THIS IS LIKE A BIG MOMENT FOR US AS WE ENTER INTO A LONG-TERM RELATIONSHIP WITH THE COUNTY ON THIS ISSUE. I'M EXCITED AT ALL. IN LOOKING AT THE CONTRACT IN ITSELF AND FINDING OUT THAT IT CAN GO ON FOR 20 YEARS, JUST MAKING SURE THAT WE HAVE ALL THE ISSUES. I HAVE TO SAY WHEN I WAS READING THE TERMINATION, I GOT A LITTLE -- MY CAUTION LIGHT CAME ON ONLY BECAUSE IT SOUNDED AND SIGNED IT. THEN I REMINDED MYSELF THAT WE OWN THE PROPERTY.

STILL, AS WE GO DOWN THE WAY IT SEEMS LIKE THERE ARE SO MANY THINGS THAT CAN HAPPEN BEFORE THE TERMINATION. ONE OF THOSE THINGS IS THAT SAY 10 YEARS FROM NOW, WE DECIDE THAT THE FACILITY ISN'T LARGE ENOUGH IT NEEDS TO BE EXPANDED WE ENTER INTO AN AGREEMENT AND I JUST WANTED TO MAKE SURE THAT WE DID NOT HAVE TO PAY THE COUNTY BACK FOR THAT EXPANSION IF THAT HAPPENED. AND I DID CALL LEGAL DEPARTMENT AND TALK TO MR. SWEENEY AND HE STRAIGHTENED ME OUT AND SAID THAT AT THAT TIME IF THAT WAS ANTICIPATED IT WOULD BE AN AMENDMENT TO THE TERMINATION AND WOULD ENCOMPASS THAT ALSO. SO I TRIED TO FIND SOMETHING WRONG WITH IT, PEGGY.

I'M SORRY. BUT IT SEEMS LIKE IT'S PRETTY MUCH WHAT YOU TOLD US WAS GOING TO HAPPEN. I WANTED TO THANK YOU FOR GOING THROUGH THE PROCESS. AGAIN, THIS IS A BIG MOMENT FOR US AND I CANNOT WAIT -- I WOULD IMAGINE IT'S GOING TO HAPPEN BEFORE JULY 1. OKAY. BUT IT WAS MORE FOR A COMMENTARY. BUDGET AMENDMENTS FOR GRANT FUNDS AND GRANT ADMINISTRATION.

>> MS. MORRIS. MAYOR COMMISSIONERS NOW WE HAVE A GRANT FUND FOR OUR SHIP AND OUR ADMINISTRATIVE GRANT ADMINISTRATION. CDBG HAD APPROVED BUDGET OF $869,238.

WE ARE AMENDING THE BUDGET TO 478,000CDBG HAD APPROVED BUDGET OF $869,238. WE ARE AMENDING THE BUDGET TO $478,461, A DECREASE OF $393,777. ON THE SHEET IT ALSO SHOWS THE CHANGES AND THAT'S MOSTLY BEEN THE DELAY IN PROJECTS THAT HAVE STARTED BUT HAVE NOT COMPLETED.

AND ALL OF THOSE FUNDS WILL GO TO -- WILL CARRY OVER. OUR SHIP FUND WAS THE APPROVED BUDGET WAS $393,500. WE ARE AMENDING THE BUDGET TO 567,003 28 AN INCREASE OF HUNDRED 73,008 28 WITH THE EXPLANATION AS WELL AND MOST OF THOSE WITH THE REHABILITATION PROJECT THAT HAD DELAYED AND ARE NOW BEING PAID FOR. IN OUR GRANT ADMINISTRATION BUDGET, IT WAS 258,750. WE ARE AMENDING IT TO 800,905IN OUR GRANT ADMINISTRATION BUDGET, IT WAS 258,750. WE ARE AMENDING IT TO $800,905 AN INCREASE OF 504 -- $542,155 AND THE EXPLANATIONS

THIS IS A PRESENTATION AS REQUIRED BY THE CHARTER WE NEED CITY COMMISSION APPROVAL OF THE AUDIT WHICH TRIGGERS PAYMENT WITHIN 60 DAYS. THIS PRESENTATION WILL COVER BOTH ITEMS 12 B AND 12 C ON THE AGENDA. THE FINAL AMENDMENT BUDGET IS A TRUE ABOVE THE JULY 2019 AMENDED BUDGET AND REFLECTS VALUES THAT ARE CONTAINED IN THE REPAIR THE FINAL BUDGET WAS ADOPTED BY RESOLUTION 2020 ã04 BEFORE NINA GOES THROUGH THE DETAILS OF THE AMENDED BUDGET I'D LIKE TO POINT OUT A COUPLE OF SECTIONS OF INTEREST. THE INDEPENDENT AUDITOR'S REPORT IS THE FIRST ITEM CONTAINED IN THE FINANCIAL SECTION MANAGEMENT'S DISCUSSION AND ANALYSIS IS ALSO CONTAINED N THE FINANCIAL SESSION AND PROVIDES THE HIGHLIGHTS AND OVERVIEW OF THE FINANCIAL STATEMENTS. THIS IS AN EXCELLENT SECTION TO READ AS IT SUMMARIZES THE HIGHLIGHTS FOR THE FISCAL YEAR. THE CALCULATION OF THE DISTRIBUTION TO THE GENERAL FUND IS INCLUDED IN NOTE N. HER STATEMENT OF POSITION IS ON PAGES 20 AND 21 AND ADMINISTRATION AS DISCUSSED ON PAGE 19 AND NOTE L ON PAGE 46. OUR BOND RATING IS A PLUS AND SMP IS A. BOTH OF WHICH WERE FORMED IN 2019, BOTH FIRMS STATED OUR OUTLOOK IS STABLE. A COUPLE OF FINANCIAL METRICS FOR INFORMATION, DISTRIBUTION WILL BE APPROXIMATELY $6,276,000 WHICH IS AN INCREASE OF HUNDRED 50,000 OVER THE LAST YEAR. OUR UNRESTRICTED CASH INCREASED FROM 20,616,000 TO 30,536,000. THAT INCREASE IS ATTRIBUTED TO THE SALE OF THE EURO B TRANSMISSION LINE FOR ABOUT $2.4 MILLION WHICH HIT THE BOOKS IN DECEMBER 2018. FPUA -- CASH REQUIRED FOR CAPITAL INVESTMENTS BOND PRINCIPAL AND INTEREST IN THE CITY DISTRIBUTION IS 105 DAYS WHICH IS IN LINE WITH THE G FOA BEST PRACTICE OF 90 DAYS. OUR DEBT SERVICE COVERAGE IS A MEASURE OF THE ABILITY TO PAY HER DEBT SERVICE FROM NET INCOME ON A CASH BASIS AS OF OUR DEBT SERVICE COVERAGE IS A MEASURE OF THE ABILITY TO PAY HER DEBT SERVICE FROM NET INCOME ON A CASH BASIS AS OF 9/30 OUR COVERAGES TO 25 WHICH EXCEEDS THE MINIMUM REQUIREMENT. SO WITH THAT INTRODUCTION WILL TURN OVER THE PRESENTATION TO NINA TO PROVIDE THE DETAILS AND ONE OTHER QUICK NOTE, YOU'RE PROBABLY AWARE THAT NINA IS GETTING SET TO RETIRE IN A FEW DAYS. JOHN TOMPECK INDICATED WE HAVE OUR FINANCIAL REPORT. THIS IS OUR COMPREHENSIVE FINANCIAL REPORT. IT IS FOUND ON FPUA.COM. I GUESS YOU DID NOT GET HARD COPIES. THAT WOULD BE THE PLACE TO GO IN FOR ANY WHO ARE INTERESTED IN IS A WEALTH OF INFORMATION. IN OUR FINAL BUDGET AMENDMENT AS JOHN MORRIS JUST PRESENTED FOR THE CITY AND AS MR. JOHN TOMPECK INDICATED, BASICALLY A, JUST A FORMALITY FOR THE END OF THE YEAR. THE FINAL BUDGET REPRESENTS THE FINAL ACTUAL RESULTS AS YOU CAN SEE THAT THE FINAL RESULTS FOR BOTH REVENUES AND EXPENSES FOR BOTH BELOW EXPECTATION. THE PROJECTED INCREASE IN THAT POSITION WAS $3.8 MILLION. AS IT TURNED OUT, WE REALLY ONLY HAD AN INCREASE OF $276,000 AT A VERY THIN MARGIN FOR BUDGET THE SIZE. BUT, THAT IS NOT DUE TO ILL HEALTH, IT IS SIMPLY DUE TO WALKING A THIN LINE IN MAKING SURE THAT WE ARE NOT OVER RECOVERING.

THESE ARE THE HIGHLIGHTS OUR OPERATING INCOME WAS DOWN. BUT OUR INVESTMENT AND OTHER INCOME WAS UP 40 RADIO REASONS. OUR CAPITAL CONTRIBUTION IS BASICALLY DUE TO THE IMPROVEMENT OF THE REAL ESTATE MARKET. NO SURPRISE UP TO THIS POINT, WE HAD A VERY GOOD YEAR.

THE STORM EXPENSES WITH DORIAN. THAT WAS BACK IN SEPTEMBER. AND AS I INDICATED, THE INCREASE IN A POSITION WAS $276,000, BUT IT WAS DOWN $1.9 MILLION FROM THE PREVIOUS YEAR.

THESE ARE THE TRADITIONAL 10 YEAR ELECTRIC CHARTS THAT I PRESENT. WHAT YOU'RE SEEING HERE IS THE OPERATING REVENUE, YOU NEED TO TAKE THE POWERPOINT OUT TO LOOK AT WHAT FPUA'S EXPENSES ARE FOR OPERATING THE ELECTRIC SYSTEM. IT WAS DOWN THREE PERCENT FROM 2018, BUT THE MEGAWATTS SOLD WERE ACTUALLY UP 3.9 PERCENT. THAT WAS A ONE TIME ANOMALY, PRIMARILY DUE TO UNBILLED REVENUE AT THE END OF THE YEAR. I ALSO WANT TO POINT OUT THE DECREASE IN THOSE OPERATING REVENUES IN THE EARLIER YEARS, 10 YEARS BACK. THE FOUR MEGAWATT -- FOR DOLLAR PER MEGAWATT HOUR DECREASED IN 2011. WE HAD ANOTHER FOUR DOLLARS DECREASE IN 2014. A ONE DOLLAR PER MEGAWATT DOLLAR OUR DECREASE I WAS A TOTAL OF NINE DOLLARS PER MEGAWATT HOUR OVER THOSE FOUR YEARS. AS YOU SEE, NOT A LOT AFTER THAT.

ON THE WATER SIDE, BOTH OUR CONSUMPTION. IT'S CUSTOMER CONSUMPTION AS WELL AS THE REVENUES BEEN INCREASING. WE ARE BRINGING ON NEW CUSTOMERS AND WE ARE SELLING MORE WATER.

THE REVENUES WERE UP 7.9 PERCENT AND THE CONSUMPTION WAS UP 5.5 PERCENT FROM 2018. SO WE ARE PLEASED TO SEE BOTH OF THOSE GOING UP. AS WELL. WASTEWATER. IT WAS -- THE OPERATING REVENUES FOR 2019 WERE DOWN SLIGHTLY. THAT IS MORE A RESULT OF REVENUE WE DID NOT RECEIVE FROM GUARANTEED REVENUE CHARGES AS WE DID IN YEARS PAST. THOSE ARE REALLY INCOME REVENUES. THEY WERE OPERATING REVENUES, BUT NOT REOCCURRING. NATURAL GAS SYSTEM CONTINUES TO DO WELL. THE OPERATING REVENUE LESS THE GAS COSTS WERE UP 7.1 PERCENT FROM 2019 AND THE CONSUMPTION WAS ALSO A BIG .3 PERCENT. THERE HAS BEEN A 69 PERCENT INCREASE IN CONSUMPTION AND A 31 PERCENT INCREASE IN REVENUE SINCE 2010. THAT WAS A RESULT

OF CONTRACT CUSTOMERS THAT WE FIRST STARTED BILLING IN AUGUST 2012. AND YOU CAN SEE A JUMP.

IT STILL CONTINUING TO GO UP. ROADWORK HAS SOME MERIT OTHER THAN BEING --

>> SO, OVERALL, THE EXPENSE SIDE, IN 2019 THE EXPENSES WERE 2.6 PERCENT BELOW PROJECTED, BUT FOR PORN FIVE PERCENT ABOVE 2018 ACTUAL RESULTS. AND ALSO WE HAD A MUCH BETTER YEAR THAN WE PROJECTED, IN THE BUDGET, STILL, THE COST OF POWER WAS ACTUALLY UP $521,000. $5.1 MILLION BELOW PROJECTED ABOUT 11 PERCENT. BUT, ONLY ABOUT ONE PERCENT HIGHER THAN LAST YEAR. AND THAT'S BECAUSE WE SOLD MORE POWER. SO THAT IS OKAY. THE PRICE OF POWER HAS DECREASED AND WE ARE PLEASED WITH THAT.

WELL, OUR DEBT SERVICES BASICALLY FLAT. SO THE REAL DIFFERENCE IS IN THE OPERATING INCOME. AND AS MR. JOHN TOMPECK INDICATED, WE DID, INDEED, HAVE 105 DAYS OF CASH AT THE END OF THE YEAR. THAT IS ALSO IN COMPLIANCE WITH OUR COVENANT, OUR RATIO COVENANT. AND THE DEBT SERVICE COVERAGE, FOR THE 12 MONTHS ENDED WAS 2.85. AND THAT HAS MORE THAN DOUBLED THE 1.25 REQUIRED BY THE BOND COVENANT. WE ARE GOLDEN THERE. AND BASICALLY THAT JUST INDICATES THAT IF WE HAD TO, WE COULD PAY -- WE HAVE ENOUGH NET INCOME TO COVER THE SERVICE COVERAGE MORE THAN ONCE. THE CITY DISTRIBUTION. MR. JOHN TOMPECK INDICATED AS WELL THAT THE PROJECTED CITY DISTRIBUTION BASED ON 2019 REVENUE IS $6,276,267. AND OF THE -- DETAILS OF THAT ARE FOUND IN NOTE N ON PAGE 49. AND THAT IS AN INCREASE OVER LAST YEAR DUE TO HIGHER REVENUE.
