BUSINESS. MR. TOMPECK. >>.

MR. TOMPECK: THANK YOU, MADAME KHAIVRM THE FIRST ITEM IS TO GIVE THE BOARD A QUICK UPDATE ON COVID-19. WE'RE CLOSELY MONITORING THE CASES IN ST. LOUISE COUNTY.

OVER THE LAST FEW WEEKS THE NUMBER OF CASES AND HOSPITALIZATIONS IS INCR INCREASING. WE REINFORCED IN-HOUSE PROTOCOLS INCLUDING STRICT ISOLATION OF OUR CONTROL ROOMS AND WE REVICTIMED IN STATE TRAVEL AND SUSPENDED ALL OUT OF STATE TRAVEL. WE CONTINUE TO EXPRESS SOCIAL DISTANCING AND MANDATORY USE OF MASKS IN AALL COMMON AREAS. AS I REPORTED AT THE LAST MEETING ALL OUR EMPLOYEES RETURNED TO THE OFFICE AS OF JUNETH BASED ON UP WE REDUCED STAFF IN OFFICE BY 50% TO MINIMIZE POTENTIAL TRANSMISSIONS OF VIRUS AND ASSURE CONTY KNEWTIVE OPERATIONS. TO GIVE YOU AN IDEA WE'VE EXPENDED ABOUT 520 HOURS RELATED TO THE FAMILY'S FIRST CORONAVIRUS RESPONSE ACT.

THE CUSTOMER SERVICE LOBBY, WHICH REOPENED ON MAY 20TH WAS RECLOSED JUNE 25TH.

USE OF LOBBY WAS MINIMAL AND CLOSING THE LOBBY FREED UP ADDITIONAL PERSONNEL TO HANDLE PHONE INQUIRIES. LAST TIME I TALKED A LITTLE BIT ABOUT THE COLLECTION STATUS. OUR LATEST COLLECTION STATUS SHOWS WE'RE RUNNING ABOUT 4.3% BEHIND THE SAME PERIOD. FROM LAST YEAR WHICH EQUATES TO 2 2,149,000 AND THAT NUMBER INCREASED A LOT IN THE LAST TWO WEEKS.

>> AS YOU'RE AWARE WE OFFERED NO INTEREST PAYMENT PLANS FOR RESIDENTIAL CUSTOMERS FOR TWELVE MONTHS AND SIX MONTHS FOR COMMERCIAL CUSTOMERS. TO DATE, 248 RESIDENTIAL CUSTOMERS HAVE APPROVED PAYMENT PLANS WHICH ACCOUNTS FOR 120,000 AND 18 COMMERCIAL CUSTOMERS HAVE PAYMENT PLANS WHICH ACCOUNTS FOR $34,000. WE'RE ALSO OFFERING ASSISTANCE THROUGH MUSTARD SEED AND ALPI. 65 COUCHERS FOR $25,000 WAS PROCESSED THROUGH MUSTARD SEED AND 29 VOUCHERS OR 9.5,000 DOLLARS PROSED THROUGH ALPI. I THINK ACTIVITY IS PICK UP THERE'S 80 APPLICATIONS IN THE PROCESS AND WE HAVE A TOTAL OF $100,000 WE SET AASIDE FOR THE PROGRAM AND AS WE DISCUSSED AT THE LAST MEETING WE DO HAVE ADDITIONAL 1 IS 00,000 WE CAN DIVERT FROM WE ON INTO THIS PROGRAM AS WELL AIF WE NEED IT.

WE'VE BEEN ACTIVELY PUSHING THESE PROGRAMS TO HELP OUR CUSTOMERS.

WE'RE CONTINUING OUR RADIO SPOTS ON 88.9 AND 104.5. IN ADDITION WE'VE BEEN PUSHING PROGRAMS ON FACEBOOK, FPAU.COM AND IN BILLING SEARCH. THE NUMBER OF CUSTOMERS ELIGIBLE FOR DISCONNECTION HAS RISEN TO ABOUT 2100 UP FROM 1700 WE TALKED ABOUT AT THE LAST MEETING. WE TALKED ABOUT THE EXPOSURE FOR THOSE CUSTOMERS AT THE LAST MEETING BEING 720,000 DOLLARS AND BASED ON DEPOSITS OUR REAL EXPOSURE IS ABOUT $55,000. NOW, OF COURSE, ANOTHER THREE WEEKS HAVE GONE BY.

SEVERAL OTHER BILLING CYCLE HAVE GONE THROUGH. MOST OF THOSE DEPOSITS ARE ESSENTIALLY GONE. I MEAN WE HAVE NOT KLEKTD ON THEM YET BUT THEY'RE GONE.

OUR EXPOSURE ON THIS HAS RISEED 400,000 PER MONTH. NOW WE DECIDED AT THE LAST MEETING WE WOULD INITIATED DISCONNECTS ON JULY 27TH. ALL OUR CUSTOMERS HAVE ABOUT ADVICEED WITH INDIVIDUAL MAILINGS. AND WE'RE SEEING A PICKUP IN

[00:10:04]

ACTIVITY FOR BILL PLAY. THE DRIVE-THRU LINE OUTSIDE MY OFFICE HAS BEEN AROUND THE COURTHOUSE THE LAST COUPLE DAYS. SO IT LOOKS LIKE SOME PEOPLE

ARE COMING IN TO TAKE KAIVR THEIR BILLS. >>> AS I MENTIONED TO YOU THAT'S CONSISTENT WITH WHAT OTHER MUNICIPAL UTILITIES ARE DOING AROUND THE STATE.

LACKLAND, OK AALA, LAKE WORTH ALL STARTED DISCONNECTS. GAPESVILLE STARTING DISCONNECTS ON THE 17TH. WE'RE DOING PRETTY MUCH WHAT THE OTHER UTILITY AROUND THE STATE HAVE DECIDED TO DO AS WELL. AT THE LAST MEETING A QUESTION WAS ASKEDBILITY AVAILABILITY OF OTHER PROGRAMS TO HELP OUR CUSTOMERS.

I HAD A CHANCE TO TALK TO HOWARD TIP INABOUT THE DOES 55 MILLION THE COUNTY WILL RECEIVE FROM THE CARES ACT. FPUA MAY BE ELIGIBLE FOR SOME RIM BURSMENT BUT I THINK MOST OF THE FUNDS ARE THERE FOR BUSINESSES AND INDIVIDUALS AND SPECIFICALLY 70% OF $55 MILLION WHICH IS LITTLE IN EXCESS OF $16 MILLION IS FOR SOCIAL SERVICES AND THAT -- THOSE SOCIAL SERVICES ARE FOR INDIVIDUALS FOR RENTAL ASSISTANCE, MORTGAGE ASSISTANCE, UTILITY PAYMENT ASSISTANCE. SO, WE'RE LOOKING INTO EXACTLY HOW THE PROGRAM IS GOING TO WORK. JAVIER IS GOING TO SPHERE HEAD THE PROGRAM FOR US AND HE'LL BE CAULK FAULKING WITH ALFONZO JEFFERSON THE ASSISTANT COUNTY ADMINISTRATOR WHO SEIZE THAT HOWARD HAS ASSIGNED HIM THE RESPONSIBILITY TO HANDLE THERE. SO WE'RE HOPEFUL THAT THEY'LL BE SOME ADDITIONAL ASSISTANCE AVAILABLE. WE'VE HEARD NUMBERS. I CAN NOT POINT TO THE NUMBERS SPECIFICALLY IN THE ACT BUT HOWARD TOLD ME HE THOUGHT THAT EACH INDIVIDUAL WOULD BE ABLE TO OBTAIN 1400 TO WHEP HOUSING UTILITIES AND OTHER ISSUES. NOW, AT THE EDC EXECUTIVE COMMITTEE TODAY, HOWARD DID MENTION THAT THE PROGRAM WILL START TOMORROW.

SO WE'LL TRY TO GET AS MUCH INFORMATION DIRECTLY FROM THE COUNTIES THAT WE CAN PASS ON TO OUR CUSTOMERS SO THAT THEY CAN FILL OUT ANY APPLICATIONS OR ANYTHING THAT IS NECESSARY SO THEY CAN TAKE ADVANTAGE OF THE PROGRAM. AND THAT'S MY UPDATE ON

COVID-19. >> THANK YOU. ANY DISCUSSION FROM BOARD

MEMBERS? >> YES, MA'AM I HAVE TWO

CONCERNS HERE MADAME CHAIR. >> YES, SIR.

>> I DON'T KNOW HOW THE STAFF CAN WORK IT OUT, BUT, I HAD TWO DIFFERENT INDIVIDUALS WHO COME TO ME AND WHAT THEY TOLD ME, MYSELF I CANNOT UNDERSTAND THE FORMAT OF WITH PERSONS WHO WE HAVE GIVEN MONIES TO. ONE OF THE THINGS IS THAT WHEN THE PERSON -- CUSTOMER GOES TO THE PLACE THEY GET WHAT THEY CALL AN APPOINTMENT. THEY HONOR BUM A RIDE TO GET DOWN THERE AAND WHEN THEY DEBT DOWN THERE PEOPLE TELL ME THEY HAVE APPOINTMENT AND IN DOING THAT, THEN THEY CALL THEM AND GIVE THEM APPOINTMENT LATER. BUT BY THEN THEY GOT TO GO BACK TO A RIDE OR SNOB GET THERE. I'VE LOOKED AT WHAT THAT PERSON TOLD ME OR THE FIRST PERSON LIVES FIVE MILES FROM THE ACTUALLY PLACE.

AAND THEY WENT TO MUSTARD SEED. AND I WISH THERE WAS SOME WAY TO TALK TO THE PEOPLE AND WHEN THEY GET THERE THEY ARE TURNED AROUND.

THAT DISKURJD ANYONE BECAUSE THEY WERE PAYING $3, $4, $5 TO GET A RIDE AND THEN THEY HAVE TO GO BACK TO THE SAME PROCESS AGAIN. WHY THIS CAN'T BE -- INAUDIBLE ] AND I NOTICED WHEN WE HAD THE TESTING ON NORTH 1 IS 3TH AT THE BALLPARK THAT WAS DAYS THEY DID NOT HAVE NIP AND THAT PERSON WAS TOLD TO GET AN APPOINTMENT AND TO COME BACK. SOY DON'T -- I CAN'T SAY TAKES RUN AAROUND.

BUT I WISH WE COULD FIND A WAY TO TALK TO MUSTARD SEED AND ENCOURAGE THEM TO TATE PERSON

WHEN THEY COME IN ESPECIALLY IF THEY DON'T HAVE ANY LINE. >> WE'VE ASKED THE CUSTOMERS TO CALL ALBI AND MUSTARD SEED BEFORE THEY GO TO MAKE THE APPOINTMENT AND OF COURSE,

[00:15:03]

THEY HAVE LIMITED STAFF AND PROBABLY A LOT OF PEOPLE COMING IN.

SO, I'LL TALK TO THEM. BUT I THINK IT'S BEST INTEREST OF OUR CUSTOMERS TO CALL IN

ADVANCE BEFORE THEY GO DOWN. >> OKAY.

>> THANK YOU. MR. FRANK DO YOU HAVE ANY OTHER ITEMS?

YOU SAID YOU HAD TWOY THINK TWO I THINK YOU SAID? >> I WAS APPROACHED AND OVERLY SURPRISED FROM SMALL CHURCHES AND DO WE AND ON KEEPING SMALL CHURCHES, 18 MEMBERS OR SOMETHING LIKE THAT I WAS SHOCKED BY IT I COULD NOT GIVE AN ANSWER TOY DON'T THINK SO.

THAT'S THE WAY I LEFT IT I DON'T KNOW THAT WE EVER PUT CHURCHES UNDER ANY PARTICULAR CATEGORY BUT IT WOULD -- THEY'RE STRUGGLING TOO. I DON'T WANT TO OPEN UP A CANNULA OF WORMS. THAT QUESTION POPPED ME THE OTHER DAY AND I GOT IT FWHIS

ONE WEEK. >> I BELIEVE THEY COULD HAVE APPLIED FOR SOME OF THESE --

FROM THE FEDERAL GOVERNMENT OKAY? >> YEAH.

I'D BE PLAYED TO GIVE THE CHURCH NAMES AND DIRECT TO CALL THEM AAND DO THE SAME

THING. >> I CAN DO THAT. OBVIOUSLY WE CANNOT SET UP SPECIAL PROGRAMS FOR CHURCHES. WE TREAT ALL OUR CUSTOMERS EXACT EXACTLY THE SAME.

>> ANY OTHER DISCUSSIONS? ALL RIGHT MR. TOMPECK, ITEM NUMBER TWO.

[Item G2]

MR. TOMPECK: NEXT ITEM REQUEST AGO APPROVAL OF PO CITY ROADWAY WORK ON 17TH STREET AND JOHN BIGS WILL MAKE THE PRESENTATION.

>> JOHN BIGS: THANK YOU. GOOD EVENING EVERYONE, BOARD MEMBERS AND FELLOW STAFF.

I'M HERE TO PRESENT THE NOIRJ 17TH STREET PROJECT ORANGE AVENUE TO AVENUE D WATER AND SEWAGE UTILITY IMPROVEMENT. OBJECTIVE OF THIS PRESENTATION IS TO RECEIVE BOARD APPROVAL FOR PURCHASE ORDER WITH CITY OF FOR THE PIERCE IN AMOUNT NOT EXCEED $549,727 AS CONTRIBUTION TOWARDS THIS PROJECT. THIS PROJECT IS A FEMA GRANT FUNDED PROJECT BY THE CITY OF FOR THE PIERCE FOR THEIR ROAD REHABILITATION PROJECT.

THIS ALSO CREATES A COST EFFECTIVE OPPORTUNITY FOR FPOA TO REPLACE WATER MAIN, -- MAIN AND SEWER INFRASTRUCTURETHON ROADWAY. LITTLE OVERVIEW OF THIS PROJECT, IT INVOLVES WATER REPLACEMENT, SEWER MAIN REPLACEMENT INFRASTRUCTURE IMPROVEMENT, SIDEWALKS, ROADWAYS RECONSTRUCTION AND GAS LINE RECONSTRUCTION AND ELECTRICAL WORK AS WELL. FROM THE -- DEPARTMENT THE PROJECT IS REPLACEMENT OF 1900 LINEAR FEET OF SIX INCH CAST IRON WATER MAIN ALONG WITH ALONG WITH SIX BRICK MANHOLES AND SERVICES. WE ALSO WILL REPLACE 467 LINEAR FEET OF TEN INCH CAST IRON FORCED MAIN RUNNING FROM ORANGE AVENUE TO AVENUE B.

THE PROJECT COST -- THE SEWER PORTION COSTS APPROXIMATELY $327,972 IT AND WATER PORTION OF PROJECT IS 221,775. SO THE COST 49,727. AND THE ESTIMATED SCHEDULE THAT WAS GIVEN TO THE CITY BY -- IT IS DIVIDED TO TWO PHASES. PHASE ONE ORANGE AVENUE TO AVENUE C AND PHASE TWO RUNS FROM AVENUE DROXT AVENUE D. THE PROJECT STARTED MID MAY WITH MOBILIZATION AND THE BULK OF WATER WORK IS TO BE COMPLETED BY END OF NOVEMBER, 2020 AND OVERALL PROJECT

[00:20:02]

COMPLETION IS SLATED FOR MARCH 2021. IN CLOSING, I RECOMMEND APPROVAL OF PURCHASE ORDER 1 1372 WITH CITY OF FOR THE NEERS THAT AMOUNT NOT TO EXCEED 549,727.34 AS CONTRIBUTION TOWARDS THE ROADWAY CUX OF THE NORTH 17TH STREET PROJECT FROM ORANGE AVENUE TO AVENUE D.

>> ANY QUESTIONS. >> ANY QUESTIONS FROM ANYONE. >> YES I HAVE ONE THE THE FIRST I HAVE MADAME CHAIR HE SID AVENUE C. I DON'T BELIEVE IT'S C I BELIEVE IT'S D FROM AVENUE DO. B AND FROM B TO -- I DON'T THINK SCXT IN THERE.

YOU CAN CHECK THAT, THAT'S NOT REALLY MY CONCERN. THE SCHEDULE APPROVED BY CITY THAT I HAVE SAYS ORANGE AVENUE AVENUE C AND FWIZ AVENUE DROXT AND PHASE TWO AVENUE DROXT

D.E >> YOU CAN CHECK IT OUT. IT'S JUST A CORRECTION.

I HAVE A CONCERN HOW LONG THE PROJECT WILL FROM START TO FINISH.

TWO YEARS, ONE YEAR, HALF A YEAR, WHAT?

>> IT STARTED MAY AND SCHEDULED FOR MARCH 2021 IS , SO THAT'S A YEAR.

>> THANK YOU. >> ANY OTHER DISCUSSION OR QUESTION?

>> MADAME CHAIR THIS IS LINDA HUDSON. MS. HUDSON: THIS ROADWAY BADLY NEEDS THIS AND IT'S A HALF MILLION DOLLARS FOR I GUESS FOR KIND OF A SHORT SPACE. BUT THAT HOWS US HOW LITTLE I KNOW ABOUT HOW MUCH THINGS

COST SOY MOVE APPROVAL. >> IS THERE SGLEKD I SGLEKD PLEASE CALL ROLL.

>> MR. FEE. MR. FEE: YES, MA'AM. >> MR. MATTHEWS.

MR. MATTHEWS: YES. >> MAYOR HUDSON. MS. HUDSON: YES, MA'AM.

>> ALL RIGHT ITEM THREE M MR. TOMPECK. >>.

[Item G3]

MR. TOMPECK: THANK YOU MADAME CHAIR NEXT ITEM IS INFORMATION ONLY PRESENTATION BY BOW HUTCHINSON ON WRF RELOCATION UNTIL SIS PERFORMED BY RAF TELL IS.

>>. >> THANK YOU MR. TOMPECK, GOOD AFTERNOON MADAME CHAIR AND MEMBERS OF THE BOARD. TODAY I WILL PRESENT INFORMATION ITEM ONLY ON OUR WATER REGULATION FACILITY CONCEPTUAL ANALYSIS PERFORMED BY OUR CONSULTANT RAF TELLIS IN CON JENKS WITH THE BETWEEN FDUA AND ST. LUCIE TO UNDERTAKE THIS STUDY. FIRST OFF THE PURPOSE OF THIS IS 3RE9TY OBVIOUS TO LOOK INTO THE RELOCATION OF THE IWRF. I DON'T THINK ANYBODY WOULD ARGUE WITH ME WHEN I SAY THAT THIS VERY PRIME PIECE OF REAL ESTATE HAS A MUCH BETTER USE FOR IT THAN HAVING A WASTE WATER PLANT ON IT IT WOULD STIMULATE COMIC GLOJ BOTH CITY OF FOR THE PIERCE AND ST. LU CI E COUNTRY TO REDEVELOPMENT AND WE'RE MAKING GREAT STRIDES WITH ST. LU CI E TO GO OVER THAT. JUST TO GO OVER HIGHLIGHTS OF THE SCOPE. WE EVALUATED THE EXISTING WASTEWATER FACILITIES OF FOR THE PIERCE AND ST. LOUISE COUNTY. WE EVALUATED TWO DIFFERENT SITE LOCATIONS. -- AND OF COURSE, WE HAVE PROPERTY DOWN BY TREASURE COAST ENERGY SEPTEMBER TER WAS DECIDED TO LET CAPITAL TOGETHERS DICTATE WHAT THE MOST ECONOMICAL LOCATION WOULD BE. WE LOOKED AT THE CURRENT AND FUTURE WASTEWATER FLOWS.

THIS WOULD HELP US SIZE THE NEW PLANT. AND THAT'S BASED ON A

[00:25:03]

POPULATION PROE PROJECTION. LOOKING INTO REGULATORY REQUIREMENTS.

MOSTLY HAVING TO DO WITH SLUDGE AND DEEP INJECTION WELLS.

YOU'LL RECALL FROM AA FEW MONTHS BACK WE MADE A DECISION TO SEND OTHER STLOIJ NEW TERRA TO HAVE TO FURTHER TREATED BEFORE IT'S RELEASED IN THE ENVIRONMENT.

AND ALSO SURE WE WOULD NOT HAVE ANY POTENTIAL TROUBLE WITH UPGRADING OUR ONE EXISTING WELL OR AT THE NORTH COUNTRY SITE BEING ABLE TO INSTALL DEEP INJECTION WELLS.

WE LOOKED AT A COUPLE CONCEPTUAL LAYOUTS FOR THE NEW PLANT.

WE ALSO LOOKED AT CONVEYANCE SYSTEMS IT WOULD TAKE TO GET TO BOTH LEX LOCATIONS AND WE LOOKED AT FRUIT TIRE AND CURRENT OPERATION MAINTENANCE COSTS AND ONCE ALL THE TECHNICAL ASPECTS THIS ARE AGREED UPON BY FPUA AND ST. LU CI E COUNTY WE'LL MOVE FORWARD WITH -- ACTUALLY I SHOULD SAY OUR CONSULTANT WILL MOVE FORWARD WITH LOOKING AT THE MORE DETAILED FINANCIAL PORTION OF THIS STUDY. AND SO, FIRST OFF, THE NORTH COUNTY SITE THIS CAME IN ABOUT 150 MILLION. THE SOUTH COUNTY SITE, WHICH IS OURS DOWN BY TREASURE COAST ENERGY CENTER CAME IN AT 131 MILLION AND BIG COST DIFFERENCE THERE IS REALLY NO SURPRISE THE DEEP INJECTION WELLS AND ALSO THE SIGNIFICANT AMOUNT OF INFRASTRUCTURE THAT FUA ALREADY INVESTED IN IN ORDER TO CONVEY THOSE FLOWS DOWN SOUTH MADE THE DIFFERENCE THERE. MOVING ON TO DEATH BY CHARTS, THESE ARE OUR FLOWS BASE THE ON POPULATION PROJECTIONS. WE USE THE ST. LU CIXT E COMPREHENSIVE PLAN THAT CAME IN AT THE OUTSIDE OF OUR TARGET WINDOW OF 240 AT 28,000 PEOPLE WE WOULD BE SERVING AND THAT LAND SOMEWHERE IN THE MIDDLE OF BEAVER POPULATION AND DECIDED TO GO WITH ST. LU CI E NUMBERS BECAUSE THEY HAVE MORE SITE SPECIFIC INFOR INFORMATION. SO IF YOU MOVE TO THE CHART AT THE BOTTOM REALLY THE MOST INTERESTING NUMBER THERE IS IN THE BOTTOM RIGHT-HAND CORNER WHICH IS OUR ESTIMATED FLOWS AT 2040 AT 7.76 MILLION GALLONS PER DAY. SO THE INITIAL RECOMMENDATION IS THE THE SIZE OF NEW PLANT AT MILLION GALLON PER DAY PLANT.

IT'S EXPANDABLE IN THE FUTURE IF YOU NEED THAT. YOU CAN LOOK AT THE SAME TABLE AND SEE GROWTH RATES ST. LUCIE COUNTY IS PROJECTING THERE, WHICH THEY'RE PRETTY TAKE AGGRESSIVE GROWTH RATES FROM WHAT I'VE SEEN. THAT'S NOT MY BUSINESS.

I'M AN ENGINEER. I DON'T DO THE SPECIFIC. THE CHARTS ON RIGHT-HAND SIDE OF THE SCREEN I THOUGHT WOULD BE INTERESTING FOR THE BOARD. HISTORICAL FLOW DATA FOR ALL ST. LOUISE COMBINED PLANTS THE THREE MAIN LAND PLANTS ARE THE ONLY ONES WE WERE CONCERNED WITH. THEY ALL GROUP TOGETHER AT .15 A&G RIGHT NOW.

THEY'RE ALL RELATIVELY SMALL SERVICE TERRITORIES AND THEY'RE PACKAGE PLANTS.

WHEN YOU MOVE DOWN TO HOUR FLOWS PROJECTED BACK FROM THE LAST STEP YEARS WE AVERAGE ROUND 4.25, 4.5 MGD PER DAY AT 2016 WAS A WET YEAR SO WE WERE A LITTLE OVER 6 MGD THERE.

AND THE BOTTOM RIGHT HAND C CORPER IS SOUTH HUTCHINSON ISLAND FLOW PROJECTIONS AND THERE WERE DISCUSSIONS EARLY ON IN THIS POTENTIAL LIS LISTENEDING HOUR FLOW FROM SOUTH BEACH BASICALLY ALL OF SOUTH HUTCH UP SON SOUTH TO COUNTY FACILITY.

COUPLE OF POTENTIAL OB SKIKLEES THAT CAME UP, THE ONE WAS, ARE THEY GOING TO HAVE ENOUGH CAPACITY IN THAT PLANT TO HANDLE THEIR OWN SERVICE TERRITORY.

AND THAT'S WHAT THIS GRAPH SHOWS AND THE 2040 THERE WILL BE 1.45 OR I'M SORRY 1.54 MGD AND THAT'S 1 MGD PLANT AND THAT PROBLEM WENT OFF THE TABLE.

HOWEVER IT WAS VERY EXPENSIVE TO CONVEY THAT WASTEWATER ALL THE WAY DOWN THERE AND IT CAME IN SOMEWHERE AAROUND $11 MILLION AND I THINK EVERYBODY AGREES WITH $11 MILLION WOULD BE BETSER SPENT PUTTING TOWARDS NEW MWRF AS OPPOSED TO SENDING IT DOWN SOUTH.

ALSO YOU HAVE TO CONSIDER THAT THOSE PLANTS BOTH NORTH AND THE SOUTH HUTCHINSON ISLAND

PLANTS ARE ON BARRIER ISLAND. >>> SO THEY COULD POTENTIALLY IN FUTURE HAVE THE SAME

[00:30:07]

ENVIRONMENTAL CONCERNS THAT OUR PLANT HAD BEING ON AN ISLAND.

MOVING ON TO O&M COST THE CURRENT COSTS IS TOP CHART. AND IF YOU LOOK AT THESE THROUGH THE 62-PAGE REPORT SOME OF THEM ARE MUCH LONGER. I CUT OUT SECTIONS JUST TO BE ABLE TO BOIL THIS DOWN TO A POINT. OUR TOGETHER TREAT A MILLION GALLONS EVER WASTEWATER. THAT'S AROUND 1600 AND YOU LOOK AT NEXT THREE COUNTY FACILITIES, AND THOSE NUMBERS LOOK OUTRAGEOUSLY HIGH AND YOU HAVE TO KEEP IN MIND THESE ARE SMALL PACKAGE PLANTS AND HAVE NO BENEFIT FROM XHEEZ OF SALE AND LAW AND THEY'RE ALL SPREAD OUT. THEY'RE ACTUALLY MORE EXPENSIVE TO OPERATE.

BUT WHEN YOU AVERAGE THOSE ALTOGETHER AND PUT IT ALL IN FOR WHAT THE MAIN LAND IS

PRODUCTION WE'RE 715,000 PER GALLONS PER DAY. >> AND WHEN YOU MOVE TO THE BOTTOM CHART THE BOTTOM RIGHT HAND NUMBER IS 1 IS 412 THAT'S PROJECTION MILLION GALLONS FOR NEW PLANT 2025. THAT GOES DOWN FOR -- THERE ARE MANY REASONS THE NEW PLANTS ARE MORE SAVING YOU POWER COSTS AND THERE'S MANY OTHER FACTORS THAT TIE INTO THAT AS WELL. OTHER INTERESTING PARTS IS WAIT A MINUTEER HAVEN AND BOCA WERE ALL SIMILAR FACILITIES IT OURS. DIFFERENT SIZES BUT SIMILAR FACILITIES YOU CAN SEE THE REIGNS THEY OPERATE IN NOW AND SEE 1613 DOLLARS FALLS RIGHT IN LION THERE. THERE ARE A LOT OF DIFFERENT VARIABLES THAT GO INTO THAT COST. AND IT WOULD TAKE ITS OWN STUDY TO FIGURE OUT THOSE LITTLE NUANCES AND THIS GETS YOU IN THE BALLPARK OF WHAT IT COSTS TO OPERATE THE NEW PLANTS AND WHAT IT IS IS COSTING US NOW. THE TWO DIFFERENT LAYOUTS IF YOU LOOK AT THESE, THESE LOOK VERY SIMILAR. AS A MATTER OF FACT THEY LOOK SO SIMILAR THAT IT JUST LOOKS LIKE SOMEONE MOVED AROUND THE RECTANGLES AND CIRCLES A BIT.

AND BUT THE POINT OF THIS WAS TO DEMONSTRATE THAT THIS IS AN APPLES TO APPLES COMPARISON AND COSTS OF PLANT ITSELF OTHER THAN OF COURSE THE DEEP INJECTION WELLS IS VERY COMPARABLE TO WHAT ELSE WILL BE VERY COMPARABLE. OUR CURRENT COLLECTION STAFF IS HOUSED AT IWRF. SO WHEN THIS PLANT IS RELOCATED, WE WILL HAVE TO FUPD A NEW HOME FOR THAT CREW AND THEIR SHOPS AND FACILITIES AND TRUCKS AND GENERATEERS AND ALL THAT GOOD STUFF WHICH MOST LIKELY WILL END UP IN THE 37TH STREET AREA CLOSE TO OUR

ENERGY SERVICES CENTER. >> THE CONVEYANCE SYSTEMS THESE LOOK VERY, VERY SIMILAR. AND THEY ARE FOR GOOD REASON. THE BASIC TRUNK MAIN IS PROPOSED OFF JENKINS ROAD WHETHER NORTH COUNTY SITE OR SOUTH COUNTY IF UP NORTH YOU HAVE A LARGER MAIN NETWORK RUNNING NORTH AND ONE RUNNING SOUTH AND VICE-VERSA AND IT YOUND UP SOUTH YOU WILL HAVE LARGER HAEINGD UP NORM AND SMALLER HEADING NORTH.

ALSO THERE IS EXISTING SESSION OF 2 IT 4 FROM ORPTH AVENUE TO OAK KHOP YES ROAD.

24 ENFORCE MADE IT VERY EXPENSIVE AND SINCE WE HAVE THAT IN THE GROUND THAT ALSO FIGURE NURD THE CAPITOL COSTS ON PREVIOUS SLIDE. ALSO NOTE THE PURPOSING LINE ON BOTH THESE MAPS THAT'S PROPOSED 16" REUSE LINING THAT WOULD NOT CHANGE REGARDLESS OF LOCATION OF PLANT AND IT GIFTS US AN OPPORTUNITY TO REUSE A REVENUE STREAM OR TO PLATE THE PLANT IN THE FUTURE. GOING FORWARD, WE ARE STILL WORKING ON BUT PUTTING TOGETHER A SITE PLAN FOR CA CAUSEWAY PENINSULA AND TAKING A DIFFERENT AAPPROACH THAN WE WERE INITIALLY. WE WILL KEEP THE BOARD POSTED AS THAT PROGRESSES AND ANOTHER SHAFT HAS BEEN KICK AROUND IS GOVERNANCE OF NEW PLANT. WHAT WE ARE DISCUSSING RIGHT NOW ES IS CREATING THIS AS INDEPENDENT ENTITY AND IT WOULD HAVE ITS OWN INDEPENDENT BOARD OF FIVE MEMBERS THAT WOULD BE MADE UP OF TECHNICAL EXPERTS NO POLITICAL PEOPLE.

AND ALTHOUGH I HAVE ABOUT ASSURED IF YOU PUT A POLITICAL PERSON ON THAT BOARD AS SOON AS THEY FIGURE OUT THERE'S NO POLITICAL GAPE TO BE HAD IN IT THEY TRY TO GET OFF THE BOARD

[00:35:04]

AS SOON AS POSSIBLE ANYWAIX THE IDEA THERE IS TO KEEP IT AZTEC NICKAL AS POSSIBLE AND OPERATE IT WAS A BUSINESS. THE FIRST TASK WOULD BE TO -- THAT BOARD WOULD BE TO BUILD A PLANT. BASICALLY START LOOKING INTO THE SERVICE ANTICIPATES GET IT ALL WORKED OUT AND GOING FORWARD YOU HAVE CAPITOL AND OWN BUDGETS THAT WOULD BE BE APPROVED AND AGAIN IT WOULD OPERATE AS ITS OWN LITTLE ENTITY.

I SAID BEFORE THAT ONCE THE TECHNICAL PARTS OF THIS REPORT ARE AGREED UPON BY BOTH ENTITIES, THEN WE'LL TURN RAT TALUS LOOSE TO FINISH UP THE FINAL PROJECTIONS AND THE COST THAT IS DIVIDED BY FLOWS AND ALSO THE INITIAL CON CONTROL OF THE PLANT WOULD BE CONTROLLED BY FLOWS AS WELL. WE OBVIOUSLY WOULD BE CONTRIBUTING SIGNIFICANT AMOUNT OF FLOWS THAN THE COUNTY INITIALLY. YOU NEVER KNOW WHAT HAPPENS IN THE FUTURE AS ST. LU CI E COUNTRY BECOMES LARGER AND THEY GET MORE AND MORE CUSTOMERS ON THEIR LEVEL OF FWLUNS GROW AS WELLP THERE ARE SOME POTENTIAL GRANT OPPORTUNITIES. I WOULD LOVE TO SAY WE'LL GET 130 MILLIONTO DO THIS.

I DON'T THINK THAT'S LIKELY. I THINK ANYTHING WOULD REDUCE THE TOGETHER RATE PAYER.

>> WE GOT GO HOT AND HEAVY TRYING TO GET THOSE. AND THAT IS THE ENDS OF THE REPORT, OF MY PRESENTATION. IF THERE'S ANY QUESTIONS OR DISCUSSION I'LL BE HAPPEN MY

TO TRY TO ANSWER THEM. >> ARE THERE ANY QUESTIONS OR DISCUSSIONS FROM ANYONE?

>> MADAME CHAIR. MS. HUDSON: MADAME CHAIR THIS IS LINDA HUDSON THE FIVE MEMBER BOARD OF TECHNICAL EXPERTS WHAT KIND OF TECHNICAL SXER TREES THEY THINKING AB ABOUT.

>> WELL THE DISCUSSION WAS HAVINGIC THE TWO UTILITY DIRECTORS OF THE SMALLER UTILITIES WHICH IN THIS CASE WOULD BE RNL AS WELL AND SOMEONE FROM THE OTHER SIDE AS WELL. ENGINEERS, MAYBE ACCOUNTANT IS AND HANDY TO HAVE ON BOARD.

AND THEN THE FIFTH MEMBER WOULD BE DECIDE ON BY THE GROUP AND THAT MAY BE SOMEBODY COMPLETELY FWLPD AS WE MIGHT COERCE A AND WE ENCOURAGE NEIGHBORS TO JOIN IN AS WELL.

THIS IS VERY, VERY PRELI PRELIMINARY. I DON'T WANT TO PUT ANYTHING OUT THERE. THIS IS JUST KIND OF TO GET EVERYBODY THINKING ABOUT IT SO

. . . >> THIS BOARD WOULD DO WHAT MANAGE THE MOVE OR MANAGE THE

UTILITY? >> IT WOULD MANAGE BOTH. INITIALLY IT WOULD MANAGE THE MOVE. YOU KNOW NOT THE PARTS THAT ARE SPECIFIC TO ST. LU CIXT E OR WESTERN PA INP AND THEN GOING FORWARD IT WOULD MANAGE JUST THE PLANT.

>> SO IT WOULD BE OUT OF THE CONTROL OF FOR THEP -- >> I WOULD NOT SAY THAT THIS WOULD BE FUNNED BY FOR THE PIERCE UL TILLTY. ALL THE COST AND SMALL AMOUNT OF ADDITIONAL MONEY FOR FUTURE CAPITOL WILL BE FROM BOTH ENTITIES SO THE DISCUSSIONS WERE THAT THAT FIVE MEMBER BOARD WOULD EFFECTIVELY REPORT BACK TO BOTH OF OUR BOARDS.

THROUGH COUNTY COMMISSION AND FOR THE PIERCE UTILITYTIES BOARD.

AND WOW HAVE TWO MEMBERS POSSIBLY THREE MEMBERS ON THERE FROM EITHER GROUP.

>> WELL I HAVE A CONCERN BECAUSE EVERY TOMB I LOOK AT THE WATER WASTEWATER PART OF ST. LUCIE WHEN WE DOT COMPARISON THEY'RE CONSIDERABLY HIGHER THAN FOR

THE PIERCE UTILITY. SO I -- >> I BELIEVE THAT'S ACCURATE

MAN. >> I WOBT WANT US TO GET INTO A TRAP OF ESSENTIALLY SUBSAID DIESING PART OF ST. LU CIXT E COUNTY BECAUSE THEY NEVER BUILT ANYTHING LIKE THIS.

>> I AGREE. I DON'T BELIEVE THERE'S ANY SXEKD TITION AND OATH TO SLOW THE CONVEXION SYSTEMS ANDP THIS WOULD NOT JUST BE US ABSORBING THEIR HIGHER COSTS.

[00:40:04]

THERE WOULD BE A COST FOR PER GALLON THAT EACH ENTITYTY WOULD PAY AND THAT'S BASICALLY WHAT IT COSTS. IF THAT LOWERS LOWERSY RATES I WOULD EXPECT IT TO NOT ON THAT SIDE BUT ON OPERATING THE PLANT AND BUT IT SHOULD ALSO LOWER OURS AS WELL.

>>> OKAY THAT WOULD BE GOOD. >> YEAH IT'S A PAY PER GALLON BASICALLY.

YOU CREATE THE INITIAL ENTITY AND PUT THIS THING TOGETHER AND IT PLATES AS ITS OWN BUSINESS UNIT AND IT SELLS ITS CAPACITY JUST LIKE YOU KNOW IF IT WAS ANOTHER ENTITY IF FOR THE ST. LUCIE HAD HAVE CAPACITY AT THEIR POINT ON GLAID CUTOFF ROAD AND THEY WANTED TO SELL IT TO US THEY WOULD CHARGE US PER GALLON AND IF THEY WANT TO TREAT S ST. LUCIE COUNTRY THEY WOULD TREAT THAT O PER GALLON BASIS AS WELL .

>> OKAY. >> AGAIN THIS IS ALL PRELIINARILYY.

I DON'T WANT TO GET TOO DEEP INTO THE DETAILS AFTER YET. >> OKAY.

I GET THAT. ANY OTHER DISCUSSION? YEAH, MADAME CHAIR, BO I THINK WE WANT TO MENTION SOME OF THE INFORMATION HERE WILL BE PRESENTED OR MY UNDERSTANDING PRESENTED TO THE COUNTY COMMISSION ON THE 14 HADTH AND I'LL LET YOU KNOW IF THAT, IN FACT, DOES MAKE THE AGENDA ON THE 1TH BECAUSE BO. AND I WILL SILT AND LISTEN TO IT AND WE'LL SEE WHAT THE BORED OF COUNTY COMMISSIONERS THINK.

>> THANK YOU. >> ANYTHING ELSE. >> IF THERE'S NO FURTHER

QUESTIONS -- I'M SORRY. >> NO, GO AHEAD.

[Item G4]

I BELIEVE WE'RE ON THE FINANCIAL OPERATING RESULTS. >> YES WE.

>> THE NEXT ITEM IS BARBARA MIKEA PRESENTING FINANCIAL OPERATING RESULTS FOR APRIL

2020 FOR INFORMATION ONLY. >> BARBARA MIKEA: THANK YOU MR. TOMPECK, MADAME CHAIR AND BOARD MEMBERSI HAVE FOR YOU TODAY FINANCIAL OPERATING RESULTS FOR APRIL 2020.

DISTRIBUTION TO THE CITY OF FOR THE PIERCE FOR FISCAL YEAR '19 WAS RECORDED IN APRIL.

THERE WERE 6,276 OF,000 AND AFTER THAT ADJUSTMENT FOR THE EXPENSE WE EXPERIENCED YEAR-TO-DATE INCREASE IN INFORMATION ARE -- FOR THE SEVEN MONTHS THIS FIGURE 2020 OUR OPERATOR INCOME WAS DOWN COMPARED TO THE SAME PERIOD. THIS YEAR AND THEY CLAIMS TO THE CAPACITY REDUCTIONS OR WHATEVER THEY CHARGE. GARN TEED KEEP THEM RATING PREV ULAST YEAR AND EACH HER IN THE CURRENT YEAR. YOUR DATE OPERATING EXPENSES WERE DOWN 1.4 MILLION FROM LAST YEAR AND MAINLY DUE TO DECREASE COST OF OUR MACHINE POWER AND GENERALLY 2020 WHEN THE MARCH QUARTER FINANCIALS WERE PRESENTED LAST NO MR. FEE RAISED A QUEV THE RATIO OF NET POSITION WHICH WOULD BE A GAIN OR ALSO OVER OPERATING REVENES. I'VE GONE BACK TO TAKE A AAND CERTAINLY LAWYER UPON THE SPACES WE SKERNLTSED I'LL 2 FOR SOME YEARS IT PRESENTED CHALLENGES TO US IN THAT WE HAVE THINGS COME INTO PLAY THAT ARE OUT OF OUR CONTROL. AITIONDAL -- YOU KNOW HOWER SOINGTS SORP PENNSYLVANIA EXPENSE SOMETIMES WE HAVE ADDITIONAL EV AND THAT'S GRANTS AND CONTRIBUTIONS. MR. TOMPECK WOULD LIKE TO LOOK INTO THIS FURTHER AND WE'LL BE BRICKING YOU ADDITIONAL INFORMATION. IN THE FUTURE.

ELECTRIC OPERATING REVENUES LEST COST OF PURCHASE POWER HAS BEEN VERY CONSISTENT IN THE THREE YEARS COMPARISON ARE THEY J AOUGHTED OPERATING REVENUE ALONG WITH ERP AND IN

[00:45:12]

THE CURRENT YEAR-TO-DATE WE REMAIN BASICALLY FLAT WHEN COMPARED TO THE SAME PERIOD.

IN 20 19. PRAY REVENUES ALSO SHOWING CONSISTENCY IN UPPER TREND REVENUES INCREASED OVER THAT SAME PERIOD. IN 2018 AS A RESULT OF INCREASED REVENUE AND CONSUMPTION OF 20%. THIS YEAR 2020 INCREASES OF 6% IN OPERATING REVENUE WAS ACCOMPANIED BY INCREASE IN CONSUMPTION OF 5%. CONTINUED INCREASES IN THE RESIDENTIAL AND GENERAL SERVICES CONSUMED AND WE HAD ADDITIONAL BOOST IN BULK WATER SALES OF OVER HALF A MILLION DOLLARS. 556,000 IN 2020.

2018 AND '19 INCREASED WASTEWATER OPERATING REVENUE WERE DUE TO CAPACITY

REDUCTIONS THAT WE TALKED ABOUT NUMEROUS TIMES. >>> AND WE DID NOT EXPERIENCE THOSE IN 2020. WHICH IS WHY WE HAVE DECREASE IN REVENUES FOR THIS FISCAL YEAR. IN FISCAL YEAR 2020 CONSUMPTION WAS UP BY 4% WITH THAT UP AS DIRECT RESULT OF THOSE GRSS IN THE PREVIOUS TWO YEARS NATURAL GAS OPERATING REVENUES LEST COST OF PURCHASE GAS PURCHASE AND CONSUMPTION SHOWING UPWARD TREBD IN REVENUE AND CONSUMPTION WHILE INCREASING MOVING TOGETHER THE MAJOR REASON FOR THE FISCAL YEAR 2020 INCREASE WAS A SAVINGS IN THE COST OF GRASS OF 2.3 WITH% AND ADDITIONAL SAVINGS WITH LOWER GAS PRICES. OUR DEBT SERVICE COVERAGE IS RATIO EVER THE 12-MONTH AVERAGE EVER NET AVAILABLE INCOME TO OUR CURRENT DEBT SERVICE FOR TWELVE MONTHS E ENDING APRIL 2020 OUR DEBT SERVICE RATIO IS 2 IT.76 TIMES WHICH MEANS FOR EVERY DOLLAR OF DEBT WE HAVE $2.76 AVAILABLE TO PAY THAT DAY. OUR BOND COVE NAPS REQUIRED BOND RATIO OF 2.5 AND WE'RE WELL WITHIN THE COMFORT ZONE FOR DEBT SERVICE.

THAT IS ALL I HAVE. THIS IS AN INFORMATION-ONLY ITEM AND IF YOU HAVE ANY QUESTIONS I'LL BE HAPPY TO ADDRESS THEM.

CHAIR. >> DMRENTS BOARD MREBZ CHARLIE FROOINK, WOW LIKE TO BEGIN.

MR. MATTHEWS: YES, MA'AM, I HAVE TWO. AND THE FIRST IS THAT OF THE RESOLUTION. MY QUESTION WAS THAT WAS A RESOLUTION SAID WE WOULD DO AND THEN I RECEIVED I THOUGHT IT WAS CORRECTION THAT ADDED IN BLUE THE MAYOR MADE A MOTION AND I WAS HOPING IF THAT WAS THE RESOLUTION TO BE CONSIDERED WITH THAT IN THE BLUE THEN HI NO PROBLEMS WITH IT AK PROVED. AND MAYBE THAT QUESTION SHOULD

GO BACK TO YOU OR OW OR TH THOMAS. >>>.

>> YES I THINK WHAT YOU SAW WAS PROBABLY MARKUP THE BLUE LINE THAT WAS NOT INCORPORATE NOD THE BENCH PRODUCT IT WAS BLUE BECAUSE IT SHOWED WHERE CORRECTIONS WERE.

THAT'S WHAT ARE YOU TALKING ABOUT. AND TO EXACTLY WHAT RESOLUTION

WAS MODIFIED TO SHOW IS WHAT WAS IN THE BLUE. >> THANK YOU THAT WAS MY CONCERN. MADAME CHAIR THE SECOND QUESTION IS -- MR. MATTHEWS: WE RECEIVED A COUPLE CALLS SATURDAY ONE JUST HAPPENED TO BE FROM COMMISSIONER AND THE OTHER WAS FROM CITIZEN OF THE LIGHTS OUT.

DO WE HAVE A BRIEF UPDATE ON THE LIGHTS THAT WAS OUT ON SATURDAY?

WHAT EARS IT COVERED? >> YEAH I ACTUALLY SAW SOMEBODY ON FACEBOOK THAT AND I BELIEVE WE GOT NOTIFICATION YOU YOU WANT TO DISCUSS THAT.

>> I CAN TAKE A CRACK AT THAT. AND I THINK MR. JAKUBS AAK CAN FILL US IN ON THE AREAS.

BUT IT WAS PRETTY COMPLICATED OUTAGE. SO LET ME TRY TO GET YOU THROUGH THIS. AT ABOUT 20 AFTER 7P WE HAD OUTAGE AT THE HARTMAN SUBWHICH AFFECTED EFC AND TODD CENTER ON 25TH STREET. AND AT 7:48 POWER WAS RESTORED

[01:00:06]

AND CRITICAL SWITCH AT THE TODD CENTER REBOOTED AND SENT OUT A DATED UNIT PACKAGE THROUGHOUT THE NETWORK WHICH DISABLED THE AT MRTTIVE STORAGE OUTLOOK SWITCH AND PRETTY COMPLICATED AND I'M SURE TOM DPRIR MAKE IT CLEAR BUT THIS CAUSED DEGRADE OR NO PERFORMANCE ON SOME OF OUR MOST IMPORTANT PROGRAMS SUCH AS RESPONDER EXCHANGE AND C COGSDALE AND IT REQUIRED ITS HAD TO WORK ON RESTARTING THE RECEIVERS WHICH EVENTUALLY LED TO A STEP BY STEP SYSTEM REBOOT WHICH WAS ABOUT 11:00 AT NIGHT. PAUL, MAYBE YOU CAN FILL IN THE BOARD ON WHICH AAREAS WERE

SPECIFICALLY AFFECTED BY THE OUTAGE. >> PART OF THE PROBLEM WE HAD ONCE WE LOST RESPONSE FROM SOME OF THE OTHER PROGRAMS WE COULD NOT MAP THOSE ON OUTAGE MAP ON FPUA.COM AND THAT CAUSED PROBLEMS WITH THE FOLKS TRYING TO SEE IF THEIR OUTAGE WAS IDENTIFIED AND IT ALSO CAUSED PROBLEMS WITH THEM TRYING TO CALL.

>> GO AHEAD, PAUL. >> I DON'T BELIEVE HE HAS --

>> IT LOOKS LIKE PAUL IS MUTED BUT I KNOW WE HAD SOME OUTAGES AT ST. LU CI E VILLAGE AND HAD OUTAGES IN MID OF TOWN BY TEXAS CORPS AND OUTAGES NEAR U.S. 1 AND FEW OTHER ASSORTED OUTAGES. AND IT WAS A DIFFICULT REALLY WAS A DIFFICULT EVENING I KNOW IT WAS FRUSTRATING FOR OUR CUSTOMERS BECAUSE YOU KNOW THEY COULD NOT GET IN TOUCH WITH US BECAUSE OF SOME OF THE USE. WE LOST HALF OUR TELEPHONE LINES EACH FOR A SHORT PERIOD OF TIME. NOW, TOM, IS THERE ANYTHING YOU CAN ADD TO THAT TO MAKE IT CLEAR AS I FALL INTO THE AB ABYSS.

>> PAUL: NO PROBLEM MR. TOMPECK. YES, SO MR. TOMPECK STATED THAT AROUND ABOUT 9:30 WE HAD SOME PHONE ISSUES AND WE'RE NOT SURE IF IT OCCURRED A COUPLE MINUTES PRIOR TO THAT OR HOW LONG IT ACTUALLY LA LASTED.

BUT WE LOST HALF OUR LINES AND WE HAVE TO WORK WITH AT&T TO FIND THE ACTUAL ROOT CAUSE OF THAT PROBLEM BUT YEAH, AS HE STATE, THE MAIN APPLICATIONS DISPATCH USES IS THE RESPONDER PROGRAM AND BECAUSE IT WAS OFF LINE AND THEY WERE OVERWHELMED WITH ALL THE CALLS CAME IN THAT CAUSED OTHER USH USE OF MORE THAN OUR PHONES THAT WOULD NORMALLY ALLOW AT FULL CAPACITY WAS COMING N AND BY THE TIME I CONTEST EACH SECTION THEY WERE DISMATCHED THE TEST TO MAKE SURE HE CAN GET INTO THE SYSTEM AND THAT TOOK TIME.

FOR THEM TO BE TESTED AND JOHN SAID WE WRAPPED IT UP AROUND 11:00 AND IF WE STARTED AT 7:48 AS SOON AS WE WERE NOTIFIED AND BASICALLY JUMPED RIGHT ON AND GOT IT ALL UP AND RUNNING AS QUICKLY AS WE KOXT I WOULD BE GLAD TO ANSWER ANY OF THOSE TYPES EVER QUESTIONS

IF YOU HAVE ANY. >> SO LOOKING AT THIS -- BACK

TO -- NOW. >> WHAT DID YOU SAY? >> YES EVERYTHING BACK TO

NORMAL. >> IS EVERYTHING BACK TO NORMAL.

>> YES. MR. MATTHEWS: IS EVERYTHING

BACK TO NORMAL. >> YES. >> YOU CAN HEAR ME NOW.

>> PAUL GO AHEAD AND IDENTIFY THE AREAS OF THE OUTAGE. >> PAUL: SORRY FOR THAT TECHNICAL DIVE CUTES ON MY E END. THE MAIN OUTAGE WE HAD WAS OUT OF GARDEN CITY SUBAND IT AFFECTED FROM THE NORTH BRIDGE ALL THE WAY TO COUNTY LINE AND ST. LUCIE VILLAGE AND WEST OF U.S. 1. IN ADDITION TO THAT WE HAD MULTIPLE OPERATIONS AS LIGHTNING STORM MOVED THROUGH AND AS MR. TOMPECK MENG WITHED AS WELL WE LOST ONE OF OUR TRANSFORMERS OUT AT THE COTTON STUB AND THAT TOOK CARE OF AREAS AROUND IRS B AND EVERYTHING WEST OF TOWN UNTIL JENKINS ROAD. THAT WAS RESTORED WITHIN 20 MINUTE OR SO AND THEN WE RAN INTO THE ISSUE WITH SWITCHES REBOOTING AND UNFORTUNATELY WE WERE NOT ABLE TO ANSWER THE PHONES AT THAT POINT IN TIME TO BE ABLE TO START TAKING

[01:05:03]

MANUALLY DOWN THE OUTAGE LOCATIONS. ONCE WE WERE ABLE TO GET THE MAIN CIRCUIT RESTORED AROUND 9:00ISH OR SIRT KNIT GARDEN CITY WE ONEN THE PHONE LINES AND TOOK CALLS FROM YOU CUSTOMERS AND BASICALLY HAD A LOT OF POSTING IT NOTES AND WRITTEN PIECES OF PAPER TRYING TO DEFIVE TO BEST ACCEPTED OUR CRUZ.

WE HAD OUTAGES AVENUE K, AVENUE J, DELAWARE AND 22ND AND POCKET OUTSIDEAGE AN GUARD EVENIA AND WE WERE ALL OVER THE PLACE RUNNING OUTAGES A LOT OF THEM YOU DON'T HAVE TO COMMENT THE CREWS BEING A HOLIDAY WEEKEND AND HOLIDAY ITSELF AND EVERYONE DID A GREAT JOB WORKING TOGETHER AND ONCE WE GOT THE SYSTEM BACK UP AND RUNNING WE WERE ABLE TO FIGURE OUT WHERE WE WERE HAVING PROBLEMS. UNFORTUNATELY WE COULD NOT HELP ALL THE CUSTOMERS AAND ANSWER ALL THE CALLS BUT WE DID THE BEST WE COULD WITH

RESOURCES WE HAD. >> THANK YOU VERY MUCH.

ANYTHING FURTHER. >> MADAME CHAIR THIS IS LINDA SUDDEN ON QUICKLY I GOT WORD THE GOVERNOR EXTENDED EMERGENCY ORDER IN SEPTEMBER 5TH.
