THE PUBLIC AND I DON'T BELIEVE ANYONE SIGNED UP. SO WE WILL MOVE ON TO ADDITIONS OR DELETIONS TO THE AGENDA AND APPROVAL OF THE AGENDA. MAYOR, I WOULD LIKE YOU TO KNOW THAT MR. COWARD CALLED TODAY AND ASKED THAT HIS PRESENTATION OF THE SOLAR ENERGY LOAN FUND BE RESCHEDULED TO A LATER DATE, WHICH WE WILL DO SPIN OKAY.

>>> I BELIEVE IN THE MEANTIME MR. MIMBS MAY HAVE UPDATES.

>>> WE HAVE AN ITEM 11 B THAT WE WOULD LIKE TO PULL FROM THE AGENDA. WE DID NOT RECEIVE AN UPDATED AND AGREED-UPON DRAW FROM ST. LUCIE COUNTY AND WE CAN DISCUSS A LITTLE BIT LATER.

I'D LIKE TO PULL ITEM 11 B. >>MAYOR HUDSON: RIGHT.

>>> THE CLERK SPOKE ABOUT ITEM 10 A. IN EXCHANGE FOR ITEM 10 A I WOULD LIKE TO PROVIDE YOU WITH AN UPDATE ON A FEW OF THE ISSUES THAT ARE SURROUNDING OUR COMMUNITY RIGHT NOW. ONE BEING OUR CORONAVIRUS PREPARATION AND RESPONSE, ALSO, OUR OBSERVATION DECK/FUTURE FISHING PIER AT THE SOUTHBRIDGE. YES, IT IS AN ITEM OF HIGH CONCERN.

AND ALSO, THE ANIMAL SHELTER STATUS OF OUR NEGOTIATIONS. SO IF I COULD -- IF WE COULD LEGALIZE MISCELLANEOUS REPORTS TO GIVE YOU UPDATES ON THAT, I WOULD GREATLY APPRECIATE THAT

MA'AM. >>MAYOR HUDSON: THAT SOUNDS GOOD. I'LL ENTERTAIN A MOTION WITH THE CHANGE.

>> SO MOVE. >> SECOND.

>>MAYOR HUDSON: CALL THE ROLL, PLEASE.

>> (ROLL CALL). >> AT THIS TIME, I'D LIKE TO BRING OUR CURRENT LEAD ON OUR CORONAVIRUS INFORMATION OR RISK MANAGER MR. RITA JOHNSON. TO GIVE YOU INITIAL UPDATE ON HER SITUATION FROM A NATIONWIDE LOCAL REGIONAL PERSPECTIVE AND ALSO TALK ABOUT SOME OF THE PREPARATIONS THAT THE CITY IS PUTTING IN PLACE. I WILL BACK HER UP AND I'M SURE WE'LL HAVE A NICE LITTLE DISCUSSION ABOUT OUR CURRENT SITUATION.

>> I WILL BE VERY BRIEF. >> GOOD EVENING. I'M GOING TO GIVE YOU A BRIEF OVERVIEW IN REGARDS TO THE CORONAVIRUS AND AS WE KNOW THE CODE 19. TODAY, THERE ARE NO CONFIRMED CASES HEARING ST. LUCIE COUNTY, WHICH IS A GOODTHING FOR US AT THIS POINT. EVERYTHING I'M GOING TO SHOW YOU IS FLUID AS WE ALL KNOW.

THE CITY DEFINITELY IS CLOSELY MONITORING THE SPREAD OF THE VIRUS. WE ARE COMMITTED TO PROTECTING OUR CITIZENS AND EMPLOYEES. IN SOME OF THE THINGS THAT WE HAVE DONE TO ENHANCE THAT, AS FAR AS OUR -- WE INCREASE THE FREQUENCY IN THE CLEANING OF OUR COMMON AREAS. THE HARD SURFACES, THE DOOR HANDLES, WE -- ALL THE RESTROOMS AT THIS POINT ACTUALLY HAVE DISINFECTED. WE HAVE ADDITIONAL HAND WIPES THAT WE NEED TO KEEP THINGS CLEAN.

WERE DOING SOME OF THE BASIC THINGS THAT WE SHOULD HAVE BEEN DOING FROM THE START. WASHING OUR HANDS. IF WE SEE SNEEZING IN THE ARM, YOU WERE DOING AN ARM BUMP OR FIST BUMPS SO PUTTING MEASURES IN PLACE AND TODAY WE HAD A CONFERENCE CALL WITH OUR PARTNERS AND MR. MIMBS OF GIVE YOU AN UPDATE ON WHAT THAT'S LOOKING LIKE. THE TOTAL NUMBER OF PEOPLE THAT HAVE BEEN TESTED HERE IN THE STATE OF FLORIDA SO FAR IS 1483. 760 ARE NEGATIVE. 131 CASES -- HUNDRED 55 ARE FLORIDIANS HOWEVER 131 ARE THE ONES THAT ARE LIVING HERE RIGHT NOW. WE HAVE RESIDENTS THAT WERE TESTED ELSEWHERE AND THERE WERE SIX OF THEM. WE HAVE 18 OF THEM TESTED. WE WANTED TO UPDATE YOU THAT MS. WALKER SAID THE ELECTION WILL GO ON AS PLANNED TOMORROW. SO FROM 7 AM TO 7 PM PEOPLE CAN GET OUT TO VOTE. CHEYENNE PUT INFORMATION OUT TODAY WITH SOME OF THE THINGS THAT THE SCHOOL BOARD IS DOING TO MAKE SURE KIDS ARE GETTING THEIR MEALS. FROM 11 AM TO 1 PM, STARTING TODAY UP UNTIL FRIDAY, WE HAVE SEE A MORE ELEMENTARY NORTHPORT K8, TREASURE COAST HIGH SCHOOL, TREASURE COAST OR THE CAVEAT TO THAT IS YOU HAVE TO BE ANYWHERE FROM 18 UNDER BUT THE CHILDREN HAVE TO BE IN VEHICLES. IT'S A DRIVE-THROUGH SITUATION. THE BRINGING OF FOOD TO THE KIDS WHERE THEY CAN EAT. THE MEALS ARE BEING FED. WE HAVE THE BOYS AND GIRLS CLUB THAT ARE DOING EXTRA THINGS AS WELL TO MAKE SURE THE CHILDREN ARE BEING FED. WE'LL HAVE MORE UPDATE LATER REGARDING MOBILE GOING NEXT WEEK WITH THE CHILDREN BUT THERE WILL BE FOOD FOR THE CHILDREN. SOME OF THE

[00:20:02]

EVENTS THAT HAVE POSTPONED BEEN CANCELED. THE SEAFOOD, THAT HAS BEEN POSTPONED AND SOME OF THE CANCELLATIONS, WE HAVE THE JAZZ MORE CREEK WE BROUGHT IT PAST, FARMERS MARKET, SUNRISE THEATER, THERE'S LOTS THAT HAVE BEEN CANCELED AND POSTPONING AND RESCHEDULING AND GOING ON NOW. YOU AND I THINK THAT IS GOING TO BE ENOUGH INFORMATION AT THIS POINT. SO WE DO HAVE THIS DISTANCING THAT WE SHOULD BE DOING. AND I DON'T KNOW IF YOU HEARD THE NEWS TODAY AT ABOUT 3:45 PM THE PRESIDENT ANNOUNCED THAT AS FAR AS GATHERING, HE PREFERRED THIS AND I DON'T KNOW IF YOU HEARD THE NEWS TODAY AT ABOUT 3:45 PM THE PRESIDENT ANNOUNCED THAT AS FAR AS GATHERING, HE PREFERRED THIS .10, NO MORE THAN 10 PEOPLE GATHERING IN ONE PLACE.

SO WE WILL SEE HOW FAR THAT GOES. I KNOW THE CDC, AS OF YESTERDAY 50 PEOPLE. WE WILL SEE FOR 6 TO 8 WEEKS. WE'LL SEE HOW THAT IS GOING TO PAN OUT FOR US AT THIS TIME. MR.

MIMBS. >>> MOVING FORWARD, THERE WILL BE A ST. LUCIE COUNTY PRESS CONFERENCE WITH ALL OUR JOINT PARTICIPATION PARTNERS AT THE ST. LUCIE COUNTY CHAMBERS TOMORROW AT 2 PM. ST. LUCIE COUNTY IS PREPARING TO HAVE THEIR LOCAL DECLARATION OF EMERGENCY. I THINK THAT IS SOMETHING THAT WE SHOULD ALSO CONSIDER. SO MAYOR, DEFINITELY LIKE TO GET WITH YOU TO MAYBE COINCIDE WITH THAT DECLARATION

AS WELL. >>MAYOR HUDSON: THAT WOULD BE

GREAT. >> YES, MA'AM. SO IN ADDITION, OTHER PREVENTATIVE MEASURES THAT WE PUT IN PLACE, TROUBLE IS BEEN SUSPENDED AS FAR AS BUSINESS TRAVEL. ALL APPROVED TRAVEL IS BEEN SUSPENDED. NO NEW APPLICATIONS FOR TRAVEL ARE

BEING APPROVED AT THIS TIME. >>MAYOR HUDSON: FOR EMPLOYEES.

>> FOR CITY EMPLOYEES. MANICURED I CAN TALK ABOUT THE PUBLIC,

>>MAYOR HUDSON: I WAS GONNA SAY BOY --

>> AS YOU KNOW SHERITA TALKED ABOUT THE SUNRISE THEY ARE, PUBLIC WORKS AS YOU KNOW, WE CANCELED SEVERAL LARGE EVENTS. WE HAVE INTENSIFIED CLEANING. THE POLICE DEPARTMENT. THEY ARE, AGAIN, THEY'RE GOING TO BE THE FRONT LINE. EVERY EMPLOYEE IS GOING TO BE AN ESSENTIAL EMPLOYEE AS WE MOVE FORWARD WITH THIS EMERGENCY RESPONSE. AND WERE DEFTLY GOING TO LOOK AT OUR DIFFERENT PARAMETERS WHEN IT COMES TO ENCOUNTERING POSSIBLE INFECTED PEOPLE. AND HOW WE ENCOUNTER THEM. HOW WE DEAL WITH THEM TO GIVE THEM THE PROPER CARE AND ALSO RESPOND ACCORDINGLY. THE FINANCE DEPARTMENT, WE ARE WORKING WITH THEM AND SPECIFICALLY WITH THE PURCHASING DIVISION. WE ARE LOOKING AT JUDGMENT WE HAVE PUT OUR BIDS ON POSTPONEMENT UNTIL FURTHER NOTICE. THAT IS FISHERMAN'S WHARF AND MOORE'S CREEK. WE UNDERSTAND THAT DEVELOPERS ARE COMING FROM ALL OVER THE REGION, SPECIFICALLY THE STATE OF FLORIDA AND TRAVEL COULD BE COMPROMISED AT THIS TIME. THE CITY MARINA. THEY ARE WORKING WITH OUR LOCAL RESTAURANTS AND THEY HAVE SOME PROVISIONS IN PLACE FROM THE CDC AS FAR AS GUIDANCE FROM THAT PERSPECTIVE. THAT THEY HAVE PUT IN PLACE. I'M TALKING ABOUT COBB'S LANDING AND LITTLE GEMS. AND OF COURSE, YOU KNOW, THE MARINA HAS A GIFT SHOP AND ALSO HAS SEVERAL VESSELS FROM ALL OVER THE WORLD COMING IN. SO WE ARE GOING TO MONITOR THE SITUATION AS WELL. IN ADDITION, WE SHALL CONSIDER LIMITED ACCESS TO CITY HALL. AND WHEN I SAY LIMITED ACCESS, I'M TALKING ABOUT REDUCING THE NUMBER OF PEOPLE ALLOWED IN THE BUILDING. SO FOR GOING TO REDUCE THE DENSITY OF PEOPLE IN THE BUILDING, WE HAVE TO REDUCE THE ACCESS AND NUMBER OF PEOPLE TO ENTER THE BUILDING. WHEN LOOKING AT LIMITED ACCESS OF HOW WE CAN BEST DO THAT.

SEVERAL PEOPLE COMING TO ASK ABOUT OCCUPATIONAL LICENSES AND THERE'S ONE OTHER DEPARTMENT.

I FORGOT. I THINK IT WAS -- NO NOBODY LIKES TO SICKO. FINANCE. THAT'S IT.

(LAUGHING) SO, WE ARE GOING TO DEFINITELY LOOK AT REDUCING THAT ACCESS. IT MAY JUST BE LIKE NEVER GO TO A RESTAURANT OR A CLUB OR A NIGHTSPOT AND THEY ONLY LET A NUMBER PEOPLE AND SOMEONE HAS TO COME OUT BEFORE YOU CAN COME IN, WE MAY BE LOOKING AT LIMITED ACCESS SUCH AS THAT. WE ARE LOOKING AT EVERY POSSIBLE SCENARIO TO IMPROVE UPON HER PREVENTIVE CARE. I WANT YOU TO KNOW THAT THIS IS A HIGH PRIORITY. WE INTEND ON CONTINUING OUR ESSENTIAL SERVICE. THE GARBAGE WILL BE PICKED UP WITHOUT FAIL. THE POLICE DEPARTMENT WILL ENFORCE THE LAW WITHOUT FAIL AND ALL OF US ARE GOING TO COME TOGETHER AND PROVIDE THE BEST QUALITY SERVICE WE CAN. WE WILL UPDATE YOU EVERY DAY. WITH AN UPDATE AS FAR AS WHAT WERE DOING HOW WERE DOING IT AND I BELIEVE THAT OUR NEXT PRESS CONFERENCE IN COLLABORATION WITH ST. LUCIE COUNTY WILL SEE THAT JOINT DECLARATION OF EMERGENCY AND WE WILL PREPARE OUR COMMUNITY FOR WHAT'S ABOUT TO HAPPEN.

>>MAYOR HUDSON: YES, SIR. ASKED MR. MIMBS.

>> YES, SIR. >> I RECEIVED AN EMAIL

[00:25:02]

CONCERNING THE FEEDING OF THE CHILDREN. IT HAD EVERY ENTITY IN ST. LUCIE COUNTY EXCEPT THE CITY OF FORT PIERCE. WHY IS THAT?

>> I DON'T KNOW. WHO SAID TO THAT EMAIL,

>> WHOEVER THEY ARE -- I THINK IT'S THE BOYS AND GIRLS CLUB OF THEIR FEEDING THE KIDS AT THE

SCHOOL. >> I BELIEVE SANDERS COUNTY SCHOOL BOARD IS PROVIDING MEALS.

>> WELL, IT MAY BE THE ST. LUCIE COUNTY SCHOOL BOARD. ALL THEY KNOW IS IT LISTED EVERYBODY EXCEPT FOR THE CITY OF FORT PIERCE AS FAR AS DONATING, YOU KNOW MONEY TO

HELP FEED THE KIDS. >> OKAY.

>> I'M UNAWARE OF THIS. IF YOU COULD SEND ME THAT EMAIL I WOULD GREATLY APPRECIATE.

>> OKAY. >>MAYOR HUDSON: ANYTHING ELSE

COMMISSIONER? >> THAT'S GONNA BE A. ANY OTHER QUESTIONS? COMMISSIONER SESSIONS.

>> AS FAR AS WHAT'S GOING ON, I MEAN WE ARE DEALING WITH UNPRECEDENTED TIMES.

>> IS. >> AND IT'S A SERIOUS MATTER.

YOU JUST WE WERE JUST INFORMED, THAT WE ARE NOT SUPPOSED TO BE HAVING OR INVOLVED IN GATHERINGS OF 10 OR MORE PEOPLE. NEVERTHELESS, WE ARE HERE THIS EVENING.

>> I -- THAT'S. >> LET ME FINISH PLEASE THAT

MAY BE A BE PREPARED TO ANSWER. >> SO WHAT I WOULD LIKE FOR US TO DO FOR FUTURE PURPOSES IS TAKE INTO CONSIDERATION AND ARE NOT MANDATES. AT LEAST THE RECOMMENDATIONS AND I APPRECIATE YOUR INPUT AND THE DIRECTORS INPUT THIS EVENING, BUT WHAT I LISTEN TO THE PROFESSIONALS WITH THE MEDICAL BACKGROUNDS ARE CERTAIN RECOMMENDATIONS THAT ARE BEING PMADE. AND I WOULD HOPE THAT WOULD DEVIATE FROM BUSINESS AS USUAL. AND AT THAT POINT, MAKE SURE, ESPECIALLY FROM CITY HALL STANDPOINT THAT WE LIVE BY EXAMPLE AND WE SET PRECEDENTS AND WE MAKE SURE THAT WE SEND A STRONG MESSAGE OUT TO THE PUBLIC THAT OUR MAIN PRIORITY, AS FAR AS OUR EMPLOYEES ARE CONCERNED, AS FAR AS OUR CITIZENS ARE CONCERNED, THAT SAFETY COMES FIRST. SO EVEN AS WE SIT HERE TODAY, ON THIS DIOCESE, WE HAVE AN INDIVIDUAL THAT DOESN'T EVEN NEED TO BE HERE FROM A PHYSICAL HEALTH STANDPOINT, NOT TO MENTION THE VENTILATION IN THIS ROOM AND WHAT'S GOING ON HERE IN THE NUMBER OF PEOPLE HERE. SO IT'S NOT MEANT FOR CRITICISM. I'M TRYING TO GET US ALL TOGETHER SO WE CAN DEAL WITH THE SITUATION.

AT THE END, IT'S ALL HOW WE COME TOGETHER, HOW WE STRATEGICALLY PLAN TO MAKE SURE THAT WE PROTECT OUR FAMILIES AND THE CITIZENS. SO LET'S GET OUT OF THAT MODE OF DOING BUSINESS AS USUAL AND STARTING PUT SOME THINGS IN PLACE THAT WILL MAKE SURE WE DO WHAT WE NEED TO DO. AS FAR AS FORM WHAT I'M HEARING, OUR COUNTY, ALONG WITH A COUPLE MORE OTHER COUNTIES, WE HAVE NOT HAD REPORTED CASES. BUT NEVERTHELESS I TEND TO WONDER BECAUSE AVAILABILITY OF TESTS ARE NOT AS READILY AVAILABLE AS WE THINK THEY ARE. SO WE DON'T KNOW WHAT IS ACTUALLY GOING ON. LET'S USE ALL PRECAUTIONS LOOK TO YOU TO THE LEFT -- AND I'M SURE THE COUNTY IS GOING TO DO WHAT THEY NEED TO DO AND WE MAY REPLICA THAT. BUT WE HAVE A CHARGER WE HAVE A RESPONSIBILITY FROM OUR CITIZEN STANDPOINT THAT WE MAKE SURE WE PUT EVERYTHING IN PLACE AS WE POSSIBLY CAN IN ORDER TO MAKE SURE THAT WE PROTECT OUR

CITIZENS. THANK YOU. >>MAYOR HUDSON: COMMISSIONER

PERRONE A. >> I APPRECIATE WHAT YOU'RE TALKING ABOUT AS FAR AS GETTING CITY HALL INTO A POSTURE WHERE WE ARE PROMOTING THE HEALTH, SAFETY AND WELFARE OF OURSELVES AS WELL AS OUR COMMUNITY. BUT BUSINESS HAS TO HAPPEN. AND I'M THINKING ABOUT OUR BUILDING DEPARTMENT, EVERYBODY'S UP THERE GETTING THEIR PERMITS, GETTING COMMUNICATION WITH LOCAL OFFICIALS IS PROBABLY ONE OF THE BUSIEST PORTS OF OUR CITY HALL. IT'S ON THE SECOND FLOOR. ALSO VERY BUSY AS HER CLOTHES OFF AS YOU HAVE TO GO ALL THE WAY TO THE TOP FLOOR FOR THAT. AND I KNOW YOU'RE TALKING ABOUT HOW WE MAY BE RESTRICTING SOME OF THIS AND IT SEEMS LIKE WE'VE NEVER BEEN DOWN THIS ROAD BEFORE. SO EVERY DAY IT SEEMS TO CHANGE. SO I THINK MORE IMPORTANT IS HOW DO WE GET THAT INFORMATION

[00:30:19]

OUT TO THE PUBLIC QUICKLY SO THAT SOMEBODY ISN'T TRAVELING ALL THE WAY IN AND FINDING OUT THEY CAN ACCESS THE BUILDING DEPARTMENT, THE FINANCE DEPARTMET THE WHATEVER DEPARTMENT YOU NEED TO BE ABLE TO GET THAT INFORMATION OUT THERE TO THE PUBLIC EARLY ENOUGH SO THAT WE CAN -- WE CAN SHOW THAT WE ARE BUSINESS FRIENDLY AND WERE TRYING TO DO EVERYTHING WE CAN WE ARE BALANCING THE DIFFERENCE BETWEEN PROVIDING SERVICES AND KEEPING PEOPLE SAFE. HOW ARE WE GOING TO DO THAT?

>> WELL, WERE GOING TO TRY OUR BEST. ON FRIDAY, SHERITA AND I WENT OVER TO ST. LUCIE COUNTY AND WE SHOT A LITTLE VIDEO. THAT VIDEO WAS AN UPDATE OF THE SITUATION. BY THE TIME THE VIDEO WAS POSTED INFORMATION CHANGED. IT CHANGES RAPIDLY. AND WERE GOING TO STAY ON TOP OF IT AS BEST WE CAN. WE WILL DO A MINIMUM OF ONE UPDATE PER DAY. WE MAY HAVE TO INCREASE THAT, JUST BASED ON THE CIRCUMSTANCES. WE WILL GET THE INFORMATION OUT WHETHER IT IS TELEVISION, INTERNET PRESS RELEASES ON GOING TO BE CONTACTING ALL FIVE OF YOU TO DO PROMOTION, INFORMATIONAL VIDEOS OR RADIO ANNOUNCEMENTS OR WHATEVER IT TAKES TO HELP US

GET THE WORD OUT. >> AND FOLLOW-UP, I KNEW YOUR OFFICE HAS BEEN GOOD WITH EMAILS AND I'M A RECIPIENT OF THOSE EMAILS AND SEE HOW THINGS ARE CHANGING. THE AVERAGE PERSON MAY NOT HAVE THAT AVAILABILITY. IS THERE ONE SPOT, MAYBE THE CITY WEBSITE OR SOMETHING LIKE THAT THAT WE CAN KEEP FOLKS UPDATED ON WHAT'S

HAPPENING AT CITY HALL? >> YES. WE DO HAVE AN ALERT, A BANNER ON OUR WEBSITE THAT WE USE DURING LIKE A -- A HURRICANE EMERGENCY. WE HAVE THAT. AS SOON AS YOU OPEN UP OUR WEBSITE WHETHER YOU ARE IN DESKTOP OR MOBILE, YOU GET ALL THE LATEST INFORMATION. THAT'S OUR ALERT CENTER. IT WAS PART OF OUR PRESS RELEASE. IF YOU WANT TO BE PART OF THAT ALERT CENTER EVERY TIME YOU HAVE ANY TYPE OF UPDATE, YOU WILL IMMEDIATELY BE NOTIFIED AND THAT GOES ALSO FOR ALERT ST. LUCIE. THEY HAVE THE SAME TYPE OF SYSTEM. THAT WAS PART OF OUR PRESS RELEASE. WILL HAVE THE 800-NUMBER FOR THE

DEPARTMENT OF HEALTH. >> IF YOU CAN GET THAT INFORMATION MAKE SURE WE HAVE ALL THOSE LINKS AND EVERYTHING. WE ARE READY HAVE THEM, BUT IN OUR COMMUNICATION WITH FOLKS THAT WE KNOW THAT CALL US AND WHATEVER, WE CAN SEND THEM THE EMAIL. WE WILL KEEP THEM IN CONTACT OF WHAT'S HAPPENING IN CITY HALL.

>>MAYOR HUDSON: I THINK THE PUBLIC AT USED TO THE NOTICES THAT WE SENT OUT DURING HURRICANE THEY WERE NUMBERED. AND YOU KNOW WHICH ONE WAS THE LATEST AND WE GOT THEM. AND THEN WHEN I WOULD GET HIM LIKE ON SOCIAL MEDIA, I WOULD SHARE THEM SO PEOPLE GOT USED TO LOOKING FOR THAT. PLUS ON THE WEBSITE, THE RED BUTTON ON THE TOP THAT SAYS THIS IS AN ALERT AND THIS IS WHERE YOU GO, AGAIN, I THINK WERE DOING THE BEST WE CAN BECAUSE EVEN IF WE HAD A TRADITIONAL PRINT NEWSPAPER EVERY DAY, YOU'RE RIGHT. THIS IS CHANGING HOUR BY HOUR. PEOPLE ARE GOING TO GET USED TO PAYING ATTENTION BECAUSE FROM THE NATIONAL IN THE STATE THEY BEEN HAVING THESE PRESS CONFERENCES AND KEEPING US UP-TO-DATE. I THINK THEY'RE GONNA GET USED TO THAT.

>> I APPRECIATE THE INFORMATION ESPECIALLY THE IDEA OF LIMITING ACCESS INTO THE BUILDING. IT'S A QUEUING SYSTEM WHETHER YOU'RE IN THE BUILDING DEPARTMENT OR IT'S A QUEUING SYSTEM IF YOU'RE OUTSIDE OF THE DOORS OUTSIDE OF THE CITY HALL. IT'S THE SAME IDEA. WE ARE NOT LIMITING SERVICE BUT WE ARE PROVIDING A SERVICE TO THE PEOPLE IN A DIFFERENT WAY. AND I WANT TO MAKE SURE THAT'S CLEAR BECAUSE THERE WILL BE NAYSAYERS THAT SAY ALL MY GOSH, I CAN'T GET ENOUGH THE CONFINES OF THE FOUR WALLS OF CITY HALL, WHICH IS NOT THE TRUTH. IT'S JUST A DIFFERENT STYLE OF QUEUING SYSTEM. THE OTHER THING I WOULD CHALLENGE US TO DO IS TALK ABOUT IF THIS IS A LONG-TERM THING AND WE HAVE TO CHANGE OUR MODE OF OPERATION, HOW DOES IT RELATE TO SUNSHINE LAW. HOW DO FOLKS COME INTO THIS ROOM AND MAKE PUBLIC COMMENT WITHOUT BEING AT THE PODIUM BUT MAYBE IT'S A DIFFERENT PODIUM AND IS VIDEOED IN. IT'S A LIFESTREAM THING. WE HAVE TO IMPLEMENT TECHNOLOGY FOR THAT. SO WHAT KIND OF ADVANTAGES DO WE HAVE IN OUR SYSTEM NOW TO IMPLEMENT THAT. THE OTHER CHALLENGE THAT I WOULD OFFER UP IS LOOKING AT THE FIRST FLOOR OF THIS FACILITY AND THE DIFFERENT USES OF THE FIRST FLOOR SO THAT WE DON'T GO TO THE SECOND AND THIRD FLOOR. MAYBE -- AND OUR REPRESENTATIVES SITS IN THE FIRST FLOOR OF THIS BUILDING. MAYBE WE NEED TO CHANGE THE USE OF THOSE OFFICES. MAYBE WE NEED TO UTILIZE THE PARKING GARAGE FIRST FLOOR IS THE

[00:35:24]

SERVICE MECHANISM OF THE BUILDING DEPARTMENT. THE BUILDING DEPARTMENT IS ONE DAY GOING TO MOVE BUT IF THIS IS GOING TO DRAG OUT FOR SIX, 10, EIGHT MONTHS, WE HAVE TO BE READY FOR. HOW DO WE CONTINUE TO MAINTAIN EXCELLENT SERVICE IN A DIFFERENT WAY WITHOUT FOLKS COMING IN AND OUT OF THE BUILDING TO THE SECOND AND THIRD FLOOR ALL THE TIME.

PUSHING THE SAME ELEVATOR BUTTON, YOU SEE WARM GOING WITH THAT. WE WILL JUST HAVE TO START THINKING OUTSIDE THE BOX IN CHALLENGING OURSELVES. IT'S NOT BUSINESS AS USUAL. WE HAVE THE FACILITIES AND MECHANISMS. WILL IT COST US A LITTLE BIT OF MONEY?

>> PROBABLY. MAYBE NOT IF WE ARE CREATIVE ENOUGH. BUT THOSE ARE MY COMMENTS AND I JUST WANTED TO SHARE THAT. I THINK WE JUST HAVE TO BE A LITTLE BIT DIFFERENT THAN USUAL. THANK

YOU. >>MAYOR HUDSON: I THINK IF WE ARE SETTING AN EXAMPLE, ONE OF THE THINGS THAT WE ARE -- OUR SOCIAL DISTANCE APPEARS IN 60 (LAUGHING) AND I DON'T KNOW EXACTLY WHAT TO DO ABOUT THAT. BUT, BUT ALSO, WE -- IT IS A NEW WORLD ORDER FOR A WHILE. HAVING TO LEARN A NEW WAY OF LIVING. YOU CAN'T SHAKE HANDS ANYMORE, YOU HAVE SOMETHING THAT YOU CAN'T SEE THEM WERE JUST TRYING TO HAVE TO LEARN TO

LIVE DIFFERENTLY. >>MAYOR HUDSON:

>> MAYOR. JUST BRIEFLY TOOK ADDRESS AN ISSUE THE COMMISSION BROUGHT UP THE LAW POEM OF WHITE SIROTA THEY REPRESENT OVER 90 DIFFERENT CITIES AND MULTIPLE OTHER CITIES AND AGENCIES, THEY ISSUED A LETTER TO THE GOVERNOR EARLIER THIS MONTH. I BELIEVE IT WAS MARCH 3 ASKING SPECIFICALLY THAT HE INVOKE EXECUTIVE POWERS TO DISSEMINATE THE RULES, PROCEDURES, REGARDING CHAPTER 286 IN THE SUNSHINE LAW AND MANDATORY MINIMUM REQUIREMENTS FOR QUORUM AND HAVING PEOPLE PHYSICALLY PRESENT. TO ADDRESS SOME OF THE ISSUES THAT YOU HAVE. BECAUSE AS BEN SAID, THIS IS A PORN WORLD. NOBODY ANYWHERE HAS EVER EXPECTED ANYTHING LIKE THIS FROM THE ATTORNEY GENERAL'S OPINION TO CASES TO ANYTHING. THAT LETTER HAS NOT BEEN RESPONDED TO IT WAS COPIED TO ASHLEY MOODY WHO IS THE ATTORNEY GENERAL AND WE HAVEN'T RECEIVED ANY RESPONSE. I SHARE THAT TWOFOLD WE ARE NOT ALONE. EVERYBODY STATEWIDE IS LOOKING FOR AN ANSWER TO BALANCE THE DELICATE BALANCE BETWEEN HEALTH AND SAFETY OF PUBLIC AND REAMING -- MAINTAINING FAIR AND TRANSPARENT GOVERNMENT. THE SECOND IS AS SOON AS WE FIND ANYTHING OUT, MR. MIMBS HAS BEEN VERY MUCH -- AT THE FOREFRONT TALKING WITH MY OFFICE ALONG WITH THE CLERK'S OFFICE. WE WILL DISSEMINATE AS QUICKLY AS POSSIBLE. SO WE ARE FIGHTING AS BEST WE CAN.

>>MAYOR HUDSON: AND FROM EVERYTHING OF HEARD FROM THE MEDICAL PROFESSIONALS, IF YOU -- WE ARE ACCUSED OF OVERREACTION I THINK WE CAN HAVE TO LIVE WITH THAT BECAUSE REALLY, WHAT WE ARE GOING TO HAVE TO DO IS LEAD BY EXAMPLE AND LISTEN TO THEM AND WHAT THEY'RE SAYING IS IT WORKS FOR THE NON-SPREAD OF THE VIRUS. IT WORKS. AND I THINK SOMETIMES YOUNG PEOPLE DON'T EXACTLY SEE THE THREAT AND THEY HEARD THAT THEY ARE NOT THREATENED, BUT OUR OLDER CITIZENS MAY BE AFFECTED AND THE ACTIONS THAT THEY -- I THINK WE ARE GOING TO HAVE TO -- I AGREE WITH COMMISSIONER CISTERNS, LEAD BY EXAMPLE. AND BECAUSE IT -- IT WILL BE SOMETHING THAT WE CAN PERHAPS CURTAIL IF WE OVERREACT. WHEN SOMEBODY MIGHT THINK OVERREACT TAKE THOSE REAL EXTREME PRECAUTIONS AND WE WILL NEVER KNOW. BUT WE KNOW IF WE DON'T, WE KNOW WHAT COULD HAPPEN.

>> COMMISSIONER. >>MAYOR HUDSON: YES.

>> IS REGARD TO CITY EMPLOYEES, ARE WE TRYING TO BRING IN LIKE TELEWORK, WORK FROM HOME IDEAS.

WE HAVE LAPTOPS, YOU KNOW, PERSONNEL THAT CAN DO THEIR JOB FROM A TECHIE DEVICE. ARE WE OFFERING THAT OPTION YET OR ARE WE THINKING ABOUT IT OR WHAT IS IT?

>> YES, SIR. WE'RE DEFINITELY THINKING ABOUT IT. WE DO NOT HAVE THAT OPTION AVAILABLE FOR EVERY CITY EMPLOYEE. THERE ARE SOME EMPLOYEES THAT NEED -- ARE THE FRONT-LINE EMPLOYEES. SO

[00:40:05]

WE NEED THEM TO REMAIN IN PLACE, BUT THERE ARE SOME THAT CAN WORK FROM HOME. WE ARE THINKING -- WE ARE GOING TO BE KICKING THIS AROUND FOR QUITE SOME TIME, SIR. THERE IS NO STANDARD OPERATING PROCEDURE WHEN IT COMES TO THIS. THIS IS ALL NEW TERRITORY. AND WE'RE GOING TO WORK -- I'M GONNA WORK WITH PETE AND LINDA AND OUR COLLEAGUES AT THE COUNTY AND THE FLORIDA DEPARTMENT OF HEALTH. ONCE WE START TESTING PEOPLE, WE WILL HAVE A BETTER IDEA WHERE WE STAND. AND I DON'T BELIEVE IS JUST ABOUT ANY CERTAIN GROUP OF PEOPLE. I THINK IT'S ANYBODY THAT IS SUSCEPTIBLE TO WEAKNESS OF HEALTH. SO IT COULD BE YOUNG OR OLD. SO WE NEED TO EDUCATE EVERYONE ON THE DANGERS OF THIS POTENTIAL SITUATION AND COMMISSIONER, WE ARE JUST GOING TO HAVE TO REACT ON A DAILY BASIS IN THAT SITUATION.

>> I AGREE. IT COMES DOWN TO LEAVE TIME AND SICK LEAVE AND VACATION LEAVE. WHAT IF SOMEONE HAS TO GO HOME AND TAKE CARE OF A LOVED ONE. IT'S FMLA. EVERYTHING STARTS TO KICK IN AND ALL THESE PARAMETERS THAT WE ARE NOT REALLY SURE. SOME FOLKS WANT TO TAKE A VACATION BECAUSE THEY VERY HAD IT SCHEDULED I RUN INTO THIS RECENTLY AND THEY SAM GOING ON VACATION AND THIS IS WHAT I'VE GOT PLANNED. AND BY THE WAY, WHEN I GET BACK I'VE GOT A QUARANTINE MYSELF FOR TWO WEEKS. AND THEY'RE WILLING TO DO THAT I GUESS AND THAT'S FINE, BUT HOW DO WE HANDLE THAT?

>> A FORMAL LOCAL DECLARATION OF EMERGENCY, AS YOU KNOW, VACATIONS ARE SUBJECT TO BE CANCELED. SO WE ARE GOING TO ASSIST EVERY SITUATION SIR AND TRUTHFULLY, WE HAVE IN A SITUATION AMONG US AND WE CAN'T SEE IT. SO IT'S HARD TO FIND THE ENEMY YOU CAN'T SEE. SO WERE GOING TO DO THE BEST WE CAN TO ADDRESS AND RESPOND.

>>MAYOR HUDSON: COMMISSIONER SESSIONS.

>>COMMISSIONER SESSIONS: AND AGAIN, I TURNED TO EACH OF US AS WELL. THAT ARE SITTING APPEAR. TO MAKE SURE THAT WE ARE OUTDOOR IN THE PUBLIC. WE HAVE A RESPONSIBILITY EVEN MYSELF PERSONALLY, SOMETHING I'VE NEVER DONE OR THOUGHT ABOUT DOING BUT JUST KEEP THE PUBLIC INFORMED AS TO INFORMATION GIVING. I'M GIVEN A FACEBOOK PAGE SO I CAN CONVEY THAT INFORMATION TO THE PUBLIC BECAUSE THESE ARE SERIOUS TIMES THE CITY MANAGER, THERE'S CAN BE DIFFICULT DAYS AHEAD AND I WISH YOU WELL. YOU'RE GOING TO BE UP. YOU'RE GOING TO BE FACED VERY HARD AND TRAFFIC. MY PRAYERS ARE WITH YOU. AND I'M EXTENDED MYSELF AS I HOPE EACH OF US ARE BECAUSE IT'S GOING TO TAKE US PULLING TOGETHER TO BE ABLE TO OVERCOME THIS AND IT'S PROBABLY GONNA GET WORSE BEFORE IT GETS BETTER.

EVEN WHEN YOU LUCKILY, THE STATISTICS THAT THEY HAD ARE JUST LIKE OURS WAS TWO WEEKS AGO, BUT LOOK AT THE PRESENT SITUATION AND IT'S OVERWHELMING. SO WE CAN'T TAKE THIS LIGHTLY. WE HAVE TO DO WHAT WE HAVE TO DO AND WE'VE ALL GOT TO COME TOGETHER AND WORK TOGETHER. ANOTHER THING I'M GOING TO CLOSE ON THIS NOTE . WHILE WE ARE HERE, BECAUSE FROM A STANDPOINT OF PEOPLE BEING FINANCIALLY INCAPABLE OF PERHAPS TAKING CARE OF SOME OF THEIR RESPONSIBILITIES, I HOPE THAT THE UTILITIES AUTHORITIES GOING TO PUT SOMETHING IN PLACE THAT WILL MITIGATE THE BILLS BECAUSE THERE'S GOING TO BE A LOT OF PEOPLE PERHAPS THAT ARE NOT ABLE TO WORK, BUT HERE WE DO NOT WANT THEIR LIGHTS BEING CUT OFF BECAUSE OF THE PREDICAMENT THEREIN AS RESULT OF THIS CRISIS HERE. SO I HOPE.

>> IS ALREADY KNOWS THAT. THEY'VE ALREADY ANNOUNCED THAT.

>> GOOD. SO I WAS HOPING THAT THAT WAS GOING TO HAPPEN. GOOD THEY SAY IT'S HAPPENING. IT LOOKS LIKE WE ARE MOVING FORWARD. SO THANK YOU.

>>MAYOR HUDSON: ANYTHING ELSE? OKAY. KEEP US POSTED.

>> LET'S TALK ABOUT FISHING. WE HAVE MR. ANDREWS IS OUR CITY ENGINEER WAS GOING TO GIVE US AN UPDATE ON OUR OBSERVATION DECK AT THE SOUTHBRIDGE.

>> MR. ANDREWS. >> MATTER MAYOR COMMISSIONERS.

AS EVERYONE IS AWARE THE OBSERVATION DECKS ARE OPEN. WE'VE HAD REPORTS OF FISHING TAKING PLACE, PEOPLE CONCERNED ABOUT FISHING AND EVERYTHING. WHERE WE ARE CURRENTLY AT, MR. JIM OPPEN BORN FROM THE COUNTY IS WORKING TO GET THAT FACILITY PERMITTED AS A FISHING FACILITY. THE PERMITTING AGENCY, THE WAYNE PERMITTING AGENCY IS THE NATIONAL MARINE FISHERIES SERVICES. SOME OF THEIR CONCERNS THAT THEY HAVE IS THE CONTINUED MAINTENANCE IN THE CLEANUP OF FISH, DISCARDED LINE, FISHING EQUIPMENT AND EVERYTHING.

SO MR. OPPEN BORN IS WORKING WITH DIFFERENT ENTITIES THROUGHOUT THE CITY, SOME OF

[00:45:08]

THE EIGHT STORES, THE DIVE STORES, THEY VOLUNTEERED TO DO CLEANUP. HE'S ORGANIZING ALL THIS AND PUTTING THIS TOGETHER FOR A PERMANENT PACKAGE TO THEM. HE IS ALSO REACHED OUT TO THE FLORIDA FISH AND WILDLIFE TO GET A LETTER OF SUPPORT FROM THEM.

SO WE ARE WORKING TOWARDS THIS TO DO IT RIGHT SO EVERYONE IS PROTECTED AND TO HAVE THE

ABILITY TO FISH ON THIS. >> ONE OF THE -- ONE OF THE CONDITIONS THAT THE MARINE -- WERE THE NATIONAL FISHERIES IS LOOKING AT, THOUGH, THEY ARE LOOKING AT PROHIBITING PUTTING LIGHTS ON THAT DECK. THEY FEEL THAT THAT IS -- WILL ATTRACT TOO MANY FISH AND ARE CONCERNED ABOUT THAT. SO IT MAY BE DARK FOR A WHILE UNTIL WE CONVINCE

THEM OTHERWISE. >>MAYOR HUDSON: COMMISSIONER

ALEXANDER. >>COMMISSIONER ALEXANDER: WE ARE IN A NATIONAL EMERGENCY AND YOU'RE TELLING ME THAT YOU'RE SITTING HERE WORRYING ABOUT THESE AGENCIES FINDING PEOPLE AND WRITING TICKETS UP AND TAKING FOOD FROM THEM? YOU CAN EVEN GO THE GROCERY STORE KNOWN BY LOVE BREAD. THAT'S ANOTHER THING. WHAT ARE THEY DOING ABOUT THESE PRICE GOUGING? THEY TELL ME A LOAF OF BREAD COST FIVE DOLLARS. NOW THAT'S -- YOU KNOW, IF THAT AIN'T PRICE GOUGING, WHAT WE CAN DO ABOUT IT AS A CITY? AND I -- I'LL GIVE IT RIGHT BACK TO JACK BUT JUST COME ACROSS MY MIND. THERE'S PRICE GOUGING, WHAT WE

CAN DO ABOUT PRICE GOUGING. >> PRICE GOUGING IS REPORTED TO THE CITY FOR SPEARS AND WE INVESTIGATE THE SITUATION TO ENSURE THAT THAT TYPE OF ILL-TREATMENT OF OUR PAYMENT DOES NOT HAPPEN.

>> A LOAF OF BREAD A FIVE DOLLARS IS NOT PRICE GOUGING?

>> IT MAY VERY WELL BE. I HAVE NOT BEEN NOTIFIED OF THIS. IF YOU HAVE ANY PARTICULARS, TELL

THE PEOPLE TO GIVE ME A CALL. >>MAYOR HUDSON: THE STATE OF FLORIDA HAS ISSUED SPECIAL ORDERS ABOUT -- JUST LIKE DURING HURRICANE. YOU CAN'T PRICE GOUGE QUICK SALE CARE ABOUT IT. WERE TALKING ABOUT A MAJOR CHANGE, GROCERY CHANGE -- CHAINS IN THE CITY. FIVE DOLLARS. WOW. YOU'VE GOT 2 TO 3 CHILDREN AND A LOAF OF BREAD WILL LAST TODAY. BUT BACK TO JACK I'M SORRY (LAUGHING) WERE GOING TO.

>> WERE GONNA SIT HERE AND TRY TO CONTROL PEOPLE FROM FISHING, YOU KNOW THEY BEEN FISHING ABOUT -- OFF THE CATWALK FOR HOW MANY YEARS? FOREVER.

>> FOREVER. >> AND WERE GOING TO SIT HERE AND PEOPLE ARE ALMOST AT A RATE OF STARVING. WERE GOING TO TAKE THE FISH FROM THEM AND

GIVE THEM A TICKET TO BOOT. >> COMMISSIONER ALEXANDRA DON'T THINK IT WAS THE CITY'S INTENTION TO PROHIBIT FISHING.

>> WE HAD THAT CONVERSATION WHEN THEY WERE TALKING ABOUT PUT -- REDOING IT, RIGHT.

>> AS. >> THEY CAME BEFORE US, TO EXPRESS WHAT THEY WERE GOING TO DO, RIGHT.

>> AND WE HAD SOME CONVERSATION ABOUT LIGHTS, TOO. YOU KNOW, BUT THEY KICKED THAT OFF TO.

>> AND SO THAT'S -- THAT'S WHAT WERE TRYING TO MAKE THIS OFFICIAL SO PEOPLE ARE NOT HARASSED WHEN THERE FISHING, SO.

>> WE CAN PUT COMMISSIONER ALEXANDER NAME AT THE TOP IF YOU WANT TO. BECAUSE IF YOU TAKE A PETITION FROM THIS CITY TO GO AT THE POWERS THAT BE, YOU KNOW, I'M JUST SCIENCE THAT SHE WOULD TAKE A FISH FROM A PERSON'S GONNA TRY AND FEED THEIR FAMILY. I DON'T KNOW WHAT THEY DO WITH BUT THE PROBABLY TAKE IT HOME TO THEIR FAMILY. IT'S -- IT'S A JOKE.

>>MAYOR HUDSON: THANK YOU FOR YOUR EFFORTS. I THINK WITH THIS CRISIS, THERE DIVERTING A LOT OF STATE PERSONNEL TO DO OTHER THINGS. SO PERHAPS STATE PERSONNEL WILL BE DIVERTED --

PERHAPS COMMISSIONER PERRONE. >>COMMISSIONER PERONA: FOLKS THINK THE CITY FOR PIN -- FOR SPEARS REDO THIS BRIDGE. WE GOT MONEY.

>> WAS IT FDOT? >> THEY DID THE WORK THEMSELVES. THE CITY NEVER RECEIVED ANY MONEY. IT WAS A PROJECT BY.

[00:50:04]

>> AND A QUESTION AT THAT TIME, IF I RECALL IS THAT BECAUSE HE GOT HIT BY BARGES IN THE STORMS AND EVERYTHING ELSE. IT WAS UNSAFE FOR ANYBODY TO BE ON IT SO IT WAS CLOSED. THEN ALL OF A SUDDEN WE FOUND A SOURCE, STAFF FOUND A SOURCE TO BE ABLE TO REBUILD THIS AND IT WAS GONNA BE CALLED AN OBSERVATION DECK AND WE KINDA HEARD THAT FISHING MAY NOT BE ALLOWED AND THAT LIGHTS MAY NOT BE ALLOWED. WE ARE GETTING A NEW DECK, WILL WORRY ABOUT THAT LATER.

THIS IS A LEADER IN OUR WORRIED ABOUT IT. AND SO, IT'S NOT THAT THE CITY OF FORT PIERCE WENT OUT AND REBUILT THIS THING AND SHUT IT DOWN FOR ALL FOLKS TO USE IT AS FISHING FACILITY.

SO, WE ARE GOING TO DO WHAT WE CAN DO TO MAKE SURE THAT FOLKS IN OUR COMMUNITY HAVE THAT ASSET AND USE THAT ASSET AS WE THINK THAT IT SHOULD BE USED. I JUST DIDN'T WANT FOLKS TO THINK THAT THE CITY OF FORT PIERCE DID THIS AND THEN SHUT IT DOWN THE FISHERMAN. WE DID

NOT DO THAT. >> COMMISSIONER SESSIONS.

>>COMMISSIONER SESSIONS: INITIALLY WHEN IT WAS FIRST BUILT, IT PROBABLY WAS. BUT THANKS TO GOD, IS TOTALLY DIFFERENT NOW BECAUSE THEY ARE USING IT FOR FISHING AND MY COMMISSIONER ALEXANDER SAID WE HAVE PEOPLE THAT ACTUALLY RELY ON THAT MEANS OF PROVIDING OF THEMSELVES WITH FOOD TO EAT. AND IF YOU KNOW ANYTHING ABOUT PEOPLE THAT RIDE UP AND DOWN THE STREETS ON BICYCLES WITH DRILLING RODS TO GET TO THAT POINT SO THAT THEY CAN GO BACK AND EAT, I SEE ALL THE TIME. IT'S A NECESSITY FOR A LOT OF PEOPLE. AND WHAT WE TAKE LIGHTLY, A LOT OF PEOPLE TAKE SERIOUSLY. AND AS WE'LL KNOW ARE NOT IN THE BEST ECONOMIC STATUS AS FAR AS OUR CITY IS CONCERNED. THERE ARE A LOT OF PEOPLE THAT RELY ON THE MEANS OF EATING AND PROVIDE FOR THE FAMILY. WE CAN'T TAKE IT LIGHTLY. NOT TO MENTION, FOR ME, IT'S MORE OF A SPORT. I ENJOY FISHING AND THERE'S A LOT OF OTHER PEOPLE THAT ENJOY FISHING AND WERE USING IT FOR THAT PURPOSE. SO IF WHAT WE ARE ACCUSTOMED TO IS IN CONFLICT WITH WHAT THE PEOPLE THAT PAID FOR THE BRIDGE, TO HAVE A FIX, THAN WHAT WE'VE BEEN WHAT WE NEED TO DO IS -- AS YOU'RE DOING, PUT EVERYTHING IN PLACE. THOSE TO BE IN POWER AS WE POINTED OUT, WE HAVE TO PETITION THEM BY WHATEVER NEEDS NECESSARY TO GET BACK TO WHAT WE ARE USING IT FOR BUT IN THE MEANTIME, AS FAR AS THE PUBLIC INFORMATION IS CONCERNED MAKE NO MISTAKE ABOUT IT. THERE ARE INDIVIDUALS OUT THERE THAT ARE ENFORCING THE LAW AND THERE IS A STAGE PATROL OFFICER OUT THERE THAT'S WRITING PEOPLE. SO BE CAREFUL WHILE THERE MAY NOT BE A PROHIBITION AS FAR AS THE CITY IS CONCERNED THERE'S AN OFFICER OUT THERE WRITING INDIVIDUALS. SO BE CAREFUL AND FOLLOW THE LAW. WORK WITH US AND HOPEFULLY, WE WILL BE ABLE TO GET THIS SITUATION STRAIGHTENED OUT. BUT RIGHT NOW, AS IT'S BEEN POINTED OUT YOU PUT ON NOTICE. YOU ARE NOT SUPPOSED EFFICIENT CERTAIN AREAS UNTIL WE CAN GET IT STRAIGHTENED OUT. ABIDE BY THE LAW BECAUSE WE DON'T WANT YOU TO GET IN TROUBLE.

>> THANKS FOR YOUR PROACTIVE MEASURES. HE WILL HOLD ONTO THAT.

>> THANK YOU. >> THE ODDITY OF THE ENTIRE THING IS THAT THE BRIDGE ENGINEERS IN THE TRAFFIC ENGINEERS ARE TALKING ABOUT LIGHTING, BUT THE SAME BREACHES HAVE LIGHTING UNDERNEATH IT. SO THERE CHALLENGING UPON

LIGHTING. >> IT'S ALL LIT UP. IT'S AN INTERESTING SET OF ARGUMENTS. AND IT SHOULD BE OPEN POSITION -- TO FISHING.

>>MAYOR HUDSON: THANK YOU FOR YOUR EFFORTS.

>> MY LAST UPDATE AS I'M GOING TO GIVE THIS PEGGY AND PETE SWEENEY TO HELP ME OUT THERE GOING TO GIVE YOU AN UPDATE AS TO WHERE WE ARE WITH OUR NEGOTIATION WITH ST. LUCIE COUNTY REGARDING OUR INTERLOCAL AGREEMENT FOR ANIMAL SHELTERING SERVICES AND THE ANIMAL SHELTER PROSPECTIVELY LOCATED ON SAVANNA ROAD.

>> GOOD EVENING. I WAS HOPEFUL THAT WE WOULD BE ABLE TO HAVE A FINALIZED INTERLOCAL TO HAVE BEFORE YOU TONIGHT IT MIGHT'VE BEEN OVERLY OPTIMISTIC THAT WE WOULD GET IT DONE. WE ONLY MET ROUGHLY 2 WEEKS AGO WITH THE COUNTY AND HASHED OUT ALL THE ITEMS THAT WE WERE LOOKING FOR FROM EACH PARTY. PRESENTED THAT TO THE CITY ATTORNEY'S OFFICE. THEY DID A FABULOUS JOB PUTTING TOGETHER ALL OUR RANDOM THOUGHTS. WE RAN OUT OF TIME BETWEEN THE TWO

[00:55:04]

JURISDICTIONS GOING BACK AND FORTH. WE ARE DOWN TO TWO ITEMS THAT WE ARE DISCUSSING AND TRYING TO COME TO A SOLUTION ON.

I'M EXCITED THAT IT'S GOING TO GET DONE SOON TO BE BROUGHT BACK BEFORE YOU.

>> YOU'RE OPTIMISTIC? >> I WAS MAYBE A LITTLE OVERLY OPTIMISTIC IN GETTING IT DONE IN 10 DAYS BUT WE ARE STILL WORKING ON THAT.

>>MAYOR HUDSON: ANYTHING TO ADD, MR. SWEENEY?

>> MADAME MAYOR, COMMISSIONERS, THANK YOU ALL. IT WAS NICE OF YOU TO SAY. WE DID START FROM NOTHING. THERE WAS NO DOCUMENT THAT REALLY WE COULD BUILD OFF OF OTHER THAN JUST A GENERALIZED IDEA OF AN ILA AND GIVEN THE FACT THAT PREVIOUSLY ANIMAL SHELTER SERVICES HAVE BEEN DONE UNDER A DOCUMENT DRAFTED DECADES AGO WITH ANOTHER PARTY INVOLVED. WE WEREN'T SURE WHERE PERPORT ST. LUCIE WOULD BE INVOLVED UNTIL A COUPLE WEEKS AGO. SO IT WAS AN EVOLVING PROCESS. WE ARE CLOSE. I FULLY EXPECT IT WILL BE EXECUTED. FOR YOU AND YOUR APPROVAL QUICKLY. BUT WE WERE JUST NOT QUITE THERE AND IT DOESN'T MAKE SENSE TO BRING SOMETHING THAT IS NOT TOTALLY IN ITS BEST FINAL FORM BEFORE YOU. THUS THE ONLY WAY WE CAN

BRING IT TO YOU. >>MAYOR HUDSON: WHAT IS HAPPENING NOW WITH THE BUILDING , SAVANNA? RIGHT NOW? THE BUILDING IS JUST THERE. AS A MATTER OF FACT, WE ARE STILL REMOVING -- I THINK ALL THE TRASH IS OUT. WE'VE DONE OUR ASSESSMENT AND CALCULATIONS AS FAR AS OUR INITIAL PRELIMINARY ESTIMATES BUT I DON'T THINK

THERE'S ANYTHING ELSE. >>MAYOR HUDSON: WE ARE NOT WORKING ON IMPROVING IT NOW. ARE WE WAITING FOR THAT AGREEMENT?

>> YES, MA'AM. I BELIEVE WE WOULD HAVE BETTER SUCCESS WORKING TOGETHER WITH ST. LUCIE COUNTY. ST. LUCIE COUNTY OFFERED TO BRING THEIR WIDE ARRAY OF EXPERTS AND SKILLED TRADESMEN OVER TO THE FORT PIERCE LOCATION TO ASSIST IN THIS REHABILITATION. AND I THINK IT WOULD BE ADVANTAGEOUS FOR US TO ALLOW THAT COHESIVE WORKING AGREEMENT TO MOVE FORWARD. PEGGY, DO YOU HAVE ANYTHING TO ADD?

>> NO, SIR. >>MAYOR HUDSON: COMMISSIONER

PERRONE OF. >>COMMISSIONER PERONA: THIS

AGREEMENT IS AT THE COUNTY? >> YES WE ARE WAITING FOR RESPONSE OF THE COUNTY AND THEN SOMETHING MIGHT'VE COME UP OVER THE WEEKEND.

>> RIGHT. IT'S OUT OF OUR HANDS. THE BALL HAS BOUNCED OVER TO THE COUNTY. THE COUNTY IS TAKING IT AND NO MAKE DECISIONS AND WHEN YOU GET OUT -- THE TWO LITTLE WRINKLES AND

IT. >> I BELIEVE WE ARE DOWN TO TWO

ITEMS. >> YOU GET THAT WORKED OUT.

AND WE EXPECT THIS THING TO BE COMPLETED IN THE NEXT 7 TO 10 DAYS I WOULD SAY BECAUSE THE LAST TIME I TALKED TO A COUNTY COMMISSIONER, THEY SAID WE HAVE IT WE HAVEN'T GIVEN IT TO THEM.

I KNOW STAFF HAS GOADED. WE ARE GOING TO STAY OUT OF IT BUT I WANT TO BE CLEAR THAT IT SAT COUNTY RIGHT NOW FOR THEM TO GO THROUGH IT ALL AND TO RESPOND TO THAT INTERLOCAL AGREEMENT.

>> I BELIEVE OUR RESPONSE WAS PROVIDED TO THEM ON FRIDAY AND THEN TODAY IS JUST MONDAY. SO THEY NEED TIME TO DISCUSS OUR COMMENTS AND REVIEW IT AND IT STILL IN NEGOTIATION. BUT WE WENT THROUGH A LOT AND OF MANY THINGS HAVE BEEN AGREED UPON WE ARE READY TO MOVE FORWARD BUT THERE IS ONE OR TWO ITEMS LEFT THAT WE WILL NEED TO RESOLVE FIRST.

>> EVERY ONCE IN A WHILE, AN ATTORNEY HAS -- THEY JUST CAN'T PULL SOMETHING OFF THE BOILERPLATE. IT HAS TO BE CREATIVE. I'M NOT TALKING ABOUT -- IT HAS TO COME FROM AND START AT SQUARE ONE AND BUILD THIS WHOLE THING OUT. SO IT'S GOOD TO SEE THAT CAN

HAPPEN HERE AT THE CITY. >> AND I KNOW THE COUNTY IS ANXIOUS TO GET OUT OF WHERE THEY ARE. A COUPLE OF COMMISSIONERS HAVE TALKED TO ME ABOUT THAT. SO, I'M SURE THAT THEY'RE INTERESTED IN MOVING IT ALONG. I FEEL LIKE WE ARE INTERESTED. NOBODY IS DRAGGING THEIR FEET, CORRECT?

>> ON EITHER SIDE. >> AND THE OTHER POINT IS THE EXTENSION OF THE CURRENT AGREEMENT WITH THE COUNTY. HAS THAT BEEN EXTENDED?

>> WE ARE IN NEGOTIATIONS ON THAT ALSO. THERE'S ONE ITEM MORE DOWN TO AND AGAIN, THOSE COMMENTS WERE RETURNED TO THE COUNTY ON FRIDAY AND HOPEFULLY WILL HAVE AN ANSWER SOON.

>> THAT'S AT THE COUNTY AUTHORITY.

>> ALL RIGHT. SO THE BALL HAS BEEN BOUNCED THEIR WAY.

>> OFF OUR LIST ONTO THERE'S. >> FOR NOW.

>> ANY OTHER DISCUSSION? >> ANYTHING ELSE TO ADD?

>> ALL RIGHT THANK YOU VERY MUCH.

>> I WILL CLOSE WITH WHEN YOU'RE TALKING ABOUT CREATING A DOCUMENT, AN AGREEMENT THAT'S GONNA LAST FOR 20 YEARS, YOU DON'T WANT TO RUSH IT.

>> THAT'S RIGHT. WE DON'T. >> DON'T YOU NORMALLY SAY THAT WHEN THE CLOCKS RUNNING IN YOUR CHARGING IS FORD.

>> OKAY. WITH THOSE OF THE ITEMS.

[01:00:02]

>> MADAME MAYOR, THOSE WERE ALL OF THE UPDATES AND WE CAN CONTINUE ON WITH THE AGENDA AS

[11. CONSENT AGENDA]

WRITTEN. >>MAYOR HUDSON: OKAY.

>>> NEXT ITEM IS THE CONSENT AGENDA.

>> WHICH IS NOW 11 A. >> MOVED TO APPROVE.

>> SECOND. >>MAYOR HUDSON: THERE IS A MOTION AND SECOND. CALL THE ROLL, PLEASE.

>>MAYOR HUDSON: ANY QUESTIONS OF STAFF? MADAME MAYOR?

>> YES, SIR. MR. GILMORE, I SAW IN THE PACKET THERE WAS A LETTER FROM HALL BERTRAM. IS THE APPLICANT AWARE OF ANY MITIGATION OF LANDSCAPING THAT THEY MIGHT HAVE TO PERFORM AT

THAT CREATING IMPACTS? >> YES. THEY ARE AWARE.

>> THANK YOU. >> ANY OTHER QUESTIONS OF

STAFF. >> YES. AS FAR AS THOSE CONDITIONS, THAT YOU HAVE, THE APPLICANT, WHAT'S THEIR POSITION OR ARE YOU AWARE?

>> AS FAR AS I KNOW THEY HAVE NO OPPOSITION BUT WE HAVE THE REPRESENTATIVE HERE.

>> ANY OTHER QUESTIONS OF STAFF ?

>> HAD LIKE THE APPLICANT TO COME FORWARD, PLEASE. AND I'D LIKE TO ASK YOU IF YOU HAVE ANY

QUESTIONS OF STAFF? >> I DO NOT.

>> DID OVER THERE INSIDE ME AND FOR ME, IF YOU WOULD, PLEASE AND YOU MAY BE EXCUSED, MR.

GILMORE. >> AM SORRY.

>> ONE THING. NUMBER TWO, THAT SOMETHING YOU HAVE NEVER SEEN BEFORE. IS THAT SOMETHING THAT -- AND I'M NOT SAYING THERE ARE NOT ORDINANCES IN PLACE, BUT IS THAT SOMETHING THAT WE ARE STARTING TO ENFORCE THIS PREMEDICATION THING?

>> WE'VE ALWAYS ENFORCED IT. BUT WE'VE PRETTY MUCH DONE IT AFTER THE PUBLIC HEARING PROCESS. BUT NOW WE ARE INCORPORATING IT WITH THE PUBLIC HEARING PROCESS. SO THAT APPLICANT SOMETIMES -- A LOT OF TIMES THEY WOULD BE SOMEWHAT SURPRISED BECAUSE HIS INNER CODE THAT YOU HAVE THE PAPER TREE MITIGATION BUT THEY WERE MAKING SURE THAT IS WELL KNOWN TO THEM DURING THE PUBLIC HEARING PROCESS. ACCESS.

>> SINCE THIS PROJECT IS ALREADY BEEN REVIEWED BY A PLANNING BOARD, THIS IS HOW IT READS BY THIS POINT. BY GOING FURTHER, STAFF HAS BEEN -- ALMOST HAS COMPLETELY MADE A DECISION THAT THE CONDITION WILL ACTUALLY HAVE THE DOLLAR AMOUNT ON THEIR BEFORE GOES TO PLANNING BOARD. SO THAT EVERYBODY KNOWS FROM THE BEGINNING WHAT THEY ARE -- WHAT THE MITIGATION FEE IS BECAUSE WE HAVE BEEN DOING IS CALCULATING AT THE TIME THAT WE CALCULATE IMPACT FEES. AND WE WANT EVERYONE TO BE ON BOARD AT THE BEGINNING. SO IT WILL BE PART OF THE TREE REMOVAL PERMIT APPLICATION SO THAT THOSE TWO GO HAND-IN-HAND.

>> I JUST HOPE THAT WE ARE UNIFORM AND MAKE SURE THAT AS WE GO INTO A SUBURBAN AREA, OR AN URBAN AREA THAT HAS A LOT OF TREES, WE TAKE THIS INTO CONSIDERATION, ESPECIALLY OUT ON DRINKING ROAD AREA. SO THE ãMY GIFT IS STARTS TO GET TO A POINT WHERE IT'S GOING TO COST AN INDIVIDUAL 500,000 TO REMOVE TREES AND THEY WANT TO BUILD THE BUILDING FOR 200,000 AND WE NEED TO LOOK AT THIS ORDINANCE, FIRST HAND. ESPECIALLY GOING OUT IN THAT AREA NOW. THAT HAS NO IMPACT ON YOU, BUT I'M JUST SAYING FOR FUTURE PURPOSES AND PLANNING, THAT SOMETHING WE NEED TO LOOK INTO OR ELSE WE WILL CUT OURSELVES OFF IN TERMS OF NEW CONSTRUCTION OUT IN THAT AREA BECAUSE THERE ARE A LOT OF TREES OUT THERE IN SOME OF THESE TREES THAT WERE GRIPING ABOUT I WONDER, IF THERE REALLY WORTH IT, BUT THAT'S AN ARGUMENT FOR DIFFERENT DAY.

>>MAYOR HUDSON: >> THOSE THAT ARE MITIGATED ARE

THOSE THAT ARE NATIVE. >> FOR FUTURE PLANNING PURPOSES, HOPEFULLY THIS IS AN ISSUE WE CAN ADDRESS SO THAT WE DON'T CIRCUMVENT DEVELOPMENT OUT IN AN AREA THAT HAS A LOAD OF TREES IN IT. AND THAT'S WHY A POINTED THAT OUT AND I WANT TO SEE WHERE WE ARE GOING WITH THIS. THERE'S AN ORDINANCE IN PLACE, SO BE IT BUT YET AND STILL, FOR CONSIDERATION IN THE FUTURE, ESPECIALLY IN THAT AREA THAT WE ARE TRYING TO DEVELOP, LET'S KEEP OUR PRIORITIES IN PLACE SO WE MAY NEED TO REVISIT THIS ISSUE. THANK YOU.

>> MANOR MAYOR. >>MAYOR HUDSON: GET SICK.

[01:10:01]

>> CAN YOU GO BACK TO THE SCREEN WHERE YOU HAD THE AMOUNT OF TREES THAT WERE BEING PLACED ON THE PROPERTY? YEAH. IS THAT THEY ARE.

>> YES. >> WILL HOW MANY TOTAL TREES AS

IT? 60? 60 TREES. >> AND 245 SHRUBS. WOW. I MEAN, HOW DO YOU CALCULATE THAT?

>> WILL THAT'S PRESENTED TO US IN THE APPLICANT'S LANDSCAPE PLAN IN THE PACKET -- THE

ARCHITECT YES. >> OKAY. BUT I'M JUST SAYING, THAT'S A LOT OF -- YOU KNOW, IS THERE GOING TO BE A BOND SET.

>> CORRECT. >> LET'S GUARANTEE THAT WE DON'T -- THE TREES DON'T GO AWAY, RIGHT.

>> CORRECT. >>MAYOR HUDSON: ANY OTHER

QUESTIONS? >> THANK YOU YOU MAY BE EXCUSED. AND SIR, PLEASE INTRODUCE YOURSELF AND GIVE US YOUR ADDRESS, PLEASE.

>> HELLO EVERYONE. MY NAME IS ALBERT AND MY ADDRESS IS 445 24TH STREET SUITE 200 VERO

>> THE PRESENTATION WAS GOOD. >> COVERED ALL.

>> ANY QUESTIONS OF THE APPLICANT?

>> YES. >> YOU'VE HAD AN OPPORTUNITY TO LOOK AT THE CONDITIONS AND YOU HAVE NO OBJECTIONS WITH THOSE CONDITIONS.

>> NO, SIR. >> THANK YOU. ANY OTHER

QUESTIONS? >> THANK YOU VERY MUCH. I

APPRECIATE IT. >> THANK YOU.

>> ANYONE ELSE WISHING TO ADDRESS THIS ISSUE, PLEASE COME FORWARD. SEEING NO ONE, I WILL CLOSE THIS PART OF THE HEARING AND ENTERTAIN A MOTION OR DISCUSSION.

>> I WAS WITH THE CONDITION. >> YES.

>> WILL THE OWNERS EVERY THINK YOU AND I APPRECIATE WHAT YOU'RE DOING. AS FAR AS THAT AREA IS CONCERNED. THAT'S A BIG DIFFERENCE WHAT'S BEING PROPOSED EVERY YOU TO MAKE THAT INVESTMENT BECAUSE YOU HAVE A GOOD PRODUCT, AT THE BUILDING, AS YOU KNOW WAS NOT IN THE BEST SHAPE. AS A RESULT OF YOUR INVESTMENT, IS GOING TO HAVE A GREAT IMPACT ESPECIALLY IN THAT

[d. Resolution No. 20-R19 establishing procedures for appeal hearings before the City Commission.]

>> IS A BRAVE NEW WORLD OUT THERE, RIGHT?

>> NEXT WE HAVE RESOLUTION 20 ã R 19 RESOLUTION ESTABLISHING APPELLATE PROCEDURES FOR THE CITY COMMISSION PROVIDING FOR A SEVERABILITY CLAUSE. AND PROVIDING FOR AN EFFECTIVE

DATE. >> THIS IS YOURS?

>> YES, MADAM MAYOR, COMMISSIONERS. WE ARE HOPEFULLY ADOPTING THIS RESOLUTION TO FOLLOW A SIMILAR IDEA THAT WE DID WITH THE QUASIJUDICIAL PROCEEDINGS A COUPLE YEARS AGO. WE DID NOT HAVE ANYTHING IN PLACE AND WE ADOPTED THE RESOLUTION THEN THAT WE NOW FOLLOW. IT'S BEEN A VERY SUCCESSFUL PROCESS. SO, AS WE DON'T HAVE ANYTHING IN PLACE FOR APPEALS, PER ANY OF THE LOWER BOARDS AND THAT MAKES SENSE BECAUSE AT THIS POINT, THE ONLY BOARD THAT'S LOWER THAN THIS BOARD THAT IS A QUASIJUDICIAL BOARD MAKES A FINAL DECISION IS THE HISTORIC PRESERVATION BOARD AT THIS POINT. SO WE WOULDN'T CREATE SOMETHING UNLESS YOU REALLY HAD A NEED, BUT WE NOW HAVE A NEED FOR IT. AND ON APRIL 6, MADAM

CLERK -- IS THAT CORRECT? >> YES. APRIL 6 IS WHEN THE ACTUAL APPEAL WILL BE HEARD. WE WANTED TO MAKE SURE THAT WE HAD RULES IN PLACE THAT ALL PARTIES WOULD UNDERSTAND AND ACKNOWLEDGE AND ABIDE BY WHEN THAT HEARING OCCURRED. SO THAT'S THE POINT OF THIS. IF YOU HAVE ANY QUESTIONS IT'S MODELED AFTER ESSENTIALLY AN APPELLATE HEARING LIKE YOU WOULD HAVE IN FRONT OF THE COURT. THERE ALREADY IS A RECORD. THE HISTORIC PRESERVATION BOARD WAS ESSENTIALLY THE TRIAL AND AS A RESULT OF THAT, YOU ARE GOING TO BE FOCUSING YOUR QUESTIONS ON THAT RECORD. THERE'S GOING TO BE ONE PRESENTER FROM THE APPELLANT WHO IS THE APPLICANT. WE WILL HAVE A CERTAIN AMOUNT OF TIME TO PRESENT. I'M GOING TO ASK THAT YOU HOLD ALL YOUR QUESTIONS UNTIL THAT PERSON IS DONE WITH ALL OF THEIR PRESENTATION. THEN YOU CAN ASK AS MANY QUESTIONS AS YOU WANT.

WE WILL NOT LIMIT QUESTION TIME BUT IT WILL ONLY BE TO THAT ONE INDIVIDUAL PERSON BECAUSE THE

[01:30:02]

RECORD IS ESTABLISHED. REALLY, YOU'RE HAVING A DIALOGUE AS FAR AS THEIR INTERPRETATION, THEIR ARGUMENT AND POSITION. THIS IS MUCH LIKE IF A CHILD SAYS YOU'VE SEEN THE REPORT THAT YOU SAY HERE'S MY MIGHT. IT DOESN'T CHANGE THE REPORT IS THE ARGUMENT. AND SUBSEQUENT TO THAT WE WILL HAVE STAFF MAKE A PRESENTATION A SINGULAR STAFF MEMBER. THIS WILL BE DIFFERENT TO MAKE WAS A JUDICIAL PROCEEDING. YOU WOULD HEAR FROM THE PUBLIC WHEN I CAN HEAR FROM THE PUBLIC ON THIS. IT'S NOT A PUBLIC HEARING IN THAT SENSE, IT'S AN APPEAL. IT'LL BE FOCUSED ON ONE ISSUE, IS THERE COMPETENT SUBSTANTIAL EVIDENCE TO SUPPORT THE DECISION OF THE HISTORIC PRESERVATION BOARD. EITHER THERE IS AN YOU'RE GOING TO AFFIRM ORDER ISN'T ANNUAL REVERSE. IT WILL BE THAT STRAIGHTFORWARD.

AND AT THE END OF THE DAY, THEY HAVE THE APPLICANT -- THE APPELLANT RAISED OTHER ISSUES RELATED TO PROCEDURAL DUE PROCESS. THOSE ARE ISSUES THAT ARE NOT APPROPRIATE FOR THIS COMMISSION TO DECIDE. BECAUSE THOSE ARE TRULY LEGAL ISSUES PTHAT A JUDGE WOULD HAVE TO DECIDE WHETHER YOU APPLIED THE RIGHT LAW OR GAVE THE RIGHT DUE PROCESS. WERE ASKING YOU TO FOCUS ON DID THE BOARD THAT'S UNDERNEATH YOU LOOK AT THE FACTS OF THE CASE AND APPLY IT CORRECTLY? AND IF YOU THINK THEY DID, THEN YOU WOULD AFFIRM AND IF YOU THINK THEY DIDN'T, THEN YOU WOULD OVERRULE. AND I HOPE IT -- AS CLEAN AS THAT, THAT'S WHAT WE TRY TO DESIGN IT AS. BUT I KNOW THIS WILL BE THE FIRST TIME. SO WE WILL DO OUR BEST.

>> DEPENDING ON WHAT HAPPENS WITH THAT JUDGMENT WHAT THE APPELLANT HAS WHETHER -- SO THERE ARE ESSENTIALLY, THERE ARE TWO OUTCOMES THAT COULD HAPPEN. ONE IS THAT THE DECISION OF THE HISTORIC PRESERVATION BOARD IS AFFIRMED. THEY STILL WOULD HAVE THE RIGHT TO GO TO CIRCUIT COURT ACROSS THE STREET AND TO APPEAL YOUR DECISION. AND THAT WOULD BE ON SEVERAL LEVELS, DUE PROCESS ISSUES THEY COULD ARGUE. THEY COULD ARGUE THAT YOU DID NOT ALSO UNDERSTAND THE FACTS CORRECTLY AND FIND COMPETENT SUBSTANTIAL EVIDENCE.

THEY WOULD HAVE THE RIGHT TO MATTER WHAT. ALTERNATIVELY, IF IT'S YOUR DECISION ON APPEAL WAS TO REVERSE WHAT THE HISTORIC PRESERVATION BOARD DID, I DO NOT FORESEE THE CITY -- I DON'T BELIEVE SO, FILING AN APPEAL OF YOUR DECISION, OVERTURNING YOURSELF.

>> I HOPE NOT (LAUGHING). >> I THINK EFFECTIVELY, IF YOU WERE TO REVERSE, THAT WOULD ENDED BECAUSE YOU WOULD BE GLINTING WHAT THEY WANT. YOU WOULD BE GIVEN THE APPELLANT THE OUTCOME THAT THEY WANT AND WE WOULD MOVE FORWARD. SO REALLY I ONLY SEE ONE OF TWO THINGS HAPPENING. BUT AGAIN, THEY HAVE RELIEF OUTSIDE OF IT.

I WOULD ALMOST CALL THIS A MID TIER APPEAL -- RELIEF. I THINK THIS IS BASED ON -- SINCE I'VE BEEN HERE A LITTLE OVER YEAR IN THE DISCUSSION WE'VE HAD A DIFFERENT COMMISSION AGENDA MEETINGS AND WORKSHOPS, THIS IS THE STRUCTURE THAT THIS COMMISSION WANTED, MOSTLY TO HAVE HEARINGS BUT BECAUSE THE PRESERVATION BOARD WAS SPECIALIZE, THEY WOULD HEAR THESE TYPES OF THINGS AND IF THERE WERE AN APPEAL IT WOULD BE APPEALABLE TO YOU. SO IF

THERE'S ANY OTHER QUESTIONS? >> YES.

>> A COUPLE OBSERVATIONS. IT'S DIFFERENT THAN WHAT WERE USED TO BECAUSE THE APPELLANT GOES FIRST, WE GET TO ASK QUESTIONS AND THEN STAFF GO SECOND.

>> CORRECT. THAT'S WHAT'S CAN HAPPEN.

>> WE DON'T GET TO CALL THEM UP ANYMORE. WE GET TO THE QUESTION SESSION AND THAT'S THE END OF THE STORY. THE APPELLANT ALSO HAS TO STAY UP FRONT -- DID I READ THAT CORRECTLY -- UPFRONT THAT THEY MAY REBUT. AND THEY WOULD ASK FOR AN AMOUNT OF TIME FOR THAT

REBUTTAL. >> ABSOLUTELY. THAT'S A RESERVATION AND THAT'S WHY IT IS OUTLINED THAT THEY HAVE TO ASK FOR THAT. I'LL GIVE YOU AN EXAMPLE. IN A TYPICAL ARGUMENT IN FRONT OF THE FLORIDA SUPREME COURT, YOU MAKE IT 20 MINUTES PER SIDE, BUT IF YOU GO FIRST, YOU ALWAYS HAVE THE OPPORTUNITY TO GO LAST. IT'S A FUNDAMENTAL ROLE OF AMERICAN JURISPRUDENCE. BUT IN ORDER TO DO THAT, YOU HAVE TO SAY WANT TO SAVE TWO MINUTES, THREE MINUTES, FIVE MINUTES. AND YOU CAN ALWAYS DECIDE TO GO OVER, BUT AT THE END OF THE DAY, IF YOU DON'T ASK FOR THAT ON THE FRONT END, YOU DON'T GET IT.

FUNDAMENTALLY, THERE WILL BE TWO BIG DIFFERENCES. ONE THE HAVE A CHANCE TO DO FRONT AND BACKEND APPELLANT -- THE APPLICANT. AND 2 I'M GOING TO ASK THAT YOU HOLD ALL YOUR QUESTIONS UNTIL THE END. THAT WAY THERE'S NO QUESTION THAT IS MANY QUESTIONS CAN BE ASKED YOU WILL NOT HAVE TIME LIMIT ON ASKING THEM. IF I BUILD IT INTO THAT 20 MINUTES, YOU MIGHT AS 19 MINUTES WITH THE QUESTIONS. AND THEN THEY LIVE ONE MINUTE TO DO THE PRESENTATION. SO I DON'T KNOW THAT THIS IS PERFECT. I LOOKED AT SEVERAL DIFFERENT MODELS FROM SEVERAL LOCALITIES. BUT THE REALITY IS I THINK THIS WILL WORK FOR WHAT THIS APPEAL

IS STRUCTURED AS. >> AND THE APPELLANT NEEDS TO

[01:35:04]

BE FULLY FAMILIAR WITH THAT. >> AND SO, IF THIS IS APPROVED TONIGHT, MS. COX WILL DISSEMINATE THIS TO THE APPELLANT TOMORROW MORNING.

>> AND THE MAYOR COMMISSION -- YOU ALL GET THE RECORD AT THAT TIME AS WELL. IT'S LIKE 400 SOME ODD PAGES. IT'S A SIGNIFICANT NUMBER OF PAGES THAT MADE UP THE RECORD BECAUSE ARE REQUIRED TO PROVIDE A TRANSCRIPT OF THE ACTUAL HEARING THAT WAS HELD BEFORE THE PRESERVATION BOARD. I'LL GET YOU ALL THAT IN HARD COPY IN ADVANCE TO HAVE THE OPPORTUNITY TO REVIEW IT BEFORE THAT HEARING.

>> I TWISTED HIS ARM. >> HE'S GET A HARD COPY.

>> OTHER THAN PAPER? >> WE CAN PUT IT ON A THUMB DRIVE. WE CAN GIVE IT TO YOU ON A THUMB DRIVE. IT'S ON A PDF AND YOU COULD READ ON YOUR

COMPUTER. >> YOU CAN BURN IT? YOU CAN BURN IT WHILE YOU RIDE DOWN THE STREET LISTEN TO IT.

>> (LAUGHING) NO. >> ENOUGH TO.

>> IT'S NOT GONNA BE AN AUDIOBOOK.

>>. HAVE TO DRIVE TO TALLAHASSEE TO LISTEN TO THAT WHOLE THING.

>> AND A TRY, RIGHT? CORRECT. WE GOT YOU.

>> 400 PAGES (LAUGHING). >> FAIR QUESTION. BUT AGAIN YOU'RE ACTING AS APPELLATE JUDGES AND THIS IS WHAT APPELLATE JUDGES DO, EVERY.

>> THEY HAVE HOMEWORK. >> THEY READ THOUSANDS OF PAGES OF DOCUMENTS BEFORE THEY SHOW UP.

>> YOU GOT A LOT OF HOMEWORK. >> I HAVE ONE OTHER -- ONE OTHER QUESTION/STATEMENT. UNAUTHORIZED COMMUNICATIONS. I JUST WANT TO MAKE SURE GOING TO BE RESPONSIBLE FOR MYSELF WHEN I WALK IN HERE. CITY COMMISSIONER IN SECTION B THEY MAY READ WRITTEN COMMUNICATION. HOWEVER IT RELATES TO THE APPEAL ACTION BEFORE THE COMMISSION -- YADA YADA YADA AND IT SHALL BE MADE PART OF THE RECORD.

SO, WE GET AN EMAIL AND IT'S PART OF THIS DEAL, HOW ARE YOU GOING TO -- WOULD WE SEND THAT WRITTEN COPY TO TO MAKE IT PART OF THIS OR WHAT AM I GONNA DO WITH THAT?

>> WHAT WERE GOING TO DO IS DOCUMENT THAT YOU RECEIVED IT. IT WILL BE PART OF A COLLECTIVE RECORD THAT THE CLERK WILL MAINTAIN.

>> YOU WOULD PROVIDED TO ME? >> YES. BUT AS FAR AS -- AGAIN, I WOULD ANALOGIZE IT TO IF THE JUDGE ON THE FLORIDA SUPREME COURT RECEIVES LETTERS RELATED TO A CASE, THEY CAN'T TURN AWAY THE LETTER, IT'S A PUBLIC RECORD. IT DOES NOT BECOME SOMETHING THAT THEY PUNCTUALLY MAKE PART OF THEIR DECISION-MAKING PROCESS AND THAT WILL BE THE POINT OF THE DISCLOSURE. SIMPLY SAY WAS RECEIVED AND WILL NOT BE PART OF THE DECISION-MAKING PROCESS. I KNEW THIS WILL BE NEW. IT'S DIFFERENT THAN WHAT WE WENT THROUGH -- DIFFERENT WHERE YOU MAY KNOW PEOPLE YOU'RE FAMILIAR WITH THE PROJECTS.

COMMISSIONER SESSIONS WITH TALK ABOUT KNOWING ABOUT PROJECTS ON JENKINS ROADS AND THOSE TYPE OF THINGS. IT'LL BE DIFFERENT. YOU ARE AT A HIGHER THRESHOLD.

>> I WANT TO MAKE SURE THEY WERE GETTING IT INTO THE RECORD.

>> HAS HAD. MAINTAINING IT AND GETTING IT TO OUR CLERK WILL BE THE EASIEST WAY.

>> I THINK THE REALITY IS THIS IS DISCOURAGING THAT YOU HAVE X PARTAKE COMMUNICATION SO IF SOMEBODY WANTS TO MEET WITH YOU WANT IT, IT'S REALLY NOT A GOOD IDEA.

>> I UNDERSTAND THAT MAY NOT BE YOUR DECISION. PEOPLE SEND YOU EMAILS WITHOUT CHOICE THEY SEND

YOU LETTERS. >> ABSOLUTELY. THE OTHER FACTORIES SHOULD NOT CONDUCT SITE INVESTIGATIONS AND VISITS.

>> THAT'S CORRECT. >> COMMISSIONER SESSIONS?

>> WILL YOU NOTIFY AND LET THE APPLICANTS OR PETITIONERS KNOW THAT EXPERTS SAY COMMUNICATIONS

ARE NOT ACCEPTABLE? >> WERE GOING TO GIVE THEM THIS EXACT RESOLUTION AND IT WILL BE PART OF WHAT THEY NEED TO FAMILIARIZE THEMSELVES WITH.

AGAIN AS A PRACTICING ATTORNEY WE'LL GO TO THE JUDGES AND TALK TO THEM. WE DON'T -- TELL THEM HEY GOOD TO SEE YOU I'VE GOT YOU IN THE ELEVATOR LET ME TYPE UP MY CASE. THAT'S THE SAME IDEA WILL MAKE SURE THEY'RE AWARE OF THAT. THEY ARE REPRESENTED BY COUNSEL SO

INCOMPETENT TO BE AWARE THAT. >> THAT DOESN'T MEAN THAT OTHER

PEOPLE AREN'T AWARE. >> THAT'S CORRECT.

>> OKAY. THANK YOU. >> I MOVED TO APPROVE THE

RESOLUTION. >> SECOND.

>> THURSDAY MOTION AND SECOND PERIOD:ROLE, PLEASE.

>> (ROLL CALL) NEXT WE HAVE COMMENTS FROM THE PUBLIC. OKAY. THIS IS THE TIME FOR THE PUBLIC TO SAY ANYTHING THEY LIKE TO SAY TO THE COMMISSION. (LAUGHING) RIGHT. SO, THANK

[15. COMMENTS FROM THE CITY MANAGER]

YOU VERY MUCH. WERE GOING TO CLOSE THE PUBLIC HEARING AND MOVE ON.

>> COMMENTS FROM THE CITY MANAGER?

>> MADAM MAYOR, I BELIEVE I'VE SPOKEN ENOUGH. ALL IS WELL.

>> EXCEPT WHEN IT IS IT (LAUGHING).

>> MR. SWEENEY? THANK YOU VERY MUCH. I APPRECIATE THE PASSAGE OF THE RESOLUTION I'LL GET THAT OUT. I WANT TO THINK MR. MIMBS AND MADAME CLERK FOR WORKING TOGETHER TO MAKE SURE WE ARE

[01:40:02]

ALL ON THE SAME PAGE. >> OKAY. COMMENTS FROM THE

[16. COMMENTS FROM THE COMMISSION]

COMMISSION. >> COMMISSIONER ALEXANDER? I

DON'T THINK SO NOT TONIGHT. >> COMMISSIONER PERRONE?

>> YES. THANK YOU, MAYOR. REMEMBER WHAT MY DAD ALWAYS USED TO SAY. HE SAID IF -- WHEN HE WAS MY AGE HE SAID THAT IF IT HASN'T HAPPENED TO ME, IT JUST CAN'T HAPPEN. IN ALL THESE NEW THINGS THAT ARE GOING ON NOW, IT'S JUST -- I GET THE SAME FEELING THAT IT'S ALMOST LIKE THE BIG HURRICANES ARE COMING OFF SHORING WERE GETTING ALL PREPARED. THESE ARE THINGS WE PREPARE ALL OUR LIFE FOR ALL THE OTHER THINGS THAT WE DO. AND YOU CAN'T PREPARE FOR THESE. IT'S CALLED EVERYBODY ON A LITTLE BIT OF AN EDGE. BUT IT'S IMPORTANT THAT WE START WITH OURSELVES AND MOVE FORWARD AS FAR AS YOU KNOW, LEARNING AS MUCH AS WE POSSIBLY CAN ABOUT THE ISSUES THE END TRYING TO KEEP EVERYBODY IN OUR FAMILY, FRIENDS OR NETWORK CALM DOWN, SENSIBLE. I'D LIKE TO BE KNOWN AS A COMMUNITY THAT GOT ALL THROUGH THE STUFF REASONABLY AND WE HAVE OUR BEACHES. YOU CAN GO OUT AND WALK ON THE BEACH. YOU CAN ENJOY THE BEAUTIFUL SUNSHINE. YOU DO NOT HAVE TO BE WITH A LOT OF FOLKS. YOU CAN HANDLE IT IN YOUR OWN WAY AND I'M EXCITED ABOUT HAVING ALL THOSE OPPORTUNITIES. I DO HAVE A QUESTION, THOUGH, AND I MEANT TO ASK YOU DURING THE TIME WERE TALKING ABOUT 12 D THE LEGISLATIVE HEARING ON THE FORFEITS MAJORITY. CUMBERLAND FARMS, DID THEY COME BACK TO US WITH A BRAND-NEW PROPOSAL? ARE WE GOING TO BE AT A FORFEITS MAJORITY AND NOT HER CAN WE LOOK AT IT AS A BRAND-NEW SITUATION?

>> AT THIS POINT -- MET AMERICOM IF I MAY, AT THIS POINT, THERE APPELLATE RIGHTS HAVE EXPIRED BECAUSE IT WOULD'VE HAD 30 DAYS TO CHALLENGE THE FINAL DECISION.

AND I WOULD CONSIDER A WHOLE NEW APPLICATION. I'M PRETTY SURE WOULD HAVE TO GO THROUGH THE PLANNING DEPARTMENT AND START THERE. THE ONLY WAY THAT THE FORFEITS WOULD TRIGGER ON THAT WOULD BE IF THE PLANNING BOARD THEN SAID.

>> OKAY. SO MORE TALKING ABOUT THE -- THOSE RESIDENTS THAT HAVE WEIGHED IN. IT SEEMS LIKE IT'S -- IT IS A REDO, BUT IT IS SOMETHING THAT, YOU KNOW, I WILL HAVE TO SAY THAT I BROUGHT THAT INFORMATION FORWARD WITH THAT EXPERIENCE AT CUMBERLAND FARMS BECAUSE IT REALLY BROUGHT THAT TO THE FOREFRONT. AND I'M HAPPY THAT WE PASSED ATTACHED. THIS IS COMMON SENSE. IT WAS A RESOLUTION IN THERE THAT WAS AROUND A LONG TIME AGO WHEN IT WAS NEEDED. NOW IT'S NOT.

IT'S TIME TO MOVE FORWARD. I JUST DON'T WANT TO DISENFRANCHISE ANYBODY THAT THINKS THAT THEY HAVE THEIR STATEMENT HAS BEEN MADE, THEIR WORK HAS BEEN SHARED WITH THEIR LEADERS AND AND WHILE THE SUN WE CHANGE THE GAME AND THAT GOT -- THEIR WORDS ARE GOING TO HAVE TO COME IN A DIFFERENT WAY THROUGH US. SO, IT WOULD BE INTERESTING TO SEE HOW THAT WORKS OUT. I COULDN'T HELP BUT THINK THAT THAT WAS AN IMPORTANT ISSUE. I KNOW I WOULD LIKE TO BE DISENFRANCHISED. I'VE ONLY TOLD YOU ONCE I'D LIKE TO TELL YOU AGAIN, I UNDERSTAND THAT THAT'S THE RULE AND REGULATION. OTHER THAN THAT, I HOPE EVERYBODY STAYS SAFE AND SENSIBLE AND GET THROUGH THIS. WE HAVE NO TIME LINE FROM WHAT EVERYBODY'S TALKING ABOUT, THIS CAN BE GOING ON FROM 3 TO 6 MONTHS. IN BE SENSIBLE AND

SAFE. THANK YOU. >>MAYOR HUDSON: MR. SESSIONS?

>>COMMISSIONER SESSIONS: JUST WACKO WHAT'S BEEN SAID SO FAR. I JUST HOPE THAT THE PUBLIC TAKES THIS MATTER SERIOUS, STAY INFORMED. THIS IS A DAY-TO-DAY OPERATION, WHAT'S GOING ON TODAY COULD CHANGE WITHIN 24 HOURS THAT IS UNPREDICTABLE IT'S SOMETHING THAT WE'VE NEVER HAD TO DEAL WITH BEFORE. THE STAY INFORMED. WE, AGAIN, HAVE A RESPONSIBILITY AS OUR LOCAL GOVERNMENT, TEAR OF GOVERNMENT PEOPLE ALWAYS SAY THAT YOU HAVE FEDERAL, STATE AND LOCAL AND LOCAL PROBABLY IMPACTS PEOPLE MORE SO THAN ANYTHING. SO FROM A DIRECT STANDPOINT. WITH THAT BEING SAID, SOMETHING THAT WE CAN'T TAKE IT LIGHTLY. WE HAVE A RESPONSIBILITY TO THE PUBLIC AND AGAIN, AS I POINTED OUT EARLIER WE'VE GOT TO COME TOGETHER AND MAKE IT WORSE BEFORE IT GETS BETTER. BUT THERE IS LIGHT AT THE END OF THE TUNNEL. EVENTUALLY, WE WILL SEE, I BELIEVE, WE WILL RESUME BACK TO NORMAL AS CLOSE TO NORMAL AS WE POSSIBLY CAN.

[01:45:04]

SO, I OPEN MYSELF UP. I KNOW OUR CITY MANAGER TOLD US THAT THERE'S A MEETING TOMORROW WITH THE COUNTY -- COULD YOU SAY THAT AGAIN FOR THE RECORD?

>> YES. WE HAVE A ST. LUCIE COUNTY EMERGENCY OPERATIONS PRESS CONFERENCE IN THE COUNTY COMMISSION CHAMBERS AT 2 PM. IT'LL BE FANTASTIC IF ONE OR ALL OF YOU WERE THERE.

>>MAYOR HUDSON: I PLAN TO BE THERE.

>> WILL DELIVER THE MESSAGE ON BEHALF OF THE CITY OF FORT PIERCE.

>> I ENCOURAGE ALL OF US TO TRY TO BE AS MUCH AS POSSIBLE AND FOR THE PUBLIC TO MAKE SURE THAT THEY TAKE NOTE OF THAT AND WATCH THAT. THANK YOU.

JOHNSON. >>COMMISSIONER JOHNSON: SHARING GOOD NEWS -- I HOPE IT REMAINS -- IN A WELL. AT 3 O'CLOCK TODAY WE GOT A RELEASE ABOUT UNEMPLOYMENT IN THE AREA AND WE ARE ALMOST AT 0.8 PERCENTAGE POINTS LOWER THAN A YEAR AGO AT THIS TIME. SO WERE AT 3.6 PERCENT IN JANUARY 2020. THE LABOR FORCE INCREASED BY ALMOST 5000 JOBS IN THE REGION AND THAT'S ALMOST A TWO PERCENT INCREASE. SO WE ARE DOING PHENOMENAL THINGS HERE. AND HOPEFULLY OUR ECONOMY STAYS STRONG AND WE CONTINUE THROUGH THIS. I'M EXCITED ABOUT THAT. THEN HAVE TO SAY THANKS TO STAFF. PETE, TONYA AND YOUR GROUP AND NICKING YOUR GROUP AND WORKING THROUGH THE INTERLOCAL DRAFT LANGUAGE AND THE HARD WORK YOU PUT IN WITH THAT. I APPRECIATE THE EFFORTS AND -- AND THE CAR TO TURN IT AROUND. EVERY TIME YOU GET A CHANCE. THANK YOU VERY MUCH. NICK? SO I WOULD JUST LIKE TO ECHO THE -- THE THING THAT HAS HARDENED ME IS TO SEE THE INTERVIEWS WITH PEOPLE WHO HAVE ANTIVIRUS WHO SAY -- WHO HAD SUCH GREAT ATTITUDES ABOUT WHAT THEY DID WHEN THEY WERE IN QUARANTINE AND KEPT THEIR SPIRITS UP AND SO, I THINK A LOT OF THAT CAN HELP US ALL GET THROUGH. THEY'VE BEEN IN QUARANTINE AND WE ARE STILL FREE TO GO ABOUT OUR LIVES AND SO I THINK WE JUST HAVE TO BE CONSCIOUS OF WHAT ALL OF THE EXPERTS ARE TELLING US TO DO, THE VERY SIMPLE THINGS THAT WE PROBABLY ALREADY SHOULD'VE ALL BEEN DOING. SO I WOULD LIKE TO ENCOURAGE EVERYONE TO LISTEN TO ALL THE ADVICE AND TRY TO -- I KNOW KIDS ARE HOME FROM SCHOOL AND HOME FROM SCHOOL FOR THE NEXT TWO WEEKS. BE SAFE WITH THEIR FAMILIES. AND I APPRECIATE EVERYBODY'S COOPERATION. SO BEFORE -- YES.

>> AND ONE MORNING FORGOT TO SAY. WE FORGOT ABOUT THE CENSUS. I GOT MY PAPERWORK IN

THE MAIL. >> I DID, TOO.

>> I WANT TO REMIND YOU IT'S OVERTAKEN BY THE.

>> YOU CAN DO IT ONLINE. YOU DON'T HAVE TO INTERACT WITH ANYBODY. I DID AND IT'S QUICK.

PTHAT'S RIGHT. THE CENSUS IS IMPORTANT.

>> THERE'S A LOT OF EVENT SCHEDULED AROUND GETTING FOLKS TO DO THE CENSUS PAPERWORK AND IT'S ALL BEEN CANCELED. SO WE HAVE TO CONTINUE THAT MOMENTUM SOMEHOW.

>> IF YOU GET THAT IN THE MAIL, GO ONLINE USE YOUR SMARTPHONE IT'S EASY TO DO. GOOD IDEA.
