[d. Approve grant award for Tiffany Treston, owner of A&K Grocery LLC, in the amount of $9,992.06, as an eligible recipient under the Way to Grow Lincoln Park Historic Avenue D Business District Small Business Startup/Relocation Grant Program.]

RECIPIENT UNDER THE WAY TO GROW LINKIN PARK HISTORIC AVENUE D BUSINESS DISTRICT SMALL BUSINESS STARTUP RELOCATION GRANT PROGRAM AND NUMBER D IS APPROVED GRANT AWARD FOR TIFFANY TRESTON OWNER OF A NK GROCERY IN THE AMOUNT OF $9,992 AS AN ELIGIBLE RECIPIENT UNDER THE WAY TO GROW LINKIN PARK HISTORIC AVENUE D BUSINESS DISTRICT SMALL BUSINESS START UP THE RELOCATION GRANT PROGRAM.

>> CANNOT ASK YOU SOME QUESTIONS?

>> FIRST OF ALL THIS IS A GREAT PROGRAM.

I GOT EXCITED WHEN I READ THROUGH IT.

I DIDN'T UNDERSTAND SOME OF IT. I FIGURED THIS IS A CHANCE FOR YOU TO TELL US MORE ABOUT THE PROGRAM BECAUSE I UNDERSTAND THE

APPLICATIONS WERE NOT MANY. >> THEY START OUT VERY EXCITING AND SOMETIMES THEY ARE NOT ABLE TO TAKE EVERYTHING TO FRUITION WHEN THEY UNDERSTAND THE PROGRAM.

SOMETIMES IT TAKES COACHING ALONG THE WAY AND SUGGESTING AND SENDING OFF TO DO RESEARCH AND COMING BACK.

WE HAVE A COUPLE OF GRANTS THAT STARTED OFF AND THEY ARE NOW

JUST GETTING FOLLOW-UP. >> SO IF YOU COULD TALK QUICKLY EXPLAIN WHAT THE PROCESS IS AND WHO IS INVOLVED.

>> THIS GRANT CAME ABOUT WITH A GRANT APPLICATION FOR OUR BOOM GRANT THAT THE CITY WAS NOT AWARDED.

SO THEY CAME BACK AND SAID WE CAN GIVE YOU $75,000 TO DO THE GRANT AND WE CAN LEVERAGE OUR FUNDS OF 30,000 DOLLARS THAT WE HAVE ALREADY FOR SMALL BUSINESSES.

WE COMBINED THEM. THE APPLICATION PROCESS REQUIRES A MEETING WITH THE REVITALIZATION COORDINATOR TO MAKE SURE THEIR BUSINESS IS IN LINE WITH WHAT THE COMMUNITY WANTS TO SEE BASED ON MEETING SPEAR AND TO MAKE SURE IT IS IN LINE AND A BUSINESS WE BELIEVE THAT COULD THRIVE ON AVENUE D.

>> OF THE THREE WE HAVE ON THE AGENDA TONIGHT ARE EXCITING BECAUSE IT IS LONG-TERM. ALSO REALLY YOUNG NEW BUSINESS OWNERS IN FORT PIERCE. TIFFANY TRESTON WITH THE GROCERY AND BEAUTY SUPPLIES SHE IS A YOUNG WOMAN WHO IS VERY EXCITED TO OPEN A BUSINESS I CONTRIBUTE TO THE COMMUNITY.

IT IS THOSE TYPE OF BUSINESSES THE GRANT PROGRAM WAS COMMITTED TO. TO HELP YOUNG PEOPLE WHO DON'T HAVE SIX MONTHS OR RENT OR CAN'T BUY LARGE FREEZERS THAT COST THOUSANDS OF DOLLARS TO OPEN A GROCERY STORE.

WE HAD THE OPPORTUNITY TO SIT DOWN AND LOOK AT THE THINGS SHE NEEDED TO BUY, DETERMINE WHICH ONE SHE COULD AFFORD AND MAYBE BE REIMBURSED AND WHICH ONES SHOULD BE PAID DIRECTLY FROM THE CITY. ALL OF THAT IS A PROCESS.

IT TAKES A WHILE TO GET THOSE THINGS DONE.

ESPECIALLY WITH TIFFANY TRESTON WHO HAS TWO BUSINESSES RIGHT NEXT DOOR TO EACH OTHER. IT IS JUST REALLY EXCITING

[00:15:04]

BECAUSE SHE PLANS ON ADDING FOUR JOBS TO THE BUSINESSES AND IT IS ACTUALLY ACTIVATING THE BUILDING THAT STARTED THE GRANT PROGRAM, IF YOU REMEMBER WE HAD SOME EVEN JUST GETTING THE YOUNG WOMAN TO GET THE GRANT. SO THIS, I'M NOT SURE IF I

ANSWERED YOUR QUESTIONS. >> I HAD THREE OF THEM AND YOU GOT TWO OF THEM. I WAS GOING TO ASK ABOUT EMPLOYMENT. OBVIOUSLY SOME OF US HAVE A HARD TIME RUNNING WHEN BUSINESS LET ALONE TWO OF THEM.

BUT IT IS POSSIBLE NEXT DOOR TO EACH OTHER.

YOU CAN MANAGE WON YOU CAN MANAGE TWO OF THEM.

>> ONE THING I NOTICED WHEN I WENT THROUGH THE APPLICATION PROCESS, A LOT OF FEES AND INVENTORY.

I THOUGHT THAT WAS A LITTLE UNUSUAL BUT IT IS A BUSINESS STARTUP GRANT SO IT'S NOT JUST ABOUT THE RENT AND THE FREEZERS OR THINGS LIKE THAT. IF YOU HAVE A THOUSAND DOLLARS WORTH OF INVENTORY IT WOULD BE INCLUDED.

IT'S NOT REALLY AN EXPENSE BECAUSE IT'S AN ASSET.

>> MORE FOR THE STARTUP PURPOSES.

>> SO RATHER THAN LET IT GO BY I THOUGHT THERE'S A CHANCE FOR YOU TO DO THAT. IF ANYONE HAS ANY OTHER

QUESTIONS? >> COMMISSIONER?

>> YOU MENTIONED, RONALD BROUGHT IT UP, THE LACK OF APPLICATIONS.

YOU WOULD THINK A GRANT LIKE THIS ONE THEY WOULD BE KNOCKING THE DOORS DOWN. WHAT IS THE PROBLEM?

>> WILL WE HAVE, SOME LIMITED INVENTORY WITH AFFORDABLE RENTS.

THAT IS SOME OF THE FEEDBACK I HAVE BEEN GETTING RECENTLY.

AND SOMETIMES IT IS ONE WOMAN WHO WANTS TO OPEN A YOGA STUDIO.

SHE HAD TO STOP HER BUSINESS. SHE WILL PICK IT UP IN A FEW MONTHS AND COME BACK. WE HAVE A YOUNG GENTLEMAN WHO WAS IN THE COUNTY HE WANTED TO RELOCATE TO AVENUE D BUT THE BUILDING FELL THROUGH THEY COULDN'T GET A HOLD OF THE LANDLORD. LITTLE THINGS LIKE THAT.

NOTHING REALLY TO MY KNOWLEDGE OF ANYONE THAT CAN'T HANDLE IT OR AFRAID OF THE REQUIREMENTS. THEY AREN'T DIFFICULT I JUST WANTED TO BE DONE RIGHT AND I WANT THEM TO UNDERSTAND THE REQUIREMENTS BEFORE THEY SIGN ON THE DOTTED LINE.

>> OF MY GOAL IS TO NOT PUT ANYONE IN A SITUATION THAT THEY CANNOT HANDLE. I'M NOT JUST TRYING TO EXPEND THE MONEY SO WE CAN GET PEOPLE IN AND SIX MONTHS LATER THEY'RE

NOT IN BUSINESS. >> AN INTERESTING POINT.

THE AFTERCARE. WE GET THEM IN HERE AND GET THEM STARTED, I HOPE WE ARE NOT SETTING THEM UP.

>> THAT IS NOT MY INTENTION. >> WHAT WILL WE DO AS FAR AS THE AFTER CARE ANYTHING AT ALL ONCE THEY GET STARTED WITH THIS

ASSISTANCE. >> I BELIEVE THE CITY MAY HAVE SOME PROGRAMS TO HELP BUSINESSES WITH THEIR CAPACITY IN THE FUTURE. THAT MAY BE AN OPPORTUNITY TO GET THEM INTO PROGRAMS THAT CAN HELP THEM STAY ON TOP OF THEIR BUILDING AND VISITS WITH MARKETING SKILLS AND UPDATING THEIR BUSINESS PLANS. WE DO HAVE GREAT RESOURCES AND THE SCORE IS A PARTNER OF OURS. I SEND PEOPLE OVER TO OUR

PARTNERS IF THEY HAVE QUESTIONS. >> THAT IS A GOOD LINE RIGHT THERE COMMISSIONER. SO ONCE WE WRITE THE CHECK WE

ARE NOT DONE. >> NO.

WELL I AM NOT DONE FOR SURE. >> THIS IS PART OF OUR STORY, THIS IS LIKE OUR FIRST MOVEMENT IN THIS.

I THINK IF WE ARE ABLE TO TELL THE STORY AND HOW THIS WORKS OUT AND HOW IT IS SUCCESSFUL, NEXT TIME WE DO THIS, THE STACK OF APPLICATIONS WILL BE LIKE THAT. WE HAVE ONE PERSON WITH TWO BUSINESSES AND IT IS A GOOD START BUT THERE'S A LOT OF WORK

GOING ON. >> SO FAR THIS IS OUR FOURTH SMART -- SMALL BUSINESS AND OUR SECOND FAçADE.

SO I THINK ONCE WE GOT IT STARTED ITS HOOK TIME BUT WE PLAN ON REDISTRIBUTING AND DOING ANOTHER PRESS RELEASE TO LET PEOPLE KNOW THE GRANTS ARE AVAILABLE.

>> THAT IS MRS. TIFFANY TRESTON UT THERE.

>> GOOD LUCK. >> WAY TO GROW.

>> MAY I SPEAK? >> I THINK IT IS VERY IMPORTANT THAT WE RECOGNIZE OUR SUPPORTER THEY ARE DOING GREAT THINGS IN THIS COMMUNITY AND WE ARE NOT RECOGNIZING THEM FOR TRYING TO MATCH ANYTHING THEY DO. I'M NOT SAYING WE NEED TO MATCH

[00:20:03]

EVERY TIME DOLLAR FOR DOLLAR, BUT AT LEAST RECOGNIZE AND GIVE

THEM BROWN -- BROAD SHOULDERS. >> I MAKE SURE TO UPDATE OUR VICE PRESIDENT EACH TIME A GRANT APPLICATION --

>> I KNOW YOU DO, I'M TALKING ABOUT COMMISSIONERS.

THEY NEED TO RECOGNIZE. >> IT SOUNDS LIKE A GOOD

PROCLAMATION. >> IS A GREAT PROCLAMATION.

>> MAYBE WE CAN HAVE A RIBBON-CUTTING MAY BE WHEN TIFFANY TRESTON'S BUSINESSES ARE OPEN.

IT WILL BE A GREAT BEAUTY SUPPLY COMPANY AND SHE HAS MADE SOME OF HER OWN HAIR. AND A NATURAL GROCERY STORE WHERE YOU CAN GET FRESH FRUIT THAT THE COMMUNITY USES.

IT WON'T BE A TYPICAL CORNER GROCERY STORE.

WE ARE REALLY EXCITED. >> THAT IS LOCATED 1619.

>> YES. THE ENTIRE BUILDING WILL BE WITH THE GRANT RECIPIENTS. I THINK IT WILL BE GREAT.

>> WE WILL DO THE FAçADE GRANT AND PAINT THE BUILDING.

>> MAYBE YOU CAN LET US KNOW SO WE CAN SEE HER AND THANK HER TOO. I'M GLAD YOU PULLED IT BECAUSE THIS IS A GOOD STORY THAT WE NEED TO HEAR ABOUT.

>> WITH THAT MAYOR I MOVED TO APPROVE LETTERS BC AND D.

>> A MOTION AND A SECOND PERIOD. >> CALLED THE ROLL PLEASE.

ROLL CALL. >> THANK YOU.

CONGRATULATIONS. >> THAT NEXT IS A RESOLUTION AND

[a. Resolution No. 20-R09 and Quasi-Judicial Hearing – A hearing to allow the owners and/or parties of interest in the property identified as 913 Avenue B to show cause why the structure located on the premises should not be condemned and demolished.]

A RESOLUTION DETERMINING A CERTAIN BUSINESS OR STRUCTURE LOCATED AT 913 AVENUE B TO SHOW WHY IT IS UNSAFE AND A NUISANCE.

IT IS A NUISANCE TO THE HEALTH AND SAFETY.

ISSUE -- SHALL BE CONDEMNED AND DEMOLISHED.

THEY WERE PROVIDE THE OPPORTUNITY TO BE HEARD AND RESPONSIBLE FOR THE REMOVAL OF THE BUILDING OR STRUCTURE AND ORDER THE CITY TO LEAN THE PROPERTY IDENTIFIED IF COMPLETED BY THE CITY. PROVIDING FOR A NOTICE OF ALL PARTIES AND PROVIDING FOR IT EFFECTIVELY.

>> THIS IS A QUASIJUDICIAL HEARING.

>> THANK YOU. THE CITY COMMISSIONER SERVES THE LEGISLATION AND QUASIJUDICIAL ROLE.

THEY ENGAGE IN ISLAMIC ACTIVITY BY PASSING LAWS AND ESTABLISHING POLICIES. WHEN ACTING AS A QUASI- ISSUE THAT'S RIGHT QUASIJUDICIAL HEARING THEY ARE HELD TO CERTAIN REQUIREMENTS FOR THEY ARE LESS FORMAL THAN PROCEEDINGS BEFORE A CIRCUIT COURT. WHAT ARE MORE INFORMAL THAN THE NORMAL MEETING. QUASIJUDICIAL PROCEEDINGS MUST FOLLOW BASIC SANDERS AND DUE PROCESS.

DECISIONS MUST BE BASED ON EVIDENCE.

THEREFORE COMMISSIONERS HAVE A DUTY TO CONDUCT A PROCEEDING MORE LIKE JUDGES THAN LEGISLATORS.

THAT IS WHY THE COMMISSIONERS ESTABLISH THE UNIFORM PROCEDURES FOR HEARINGS THAT WILL BE FOLLOWED THIS EVENING.

>>> HAVE WE MET THE ADVERTISING REQUIREMENTS.

>> THEY HAVE BEEN MET. >> AND THE CANNED WE HAVE A ROLL CALL ABOUT WHETHER ANY COMMISSIONER HAS HAD ANY S

PARTAKE COMMUNICATION? >> HAVE YOU HAD ANY

COMMUNICATIONS? >> YES.

>> MR. JOHNSON. >> NO.

>> COMMISSIONER. >> NO.

>> COMMISSIONER, NO. >> MAYOR HUDSON?

>> NO. >> WE WILL NOW OPEN THE HEARING AND WILL THE CITY CLERKS WHERE IN THE WITNESSES.

>> NO ONE WISHING TO USE -- ANYONE WISHING TO SPEAK STAND

AND RAISE YOUR RIGHT HAND. >> MR. NELSON NEEDS TO STAND.

>> RAISE YOUR RIGHT HAND. WE WILL SWEAR YOU IN.

>> DO YOU SWEAR OR AFFIRM TO TELL THE TRUTH GOT THE WHOLE

TRUTH AND NOTHING BUT THE TRUTH? >> YES.

>> OKAY. >> THE CITY STAFF WILL NOT MAKE ITS PRESENTATION ON THIS MATTER. YOU HAVE A MAXIMUM OF

20 MINUTES. >> AND MADAME MAYOR COTT COMMISSIONERS WE ARE HERE THIS AFTERNOON FOR A HEARING FOR THE DEMOLITION OF 913 AVENUE B. I DO HAVE A PRESENTATION THAT I CAN PRESENT HOWEVER, LATE FRIDAY EVENING I HAD THE CHANCE TO SPEAK WITH LTB DIMINUTION AND THEY CONFIRM IT THAT MR. NELSON HAS SIGNED A CONTRACT WITH THEM FOR THE REMOVAL OF THE BUILDING.

[00:25:04]

SO MY RECOMMENDATION IS TO POSTPONE THIS FOR 60 DAYS TO ALLOW THE APPLICATION TO BE SUBMITTED AND MR. NELSON TO TAKE

CARE OF THE ISSUE ON HIS OWN. >> MR. SWEENEY, HOW DO WE HANDLE THIS ON A QUASIJUDICIAL HEARING AT THIS POINT?

>> I WOULD SUGGEST THAT MAYBE HAVE THE APPLICANT COME UP TO CONFIRM THAT WOULD BE APPROPRIATE AND IF THAT IS NOT OPPOSED THEN ENTERTAIN A MOTION TO TABLE IT 60 DAYS OUT.

THAT WOULD BE THE BEST WAY. >> I HAVE A QUESTION.

IS IT 60 DAYS IN WHICH THE DEMOLITION WILL TAKE PLACE?

>> IT IS 60 DAYS TO COME BACK WITH AN UPDATE OF THE STATUS BECAUSE HOPEFULLY THE APPLICATION WILL HAVE BEEN APPROVED ON THE WORK COMPLETED. I DON'T KNOW WHAT IS IN THE BUILDING. THERE COULD BE A VESSELS AND OTHER THINGS. I'M RECOMMENDING 60 DAYS TO COME BACK TO THE COMMISSION WITH EITHER THANK YOU FOR COMPLYING

OR LET'S MOVE FORWARD. >> ANY OTHER QUESTIONS OF STAFF?

>> WITH THE APPLICANT PLEASE COME FORWARD.

-- WOULD THE APPLICANT PLEASE COME FORWARD.

>> WELCOME. YOU KNOW THIS PLACE.

WOULD YOU SIGN IN FOR ME PLEASE. SIGN IN FOR ME PLEASE.

YOUR NAME AND ADDRESS. PLEASE.

>> YOU DON'T HAVE TO BE AFRAID EITHER.

>> TRUST ME, HE IS NOT. >> I'M JUST TEASING WITH HIM.

>> THANK YOU SIR. STATE YOUR NAME AND ADDRESS FOR

THE RECORD PLEASE. >> 1502 FORT PIERCE ROAD.

>> AND Q. >> WHAT AM I SUPPOSED TO DO.

>> WE WOULD LIKE TO KNOW, IT HAS BEEN REPRESENTED THAT YOU HAVE SOMEONE TO DEMOLISH THE BUILDING AND YOU ARE MAKING ARRANGEMENTS TO DO THAT YOURSELF IS THAT CORRECT?

>> YES. I HAVE A SIGNED CONTRACT WITH LED STIMULATION AND I HAVE CONTACTED THEM ALL DAY BUT I HAVEN'T GIVEN HIM THE CHECK IN HAND.

I WENT TO HIS PLACE OF BUSINESS TO GIVE IT TO HIM AND I COULD

NOT FIND HIM. >> HE MISSED OUT.

>> MR. NELSON, THERE WAS A DEATH IN THE FAMILY THIS MORNING.

THERE WAS A DEATH IN HIS FAMILY THIS MORNING BECAUSE HE WAS GOING TO COME IN TODAY BUT HE COULDN'T DO IT.

>> THAT'S WHY I COULDN'T CONTACT HIM.

LET ME STATE THIS. THAT BUILDING HAS BEEN A HEADACHE SINCE I HAVE OWNED IT FOR 20 YEARS.

I PERSONALLY DECIDED TO TEAR IT DOWN SOME TIME AGO.

BUT I DID NOT GIVE A ROUND TO IT BECAUSE THE PEOPLE WHO WERE SUPPOSED TO DO THE WORK DID NOT SHOW UP.

I HAVEN'T SPOKE WITH THE CODE ENFORCEMENT PEOPLE BUT I DID TALK TO THE BUILDING DEPARTMENT. I HAVE SPOKEN TO THE POLICE DEPARTMENT. I'VE SPOKEN TO OTHERS TO TRY AND STOP WHAT IS GOING ON OVER THERE FROM GOING ON.

VAGRANTS COTT BREAK-INS, TEARING OUT WINDOWS, SLEEPING INSIDE.

THE PLACES GOT IT NOW. IT IS CLEANED UP.

I'M NOT GOING TO REHAB IT. I'M GOING TO TEAR IT DOWN.

THAT IS WHY I HAVE THE DEMOLITION PEOPLE.

I HAVE SOME CONCERNS WITH SOME PEOPLE BECAUSE NO ONE HAS TALKED TO ME PERSONALLY. NOT ONE OF YOU CAN'T NOT CODE ENFORCEMENT CAN'T NOT THE POLICE.

BUT I HAVE GONE DOWN TO THE POLICE DEPARTMENT AND I HAVE TOLD THEM ABOUT IT. I SPOKE TO EVERYONE ABOUT IT.

I DECIDED AFTER HAVING SPOKEN TO MY LAWYER, SURE ENOUGH, I WILL TEAR IT DOWN. I WILL TEAR DOWN OR YOU CAN TEAR IT DOWN. I DON'T CARE.

I WANT TO MAKE IT A FIRST-CLASS FACILITY.

AND THAT'S IT. LATER ON, I WILL PUT SOMETHING IN THERE. I DON'T KNOW WHAT BUT I WANT TO DO SOMETHING TO MAKE FORT PIERCE A BETTER PLACE.

>> I DON'T THINK THE PARTIES TO BE, HAVE SPOKEN TO ME.

[00:30:02]

>> I SIT ON MY PORCH EVERY DAY IN NO ONE IS SAID A WORD TO ME.

SO THAT IS WHERE I STAND. I ASK THAT YOU DEFERRED THIS ACTION FOR 30 DAYS. GIVE THE DEMOLITION PEOPLE A CHANCE TO DO THEIR THING AND IT SHOULD BE OUT OF YOUR HAIR AND

MY HAIR WITHIN 30 DAYS. >> THANK YOU SIR.

>> AND I WISH ALL OF YOU WELL. >> THANK YOU.

>> AND GOOD TO SEE ALL OF YOU. >> DOES ANYONE ELSE WISH TO ADDRESS THIS ISSUE. SEEING NO ONE I WILL CLOSE THIS PART OF THE PUBLIC HEARING. THANK YOU VERY MUCH.

>> SOMETHING HAPPENED TO ME SINCE I LEFT.

YOU GUYS MESSED UP MY EARS OR SOMETHING.

>> BUT I CAN STILL SEE. >> THANK YOU SIR.

>> OKAY. >> IS THERE ANY OTHER DISCUSSION. I WILL ENTERTAIN A MOTION.

>> SO MOVE WITH THE STAFF RECOMMENDATION.

>> I SECOND IT. >> CAN WE CLARIFY THE STAFF RECOMMENDATIONS ACCORDING TO THE QUASIJUDICIAL.

IT IS FOR US TO PROCEED WITH THE DEMOLITION.

I WOULD LIKE THAT CLARIFIED. >> IT IS TO POSTPONE FOR 60

DAYS. >> THAT IS WHAT I KNEW YOU

MEANT. >> CALLED THE RURAL POLICE.

>> ROLE IS BEING CALLED. >>> GOOD JOB.

[b. Legislative Hearing - Ordinance No. 20-001 amending Chapter 2 - Administration, Article XIII - Municipal Code Enforcement. SECOND READING]

>>> THE NEXT ITEM ON THE AGENDA IS A LEGISLATIVE HEARING.

AMENDING THE CODE OF THE CITY OF FORT PIERCE FLORIDA MEANT BEING CHAPTER TWO ADMINISTRATION ARTICLE 13 MUNICIPAL CODE ENFORCEMENT AMENDING SECTION TW. AND DELETING SECTION 248 DURATION OF LIEN AND DELETING THE APPEALS.

AND NOTICES SCOTT RENUMBERING THE SECTIONS AND PROVISIONS OF ARTICLE SUPPLEMENTAL AND CHAPTER TWO ARTICLE 13.5 MUNICIPAL CODE ENFORCEMENT PROCEDURES. AMENDING SECTION TWO.

CLASSIFY VIOLATIONS PROVIDING FOR SEVERAL CLAUSES AND ORDINANCES THEREFORE PROVIDING AN EFFECTIVE DATE.

THIS IS THE SECOND READING. >> I WILL OPEN THE PUBLIC HEARING. ANYONE WISHING TO ADDRESS THE ISSUE COME FORWARD. SEEING NO ONE I WILL CLOSE IT

AND ENTERTAIN A MOTION. >> I HAVE A QUESTION.

>> MR. SWEENEY. OUR PREDECESSOR, YOUR PREDECESSOR, HE HAD STATED ONE TIME THAT LIENS ON PROPERTIES CAN LAST UP TO 20 YEARS. IN OUR DISCUSSION I THINK THE OTHER DAY WE SPOKE ABOUT CONDONATION OF A LIEN.

CAN YOU ELABORATE -- ELABORATE ON THAT.

>> LIENS CAN'T LAST UP TO 20 YEARS.

JUDGMENTS AS WELL AND ENFORCEABILITY CAN LAST UP TO 20 YEARS. BUT FORECLOSING ON A LIEN IS DIFFERENT THAN HAVING A JUDGMENT OR LIEN CONVERTED TO A JUDGMENT.

THEY ARE SIMILAR IN THE SENSE YOU WOULD HAVE TO HAVE A LEAN TO GET TO A FINAL JUDGMENT TO FORECLOSE.

BUT THEY ARE NOT NECESSARILY THE SAME LEGAL ASPECT.

>> IS IT IN CONFLICT WITH ANYTHING.

>> NO. >> EVERYTHING WE ARE TALKING ABOUT, PEGGY HAS IDENTIFIED TO MAKE IT CLEANER AND UNIFORM.

>> I KNOW THAT WAS PART OF THE DISCUSSION WE HAD THE OTHER DAY.

I REVIEWED THAT AND THERE IS NO CONFLICT HERE.

>> IS THERE A MOTION MOVED TO APPROVE.

>> A MOTION AND A SECOND. >> CALLED THE ROLE.

>> NEXT WE HAVE ORDINANCE -- 2 20 -- ZERO ZERO TWO.

[c. Legislative Hearing - Ordinance No. 20-002 amending Chapter 12 Parks, Recreation and Special Events, Article I - General, Section 12-101 Enforcement and Penalties. SECOND READING]

AMENDING CHAPTER 12 PARKS AND RECREATION AND SPECIAL EVENTS ARTICLE ONE SECTION 12 -- 101 ENFORCEMENT AND PENALTIES BY AMENDING THE TITLE AND THE ENFORCEMENT AUTHORITY PROVIDING FOR A CLAUSE. AND PROVIDING FOR AN EFFECTIVE DATE. THIS IS THE SECOND READING.

>> DOES ANYONE WISH TO ADDRESS THIS ISSUE.

[00:35:02]

SEEING NO ONE I WILL CLOSE THE PUBLIC HEARING AND ENTERTAIN A

MOTION. >> MOVED TO APPROVE.

CALL THE ROLE. >>

[a. Resolution 20-R08 appointing Derrick Gibbons to the Police Community Advisory Committee as Commissioner Perona's appointee.]

>> THE ROLE HAS BEEN CALLED. >> NEXT WE HAVE RESOLUTION TO ANY -- ART ZERO EIGHT A RESOLUTION OF THE CITY COMMISSION OF THE CITY CERTIFIED THE APPOINTMENT OF DEREK GIBBONS TO THE POLICE COMMUNITY ADVISORY COMMITTEE AND PROVIDING FOR AN EFFECTIVE DATE. THIS REPLACES THE OLD COMMISSIONER. WILL ENTERTAIN A MOTION.

>> MOVE TO APPROVE. >> CALLED THE ROLE.

>> BRANCH NEXT WE HAVE SUBMITTAL OF APPLICATIONS FOR THE YOUTH

[b. Submittal of applications for Fort Pierce Youth Council]

COUNCIL. >>

>> DO WE HAVE A STAFF MEMBER HERE.

WE WERE GOING TO TALK ABOUT SOMETHING AT THE LAST MEETING

ABOUT APPLICATIONS. >> THE LAST MEETING WE DID THIS.

SINCE THAT TIME IT IS MY UNDERSTANDING WE HAVE NOT RECEIVED ADDITIONAL APPLICATIONS WHERE AT THIS TIME IT IS UP TO YOU TO CONTINUE OUR SEARCH AND ADVERTISING AND OUR RECRUITING OF YOUTH COUNCIL MEMBERS OR A POINT BASED ON WHAT YOU HAVE IN

FRONT OF YOU. >> MAYER, I THINK IN THE LAST MEETING WHEN WE WERE DISCUSSING THIS WE DECIDED NOT TO GO

OUTSIDE OF THE CITY LIMITS. >> WHAT I REMEMBER IS WHAT WE TALKED ABOUT. IF WE DIDN'T GET ADDITIONAL APPLICATIONS WE WOULD SPEAK AGAIN TO SEE IF WE WOULD GO

OUTSIDE OF THE CITY OR STATE. >> THAT IS MY UNDERSTANDING THAT WE DID NOT GO OUTSIDE OF THE CITY.

THAT IS WHY MY APPLICATION IS NOT IN BECAUSE THE YOUNG MAN THAT LIVES RIGHT HERE IS OUTSIDE OF THE CITY LIMITS.

SO WE WERE DISCUSSING WHETHER WE WOULD GO OUTSIDE.

>> WE CAN DISCUSS THAT NOW. >> I AM FOR IT.

>> ARE YOU FORWARD IF THEY LIVE OUTSIDE OF IT BUT GO TO SCHOOL%

IN FORT PIERCE? >> THEY GO TO SCHOOL IN FORT PIERCE BUT THEY LIVE OUTSIDE THE CITY.

>> TO ADD TO THAT, BECAUSE WESTWOOD IS BORDERLINE.

IT IS NOT IN THE CITY LIMITS BUT I KNOW WE CAN'T SNATCH FROM THAT POOL BECAUSE MOST OF THOSE KIDS LIVE IN THE CITY.

>> YES. >> SO IF WE COULD ADD WEST

WESTWOOD -- TRACK. >> I THINK ONE OF OUR APPLICANTS

IS FROM WESTWOOD. >> HOW MANY -- I HAVE BEEN HERE.

>> WE HAVE FIVE OR SIX. >> OKAY HOW DO WE MAKE UP THIS YOUTH COUNCIL. DO WE DO FIVE OR FIVE PLUS TWO.

>> I BELIEVE WE HAVE FIVE PLUS TWO.

WE ARE TRYING TO GET SOMETHING STARTED.

RIGHT NOW IT IS FEBRUARY AND WE ONLY HAVE A COUPLE OF MONTHS LEFT BEFORE THE KIDS EXIT. WE WOULD LIKE TO ESTABLISH SOMETHING TO GET THEM WORKING TOGETHER WITH YOU AND WITH STAFF TO ADDRESS THE ISSUES THAT ARE OF CONCERN.

I THINK WE CAN PROCEED AND WE CAN ALWAYS SEEK ADDITIONAL APPOINTMENTS AT A LATER DATE. WE JUST WANT TO GET SOMETHING

STARTED. >> IN THE APPLICATIONS I THINK I SAW THREE OR FOUR THAT DO LIVE IN THE CITY.

ONE WOULD LIVE IN MY HEART -- HOUSE.

>> >> I THINK THEY GO RIGHT HERE.

>> THEY GO TO SCHOOL IN FORT PIERCE I THINK.

>> ONE WAS WESTWOOD AND FORT PIERCE CENTRAL.

>> SO WE CAN'T APPOINT TONIGHT UNLESS WE CHANGE THE RESOLUTION

IS THAT CORRECT. >> IS THE WILL OF THE COMMISSION TO CHANGE THE RESOLUTION AT THE NEXT MEETING.

>> YES WE CAN DO THAT. >> ARE WE CLEAR ON HOW WE WILL

[00:40:02]

CHANGE IT. ARE YOU CLEAR?

>> NO I AM NOT. >> BASED ON WHAT I HAVE HEARD, WE ARE CONTEMPLATING ACCEPTING APPLICATIONS FROM INDIVIDUALS WHO LIVE OUTSIDE OF THE CITY BOUNDARIES AND ATTEND SCHOOL IN FORT PIERCE TO INCLUDE THE HIGH SCHOOL.

THAT IS OUTSIDE OF THE CITY LIMITS, IS THAT CORRECT.

>> AND I AGREE WITH THAT. >> I AGREE WITH THAT TOO.

>> I HAVE A QUESTION. ANY AGES OF THE APPLICANTS?

>> I BELIEVE THEY GO FROM GRADE 9-12.

>> SO I DON'T KNOW IF THERE IS AN AGE ASSOCIATED SO MUCH AS THE

GRADE. >> AND I MAY HAVE A RESOURCE FOR THAT. THROUGH ONE OF THE CLUBS TO BE

ABLE TO GET OUT THERE. >> WE WILL WORK ON THAT THURSDAY TO GET SOME MORE PEOPLE IN THERE.

CITIZENSHIP IS A BIG DEAL. I LIKE THE IDEA OF REACHING OUTSIDE OF THE CITY LIMITS TOO. IF THEY ARE INVOLVED WITH GOVERNMENT NOW, 15-20 YEARS FROM NOW THEY MAY MOVE AND YOU NEVER

KNOW. >> THE OTHER THING IF YOU LOOK AT THE APPLICATIONS WE HAVE AN 11TH GRADERS.

THEY ARE NOT ALL GRADUATING SENIORS.

THEY WILL PROBABLY GONE. >> THERE WAS A MIX TOO.

SO YOU COULD HAVE A CHAIRPERSON OR WHOMEVER THEY COULD LEARN THE PROCESS AND HAVE PLANNING AND ALL OF THAT GOOD STUFF.

>> AND I KNOW YOU ARE INVOLVED IN YOUNG FLORIDIANS.

SO THOSE PEOPLE THAT SUBMIT THE APPLICATIONS, THEY WORK WITH THE GUIDANCE COUNSELORS AND EVEN THOUGH MANY OF THEM ARE SENIORS THAT WOULD BE A GOOD SOURCE OF INFORMATION.

>> THROUGH THE CHAMBER. >> AND ALSO, MEMBERS OF THE CITY YOU ALL CAN JUST BRING A NAME WITH YOU NEXT TIME.

WE DON'T HAVE TO HAVE THE APPLICATION COMPLETED.

IF YOU HAVE A YOUNGER PERSON THAT YOU WOULD LIKE TO SERVE ON THIS COMMITTEE, JUST SAY THEIR NAME.

>> WE WILL VENT THEM. >> THEY HAVE THEIR PARENTS

PERMISSION TOO. >> THAT'S TRUE.

>> WE WILL FIGURE THAT ALL OUT. >>> ALL RIGHT, DO WE NEED A

MOTION ON THIS? >> TO DEFERRED THIS OR DO WE

CONTINUE THIS. >> I DON'T THINK THERE IS AN ACTION PLAN. WE WILL HAVE TO BRING YOU A NEW

RESOLUTION ANYWAY. >> YOU HAVE HEARD BY CONSISTS

IT'S WHAT THAT IS. >> I WILL INCLUDE THIS ITEM ON THE NEXT AGENDA. AS A RESOLUTION FOLLOWING THE CHANGE SO YOU WILL BE IN A POSITION TO MAKE YOUR APPOINTMENTS AT THE NEXT MEETING.

>> VERY QUICKLY TO CLARIFY ON 12A, WE SAID 60 DAYS I JUST WANT TO MAKE SURE THE COMMISSION IS COMFORTABLE WITH THE ACTUAL DATE OF THE NEXT MEETING THAT WILL BE CLOSE TO 60 DAYS IT WILL BE THE FIRST ONE IN APRIL. APRIL 6.

IT WILL BE SLIGHTLY MORE THAN 60 DAYS.

IT WAS MR. NELSON'S DEMOLITION. BUT I INTERPRET THAT AS BEING 60 DAYS TO THE CLOSEST NEXT ONE. JUST WANT TO CLARIF.

>> ANYBODY HAVE A PROBLEM WITH THAT?

>> >> ARE WE READY TO MOVE ON.

[14. COMMENTS FROM THE PUBLIC Any person who wishes to comment on any subject may be heard at this time. >> NEXT WE HAVE COMMENTS FROM THE PUBLIC.

>> THIS IS THE TIME FOR THE PUBLIC TO MAKE COMMENTS.

YOU WILL HAVE 3 MINUTES. PLEASE SIGN IN AND STATE YOUR NAME AND ADDRESS FOR THE RECORD. YOU WILL HAVE 3 MINUTES AND YOU HAVE A WARNING. WHAT IS THE WARNING.

>> THREE SECONDS. >> ANYONE WISHING TO ADDRESS THE

COMMISSION? >>

>>> GOOD EVENING EVERYONE. MADAM MAYOR KOK COMMISSIONER.

EVERYONE IN ATTENDANCE. MY NAME IS MARIO WILCOX.

[00:45:03]

>> PLEASE STATE YOUR ADDRESS. >> MY ADDRESS IS 5227 OAKLAND LAKE CIRCLE, FORT PIERCE FLORIDA.

>> THANK YOU. >> THANK YOU FOR AFFORDING ME THIS OPPORTUNITY TO EXERCISE MY RIGHTS TO COME BEFORE YOU TODAY.

MY REASON FOR COMING BEFORE YOU IS DUE TO THE INSURGENCE OF CRIME AND THE VIOLENT SHOOTINGS. IT IS OF A GREAT CONCERN TO ME.

I AM NOT GOING TO SAY IT IS NOT A CONCERN TO YOU.

I DON'T KNOW HOW YOU FEEL ABOUT IT PERSONALLY.

AS I LOOK AT IT, THERE IS AN ISSUE.

RIGHT NOW WE HAVE 12 -YEAR-OLDS ACCESSING AK-47S AND OTHER GUNS.

MI AGAINST SECOND AMENDMENT RIGHTS, NO COP BUT THEY ARE NOT OLD ENOUGH TO EXERCISE THE RIGHT.

WE NEED TO LOOK AT HOW THE GUNS ARE GETTING ON THE STREETS.

WE NEED MORE POLICE. AM I SAYING THE POLICE ARE NOT DOING THEIR BEST, NO I AM NOT. I AM NOT CRITICIZING THEM.

BUT I DO NOTICE WE WOULD LIKE MORE RESOURCES AND IDENTIFYING THE SHOOTERS. IN THE PAST WE BROUGHT UP A POINT ABOUT SHOTS FIRED. I SENT A REQUEST TO MY ELECTED OFFICIAL WHO DID ADDRESS THE COMMISSION HE DID HIS DUE DILIGENCE AND FROM MY UNDERSTANDING.

HE REACHED OUTSIDE OF THE BOUNDARIES.

IT WAS BROUGHT HERE AND THE IDEA WAS PUT DOWN.

IT WAS STATED WE DON'T NEED SHOT SPOTTERS.

I OBJECT TO THAT STATEMENT. HOW CAN A COMMUNITY BE SHOT SPOTTERS WHEN WE ARE TOO BUSY TALKING FROM THE SHOTS.

PINE CREEK VILLAGE. A PREACHER AT MY CHURCH APARTMENT GOT SHOT UP. I ADDRESSED THAT IN AN E-MAIL.

EVERYONE RECEIVED THE E-MAIL. NO ARRESTS HAVE BEEN MADE.

NO ONE HAS REACHED OUT TO THAT CITIZEN.

ALL I HAVE TO SAY IS WE HAVE TO DO BETTER.

WE ARE PAYING EVERYONE TO DO A JOB.

THANK YOU. >> ANYONE ELSE WHO WISH TO

ADDRESS THE COMMISSION? >> COME ON UP.

>> WE ARE EXPECTING YOU. >> IF YOU WILL SIGN IN FOR ME SIR AND STATE YOUR NAME AND ADDRESS FOR THE RECORD.

>>> GOOD EVENING. I AM REPRESENTING THE CENSUS BUREAU. I LIVE IN 3561 WITH THE MOANA BOULEVARD IN ST. LUCIE. I HAVE BEEN TRYING TO RECRUIT IN THE FORT PIERCE AREA. THIS IS LIKE LOOKING FOR A NEEDLE IN A STACK OF NEEDLES. WE HAD A CAREER FAIR A COUPLE OF DAYS AGO. I HAD 127 PEOPLE SIGNED UP.

THREE ACTUALLY APPLIED. I KNOW THE UNEMPLOYMENT RATE HAS GONE DOWN BUT THESE ARE TEMPORARY JOBS THAT PAID $17 AN HOUR WEEKLY. I HAVE NO IDEA WHAT TO DO OTHER THAN THAT. WE ARE TRYING TO GET THE WORD OUT. I HAVE BEEN TRYING TO GET DOWN TO THE MARKET WHERE THEY HAVE THE JAZZ AND THE CRAFT FAIRS AND THE OTHER STUFF. WE HAVE BEEN REJECTED REPEATEDLY. I DON'T KNOW WHY.

THEY SAID WE DON'T HAVE ANYTHING TO SELL OR WE ARE NOT CREATING ANYTHING BUT WE ARE GIVING JOBS AWAY.

MY BIGGEST THING IS I WANTED TO GET THE WORD OUT THAT WE ARE RECRUITING. THIS IS OVER LAST MONTH.

WE ARE 600 PEOPLE SHY. I'M TRYING TO GET 100 BY THE MIDDLE OF NEXT WEEK. IT IS DIFFICULT.

YOU KNOW WE HAVE RUN INTO SOME BRICK WALLS.

ONE OF THEM IS AN AVENUE D. I WAS OUT THERE LAST WEEK AND I SAW THE BUSINESS THE YOUNG LADY HAS.

IT'S NICE BUT RIGHT ACROSS THE STREET THERE WERE A LOT OF PEOPLE. A BUNCH OF PEOPLE THAT LOOK LIKE ME AND I'M THINKING SOMEONE IN THE GROUP NEEDS A JOB.

I WENT OVER TO ADDRESS THEM AND THEY SAID THEY WANTED TO APPLY BUT THERE WAS A GUY WITH A BEER IN HIS HAND AT 9:00 A.M.

THAT WILL NOT MAKE THE COMMUNITY BETTER.

I WON'T EVEN SPEAK ABOUT THAT. THIS IS PART OF THE PROBLEM.

[00:50:05]

WE ARE OFFERING JOBS AND I DON'T KNOW WHAT ELSE TO DO.

WILL I HAVE TO APPLY FOR THE PEOPLE AND WORK FOR THEM.

>> I'M SORRY. HAVE YOU REACHED OUT TO THE CHURCHES QUICKSAND YES. WE HAVE 135 CHURCHES.

>> I JUST SPOKE WITH BAN WE ARE GETTING WITH THEM TOMORROW.

SOME OF THE COMMUNITIES THAT I GO TO UNFORTUNATELY NO ONE ELSE WANTS TO GO TO. I WAS 31 YEARS IN THE MILITARY.

I'VE WALKED THROUGH THE VALLEY OF THE SHADOW OF DEATH.

>> IF SOMEONE IS LISTING HOW DO THEY CONTACT YOU?

>> WE HAVE FLYERS AND I'M PUTTING THEM EVERYWHERE.

EVERYTHING IS APPLY ONLINE. IT IS 2020 SENSES JOBS.

IT IS PRETTY EASY AND IT TAKES 20 MINUTES.

>> WHERE DO YOU SUGGEST THEY GO AND APPLY ONLINE.

A LOT OF PEOPLE DON'T HAVE ONLINE.

SE. >> THE LIBRARY.

>> WE HAVE BEEN RECRUITING AT THE LIBRARY.

>> THAT'S WHAT I'M ASKING YOU. GIVE THE INFORMATION TO THEM.

I WANT TO KNOW WHY WE CAN'T POST THIS ON TV.

MANY PEOPLE LOOK AT THE TV. I CAN'T SIT DOWN AT DINNER AT A RESTAURANT WITHOUT SOMEONE APPROACHING ME ABOUT WHAT THEY HAVE SEEN ON TV. WHY CAN'T WE PUT THIS ON TV.

>> I THINK THIS IS VERY IMPORTANT.

>> THE ANSWER IS THERE IS NO REASON.

>> ANOTHER THING, I RAN INTO MRS WRITING DOWN THE STREET AND HE WAS VERY DISCOURAGED THAT HE COULD NOT FIND PEOPLE TO WORK IN THE AREA THAT WE KNOW PEOPLE NEED TO WORK AND THEY NEED TO BECAUSE OF THE UNEMPLOYMENT. I WANT TO ASK YOU SECOND CHANCE,

DO YOU OFFER THAT. >> YOU CAN'T ANSWER YOU HAVE TO

COME BACK UP. >> ARE YOU FAMILIAR WITH THE CHECK IN SCIENCE PROGRAM WITH INDIVIDUALS WHO HAVE A RECORD OF

MISDEMEANORS OR FELONIES. >> WE ACTUALLY WAIVE SOME FELONIES. I'M NOT CERTAIN WHICH ONES THEY

ARE BUT THEY ARE WAIVABLE. >> YOUR DOORS WILL BE FLOWING OPEN, WE WILL GET THE WORD OUT TO THE CHURCHES AND YOU WILL SEE

A DIFFERENCE. >> THERE IS NO CITIZENSHIP REQUIREMENT. THERE WAS ONE BUT NOW THEY CAN BE A RESIDENT IF THEY HAVE A GREEN CARD.

>> THANK YOU VERY MUCH. >> ANYONE ELSE WISHING TO ADDRESS THE COMMISSION PLEASE COME FORWARD.

>> ON JANUARY 9, I ATTENDED IN THIS CHAMBER, A CIVIL SERVICE APPEAL BOARD MEETING. AND I THINK OVER THE YEARS I HAVE PROBABLY ATTENDED THREE OR FOUR OF THEM.

WHEN I SAT AND LISTENED TO THE TESTIMONY GIVEN BY A DEPARTMENT HEAD, AND THE TESTIMONY WAS SOLICITED FROM BOARD MEMBERS, AND I HEARD WE REFER TO OUR EMPLOYEES AS BOYS, AGAIN AND AGAIN, WHEN ONE OF THE BOARD MEMBERS ASKED WHEN YOU REFERENCED THE BOYS, HOW OLD ARE THEY? AND THE ANSWER WAS UP TO 50-YEARS-OLD.

TO WHICH THE BOARDMEMBER RESPONDED, THEY ARE OVER 50-YEARS-OLD AND THEY ARE BOYS. AND SHE ANSWERED YES.

AND SHE SAYS EVERYONE IN OUR DEPARTMENT USES IT AND SHE WAS UNAWARE THAT THE TERMINOLOGY WAS OFFENSIVE.

AT THIS SAME HEARING ONE OF THE EMPLOYEES THAT WAS BEING TERMINATED WAS TERMINATED FOR USING THE WORD WHEN THEY CAN'T FIX SOMETHING SATISFACTORILY THEY REFERRED TO IT AS XX.

[00:55:05]

I HEARD THAT BY AN EMPLOYEE. I WAS BORN AND RAISED IN THE SOUTH AND I SERVE ON THE NAACP. I WAS RAISED BY AN AFRICAN-AMERICAN WOMAN. CALLING MEN AND BOYS IS DEMEANING. I WOULD NOT WANT TO BE CALLED A BOY. THAT GOES ON IN MY CITY UNDER YOUR WATCH. THEN THE CIVIL SERVICE APPEAR -- APPEAL BOARD CHAIRMAN THOUGHT HE WAS CUTE WHEN A QUESTION WAS ASKED BY ANOTHER BOARD MEMBER ABOUT THE WOMAN THAT WAS SADLY KILLED BY THE DOGS, HE AS TO WAS PRESENT AND SHE NAMED FOUR GENTLEMEN THAT WERE THERE TO ASSIST AFTER THE FACT.

AND HE PULLED HIMSELF UP TO THE MICROPHONE AND SAID THE BOYS.

WELL I SAY ALL OF THE TIME WE CAN DO BETTER.

YOU KNOW I HEARD THE GENTLEMAN, I EMPLOYED PEOPLE.

WE HAVE FELONS WE HAVE FORMER DRUG ADDICTS.

IT IS HARD WORKING PEOPLE AND A LOT OF PEOPLE NEED JOBS.

BUT IN THE CITY OF FORT PIERCE FOR YOU TO ALLOW DEPARTMENT HEADS TO REFERRED TO GROWN MEN AS BOYS, SOMEONE NEEDS THEIR BUTT WHIPPED. IT IS DEMEANING.

IT IS DEGRADING IT IS HUMILIATING.

>> THANK YOU SIR. >> YOU SHOULD BE ASHAMED.

>> ANYONE ELSE WISHING TO ADDRESS THE COMMISSION, PLEASE COME FORWARD. SEEING NO ONE I WILL CLOSE THE

[15. COMMENTS FROM THE CITY MANAGER]

PUBLIC COMMENT. AND WE WILL MOVE ON.

>> NEXT WE HAVE COMMENTS FROM THE CITY MANAGER.

>> MEMBERS OF THE CITY CAN'T JUST SO YOU KNOW, I KNOW SOME OF YOU WEREN'T THERE, MOST OF YOU WERE THERE, THE CITY HAS A STRONG COMMITMENT TO ECONOMIC DEVELOPMENT AND WE HAD OUR FIFTH ANNUAL CITY OF FORT PIERCE JOB FAIR.

WE HAD 92 EMPLOYERS PRESENT. WE HAD 30 COMMUNITY PARTNERS AND 643 JOB SEEKERS AT THE JOB FAIR. THEY PUT ON THE LARGEST JOB FAIR ON THE TREASURE COAST. SO WE SHOULD ALL BE PROUD ONCE AGAIN. IT WAS PROMOTED, WE DID GET THE PARTICIPATION AND I HOPE THE 92 EMPLOYERS ARE GOING TO HIRE ALL OR MOST OF THE SEEKERS. AND HOPEFULLY WE CAN SPUR

ECONOMIC DEVELOPMENT. >> THEY ALLOWED THE VETERANS TO

COME IN FIRST. >> AND THEN ALSO THE PATHWAY GOT TO COME IN EARLIER. AND THEY WERE WALKED AROUND TO THE PLACES WHERE THEIR CAREERS WERE VERY ORGANIZED.

>> AND YOU SPEAK ABOUT THE GENTLEMAN THAT WAS JUST HERE.

WE WOULD BE HAPPY TO ASSIST HIM. BUT I CAN TELL YOU EVERYONE IS LOOKING TO EMPLOY A GOOD LABOR FORCE.

I WILL BE HAPPY TO WORK WITH THEM.

AND I MET THE GENERAL MANAGER FOR A COMPANY.

>> YES, WE WILL WORK WITH THE U.S. CENSUS FOLKS.

GENT WAS JUST TELLING ME ABOUT THAT HOW WE WILL GET MOVING AND HOPEFULLY PUT THIS ON THE AGENDA TO HAVE THE COMMITTEE APPOINTED

AS SOON AS POSSIBLE. >> IS THAT CORRECT.

>> I JUST GAVE MY BUSINESS CARD TO THE GENTLEMAN OUT THERE.

>> ALL RIGHT. >> ON FEBRUARY 10 WE HAVE A CONFERENCE AGENDA. IT IS A WEEK FROM TODAY AND IT WILL BE PACKED. I WILL GO OVER SOME OF THE ITEMS WITH YOU. WE WILL HAVE A DISCUSSION ON THE PART WILL HAVE FEEDBACK ON THE SPEEDING CONCERNS FROM THE POLICE DEPARTMENT AND THE ENGINEERING DEPARTMENT.

MR. ANDREWS WILL SPEAK TO US ABOUT A NEW CROSS STATION FOR DELAWARE AVENUE. THE INDIAN HILLS GOLF COURSE WE WILL TALK ABOUT OUR FINANCIAL SUSTAINABILITY PLAN.

A NON- MOTORIZED BIKE CRAFT THAT IS COMING TO AN END.

WE WENT THROUGH THIS BEFORE AND THE LICENSE AGREEMENTS ARE EXPIRING. WE HAVE TO DETERMINE IF WE WANT VENDING IN THE PUBLIC PARKS. THEY STATED THEY DID NOT WANT VENDING SO I BELIEVE THAT IS A DISCUSSION THAT THE COMMISSION SHOU PARK, IT WAS REQUESTED TO BE RENAMED.

THE COMMITTEE WILL HAVE THAT REPORT.

IT WILL BE BROUGHT TO YOU. THERE WILL BE A DISCUSSION ON A FITNESS STATION THE INTERSECTION.

[01:00:04]

AS YOU KNOW A LOT OF PEOPLE WALK THE BRIDGE SO THAT IS A GREAT LOCATION. WE WILL HAVE THE SUNRISE THEATER ADVISORY BOARD. AND THE DIRECTOR PROVIDE AN UPDATE. AND A CLEAN UP.

AS YOU KNOW MS. DIANA CAME HERE SEEKING PARTNERS.

THIS IS BEAUTIFUL. I THINK SOMETIMES THEY PARTICIPATE. BUT THE QUARTERLY CLEANUP HAS MANY PEOPLE. A CONTACT FROM THE CITY.

HAS BEEN ASIDE. SHE HAS BEEN WORKING WITH THEM AND WE ARE WORKING TOWARDS THE COMPLETION.

WE ALSO HAVE THE FIFTH ANNUAL ART SHOW AND FESTIVAL.

IT TAKES PLACE ON H STREET. FREE TOURS, LIVE MUSIC, AND A LOT OF GREAT TIMES. HOPEFULLY THE CENSUS PEOPLE WILL BE THERE AS WELL SEEKING APPLICANTS FOR THEIR LABOR FORCE. THAT IS MY UPDATE AT THIS TIME.

>> MR. SWEENEY. >> NOTHING TO ADD.

>> WE WILL MOVE ON. >> COMMENTS FROM THE COMMISSION.

[16. COMMENTS FROM THE COMMISSION]

>> WOULD YOU LIKE TO START. >> WE SPENT A LOT OF TIME THIS WEEK TOGETHER ON OUR STRATEGIC PLAN.

>> THE WHOLE DAY. >> IT WAS A WONDERFUL EVENT.

I WILL SAY ON THAT BECAUSE WE HAVE HAD SO MANY OF THEM, YOU CAN SEE IT IS MOVING THE BAR. IT IS REALLY EXCITING AND SOME OF THE ISSUES WE ARE DEALING WITH OUR CIRCUMSTANCES FOR OUR OTHER ACTIONS. THIS IS ALL GOOD STUFF.

I DO APPRECIATE WE WERE ALL THERE AND WE ALL PARTICIPATED AND FELT REALLY GOOD ABOUT WHAT WE DO.

>> SO. >> JUST TO ECO.

WHAT HE IS SAYING. >> IT WAS VERY BENEFICIAL FOR US IN TERMS OF FINALLY SEEING SOME OF THE PREVIOUS PLANNING SESSIONS THAT WE HAVE HAD COME INTO FRUITION.

IT WAS WORTH THE HARD WORK. I WAS REALLY SURPRISED AND PLEASED WITH OUR STAFF AND ADMINISTRATORS AND DEPARTMENT.

WITH REGARDS TO THEIR INPUT. AND THEIR SUGGESTIONS.

WE DON'T HAVE A LOT OF OPPORTUNITIES TO SPEAK WITH THEM. THEY WERE ON POINT ON THE ISSUES IN TERMS OF THE CITY AND THEIR RECOMMENDATIONS.

WE JUST NEEDED SOMEONE TO BRING IT TOGETHER.

AND WE HAD THE RIGHT INDIVIDUAL DOING SO.

HE DID A GREAT JOB. I'VE BEEN HERE FOR SOME YEARS AND WHEN I LOOK BACK AS FAR AS THE COUNTY AND HOW FAR THEY HAVE COME WITH UNEMPLOYMENT. THERE HAS BEEN A TREMENDOUS CHANGE. AT ONE POINT THE UNEMPLOYMENT RATE, NO ONE WAS WORKING. NO ONE COULD FIND WORK.

BUT NOW AS WE SIT HERE, BASED ON THE JOB FAIR AND TALKING TO THE EMPLOYERS AT THE JOB FAIR AND MR. TURNER WHO JUST LEFT, EVERYONE SHOULD BE WORKING. NOW THESE EMPLOYERS ARE HIRING INDIVIDUALS FROM SECOND CHANCES. I WALKED AROUND TO THE DIFFERENT POOLS AND 60% OF THEM ARE HIRING PEOPLE THAT HAVE RECORDS.

THERE ARE CERTAIN FELONS THAT WILL BE ELIMINATED CERTAIN FELONIES AND OTHER ONES WILL HIRE YOU SOMEONE.

THE ECONOMY IS PICKING UP. THE LABORERS ARE FEW.

THE HARVEST IS PLENTIFUL. PEOPLE LET'S GO TO WORK.

EVERYONE SHOULD BE WORKING. EMPLOYMENT IS OUT THERE.

THERE IS NO EXCUSE IN THE CITY. WHEN THAT GENTLEMAN SAID HE WAS

[01:05:02]

LOOKING FOR 600 PEOPLE, CAN YOU IMAGINE IN THE CITY.

AND THEY ARE PULLING ASPECT PAYING GOOD MONEY, $17 AN HOUR.

COME ON PEOPLE WAKE UP. APPLY FOR THESE POSITIONS.

IT IS TIME TO GO TO WORK. LET'S GO TO WORK.

>> >> THE JOB FAIR WAS REALLY GOOD.

THE THING ABOUT THE JOB ERICA THERE WAS A TIME YOU HAD TO SEND INVITATIONS OUT. THE EMPLOYERS WERE DIFFICULT TO RECRUIT. NOW THESE PEOPLE ARE ACTUALLY PAYING TO COME IN AND RECRUIT. I THINK THEY HAD A 175-DOLLAR FEE JUST TO COME HERE THAT IN ITSELF SAYS A LOT.

THEY MEAN BUSINESS. THEY WANT TO PUT PEOPLE TO WORK.

LET'S GO TO WORK. I ENCOURAGE EVERYONE.

LET'S WORK. >>> IS THAN IT?

>> YES. >> COMMISSIONER ALEXANDER.

>> I WANT TO COMMENT ON OUR PLANNING MEETING THAT WE HAD.

I THINK IT WAS VERY FRUITFUL. AGAIN AS I MENTIONED THEN, AND I WILL MENTION IT EACH TIME, WE CANNOT HAVE THIS CITY GROW BY LEAVING OUT CERTAIN SECTIONS. I HEARD YOU SAY ON THE NEXT AGENDA WE WILL BE DOING A GOLF COURSE AND SUNRISE THE ATER.

>> MAYBE THEY COULD HAVE SOMETHING DONE TO THE BUILDING.

THEY HAVE TRIED THEIR BEST TO DO THIS AND I DON'T THINK WE AS A CITY, I WILL NOT KEEP SUPPORTING A GOLF BALL AND ANOTHER IF WERE NOT GOING TO DO A LINK IN THE ATER I WILL NOT BE IN SUPPORT.

EVERY TIME THEY MAKE A COMMENT I WILL ASK WHAT IS GOING TO BE

DONE. >> AT THE MEETING YOU AS THAT THE THEATER REPRESENTATIVES AND THE MLK REPRESENTATIVES ATTEND THE RFP MEETING AND THAT IS WHEN THEY ARE SCHEDULED.

>> I WANT TO MAKE SURE THIS CITY IS BACKING THEM.

>> I WILL CONTACT THEM TO BACK UP THE.

>> OKAY, I WANT THEM TO KNOW WHAT I AM REQUESTING.

I AM REQUESTING MONEY FROM THE CITY TO HELP THEM DO WHAT THEY NEED TO DO. AND MY NEXT COMMENT IS ON THE ADVISORY OF THE POLICE DEPUTY CHIEF.

WE DON'T HAVE ANY KIND OF A REPORT FROM THE COMMITTEE.

IT HAS BEEN SOME MONTHS. >> I DON'T THINK THEY MET RECENTLY. BUT WHEN THEY DO HAVE THEIR MEETINGS I THINK IT IS BEING RECORDED.

IF YOU WANT TO REQUEST THAT FROM THE CHIEF I WILL MAKE SURE.

>> I WANT HIM IN FRONT OF US. WHAT KIND OF A REPORT.

I THOUGHT THEY WERE SUPPOSED TO COME TO US?

>> I BELIEVE THEY HAVE A COUPLE OF MONTHS BACK BUT WE CAN

DEFINITELY -- >> THE POLICE?

>> THE BOARD OR THE COMMITTEE. YES THEY CAME BEFORE YOU SOME MONTHS BACK WE CAN DEFINITELY SCHEDULE A FOLLOW-UP.

I WILL WORK WITH THE POLICE DEPARTMENT IF THAT IS THE

REQUEST. >> I THOUGHT THE CHIEF GAVE A

REPORT NOT THEM CRITICS. >> NO, SIR.

A REPRESENTATIVE. >> I THINK THE CHAIRMAN AND THE VICE CHAIRMAN WERE HERE. THAT'S WHAT I REMEMBER.

BUT IT HAS BEEN A WILD. >> I WILL BE HAPPY TO SCHEDULE

THAT. >> I JUST HEARD THE CITY OF CORONA APPOINT SOMEONE ELSE AND I WAS TRYING TO SEE WHERE THEY HAVING QUORUMS OR ANYTHING. MEMBER IS ATTENDING THESE MEETINGS. WE HAVEN'T GOTTEN ANY KIND OF REPORT ON ATTENDANCE. SO IF THERE IS AN ATTENDANCE PROBLEM I NEED TO KNOW. THEY HAD A PROBLEM WITH THE

[01:10:12]

COMMITTEE THEY DIDN'T WANT TO BE A PART OF IT.

>> HE HAD OBLIGATIONS OUTSIDE OF THE AREA AND WAS UNABLE TO OBTAIN AND THE MEETINGS. WE HAVE PUT IT INTO AN

ORDINANCE. >> A RESOLUTION.

IF YOU MISS TOO MANY MEETINGS OF THE BOARD ITSELF, THEY WILL ELIMINATE THE PERSON. WE ELIMINATED AND GOT IT

REPLACED. >> I JUST WANT TO MAKE SURE HE'S

NOT THE ONLY ONE. >> WE WILL LET YOU KNOW.

>> THEY WILL LET YOU KNOW. >> IT IS A GOOD THING TO ASK OF HIM. THEY ARE A VERY DYNAMIC GROUP.

THEY DON'T PUT UP WITH A LOT. >> THEY DO A LOT OF TRAINING.

>> THAT'S RIGHT. THEY REQUIRE A LOT.

>> IS THAT IT COULD STANCH MR. JOHNSON.

>> I JUST WANTED TO TOUCH ON A COUPLE OF THINGS.

I THINK EVERYONE HERE GOT AN INVITATION TO THE MEETING ON FEBRUARY 13 COMING UP. IT WILL A GOOD EVENING.

KIM DELANEY FROM THE PLANNING COUNCIL WILL BE THE GUEST SPEAKER. SO THERE WILL BE SOME GOOD INFORMATION TALKING ABOUT RECENT DECISIONS WITH THE KINGS LANDING WHICH WE VOTE ON TONIGHT. I WANT TALK ABOUT THAT HEN ALSO MEETINGS CONFLICTS THIS WEDNESDAY.

UNFORTUNATELY IT IS LATE NOTICE I APOLOGIZE.

FEBRUARY 5 I HAVE A CONFLICT WITH THE COUNCIL LOCAL

GOVERNMENTS. >> I CAN DO THAT.

I'M YOUR ALTERNATE. >> I BELIEVE SO BIG.

>> AND THE TPO AT 2:00 P.M. >> I WILL BE THERE WITH YOU.

>> WHAT TIME WILL IT BE QUICK STANCH 2:00 P.M.

>> YES. >> I WILL GET WITH THE CLERK AND SEE IF THERE IS A PACKET. I WILL LOOK THROUGH MY PACKET RIGHT NOW. I DON'T KNOW IF IT ISN'T THERE

OR NOT. >> I GOT MY PAPER PACKET TODAY.

>> THAT IS ALL I HAVE. >> THANK YOU.

>> SO I SPOKE TO A GENTLEMAN AT THE JOB FAIR FROM THE MEDICAL CENTER. HE COMES TO OUR JOB FAIR EVERY YEAR END HE SAID IT IS HIS FAVORITE JOB FAIR.

HE SAID THEY DO IT IN PALM BEACH COUNTY BUT HE DOESN'T LIKE THE WAY THEY DO IT BUT HE IS ALWAYS HERE FOR HOURS AND HE CAN CONNECT WITH VETERANS AND HELP VETERANS.

I THOUGHT THAT WAS A NET THAT VERY -- VERY NICE TESTIMONIAL.

>> ALSO ON THE UNEMPLOYMENT. I GET THE REPORT ONCE.

MONTH. I DON'T KNOW IF YOU GET THAT.

SO THE UNEMPLOYMENT RATE IS 2.6% FOR INDIAN RIVER.

AND FOR ST. LUCIE COUNTY IT IS THREE-POINT 3%.

SO IF ANYONE IS NOT GETTING THAT AND YOU WANT THAT INFORMATION I

CAN ARRANGE FOR YOU TO GET IT. >> I AM ALSO EXCITED ABOUT THE FESTIVAL WHICH IS A WEEK FROM THIS SATURDAY AND THE CLEANUP.

THEY WERE PLANNED ON THE SAME DATES BECAUSE THEY WILL CLEAN UP THE SAME. I THINK THAT IS GREAT AND I APPRECIATE THE INITIATIVE FOR DOING THAT.

WITH THAT I THINK THAT IS
