIR USEFUL LIFE CYCLE. THEY WERE INADEQUATE FOR THE REST OF THE UPGRADES THAT WERE BEING MADE. THE NEXT UP WITH DESIGN AND INSTALL TO TRANSFER SWITCHES, WHICH WOULD WORK IN UNISON WITH THE GENERATOR TO PROVIDE THE IMMEDIATE SWITCHOVER STANDBY EMERGENCY POWER AS NEEDED AND THEN THE MEAT AND POTATOES OF THE PROJECT WAS THE 20,000 GALLON DOUBLE WALL STEEL FUEL TANK, AS WELL AS THE TWO MEGAWATT GENERATOR ITSELF. THIS GENERATOR HAS A 3000 CAPACITY AND MORE THAN ENOUGH POWER TO RUN THE FULL PLANT AT 100 PERCENT LOAD. LASTLY WOULD BE TOO MODIFY, IMPROVE AND STORM HARDENED ANY OF THE SURROUNDING GROUNDS, THE BLUE ROOM ITSELF WHICH NOW HOUSES THE GENERATOR, AND ANY OF THE AFFECTED GROUNDS OR AREAS AFFECTED BY THE GENERATOR INSTALLATION. NOW I HAVE PICTURES AND I WOULD LIKE TO TAKE YOU THROUGH THE PROJECT AND EXPLAIN A LITTLE BIT SO YOU CAN SEE THE SCALE OF WHAT THEY ACCOMPLISHED.

ON THE TOP LEFT IS A RENTAL GENERATOR THAT WASIN PLACE LAST YEAR .

AS I SAID, THIS WOULD RUN THE DEEP WELL PUMPS IN THE EVENT OF A POWER LOSS.

ON THE BOTTOM RIGHT YOU ARE SEEING A PERMANENTLY MOUNTED AUTOMATIC TRANSFER SWITCH.

THIS WILL STAY AFTER THE GENERATOR IS GONE AND GIVE US A FINAL STEP OF REDUNDANCY.

IF FOR SOME REASON WE LOSE UTILITY POWER, OUR MAIN GENERATOR GOES DOWN, THIS DOES GIVE US ONE FINAL OPTION TO HOOK UP ANOTHER EMERGENCY RENTAL GENERATOR OR AN HOUR IN-HOUSE MOUNTED GENERATORS. TO HAVE THAT AS A FINAL LAST RESORT.

WHAT YOU ARE LOOKING AT HERE IS THE ORIGINAL TRANSFORMERS. THIS IS THE INSTALLATION ITSELF. ON THE TOP LEFT, THAT WAS AN OLDER ANTIQUATED DESIGN THAT NEEDED TO BE UPGRADED TO ACCOMMODATE THE TRANSFER SWITCHES IN THE GENERATOR ITSELF. THEY DID THIS INSTALLATION ONE SIDE AT A TIME.

WE WERE TIED INTO THE ONLINE TRANSFORMER DURING THE DEMOLITION AND THEY OF COURSE JUST REVERSE THAT PROCESS WHEN THEY WERE FINISHED WITH THE FIRST TRANSFORMER.

ON THE BOTTOM LEFT YOU CAN SEE A SIDE-BY-SIDE OF THE NEW VERSUS THE OLD STYLE TRANSFORMERS ARE THE NEWER ONES ARE THE NEW OIL FREE MORE EFFICIENT MODERN DESIGN.

ON THE BOTTOM RIGHT YOU CAN SEE THE ENTIRE TRANSFORMER PROJECT DONE.

THE METER CANS WERE INSTALLED AND THEY BEEN IN SERVICE SINCE APRIL 2019.

HERE YOU ARE LOOKING AT PICTURES OF THE BLUE ROOM. THIS IS WHERE THE GENERATOR IS CURRENTLY INSTALLED, BUT THIS IS WHAT IT LOOKED LIKE BEFORE SO YOU CAN GET ANTI-OUT WHAT THEY DID. ON THE TOP LEFT YOU ARE SEEING THE BLOWER AIR FEED PIPE THAT GOES TO THE SECONDARY DIGESTERS. THESE ARE OBSOLETE PIECES OF EQUIPMENT WE HAVEN'T USED IN DECADES. INSIDE OF THE TOP RIGHT PICTURE, THOSE ARE THE BLOWERS WHICH SUPPLY THAT AIR. ONCE AGAIN, OBSOLETE EQUIPMENT WE HAVEN'T USED IN A LONG TIME. IT WAS DECIDED THIS WOULD BE REMOVED AND THE GENERATOR WOULD BE INSTALLED IN THEIR PLACE. THE BOTTOM RIGHT IS A WIDE ANGLE SHOT OF THE ENTIRE SOUTH SIDE OF THE BLOWER ROOM. ALL THIS IS COMPLETELY TRANSFORMED WITH THE TRANSFER SWITCHES AND GENERATOR ITSELF. NEXT STEP WOULD BE THE DIESEL FUEL ARRIVAL AND INSTALLATION.

THE TANK ARRIVED IN APRIL AS WELL AND THEY PUT IT OFF TO THE SIDE WHILE THEY WORKED ON THE ACTUAL CONCRETE MOUNTING PAD FOR IT. THE FULL TANK, IF IT WAS FULL OF 20,000 GALLONS OF FUEL, IT WOULD BE WEIGHING AROUND 170,000 POUNDS OVER THE CONCRETE PAD DEFINITELY HAD TO BE STRONG ENOUGH TO SUPPORT THAT.

AS YOU CAN SEE, LESSER RHUBARB, HIGH-GRADE CONCRETE. HERE YOU CAN SEE THE CONCRETE PAD COMPLETE, THE TANK IS MOUNTED ON EVERY THEY ARE INSTALLING SAFETY AROUND IT TO PREVENT ACCIDENTAL VEHICULAR CONTACT. ON THE BOTTOM RIGHT YOU CAN SEE FUEL LINES AND ELECTRICAL LINE CONDUITS BEING PLUMBED INTO CONNECT THE TANK TO THE GENERATOR. THIS WAS A BIG DAY FOR US TO THE ARRIVAL OF THE GENERATOR.

WE WERE CURIOUS HOW BIG IT WAS GOING TO BE. WE WERE NOT DISAPPOINTED.

IT WAS A BIG BOY. EVERY TIME IT HAD TO BE MOVED THE CRANE HAD TO BE CALLED IMPORTANT HERE IS COMING OFF THE TRUCK. IT'S GOING TO A STORAGE POSITION WHERE IT STAYED FOR THE REMAINDER OF THE PREPARATION.I DON'T HAVE PICTURES OF IT, BUT DURING THE PREPARATION FOR HURRICANE DORIAN WHEN IT LOOKED LIKE IT WAS GOING TO GET US, WE WERE ABLE TO MOVE THAT GENERATOR ã GLOBAL TECH CALLED IN AND GOT IT MOVED INSIDE THE BLOWER ROOM BARELY MANAGED TO SHOEHORN IT IN THE GARAGE DOOR.T WAS INSIDE AND PROTECTED DURING THAT STORM JUST IN CASE DORIAN WAS WORSE THAN IT WAS.

SO NOW I HAVE BLOWER WALL DEMOLITION VIDEO THAT IS TURNED PSIDEWAYS.

SORRY ABOUT THAT. HERE THEY HAD TO TEAR OUT A LARGE SQUARE HOLE IN THE WALL.

FOR TWO REASONS. THIS WOULD ALLOW THE GENERATOR TO BE INSTALLED THROUGH THIS WHOLE AND IT WOULD ALSO BE A NEW TWO BY TWO CONCRETE HEADER THAT WAS GOING TO BE INSTALLED FOR THE EXHAUST FAN INTAKE. TO BE MOUNTED, WHICH YOU WILL SEE LATER ON.

ON THE REAR OF THE BLOWER ROOM, THE ADDED VENTILATION BECAUSE THE GENERATOR PROJECT REMOVED SOME VENTILATION ON THE OTHER SIDE OF THE BUILDING. SO THEY ADDED SOME HERE TO PROVIDE ADEQUATE AIR INTAKE FOR OUR BLOWERS, WHICH ARE STILL CURRENTLY IN USE AND BETTER HEAT DISSIPATION OF ALL THE GENERATORS ARE ONLINE AND RUNNING.ERE YOU ARE SEEN DEMOLITION VIDEO OR PICTURES OF THEBALLROOM FLOOR . RIGHT IN THE TOP LEFT PICTURE IS WHERE THE BLOWERS I JUST SHOWED YOU USED TO BE. THERE ARE CONCRETE PEDESTALS WERE DESTROYED AND THE WHOLE ROOM WAS PREPARED AND REPORT FOR THE NEW PAD FOR THE GENERATOR AND DAY TANK. ON THE BOTTOM YOU ARE SEEING A FULLSHOT OF THE PREP.

THE CONCRETE WAS POURED OVER THE COURSE OF A FEW HOURS IN THAT PICTURE WAS TAKEN A COUPLE HOURS AFTER IT WAS HEARING OR DURING THE PROCESS AND ON THE BOTTOM RIGHT YOU ARE SEEING THE

AS YOU ARE AWARE, THE POWER COST ADJUSTMENT IS A MECHANISM BY WHICH RECOVERS POWER COSTS WHICH ARE IN EXCESS OF THE $79.52 BASE POWER COST, WHICH IS INCLUDED IN OUR BASE RATE.

THE COST OF POWER PURCHASE FOR THE MONTH OF DECEMBER WAS BILLED AT A RATE OF $66.11 PER 1000 KILOWATT HOURS. THIS IS A DECREASE OF $3.32 AS COMPARED FOR NOVEMBER.
